Minister of Mines and Solid Minerals Development, Olamilekan Adegbite on Friday October 18, disclosed that some Governors are behind theft of national resources through illegal mining. 
 
The Minister was backed on the allegation by Senator Tanko Almakura, the Chairman of the senate committee on Solid Minerals, Mines, Steel Development and Metallurgy during an interactive session yesterday. 
 
Adegbite further stated that the Governors behind the illegal mining also provide escorts for the illegal miners to access where they are raping solid minerals in their domain.

Confessing to the crime when paraded before newsmen, Uzoma said he took to robbery after his N70,000 was stolen while sleeping in a bus.

26-year old Nigerian, Jessica Edosomwan among 18 most wanted female fugitives in Europe






26-year old Nigerian woman, Jessica Edosomwan was listed on Friday, Ocotber 18th by Europol as one of the 18 most wanted female fugitives by French authorities.  
 
She is alleged to have been part of a gang of human smugglers who used a form of witchcraft known as ‘juju’ to force young Nigerian girls into prostitution. Operating in every major French city the gang housed the girls in terrible conditions, charging them exorbitant rents.
 
The victims, who were run by an older woman known as ‘la Mama,’ were then prostituted on the streets. The money they made was then sent back to Nigeria through an informal payment system known as ‘hawala’.  
 
Jessica Edosomwan has been on the run since 2017 and could be in France, Belgium or Germany, Europol said. Jessica’s case was highlighted by Europol’s ‘Crime has no gender’ campaign, in which the faces of fugitives are artistically masked on the agency’s website, with their identities and details of their crimes disclosed as visitors scroll down the page.  
 
Among 17 other women wanted are those convicted or accused of crimes including murder, robbery, drugs trafficking and serious fraud by countries across Europe.

Segalink said, “I wrote a petition once even with all the details, the EFCC could not get on Abdulmumin Jubrin, who admitted to budget padding. Alpha Beta Managing Director wrote to the EFCC on the alleged fraudulent activities of his firm. Nothing has been done till date.

“Why will I waste my time on another petition when the ones before them have not been addressed?”

The activist said the matter was beyond politics but more about equity, justice and fairness.There shouldn’t be different rules for different people in a democratic republic. Nigeria belongs to all Nigerians,” he said.

The EFCC and Segalink had been engaged in a war of words on Thursday after the EFCC boasted on Twitter that it had the power to investigate anybody living above his means.

Segalink subsequently dared the commission to probe Tinubu who had admitted on television that bullion vans laden with cash on the eve of elections belong to him.

A man was caught in the early hours of today inside the room of a student of the Ekiti State University, while trying to rape her.

The suspect who identified himself as Abraham, had gained access to the room around 1:30am but the lady narrowly escaped and called for help.

Abraham was subsequently nabbed, beaten before being handed over to the school’s security operatives.

The University of Ghana has suspended two of its lecturers who were caught on camera making sexual advances at some BBC journalists who posed as students.
The lecturers, Professor Ransford Gyampo and Dr. Paul Kwame Butakor were relieved of their position following the BBC's "Sex for Grades" documentary.

The University says it has commenced investigations into the allegations. Meanwhile one of the interdicted lectures Prof Ransford Gyampo says he respects the decision of the University and is ready to submit himself for any investigation that will so be required by the University.

RE: BBC DOCUMENTARY ‘SEX FOR GRADES’ UNDERCOVER IN WEST AFRICAN UNIVERSITIES

The University of Ghana’s attention has been drawn to a BBC documentary entitled ‘Sex for Grades’ Undercover in West African Universities fully aired in the evening of October 7, 2019. We would like to state unequivocally that the University places great importance on issues of sexual harassment and misconduct, and condemn any of such acts.



Given that commitment, the Business and Executive Committee of the University has taken a decision to interdict Prof. Ransford Gyampo and Dr. Paul Kwame Butakor, the two lecturers featured in the documentary to allow for further investigations into the matter. In line with University regulations, the two will be invited by the Anti-Sexual Harassment Committee in the next few days to assist with further investigations into the BBC documentary.

