The source stated that after the first dance, the master of ceremonies announced that a missing wristwatch had been found and called on the owner to come for it.

The source said, “Nobody came out to collect the wristwatch. So, the second round of dancing was announced and as the bridegroom approached the dance floor, he fell down and started foaming in the mouth.


“He was carried outside and was being fanned by people, but there was no sign of recovery. It was at that point that it was suggested that he should be taken to hospital.”

It was learnt that Onwuka was later taken to a nearby hospital, where the doctor on duty referred him to the Mater Hospital, Afikpo.

PUNCH Metro gathered that the bridegroom died before getting to the hospital.


“Yes, he was seen on Thursday very healthy. This incident happened on Saturday at the Amasiri Central School. So, I can tell you that it is either the bridegroom or the bride disappointed someone and the person saw the wedding as an opportunity to avenge,” a close family source said.

When contacted, the Divisional Police Officer, Afikpo, Mr Patrick, said such a report had not reached his office.

But the Ebonyi State Neighbourhood Security Watch confirmed the incident.


Its Chief Security Officer in the area, Mr Godwin Orji, told our correspondents that Onwuka’s death was a shock to the entire community.

Similarly, a yet-to-be-identified man collapsed and died while jogging on Sunday morning on the WEMCO Road, in the Ogba area of Lagos State.

PUNCH Metro gathered that the man collapsed due to suspected cardiac arrest and efforts by the people around, who rushed to his rescue, proved abortive as he died on the spot.


In the footage of the incident made available to our correspondent by an eyewitness, the lifeless body of the man, who wore a Chelsea jersey and a white pair of trainers, was seen lying on the pavement as rain fell on it.

An eyewitness, Ayobami Adedeji, told PUNCH Metro that the man started gasping immediately he fell on the pavement, but efforts to get emergency responders to the scene proved abortive.

He stated that the man could have been saved if a medical expert had responded to him on time, adding that he died despite the cardiopulmonary resuscitation performed on him.


Adedeji said, “I was jogging in the morning along the WEMCO Road, Ogba, around 6.30am, when I suddenly heard people shouting behind me. When I looked back, I saw a man lying on the floor and people started gathering to attend to him.

“I knew it was an emergency, so I moved closer and saw the man gasping; the people who rushed to his rescue and I did a cardiopulmonary resuscitation procedure by applying pressure to his chest, because it was obvious that he had suffered cardiac arrest while jogging. The man struggled to regain consciousness, but unfortunately, he didn’t and he died.


“I was fortunate to have my phone on me, so I called the emergency lines for over an hour but nobody showed up. I called the 747 and was told that responders were coming, but when we didn’t see them, I called again and the lady, who picked the call, started apologising. I became angry and started shouting at her that the emergency unit at Alausa was not far from the WEMCO Road and it was Sunday morning and there was no traffic anywhere.”


When contacted, the General Manager, LASEMA, Dr Oluwafemi Oke-Osanyintolu, said the man suffered suspected cardiac arrest while jogging, adding that his remains had been evacuated to the mortuary.

He urged Lagos residents to consult their doctors before embarking on any strenuous exercise to prevent health problems.

Oke-Osanyintolu said, “The man suffered suspected cardiac arrest; when we received the call, we contacted the SHEMU to evacuate the corpse. The corpse has been evacuated. We are appealing to everybody who wants to exercise to endeavour to do the basic tests to ascertain their fitness.


“They should also talk with their doctors on the type of exercise they can be involved in. We also appeal to Lagosians to use the facilities provided by Governor Babajide Sanwo-Olu to take good care of their health.”

The Chairman of Imo State Council of Traditional Rulers, Eze Samuel Agunwa Ohiri, has berated former Governor of the state, Rochas Okorocha, over his inability to pay pensioners during his tenure.
Ohiri described as shameful and disappointing the inability of Okorocha to pay pensioners in spite of the huge resources at his disposal.

The traditional ruler stated this while addressing journalists in his palace in Owerri, the state capital over the weekend.
He lamented that Okorocha merely played politics with the wellbeing of the pensioners throughout his administration.
According to Ohiri, Okorocha-led administration conducted “unending verification exercises” that never yielded any result.

He said: “Perhaps, Okorocha government may have been using the unending verification exercises to undermine the payment of pensioners in the state.
“Before this present administration, there were series of unending verification exercises of pensioners in the state and for me, I felt like the government was kind of playing games with our senior citizens and that wasn’t right.
“At every opportunity, I made it known to the governor and the government that they needed to take care of our senior citizens, but nothing came out of it.”

He, however, commended Governor Emeka Ihedioha for commencing the payment of pensioners.
He said: “I want to thank God Almighty that finally something is being done through Governor Emeka Ihedioha. I have to say that in honesty and sincerity, I am happy that at this point that our pensioners are beginning to see light at the end of the tunnel.
“I also commend the process, because it is not just paying them, it requires some planning. First of all, we need to understand and to know how many pensioners we have in the state and truly and accurately how much is due to each of them. And such planning and well thought out process was what I felt was lacking in the previous administration in the state.


“Also, before now, some of the problems that we had or some of the complaints I received as the chairman of council of traditional rulers from these pensioners include that every month the government can decide to pay them arbitrary figures.
“Somebody that was supposed to get N70, 000 or N60, 000 was paid N13, 000 or N15, 000. And nobody knew how government arrived at those figures. And they couldn’t go to anybody to get answers to those questions.


“But now I thank God that the government has begun payment to them 100 per cent. So, I want to say that I have good faith in the exercise that has just been concluded and I believe it was sincere, honest and reliable.”

The Controller, Federal Ministry of Works in Anambra State, Adeyemo Ajani, has said the second Niger bridge may suffer a serious setback if the government does not intervene urgently in the crisis between the contractors and host communities as well as workers.

Ajani, in an interview with Daily Trust, said work had stopped on the second Niger bridge and if there is no quick intervention, it might affect the scheduled date of completion.

According to him, work stopped at the site because communities are demanding projects worth N500 million, while workers are seeking promotion and increase in allowances.

The controller added that the project did not have any issues in terms of funding, but that the communities were trying to delay its completion.

Some communities from Anambra and Delta states stopped work at the site, alleging that the project manager "has not given them their dues".

Ajani, said, ‘‘Each community is demanding a project worth N50 million and by the time it is calculated, it will amount to N500 million. Where can such money come from?

"Even the Works Tender Board cannot approve that kind of money. It is only the government that can address it and that is why we are seeking its intervention”.

He noted that the Memorandum of Understanding (MoU) between the communities and the contractors had yet to be signed due to the demands.

However, he says, he had to pass her out as his sister to make her acceptable to the man.

“Yes, I have a nice, bubbly woman. She is dark-skinned, well endowed and naughty. She is my younger sister, very single and well behaved. I can bring her tomorrow,” he reportedly told the white man.

He says that they are still married and love each other, though the woman has been away from home for the last two months after he hooked her up with another tourist, adding that she brings home as much as Sh40,000 a month.

“We still love each other, we are still married and she supports this family. She is the breadwinner,” he added.

Kilifi County Police boss Patrick Okeri confirmed having knowledge of the same, adding that it has grown to an extent that some women even have two husbands, a European and their original Kenyan husbands.

“Recently there was a case of a woman with two husbands, a foreigner and a Kenyan. She shares her house with the foreign husband when he comes to Kenya and when he leaves the country her Kenyan husband comes back home,” he said.

Paul Adhuoch who heads Trace Kenya, a child rights organization, says that the same also affects children who are also targeted by the tourists for sex tourism.

He says that over 13,000 minors engage in sexual activities along the coastal counties annually, the majority of them being girls.

This, he says, has resulted in an increase in unwanted pregnancies and sexually transmitted infections.

PRINCIPLES, RELATIONSHIPS, AND ACTIONS


For the word of God is quick, and powerful, and sharper than any twoedged sword… (Hebrews 4:12).


