Ogunniyi’s body was recovered from the lagoon underneath the bridge on August 23, three days after she was killed by a hit-and-run driver. Until her death, the late sweeper, a mother of three, was employed by Highway Managers, an environment sanitation firm working in collaboration with the Lagos State government.

Before her death, she was earning N15,000 per month from the company, an amount even less than the outgone minimum wage of N18,000. To compensate her family for the loss and service she rendered for the 24 months of her engagement, Highway Manager said the family would be paid N45,000.

But Ogunniyi’s husband told The Guardian, “I was always going there (the office) and I kept being asked to come back. They (High Manager) told us that they are working on her death certificate and some other things. When it is ready, they said the insurance will be paid, but I have since resigned to fate."

Highway Manager’s head at Rowe Park, Yaba, Lagos, Rotimi Sotanmi, in his reaction, said: “We have communicated with the family and we are doing our part. The agreement is that we will continue paying her salary (N15,000) for three months.”

Sotanmi, however, told The Guardian that an unnamed insurance company had all the details and was working on making a substantial payment to the family.

Nothing less than $16 billion will be expended over the next six years on unplanned solar plant repairs, a new research from Wood Mackenzie said yesterday.


Indeed, yearly cost on solar plant operations and maintenance (O&M), which currently stands at around $4.5 billion will grow to just over $9 billion in 2024.


“This increase is due to future demand growth and current installed capacity. Unplanned repairs alone can cost owners up to $3,000/MW/year, based on an average-sized solar power system of 50MW,” the report said.
Though there was a modest decline in 2018, Wood Mackenzie noted that the global solar market would reach a new annual high of 114.5GW in 2019; growing by up 18 per cent from the previous year.

Yearly installations is expected to hover around 120-125 GW in the early 2020s as emerging markets begin to deliver results, the group stated, adding that global cumulative solar PV installations are expected to grow from ~500GWdc in 2018 to 1,243 GWdc by 2024.


Though Nigeria reportedly has immense opportunity for solar energ
y in the face of the country’s energy gap, countries like China, India and the US reportedly have more than 50 of global solar PV installations to 2024, making both Asia and North America the most attractive regions within the solar O&M segment.

Out of Nigeria’s population of about 180 million, only about 40 per cent of the citizens reportedly have access to electricity. Though the actual electricity demand in the country was estimated at 10 GW, available supply to consumers averages 4,000 Megawatts.

A report published by International Renewable Energy Agency (IRENA), earlier this year showed that the growth of solar energy on the continent was primarily driven by five specific countries; Egypt, South Africa, Kenya, Namibia and Ghana.


Solar installations nearing inverter end of life will reach 21GW by the end of 2019, representing 3.4 per cent of the global market, Wood Mackenzie noted, stressing that the development will increase to more than 14 per cent of the total cumulative capacity over the following five years.


By 2024, Wood Mackenzie expects the solar industry to have 176GW of projects with inverters older than ten years.”
“Solar technology has greatly improved technician utilisation ratios over the last few years. Previously, one technician would be able to service 20MW of solar capacity. Global downward price pressures have driven the implementation of automated solutions and digital platforms, making it possible for technicians to service from 40MW-60MW of solar capacity – more than doubling their efficiency in some cases.


“As asset owners and operators continue to invest in advanced analytics and O&M specific software, and move from more time-consuming methods of spreadsheet-based analytics, operational costs will be reduced and higher data quality achieved, Wood Mackenzie’s Principal Analyst, Leila Garcia said.


Solar plant management is often erroneously assumed to be simplistic when compared to other generation technologies, Wook Mackenzie said.

With the claims by the Minister of Communications, Dr. Isa Pantami, that Nigeria was ready to deploy 5G networks across the country, but not immediately, subscribers have asked him to first and urgently, address gaps in 3G and 4G service offerings across Nigeria as promised.


Just like the Nigerian Communications Commission (NCC), which claimed that Nigeria would roll out 5G networks by 2020, Pantami had also on Monday at the on-going 39th Gulf Information Technology Exhibition (GITEX), holding in Dubai (United Arab Emirates), reiterated Nigeria’s readiness to deploy the service. But subscribers in the country rather urged the minister to address quality of service with other generation of networks.


Subscribers, who spoke with The Guardian, said although deployment of 5G is not a rocket science, “but if you look at where we are coming from and where we are, you will know that it is a political statement,” said a Lagos-based banker, Kehinde Adekunle.

Adekunle noted that even the operators cannot claim they are ready to deploy 5G. “This is simple arithmetic, the 3G, 4G services remain a scam. To upload and download files could take 15 minutes to 20 minutes. 5G is at the speed of light!  Go and check countries that are truly deploying 4G – South Korea, China, America, Sweden, you upload and download with peace of mind. I don’t think we are ready!”


The banker asked, “where are the infrastructure that will enable 5G, how many base stations do we have? What is the level of fibre connections? Where are the policies to drive this technology? I think our readiness should be by 2050, but by then, we would have been left behind.”


5G Technology is an umbrella term used to categorise the fifth generation of wireless communication, offering networks that are 100 times faster than 4G, support 100 times more devices, and feature five times lower latency.
While 2G (second generation) wireless enabled texting capabilities, the 3G allowed mobile users to browse the internet at speeds previously only experienced with a desktop computer. 4G brought in a new economy of mobile applications.


According to a telecoms expert, Kehinde Aluko, although all the mobile network operators (MNOs) in Nigeria claim to have 4G capabilities, only about 44 per cent of Nigeria’s mobile subscribers are on 3G wireless, and paltry four per cent are using 4G services.


Aluko said a vast majority are still stuck on 2G, while over 40 million Nigerians living in the rural areas still have no direct access to the Internet.


He informed that operators have repeatedly accused the regulators, including the NCC and the Ministry of ICT, of not taking meaningful steps to address the infrastructure problems and other domestic issues like Right-of-Way, security, and multiple licence demands and taxes from state, in the industry.


From her perspective, a female subscriber and ICT guru, Ngozi Isiguzo, 5G technology comes with a unique architecture different from previous generations of wireless infrastructure. According to her, the infrastructure transits from traditional large cell towers stretched over long distances to a network of smaller cells sited more closely together.


She pointed out that to make that infrastructure change, a country like Nigeria will likely need an estimated close to a million new cell sites by 2025 to remain competitive in 5G.


However, the President of the National Association of Telecoms Subscribers of Nigeria (NATCOMS), Deolu Ogunbanjo, said the Minister’s claim of the country’s readiness is a good development.


Ogunbanjo said while there are still issues with 3G, 4G and the rest, “but I think the Minister wanted to spur the operators to action, and for Nigeria not to be left behind by other countries, who have started making efforts and getting ready to deploy.


The minister said: “Nigeria is ready for 5G network but preparation is key. We are ready, but need deployment; and before that we need pre-deployment and post-deployment.


“We are working to handle the challenges of pre-deployment but the approval has been given for the trial.
“Nigeria is not yet into the 5G network deliberately. Some of the telecom operators are ready to deploy the 5G network but the proposal was put on hold, so we can be productive and proactive.


“There could be potential challenges that could obstruct 5G network, which include regulations. You cannot just rush into it without preparing your ground,’’ he said.


He also said the Federal Government is engaging some security agencies like the National Intelligence Agency, the Economic and Financial Crimes Commission, the Nigeria Police, among others to ensure a seamless process, while establishing regulation on deploying the 5G network.

Oil prices fell on Monday, extending last week’s heavy losses, with traders fearing the global economic slowdown will weigh on future oil demand growth while pegging hopes for a rebound on progress in talks this week on ending the U.S.-China trade war.


Brent crude futures LCOc1 edged down 28 cents to 58.09 dollars a barrel by 0300 GMT, while U.S. West Texas Intermediate (WTI) crude CLc1 was at 52.64 dollars, down 17 cents.


Both contracts ended last week with a more-than-5 per cent decline after dismal manufacturing data from the United States and China, as the lingering row between the world’s top economies hurts global growth and raises the risk of recession.

U.S. and Chinese officials will meet in Washington on Oct. 10-11 in the next, much-anticipated fresh effort to work out a deal.
On the supply side, a faster-than-expected resumption in Saudi Arabia’s production after a Sept. 14 attack on key production facilities also exerted downward pressure on oil prices, although the Middle East remained tense.
“The macro headwinds outweigh supply concerns for oil now, despite tensions in the Middle East and a reduced spare capacity pillow,” said Stephen Innes, Asia Pacific market strategist at AxiCorp.


In Iraq, the second-largest producer among the Organization of the Petroleum Exporting Countries, deadly anti-government unrest is posing the biggest security and political challenge so far to Prime Minister Adel Abdul Mahdi’s year-old government.