While the University of Ghana believes sexual harassment is fundamentally about exploiting power imbalance and voicelessness, we also understand the harmful impact it has on individuals, families and institutions. It is for this reason that the University has taken steps to encourage students and employees to report any form of sexual harassment and misconduct, and has also instituted measures to punish anyone found guilty of the offence. In all instances where the University has been provided with information and/or evidence of sexual harassment or misconduct, our Anti-Sexual Harassment Committee has investigated the matter, interviewed the parties involved, and after making a determination, we have applied the appropriate sanctions as outlined in the policy, including dismissals. The University will prosecute the current matter under investigation, in addition to all outstanding cases before the Committee.



We would like to state emphatically that the University of Ghana does not and will not shield any employee or student found to have engaged in sexual harassment or misconduct. No member of the University is considered above the law.

The University would like to assure all members of the university community, including students, employees, our stakeholders and the public that it will continue to actively fight against sexual harassment/misconduct, and other acts of indiscipline. Further, to assure members of the university community and the public that the University of Ghana will use the existing structures to handle all matters of sexual harassment and misconduct, while protecting the rights of the victims.

Meanwhile, members of the University community are reminded of the provisions of the Anti-Sexual Harassment Policy, and also encouraged to report any acts of sexual harassment and misconduct accordingly.

President Buhari assents to N10bn request for Akanu Ibiam international Airport upgrade

PRESIDENT Muhammad Buhari has announced his approval to the request made by the Ministry of Aviation for N10bn for repairs on the Akanu Ibiam International Airport, Enugu.


The president made this announcement on his official Twitter handle expressing government’s commitment to fixing the nation’s infrastructure despite limited resources.

His tweet read thus,”I have approved the sun of N10bn for an intervention fund for the upgrade of the Akanu Ibiam International Airport, Enugu”
” I have the assurance of the Minister of Aviation that the work will be done speedily and to the highest standards.


“Even as we have items competing for our limited resources, we will continue to pray it’s infrastructure investments in every part of the country. It is our responsibility to ensure Nigeria’s infrastructure is fixed; we will keep doing this,” tweet ends.

Recall, the Federal Airports Authority of Nigeria (FAAN) announced the closure of the Akanu Ibiam International Airport Runway in Enugu for major repairs and works on the airfield from midnight on 24th August, 2019.

FAAN in a statement signed by General Manager Corporate Communication, Mrs. Henrietta Yakubu revealed that this move is aimed at resolving the existing Safety/Security concerns to flight operations.

A date to reopen the runway was communicated unofficially by the Minister putting it at before Christmas

The Christian Association of Nigeria has warned the Muslim Rights Concern (MURIC) to stop associating Christ with criminality. 
 
CAN issued the warning over MURIC's director, Ishaq Akintola's comment on the abduction and conversion of 9 Kano children who were reunited with their parents after 5 years.

“CAN northern states, therefore, condemned anybody carrying peoples children away and supports security agencies to investigate the matter and prosecute the culprits. Abduction of children is a criminal offence. MURIC can call whoever is found doing that whatever name they like, but don’t associate criminality with Christ.”

Governor Yahaya Bello nominates Onoja as Deputy Governor after Achuba's impeachment






Edward Onoja has been nominated as Deputy Governor of Kogi State by Governor Yahaya Bello, few hours after Simon Achuba was impeached by the Kogi state house of assembly over an alleged gross misconduct.
 
Onoja's nomination as Deputy Governor came two days after he resigned from his position as Govenor Yahaya Bello's Chief of Staff.  Abdulkareem Jamiu was appointed to replace him.
 
It is expected that Onoja who is the most influential member of the governor’s cabinet will be sworn-in on Saturday October 19. 
 
The 44-year-old indigene of Emonyoku Ogugu in Olamaboro local government area of Kogi state, had sought the ticket of the defunct All Nigeria Peoples Party (ANPP) for a house of assembly seat in 2011. He was also the chief strategist of “Yahaya Bello Campaign Organization” in 2015.

The Nigeria Security and Civil Defence Corps (NSCDC) has arrested and paraded a 30-year-old man identified as Mohammed Babangida for raping a 9-year-old girl. 
 
The arrested suspect committed the offence on October 10 at Damare community in Yola South Local Government Area of Adamawa State. He was nabbed after being linked to the sad act by Damara residents.

A staff of the Economic Community of West African States (ECOWAS) identified as Muhammad Dangana was charged on Friday, Ocotber 18th with criminal diversion of funds, misappropriation and money laundering to the tune of over N587.700million.
 
