  Fake Soldier Who Has Killed Many In Imota, Lagos, Caught & Paraded This Morning

In the early hours of today, a young man in complete military uniform was caught in imota, Lagos state and dealt with, for impersonating a soldier.

A fake identity card and locally made pistol were found on him after being caught.

According to multiple sources, the young man has committed a lot of atrocities in the area, including maiming and killing of several people.

  2020 Governorship: Crisis Of Confidence Tears Edo APC Apart

A crisis of confidence is tearing the ruling All Progressives Congress (APC) in Edo State apart as countdown to the governorship election in the state, slated for next year commences.

The News Agency of Nigeria (NAN) reports that bigwigs in the party are no longer seeing eye-to-eye, raising fears over the chances of the APC in the high-stakes governorship election, billed for August next year.

Speaking on the development in an interview with a NAN correspondent in Benin on Tuesday, a chieftain of the APC, retired Gen. Charles Airhiavbere, raised the alarm over what he described as “heightened crisis and tension in the party’’.

He said that the APC in Edo had witnessed series of threats, brigandry and actions capable of destroying the fortunes of the party in the upcoming governorship election.

Airhiavbere cited situations, where according to him, APC leaders’ homes have been threatened by some interests in the state.

“We condemn these acts. They are unacceptable to genuine leaders of the APC in Edo State.

“We use this opportunity to also condemn the attack at the residence of our National Chairman, Comrade Adams Oshiomhole by thugs.’’

Airhiavbere, who contested the governorship primaries in 2016 with the incumbent Edo governor, described as sad, the current political turmoil in the state’s chapter of the APC.

“The crisis originated from the fact that the trio of Gov. Obaseki, his deputy, Mr Philip Shaibu and the Secretary to Government, Mr Osarodion Ogie were sponsored into office by Oshiomhole.

“But today, the three men have vowed to dethrone Oshiomhole as the leader of the APC in Edo State.

“But let me state categorically that we will not allow them to embarrass Oshiomhole.

“He remains the leader of our party in Edo State just as Mr Lawrence Okah remains the authentic state secretary of the APC.

“Let me warn Obaseki that he met us in this game of politics and he should know that he has no monopoly of violence.

“We are only playing it cool because he has perfected plans to defect to the Action Alliance. So his intention is to destroy the APC in Edo State.

“But I don’t think we will fold our arms and allow him destroy this party.

“We will meet him fire for fire, energy for energy and word for word,” Airhiavbere said, alleging that the governor’s plan was “to cow everybody in his bid to get a second term ticket.’’

But reacting to Airhiavbere’s outburst on a looming crisis in the state, the Commissioner for Information, Mr Paul Ohonbamu, described Obaseki as a humane, civilized and refined personality, who hates thuggery, lawlessness and impunity.

“Because of this, there has been a shift from the old order, where people constituted themselves into informal entrepreneurs of violence, intimidating people and extorting monies from them.

“So the governor stopped them, starting with the community development associations and all others.

“So, because of the innovative measures, people who are now losers both in the political market and economic space are now annoyed.

“As for Obaseki, you know he does not believe in thuggery or that violence should be employed as a primary weapon of interaction.

“There is nobody who is a thug around him. He does not want it. They are not comfortable with him because he has turned the thing around.

“That old system of diminutive accumulation of forcing people or of dominating people by force, he said no; that can no longer be and many of them have been dealt with on that ground.’’

Ohonbamu said that the governor’s policies were geared at liberating the Edo people from the stronghold of illiterate thugs and violence-inclined people.

There are few things more important than fertility in determining a nation's future viability.

Demographers suggest that a country needs a fertility rate of just over two children per woman to hit "replacement fertility" — the rate at which new births fill the spaces left behind by deaths.

But because of certain cultural and economic forces, only about half of the world's 224 countries currently hit replacement fertility.

For those that don't, encouraging people to have sex can involve strategies that range from highly explicit to downright bizarre.

 
1. Denmark

If you aren't going to have a kid for your own family, Danes are told, at least do it for Denmark.

No, literally, do it for Denmark.

The small Nordic country has such a low fertility rate — about 1.73 children per woman — that Spies Rejser, a Danish travel company, has come up with ingenious incentives to persuade women to get pregnant.