The human spirit is influenced by three important factors: principles, relationships and actions. These factors control your plans, your purposes, and your pursuits in life. What you’d be in life would depend on these three, one way or another.

Now, let’s examine each of them, starting with principles. A principle is a moral rule, belief or assumption that controls, influences or explains personal conduct or behaviour of a society. It explains how or why something works or happens the way it does.

People can have their own principles, which they created for themselves consciously or unconsciously as individuals. Sometimes, those principles could be from their families or society. For instance, some people don’t believe in God, because of certain ideas in their minds, principles they’ve imbibed that now run their lives. Whether or not they know it, those principles are going to decide their destinies.

The second factor is relationships. There’re different kinds of relationships: Biological, geographical, emotional, spiritual, etc. The family you come from, those who live around you—your association with them every day—has an influence on your life. This includes your relationship with your friends, those that make you happy or sad, your relationship with God or the devil, as the case may be. All these, whether or not you knew it before now, have already affected you either positively or negatively.

Lastly, your actions. Not many realize that their actions have consequences. You may do something today and think, “Well, I already did it; it’s over with; let’s move on.” But it’s not only about now; it’s about the impact that action may have on the rest of your life.

In all of these, employ the wisdom of God. Let the Word of God and the Holy Spirit shape your principles, inspire your relationships, and guide your actions. We read in our opening verse, the power and efficacy of God’s Word. It has the capacity to eliminate anything that’s inconsistent with God’s plan and purpose for your life, whether it’s a principle, relationship or action. Glory to God!

CONFESSION

As I meditate on the Word, it mingles with my spirit, producing in me the message that it carries. I’m constantly under the influence and dominion of the Word, and perpetually in the sway of the Holy Spirit. Thus, my spirit is energized for victory and success, in Jesus’ Name. Amen.

Police confirm kidnap of Suleja Area Commander, Musa Rambo

The Kaduna State Police Command, has confirmed the abduction of Assistant Commissioner of Police (ACP) Musa Rambo, the Police Area Commander in Suleja.  
 
Confirming the incident, the spokesman of the command, DSP Yakubu Sabo, said the ACP was abducted on Saturday, October 19th at about 3.30pm. Sabo said the police officer’s car with registration number KRD 753 BT and his ID card were found abandoned along the road by a team of Operation Safe Heaven.  
 
He added that the vehicle was abandoned near Kanock Bridge, a border area between Kaduna and Nasarawa States. He also said that contact had been established with the kidnappers who requested for ransom, but did state how much is being demanded by the abductors.

Quote:Barely five days after the complete closure of Nigerian borders, there are palpable fears that the increasing volume of cargo to the seaports may worsen the congestion phenomenon.

Already, port operators have confirmed increased patronage, but there are rising concerns that the prevailing challenges at the seaports may hamper swift cargo clearance and evacuation.

The Guardian investigations revealed that many of the terminals in Lagos ports are currently experiencing congestion, with about 80 percent of the freight belonging to government agencies. The situation may worsen, as more ships are expected to berth in the coming weeks.

President, National Association of Government Approved Freight Forwarders (NAGAFF), Increase Uche, told to The Guardian, yesterday, that with the border closure, adequate plans must be made for an efficient port system to avoid the looming congestion.

He said: “The unfortunate aspect of the closure is that importers that earlier planned for their goods to arrive neighbouring ports will now have to re-route them to Nigerian ports, prompting the question of our capability to cope with the increased volume, considering the congestion already witnessed in the ports.

“There are strong indications that the massive routing of cargoes will compound the congestion in the ports. So, in the next one month or thereabouts, the congestion in the ports will increase and that is a very bad omen,” he said.

Uche said the government needs to do something fast, stressing that, “now that borders are closed, the seaports, which are also entry points, should be made efficient. They should ensure that businesses in the ports are not hindered in any way.

“We need to know that there were reasons why people diverted their cargoes to ports in neighbouring countries, which simply has to do with the unfriendliness of our ports and the high-handedness of government officials, terminal operators, and shipping companies,” he said.

Uche added that the high local shipping charges and inefficiency at the ports compounded issues that made the nation witness low patronage over time.

“As it is now, the government should look into those problems and find a lasting solution,” he said.

He, however, confirmed that the policy on motor vehicle import has revived the ailing RoRo terminals in the ports. “One thing that the government has done that is worth commendation is the restriction of cars from passing through land borders. Now, we have more cars coming through the seaports. That policy has helped us to revive our RoRo ports, which were about dying.

They have started witnessing increased patronage,” he said. General Manager of PTML Terminal, Tunde Keshinro, recently confirmed that vehicular imports at the port have gone up by an average of 25 percent since August when the borders were partially closed.

He said, “Import statistics have recorded steady growth since the beginning of the year, and it has been a positive trend until date at PTML Terminal. This has also reflected in the Customs Command’s revenue profile.”

President, Shippers’ Association, Lagos State, Jonathan Nichol, said although the NPA has denied that the ports were congested, the rising cargo volume would surely trigger congestion if urgent measures were not taken.

Nichol, who told The Guardian that more vehicles were coming in through Apapa and Tin Can port, emphasised the need to improve ports’ infrastructure, particularly access roads and the cargo scanners.

He said: “The performance of 100 per cent physical examination in our ports is old fashioned. In most countries, those goods are scanned before they leave their port of origin. So, why can’t they bring the documents to Customs for verification? Besides, why can’t we fix our own scanners here to fast-track the process?

“Another key issue is the poor access roads to evacuate these cargoes. Unfortunately, even with the bad roads, some Customs’ officials still waylay those transporting these goods about 15 kilometres away from the ports complex and claim that what was done inside the ports was wrong. They will then begin to cross-check the cargoes afresh, and thereafter conclude that duties were not duly paid. How many times are we supposed to pay duty on one consignment? This is very discouraging and must stop because it is not done anywhere else. We are working for the economy to grow, so the Customs should stop treating us as enemies,” he said.


Nichol continued: “It’s not too good for us to shut our borders against our neighbouring countries. Borders points should only be shut over major security issues, not because of the importation of rice, or other food items. The rice that is being imported is being consumed by Nigerians because some are of the opinion that most locally produced rice is of low quality,” he said.

The convoy of the Peoples Democratic Party, PDP, governorship candidate, Engr. Musa Wada, was on Saturday ambushed at Anyigba in Dekina Local Government Area of Kogi State.
Wada was on his way to Kogi East PDP stakeholders’ meeting when the incident happened.
In a statement issued by the Deputy Director of Public Communications of Kogi State PDP Campaign Council, Mr. Austin Okai and sent to DAILY POST said, the attack led to the death of a young man identified as Yusuf Seidu Uhiene on the spot.
It was also reported that two of PDP loyalists, Nasir Sule and Ilemona sustained injuries from gun shots by those suspected to be political thugs.
The party said: “Our candidate, Engr Musa Wada, today (Saturday) was in Anyigba to attend the Kogi East PDP stakeholders meeting. He was in between the main road and Harbour Bay, venue of the meeting, When the incident occurred.”

The PDP governorship Campaign Council, while condemning the attack, appealed to the Nigeria Police in Kogi State to checkmate activities of armed men, saying that, “the attackers are suspected to be thugs loyal to the ruling All Progressives Congress.”


The Council said it has lodged a complaint of the incident at the Divisional Police at Anyigba through the PDP Ward Chairman, adding that perpetrators of the heinous act must be brought to justice.


The statement allayed fears that the dreaded activities of the suspected APC thugs in Anyigba and other parts of the local government might create voter apathy if not checked, adding that Abocho, Ajiolo and their surroundings have become a hotbed of thuggery attacks.


“The new way of laying ambush by the APC thugs to discourage the PDP from prosecuting its campaign due to commence soon is unacceptable.


“We condemned the extermination of a promising young man today, who innocently was going about what he believes in without any provocation,” the party noted.