He was arraigned before Justice Okon Abang of the Federal High Court, Maitama, Abuja on a 15-count charge by the EFCC. Dangana, an executive assistant to the Financial Controller, ECOWAS Commission Secretariat, Abuja is facing prosecution alongside Aliu Sesay, Saleh Dangana and others, all of whom are at large.

Quote:Count 14 of the charges reads: “That you Muhammad Dangana, male adult, being the executive assistant to the Financial Controller, ECOWAS Commission Secretariat, Abuja, sometime in 2016 in Abuja, within the jurisdiction of this honourable court, did launder the sum of N200,000,000 you dishonestly diverted from ECOWAS Commission funds, entrusted in your care and management by using same to purchase a plot of land, being Plot 36 Guzape District, Abuja, the Federal Capital Territory, thereby committed an offence, contrary to Section 15(2)(d) of the Money Laundering Prohibition Act 11 (as amended) and punishable under Section 15(3) of the same Act.”

The cybercrime suspects were arrested at Mexmemphis Properties and Apartments, Maryland District, Enugu. The suspects were named as Precious Ibegbulem, Michael Odishi,Ebuka Kenneth, Akabuke Beluolisa, Chibueze Ezeagwu, Nnamdi Maduekwe, Kingsley Orazulike and Uche Nwosu.
 
The woman among them was identified as Linda Chidera. They were arrested following an intelligence report about their lifestyle and suspected criminal activities. On the strength of the information, the EFCC raided the home of the suspects and arrested them.  
 
Items recovered from them include mobile phones, laptop computers, two Toyota Corolla vehicles with the registration number DM 722 YAB and LSR 468 FW, etc. The suspects will be charged to court when investigation is concluded.

Oftentimes, when people read the underlined portion of the scripture above, they think it only refers to human leaders. But no; it includes angels. Angels protect and watch over you to ensure your wellbeing, and they report to the Father in heaven. However, when a Christian walks in the flesh and against the Word, angels also have the right to wield the rod of correction.

In the Gospel of Luke, the Bible describes for us the Archangel Gabriel’s visit to Zechariah, the father of John the Baptist. The angel told him he’d have a son, but Zechariah doubted him, saying, “...Whereby shall I know this? for I am an old man, and my wife well stricken in years” (Luke 1:18).

The response provoked the angel, and he smote Zechariah with dumbness until the child was born. The angel disciplined Zechariah for daring to doubt his message. Angels minister for us; they run errands for us, but they have authority to take certain actions.

This is why, as a Christian, you must be careful in your life. Refuse to be rude, proud or arrogant. Don’t disregard spiritual authority and instructions. Angels frown at such things. The Bible specifically tells us to respect authority, because of the angels. Many are facing certain challenges in their lives that wouldn’t go away; and it’s because they’re walking against God’s Word. Until and unless they make a change, there’ll be no solution.

Walk in the wisdom of God by acting on the Word. Honour and revere those the Lord has placed over you to teach and raise you up spiritually. Be quick to act on spiritual instructions. Walk in love. These will strengthen your spiritual effectiveness and enhance the ministry of angels in your life.

Dear Father, your Word is building me up strong, and your wisdom is evident in my daily walk, as I press towards the mark for the prize of the high calling of God in Christ Jesus. I walk in righteousness and true holiness, and my desire is wholly to please you in all things, in Jesus’ Name. Amen.

Federal Polytechnic Nasarawa expels 66 students for alleged exam malpractice






66 students of the Federal Polytechnic Nasarawa have been expelled by the institution's authorities over an alleged malpractice.
 
The Polytechnic's rector who confirmed expulsion of the students in a statement, said it was recommended and approved by the school's academic board. He added that the decision was taken to promote discipline and ensure quality and standards in the polytechnic.

Kogi deputy governor, Simon Achuba, impeached






The deputy governor of Kogi State, Simon Achuba, has been impeached.
 
Simon who has been in a running battle with the state governor, Yahaya Bello, was impeached by members of the state Assembly today October 18th.
 
Recall that Achuba had accused the governor of the state, Yahaya Bello, of being after his life.  He also alleged that Bello had sent gunmen to kill him, adding that the governor withheld the payment of his allowances amounting to N800 million.
 