First, it offered to provide three years' worth of baby supplies to couples who conceived on a vacation booked through the company.

Now it has come up with a sexy campaign video titled "Do it for Mom," which guilt trips couples into having kids to give their precious mothers a grandchild.

 
2. Russia

Vladimir Putin once brought Boyz II Men to Moscow to rile men up right before Valentine's Day.

Can anyone blame him? As Tech Insider recently reported, the country is experiencing a perfect demographic storm. Men are dying young. HIV/AIDS and alcoholism are crippling the country. And women aren't having babies.

The problem got so bad that in 2007 Russia declared September 12 the official Day of Conception.

On the Day of Conception, people get the day off to focus on having kids. Women who give birth exactly nine months later, on June 12, win a refrigerator.

 
3. Japan

Japan's fertility rate has been below replacement since 1975.

To offset that decades-long trend, in 2010 a group of students from the University of Tsukuba introduced Yotaro, a robot baby that gives couples a preview of parenthood.

If men and women begin thinking of themselves as potential fathers and mothers, the students theorized, they'll feel emotionally ready to take a stab at the real thing.


4. Romania

The 1960s in Romania were a perilous time for couples.

Population growth flatlined, prompting the government to impose a 20% income tax for childless couples and to implement provisions that made divorce nearly impossible.

The idea was: If you weren't contributing to the communist state by creating future laborers, you had to contribute with dollars instead.

The 1980s weren't much better, however — women faced forced gynecological exams that were performed by "demographic command units" to ensure pregnancies went to term. When Romanian leadership changed in 1989, the brutal policy finally came crashing down. But at 1.31 children per woman, the fertility rate is still well below replacement.
 
 
5. Singapore

Singapore has the lowest fertility rate in the world, at just 0.81 children per woman.

On August 9, 2012, the Singaporean government held National Night, an event sponsored by the breath-mint company Mentos, to encourage couples to "let their patriotism explode."

The country has also placed a limit on the number of small one-bedroom apartments available for rent to encourage people to live together and, presumably, procreate.

Each year the government spends roughly $1.6 billion on programs to get people to have more sex.


6. South Korea

On the third Wednesday of every month, South Korean offices shut their lights off at 7 p.m. It's known as Family Day.

With a fertility rate of just 1.25 children per woman, the country takes any steps it can to promote family life — even offering cash incentives to people who have more than one child.

 
7. India

India as a whole has no problem with fertility — the country's ratio of 2.48 children per woman is well above replacement.

But the number of people in India's Parsis community is dwindling — it shrank from roughly 114,000 people in 1941 to just 61,000 in 2001, according to the 2001 census.

That problem led to a series of provocative ads in 2014, including one that read "Be responsible — don't use a condom tonight." Another, geared toward men who lived at home, asked, "Isn't it time you broke up with your Mum?"

The ads seem to be working: By the latest measure, the population has inched back to 69,000.

 
8. Italy

With a fertility rate of 1.43 — well below the European average of 1.58 — Italy has taken a controversial approach to encourage citizens to have more kids.

As Bloomberg reports, the country has been running a series of ads reminding Italians that time might be running out and that kids don't just come from nowhere.

"Beauty knows no age, fertility does," one ad said. "Get going! Don't wait for the stork," another said.

Couples haven't responded positively to the guilt trip. Francesco Daveri, a professor of economics at Università Cattolica del Sacro Cuore, has called the ads a failure.


9. Hong Kong

With a fertility rate of just 1.18 children per woman, Hong Kong faces the same challenge as many industrialized countries: Without enough young people to replace aging citizens, populations are dwindling and economic growth is slowing.

In 2013, the country proposed giving cash handouts to couples to encourage them to have kids.

The idea took its cue from Singapore, where parents receive a "baby bonus" of about $4,400 for their first two children and $5,900 for their third and fourth.

But in Hong Kong, the plan never came to life.


10. Spain


Fertility rates in Spain are creeping downward while unemployment is rising: About half of all young people don't have a job. It's the second-highest rate in Europe, behind Greece.

