Femi Fani-Kayode, former Minister of Aviation has sent a message to Vice President Yemi Osinbajo.
Fani-Kayode on Friday while reminiscing on ex-President Goodluck Jonathan’s era, said all those that opposed and betrayed the ex-president have been disgraced.

He further urged Osinbajo to stop speaking ill and publicising the bad sides of Africa rather concentrate on the good sides.

According to him, Osinbajo is guilty of the aforementioned and is not worthy to be a leader if he is not proud of his continent.

On his Twitter page, Fani-Kayode wrote: “When I consider what has happened in our country since 2015 all I can say is that the God of Goodluck Jonathan is awesome!

Lagos battles to avoid explosion as 45,000L petrol tanker falls on Otedola Bridge


 


Emergency responders have been put to work again on Otedola bridge in Lagos State.

This followed a lone accident involving a truck loaded with 45,000 litres of petrol.

DAILY POST reports that the Otedola bridge is notorious for accidents involving heavy-duty vehicles.

The latest incident occurred on Saturday afternoon.

How the mishap happened is still unknown, but torrential rain hit the nation’s commercial hub for hours starting early morning.

However, the Lagos State Government has assured that efforts were on to keep the area and members of the public safe.
“Earlier today, a truck fully loaded with 45,000 litres Petrol fell at the Otedola bridge. All emergency responders have been activated. Transloading of content is on-going to prevent truck from exploding”, it tweeted.

12 year old allegedly raped by 40-year-old man gives birth in Edo (photo)






A 12 year old girl, Ilobekeme Omije, who was allegedly raped by her 40-year-old neighbor in Edo state has welcomed a baby.
 
The little girl is currently at the Irrua Specialist Hospital where she gave birth to her baby girl through CS yesterday Friday, October 11th. 
 

 
In a chat with LIB, activist Harrison Gwamnishu said the little girl lost her dad years ago and was sent to live with a Pastor of a renowned church by her mother who died recently and is still in the mortuary. At age 6, she was raped by the pastor and was later sent to live with a traditional healer who continued to rape her.
 
She currently lives with her aunt where a 40-year-old neighbour raped her and got her pregnant. She welcomed her baby and is still in the hospital where doctors are monitoring her condition.
 

 
Harrison who visited the girl today,  said the pastor, the herbalist and the 40 year old man were all arrested in September by officials of the National Agency for the Prohibition of Trafficking in Persons but released after they all agreed to pay N5000 monthly.

A woman, Mrs. Jumiah Utache and her three children Faith(9), Domino(2), and one-year-old Daniel have been killed after their house in the Orisha community, Magodo, Lagos state, collapsed during the heavy downpour today Saturday, October 12th.
 


The General Manager, Lagos State Emergency Management Agency, Femi Oke-Osayintolu, who confirmed the incident, said it happened at number 48, Orisa Street, Magodo Phase One, Isheri Waterfront.
 
Oke-Osayintolu said the bodies of the deceased mother and children have been recovered and deposited in a morgue. He added that efforts are ongoing to find more people believed to be trapped in the rubble.
 

Ondo State governor direct schools to proceed on three weeks holiday as flood submerges many communities






Several schools and communities have been submerged by floods in Ondo State as a result of the torrential rains being experienced in many parts of the country.  
 
This made the State Governor, Oluwarotimi Akeredolu to direct public primary and secondary schools submerged by the floods to proceed on three weeks of holiday from Monday, October 14th.
 
Donald Ojogo, Commissioner for Information and Orientation, in a press release today said the directive followed flash floods which affected most flood-prone areas in the state, especially the riverside communities.

Kidnappers refuse to release female students and staff of Engravers College after receiving N3.6m ransom






Six female students and two staff of Engravers College, Kakau Daji in Chikun Local government area of Kaduna state are yet to regain their freedom despite the payment of  N3.6 million as ransom. 
 
TheCable reported that the kidnappers' refusal to release the abducted students and staff of the Kaduna school have heightened fears of parents of the kids who were abducted on October 3. 
 
It was further learnt that the kidnappers are yet to contact any of the parents after receiving the ransom. 
 

Quote:“Parents of the girls contributed N3.6 million and it was delivered to the kidnappers, but they have not released the girls,” a source said.
“As it is, the parents are helpless and apprehensive. There has been no communication with the bandits after the money was delivered, so everybody is worried.
“We have been praying day and night to God to touch the hearts of the kidnappers and free the children and the staff.
“The parents have been in trauma since the incident happened and they were hoping that the girls would be released after the payment of the ransom.”

Daniel Fakoya, 18, of Priory Court, E17 was sentenced to 15 years in jail and a further three years on the licence, following a hearing at Snaresbrook Crown Court on Friday, 11 October.

He was jailed for firearms offences after shots were discharged in Leyton.

He must serve a minimum of 10 years of his sentence.

Fakoya was previously found guilty of the following offences on 10 September at the conclusion of a trial at the same court: conspiracy to possess a firearm with intent to endanger life [17 December 2018]; conspiracy to possess ammunition without a firearm certificate [17 Dec]; conspiracy to cause grievous bodily harm with indent [17 Dec]; conspiracy to have an offensive weapon namely two bottles of ammonia [17 Dec]; conspiracy to have an article with a blade of point [17 Dec]; conspiracy to supply controlled drugs of class A [5 Oct – 14 Feb 2018]; possessing a firearm with intent to endanger life; [5 Oct]; and possessing ammunition with intent to endanger life [5 Oct].

He also pleaded guilty to aggravated vehicle taking.

The court heard how on 17 December 2018 at around 11 pm, Fakoya was one of three males who arrived in Leyton High Road in a Volvo car. They saw a group of males on the street and shots were fired from the car.

The group scattered but Fakoya and his associates chased two males into an off licence. However, once inside they could not find them and left.

They jumped back into the car and sped away from the scene. However, within five minutes the car had crashed into a shop front in St James’ Street, E17. Fakoya and the other occupants fled the vehicle.

Officers arrived at the scene and searched the abandoned car – within it they found a handgun, ammunition and two bottles of ammonia. The handgun was located in the driver’s footwell.