Before the impeachment process began, Achuba was in August, suspended from the All Progressives Congress (APC) for alleged anti-party activities before, during and after the 2019 general elections.

A fake whistleblower, Abdullahi Tijjani, was today Friday October 18th, arraigned before Justice O.A. Egwuatu on a one-count of deceiving the Commission with false information.
 
A statement from the antigraft agency says Tijjani allegedly misled operatives of the commission by alleging falsely that a staff of Yankura Branch of EcoBank Plc, unlawfully withdrew the sum of N7,200,000 (Seven Million, Two Hundred Thousand Naira) only from his corporate bank account.
 
The charge reads that “You Abdullahi Tijjani on or about 15th March, 2019 in Kano within the jurisdiction of this honourable court, with intent to defraud, misled the officers of the Economic and Financial Crimes Commission in the course of the exercise of their official duty, by giving false information that a staff of Yankura Branch of EcoBank Plc unlawfully withdrew the sum of Seven Million, Two Hundred Thousand Naira, only from your account with the bank with account name Bawahala Da Yardar Allah Investment Limited and account number 5852011911, which information you knew to be false and thereby committed an offence contrary to Section 39(2)(a) of the EFCC Establishment Act, 2004 and punishable under Section 39(2)(b) of the same Act.”
 
Tijjani however pleaded not guilty to the charge, prompting prosecution counsel, Sadiq Hussein to ask the court for a trial date, while the defence counsel moved an application for his bail.
 
Justice Egwuatu granted the defendant bail in the sum of N1million and two sureties in like sum and adjourned the matter till November 19th 2019 for commencement of hearing.

A caucus of the Peoples Democratic Party (PDP) in the house of representatives says Mary Odili, Slyvester Ngwuta, Bode Rhodes-Vivour and three other senior justices of the supreme court must be appointed to hear the appeal of Atiku Abubakar.

Atiku, PDP presidential candidate in the last election, had filed an appeal at the apex court to challenge President Muhammadu Buhari’s victory at the election petition tribunal.

It is a tradition at the supreme court for senior justices, including the chief justice of Nigeria, to preside over presidential election appeals.

Odili, a senior justice, is the wife of Peter Odili, former Rivers state governor and founding member of the PDP.

Rhodes-Vivour, another senior justice, is the father of Gbadebo, who ran for Lagos west senatorial seat on the platform of the PDP in the last election.

Ngwuta, a senior justice, resumed duties at the supreme court in September after being prosecuted for alleged corruption by the Buhari administration.

In a statement signed by Kingsley Chinda, PDP leader in the house, the caucus said Nigeria has set the precedent of appointing the most senior justices to hear presidential election appeals since 1979.

“The hearing of the appeal on the decision of the Presidential Election Petition filed by Alhaji Abubakar Atiku and our great party, the People’s Democratic Party, (PDP), begins a few weeks at the Supreme Court,” it said.

“The practice of selecting Justices to hear the appeal is expected to precede the hearing, going by age-long convention. What isn’t conventional is the present attempt to influence Chief Justice Ibrahim Tanko, going by reports in the media, to subvert the age-long and time-tested practice, precedent and convention of selecting the most senior Justices of the Supreme Court to hear the presidential election appeal.

“Chief Justices of Nigeria through time have never in the selection of the Supreme Court’s Election Petition Appeal Panel surrendered to the phoney dictates of the ruling parties.

“We are proud to state here that never in our great party’s time in power, did it or its personages, dictate selection of panel members to Chief Justices; NEVER.

“In 2008 when President Buhari, defeated by late President Umaru Yar’Adua, appealed the decision of the Presidential Election Petition Tribunal, the then Chief Justice, Legbo Kutigi, empaneled Justices Katsina-Alu, Aloma Mukhtar, Dahiru Musdapha, Walter Onnoghen, George Oguntade and Niki Tobi to hear the appeal that year.

“He was never dictated to, nor was any attempt made by our great party to influence CJN Justice Legbo Kutigi, who stuck to a conventional practice that consistently secured the seal of approval of past Chief Justices: CJN Fatai Williams, 1979; CJN George Sowewimo, 1983; and CJN Muhammad Uwais, 2003.