To combat the worrying trends, the Spanish government hired a special commissioner, Edelmira Barreira, in January 2017. Her first tasks are finding the myriad causes of the trend and devising macro strategies to reverse it .

The state of roads in Lagos State, ‘‘the state of aquatic splendour,’’ also generally believed to be the economic capital of West Africa, is currently very deplorable. It has become a reproach to the people and the nation. The state appears to be increasingly becoming dysfunctional to the extent that this negative turn of events needs to be arrested immediately. The situation is worse within the inner roads across the five divisions of the state.


 A drive through the nooks and crannies of the Lagos metropolis as well as the surrounding suburbs gives a totally different picture from what is visible along the major roads of Ikorodu Road, Funso Williams Avenue and those in parts of Ikoyi, Lekki and Victoria Island. What appears obvious is that the significant strides in road infrastructural development made by previous administrations in the state appear to have lost momentum. Hue and cry of bad experiences by regular road users appear to be the order of the day. 


However, it is heart-warming that the current state Governor, Babajide Sanwo-Olu himself appears to have come to terms with these reproachful voices among the populace and has appealed for patience, promising to attend to the problem after the rains. Aside from merely making promises, which people hardly take seriously from politicians, infrastructural development in a state such as Lagos is often multifaceted and even complicated. But leaders of such high-profile states should muster enough executive intelligence to handle such exigencies with dispatch and conviction.

First, Lagos is just too important in the country’s development equation to be treated haphazardly when it comes to overall economic, social and political development. Even the Federal Government under previous heads of state such as Murtala Muhammed and Ibrahim Babangida acknowledged the uniqueness of Lagos as a unique commercial capital while proclaiming and legalising Abuja as the nation’s capital.

Specifically, on February 3, 1976 when General Muhammed, then Head of State proclaimed Abuja as the new capital of the federation, in an address to the nation, he designated Lagos as a Federal Territory and ‘‘Special Area’’ that would continue to be given special attention and special status. In fact, he had pledged that the significant status would be worked into the 1979 Constitution then in the works. He equally proposed Port Harcourt (in the South South and Kaduna in the far North as special cities that deserve special attention too – to defuse pressure on Abuja. 


Besides, the same General Muhammed 43 years ago, also noted (in the same address) the two ports in Apapa, Lagos as national security assets that would continue to be maintained as a matter of national priority.  Hence, the current Federal Government has a role to play in ensuring that the Lagos metropolis has a functional infrastructure. The Lagos State governor should also keep himself abreast of these facts and ensure that the city and its environs do not degenerate into a mighty slum that could be difficult to salvage in any future urban renewal programme.

No doubt, infrastructural development is the backbone of economic development and growth as exemplified by the advanced and emerging economies globally. China today is increasingly threatening the dominance of the U.S. as the global economic powerhouse, basically by investing heavily in infrastructure and providing a very solid base for the enhancement of productive activities across the length and breadth of its vast country. In Nigeria, the infrastructural deficit is not limited to Lagos. It is a nationwide problem. 


However, the peculiarity of Lagos places some extra burden on the governor since the city is widely regarded as the commercial capital of Nigeria and as such poor infrastructure in Lagos, adversely affects the growth and development of the Nigerian economy – being the major port, the entry point for most of the goods that come into Nigeria. Even though many have called for the decentralisation of the operations of the port system, to other ports outside Lagos, the city will still be very critical in the movement of finished and intermediate goods into and within the country. Lagos is indeed unique in many respects at the moment.

It is however worrisome that Sanwo-Olu does not appear to appreciate the enormousness of the responsibility placed on him in providing and maintaining functional infrastructure in the state. One of the first moves of the governor was the signing of an Executive Order on traffic control, as if the problems of Lagos were solely caused by the populace who are daily struggling to eke out a living for themselves and their families, under very difficult road conditions. With dilapidated and non-functional roads, vehicle breakdowns have been a common occurrence across the state. The government usually requires vehicle owners to ensure that their vehicles are road-worthy whereas most of the roads in Lagos are not vehicle-worthy. The blame for the traffic chaos cannot be rightfully placed at the doorsteps of the struggling road-users alone. 