During the chat with Daddy Freeze, Prince Ned Nwoko opened up on how he fell in love with Regina Daniels. The politician, businessman and legal expert said he fell in love and married the young actress in the spate of three weeks. “I met her, fell in love and we got married within three weeks,” he said.
2. How they met
Prince Nwoko quickly pointed out that his meeting with Regina Daniels wasn’t orchestrated by her mum, Rita Daniels. He simply said, “Some people thought I met her through her mum but that isn’t the story.”

One of the revelations at the birthday dinner was that Regina’s wealthy husband is a great swimmer. He narrated how he taught Regina how to swim in just 20 minutes and how he had taught 700 people how to swim in the last four years. “I taught Regina how to swim. I love sports, I swim very well and I love to teach two or three people at a time. I have taught over 700 people how to swim over the past four years,” Nwoko said. Corroborating her husband, Regina said, “He taught me how to swim. He is a very good swimmer and I learned in 20 mins. He started by pushing me into the pool and while I was trying not to drown, he kept on saying swim girl, swim.”

Regina revealed to Daddy Freeze that she calls her husband ‘Baby’ when he asked what pet names they call themselves. Freeze had jokingly asked if she calls him daddy but she responded saying, ‘I call him baby. He’s my baby.’ For the wealthy Prince behind UK law firm, Ned Nwoko Solicitors, he’s delighted to be referred to as Regina’s ‘Baby’. The solicitor of the Supreme Court of England and Wales excitedly told Freeze that he’s the youngest baby in town. “I’m actually the youngest baby in town,” he said while brimming with smiles.

Regina’s wealthy would not hear of her cooking or preparing any meal though she revealed in one of her YouTube videos that she loves cooking. Regina revealed that Prince Nwoko does not allow her to cook and anytime he sees her in the kitchen, he calls her out. “He doesn’t allow me to cook and anytime I try to cook, he chases me out of the kitchen saying why did he get cooks for me because he has more important things to talk to me about or do with me,” Regina says. Further lending support to her friend, Toyin Lawani said Prince Nwoko would not allow his wife nor her friends to get into the kitchen to cook.

A train carrying hundreds of football fans caught fire at the Bellevue train station in Berlin, Germany, on Saturday night (Oct.19).
 
The special train service was taking supporters of SC Freiburg from the far south-west of the country back home after the Bundesliga game with the capital's FC Union Berlin. The home team won the match 2-0 at Stadion An der Alten Försterei.

UK police have released photos of seized £3million haul of heroin and £100,000 in cash which was recently found under the false floor of a van. 
 
National Crime Agency (NCA) investigators, alongside the West Yorkshire Police, arrested Yusuf Kara, 30, of Lidget Green, Bradford, and Fayyaz Ashraf, 36, on Thursday in connection with the distribution of heroin in the Yorkshire and Humber region.
 
The two men have been charged in connection with an alleged drugs operation.

On Saturday, October 19, Kara and Ashraf appeared at the Leeds Crown Court, charged with conspiracy to supply class A drugs and money laundering.
 
In a statement, the NCA said Ashraf was arrested after officers who stopped him as he drove his van in Bolton found approximately £100,000 in cash hidden under a false floor in the vehicle.

Kara was later arrested on Shearbridge Road, Bradford. Officers then searched his house and found 56 packages, each containing 1kg of heroin, with a street value of between £2.5million and £3million, hidden in bags and a suitcase, according to the NCA.

NCA operations manager Brent Lyon said: 'The seizure of this significant amount of heroin is a big step towards protecting the public from the damage and devastation drugs cause.'

A 15-man committee has been constituted by the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) Nasarawa State chapter, to fish out criminals among its members. 
 
Making the announcement during a meeting in Keana on Saturday October 19, Nasarawa State's chairman of MACBAN, Mohammed Hussaini stated that all hands must be on deck to achieve the aim of constituting the committee. 
 
He added that they will no longer allow the bad eggs among them to continue dragging the name of the entire Fulani race in mud.

13 Nigerian commercial sex workers have been arrested by the Ghanaian Police following a raid in Northern Region. 
 
The arrested commercial sex workers were handed over to the country's Immigration Service who are now investigating the routes the sex workers entered Ghana from.

We are very much interested in finding the trends the routes they used, the documents they used to enter the country, how they are living in the country and all that" Northern Regional Commander of the Immigration Service, Mr. Edward Kofi Owusu told Citi News.

Presidency threatens to relocate projects from troubled states and communities

The Presidency has threatened to relocate projects from states and communities that are having issues allocating land or granting access to such projects. 
 
In a statement released by President Buhari's Senior Special Assistant on Media and Publicity, Malam Garba Shehu, the Presidency stated that some states and communities are frustrating some Federal Government projects by making unreasonable demands for land compensation and chasing away contractors when they are unable to meet such demands. 
 

Quote:“The idea of chasing away contractors on site or making undue demands from them by local communities or the deliberate actions of State governments to frustrate the allocation of lands for federal projects is an antithesis of the people’s welfare,” the President warned.
”In a recent directive to Ministers, the President requested Ministers in his government to have the states clear all lingering land issues threatening federal projects under their supervision or have such projects moved to willing states where that becomes impossible.
”By denying Federal government lands for projects and creating unnecessary obstacles for the execution of these projects, it may be unfair to turn around and accuse the same Federal government of marginalising people in terms of projects allocation.”
The Presidency added that, “when it comes to the welfare of the people, governments at all levels should be united by the common goal of improving the well being of the people, regardless of political affiliation.
“It is, therefore, impossible to spread Federal government projects when petty demands or politics is allowed to override the higher interest of the people.”

The Kaduna State Police Command has raided another rehabilitation centre in Kaduna, where 147 inmates mostly in shackles were found.  

The Command’s Public Relations Officer, DSP Yakubu Sabo confirmed the raid in a press statement issued on Saturday, October 19th in Kaduna. He said that the police raided NIGAS Rehabilitation and Skills Acquisition Centre located at Rigasa in Igabi Local Government Area, at about 8am on Saturday.

According to him, Gov. Nasir El-Rufa’i led the operation at the centre which had male and female inmates. Sabo explained that during the raid, some of the inmates made certain allegations of maltreatment, including sexual molestation particularly by the female inmates against some male inmates.


“Following this discovery, the governor directed that all the inmates be evacuated to Hajj Camp located at Mando Kaduna for proper profiling and safe custody. Similarly, the Police have arrested one Dr Lawal Muduru, also known as Malam Niga, the owner of the Centre to investigate him on the said allegations.  
“He is currently helping with investigation at the State Criminal Investigation and Intelligence Department of the Command. The Command is also investigating the authenticity and validity of the registration document the suspect claimed to possess,” he said.


Sabo said the Commissioner of Police Ali Janga had reiterated his commitment to fight all forms of crime and criminality in the state without fear or favour. He appealed to the general public to continue to support the Command in the current battle against criminality.

According to US Department of Justice statement, Otaru was sentenced by U.S. Chief District Judge Beth Phillips on Friday. The court also ordered him to pay $25,056 in restitution, and to forfeit the same amount to the government. Otaru is a legal permanent resident of the United States.
 
According to court documents, Otaru entered the United States in April 2013, under apparently fraudulent pretences; contrary to the requirements of his student visa, he did not even begin his studies in the United States. The year after entering the United States, Otaru obtained lawful permanent status through marriage to a citizen.    
 
On May 2, 2019, Otaru pleaded guilty to one count of conspiracy to commit wire fraud and one count of aiding and abetting the theft of public money. According to court documents, over the course of his five years in the United States, Otaru used 13 aliases and multiple bank accounts opened under false identities in order to move funds and perpetrate various frauds as a part of an organized crime network.  
 
He admitted that, at least as early as 2016, he participated in a scheme to defraud people through various scams, such as posting internet advertisements on sites such as Craigslist.com for goods, services, and rental accommodations.
 
Conspirators also defrauded business wholesalers by tricking them into wiring funds into accounts they controlled as purported “shipping fees” for merchandise they purchased using stolen credit card numbers. After using a stolen credit card number to purchase items from the victim businesses, conspirators claimed the merchandise needed to be shipped to a foreign country. Conspirators insisted on using their own shipper and instructed victims to charge the full amounts for the merchandise plus shipping fees to the stolen credit card numbers.
 