“CJN Katsina-Alu also followed CJN Kutigi’s steps in 2011 and kept to the age-long conventional practice. If there is any arm of government that regards precedents and practices as almost sacrosanct, it is the judiciary. Nigerian Judiciary cannot reverse that internationally accepted practice of stare decisis just to please A.P.C government and serve the interest of a select individual or group.

“Selecting the Supreme Court Panel isn’t about witch-pricking-pricking Justices who suck blood out of justice isn’t about going outside the order of seniority to select Justices, witch-prickers, without independent jurisprudential thoughts and whose singular attribute for selection is that they demonstrate permanent dislike for justice and passion for doing the bidding of power.

“Surely, selection, Shorn off pressure and influence of the government and the present ruling party, is about demonstrating and holding firm to the constitutional powers of the Supreme Court to conduct its own affairs and not succumb to pervasive power and corrosive external influences.

“To sidestep precedents and convention is to provide legitimacy to the ruling party whose stock-in-trade is ridiculing the judiciary. Chief Justice Ibrahim Tanko must Sticks to precedents and conventions to preserve the integrity of the courts as the last hope of the common man and of citizens of our great country.

“We are however, gladdened that on Monday 14th October, 2019 through its Director, Press and Information, Dr. Festus Akande, the Supreme Court refuted this intent and reassured the Nigerian public that it is out to “Serve the interest of the generality of the Nigerian masses and not select individuals or groups”. We therefore, pray and hope that the Supreme Court does not allow itself to fall into this gobble trap.

“We wish to state that selection of Justices to hear the appeal of our great party’s presidential candidate, Alhaji Abubakar Atiku, must be in accordance with the conventional practice admitting only of the selection of the first seven most senior Justices of the Supreme Court: CJN Ibrahim Tanko, Justice Rhodes-Vivour, Justice Mary Odili, Justice Sylvester Ngwuta, Justice Olukayode Ariwoola, Justice Musa Muhammad and Justice Kumai Akaahs. Despite spending N1.5trillion on the country’s power sector in the last two years, the Federal Government yesterday said it is in the process of investing a fresh $3 billion (N915bn) World Bank loan into the sector.

The Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed, disclosed this during an interview with journalists on the sidelines of the World Bank/International Monetary Fund (IMF) meetings holding in Washington DC, United States.

Vice President Yemi Osinbajo had in September said the federal government invested about N1.5 trillion in intervention fund in the Nigeria’s power sector in the last two years.

Osinbajo said this at a power sector roundtable hosted by Mainstream Energy Solutions Limited (MESL) at its Kainji Hydropower Plant in Niger State last month.

The Vice President, who was represented by the Minister of Power, Sale Mamman, said “the Federal Executive Council (FEC) approved the third round of intervention funding for the sector, with a total of about N1.5 trillion in the last two years.

But yesterday in Washington DC, the Finance Minister said she would be holding further discussions with the management of the World Bank to explain how the fresh $3.5bn loan it is seeking would be disbursed for the country’s power project.

She said based on the plan of the Federal Government for the power sector, the loan would be used for the development of transmission and distribution networks to enhance the delivery of electricity.

The minister also said the loan would be used in addressing some of the challenges that the country is currently facing in the power sector.
She said, “There is a proposed $2.5bn to $3bn facility for the power sector development programme in Nigeria and this will include development of the transmission and distribution networks as well as removing the challenges that we currently have now in the electricity sector.

“We are going to have a full meeting to discuss the power sector recovery programme and back home we have been working a great deal with the World Bank to design how this programme will be implemented.

“So we have an opportunity now to have a direct meeting with the leadership of the bank and to tell them the plan we have and how much we need from one to five years.”

The minister disclosed that the government would be disbursing the $3bn facility in two tranches of $1.5bn each.

When asked to comment on concerns being raised by the IMF about Nigeria’s debt which stands at N25.7tn, the finance minister said, ‘‘Nigeria does not have a debt problem.’’

She said what the government needed to do is to increase its revenue-generating capacity in order to boost the revenue to about 50 per cent of Gross Domestic Product.

She said with Nigeria’s current revenue to GDP ratio standing at just 19 per cent, its underperformance is significantly straining the government’s ability to service its debt obligation.