A forensic examination of the car revealed Fakoya’s blood on the driver’s airbag and also just outside the car, indisputably linking him to the car and the items inside.

Further investigation established the car had been stolen ten days earlier during a burglary in Essex on 7 December.

Work began to track down Fakoya and he was subsequently arrested on 14 February – he was charged the following day for his role in the incident.

It transpired that Fakoya was already under investigation for a separate incident where another handgun and a quantity of class A drugs had been found at an address linked to him following a raid by officers from the North East Command Unit in October 2018.

Fakoya was also charged with these offences.

Detective Sergeant John Macleod from Trident, part of the Specialist Crime Command, led the investigation and said: “Fakoya’s reckless actions on the night of 17 December in discharging a firearm in a public place could potentially have had fatal consequences and it is only by sheer luck that no one was seriously hurt.

“The motive for the events of that night appeared to have been gang-related – Fakoya and his associates looking to settle scores with their perceived rivals.

“Our work continues to trace the others who were in the car with Fakoya that night. His conviction should serve as a clear message to them that we will continue to track down dangerous individuals and put them behind bars where they belong.”

Amid the prevailing insecurity in the country, the military and the police would spend a whopping 91 per cent of their budgets on recurrent expenditure, comprising overhead and personnel costs, while the remaining nine per cent would go to their capital expenditure, estimates in the 2020 Appropriation Bill have shown.

Saturday PUNCH’s analysis of the bill revealed further that the chunk of the recurrent expenditure goes into personnel cost, comprising salaries, wages, allowances and social contributions, while a meagre amount goes into capital expenditure, forcing some of the security agencies to make part payments for security items they would have used to fight insecurity.

President Muhammadu Buhari had on Tuesday, October 8, presented the N10.33tn, comprising N4.88tn recurrent expenditure and N2.14tn capital expenditure, Appropriation Bill to a joint session of the National Assembly.

The President noted that the budget estimate was designed to be one of fiscal consolidation to strengthen the macroeconomic environment, invest in critical infrastructure, human capital development and enabling institutions.

But analysis of the Appropriation Bill revealed that the Ministry of Defence, comprising different operational units like the Army, Navy, Air Force, Defence Headquarters, Nigerian Defence Academy, Defence Intelligence Agency and 11 other units got a whopping N878,458,607,427 total allocation, the second highest allocation.

Of the total allocation, however, the recurrent expenditure stood at N778,589,343,660, representing 88.63 per cent while the capital expenditure is N99,869,263,767, representing 11.37 per cent.

In the recurrent expenditure, however, the total personnel cost, comprising salaries, wages, allowances and others, is put at N722,383,830,531bn, while the overhead cost for travels, transport, training, materials and services, is N56,205,513,129.

The remaining N99bn capital expenditure would, therefore, be used for the purchase of defence equipment, sea boats, rehabilitation of barracks across the six geo-political zones, procurement of ammunition, purchase of operational vehicles, among other things needed to fight insecurity and defend the Nigerian territory.

For example, the Nigerian Army, which got the highest allocation under the Defence Ministry, would get a total of N438.23bn.

While a whopping N424.03bn of the sum goes to recurrent expenditure, comprising N408.40bn for personnel cost (salaries, allowances, wages, etc), and N15.63bn for overhead cost, a meagre N14.20bn was budgeted for capital expenditure.

According to the breakdown in the estimate, the N14bn would be used for the purchase of arms, ammunition, armoured vehicles, spare parts, kitting general, construction of office and residential buildings (barracks) and renovation of destroyed Kur Mohammed Barracks, Bama, among other projects.

Similarly, for the Nigerian Air Force, which got the second highest share in the ministry, its total allocation was N137.87bn.

Out of this, N109.51bn was for recurrent expenditure, comprising N8.85bn overhead cost and a whopping N100.66bn personnel cost (for salaries, wages, allowances, etc), while a paltry N28.36bn is budgeted for capital expenditure.

The N28bn is expected to be used for the purchase of defence equipment, procurement of various small arms and ammunition, purchase of various aircraft and their spares, support equipment and their spares, part payment for procurement of 3 x jf – 17 thunder aircraft, part payment for periodic depot maintenance of 4 x f – 7ni aircraft, among others.

For the Nigerian Navy, which got the third highest share of the ministry’s allocation, the total allocation was N131.69bn, out of which N114.50bn was allocated for recurrent expenditure, comprising N106.76bn personnel cost (salaries, wages, allowances, etc) and N7.74bn overhead cost.

On the other hand, N17.19bn was budgeted for capital expenditure, specifically for the procurement of helicopters, landing ship tank, hydro survey ship, 8 x 17m inshore patrol craft, construction of barracks and the development of Naval War College, among others.

The tilted estimate is the same for many other operation units, like DIA, under the Defence Ministry.

Police and military budgets alike

Meanwhile, for the Federal Ministry of Police Affairs, comprising police formations and commands, the ministry itself and the Nigeria Police Academy, Wudil, Kano, the total allocation is N409,142,271,823.

Of this figure, the capital expenditure is a mere N13,309,986,864, representing a paltry 3.25 per cent, while the total recurrent expenditure is N395,832,284,959, representing a huge 96.75 per cent of the allocation.

Out of the recurrent expenditure, however, the total overhead was N11,088,223,253 while the total personnel cost (salaries, wages, allowances and social contributions) took a whopping N384,744,061,706.

The paltry N13bn capital expenditure, according to the estimate, was for the purchase of security equipment (N2.88bn), motor vehicles, air navigational equipment (N2.19bn), trucks, industrial equipment (N64.82bn), purchase and acquisition of land, computer software acquisition, construction and provision of hospitals, police stations and barracks, while the rehabilitation and repair of police stations and barracks would gulp (N53.62), among other projects.

Thus, on average, the military and police would spend 91 per cent of their budgets on recurrent expenditure, largely salaries, wages and allowances, while about nine per cent would be spent on procuring equipment, weapons and other software and hardware needed to tackle insecurity in the country.

In the face of the little funds to procure defence equipment, according to the budget estimate, the Theatre Commander of the army’s Operation Lafiya Dole, Major General Olusegun Adeniyi, said on Thursday that what the army needed to end the ISWAP and Boko Haram war were combat helicopters.