They instructed victims to send the shipping fees to “their shipper” at the provided bank account maintained by the conspirators, including Otaru’s accounts.  He also participated in a scheme to submit false and fraudulent federal income tax returns in order to receive refunds. Conspirators used stolen identities to file returns that listed false employers, wages, and employment taxes paid. At least 167 false and fraudulent federal income tax returns were designated for deposit to seven different bank accounts controlled by Otaru and another person. These 167 federal tax returns requested refunds totaling approximately $644,280. They actually received at least $24,356 in fraudulently-obtained tax refunds.  
 
Otaru opened and maintained a series of bank accounts – some in his own name and in the names of various aliases. In order to open bank accounts using false names, Otaru obtained from his co-conspirators false identification documents, usually counterfeit passports and drivers’ licenses, purportedly issued by nations in Africa, such as Nigeria, Gambia, Ghana, Liberia, Sierra Leone, and South Africa. The false passports contained forged and counterfeit United States visas, as false evidence of the bearer’s evidence of authorized stay and employment in the United States.  
 
Periodically, Mr. Otaru received shipments from Africa in which false identification documents were concealed.  In April 2017, U.S. Customs and Border Protection seized a package sent to Otaru from Nigeria that was manifested as “local body scrub.” In addition to a container of soap, the package contained four counterfeit passports (purportedly issued by Nigeria, Ghana, Liberia, and Sierra Leone) with four corresponding foreign driver’s licenses.
 
All documents displayed Otaru’s picture but bore different names. All documents were fraudulent, and the passports further contained counterfeit United States visas.  In August 2017, U.S. Customs and Border Protection seized a package sent to Otaru from Nigeria that was manifested as “native suite and sandals.” Hidden in the soles of the sandals were four counterfeit passports (purportedly issued by Nigeria, Gambia, South Africa, and Liberia) with four corresponding foreign driver’s licenses.
 
All documents displayed Otaru’s picture, but bore different names. All documents were fraudulent, and the passports further contained counterfeit United States visas.  Otaru also possessed and used a fraudulent Kenyan passport and two fraudulent Nigerian passports.  He kept some of the funds obtained from the schemes for his own use.
 
He transferred some of the funds to co-conspirators in the United States and in other countries. He sometime laundered proceeds of the various frauds by purchasing vehicles and shipping them overseas to co-conspirators in Africa through his business, Big-O-Motors.  Court documents note that following Otaru’s release from incarceration, it is expected that he will be removed from the United States.

Nigeria’s power grid records 206 collapses in 9 years as foreign funded investment hits N715bn

NIGERIAN woke up on Wednesday, May 8, to a nationwide power outage that cut off power from many homes and factories leading to reduced load allocations to the distribution companies (DisCos).

At about 5:29 am the following day (Thursday, May 9, 2019), the grid collapsed again, compounding the nation’s energy challenge. Checks revealed that the country’s power grid had collapsed no fewer than nine times in 2019. In January alone, the country’s power grid collapsed twice while at least two major collapses were recorded in April.

Investigation shows that the nine power grid collapses witnessed this year were among at least 206 of such incidents that have been recorded since 2010. Scores of the ‘Total Grid System Collapse’ have occurred after the entire electricity grid goes off for several hours. There were also cases of ‘Partial Grid System’ Collapse’ when a section of the country was thrown into darkness for hours due to major transmission line trips.

Officials of the Transmission Company of Nigeria (TCN) who probe such incidents, traced the cause to high voltage level resulting from multiple tripping on the Alaoji-Onitsha transmission line, a power plant that shut down abruptly and a huge energy load rejected by the 11 Distribution Companies (DisCos).

206 collapse in 9 years

Between 2010 and 2019, Nigerian electricity consumers have had to contend with 206 power grid collapse, nine of which occurred in 2019, records obtained from the System Operator (SO), a section of TCN, indicate.

A breakdown of the 206 grid collapse which often led to a power cut for a whole region or even the entire country shows that 109 of the incidents occurred from 2010 to 2013; while 97 others were recorded from 2014 to 2019.

The country went into total darkness 22 times and recorded 20 partial outages in 2010. The grid had 13 incidents of total collapse and six partial incidents in 2011. By 2012, there were 16 total collapses and eight partial ones. In 2013 when preparations for the privatization were topmost, there were 22 total power grid collapses while partial trappings occurred twice.

The post-privatization era also had its fair share of system collapse. Although the situation improved in 2014 as records show, there were nine total collapses and four partial ones. By 2015, the trouble persisted with a record of six total and four partial collapses. It became worst by 2016 when the grid tripped for 22 times and went off partially six times.

Investigations further reveal that in 2017, there were 15 total, and nine partial collapses while last year, 12 total collapses were recorded with one partial collapse.

At least nine total collapses have been recorded this year; four of which occurred in January. The five others were spread across February, April, May, June, and August.

The total collapse on June 30, which dropped grid power to 127MW, was traced to a fire outbreak at the Benin transmission substation in Edo state. On August 30, the national electricity grid recorded another total collapse, throwing the country into darkness for about 10 hours. It was a total collapse as power generation on the grid dropped to 20MW.

Grid outages highest during rainy season

Trend analyses of these collapses further indicate that national grid outages were worst during some months in the rainy season. The highest of such was in May, which had 30 collapses since 2010. June is next with 29 occurrences.

Another trend is the occurrence of more collapses in January. At least 19 incidents were recorded in the nine-year analysis. The negative trend of 17 occurrences per month was recorded in April, September, and October. It slid to 16 occurrences in November, 15 collapses in July, and 14 incidents in March and December. The least occurrences were in August (7 collapses) and February (10 collapses).

TCN on various occasions this year blamed the DisCos’ load rejection for the high frequency of grid collapses in the rainy season. It said once it rains, the DisCos due to their poor networks, shutdown many power feeders which denies customers of supply, and that when the grid voltages became too high for lack of consumption, a collapse or frequency disturbance became inevitable.

Grid limitations cut 17,500MW in 76 months

Records of power generation since the privatization in 2013 to December 2018 indicate that the GenCos have more capacity to deliver power than they had before the privatization.

Analysis of the historical generation data from the Association of Power Generation Companies (APGC) indicates that the GenCos had made available about 38,546 megawatts (MW) generation capability from November 2013 to December 2018.

While the national grid took only 20,960MW, a huge quantum of 17,582MW representing 45 percent of the total GenCos’ capability was stranded. They were not allowed to generate that quantum into the grid. APGC claimed the existing transmission network is inadequate, fragile and not reliable.

The System Operator (SO) is a department of TCN that controls the national power grid. The GenCos said while they made effort to increase their generating capacity, the SO has the right according to the Grid Code, to instruct them to reduce or cut down their nominated capacity, with which they must have made gas commitments.

Igberetv reports that the governor of Ekiti State, Dr. Kayode Fayemi, said that his administration was in partnership talk with Dangote, Coscharis and Stallion Group Industries Limited to set up a rice mill in the state.

The governor made this known yesterday at a forum, "Ekiti Youth Conversation with Mr Governor”, held at the Abiodun Adetiloye Hall of the State Trade Fair Complex, Ado Ekiti, as part of activities marking the first anniversary of his administration.

He said that the state has is very good at rice production and that his administration will put in place an enabling environment and other incentives that would attract investors like favourable framework, tax relief, security, among others.

Youths from different parts of the state attended the programme. Fayemi revealed that his administration had just sealed a deal with Promasidor Limited to revive Ikun Dairy Farm, set up a milk producing factory, among others.

He made it known that two cassava processing companies are setting up shops in the state to absorb cassava produce in the state, noting this will boost the state’s investment profile and create jobs for the youths.

Also, Fayemi revealed that Ekiti Development and Investment Promotion Agency (EKDIPA) has just been established to leverage on the state’s investment potential to create more jobs in the state.