The minister said, “Nigeria does not have a debt problem. What we have is a revenue problem.
“Our revenue to GDP is still one of the lowest among countries that are comparable to us. It’s about 19 per cent of GDP and what the World Bank and IMF recommended is about 50 per cent of GDP for countries that are our size. We are not there yet. What we have is a revenue problem.

“The underperformance of our revenue is causing a significant strain in our ability to service debt and to service government day-to-day recurrent expenditure and that is why all the work we are doing at the ministry of finance is concentrating on driving the increase in revenue.’’


FG got N1.2trn for power sector projects between 2015 and now

An analysis by Daily Trust has shown that the federal government took steps to borrow $3.311 billion (about N900bn) externally since 2015 to finance power sector projects.

The analysis of external funding for the Transmission Company of Nigeria (TCN) being the sole public utility in the power sector value chain indicates that the Company sought loans and grants to raise the transmission wheeling capacity from 8,100 megawatts (MW) to 20,000MW.

TCN is obtaining $1.661bn (N601.3bn) multilateral loans from five agencies which it said, it is using for the procurement and installation of projects under its Transmission Rehabilitation and Expansion Programme (TREP).

The breakdown of the fund obtained by this paper indicates that the World Bank is the highest donor with $486m for a fresh Nigeria Electricity Transmission Project (NETAP), and $27m for transmission project tagged, North Core.

The African Development Bank (AfDB) gave $410m loan for transmission expansion projects; the French Development Agency -AFD and European Union (EU) gave $330m for the northern corridor transmission project.

While the Japanese International Corporation Agency pegged $238m for Lagos/Ogun transmission project, AFD gave another N170m for the Abuja transmission ring scheme.

Between 2017 and 2018, the federal government collected a $1 billion (about N362bn) Performance Based Loan from the World Bank to fix the power sector in what it called the Power Sector Recovery Programme (PSRP).
The World Bank is also processing another $350 million (N127bn) loan for the Rural Electrification Agency (REA).

The Central Bank of Nigeria (CBN) in May also announced the disbursement of N120.2bn to different electricity distribution companies (DISCOs), power generating companies (GENCOs), service providers and gas companies, in order to address the liquidity and funding challenges facing the power sector.


Power firms express dissatisfaction

But the power Distribution Companies (DisCos) had recently reacted to the borrowing by TCN which it said is not yielding results in the sector.

In a statement by the Executive Director, Research and Advocacy of the Association of Nigerian Electricity Distributors (ANED), Chief Sunday Oduntan said even with the TCN multilateral funding, its poor equipment caused over 100 electricity grid collapses since privatization in 2013, and nine collapses this year.

ANED said TCN analogue system caused 5,311 interface disruptions in a single DisCo within 18 days of September 2019 and that it was despite the $1.6 billion investment TCN said it has made.
The DisCos which said they have invested $1.4 billion in their networks, said despite TCN saying it is implementing a Transmission Rehabilitation Expansion Programme (TREP) with the $1.6bn fund, “the reality is otherwise. TCN finds it difficult to move away from analogue-based and informal communications systems and frequent explosions and burnings of transmission sub-stations and transformers.”

Nigeria records rise in public debt to N25.7trn
Meanwhile, Nigeria’s total public debt rose to N25.7 trillion as at June 2019, indicating an increase of about N754billion since the Debt Management Office last report in March earlier in the year.

The document also showed that the CBN exchange rate of N306.40/$ was used in converting the figure.

The document further indicated that FG accounted for the biggest external debt stock in the country with about N7.01 trillion while states and the FCT accounted for N1.3 trillion.
The Federal Government also accounts for the biggest domestic debt, accounting for N13.4 trillion, out of the N17.3 trillion, while states and FCT accounted for N3.9 trillion.

This indicates that the federal government debt stood at N20.4 trillion out of the N25.7 trillion while the states and the FCT accounted for the remaining N5.3trillion.

The country recorded total debt stock of N24.9 trillion as at March 31 2019 while at December 2018 its debt stock was N24.3 trillion.


Experts react

Experts have expressed concern over the country’s high debt profile, worrying that the accruing loans may cost the country in the long run.

Professor of Development Economics, University of Abuja, Professor Sarah Anyanwu, said the burden of servicing these debts is huge.

She noted that not all borrowings should be considered good and that government should borrow externally only for projects with guaranteed return on investment that will be able to pay back the loans.