Iraq’s oil exports of 3.43 million barrels per day (bpd) from Basra terminals could be disrupted if instability lasts for weeks, Ayham Kamel, Eurasia Group’s practice head for Middle East and North Africa, said in a note.
“Any oil production disruption would occur at a time when Saudi Arabia has lost a significant part of its energy system redundancies (spare capacity),” he said.


“While Saudi oil production is now close to 9.9 million bpd, it is not clear that the capacity is fully operational at 11.3 million bpd and the (attacked) Abqaiq facility has lost a significant part of its redundancy.”
Global supply also faces facility repair and maintenance pressures.


The Buzzard oil field in the British North Sea has been shut for pipe repair work, a spokesman from China’s CNOOC said on Friday.


Buzzard is the main contributor to the Forties crude stream, the largest of the five North Sea oil grades that underpin Brent crude futures.


Meanwhile Libya’s National Oil Corporation (NOC) said on Sunday it will close the Faregh oil field at Zueitina port for scheduled maintenance from Monday until Oct. 14.

The dollar found support on Tuesday while investors awaited the outcome from crucial Sino-U.S. trade talks in Washington, with many staying cautious as neither side has shown signs of giving ground at the negotiations.
The Chinese yuan firmed in onshore and offshore trade as Chinese financial markets reopened after a week-long holiday.
The Australian and New Zealand dollars, whose fortunes are often linked with global trade, edged higher as some investors reduced bearish bets.

Dealers warned this move could fade depending on the tone of the trade talks in Washington.
Hopes for a breakthrough are not high, but some investors are trying to scale back their positions, at least temporarily, because the outcome of the trade negotiations cannot be predicted.
“No-one can be confident about these talks, except our inclination has long been that the talks are more likely to disappoint than to please market expectations,” said Sean Callow, currency strategist at Westpac in Sydney.
“The U.S. and China are just too far apart on key issues,” he said, leaving only a very limited deal in prospect.
The dollar rose 0.14 per cent to 107.18 yen, approaching a one-week high reached on Monday.
Against a basket of currencies .DXY, the dollar steadied at 98.959.


In the onshore market, the yuan traded at 7.1263 per dollar, stronger than its previous close of 7.1480 on Sept. 30.
In the offshore market, the yuan gained around 0.1 per cent to 7.1257 per dollar.


Deputy-level meetings between U.S. and Chinese trade negotiators began in Washington on Monday, with little immediate signs of progress.


Top-level talks are scheduled to begin on Thursday, when Chinese Vice Premier Liu He meets U.S. Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin.


The talks are getting underway about a week before a scheduled increase in U.S. tariffs on 250 billion dollars worth of Chinese goods, to 30 per cent from 25 per cent.


U.S. President Donald Trump has said the tariff increase will take effect if no progress is made in the negotiations.
The United States on Monday added 28 Chinese public security bureaus and companies to a trade blacklist.


Masaru Ishibashi, joint general manager of the trading department at Sumitomo Mitsui Banking Corp in Tokyo, said the dollar is benefiting from “waning pessimism about the U.S. economy”.


“In addition, speculators are trying to lighten their positions related to the trade war, which is helping some commodity currencies,” he said. “The next move depends entirely on what the trade talks produce.”
The Australian dollar AUD=D3 rose 0.24 per cent to 0.6748 dollars, while the New Zealand dollar NZD=D3 advanced by 0.46 per cent at 0.6318 dollars.


The antipodean currencies have generally been on a downtrend since early September as weaker-than-expected economic indicators pointed to a need for more policy easing by Australia and New Zealand.


However, both the Aussie and the kiwi have moved up from recent lows, which dealers say is partly because some investors squared off positions before the trade talks.


The euro EUR=EBS held steady around 1.0975 dollars as the single currency slowly gets some distance from a 2-1/2 year low hit last week.


Sterling GBP=D3 last traded at 1.2296 dollar. The pound has been confined to a narrow range recently, but investors are growing increasingly concerned about a lack of progress between Britain and the European Union to agree on a Brexit withdrawal deal.

The Standing Lending Facility (SLF) window of the Central Bank of Nigeria (CBN) was full of activity in the first half of 2019, as banks borrowed a daily average of N95.63 billion in 121 days of transactions, during the period.
 
Compared to the first half of 2018, the average daily volume of SLF was N57.36 billion in 123 transaction days, of which Intraday Liquidity Facility (ILF) conversion constituted N45.54 billion or 79.39 per cent of the total request. Consequently, the average daily interest income was N44.40 million.
 
The banks’ frequency at the window in 2019 reflected the impact of the prevailing liquidity conditions in the banking system during the period, as the apex bank sustained its tight monetary stance in the defense of naira and to tame inflation.


 
CBN standing facilities were available at the discount window for banks to meet up with their liquidity obligations by either borrowing from the SLF or deposit their excess funds at the Standing Deposit Facilities (SDF) windows at the end of each business day.
 
The trend in 2019 showed more recourse to the SLF in the first half, when compared with the corresponding period of 2018.
 
The Intraday Liquidity Facility (ILF) conversion constituted N35.5 billion or 37.12 per cent out of the average daily volume of SLF at N95.63 billion, while average daily interest income amounted to N66.87 million and in excess of N8billion when multiplied by 121 days of transactions.
 
The applicable rates, which were anchored on the Monetary Policy Rates (14 per cent), for the SLF and SDF, at 16 per cent and nine per cent, from January to March 25, 2019, respectively.
 
However, the applicable rates changed to 15.50 and 8.50 per cent from March 26 to June 2019, due to MPR adjustments to 13.5 per cent.
 
Similarly, patronage at the SDF window reflected an average daily amount of N67.64 billion for the 121 business days in the first half of 2019, representing a decrease from N88.3 billion for the 123 business days in the corresponding period of 2018.
 
Similarly, the average daily interest payments on the deposits decreased to N22.48 million in the review period and cumulatively in excess of N2.7 billion, from daily interest payments N30.43 million in the corresponding period of 2018, which cumulatively was in excess of N3.7 billion.
 
The decreased volume of transactions reflected in the review period, according to CBN, was due to the tight liquidity conditions in the banking system.
 
Also within the period, total monthly average value of transactions at the inter-bank funds market stood at N1.21 trillion, showing a significant increase of N489.03 billion or 68.29 per cent over N716.06 billion in the corresponding period of 2018.


An analysis of the transactions also showed that the inter-bank market instrument- Open-Buy-Back (OBB) at N1.13 trillion, accounted for 93.74 per cent, while the unsecured inter-bank call took up 6.26 per cent or N75.48 billion.
 
Conversely, in 2018, OBB accounted for N685.61 billion or 95.75 per cent, while the unsecured segment recorded N30.45 billion or 4.25 per cent.
 
The preference for OBB transactions in the review period was attributable to risk aversion by market participants, as there was low appetite for unsecured lending in the market.

Capital market shareholders have condemned the N499 billion fines slammed on 12 commercial banks by the Central Bank of Nigeria (CBN), for breaching the regulator’s directive on lending to the real sector, insisting the move is capable of shrinking the banks’ earnings, and ultimately erode profitability and dividend payout.
The LDR policy is expected to push banks to increase lending to high-risk borrowers with the potential to incur heavy losses and higher non-performing loans (NPLs).
   
Besides, the investors stressed the need for banks to adhere strictly to policy directives from the regulators to avoid sanctions and penalties that may arise due to non-compliance.


   
Shareholders at the weekend also urged the apex bank to reconsider its stance to forestall negative effects on the stock market, since the banks belong to the services sector that provides for other areas of the economy.
   
They noted that the penalty came at a time banks are struggling to recover from the weak asset quality issues prevalent since 2016.
     
The shareholders pointed out that loan portfolio may become more delinquent if a number of beneficiaries cannot repay or pay back on the agreed terms and condition, as the macro-environment is still too fragile to support strong growth in lending
   
According to them, this is in addition to the bank’s rising NPL ratio currently put at ₦1.5trillion, representing 15 per cent rise when compared to N1.3 trillion posted in the industry in 2017.
   
The Chief Research Officer, Investdata Consulting, Ambrose Omodion, said net interest margins (NIMs) are likely to be depressed on banks’ reaction.

   
“We see this as a possible negative consequence of CBN’s latest push, as banks may be forced to re-price loans lower than the competition for scarce quality obligors. This implies weakness in NIMs, as well as the opportunity cost of relinquishing 50.0 per cent of the lending shortfall to the CBN, which can also negatively impact earnings.
 
“We expect that banks who have already been punished will be unwilling to get caught up in the storm again, as that will be a negative signal to investors.
We believe this development is largely negative for the banking sector, which has only just recovered from the weak asset quality issues prevalent since 2016.”