Speaking when he received a delegation of the National Assembly Joint Committee on the army, led by Senator Ali Ndume, on Thursday, Adeniyi stated that Boko Haram had never been as formidable as perceived.

He said, “The only thing that needs to be given to the army now is Nigerian Army Aviation. There is a way you solve a problem that will change the game. The army needs combat helicopters to end the Boko Haram war. These helicopters will be with us at the battlefront. I know this has been on the table for years. When this is done, Nigeria can forget about Boko Haram.”

Meanwhile, military commanders, especially those currently engaged in operations at the battlefield in the North-East, had told Saturday PUNCH in a recent report that they were still using outdated weapons and equipment, including failing Shilka guns procured during the administration of the late Alhaji Shehu Shagari, who was the President of Nigeria between 1979 and 1983.

They noted that this development had exposed the Nigerian troops to attacks by the terrorists, especially the Islamic State in West Africa Province fighters, who, according to them, use more sophisticated weapons.

They, however, said they needed sophisticated weapons to defeat the terrorists.

One of the commanders said, “I can tell you that we have not been supplied with fresh equipment in a long while. Those terrorists, especially ISWAP fighters, are very deadly and confident and they now use foreign mercenaries.”

One of the commanders again told one of our correspondents on Friday that the 2020 budget proposal submitted to the National Assembly implied that “nothing would change in terms supply of arms, ammunition and other equipment needed to fight the war, yet it’s only superior weapons that can defeat them.”

The Governor of Borno State, Babagana Zulum, had said in July that Boko Haram had higher expertise and better technological weapons than the military.

The President also said at a regional summit in Burkina Faso on September 14 that “the frequency of attacks, the determination and resilience of the terrorist groups as well as the ease with which they raise funds and acquire sophisticated weapons were matters of serious concern.”

Also, at the summit, the President of Niger Republic, Mahamadou Issoufou, announced that ECOWAS leaders had decided to mobilise “financial resources of up to a billion dollars for the fight against terrorism.”

Meanwhile, apart from the insurgency in the North-East, there had been concerns over the high rate of killings of innocent Nigerians by bandits, kidnappers and armed robbers. This had made some persons to question the efficiency and capacity of the security agencies, as they tied the challenge to poor funding of the security agencies.

The then Governor of Zamfara State, Abdulaziz Yari, said in March 2019 that the bandits terrorising the state were more equipped than the entire security forces deployed to combat their activities.

Yari told journalists at the State House, Abuja after holding a meeting with the President that the bandits had stockpiled as much as 500 AK-47 rifle in one of their armoury.

Budget estimates offer no hope of improved security – Security experts

A security expert and President, African Council on Narcotics, Mr Rekpene Bassey, described the proposed 2020 budget for the Ministry of Defence and the police as grossly inadequate.

He said, “If you convert the total amount that has been budgeted for the Ministry of Defence, N878.458bn into dollars, what you have is about $2.4bn, while the capital expenditure of N99.86bn comes to about $275m. It is even worse for the police that have a total expenditure of N403.32bn, about $1.114bn while the capital expenditure is just about $34m.

“The implication of this proposed capital expenditure in the military and police is that we are going to face more security challenges in terms of the internal and national security environment.

“This portends a lot of dire challenges in the months ahead in terms of security and I cannot fathom why they have proposed that.”

Military looking at alternative funding sources — DHQ

Meanwhile, the Defence Headquarters has said that to tackle the imbalance in the budgetary allocations for the military, the armed forces have been looking for and moving towards alternative sources of funding.

The Acting Director, Defence Information, Col Onyema Nwachukwu, said the military had begun to produce “armoured carriers, and ships locally.”

In an interview with our correspondent on Friday, he said, “If you look at the 2020 budgetary allocations, about N100bn is what is allocated to defence. And when you talk about recurrent and capital expenditure, you find out that the recurrent is quite higher than the capital.

“The idea is that from the outset, we have always talked about seeking alternative sources of funding for the military. We are working in this regard. The Nigerian military is evolving, considering the various contemporary security challenges, which are of course a global phenomenon. There are various theatres of operation around the country and the military has been very innovative despite the budgetary allocations.

Also, Force spokesperson, DCP Frank Mba, in his response to the lopsided budget estimate said, “I’m sorry, I may not be able to respond to this enquiry now. I can only give you an appropriate response after due consultation with the Budget Department. I will do that and revert to you as soon as possible, please.”

An estimated $582 billion has been stolen from Nigeria since independence in 1960.

The estimate, which was attributed to Chatham House, was quoted in an article published by The Economist titled, ‘Catch me if you can, African kleptocrats are finding it tougher to stash cash in the West,’ published in its online edition.

Corruption is known to be one of Nigeria’s major problem and at least N11 trillion is said to have been diverted in the power sector alone since 1999, while N1.3 trillion public funds were reportedly laundered between 2011 and 2015.

In the article which talks about illicit financial flows in Africa, The Economist said so much has been pilfered from the continent that “tracking it all is tricky”.

It quoted Britain’s International Corruption unit as saying it has confiscated £76m ($117m) loot from Nigeria since 2006.

“Another £791m has been frozen worldwide thanks to its work,” it said, adding that “it barely makes a dent in the £100bn of illicit funds which Steve Goodrich at Transparency International, a watchdog, reckons enters Britain every year”.

The Economist said African leaders’ best way of hiding and moving stolen funds is to set up “a raft of anonymous shell companies and bank accounts”.

It spoke of how Sani Abacha, the former military head of state stole Nigeria blind and “deposited billions of dollars in banks across the rich world, no questions asked”.

“Light-fingered tyrants are looking back wistfully. In past decades they could stash their illicit wealth in the West,” it said.

“Friendly lawyers, banks and middlemen were on hand to park the loot. Western governments often seemed equally unfussed.”

Police find almost 100 fetal remains in abortion doctor's vehicle, weeks after more than 2,200 preserved fetuses were discovered at his home



                                               


Police authorities have found close to 100 fetal remains in the vehicle belonging to Dr. Ulrich Klopfer, the specialist abortion doctor who died last month just after police found over 2000 fetal remains in the garage of his Illinois residence.
 