“It is not the borrowing that is the problem it is the usage of the money. The problem is not taking loans and incurring debt either internal or external, the problem in Nigeria is diversion of the loans to other purposes. If the loans are used for the purposes that they have been stated for then there won’t be a problem. The important thing is that there must be accountability and it must be used judiciously,” she said.

She also called for revalue orientation for management and usage of the FG loans and not for government officials to believe it is their birth right.

Also speaking from the same department, Professor Mohammed Yelwa expressed worry over the consistent increase in the debt stock, saying the implication is that the country will get to a point that its revenue will no longer be able service its debt.

Ogundele David, the killer of an MTN staff identified as Abiola Tosin Ashinwo has been sentenced to death by hanging by a Kwara State High Court. 
 
The convict who was handed the death sentence after over 3 years of legal battle, was convicted on two count charge.

Police release e-fit of stowaway who fell from plane heading to Heathrow






Police have released an e-fit of a mystery man who fell from a Kenyan Airways plane and landed in a back garden in south London, close to Heathrow airport in July.
 
The man, believed to be Kenyan, plunged to his death from the landing gear compartment of the Kenyan Airways plane, which took off from Nairobi and went on to land at Heathrow in June.
 
He fell into a garden in Clapham while former Oxford University student, John Baldock was sunbathing nearby. The body landed partly on concrete paving slabs and partly on a lawn, leaving a crater in the garden.
 

 
So far, nobody has been able to identify the "man who fell from the sky", and this led the Met Police to put together an e-fit picture and appeal for anyone with information. 
 
The stowaway was wearing a blue tracksuit with "Wildcat softball" on it and had a bag with the letters  "MCA" on it. The bag contained drinks bottles and a small amount of Kenyan shillings.
 

 
A Met Police spokesperson said: "Work continues to establish the man's identity. Officers believe the man to be Kenyan but are keeping an open mind."
 

 
The man, thought to be in his 30s, fell to earth on June 30 and landed in a garden in Clapham, south London. He is believed to have fallen from the landing gear compartment as the aircraft approached Heathrow Airport.
 
Police say the death is not being treated as suspicious and they'll continue to liaise with the Coroner.

Zainab Ahmed, the minister of finance, says the federal government is considering introducing excise duty on carbonated drinks.

The minister made this known while addressing journalists on the sidelines of the ongoing annual meetings of the International Monetary Fund and World Bank Group.

Excise duty is a levy placed on the manufacture and sale of locally produced goods.

Information provided on the Nigeria Customs Service website shows that excise is currently placed on non-alcoholic beverages, fruit juices, beer, stout and alcoholic beverages.

According to Ahmed, the government is working on maximising existing revenue streams while trying to identify new revenue streams.

“Our objective is to be able to harness the existing revenue streams that we have by ensuring that enforcement is effective to expand the tax base and also to identify new revenue streams that we can add to expand the revenue base,” she said.

“So in expanding the revenue base, we have proposed the increase of VAT but there are also other revenue streams that we are looking at and some of them include the introduction of excise duties on carbonated drinks but there is a process to doing these things.

“Any tax that you are introducing will involve a lot of consultations and also amendments of some laws or introduction of new regulations.

“There are several cost-cutting measures also in the Strategic Revenue Growth Initiative (SRGI) and also a number of cost-cutting initiatives such as innovation and automation as well as capacity building of our people.”

The minister described it as an anomaly that Nigeria’s previous budgets have been funded largely with oil revenue.

“The budget of countries is supposed to be based on taxes that the country is able to generate. It is an anomaly for us in Nigeria that our budgets have not been focusing on revenue,” she said.

“We can only develop in a manner that is sustainable when we are using tax revenues to fund our national and sub-national budgets. It is an anomaly that we are depending largely on oil and gas revenue, which is a resource that is finite. It is going to go out of existence before you know it. So we have to develop the domestic tax base. The main focus will be on expanding the tax base ensuring enforcement of the existing laws and then blocking leakages.

“What we are trying to do in 2020 is to harness the full potential of revenue mobilisation. The only increase in taxes in 2020 budget is just VAT. Everything else is just maximizing the potentials of existing tax streams that we have and we hope that we will be able to do this to be able to move our tax to GDP ratio from the current seven to eight per cent of GDP to 15 per cent.”