   
The Publicity Secretary, Independence Shareholders Association, Moses Igbrude, said the trend could shrink banks’ current liquidity, profitability, potential growth, and ultimately hamper equities investors’ dividends’ payout, especially for banks that do not have an appropriate framework to withstand risks.
   
“Fines or penalties are something that the Nigerian investors have learned how to live with because it has been reoccurring. There is no financial year that banks do not pay one fine or the other, but they will not listen to the voice of shareholders; N500 billion is not a small amount. 
   
“It will surely affect the payment of dividends one way or another. I appeal to the management of these banks to employ competent compliance officers, that way; all these incessant fines may be reduced.”
  
The President, Proactive Shareholders Association, Taiwo Oderinde, urged CBN to reconsider its position on the issue to avoid multiplier effect on the share prices in the stock market.
   
“It will affect their share prices, operation, dividend payout, and the capital market negatively among others. CBN should reduce the fine for the sake of the economy.”
   
The President, New Dimension Shareholders Association, Patrick Ajudua, said there is a need for banks to adhere strictly to policy instructions from their regulators, as failure to do so always attract severe punishment. 


   
“On the part of the regulators, there is a need to always administer fines and penalties with a human face, knowing full well the implications of such on shareholders’ investment in the banks. 


“We, therefore, call on the CBN, to as matter of urgency, review downward the above fine meted out to the 12 banks.”
   
CBN directed banks to maintain a minimum Loan-to-Deposit Ratio (LDR) of 60 per cent by September 30, 2019. The LDR was reviewed upwards from 58.5 per cent to 60 per cent with the banks informed to main the LDR till September end. The LDR has now been increased, and all deposit money banks (DMBs) are to now attain a minimum LDR of 65 per cent by December 31, 2019.
   
The CBN Governor, Godwin Emefiele, had earlier warned of a penalty if banks failed to attain the LDR by September end. 
   
“The CBN Director, Banking Supervision, Ahmad Abdullahi, had also stated in July, that “Failure to meet the above minimum LDR by the specified date shall result in a levy or additional Cash Reserve Requirement equal to 50% of the lending shortfall of the target.”
   
The LDR, which is being reviewed quarterly to improve lending to the real sector was 58.5 per cent as at May and now raised to 65 per cent for the last quarter of the year.
   
A CBN circular: “Regulatory Measures to Improve Lending to the Real Sector of the Nigerian Economy,” said to ramp up economic growth through investment in real sector, the CBN approved that all banks should maintain a minimum LDR of 60 per cent.

The Nigeria Extractive Industries Transparency Initiative (NEITI), and other stakeholders in the oil and gas sector, yesterday, in Abuja, insisted that inadequacy in the metering of crude oil production in the country could continue to affect the nation’s revenue.

Indeed, without urgent efforts to address the situation, the stakeholders believe the volume of oil stolen from the country may persist.
While some industry players admitted to the presence of metering in some cases, but they insisted that current installations fail to comply with extant regulations.

Identifying metering challenges as a major source of revenue loss in Nigeria’s petroleum and mining sectors, as previous NEITI audit report had quoted that as much as  $4.1billion have been lost to the gap, with about 106,861,842 million barrels of oil not adequately accounted for.

Speaking at a workshop on the development, Executive Secretary of NEITI, Waziri Adio, who was represented by NEITI’s Director of Communications, Dr. Orji Ogbonanya Orji, noted that against the practice in other oil-producing countries, Nigeria remained one of the few countries without adequate metering infrastructure for oil and gas.
“Stealing of Nigeria’s crude can be minimised if we know exactly what we produce, what we consume locally, and export internationally; and these have occurred over the years in NEITI’s audit reports,” Adio said.

He said the current figure of crude oil production in the country is only an estimate due to poor metering system.
“ We must have our independent way of assessing what we are producing as it exists in Saudi Arabia, Kuwait, Norway, and others, who do not have the kind of challenges we have,” he said.

Also speaking, the founding Executive Director, African Centre for Leadership, Strategy, and Development (Centre LSD), Dr. Otive Igbuzor, noted that effective hydrocarbon management is hinged on the fiscal regime, regulation, and metering Infrastructure, adding that the oil and gas industry is yet to get any of the three right. 

Igbuzor, also a member of the Nigeria Natural Resource Charter’s Expert Advisory Panel, said although the proposed Petroleum Industry Bill (PIB) promises to address the issues of fiscal regime and regulation, such elaborate arrangements might not be required to get metering right.

Presenting findings of a report commissioned by FOSTER in partnership with NEITI, member of the research team, Dr. Sunday Kanshio, indicated that oil firms are breaching provisions of the 1969 Petroleum Act of Nigeria, by failing to install meters at their wellhead.
 
He said: “There is a significant improvement in the 2016 DPR Procedure Guide for the Determination of Quantity and Quality Petroleum and Petroleum Products. There are still gaps in the DPR guidelines when benchmarked against guidelines from the countries surveyed. These gaps include measurement uncertainty, production allocation, movement of crude oil using a barge, and clarity on the measurement of refined products at refineries and jetties.”

With over N3 trillion yearly losses due to the non-passage of the Petroleum Industry Bills (PIBs), the Nigerian National Petroleum Corporation (NNPC), yesterday, in Abuja, blamed the dearth of investment in the sector on the prevailing situation.


Reaffirming that investors will not invest their money if they were not sure of how they are going to get their investment back, Group Managing Director of the NNPC, Mele Kyari, like other stakeholders, insisted that the legislation remained critical to the nation.


With an intention to accelerate Foreign Direct Investment (FDI), Kyari expressed the determination of the Federal Government to work with the National Assembly and all other stakeholders to pass the long-awaited petroleum legislation considered to be capable of providing a win-win scenario for all players in the oil and gas Industry.

The legislation, which has been elusive for over two decades aims at addressing key challenges in the nation’s oil and gas sector, especially governance, transparency, accountability, fiscal terms, host community issues and others.


In his presentation at the 25th anniversary edition of the Nigerian Economic Summit Group (NESG), with the theme: ‘Rethinking the Future of Extractives’ Kyari said: “Getting the petroleum legislation passed is the right thing to do because investors will not invest their money if they are not sure of how they are going to get their investment back, and what benefits they can get from their investment, and how stable the investment climate is.


 We must resolve the petroleum legislation and i’m aware that this administration is working assiduously to get the law passed within the shortest frame of time”.

With the country’s inability to take Final Investment Decisions (FIDs) on some critical projects, Kyari equally stressed the need for partnership to address the infrastructure gap, especially in the downstream sector.

For Nigeria to make the most of its petroleum resources, passage of the petroleum legislation was imperative, as the bill has the prospect to guarantee a robust fiscal regime, protect the environment, ensure development of host communities, ensure proper alignment with other sectors and encourage investors to expand their investments in Nigeria, Kyari said.


According to him, the petroleum law, when passed, would create a robust fiscal regime that will make the nation’s oil and gas industry competitive, adding that International Oil Companies (IOCs) in the country would be spurred to invest more in the petroleum sector.


Meanwhile, NNPC said in a statement that it will collaborate with the African Export-Import bank (Afreximbank) or any financial institution willing to finance its critical projects, especially refineries rehabilitation, downstream infrastructure, including pipelines.


Kyari, who hosted the Executive Vice President of Afreximbank, Amr Kamel, and other top officials of the bank said: “we have a number of financing needs, it depends on how much you are bringing to the table. We need support particularly in refineries rehabilitation, depot optimization and pipelines financing.”


Speaking earlier, Kamel said apart from financing of refineries rehabilitation and other downstream projects, he also expressed interest in participating in some other projects such as the Ajaokuta-Kaduna-Kano (AKK) pipeline system.

• Stakeholders seek dredging, rebate to attract more liners
The Federal Government has been urged to ensure a conducive atmosphere to further attract shipping lines and ultimately boost trade activities in the Eastern region of the country.

This is sequel to the successful berthing of MV Boreas at Ecomarine Terminal, Calabar Port, which had suffered low patronage of container liners due to draft limitations on the channel.
Currently, Calabar channel has a draft of 6.4 meters at high tide, but requires Nigeria Ports Authority (NPA), to complete the dredging to the advertised draft of 9.4 meters to attract regular and bigger tonnage.
The Managing Director, Hull Blyth Nigeria Limited, Christian Holm, said his company, which is the shipping agent to Marguisa Lines, owners of the containership, ”MN Boreas”, facilitated the visit of the ship to open up trade and business activities in the eastern ports.

Holm said this while addressing members of the House of Representatives ad-hoc committee investigating why Warri, Port Harcourt, Calabar, and Onne ports are not being put to maximal use.