                                            
 
Klopfer, 71, died on September 3, and about 2,246 medically preserved fetal remains were discovered in his Will County, Illinois home after family members went through his house and belongings a week later.

According to the South Bend Tribune,  Klopfer is the state's 'most prolific abortion doctor in history,' as he has performed tens of thousands of abortion procedures in multiple Indiana counties for decades, and his license was suspended in 2016 for failure to exercise reasonable patient care and violating multiple notice and documentation requirements during abortions.
 
                                               
 
It was also found out during investigations that Klopfer had been carrying out abortions on girls under 14 years of age and had been using the same sort of abortion and sedation procedures that he had used since the 1970s and 1980s- even though there were not casualties or complications after the procedure.
 
                                            
 
The Will County sheriff's office says during its investigation last month into the origin of the remains found in the garage of the doctor's rented property, it became aware of numerous vehicles and properties either owned or rented by Klopfer in the Chicago suburb of Dolton.
 
Eight vehicles belonging to Klopfer were located, and in the trunk of one car, five plastic bags and a box were found to contain "numerous medically preserved fetal remains." 
 
According to the sheriff's office, fewer than 100 fetal remains were recovered Wednesday, although that may change "pending a more thorough examination of the contents and records."
 
Will County police on recovering the new fetal remains in the doctors vehicle said;
''The Will County Sheriff’s Office was made aware that numerous vehicles and possibly other property owned by Dr. Klopfer were stored in an outdoor gated lot of a business located in Dolton, Illinois,' 
"The remains recovered were preserved, packaged, and marked similarly to the previous fetal remains discovered at the Klopfer residence,"
 
                                  
 
In 2014, Indiana Department of Health cited Klopfer's clinic for 27 deficiencies and started investigating his hospital, the investigation resulted in Klopfer's clinic being cited for 27 deficiencies according to reports by Daily Mail UK and ABC 57.
 
The state agency filed another complaint and hearing request to revoke the clinic's abortion license when the clinic failed to submit a plan of correction for the previous deficiencies.
 
The state agency in June 2015 also found that the clinic wasn't adhering to the state law that patients needed to give their voluntary and informed consent 18 hours prior to an abortion being performed, instead Klopfer and his clinic gave out the abortion medication during the initial consultation, instead. 
 
Whether Klopfer carried out the abortions in his home is yet to be determined by police investigators.
 
Klopfer's defence line during investigations was that he had never had a patient die or go into cardiac arrest in the 43 years of his practicing abortions - as he also revealed he once aborted the foetus of  a 10-year-old girl at an Illinois hospital after she had been raped by her uncle. 
 
He however didn't report the rape to the police but allowed the child go home with her parents who were aware of what the uncle did and didn't want to involve the police either .

One of France’s most wanted men arrested in Scotland, eight years after vanishing following the murder of his wife and four children






One of France’s most wanted men has been arrested in Scotland, eight years after vanishing without trace following the murder of his wife and four children.  
 
Xavier Dupont de Ligonnes was subject to an international arrest warrant for the 2011 killings in a mystery that has transfixed France. The aristocratic businessman was stopped at Glasgow airport on Friday, October 11th after arriving on a flight from Paris.
 
Sources confirmed a fingerprint match had been made but one said a DNA analysis was being conducted to be “totally sure” it was him. Another source said Dupont de Ligonnes was travelling on a stolen French passport and had likely spent part of his time on the run in Britain.

The 58-year-old is suspected of shooting his family dead and burying them under the terrace of their elegant townhouse in the western city of Nantes. Their bodies were found three weeks after the killings, during which time Dupont de Ligonnes reportedly told his teenage children’s school he had been transferred to a job in Australia.  
 
He is said to have told friends he was a US secret agent who was being taken into a witness protection programme. French prosecutors have said he killed all five of his victims in a “methodical execution”, shooting them each twice in the head at close range with a weapon fitted with a silencer.  
 
He is believed to have covered them in quicklime and wrapped them in sheets before burying them under concrete. Earlier on Friday, officers had picked out the suspect at the French capital’s Charles de Gaulle airport, but there was not enough time to seize him, so they alerted British police, who confirmed an arrest had been made.  
 
The man “remains in police custody in connection with a European Arrest Warrant issued by the French Authorities”, a Police Scotland spokeswoman said. French newspaper Liberation reported that Dupont de Ligonnes had undergone plastic surgery to change his appearance, citing police sources.  
 
For years France has been gripped by the question of how Dupont de Ligonnes had disappeared without trace, with some suggesting he may have killed himself. Hundreds of reported sightings only added to the mystery.

The convener of #RevolutionNow protest, Omoyele Sowore, and co-defendant, Olawale Bakare, charged with treasonable felony, among others, are yet to perfect the bail granted them on October 4, 2019 by a Federal High Court in Abuja.

It was learnt on Friday that both men were still in the custody of the Department of State Services (DSS) where they are being held.

Sowore and Bakare were granted bail by in a ruling penultimate Friday by Justice Ijeoma Ojukwu, but attached conditions which his lawyer, Femi Falana (SAN), described as stringent.

The Nation learnt that their lawyers were planning to return to court with an application to request for a reduction in the bail conditions to those which the defendants could readily meet.
Justice Ojukwu had, while granting them bail, also barred them from participating in any form of protest pending the conclusion of their trial.

The judge, who granted Sowore bail at N100million and two sureties in the same amount, barred him from travelling out of Abuja.

The judge also ordered him (Sowore) to deposit N50m in the account of the court as security.

She granted Bakare bail at N50m with a surety in the same amount and barred him from travelling out of his base in Osogbo, except while coming for the trial in Abuja.

The judge added that the sureties, who must be resident in Abuja, must also have landed assets worth the bail sum in Abuja and should deposit the original title documents of the assets with the court.

Justice Ojukwu ordered that the defendants be remanded in the custody of the Department of State Service (DSS) pending when they are able to meet the bail conditions.

President Muhammadu Buhari has looked to Russian President, Vladimir Putin, for much needed military support to combat the resurgent Boko Haram terrorists in the North-East.