That first move by the governor tends to suggest that he does not really appreciate the real problems behind the traffic bottlenecks across the state. Of the three elements of road safety, namely, the road, the vehicle and the driver, the most important is the road. Most of the roads within Lagos are bad and require urgent attention.

Meanwhile, we need to recognise that Sanwo-Olu inherited most of the decrepit road networks barely six months ago. There is a history of poor road construction in Lagos. If there had been quality control, he would not have inherited the scale of poor quality we are lamenting here. This is where we need to appeal to him to ensure that as he begins repairs quality control by the road authorities should be a ‘‘fundamental objective’’ and directive principle of state policy.

It can be recalled that official vehicles of government officials in the country, which used to be the Peugeot saloon cars in years past have now been changed to SUVs, probably as government’s own curious response to the preponderance of bad roads they can’t fly over across the country. It has been a sad commentary that our leaders have always chosen to fly over all the bad roads – even while visiting their constituencies.  Currently, due to corrupt practices among government officials, supervision of road construction is generally poor and contracts appear not to be designed to serve the overwhelming public interest.

Meanwhile, this newspaper would like to note that the development of critical infrastructure in Lagos should be spread across the state and not the current focus on Oshodi and other visible locations by virtually all the administrations. This deprives other parts the needed attention in basic infrastructural development. As the governor is calling for patience until the rainy season ends, it is hoped that, that would not just be an empty promise to push off the public outcry at the sorry state of affairs of infrastructure development in the state. 

We dare to encourage Sanwo-Olu to prove his critics wrong by rising to the occasion and ensuring that the euphoria that greeted his ascension to power in the state is not misplaced. Lagos currently deserves better than it is currently having.

In the main, we also hope that the federal authorities in Abuja will also wake up to their responsibility to Lagos, which makes for them a large chunk of the money they spend in the nation’s capital.

Despite the closure of Nigerian land borders by the federal government in the last three months, smuggling still persists at the border between Nigeria and Niger Republic, THISDAY’s investigation has revealed.

THISDAY gathered that at the border between Jibia in Katsina State and Niger Republic, smugglers have resorted to the use of illegal routes to ferry in bags of foreign rice, bales of second-hand clothing and other contrabands.

However, the Nigeria Customs Service (NCS) has dismissed the observation, calling for either a photograph or video evidence to prove the allegation. NCS also said it would be impossible for smugglers to operate at any of the country’s borders.

Investigation revealed that while strict compliance appears to reign at the main border post between the two countries, illegal businesses still thrived at some bush paths and sundry illegal entry points where unscrupulous security operatives, work hand-in-glove with smugglers to smuggle contraband goods into the country.

President Muhammadu Buhari had on August 20, 2019 ordered a joint border security aimed at securing the country’s land and maritime borders.

But when THISDAY visited the border town of Jibia at the weekend, it was observed that there were some illegal routes that commercial drivers and motorcyclists were using to transport goods and passengers into the country.

It was gathered that rice smugglers were also taking advantage of the lax security to bring their wares into the country but at much higher price than before.

Some of the illegal routes the smugglers used to ferry in the contrabands from Niger Republic to Jibia Local Government Area of Katsina State include Sabon Gari, Dan-Harau, Alele, Makada and Maidabaro roads despite heavy security at the borders.

The smugglers, it was learnt, go through the laborious route of offloading the contrabands few meters away from the official border security post and use J-5 buses, Gulf 4 and 5 vehicles and motorcycles to ferry the items from their hideouts into Jibia for onward transportation to their warehouses in Katsina, Kano, Kaduna, Zamfara, Jigawa States and some other parts of the country.

Residents of the border town told THISDAY that the smugglers were being aided by security personnel, including soldiers, policemen, Customs and immigration officials, who allegedly collected money from the smugglers to allow them a free passage at the 13 checkpoints between Jibia and Katsina metropolis.

A motorcyclist involved in smuggling, who pleaded anonymity, told THISDAY that those of them engaged in the business understood the risks and dangers involved but affirmed that they would not encounter any problem unless they refused to cooperate with security operatives at the checkpoints.

“Unless one refused to pay the bribe for each category of items or when it is time for the officials to sacrifice you to prove that they are working – that is when they will arrest you in the name of smuggling,” he explained.