“We are excited about the willingness of Marguisa Lines to invest in the port and in the new service, and all the new opportunities that opens up for trade and development in Calabar and beyond, now that the port is connected with a global container liner service,” he said.

The MN Boreas vessel is 116.23 meters long, gross tonnage of 6569, and net tonnage of 2874. Built in 2007, the vessel working for a Spain based Marguisa, came with both laden and empty containers and securely anchored at Ecomarine Terminals (ECM).

Holm, however, identified undeveloped infrastructure, shallow water drafts, poor road infrastructure and insecurity as factors hindering large vessels from calling the ports outside Lagos.

He noted that port complexes outside Lagos “have not been upgraded in accordance with modern seaborne trade. This relates especially to containerised trade, where the requirements for sizeable port container yards and related handling equipment are not met.”
He also said that water depth in rivers to the ports and alongside the quays have not been dredged or maintained, thereby giving rise to shallow drafts.

“The shallow drafts prevent access of average sized vessels to the ports, and shipping companies must instead deploy smaller tonnage, which cannot provide economic transportation to most shippers.

“Road infrastructure to connect the ports with the importers and exporters’ places of business lack maintenance, and may often be unmotorable. Delivery and distribution of shipping goods thus become uneconomic or even impossible,” he said.

He said the investment by Marguisa Lines, and the willingness of its customers to use the Calabar Port will be jeopardised “unless the above key issues are urgently addressed by the government.”
Also, the General Manager, Ecomarine Terminals, Diran Akorede, said the berthing of the ‘MN Boreas’ in Calabar signifies a milestone achieved through the strategic marketing by Ecomarine, a terminal concessionaire in Calabar port.
He said: “The berthing of the container vessel at our facility was the crowning moment of the several marketing efforts to attract a liner service to Calabar over the years.”

He acknowledged the purposeful partnership they have enjoyed with NPA over the years, “especially the commitment of the Managing Director of NPA, Ms Hadiza Bala Usman, who, from inception of her tenure has given priority attention to resolving some of the key challenges that have bedevilled the port.”

While emphasizing the need for her to ensure the completion of the dredging, Akorede said in preparation for receipt of container vessels, the terminal invested massively on container handling equipment from inception of the concession most of which have been idle ever since.

“As a port, our pact with Marguisa is to provide and ensure efficient service delivery, quick turnaround for their vessel and incentive scheme to support their voyage profitability. For us, the pact remains as long as the vessel continues to call our terminal,” he stated.

According to him, ECM Terminal is ready to receive more container vessels with its ultra-modern cargo handling equipment.

Oil and gas activities on Nigeria’s territorial waters are currently under threat as maritime crime continues unabated.


Some energy, security and maritime experts, who spoke at the ongoing Global Maritime Security Conference organised by Nigerian Maritime Administration and Safety Agency (NIMASA), in Abuja, said the spate of attack in the Gulf of Guinea was a dangerous signal for the petroleum sector, noting that any daring attack would be disastrous.


The energy specialists decried the spate of attacks on tanker vessels conveying petroleum products, while raising alarm on the criminal act of smuggling petroleum products through the high sea.


Security expert within the Corporate Security Division, Total Group, Gilles Chalancon, said as private oil and gas sector, the firm was concerned about maritime security.

“Last year we noticed more incidences on the waters, attacking tanker vessels. During the first quarter of 2019, we have also noticed increased firepower from the attackers showing that they are more coordinated and determined. The fact that they are showing more determination shows that we should also display more determination as well,” he said.


Total has more than 20 major assets offshore, alongside other oil and gas companies such as Chevron, Mobil, Shell, and Agip among others.


Chalancon said the oil and gas companies always implement prompt and appropriate responses, such as to defend and make the production platforms safe, but the arm response is not within their capability.
He said they were working to reduce human exposure and deploy a facility protection boat for a safer terrain.
He, therefore, said that the maritime security could be enhanced by sharing information and deployment of technology.


Chief Executive Officer, AO Blue Economy and Energy Consulting (AOBEEC), Adekola Oyenuga, said focus had always been on land and the treats were linked to the sea.


He suggested that cyber security must be ready to adopt strategies to attack them, adding that any assault on facilities would be disastrous.


Senior Analyst at Risk Intelligence, Denmark, Dirk Siebels, said in April 2019, some crews were kidnapped from product tanker that was later investigated for alleged involvement in fuel smuggling.


“As many of the criminal groups are also smuggling fuel from Nigeria to neighbouring countries, these activities are posing threat to the nations’ economy, especially as Nigeria relies on petroleum products.”


He said combating piracy is completely different from fighting smuggling, hence the need for actionable strategies.
He emphasised that there must be a coordinated effort, coupled with transparent legal regulations to enable legal operations on the sea, adding that operators should cooperate with security agencies to enforce the law.

“Where are they selling the stolen products? Where are they finding the markets for the products and what banking institutions do they use that they are not being accused of money laundering?


“Because for us who do it the right way, you have to get your payment into your domiciliary account, you have to tell the history of the fund. It is an international conspiracy; if we are not able to face these poachers in the high sea, we should be able to force the financial institutions to be more prudent and ask questions, we have the law of money laundering all over the world.


“Where are the markets, the markets are in Europe, Asia and we have boldly accused them of coming into our waters and poaching in our resources in the most irresponsible manner.


“They are stealing from this generation and generations unborn. Fishes are not cheap such as Lobsters, Prawn, Sea Cucumber. We must build capacities to arrest these poachers because poaching is all over Africa,” she said.
Orakusi said her crew periodically tests everything in the river such as analyzing and certified free from all source of substance.


She said they do compliance by analyzing the water, date and make sure they freeze and undergo in-house testing by the Nigerian Fishery Lab and then certify their products.

WORKS GETS LION SHARE, NIGER DELTA MINISTRY GETS LEAST

The ministry of works and housing got the highest allocation among the ministries with N262 billion, followed by ministry of power which has N127 billion, and transportation with N123 billion.

The social investment programmes including the N-Power scheme and the school-feeding initiative among others got N30 billion while the ministry of Niger Delta affairs got least allocation with N24 billion (this is, however, aside the N62 billion budgeted for the amnesty programme). CAPITAL PROJECTS GET N2.46TRN

Buhari said the federal government hopes to spend a total of N2.46trn on capital projects during the 2020 fiscal year, inclusive of N318.06 billion in statutory transfers.

“Although the 2020 capital budget is N721.33 billion (or 23 percent) lower than the 2019 budget provision of N3.18 trillion, it is still higher than the actual and projected capital expenditure outturns for both the 2018 and 2019 fiscal years, respectively,” he said.


PRIORITY FOR ONGOING PROJECTS

The president said the emphasis of the 2020 budget will be the completion of “as many ongoing projects as possible”, rather than commencing new ones.

“MDAs have not been allowed to admit new projects into their capital budget for 2020, unless adequate provision has been made for the completion of ALL ongoing projects,” he said.
“Accordingly, we have rolled over capital projects that are not likely to be fully funded by the end of 2019 into the 2020 Budget. We are aware that the National Assembly shares our view that these projects should be prioritised and given adequate funding in the 2020 Appropriation Act.”


ESTIMATES BASED ON VAT INCREASE, OVERHEAD COSTS AT N426.6BN

The 2020 appropriation bill is proposed based on the planned increase of the VAT rate from 5% to 7.5%, while the overhead costs are projected at N426.6 billion.

Buhari said the additional revenues will be used to fund health, education and infrastructure programmes, with 85 percent going to states and local governments.

“Additionally, our proposals also raise the threshold for VAT registration to N25 million in turnover per annum, such that the revenue authorities can focus their compliance efforts on larger businesses,” Buhari said, adding that this is to enable proper growth of MSMEs.”


FISH, YAM AND BREAD AMONG ITEMS EXEMPTED FROM VAT

Buhari said some of the items which will be exempted from the VAT, in addition to the pharmaceuticals, educational items, and basic commodities already excluded by the VAT act, include brown and white bread, cereals, fish of all kinds, flour and starch meals.

Others are fruits, vegetables, roots (yams etc), herbs. salt, milk, meat and water.


BUDGET DEFICIT OF N2.18TRN, GDP GROWTH RATE AT 2.93% AND N2.45TRN FOR DEBT SERVICE

The appropriation bill further proposes a budget deficit of N2.18 trillion in 2020, including drawdowns on project-tied loans and the related capital expenditure.

“This represents 1.52 percent of estimated GDP, well below the 3 percent threshold set by the Fiscal Responsibility Act of 2007, and in line with the ERGP target of 1.96 percent,” the president said.

The president also said the federal government is setting aside N2.45 trillion for debt service during the 2020 fiscal year, out of which 71 percent is to service domestic debt which accounts for about 68 percent of the total debt.