He added, “We hope President Buhari can take the talks to their logical end. The agreement will open new possibilities in such areas as the supply of military equipment and training for specialists.”

Northern elders have been silent on national issues for quite some time. What happened?

It is true that for quite some time especially in the month preceding the 2019 elections, the Northern Elders Forum had found a common platform with the southern leadership to the extent that a number of meetings if you like summits were organized by these elders, I think three or four times. At that time, the elders were discussing on what will be the fate of the country particularly if the elections of 2019 were not conducted fairly or with honesty or if Nigerians themselves failed to realize that there are challenges facing the country and there is need for Nigerians to have a leadership that will tackle these serious challenges.

This was the platform that formed the basis in which Northern Elders Forum worked closely with the southern elders groups, up to the last summit. The Northern Elders clearly came out with a communiqué which recommended the election of a candidate provided by PDP, Atiku Abubakar against the re-election of Muhammadu Buhari on the platform of APC for the simple reason that in the last four years by our honest assessment, he did not perform to a level that he should be re-elected.

That was our last recommendation before the elections. So, we waited for the outcome of the elections and every Nigerian today knows the result. Obviously, I commented on the outcome of the elections and other forums from south recommended that Atiku should challenge the result at the Tribunal and the Court especially because of the fact that it was quite apparent that the election was not free and fair or credible election. We support Atiku’s legal action with the hope that the issue could be redeemed. Again on this ground, Northern Elders Forum was at the forefront with counterparts in the South to support any group that challenge the 2019 elections. In fact, we have not seen the end of the Court process yet because there are appeals before the Supreme Court. We are now waiting for the final verdict of the Supreme Court on the 2019 elections.

The important thing here is the working together by the same the major socio-cultural groups namely, Afenifere, Ohaneze, Northern Elders and Niger Delta groups. Of course, other debates are going on not necessarily on the election itself but on other issues and challenges, which the country is facing. So for me, I feel there is a need for Nigerians at different levels to always look at events in the country and see whether these events are positive or negative to the interest of Nigerians. That is why Northern elders require careful study and examination before making any comment on any particular issue.

So, what has become of the alliance between southern and northern leaders after the 2019 elections?


You see, there is a difference between alliance and understanding. I think at the level of leadership of the country I don’t think there is any common alliance since the election is over. What we have in the country is the search for future political partnership, which only time shall tell. But on our part, the socio-cultural organizations, there was only common interest on the 2019 election from the beginning to the end, in fact, even after. Our common expectation that time was a change of leadership but to most Nigerians, we did not have a free and fair election.

Do you think there is an unwritten agreement among northern leaders to oppose the return of the presidency to the south in 2023?

Well, you see the question of where power goes, has multi-dimensional bases. If you go back to the period, from 1990, there has been politics that made it possible for power to go to where Nigerians have generally agreed to go. This is regardless of the relative definition of democracy which says on the basis of one man one vote, power resides with the majority while the minority will always have their say. But victory remains with the majority. From my personal experience, I can count three occasions where the issue of power shift was determined by the plurality of the voters, I could start with my personal friend, General Obasanjo. He was elected mainly by the North. Obasanjo’s first term was entirely determined by the North. He did not get any vote from the southwest. Chief Olu Falae won the western part of the country while south-east and south-south voted against Obasanjo’s candidature.

In the second term, few things began to emerge which shows whether the northern support was enough or worth it to determine his continuous support. Obasanjo’s success was determined by northern votes. My understanding of this issue has gone beyond party formation rather social; some of it historical. Obasanjo was former military officer, former head of state as a military officer, he made his own friends and enemies while he was serving in the military. But by and large, when this discussion settled down, the next civilian president after General Abubakar Abdusalami should come from the South. That was a general understanding within the Peoples Democratic Party, PDP, which I was there, and I took part in designing the manifestoes and the party’s constitution at the time. The party agreed that power from time to time should rotate between the North and the South. Though not all agreed, my friend late Abubakar Rimi objected and insisted that he would contest the election and I think Senator Gemade also objected and quite a number of others. But it was their constitutional right to contest and of course, the constitution of the Federal Republic of Nigeria supersedes the party’s constitution. We left the South to determine whom to choose.

Later, south-west, southeast and south-south produced General Obasanjo and Dr Alex Ekwueme, while Obasanjo ultimately emerged as candidate and president in 1999. So if you are looking at that, you can say yes. The rotation was a practice in Nigerian democracy. After the tenure of Obasanjo in 2007, based on the principle and understanding built on his own election, the party started shopping for who will take over from the North. Despite all rumours of third term, the power later shifted back to the north and late Umaru Yar’Adua became the president.

The Economic and Financial Crimes Commission, EFCC, Kaduna Zonal Office on Thursday, October 10, 2019 arraigned seven suspected SIM Swap criminals in Kaduna.

They are: Okafor Samuel Obinna, Chigbo Pascal Chidi, Oha Chukwujekwu, Ahamefula Francis Izuchukwu, Ugonna Nelson Owete, Ikenna Henry and Chinyere Aniobi Jessica.

They were arraigned on two counts bordering on conspiracy and obtaining by false pretence before Justice Mohammed Tukur of the Kaduna State High Court.

Operatives of the EFCC had earlier in September, arrested six of them. They specialize in defrauding innocent Nigerians by using bank details obtained through their SIM cards swapped on Automated Teller Machine ATM.

One of the charges reads: “That you, Okafor Samuel Obinna, Chigbo Pascal Chidi, Oha Chukwujekwu, Ahamefula Francis Izuchukwu, Ugonna Nelson Owete, Ikenna Henry and Chinyere Aniobi Jessica and others now at large sometime in 2019 at Kaduna Judicial Division of the High Court of justice Kaduna State with the intent to defraud falsely obtained the sum of N2,911,480.00 (Two Million Nine Hundred and Eleven Thousand Four Hundred and Eighty Naira) from the Diamond Bank (now Access Bank)account of one Abdulrauf Bolaji, which was transferred after his SIM swap to several accounts under the pretence that the said sum was transferred by him, which you all knew to be false and thereby committed an offence contrary to Section 1(1)(a) of the Advance Fee Fraud and Other Fraud Related Offence Act, 2006 and punishable under Section 1(3) of the same Act.”