There is panic around Zoo Road area of Kano metropolis as lion escaped its enclosure in Kano Zoological Gardens on Saturday night.

Sources told DAILY NIGERIAN that the incident happened when the big cat overpowered rangers trying to put it back to its cage after agricultural show outing.


Although the zoo officials could not be reached for comment, the spokesman for Kano Police Command, DSP Abdullahi kiyawa, confirmed the incident.

He however said the lion was still within the zoo area.

He also said that a search team has been deployed to look for the lion, adding that policemen have been deployed to the area to maintain law and order.

Mr Kiyawa said no reported injury so far on the part of the rangers or other officials.

Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed, has said at the moment, the revenue to Gross Domestic Product (GDP) of Nigeria stands at 8 percent, promising to increase this ratio to 15 percent by the end of the present administration of President Muhammadu Buhari in 2023.

Mrs Ahmed made this disclosure on Thursday at the International Monetary Fund (IMF)/World Bank annual meeting in Washington DC, in the United States of America (USA).

During her remarks, the Minister said part of ways to meet this target is to increase the revenue streams of the country by introducing taxes and expanding the present tax base.

She said it was necessary for the country, which is Africa’s largest economy, to move away from relying solely on crude oil to generate revenue.

According to her, Nigeria’s economy is too dependent on the oil and gas sector, which accounts for just about 10 percent of GDP and represents 94 percent of export earnings and 62 percent of both federal and state governments’ revenues in 2011-2015. She said the country went into recession because the sector suffered shortfall, which dragged the foreign exchange reserves down to $25 billion in November 2016 from $32 billion in January 2015 from a high of $53 billion in 2008.

The Minister said it was because of this economic crisis government came up with the Economic Recovery and Growth Plan (ERGP) in 2017 to diversify the economy and create an enabling business environment.

She noted that since the launch of the 4-year ERGP, “We have recorded year on year improvement on both revenue outturns and revenue to GDP ratio.

“Our revenue outturn as at December 2019 55 percent while it was 58 percent as at June 2019. Our revenue to GDP ratio on the other hand is 8 percent as at end of June 2019 while it was 5 percent as at December 2017.”

According to her, based on the success made so far, the federal government in 2018 launched the Strategic Revenue Growth Initiatives (SRGI), which provides a turnaround blueprint and mechanism that brings together revenue generating entities to review implementation progress.

The Minister said the SRGI was built on three thematic areas including: (1) to achieve sustainability in revenue generation (2) identify new and enforce existing revenue streams and (3) achieve cohesion through people and tools.

She said the initiative includes some cross-cutting enablers including data and technology, performance management and enabling laws and legislations.

“Although, the SRGI contained a robust set of initiatives that was cascaded down as program portfolios to revenue generating entities, it lacked the opportunity sizing of the incremental revenues to be achieved

practically and realistically, given the current and projected structure of the Nigerian economy. This also made it difficult to in turn cascade down the revenue to GDP target of 15 percent by 2023 that was given by the presidency.

“This time around, there are performance targets with consequences for non-performance including the members of the cabinet. For example, I have signed to deliver the 15 percent revenue to GDP in a performance contract and this will be cascaded down to Heads of revenue generating entities to have them aligned to our mission of turning around revenues,” Mrs Ahmed said.

The Minister assured that government will continue to build on the gradual growth in economy, which has recorded nine consecutive quarters of GDP increase, with the annual growth rising from 0.82 percent in 2017 to 1.93 percent in 2018, and 2.02 percent in the first half of 2019.

She attributed this to “our economy’s resilience and gives credence to the effectiveness of our economic policies thus far.”

“We also succeeded in significantly reducing inflation from a peak of 18.72 percent in January 2017, to 11.02 percent by August 2019. This was achieved through effective fiscal and monetary policy coordination, exchange rate stability and sensible management of our foreign exchange.

“We have sustained accretion to our external reserves, which have risen from $23 billion in October 2016 to about $42.5 billion by August 2019,” she added.

FEED YOUR FAITH, NOT YOUR FEARS


…It is written, Man shall not live by bread alone, but by every word that proceedeth out of the mouth of God (Matthew 4:4).

In today’s world, people are more particular about what they eat. While some eat the right foods to stay healthy, there’re those who, from eating all the wrong things, have put their health in jeopardy. It’s the same thing spiritually. As a Christian, you must feed on the right information. You must feed your faith with the Word of God. Some Christians would rather feed their fears than feed their faith. You feed your fears when you give attention to wrong or noxious information.

The food for the human spirit is God’s Word. Jesus said, “Man shall not live by bread alone, but by every word that proceedeth out of the mouth of God” (Matthew 4:4). Whilst God’s Word makes the human spirit come alive—buoyant with faith, hope and love—unwholesome words poison and destroy the human spirit.


The effect of feeding on wrong information in the life of a Christian may not be seen overnight; but with time, such a person gets weaker and weaker spiritually. Before long, he’s no longer as fervent in spiritual things as he used to be. Then, his life takes a completely different turn from God’s original plan.
Give attention to the right information. Fortify and energize your spirit for success with God’s Word.

The forces of life are domiciled in your spirit; as you feed your spirit with the Word, you’ll be able to produce every good thing you want in life from within you. Jesus said, “A good man out of the good treasure of the heart bringeth forth good things: and an evil man out of the evil treasure bringeth forth evil things” (Matthew 12:35).

The EFCC in Gombe state have arrested 26 suspects for allegedly producing adulterated palm oil by mixing some quantity of palm oil with unknown substances and selling same to the public as genuine palm oil in the Gombe main market.

The command in a statement released this evening, gave the names of the suspects as Yahaya Sanusi, Mohammed Abubakar, Nasiru Bappa, Bello Ahmed, Emeka Oppah, Theophilus Samuel, Auwalu Abubakar, Monday John, Chindo Garba, Mohammed Umar, Dauda Mohammed and Anas Musa C.
 
Others are Umar Friday, Abbayo Musa, Hamisu Mohammed, Ali Garba Inuwa Auwal, Tukur Adamu, Ahmad Usman, Emmanuel Etuk, Auwal Iliya, Ejike Samuel, Peter Ndubuisi, Babangida Yerima, Giginna Alphonsus and Usman Musa.
 
Handing over the suspects to the Gombe State coordinator of NAFDAC, who was represented by Laras Jatau on Friday, Gombe Zonal Head, Michael Wetkas, revealed that the office received an intelligence report, which was acted upon.
 
The suspects were apprehended with some in the process of mixing palm oil with the said substances. A total of 33 shops were sealed during the operation and are now under lock and key.

Crisis ensued when the journalist, Jumoke Onafowora, struggled with the parents to gain access into the convocation hall to perform her official duty.

Onafowora, who was a member of Ogun Deputy Governor’s Press Crew, was attacked as the unhappy parents tore her clothes; protesting their inability to enter a hall where their children were being convocated.

DAILY POST gathered that the management of Crescent University had denied parents access into the hall where graduands were seated; claiming the hall was mainly for graduating students and invited guests.

Angered by their inability to be with their children in the convocation hall, the parents, it was learnt, stood at the entrance, manned by stern-looking security personnel, to protest what they described as “poor arrangement” on the part of the university; they banged on the door, yelled and rained curses on the university for refusing them access into the convocation hall despite the huge amount of money they had been paying as school fees.

Recounting her ordeal, Onafowora said: “I was in the convoy of the Ogun Deputy Governor, Engr Naimot Salako-Oyedele, who was in Crescent University Abeokuta to represent Gov Dapo Abiodun at its convocation ceremony.

“I had initially entered the hall with the Deputy Governor before I later went out to fetch my recorder from the vehicle.

“When I was trying to go back into the hall, a mammoth crowd of angry parents were at the door. They all wanted to go into the hall by force. But the security men at the door told them to stay away. They were so furious, raining curses on the management of the university.

“Because of the nature of my job, I struggled to go back into the hall. I squeezed myself that I managed to get to the door. That was when they said who am I. They said they would not allow me to enter that hall if they couldn’t do so.