He said there is an expected GDP growth of 2.93% in 2020, “driven largely by non-oil output, as economic diversification accelerates” with inflation expected to remain slightly above single digits in 2020.


MDAS PROHIBITED FROM SETTING UP NEW LIASON OFFICES

Buhari said he has directed the stoppage of the salary of any federal government staff that is not captured on the Integrated Payroll and Personnel Information System (IPPIS) platform by the end of October 2019.

The current administration had introduced the platform to help manage personnel costs among other reasons.

He added that the proliferation of zonal, state and liaison offices by MDAs will no longer be tolerated as part of efforts to “sustain our efforts in managing personnel costs.”

“All agencies must obtain the necessary approvals before embarking on any fresh recruitment and any contraventions of these directives shall attract severe sanctions,” he added.

Suleiman Adamu, the Minister of Water Resources has described Jigawa state where he is from as the dirtiest in the North-West region of Nigeria. 
 
Speaking during his visit to Governor Muhammad Badaru at the state government house in Dutse, Suleiman said Jigawa has failed in the area of sanitation and hygiene and its Governor needs to declare a state of emergency over it. 
 
The state however got commendation from the Minister for providing clean water to 86.8% of its indigenes.

Nigerian lady, Jumoke Ayedun arrested for duping an elderly woman in U.S.

A Nigerian woman identified as Jumoke Monsurat Ayedun has been arrested in New Jersey, United States after she scammed an elderly woman of $17,000.  
 
Using the old 419 trick, Ayedun had told the woman, who later became her victim, that the victim was eligible for a grant of $75,000 from the United Nations Democracy Fund Program. The Smith County Sheriff’s Office said the victim, based in Smith County, Texas sent Ayedun $17,000 in total, to access the $75,000 from a fake UN Fund.  
 
The victim later talked to a family member, who told her it was a scam. The police waded in.  According to the sheriff’s office, the victim told officials a person using a fake Facebook contacted her saying they were a family member.  
 
The victim began to talk to the scammer after seeing a picture of another family member of the victim. The Smith County Sheriff’s Office began to investigate the case and tracked down the suspect through the bank account number used by the suspect during the transactions.  
 
Investigator John Partlow determined the suspect as 29-year-old Jumoke Monsurat Ayedun, a Nigerian living in New Jersey on a visa. Partlow obtained a passport picture of Ayedun and determined she was the same person as the suspect seen on an ATM video removing money from the account. Parlow also determined Ayedun had been receiving payments into her account from various sources such as Venmo, Zellepay and personal checks.  
 
Partlow helped to freeze Ayedun’s account to possibly make money available to the victim.  A warrant for Ayedun’s arrest was issued in September. Her bond was set at $1 million. Ayedun was arrested Monday, October 7th by police in Teaneck, New Jersey. She is currently in the Bergen County Jail awaiting extradition.

A 27-year-old South African lady identified as  DJ Khanyi Ntanga has been found dead after being shot by her boyfriend, 37-year-old Rustenburg police Constable Sello Tshukudu who also killed himself. 
 
The North West police said the couple were found dead in their apartment at Rustenburg in an apparent murder suicide scene.

Police Spokesperson Captain Sam Tselanyane who confirmed the incident in a press conference on Tuesday October 8, said they were called to a shooting incident in Boitekong on Sunday October 6.

According to Tselanyane, Ntanga was found with a gunshot wound to her head alongside her boyfriend. The police has reportedly opened an investigation into the incident.

The University of Lagos, has suspended another lecturer, Dr Samuel Oladipo, of the Department of Economics, Faculty of Social Sciences, after he was also indicted in the Sex for Grade documentary produced by the British Broadcasting Corporation BBC.

Oladipo was caught on tape pressuring journalist, Kiki Mordi, who posed as a female student, for sex. Oladipo in the video, asked Kiki to go on dates with him, teased her about her breasts and even took her to the famous ''Cold room'' where other lecturers bring female students for pleasure.


The Principal Assistant Registrar, Communication Unit, UNILAG, Taiwo Oloyede, who made Oladipo's suspension public, said it was ratified on Tuesday October 8th.

 
The University on Monday October 7th, suspended a lecturer,  Dr Boniface Igbeneghu, of the Department of European Languages and Integrated Studies, Faculty of Arts, after he was also caught on tape sexually harassing the female journalist who posed as a 17-year-old seeking his help for an admission into the University.

An obese man raped a woman in her own home when she rejected his advances because he was so much fatter than the photos on his dating profile implied, a court heard.
 
44-year-old Christopher Schubert, who described himself as a 'big cuddly bear looking for his mate' on Match.com exchanged chat messages with a woman in January 2018 before the pair then agreed to meet at her home.
 
But when he arrived she thought: 'S***, you're huge', Oxford Crown Court heard she told police. 

After the departure of Schubert the next morning,  the alleged victim reported to police that her guest sexually assaulted and raped her after she invited him in for a cup of tea.

 
A medical examination on the woman, who cannot be named for legal reasons, showed 'lacerations and abrasions' which were consistent with 'rough' sex, the jury heard.

Daily Mail reported that the incident occurred on January 30, 2018. The pair were said to have had an exchange of messages on Match.com, before Schubert visited the home of the complainant, a separated mother, in Oxfordshire.

She told officers: 'When he arrived, obviously I knew straight away that he didn't look like he did in his profile picture.

To be honest with you, I thought: "S***, you're huge. You're absolutely huge".

 
'I had already said we were not going to have sex. You end up getting to know someone over a cup of tea and I invited him in to be sociable. I thought he was going to have a cup of tea and chat.'

The complainant admitted that she and Schubert discussed sleeping in the same bed when he comes to her house, but said nothing would happen and that she would wear her pyjamas.


The woman added: 'Given his size, we would not have fitted comfortably in the same bed.

'There is personal space and there is personal space. Even if I had a king size bed...I'd have no personal space at all. I'd have nowhere to go.
 
There had already been a conversation. He had invited me over to his and he had a king size bed. 
'I said to him that if I felt comfortable I'd sleep in a king size bed, but I'd have my personal space. When he arrived and I saw his size I just thought: "There is absolutely no way".
 
'I said I did not know he was as big as what he was. Literally. It doesn't stop me liking someone because of his size but it was never my intention to sleep with him.'

Yesterday at Oxford Crown Court, Mr.  Schubert denied two counts of rape and two counts of sexual assault by penetration.
 
During police interview, jurors were told Schubert claimed the sex was consensual. Oxford Crown Court heard that the ordeal caused 'excruciating' pain for the woman and that the sex was not consensual.
 
Charles Ward-Jackson, prosecuting, said: 'This is a case about a woman who was raped and sexually assaulted in her own home by a man she had just met on an internet dating site, that man being Schubert.'
 
The trial continues.

The All Progressives Congress (APC) has lauded the commitments of both the executive and legislative arms to ensure budget passage is returned to January-December cycle.

The ruling party however, made a veiled reference to the 8th National Assembly co-led by Senator Bukola Saraki and Rep Yakubu Dogara.

APC observed that the conduct of the 9th Legislature during the presentation was a “departure from the usual tensed and adversarial atmosphere of the previous four years.”, Daily Post reports.

Lanre Issa-Onilu, APC National Publicity Secretary, in a statement noted that with the early presentation by the President, the lawmakers have close to three months to consider and pass the budget.

It read: “The proposed 2020 budget is targeted at consolidating on the gains the current administration has made in revamping our power, rail and road infrastructure; diversification and retooling the economy; social intervention programmes targeted at the poor; fight against emerging crimes, insurgency and rehabilitation, rebuilding of the North East particularly through the newly-established North East Development Commission, among other critical interventions.

“According to the President in his budget speech, tagged “Budget of sustaining growth and job creation”, there is a renewed government’s commitment to plugging revenue leakage with the continued strict implementation of the Treasury Single Account (TSA).
“We congratulate the leaders of the two chambers of the 9th National Assembly, Senate President Ahmed Lawan and Speaker of the House of Representatives, Rt. Hon. Femi Gbajabiamila for creating a convivial environment for the budget presentation exercise,.

“The Party is confident that the patriotic disposition of the leaders and members of the 9th National Assembly would ensure a cordial relationship with the executive arm, which would surely translate to good governance and proper implementation of the administration’s Next Level plans for Nigerians.”

A GOSPEL OF LIFE AND RIGHTEOUSNESS

For I am not ashamed of the gospel of Christ: for it is the power of God unto salvation to everyone that believeth; to the Jew first, and also to the Greek. For therein is the righteousness of God revealed from faith to faith… (Romans 1:16-17)

From our opening scripture, we observe that the Gospel of Jesus Christ is the power of God to bring sinners out of sin, into the life of righteousness. His righteousness is revealed in the Gospel.