They pleaded “not guilty” to the charges.

Following their plea, counsel for the EFCC, S.H. Sa'ad urged the court to fix a date for commencement of trial, and for the remand of the defendants in Correctional Service

Counsel for the defence, Usman Liman, however, informed the court that his clients had opted for a plea bargain, and intended to change their plea to “guilty”.

In a short ruling, Justice Tukur, ordered that six of them be remanded in Correctional Service custody, while Jessica should be remanded in EFCC custody due to her ill health and fixed October 11, 2019 for “hearing on the plea bargain application”.

Again, we are back to the Agric-Ishawo road in Ikorodu, Lagos State. The residents of Agric/Isawo area, Ikorodu, Lagos State, have drawn the attention of Governor Babajide Sanwo-Olu to the bad state of the road.

Recall that the female housemates while in the reality show were at loggerheads and not the best of friends.

However, in a video posted on Tacha’s Instagram page, Mercy was seen hugging and taking pictures with her.
They were both seen alongside Frodd, Ella, and Mike at the DSTV office in Lagos.

Two missiles hit Iranian oil tanker in 'terrorist' attack off the coast of Saudi Arabia






An Iranian oil tanker has been hit by two missiles off the coast of Saudi Arabia.
 
According to the National Iran Oil Company, a supertanker called Sabiti was struck by two missiles around 60 miles from the port of Jeddah on Friday morning, October 11. The explosions badly damaged two tanks on board the vessel, causing it to leak into the Red Sea. 
 

 
A source told Iranian news agency ISNA" "Experts believe it was a terrorist attack."
 
The Nour news agency, which is close to the Iranian Revolutionary Guard Corps, said the crew was safe and had stopped the leak.
 
It comes months after a series of attacks on tankers belonging to Saudi Arabia and its allies which were blamed on Iran. In May four tankers - two belonging to Saudi Arabia, one to Norway and one to the UAE - were struck by explosions near the UAE in the Gulf of Oman.

Nigeria currently has the highest number of foreigners who have been sentenced to death in Malaysia.

A new report by Amnesty International, a human rights organisation, has revealed that 119 Nigerians are currently on death row in Malaysia.
The death penalty is currently retained as the punishment for 33 offences in the Asian country and is mandatory for 12 of these, according to the report, "Fatally flawed: Why Malaysia must abolish the death penalty".

As of February 2019, Amnesty reported, a total of 1,281 people were on death row in Malaysia, including 568 (44%) foreign nationals.

Of these foreign nationals, 21% are Nigerians, with others from Indonesia (16%), Iran (15%), India (10%), Philippines (8%) and Thailand (6%) and other countries.

73% of the total 1,281 inmates on death row were convicted for drug trafficking, while 25% were convicted for murder. The remaining were convicted for offences related to the use of firearms, robbery, and waging war against the King or Ruler of a State.

Amnesty's report showed that those on death row for drug trafficking were frequently convicted after they were found in possession of and transporting relatively small quantities of drugs without having committed or being involved in any form of violence.

They are also classified as people at the low-end of the drug chain (drug couriers) who often claim to have been tricked, lured, or forced into the drug trade.

In its report, Amnesty documented many violations of international human rights law and standards associated with the use of the death penalty in Malaysia.

"Our research found a pattern of unfair trials and secretive hangings that itself spoke volumes. From allegations of torture and other ill-treatment to an opaque pardons process, it's clear the death penalty is a stain on Malaysia's criminal justice system," said Shamini Darshni Kaliemuthu, Executive Director of Amnesty International Malaysia.

In July 2018, the Malaysian government established a moratorium on executions, a temporary prohibition that means the convicts won't have their sentences carried out.

Even though the government previously committed to a full abolition of the death penalty, it is expected to soon table legislation in the Malaysian Parliament that'll remove the mandatory death penalty for only 11 offences.

Amnesty called on the government to completely abolish the death penalty for all crimes and review all cases where people have been sentenced to death, with a view to commuting the sentences.

"Malaysia has a golden chance to break with decades of cruelty and injustice, disproportionately inflicted on some of the most marginalised," said Kaliemuthu.

A 54-year-old senior lecturer with the Benue State Polytechnic, Ugbokolo, Mr. Andrew Ogbuja, was yesterday arraigned on a four-count charge bordering on defilement to death of a teenage girl.

This came as Justice Josephine Oyefeso of an Ikeja High Court yesterday fixed November 21 for the adoption of final written addresses in the ongoing criminal trial of a former lecturer of the University of Lagos (UNILAG), Akoka, Afeez Baruwa.

Ogbuja, who was arraigned before Justice Augustine Ityonyiman, was accused of defiling to death a 13-year-old girl, Ochanya Ogbanje, who was kept under his custody.

He was arraigned exactly a year after Ochanya’s death. The victim died in October last year.
Ochanya had died as a result of complications from her prolonged rape allegedly by the lecturer and his son, Victor.

Victor, who is now at large, is a second suspect in the case. But the police are yet to declare him wanted.

However, Ogbuja, pleaded not guilty when the four-count charge was read out to him.

The prosecutor, Mr. P. M. Ukande, prayed the court to remand the accused and fix a date for proper trial, having pleaded not guilty to all the charges.

Counsel to the accused, Mr. Abel Onoja, did not oppose the application for trial and urged the court to make an order to compel the prosecution to ensure that medical experts named in the suit are brought before the court to testify during commencement of full trial.

The prosecution counsel vehemently opposed the application brought before the judge, saying it was wrong and premature for the defence counsel to come up with such application since full trial was yet to commence.

The trial judge, while agreeing with the prosecution, overruled the defendant’s application, saying that it was premature and adjourned the suit till November 14, 2019, for commencement of trial.

Meanwhile, Justice Oyefeso handling Baruwa’s trial fixed November 21 after the defence counsel, Ms Taiwo Makinde, informed the court that they had just served the prosecution a copy of their final written addresses.

Baruwa is standing trial on a charge of raping an 18-year-old admission seeker (name withheld) in his former office in UNILAG.