Ahmed also expressed hopes that the finance bill will be passed along with the 2020 budget so that the government’s capacity to finance the budget is enhanced.

Buhari orders forensic audit of NDDC from 2001 to 2019






President Buhari on Thursday October 17, ordered a forensic audit of the operations of the Niger Delta Development Commission (NDDC) from 2001 to 2019.
 
The President who announced this while receiving Governors from the Niger-Delta region at the state house in Abuja, said the current state of the region does not reflect the amount of money allocated to the commission for its development. 
 
Also pointing out that states in the region require enormous resources when compared to other regions with firmer lands, President Buhari added that a forensic audit of the commission's operations became necessary over the torrent of criticism against it. 
 

Quote:“I try to follow the Act setting up these institutions, especially the NDDC. With the amount of money that the Federal Government has religiously allocated to the NDDC, we will like to see the results on the ground; those that are responsible for that have to explain certain issues,” he said.
“The projects said to have been done must be verifiable. You just cannot say you spent so much billions and when the place is visited, one cannot see the structures that have been done.
“The consultants must also prove that they are competent,’’ he said.
“I am very much aware, with my experience, that projects in your area are very expensive; that is why if any job is given, we must make sure that the company is competent and has the capacity to do it well, with experienced consultants,” he added.

35-year old man sues in-laws for giving him their already pregnant daughter to marry in Kaduna State






A 35 -year-old man identified as Ibrahim Adamu, on Thursday, October 17th dragged both his parents-in-law before the Magajin Gari Shari’a Court in Kaduna State, accusing them of foisting their already pregnant daughter on him in marriage.  
 
The defendants are Sani Dogon-Zikiri, his father-in-law and Laura Sani, his mother-in-law, both accused of deceit and breach of trust. The plaintiff, who resides at Rijjana village, told the court through his counsel, Hussaini Yakubu, that the defendants had deceitfully gotten their daughter married to him knowing she was already pregnant.  
 
The plaintiff also accused his wife, Nafisa Sani of allegedly conniving with her parents to deceive him. “The complainant and his wife had conducted a pregnancy test shortly after marriage which confirmed that she was two weeks pregnant before the wedding. He then asked his wife about the pregnancy and she confirmed that the pregnancy wasn’t his”, the counsel to the plaintiff’ told the court.  The counsel prayed the court to compel the defendants to pay his client the sum of N100,000 as compensation for deception.  
 
The defendants, through their lawyer, Abubakar Suleiman, denied the allegations. Suleiman argued that the plaintiff ought to have raised alarm the very moment he discovered his wife’s alleged pregnancy rather than wait until the baby was born.  
 
The defence counsel submitted that the plaintiff was the father of the child, hence, there was no need to pay any compensation. The judge Malam Muhammad Adamu-Shehu adjourned the case to November 11, to enable the plaintiff to present his witnesses before the court.

Buhari approves N10bn for upgrade of Enugu airport






President Buhari on Thursday October 17, announced the approval of N10bn intervention fund for the rehabilitation of Akanu Ibiam International Airport, Enugu state whose closure has sparked controversy in the last few months. 
 
The President who stated that his administration will prioritize infrastructure investments in every part of the country, said he got the assurance of the Minister of Aviation, Hadi Sirika that the work will be done speedily and to the highest standards.

Maryam Sanda, wife of Bilyaminu Bello, nephew of former PDP chairman, has denied claims of killing her husband. Maryam made news in November 2017 after she was accused of stabbing Bilyaminu to death while they were fighting in their Abuja apartment.
 
Maryam who is being tried before the FCT High Court in Maitama, yesterday told the court that she did not kill Bilyaminu, rather he fell down during an argument they were having in their home and a bottle pierced his chest.
 
Weeping as she gave her testimony, Maryam who was pregnant when the incident happened, told the court that though they had their differences in the course of their two-year marriage, she did not kill her husband. Maryam said on the day of the incident, she used her late husband’s phone to make a call and in the process, discovered a nude picture of a lady on the phone. She said she went downstairs and called the deceased so that they could talk about it. She stated that in the course of discussion which degenerated into an argument, she asked Bilyaminu to divorce her, adding that he held her neck, choking her.
 
She said the argument continued late into the evening and that around 11pm, she went to take her charger in the living room.