Therefore, there’s no other way for man to be ushered into, learn about, receive, or understand the righteousness of God outside the Gospel.

Thus, the Gospel of Jesus Christ is the Gospel of righteousness. What is righteousness? It’s the nature of God, which you received at the New Birth, and it’s one of the cardinal gifts of God (Romans 5:17). Furthermore, the Bible tells us that through the Gospel, life and immortality have been brought to light (2 Timothy 1:10). What kind of life is it referring to? It’s eternal life, the God-life.

1 John 5:11-12 says, “…and this life is in his Son. He that hath the Son hath life….” This transcendent life, with the gift of righteousness, was imparted to you in Christ, through the Gospel. According to the Scriptures, you’ve passed from death to life, from mortality into immortality, from age into agelessness. How profound this is!

Eternal life is the life with agelessness. Age makes the body grow old, weak and die. But because of eternal life, your strength is renewed day by day; you’re growing, but not ageing. It’s part of the glorious impact and blessings of the life of Christ in you. Hallelujah!

I’m the righteousness of God in Christ Jesus and I have the life of God in me. My spirit, soul and body are vitalized through and through by the power and effect of righteousness and the fullness of the God-life that I’ve received through the Gospel. This is not a beach and not to be mistaken for a relaxation area in any way. This is Jankara Shopping area in Idumagbo, Lagos Island. For those who are not used to this place, we will try to give a brief of this area. Jankara can be accessed from different directions, for example, if you are coming from 3rd Mainland, before getting to Obalende, you can come in via Adeniji Adele, from Adeniji to Jankara is about 5mins walking distance, for those coming in via CMS, Tinubu area as well, you can drive and enter from Tom-Jones area, just a walking distance of 5-7mins will lead you to Jankara.

Jankara is an urban area in Lagos Island, it has close boundaries with popular Lagos markets like Oluwole, Balogun, Adeniji Adele, it is also very close to the Oba of Lagos Palace popularly called "Olowo Eko". Jankara is home to traders and also to business owners, Jankara house many business ventures, for example, those selling mobile phone accessories have a shop in this place popularly called Plaza, also Jankara has a school close to this market called King-Ado Secondary School, A Police Station is also sited close by as well which makes the place a reasonable place for business and for other transactions.

As good as this place might look on paper and on description, people living and doing business here may likely be battling with skin infection diseases if they were to be examined properly especially the students who use this road daily.

Its being 2 years since the drainage of Jankara have refused to flow and after series of outcry to the state government, the local government and all those in the helms of affairs, nothing has been done to this menace. The traders have resorted to fate as they all have rain boots, on a normal day, when it's not raining and everywhere is dry, Jankara is a beach on its own. AutoReportNG was at Jankara over the weekend for some transaction and we are surprised that despite being a sunny afternoon, the water in this place have refused to go away, in fact, the drainages were blocked right from the main road to the inner corners of the street up to Adenji area where they sell electrical and lighting items.

We spoke to some of the traders over what has been done and if they had informed the state government, they all burst into laughs and said they are even tired of writing letters and calling the government out on social media because they won't do anything. One of the traders said, I have been to Alausa and we have shown them pictures and videos of this place but nothing was forthcoming, as you can see, we all have bought rain boots, we can't sleep at home, we have to come to shop and hustle for our daily bread, we hope one of these days, God will touch their hearts and remember us at Jankara Markets.

AutoReportNG went round to see what the problem is and why has the water refused to flow and we note some observations...

1. The main drainage was blocked and can't flow: There is main drainage close to the police station that all waters pass through, we noticed that the gutter was filled to the brim and refused to flow, also we noticed that sand were much in this gutter which makes it difficult for free flow. The way the drainage systems are now, the water flows backwards instead of forward, considering the fact that the drainage is blocked.

2. The traders sell on the gutter: When the road was constructed, the contractor was kind enough to make some drainages but trust Lagosians to make use of every available space for business, the traders have hijacked the space meant for drainage and converted them to shops.

3. Most buildings were constructed on drainages which is one of the causes of this flood.

We hope the Lagos State Government can come and access this place and find ways to help the traders and residents of this area.

Nicki Minaj speaks out on the death of Joshua Brown who was killed after he testified against Botham Jean's killer, Amber Guyger

Botham Jean's neighbour who testified against Amber Guyger was recently killed in a drive-by shooting and Nicki Minaj has reacted to this by calling out the Jean family.
 
Joshua Brown was a key witness in the murder of Botham Jean and he took to the witness stand to narrate what happened when ex-Dallas cop Amber Guyger gained access to Botham Jean's house, claiming she thought it was her apartment, and shot him dead.
 
After Guyger was sentenced to 10 years in jail, Joshua Brown was killed in a drive-by shooting by unknown gunmen who are still at large.
 
Dallas police responded to a call for a shooting at the Atera Apartments complex around 10:30 p.m. Friday, October 4, police told CNN. When they arrived the scene, they saw Brown lying on the ground of the apartment parking lot with multiple gunshot wounds. He was transported to Parkland Memorial Hospital, where he died from his injuries, according to a statement from Dallas police.
 
Witnesses told police they heard several gunshots and saw a silver, four-door sedan speed out of the parking lot, police said.
 
Reacting to the shooting, web users suggested Brown's death was not an accident and most likely had something to do with him testifying against Guyger. They called out Botham's family for forgiving and hugging Guyger in court, meanwhile, Joshua Brown's life was taken for standing up for Botham.
 
A Twitter user reacted to Brown's death, writing: "Man sacrificed his life fkn w/ tht witness stand & Bothem family was all in the courtroom suckin Guyger’s dick. I hate this entire situation."
 
And Nicki Minaj replied, writing: "I wonder if they were hugging on him after he got off that stand the way they were all boo hoo cryin, hugging on the murderer. Talk about a slap in the face. Go hug on his fatherless child now. He should’ve let y’all suffer & minded his business. This is heartbreaking. RIP."

A man from Texas robbed a bank the day before his wedding to pay for his fiancee’s ring and the cost of the venue for their ceremony. 
 
Trinity County Sheriff, Woody Wallace said on Facebook that Heath Bumpous, 36, of Crockett, about 120 miles north of Houston, robbed the Citizens State Bank in nearby Groveton on Friday morning (Oct.4).
 
According to Wallace, the suspect provided a full confession to the police that he robbed the local bank. 
 
When he entered the local bank, he indicated that he had a weapon and demanded money. Wallace said Bumpous then left with the stolen cash, drove down dirt and forest service roads when he got a call from his fiancee, whom he was to marry the next day. 
 
His fiancee was shocked after she saw the surveillance video of her husband-to-be robbing the bank that police had posted on Facebook.
 
After some discussion, Wallace said the fiancee was able to persuade Bumpous to turn himself in and soon after, he confessed to authorities in Houston.
 
“He basically stated he was getting married tomorrow, he didn't have enough money for the wedding ring he wanted to buy and he needed to pay for the wedding venue,” Wallace said.
 
The sheriff also confirmed that his team recovered most of the stolen money and the wedding scheduled for Saturday, didn't happen.
 
Bumpous, who is being charged with robbery is currently held at the Trinity County Jail.

The Economic and Financial Crimes Commission, EFCC, Ibadan zonal office, on Monday, October 7, 2019, arrested 17 suspected internet fraudsters among whom were five who claimed to be students of the Federal Polytechnic, Ado Ekiti. The suspects were arrested in Ado-Ekiti, the Ekiti State capital, following meticulous consideration of intelligence reports detailing their alleged involvement in internet fraud and other related offenses.

The suspects will be charged to court as soon as investigations are concluded.

The Nigerian music industry has yet again suffered another great loss with the death of “Ma bebe” crooner, #SkyB.

The ace musician was found unconscious in the early hours of today at his residence in Owerri, ImoState.

Sources claimed he was rushed to the Federal Medical Centre, Owerri, where he was confirmed dead. It was later revealed that he had suffered a heart attack.

President Muhammadu Buhari presents the 2020 Appropriation budget to the joint session of the National Assembly on Tuesday.

The annual budget presentation which is always performed by the President makes the Parliament appropriate and approve allocations to the sectors of the economy as envisaged by the executive.

The Nigeria Senate on Thursday last week passed into law the Medium Term Expenditure Framework (MTEF) for 2020 – 2023 to the tune of N10.727 trillion passed into law.

However, Constitutionally, the MTEF is the basis with which annual budget is prepared by the Executive. It, therefore, means that today’s presentation of 2020 budget is in consonance with the laid down procedures of how the nation’s financial structure is laid.

Meanwhile, Today’s presentation of the 2020 budget by President Muhammadu is coming four months into the implementation of the 2019 budget.