A commercial driver simply identified as Sule, who specialised in smuggling, said business had been booming for them because they do convey a bag of rice from Maradi (Niger Republic) to Katsina at the cost of N3,000 each.

“We used to charge rice merchants N3,000 for each bag of rice carried from Maradi to Katsina State. Although, we do follow bush paths and sometimes custom officers do arrest us. But once we give them some monies they allow us to pass even though some of them are very stubborn,” he stated.

He, however, lamented that the border closure has contributed negatively to the socio-economic imbalance of the state and the country in general.

When contacted, the NCS Commander in charge of Sector 4 Command of the National Border Drill Operation, Bashir Abubakar, said about 50 suspected smugglers had so far been apprehended and 14 trucks of contrabands intercepted.

He lamented that Jibia border has always been one of their major flashpoints since the commencement of the operation two months ago because of the “mental behaviour” of the inhabitants of the area.

“We have seen that people of that area are not in good terms with government security agencies and it has been a history,” he added.

On the allegation that his officers were extorting money from smugglers, Abubakar said: “I will not say yes, it is true but at the same time I will not deny because we are all human beings and there is no Nigerian that changes name in terms of issues of integrity and character.

“Think of anywhere in the world, there are bag eggs and good eggs. The same thing applies to various agencies in Nigeria – both government and private agencies but anyone found wanting will be punished.”

He added that lack of adequate operational vehicles and banditry has affected their ability to carry out the operation in all the villages in the state.

The Sector 4 Command of the National Border Drill Operation covers Jigawa, Kano, Katsina, Sokoto, Kebbi and Zamfara States.

Officers on the joint exercise were drawn from the Nigeria Customs Service, Nigeria Army, Nigeria Immigration Service, DSS and Nigerian Air Force.

We Need Video Evidence, Says Customs
When contacted, the Public Relations Officer (PRO) of the Nigeria Customs Service, Joseph Attah said it would be impossible for smugglers to move around easily in any Nigerian border because of the security presence at the borders.

He said officers manning the borders were drawn from security services, which include the police, air force, army, Customs and the Department of State Services (DSS).

“This information is important to me. If you have evidence kindly make it available so I can challenge the Sector 4 Commander. This is something that nationwide, whoever gives that information should give us photographs or video evidence.

“The NCS is very interested in this information. What I can tell you is that this joint border exercise is coordinated by the office of the National Security Adviser (NSA) and there are joint forces, not only Customs officers and they are in all the borders, divided into four sectors. If I have an evidence to back up this information, I will quickly take it up with the Sector Commander and report the matter to the Office of the National Security Adviser.

“This is not Customs alone; the police are there, air force and the army are there; so, if somebody goes to Jibia and is saying that is what is happening in Idi-Iroko is not happening at Jibia, then, I will be interested. This is not Customs affair; it is all security agencies that are there. Your reporter should tell me where he is there so I can connect him with the people on ground to help.

When asked if there is possibility smuggling is still going on in Jibia, he said, “I can tell you that whatever you see happening in Seme, Idi-Iroko and other land borders around the country is what is happening in Jibia, Umfun, Cross Rivers, and Migatiri in Sokoto State.”

Foreigners coming into Nigeria via Lagos, are in for more scrutiny as the Nigerian Immigration Service (NIS), Murtala Muhammed International Airport (MMIA) Command, has reviewed the visa-on-arrival procedure.
The review, which took effect at the weekend, mandates all visiting non-Nigerians to either obtain a visa or apply for visa-on-arrival approval before embarking on the trip.


The development, which caught many travelers unawares, has led to a situation where operating foreign carriers are rejecting passengers that do not fully comply with the visa-on-arrival processes.

At least five passengers of Kenya Airways, inbound Lagos from Nairobi, were yesterday affected, as the airline left them behind in Kenya.
Rwandan national carrier, RwandAir, also reported compliance with the new directive, though “it is very painful to say no to our loyal customers that had booked earlier before we got the new directive from Lagos airport,” an official of the airline said.