The former lecturer committed an offence contrary to Section 258 of the Criminal Law of Justice, Laws of Lagos State, 2011.

The defendant was a former part-time lecturer in the Department of Accounting in the university when he allegedly committed the offence.

While addressing the court, the prosecuting counsel, Mr. O. A. Azeez, told the court that the prosecution needed time to respond to the final written address of the defence.

Azeez said the former lecturer allegedly raped the victim at 9.25a.m. on July 23, 2015 in Room 8 at the Faculty of Business Administration Annex Bbuilding, UNILAG.

He said: “Baruwa, who was a friend of the complainant’s father, was requested by him to help his daughter secure admission into the institution.

“The alleged rape occurred when the girl came into Baruwa’s office to make arrangements for her admission into the university.

“UNILAG authority has, however, put up a disclaimer in respect of the lecturer.”

Four prosecution witnesses have testified against the defendant in the course of trial; including the complainant, her father, a medical doctor and the investigating police officer.

The prosecution, however, closed its case against Baruwa on January 23, 2018 while Baruwa testified solely in his defence on May 31.

The lecturer, in his defence, said that the complainant was his girlfriend and that he had consensual intercourse with the girl.

He, therefore, claimed that the girl had seduced him in his office on the day the alleged crime was committed.

The Theatre Commander of Nigerian army’s Operation Lafiya Dole, Olusegun Adeniyi has blamed their inability to conclude the fight against Boko Haram on lack of an “army aviation”. 
 
Olusegun Adeniyi who oversees the army’s operation against the insurgents made the disclosure in a meeting with lawmakers who are on a two day oversight assignment at the front line.
 
The Theatre Commander told the lawmakers led by Borno senator Ali Ndume, that Boko Haram has never been formidable as they are thought to be.

A breakdown of the N 3 . 327 bn allocated to travels for the two officials in 2020 shows that Buhari will spend N 2. 526 bn on his trips while Osinbajo will spend N 801 m on his trips.

A further breakdown shows that Buhari’ s foreign trips will gulp N 1. 751 bn while N 775 .6 m will be spent on his local trips for the year .

In the case of Osinbajo , his foreign trips will cost the nation N 517 m while his local trips will cost N 283 . 97 m .

The figures are outside the N 182 .25 m allocated for travels and transport in the budget of the State House Headquarters .


Foodstuffs for President, Vice -President to gulp N 149m

Also in the bill , a total of N 149 m was allocated for foodstuffs and catering material supplies for both Buhari and Osinbajo .

While the President is expected to spend N 98 . 3 m on the item , N 50 .88 m was budgeted for Osinbajo .

Apart from the N 149 m foodstuffs and catering material supplies bill , the two government officials will also spend N 43 . 916 m on refreshment and meal .

Apart from these , N 389. 64 m was also budgeted for “ outstanding liabilities on routine maintenance and other services for 2016 . ”

N 91 . 681 m will also be spent on “ purchase of tyres for bulletproof vehicles , plain Toyota cars , CCU vehicles , platform trucks , Land Cruiser and Prado Jeeps , Hilux , Peugeot 607 , ambulances and other utility and operational vehicles . ”
N 32 . 199 m is budgeted for fuel and lubricants ( general); N 32 .5 m for wildlife conservation ; and N 45 .4 m for sewage charges.


Reps pass budget for second reading , adjourn to October 29

Meanwhile, the House of Representatives concluded the second reading of the 2020 Appropriation Bill on Thursday and adjourned plenary till October 29 , 2019 .

During the continuation of the debate on the key assumptions of the budget, many lawmakers criticised various aspects and allocations in the financial proposal .

A member from Lagos State , Babajide Obanikoro , said the amount allocated to health was grossly inadequate, considering the over 180 million population of Nigeria.

In his submission , Yusuf Gagdi , faulted the borrowing and debt servicing plan . He also stated that the total amount voted for education, about N 160 bn , was not comparable when considering other African countries .

“ The capacity of any government is dependent on its own educational system . As the Giant of Africa , education budget should supersede others in Africa, ” he said.

The Speaker, Femi Gbajabiamila , who presided over the plenary , referred the bill to the standing committees , also known as Sub -Committees on Appropriations .

Addressing journalists after the plenary , Chairman of the House Committee on Media and Public Affairs, Mr Benjamin Kalu , noted that the lawmakers had been working on the budget as scheduled .

Kalu also noted that contrary to the public outcry that the National Assembly had become a rubber stamp of the Buhari- led Presidency , the lawmakers had freely criticised the budget, showing that they were not an appendage of the executive .

He said, “ Today is Thursday and a lot has happened between Tuesday and today. I want to say that, just as we promised that we are going to support the executive in realising this goal of reversing the budget to a January-December calendar . We mentioned that we drew a road map towards achieving that. In our timetable which we announced here on Tuesday , we said we would start debate on Wednesday on the general principles of the budget estimates , that actually took place . ”


Lawmakers vow to revamp maritime , agric , insurance sectors

In another development , the House Committee on Agriculture in Abuja on Thursday , said it was ready to assist the Federal Government in the diversification of the economy from petroleum to agriculture .

The Chairman of the House Committee on Agricultural Production and Services , Mohammed Dandutse , stated that the panel was critical to the development and progress of Nigeria , stressing that the lawmakers would develop a plan to achieve the goal.

“ If you look at it , agriculture is the only substituted means that we can be realistic about to move this country forward , in terms of employment and industrialisation . If we can have a plan as a committee , I think we can move this country forward . ”

In another development , the House assured Nigerians and business community of its resolve towards addressing the various challenges facing the country ’s maritime sector , including oil theft , piracy and oil bunkering .

The Chairman , House Committee on Navy, Shaaban Sharada , gave the assurance on Thursday at the inaugural meeting of the committee.

Sharada said the lawmakers were working towards “ writing the names of members of the committee in the history of Nigeria by improving the security of the oil and maritime industries. ”
He added , “ If you look at how the Navy committee in the past had been discharging its work , we have a lot of things to do to salvage this country from a lot of issues bedevilling it , ranging from the issue of oil theft , piracy and a lot of bunkering and other maritime security within our waterways .