It is ridiculous with the level of implementation of the last year which is sacrosanct continues to agitate the minds of some political analysts as well as financial experts.

You made a social media post about your head being shaved by some FSARS operatives . Can you tell us how it happe ned ?

I was travelling in a commercial bus , on my way to school from Benin City last Friday , when some men of the Federal Special Anti - Robbery Squad halted my journey . I was travelling in company with my friend , Washington . One of the policemen looked into the vehicle and stared at the passengers . Immediately the policeman spotted us, he said he must shave our heads . He ordered the bus driver to park on one side of the road .


What were the other passengers doing when this was happening ?

Everyone was begging the policeman , but he did not listen . He raised his rifle, pointed it at us and threatened to shoot if we failed to keep quiet. He ordered Washington and I to get out of the vehicle and walk ahead of him .

The policeman told the driver to wait for us, promising that the shaving would be quick. As we were walking , another policeman told us to cross to the other side of the road and asked us to sit on the ground. He took a razor from a nearby tree and started to shave my friend ’s head .

While this was going on , the bus driver walked up to a police patrol van and appealed to their leader to prevail on his men to stop . Although the latter asked his men to leave us alone, they refused . After shaving my friend ’s head , they went on to shave mine , injuring my scalp in the process .

What kind of hairstyle d id you have?

My hair was just a little rough , but my friend wore dreadlocks .

What was the reason they gave for shaving your head?

They didn’ t give any reason. They just said they wanted to do it .

When exactly did this happen?

It happened on Friday , October 4 , 2019 , around 11 am.

Did you see the inscription on their patrol van ?

I didn’t get a clear view of the van , but I saw Federal SARS written on their uniforms .

We re they all in uniforms ?

Yes, they were .

Were you able to see their name tags ?

Unfortunately I wasn’ t able to see their name tags .


How many policemen were they ?

I saw three policemen . One of them shaved our heads. The second policeman was the one who stopped our vehicle , while the third policeman sat in the patrol van .


Can you recall the exact spot where the incident occurred ?

I cannot say for sure , but the spot was a few kilometres away from a Jehovah Witness camp , on the road to Ekpoma .


Did they a ccuse both of you of being cultists?

No , they didn’ t . They didn’ t even say they wanted to check our cell phones or accuse us of being ‘ Yahoo’ boys ( fraudsters) . They just said they wanted to shave our heads .


Why didn ’ t you resist the policemen ?


The way they pointed their guns at us was scary enough. I didn’ t want any kind of mistake to happen ?

H ave you reported the matter to the police ?
I am scared of reporting to the police because I don’ t know what their reaction will be . I have a feeling that they will just sweep the matter under the carpet .


Have you been threatened in the past because of your hairstyle ?

Yes. There was a time when some policemen ordered me out of a vehicle and searched my cell phone . Although they couldn’ t find anything incriminating on my phone , they still went on to call me a ‘yahoo boy ’ . When I tried to explain, they said I should keep quiet and kept calling me a fraudster .

I told them that I was a musician and they could call my mum to confirm, but they refused to allow me to make any phone call . Instead , they told me to follow them to their station. This is the second time that I have suffered in the hands of the police .


A re you truly a student of Ambose Alli University ?

I am a 100 level student of Health Science in the university .


Will you grow your hair again or just remain on low cut ?

I will grow the hair , but I will do away with the former hairstyle since it has become a big problem to the police . I will stick to the low cut .


You said the policeman , who shaved your head, injured y ou in the process . Have you gone for medical treatmen t?

Yes, I have had a PEP ( Post -Exposure Prophylaxis ) .


Do y ou know why the police shave the heads of youths nowadays ?

I really don ’t know what is wrong with Nigeria . I am just 18 . These hairstyles are common among young people of my age . In my opinion, what the police are doing to youths is nothing but wickedness . It would have been better , if they asked us to cut out hair . Exposing us to health risks is sheer wickedness on their part .

  Minimum Wage: Labour Rejects Fayemi’s Proposed Salary Adjustment For Ekiti

The labour position was contained in a statement jointly signed by the secretaries of Trade Union Congress, Com. Mohammed Bashman, Nigeria Labour Congress, Com. Akinyemi Taiwo and Public Service Joint Negotiating Council, Com. Gbenga Olowoyo.

The labour leaders, however, applauded Fayemi for his readiness to implement the proposal but berated the unilateral decision taken on the matter, contending that labour could have been carried along as earlier agreed on September 30 at a meeting with the Head of Service, Mr. Ayodeji Ajayi.

Fayemi, had on Friday pronounced the readiness of his administration to effect the new minimum wage commencing from October during the 2019 edition of the Teachers’ Day Celebration.

They stated that “In line with the national directive of the leadership of the organised labour, anything short of the above percentage , the organised labour won’t do anything contrary to the Wednesday, October 16, 2019 set for the national strike in Nigeria over the insincerity of government to pay the new minimum wage to workers on GL 01-17.

“The organised labour is constrained to refer to a meeting of September 30 at the office of the Head of Service, the resolution then was that the state government must ensure due process with the setting up of negotiating team and in fulfilment of outstanding salaries and other emoluments before commencing N30,000 minimum wage, although, the pronouncement made on October 5 had Contravened this resolution”.

The labour also expressed hope that Governor Fayemi will fulfil his promise to defray the N57 billion being outstanding workers’ salaries, allowances and pension before clocking one year in office on October 16.

“The liquidation of these outstanding payments are sacrosanct.

“They include three months payment to public servants, September 2017 and May 2018 deductions, six months arrears of salaries to local government workers, financial backing for 2015, 2016, 2017, 2018 and 2019 workers’ promotions and leave bonuses for 2016, 2017, 2018 and 2019 to civil servants.

“For the avoidance of doubt, the non-payment of these aforementioned outstanding before the promised date May threaten the industrial peace in our dear state”, they said.

A group, Citizens For Steven Kefas, has asked the Nigeria Judicial Council (NJC) to investigate the plight of Steven Kefas who has been imprisoned in the past 139 days over unfounded allegations.

Kefas is being detained for criticising Kaduna State Governor Nasir El-Rufai over the devastation of Southern Kaduna communities, banditry and herdsmen’s killings, among others and demanded his immediate and unconditional release, as well as reinforcement of his fundamental human rights.


Speaking on behalf of the group yesterday during a World Press Conference at the Nigeria Union of Journalists (NUJ) Press Centre in Abuja, Emmanuel Onwubiko challenged all people of good conscience to join in appealing to Justice Mairo Mohammed to grant Kefas bail and allow for a dispassionate dispensation of justice.

“We want Nigeria and the world to know that Kaduna State has become a centre of intimidation, harassment and human rights violations,” he said, adding that agents of Kaduna State government who are in tandem with judicial officials have been intimidating innocent persons in the state.


He said there was no respect for constitutionally guaranteed freedoms of citizens in the state, adding, “We have come from different ethnic, religious and political backgrounds to draw the world’s attention to the grim situation of citizen Kefas.

“As at Monday, October 7, 2019, he has spent 139 days in Kaduna Prison without bail for criticising Governor El-Rufai,” he said.


Besides, the Human Rights Writers Association of Nigeria (HURIWA) yesterday protested against the detention of Kefas, lamenting El-Rufai’s arbitrary use of power to clamp down on Kefas and other critics of his administration.




Describing Kafas as a Prisoner of Conscience, HURIWA condemned the hostile and intolerant atmosphere allegedly exhibited by El-Rufai against the fundamental rights of citizens and freedom of speech.

It urged Nigerians to rise against El-Rufai’s excesses and violation of the rights of the Kaduna people.


He said the state was no longer safe for journalists and opinion leaders who express divergent views on government’s policies and programmes, citing the clamp down on “journalists and social media commentators at the slightest opportunity.”

Jigawa state governor Muhammad Badaru Abubakar, has appointed a special assistant to each of his three wives. Of the 51 Special Assistants that were appointed by the governor, there is also a special assistant for street light as well as for population control.

According to a copy of the lists of the appointees obtained by Daily Trust, indicated that Sa’adatu Bashir Muhammed, is a special assistant to the first wife of the governor, while Mariya Muhammed Muktar and Aisha Garba are special assistants to the second and third wife respectively.

Hassan Usman Bulama and Surajo Musa Gwiwa are Special Assistants to the governor on Street light and population control.

The responsibility of all the aides to the governor was clearly stated with the exception of the three special assistants to the governor’s wives. Daily Trust reports that official responsibilities assigned to the offices of the wives of the governor are also yet to be made public.

RHAPSODY OF REALITIES

TUESDAY, 8TH OCTOBER.