“I told them I was a journalist. I showed them my identity card, but they said ‘how will an ordinary journalist enter the convocation hall when they who paid millions of naira on our children are not allowed to go in?’

“The security men, who already saw my face before, tried to open the door for me. That was when these irate parents dragged my neck. They started beating me. They tore my clothes. I lost my necklace. I was injured with their finger nails. There was nobody to rescue me as my colleagues were all in the hall.

“I suffered. I was just so unfortunate because those people vented their anger on me. I suffered for the sins of Crescent University. Their security men didn’t do anything to assist me. Nobody to protect me. It’s sad.”

Some of the dignitaries at the convocation ceremony include the Proprietor/Founder of Crescent University, Justice Bola Ajibola; the Chancellor and Convocation Chairman, Alafin of Oyo, Oba Lamidi Adeyemi; the Pro-chancellor, Emir of Kazaure, Alhaji Najib Hussaini Adamu; the Vice Chancellor, Prof. Ibraheem Gbajabiamila among others.

Ahmed added that keeping rice or any other consumable in such condition has some serious health implications in addition to the security threats the new method of smuggling was posing to the nation. He called on the general public to support and compliment the effort of the federal government by desisting from patronizing such smuggled goods and giving useful information to the relevant security agencies.

Reacting to the incident, the President Kano Chamber of Commerce, Dalhatu Abubakar, said the dealers of locally milled rice were not helping matters by hiking the prices of local rice, as a result of which the foreign rice was still patronized. He called on the federal government and the central bank of Nigeria to intervene by giving capital in form of soft loans to the dealers so that the price of commodity could be controlled.

  Governor Obaseki’s Convoy Accident: 7 Dead On His Way To AAU Convocation

Quote:Seven people have been confirmed dead in an accident involving the convoy of Edo State Governor, Mr Godwin Obaseki.

According to report, the accident involving the advance team of the Governor, occurred today along Benin-Auchi expressway.

They were said to be on their way to Ambrose Alli University, Ekpoma, ahead of Obaseki’s visit for the 22nd convocation ceremony of the school.

Several other persons including one of the Governor’s driver and Government House protocol, were also injured in the accident.

Punch reports that the accident occurred when a Toyota Hilux van on the Governor’s team had a head-on collision with a passenger Audi car.

Three other survivors were said to have been rushed to the Central Hospital in Benin City for urgent medical attention.

The State Commissioner of Police, Danmallam Mohammed, who confirmed the incident, described it as “very unfortunate.”

On his part, the Edo state commander of the Federal Road Safety Corps (FRSC), Anthony Oko, said two children died on their way to the hospital.

Oko said all occupants of the Audi car died while driver of the Hilux van had injuries.

He attributed the cause of the accident to lost of control by the driver of the Audi car.

The FRSC boss said the driver entered a pothole and rammed into the hilux van.

With oil majors and state-owned exploring new measures for exploration to reduce production costs, stakeholders in the oil and gas industry have attributed the discovery in the Gongola basin to the adoption of new technologies.

The Nigerian Association of Petroleum Explorationists (NAPE), had earlier in the year noted that there are six sedimentary basins yet to be explored in the country.

The stakeholders further urged the Federal Government to deploy new technologies to further reduce production costs in order to break even when oil prices drop significantly.With the announcement of oil and gas discovery in Gongola Basin, stakeholders have reiterated the need for the Federal Government to learn from the experience of the Niger Delta region in ensuring that the entire country is not embroiled in environmental and other germane challenges going on in oil producing communities.



The Nigerian National Petroleum Corporation (NNPC), last Friday said crude oil and gas have been discovered in the Kolmani River II Well on the Upper Benue Trough, Gongola Basin, where exploration activities started earlier in the year.

The industry players also expressed concerns about insecurity challenges in the region, especially its implications on attracting investors into the region.President of the Nigerian Association of Petroleum Explorationists (NAPE), Ajibola Oyebamiji said with emerging new technologies, we are able to discover oil where we previously thought there was nothing and we should remember that exploration activities started in all these sedimentary basins a long time ago before we went to Niger Delta; now we are back to the basin.

“It is a good thing which is being championed by the NNPC and it is highly commendable under the current leadership of the President to give them the required support using available technologies. From what I know, there is a combination of new technologies that helped them with the discovery.

“Remember that SNEPCO was the first to drill the Kolmani river 1 in this basin. What we found was insignificant, but there have been improvements in new data which we are going to be talking about at the NAPE conference and you know discovery is all about data, improving on existing data, acquiring new data, using new ideas to find oil in those places we never thought existed, so it is really good for the industry”, he added.

President, Nigeria Association for Energy Economics, Prof Yinka Omorogbe, who expressed optimism about the development decried the possible impacts of insecurity in the region.Omorogbe, who is also the Edo State Attorney General and Commissioner for Justice, said: “The more discoveries the better, but it will still take at least a decade for the discovery to translate into oil revenues for the area. We need to remember that places with security challenges are unlikely to be attractive investment destinations.”

Team Lead (Research and Policy) Nextier SPD, Dr Ndubisi Nwokolo, who noted that while Bauchi and Gombe states are relatively peaceful more than other states in the North East like Borno, Adamawa, Yobe and Taraba, the issue of kidnapping has been experienced and this can be a major security threat to the development.

“I do not foresee the spill over of the Insurgency in Borno for example into Bauchi. I believe that if there are commercial quantity discoveries, investors will still compete to be part it,” he said.

Technical Adviser to Nigeria Extractive Industries Transparency Initiative (NEITI), Dauda Garuba noted that the discovery would create a win-win situation for Nigeria, the states in question, companies that would work there and the people of the area.Speaking on other implications, he said the development would lead to an expansion of the sources of revenue for these four stakeholders.

Garuba however foresee environmental impacts and lack of benefits to local communities, especially if the country adopts the same approach it has used in drilling for oil and gas in the Niger Delta.Similarly, Adeola Adenikinju has asked the government to be strategic on the future of oil, stressing that while crude oil would remain in use for a long time, its relevance would continue to diminish, and subject to significant price volatility.

According to him, oil producers would also have to compete in the international oil market as the market remains liquid in the face of global economic growth slow down, trade wars, and rise of America as net oil exporter.

“Better strategy for Nigeria is to take seriously the current and future developments in the energy market which is showing that the dominance of oil in global oil market would continue to wane. Hence, we should not wait until the very end before preparing for the transition. Less focus on oil exports for revenue generation to promoting local transformation and use to boost domestic economy is in my view the right approach,” Adenikinju stated.



The cost of oil exploration is usually high, especially at the beginning. To reduce the unit cost, economies of scale must come in. For the oil exploration, a lot depends on the oil reserves as discovered. If paltry, then not much benefits would accrue to Nigeria. But if the volume of reserves is right, the cost would go down with time. Regarding the Niger Delta, there is need for continued efforts in addressing, infrastructural, security and community related issues to sustain volumes and earnings and expand the scope of exploration.

A former President/Chairman of Council, Chartered Institute of Bankers of Nigeria, Prof Segun Ajibola urged the country to explore other resources such as nitumen, a derivative of oil since the country is regarded as the second largest deposit of bitumen, required for road construction.

According to him, Nigeria must be watchful as other sources of energy are threatening the vantage position of oil.“Solar, fossil, wind, gas, etc now provide alternative sources. Nigeria should start preparing for what her economy will look like, post oil. In any case, it should be remembered that oil is a waste asset (exhaustible),” Ajibola noted.

To curb petroleum products’ diversion and aid effective distribution of PMS, otherwise known as petrol, the Minister of State, Petroleum Resources, Timipre Sylva, has unveiled ‘Operation White’ project geared towards ensuring transparency and accountability of product supply and distribution in Nigeria.