“ By the special grace of God, we will do our best to ensure that we add value to the people of Nigeria and the Nigerian government , as well as Nigeria ’s financial institutions in such a way that will reduce such menace to the barest minimum . ”

Meanwhile, the House said it would revamp the insurance sector to meet international standards.
Chairman of the House Committee on Insurance and Actuarial Matters , Darlington Nwokocha , after a meeting with some stakeholders in the sector on Thursday , said the lawmakers were ready to boost Nigerians ’ confidence in insurance- related matters .

Nwokocha said, “ The essence is interactive . We want to make sure that all the ministries , agencies and stakeholders that are involved in insurance – the insured and the insurer – we interact with them and engage them . The bottom line is that we want to re -jig everything concerning insurance in Nigeria . We want to make sure that we put the proper orientation , because so many people do not understand what insurance is all about.

“ So, we want to revolutionise insurance industry through the legislative arm . We have to make the necessary laws and to defend it as well . In that process, we will make sure that we spread the insurance awareness across the board . One major thing that we want to ensure is confidence in all aspects of insurance participation . We want to make sure that all claims , in all ramifications , will meet the global standards. ”

Organised labour on Thursday said it had set up a team to study the 2020 budget presented by President Muhammadu Buhari to the National Assembly , saying that it was expecting the report of the committee tomorrow .

President of the Trade Union Congress, Quadri Olaleye , told one of our correspondents that a statement would be released on it after the report is submitted on Saturday .

He said, “ We are not making a comment now because we have a team that is doing the analysis of the Federal Government budget which President Miuhammadu Buhari presented to the National Assembly . On Saturday , we will have the full report of the analysis , that is when we will make general comment on the budget. ”

Meanwhile, Secretary of the Joint National Public Service Negotiating Council, Alade Lawal , said the Federal Government must show if the budget was workers ’ friendly by accepting labour demands on the consequential adjustment arising from the new minimum wage of N 30 ,000 .

He said, “ Let me be frank with you , budget is annual ritual . If the budget is workers ’ friendly , let the Federal Government demonstrate it through the consequential adjustment that we have been negotiating with it as a result of the new minimum wage .”

Man defiles his 4 daughters in Lagos[/url]


A 64-year-old man, Bassey Archibong, of No. 10 Kunle Dipo Street, Majidun, Owutu, in the Ikorodu area of Lagos State, has been arraigned for having carnal knowledge of his four daughters aged between 12 and 20.
It was learnt that Archibong had been having incestuous sexual relationship with the girls since 2016.

Archibong was arraigned on three counts of continuous sexual relationship with his daughters, failure to get their consent and involvement in an amoral relationship with the victims before the Ikorodu Magistrates’ Court 1, Lagos.

The defendant pleaded not guilty to the charges.
The prosecutor, John Iberedem, said Archibong used food as bait to get the girls to consent to his amorous desire.

Iberedem said whenever the children objected, he would refer to Lot in the Bible, who had sex with his daughters and was not punished by God.

The prosecutor also stated that the offences were punishable under Section 265 (2) of the Criminal Laws of Lagos State of Nigeria, 2019.

He said, “The defendant beat the children and starved them whenever they confronted him on why he was sleeping with them.
“He would tell them that intercourse between fathers and daughters were normal and approved by God.

“He told the children that God did not punish Lot, who had sexual intercourse with his children, meaning that He approves of the act.”

The charges read in part, “That you, Bassey Archibong, between the years 2016 and 2019 at No. 10 Kunle Dipo Street, Majidun, Owutu, Ikorodu, Lagos State, in the Ikorodu Magisterial District, did engage your four daughters between the ages of 12 and 20 in sexual activities by having carnal knowledge of them continuously without their consent, thereby committing an offence punishable under Section 265 (2) of the Criminal Laws of Lagos State of Nigeria, 2015.

“That you, Bassey Archibong, on the same date, time and place in the aforementioned magisterial district, did have unlawful carnal knowledge of your 20-year-old daughter without her consent even when you knew that it was morally wrong, thereby committing an offence punishable under Section 260 (1) of the Criminal Laws of Lagos State of Nigeria, 2015.”

The Chief Magistrate, Mrs F. A. Azeez, remanded the accused person in a correctional facility pending advice by the Director of Public Prosecutions.
She adjourned the matter till October 30, 2019.

Lagos woman allegedly snatches manhood of 3 men in BRT bus


A yet-to-be-identified young lady, on Thursday, escaped lynching by an irate mob over alleged snatching of manhood of three men in a Bus Rapid Transit (BRT) bus at Onipanu Bus Stop in Lagos.

The News Agency of Nigeria (NAN) correspondent, who monitored the incident, reports that the young lady escaped death as irate mob and BRT passengers pounced on her over the allegation.

An eyewitness and passenger in the bus, who pleaded anonymity, told NAN that a man suddenly raised the alarm that his manhood had disappeared immediately the young lady touched him in the bus.

She added that two other men standing close to the first man almost immediately raised the same alarm, after feeling their organs.

The eyewitness added that the bus driver had to take all the occupants of the bus to Onipanu Police Station to report the incident
Speaking to NAN at the police station, an unidentified police officer, confirmed the incident and said that the police were on top of the situation.

NAN reports that the three affected men were taken to undisclosed hospital for confirmation of their claims.

This is the condition of the ferry terminal at Ikorodu as many are stranded and trapped as hyacinth takes over area.

The water hyacinth has covered over 1km off the boat dock.

People had to climb several other boats to get to theirs and out of the boats and that was so scary.

Rapper, Vector has replied MI Abaga's diss track with a diss track of his own titled 'Judas the Rat' - Pastor's son, and fans are loving it.
 
MI, last week released an explosion track titled Viper blasting Vector as a fake rapper who has never helped anyone succeed. He also stated that Vector should take his advice of opening up his heart to help people if he wants to succeed .

Another Nigerian in tech, Abdulhakim Bashir, on Wednesday, October 9, became the winner of another international competition.

He won in the Artificial Intelligence category of the Startup Innovation competition which was put together by the Dubai’s World Trade Centre, Daily Trust reports.

It should be noted that the competition was borne out of the need to stir up innovativeness out of young owners of startups.