YOUR MOUTH AND YOUR DESTINY

For verily I say unto you, That whosoever shall say… and shall not doubt in his heart, but shall believe that those things which he saith shall come to pass; he shall have whatsoever he saith (Mark 11:23).

Of all the natural gifts given to us by God, the ability to speak or use words is the greatest. That’s what controls and determines everything else about your life. You’re what you say; your words locate you and determine your destiny.

In our opening verse, we read the words of Jesus; He said, “You shall have what you say.” Proverbs 18:21 says, “Death and life are in the power of the tongue….” Whether you live or die, depends on your mouth, the words you speak. The Lord Jesus affirmed the same thing. He said, “…by your words you will be acquitted, and by your words you will be condemned” (Matthew 12:37 NIV).

The primary reason for your mouth is to steer your life in God’s direction for you. Today, you’re either in prosperity, health and abundance, or in poverty, sickness and want as a result of the words you’ve been speaking. The Bible says a wholesome tongue is a tree of life (Proverbs 15:4).

1 Peter 3:10 declares, “For he that will love life, and see good days, let him refrain his tongue from evil, and his lips that they speak no guile.” It’s that simple: you can have a great life and enjoy your days in God’s blessings and goodness if you’d use your tongue aright. It’s about what you say!

Speak wholesome words—words that are consistent with your nature and heritage in Christ. It makes no difference the condition of your life right now; you can recreate your world. The Lord already gave us precedence to follow. Read Genesis 1; He brought order and form to a hitherto chaotic world, through the power of speech, revealing what we can, and are supposed to do with words.

You’re made in God’s image and likeness. Therefore, if you think there’s darkness in any area of your life, proclaim the Word. The Word of God is light, and as you speak, the light of God will manifest and completely obliterate the darkness.

PRAYER

Dear Father, I thank you for the gift and power of speech. My life is beautiful, excellent and full of glory. My words are wholesome, because I’m taught by the Spirit to speak life and wisdom all the time. I’m fulfilling your purpose for my life gloriously, in Jesus’ Name. Amen.

After losing N335 billion last week, Nigerian equities reopened on Monday on the same bearish note, losing N59 billion in the four-hour trading session at the Nigerian Stock Exchange (NSE).

Despite increased bargain-hunting for growth stocks, losses suffered by large-cap stocks overshadowed the overall market situation.

Major indices at the NSE indicated average decline of 0.45 per cent yesterday, equivalent to net capital depreciation of N59 billion. This worsened the negative average year-to-date return to -14.25 per cent.

The All Share Index (ASI)- the main value-based index that tracks share prices, declined from its opening index of 26,987.45 points to close at 26,866.41 points. Aggregate market value of all quoted equities also dropped from its opening value of N13.137 trillion to close at N13.078 trillion.


With 16 decliners to 17 advancers, the negative overall market position was driven largely by losses recorded by large-cap stocks across the sectors. All tracked sectoral indices closed negative with the exception of the NSE Industrial Goods Index, which inched up by 0.10 per cent. The NSE Oil and Gas Index dropped by 4.18 per cent. The NSE Consumer Goods Index declined by 1.18 per cent. The NSE Insurance Index dipped by 0.22 per cent while the NSE Banking Index slipped by 0.13 per cent.

Seplat Petroleum Development Company led the losers with a loss of N38 to close at N517. Nestle Nigeria followed with a drop of N25.50 to close at N1,230. Stanbic IBTC Holdings dropped by 95 kobo to close at N37.05. Cadbury Nigeria lost 60 kobo to close at N9.85 while Nigerian Breweries dropped by 35 kobo to close at N50 per share.


On the positive side, UAC of Nigeria led the gainers with a gain of 55 kobo to close at N7.10. Cement Company of Northern Nigeria followed with a gain of 40 kobo to close at N15.20. Africa Prudential rose by 35 kobo to close at N3.87. NASCON Allied Industries added 30 kobo to close at N13.50 while Conoil chalked up 15 kobo to close at N15.40 per share.

Total turnover stood at 151.71 million shares valued at N1.50 billion in 2,854 deals. FCMB was the most traded stock with a turnover of 55.67 million shares. Transnational Corporation of Nigeria followed with 17.2 million shares while FBN Holdings placed third with 14.4 million shares.


Most analysts expected the market to maintain low momentum, although attractive valuations may intermittently spur bargain-hunting.

“We expect the bears to sustain their grip on the market in the absence of a catalyst to boost sentiment,” Afrinvest Securities stated.

Analysts at Cordros Securities however noted that Nigerian equities’ valuations remain attractive driven by price deterioration throughout the year, urging long-term investors to consider appropriately timed investments.

“In our view, the trend witnessed through the year is likely to persist through the final quarter of the year, although we expect pockets of gains over the final months of the year as fund and portfolio managers realign portfolios prior to the start of 2020,” Cordros Securities stated.

The global pursuit of financial inclusion as a vehicle for  economic development has yielded positive impact in Nigeria as the exclusion rate has reduced from 53 per cent in 2008 to 36.8 per cent in 2018. Despite overall progress, gender gap still remains. According to the EFInA Access to Financial Services in Nigeria, 57 per cent of women were financially excluded as against 49  per cent men in 2008.

The EFInA report disclosed that in 2018, 41 per cent of women are still excluded against 33 per cent of the male counterpart. “The gender gap increased from seven in 2008 to eight percentage points in 2018, indicating a systemic obstacle to women financial inclusion in Nigeria. Some of the factors driving financial exclusion among women stems from institutional, cultural barriers and socio-economic constraints. In some markets especially in gender segregated societies, women have limited access to public spaces, identification documents, bank accounts, mobile phones, and economic activities,” it said.

It said there was a predisposition that women offer better customer experience and women are more likely to access financial services from agent of same gender. “Microsave studies have shown that Female agents create reassuring environment for transactions for both male and female clients. Customers feel that female agents have more patience and are more willing to spend time to address queries or explain the features of a new product. However, there is no or little representation of women in agent banking across markets. More women in agent banking may be the key to close the gender gap in financial access in Nigeria,” it added.

More intentional action is needed to encourage more participation of women in agent banking. According to Global System for Mobile Communications (GSMA) study, enlisting female agents may be the most effective way to overcome low literacy rates, and build women’s confidence and trust in using financial services.


Providers need to  identify and provide reliable tailored information for female agents as part of the recruitment and on-boarding process, influence male family members to support female agents. Provide reliable information, and encouraging them to motivate female household members to become agents, address the issues of lack of capital, lower quality training and customer enrollment rate.

“Providers should invest in better understanding of this segment of their agent network as it will be very crucial for further business expansion. Adopt progressive and innovative agent models tailored to women to enable female agents to succeed. Providers should think of creative ways that are culturally appropriate to integrate women into their networks, if they are to grow their female customers and engage female field force as part of the agent recruitment and on-boarding team,” it said.

It added that providers need to understand the women segment of their agent network. Data analytics will provide insight into gender performance patterns generating knowledge to support Financial Services Providers (FSPs) in decisions that narrow gender gap in agent banking.

CBN injects $311.5m, CNY15m into retail SMIS

The Central Bank of Nigeria (CBN) on Friday made an intervention of $311.5 million in the retail Secondary Market Intervention Sales (SMIS) and CNY 15 million in the spot and short-tenored forwards segment of the inter-bank foreign market.

The Director, Corporate Communications Department at the CBN, Isaac Okorafor, confirmed the latest injection, disclosing that “the dollar interventions were for customers in the agricultural, airlines, petroleum products and raw materials and machinery sectors, while the yuan component was for payment of renminbi denominated letters of credit for agriculture as well as raw materials”.

Okorafor further said that the market continued to enjoy stability, owing to the regular interventions by the bank, which he said has also guaranteed a stable exchange rate for the Naira. He assured that the bank’s management would remain committed to ensuring that all the sectors of the forex market continue to enjoy access to the needed foreign exchange.

Meanwhile, $1 exchanged for N357 at the Bureau de Change (BDC) segment of the foreign exchange market, while CNY1 exchanged at N47.

A Nigerian man has taken to Facebook to complain about the state of the General Hospital in Bunza local government of Kebbi State.
 
Muhammad Mubarak shared photos which shows the dilapidated hospital and wrote;

Quote:"This is Bunza local government of Kebbi State, where Kebbi State Government of Nigeria neglect health sector all over the state which up to known there’re still hospitals with no beds, and other equipment.
Some of the Kebbi state House of Representatives,assembly and senators are just there looking for money to build mansion,drive luxury cars they can’t say anything about their constituency, this project suppose to be done by state assembly, I’m very sure if they know what took them to the house our community will not remain like this.
This is General hospital in the community of Bunza local government at first I thought this building is obsolete, but I was told that it’s serviceable. That patients are still taking prescription.