Sylva, represented by the Executive Secretary of Petroleum Equalization Fund (PEF), Ahmed Boboi, said in Lagos at the weekend, that the essence was to entrench energy security and deepen the drive for transparency in the downstream operations.He said that the initiative was aimed at deploying adequate measures in ensuring all molecules of regulated petroleum product imported by the Nigerian National Petroleum Corporation (NNPC) are well accounted for and utilized in-country.

According to him, `NNPC continues to record excellent performance in product supply and distribution to the nation – It is doing what it is supposed to do as supplier of last resort, but the reality is the nation bears a great cost in terms of absorbing the shocks of differences in cost.



“It is critical that all hands be put on deck to ensure that every molecule of product imported into this country is utilized within the borders of this nation for the benefit of the Nigerian populace.

“This is a national imperative and a core thrust of Mr President’s mandate for leadership of the oil and gas industry.“Therefore, the task for us is to ensure that the petroleum products supply and distribution chain in Nigeria is completely devoid of illicit practices including oil theft, diversion and smuggling of petroleum products, which constitute economic sabotage and haemorrhage of the national revenue through high cost of under recovery,’’ he said.

The minister however sought partnership amongst various downstream stakeholders.There is also a dire need to instil an improved culture of transparency, accountability and efficiency in the industry, streamline our operations along best practices by championing and implementing strategic reforms at every layer of the supply and distribution chain.

“If we are able to plug the leakages, and tighten all loose ends, we are convinced that we can do even more with the little that we are getting at this moment of modest oil prices than we did even in the time of plenty.“This administration is committed to placing the oil and gas sector on the trajectory of growth. It is my firm belief that all the initiatives contained in our 10 key priority areas will put the petroleum sector on the path of robust growth.He further expressed his optimism that the gains of the Operation White Project will reduce the inflated product consumption figure and ultimately reduce the subsidy wage bill.



Deputy CEO of Aiteo, Francis Peters in his welcome remarks said: “We are delighted to host this significant intervention of the Ministry of Petroleum Resources and the NNPC group, “Operation White”.

“As strategic infrastructure partners, Aiteo Energy Resources Limited lauds this initiative aimed at deploying adequate measures in ensuring that all regulated petroleum products imported by NNPC are well accounted for and utilized in-country.“We will continue to be an industry benchmark for performance in product supply and distribution to Nigeria- further strengthening the NNPC’s vision of energy and petroleum products security and sustainability, especially throughout the festive season,” he said.

Averts over $178m spot pressure on reserves, exchange rate
The week-long visit of President Muhammadu Buhari to the People’s Republic of China between April 11 and 15, 2016, was alongside the Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, in a last push to secure a three-year Bilateral Currency Swap Agreement worth CNY15 billion (N720 Billion), among other things.

On June 6, 2018, CBN issued the Regulations for Transactions with Authorised Dealers in Renminbi, which provided the framework for implementations. The apex bank and the People’s Bank of China executed the Currency Swap Agreement on behalf of their respective countries.

From July 27, 2018, when the first intervention under the Naira-Yuan Swap deal was executed, till date, the Central Bank of Nigeria (CBN) has put in an estimated CNY1.185 billion.

The interventions, during the 12-month period, done at various exchange rates, ranging from N48 to N58 per CNY, at an average of N54/CNY, had been estimated at N64.02 billion.



On the other hand, the above values, when converted at an average dollar exchange rate at N360 per dollar, amounts to $177.8 million. This amount, however, represents “spot” pressure that would have affected the reserves and exchange rate, but averted by the initiative.

So far, the interventions on the N720 billion three-year swap deal are still below 10 per cent of the total value after one year of operations, an indication that the CBN-driven bilateral intervention has more to offer to Nigerian businesses with interest in China.

Beside the fact that the opening of the futures window provided the opportunity for most importers to quote dollar exchange rate ahead, as opposed to spot purchase, the swap deal opened up new window for the management of the country’s reserve without immediate depletion of the value, while importers’ financial transactions would be facilitated easily.

The move thus became imperative given burgeoning bilateral deals and the challenge of converting to dollar before consummating transactions, that is, removing the need to first source the dollars before payments for transactions involving Yuan and Naira.

The apex bank had indicated at the commencement of the intervention that the sales shall be through a combination of spot and short-tenored forwards and shall be a Special Secondary Market Intervention Sales (SMIS) retail, dedicated to the payment of Renminbi denominated Letters of Credit for raw materials and machinery and agriculture.

The bank’s spokesman, Isaac Okorafor, had explained that due to the peculiarity of the exercise, CBN would not be applying the relevant provisions of its Revised Guidelines for the Operation of the Inter-bank Foreign Exchange Market, which direct all SMIS bids to be submitted to the CBN through the Forex Primary Dealers (FXPDs).

He also said the CBN would also not be applying the relevant provisions of the Guidelines which equally provide that “Spot FX sold to any particular end-user shall not exceed one per cent of the overall available funds on offer at each SMIS session”.

Okorafor further explained that there would be no predetermined spread on the sale of forwards by authorised dealers to end-users under the Special SMIS-Retail, adding that authorised dealers would be allowed to earn 50 kobo on the customers’ bids.

It was purposely executed to finance trade and investment between China and Nigeria; maintain financial market stability; and facilitate other connected purposes as may be agreed upon by both countries.

The deal created a platform that provides Naira liquidity to Chinese companies and investors looking to do business with Nigeria on the one hand; and provides Chinese Yuan liquidity to Nigerian companies and investors looking to do business with China on the other hand.

Available data showed that between 2013 and February 2016, Nigeria received $213.4 million worth of capital inflows from Mainland China, just 0.4 per cent of $52.4 billion total capital importation into Nigeria within the period, ranking as the 18th largest source of foreign capital inflows into Nigeria.

Including the autonomous region of Hong Kong, total capital flows from China was $484.2 million within the period, still less than one per cent of total capital importation into Nigeria.

On the other hand, trade relations have been rising with merchandise trade between the two countries estimated at $30.6 billion between 2013 and 2015, 8.5 per cent of Nigeria’s total merchandise trade.

The Balance of Trade was however, heavily tilted in favour of China as import from China was 7.8x Nigeria’s export ($3.5 billion) within the period and China remains one of the few trading partners of Nigeria.

By 2016, CBN had built up stock of external reserves denominated in Yuan from $101.3 million in 2011 to $2.2 billion, representing 7.5 per cent of gross reserves.

Currently, imports by country of origin as at first quarter of 2019, showed that Nigeria imported goods worth N979.3 billion or 26.44 per cent from China. Unfortunately, Nigeria’s export to China pales into insignificance compared to the import.

A technology and agriculture equipment dealer at the popular Computer Village in Lagos State, Allen Williams, told The Guardian that the parent company has benefitted from the swap deal.

“Basically, all we do in recent times is to bid and we have always been successful. Since we do a legal business, we submit our details and our Letters of Credit are approved. The truth is that it has reduced a lot of stress for the company in running around for dollars,” he said.

Specifically, China emerged Nigeria’s major trading partner in terms of import, with items cutting across laboratory, hygienic or pharmaceutical glass ware; motorcycles and cycles; machines for reception, conversion and transmission or regeneration of voice and images.

An economists and importer, Tony Nwaka, said while the currency deal with China is not an effective substitute for appropriate fiscal and monetary policy flexibility in adapting to the lower crude oil prices environment, it is still a positive development that has reduced cost of transaction with Nigeria’s largest trading partner and also ease the immediate foreign currency challenges associated with Nigeria’s negative terms of trade.

Of course, there were concerns at beginning of the deals, Ucha Nwagbo, an economist, noted. “Key risks was the ease of transaction with a highly competitive country like China, which could worsen Nigeria’s trade balance and weaken domestic manufacturing capacity. Yes, the concern was justified and further emphasizes the need to deepen domestic policies on improving competitiveness. Chinese products are everywhere today, both good and bad.

“In any case, it is not bad compared to the level of distortions that would have arisen at the foreign exchange market in the last one year, if the deal was not in place for importers.”

There were initial fears over the deal with China, a country which political ideology swings on almost equal proportion between capitalism and state control, especially when the terms of the deal appeared to be classified. There were questions about how the swap will be exchanged- crude oil or reserves.

An industrialist, Mazi Sam Ohuabunwa, in a monitored programme, had feared that the optimism greeting the Nigeria-China deals may pale into nothing, if the negotiators fail in the contents and terms of the agreement, especially, knowing that antecedents of similar deals on other African countries have not been totally progressive.

Indeed, if Nigeria buys Chinese goods, it would make business sense to use the Yuan, because there is a lot of squeeze for the dollar.



The Chief Consultant of Lagos-based B. Adedipe Associates, Dr. Biodun Adedipe, said that the Naira/Yuan conversion deal has the prospects of shoring up the fortunes of the nation’s currency in the foreign exchange market.

He was optimistic that the initiative would ease trading transactions.

By investors in both countries, as the ordeal of converting the two currencies, first to dollar would cease, giving exchange value advantage to the traders.

The Association of Bureaux De Change Operators of Nigeria (ABCON) said the $2.5 billion currency swap agreement is a positive development that will promote naira’s sovereignty in Africa.

ABCON President, Alhaji Aminu Gwadabe, said the admittance of Yuan into the basket of International Monetary Fund (IMF) currencies signaled a positive direction for the deal and called for the inclusion of licensed BDC operators.

He also urged the CBN to consider diversifying dollar disbursements to BDCs with percentage amount of Yuan to meet the critical needs of their numerous clients travelling to China for personal and business purposes.

The International Monetary Fund (IMF) has backed Nigeria’s closure of its borders with some neighbouring countries over issues bordering on illegal trade.

Mr Abebe Selassie, the Director of the African Department at the IMF, gave the position at a media briefing on the sidelines of the World Bank/IMF Annual Meetings in Washington.

He was responding to a question on weather the closure negates the African Continental Free Trade Agreement (AfCFTA).


Selassie said although free trade was critical to economic growth of the continent, it must be legal and in line with agreements.

`On the border closure in Nigeria which has been impacting Benin and Niger, our understanding is that the action reflects concerns about smuggling that has been taking place.


“It is about illegal trade, which is not what you want to facilitate,’’ Selassie said.



He said the IMF was hoping for a speedy resolution of the issues as the action was already taking a toll on the economies of the country’s neighbours.

“We are very hopeful that discussions will resolve the challenges that this illegal trade is posing.
“If the border closure is to be sustained for a long time, it will definitely have an impact on Benin and Niger which, of course, rely quite extensively on the big brother next door,’’ he said.


On Wednesday, the Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed, said the borders were closed to curb illegal trading activities by Nigeria’s neighbours.

Ahmed said the closure would remain in force until the country secured the commitment of its neighbours to trade agreements and treaties signed with them.

Meanwhile, the IMF director said the AfCFTA was one of the most exciting policy developments in the region in recent months.


Selassie said analyses by the Fund showed that the initiative had a “tremendous potential to facilitate higher economic growth’’.


The News Agency of Nigeria (NAN) reports that the IMF projected a region wide economic growth of 3.2 per cent in 2019.

Selassie said the “hard task’’ before African nations was making sure the AfCFTA was fully implemented “to facilitate the trade that we need to see between countries in the region’’.


The IMF director also commented on the continent’s high debt burden, especially from China, resulting largely from borrowing to balance budget deficits.


He explained that the Fund was not particularly wary of China, which he said “has been a very important development partner for many countries in sub-Saharan Africa’’.

“There are some counties that have borrowed extensively, and this is not just from China but from all other sources of financing either through Euro bond, domestic markets or other sources of capital.


“ Yes, there are countries that have borrowed beyond what they can quickly pay, but it is important that we get this story straight.
“China has been a very important partner for many countries and remains so.

“Our concern really is more about overall debt level, not just about debt but some other things.


“One is, once you have borrowed money to invest in infrastructure, health and education, it is important you are able to capture the rate of return on that investment so that the debt can be serviced.


“What you put the debt to and how effective the investment projects that you are undertaking is really the important part of the equation,’’ Selassie said.

He added that it was also important for countries to address their “tremendous development needs avoiding debts becoming unsustainable’’.

The bears sustained dominance at the end of transaction yesterday on the equities sector of the Nigerian Stock Exchange (NSE), occasioned by price losses in high cap stocks, as investors’ wealth depreciated further by N50 billion in four trading days.

Precisely, the All-share index, which opened for transactions on Monday at 26,557.44 points, plunged by 101.15 points or 0.4 per cent to 26,456.29 on Thursday. Also, the market capitalisation plummeted by N50 billion from N12.928 trillion to N12.878 trillion.
The downturn was impacted by losses recorded in medium and large capitalised stocks, amongst which were; Guaranty Trust Bank, Dangote Flour Mills, Zenith Bank, United Bank for Africa (UBA), and Lafarge Africa.
On market performance, analysts at Cordros Capital Limited, said: “In our view, the trend witnessed through the year is likely to persist through the final quarter of the year.

Although we expect pockets of gains over the final months of the year, as fund and portfolio managers realign portfolios prior to the start of 2020.
“Nonetheless, we note that valuations remain attractive driven by price deterioration throughout the year. Hence, we advise that long-term investors consider appropriately timed investments.”

However, market breadth closed positive, with 11 gainers against eight losers. Wapic Insurance recorded the highest price gain of 9.38 per cent to close at 35 kobo per share.

Chams followed with 9.09 per cent to close at 24 kobo, while FCMB Groups appreciated by 6.97 per cent to close at N1.70, per share.
Flour Mills of Nigeria rose 2.37 per cent to close at N15.10, and Law Union & Rock Insurance gained 2.08 per cent to close at 49 kobo per share.


On the other hand, Cornerstone Insurance led the losers’ chart with 8.11 per cent to close at 34 kobo per share.

UBA followed with 2.52 per cent to close at N5.80, and Wema Bank was down 1.69 to close at 58 kobo, per share.


Guaranty Trust Bank lost 1.30 per cent to close at N26.65, while Transnational Corporation of Nigeria Plc (Transcorp) shed 0.98 per cent to close at N1.01, per share.


The total volume traded rose 4.06 per cent to 144.087 million shares worth N2.897 billion, traded in 2,347 deals. Transactions in the shares of Guaranty Trust Bank topped the activity chart with 35.22 million shares valued at N946.74 million.

FBN holdings followed with 24.34 million shares worth N130.79 million, while Fidelity Bank traded 13.96 million shares at N23.69 million.


Zenith Bank traded 11.95 million shares valued at N213.03 million, while UBA transacted 9.999 million shares worth N58.17 million.

“Comparing Nigeria with countries like America, Turkey and even Egypt as illustrated by some of the federal lawmakers will completely demoralised the morale of any concerned citizen but what we are sure of in the Ministry, is that we shall with the limited resources available make the best for the country.”

SARS operatives ask a Nigerian model, Mr Ghen Ghen to provide his 6-month salary statement during a stop and search gone wrong.

Ghana Union of Traders Association (GUTA) has called for a total boycott of all Nigerian products imported by Ghana as Nigeria’s land border closure bites West African countries.
 
The move, the traders union believes, will force the Nigerian government to open up its land borders for foreign goods. Nigeria partially shut its borders since August.  
 
According to Ghanaweb.com, Greater Accra Regional Secretary of GUTA, David Kwadwo Amoateng on Adom FM’s morning show, Dwaso Nsem, Friday said the Nigerian government has not been fair to foreign traders. In return, he expects the Ghana government to prevent Nigerian traders from bringing goods into Ghana, but that plea has fallen on deaf ears.

“Let’s boycott Nigerian products as payback to their government’s action. How can we be slaves in our own country?” he said. Amoateng argued that the issue, if not checked, could hamper the Continental Free Trade Area.  
 
Ghana’s Ministry of Foreign Affairs and Regional Integration has appealed to Ghanaian traders to remain calm as it works with the Nigerian authorities to ease its ban on the exportation of Non-traditional products.