The MMIA Command of the Immigration, in a letter to all foreign carriers, dated October 16, directed all airlines operating at the Lagos airport not to convey any expatriate that requires Nigerian visa into the country but was yet to either obtain same from an embassy of Nigeria in his or her home country, or get an approval for visa-on-arrival before departure.


The letter signed by the Officer-in-Charge of General Duties, ACI S.U. Agba, on behalf of the Comptroller of Immigration Service, further stated that the directive does not exempt a national of any country from compliance.
The NIS recently launched a new visa-on-arrival application process for all business travelers and African Union countries. The initiative allows visitors coming into Nigeria, to obtain their visa at the point of entry, as part of the Federal Government’s ease of doing business scheme.

Though many passengers were affected by the latest review, stakeholders have described the move as a step in the right direction.


A travel professional, Bolaji Binuyo, said the Immigration was apparently trying to live up to their duties, here in Nigeria.


“But if they are just doing that now, what have they been doing all these while? Travelers have been coming here only to begin the process of visa on arrival. But no country allows that. You must have applied and received an approval stating that you are qualified for such status before you begin the trip,” Binuyo said.


Another expert, who preferred anonymity, added that the review might not be unconnected with attempts to discourage paying cash for visa at the airport.


“But the Immigration officers should check themselves. Even if you’ve paid overseas for visa-on-arrival, they will still demand for $20 service charge at the airport. Tell them you want to pay via card; they will say there is no network connection. My clients had complained about these many times.


“The new directive is in line with standard travel practices, but the authorities must also curb a lot of shady deals by the officers at the airport.”

While efforts are underway to address the parlous state of the roads, the DPR noted that weak links in the haulage process need to be addressed as safeguard measures.


  
Preparatory to its yearly general meeting scheduled for Thursday, October 24, DPR Zonal Operations Controller, Lagos Zonal Office, Oluwole Akinyosoye, said all stakeholders including the Petroleum Tanker Drivers (PTD), Depot and Petroleum Product Marketers Association of Nigeria (DAPMAN), and Independent Petroleum Product Marketers Association of Nigeria (IPMAN), are expected at the forum to address the concerns.
 
Others are Major Oil Marketers Association of Nigeria (MOMAN), and Lubricant Producers Association of Nigeria (LUPAN).
  
The meeting, according to the DPR, will give the relevant stakeholders ample opportunity to proffer solutions on the challenges and causes of poor petroleum haulage system in the country.
  
He added that government agencies including the Lagos State Ministry of Energy and Mineral Resources, Federal and State Fire Services, Lagos, Federal Road Safety Corps (FRSC), Nigeria Security and Civil Defence Corps (NSCDC), and Nigerian Ports Authority (NPA), are also expected to participate at the meeting.
 
“We recall the tragic incident that occurred on Otedola Bridge on the 28th of June, 2018. At this incident, 12 lives were lost, many people were injured, and at least 55 vehicles were lost to the inferno. This persistent carnage by road haulage of petroleum products in our society necessitates a choice of our theme for this year.
  
“At the AGM, we intend to discuss the root causes of tanker incidents and other things to be done in DPR to further strengthen our processes in this regard especially for the Lagos zone and Nigeria in general,” headed.


He assured that DPR is committed to working with all stakeholders to drive and enhance good business practices and safety culture in the downstream sector and the petroleum industry as a whole.

Seven banks account for 64 per cent of industry assets

The nation’s Deposit Money Banks (DMBs) is currently dominated by seven operators, with a cumulative asset base of 63.8 per cent, valued at N35.1 trillion, the latest Financial Stability Report of the Central Bank of Nigeria (CBN) has said.

The report, covering the second half of 2018, categorised the seven lenders as Domestic Systemically Important Banks (D-SIBs), based on the supervisory framework- size, interconnectedness, substitutability, and complexity.
Beside dominating the industry’s total assets, it also had 65.23 per cent of the industry total deposit of N21.73 trillion, as well as 66 per cent of the industry total loans of N15.34 trillion.

An examination conducted by the apex bank revealed that the D-SIBs were largely in compliance with the regulatory requirements, including capital adequacy and liquidity ratios.


For example, the average CAR for the D-SIBs stood at 19.82 per cent, while the liquidity ratio stood at 46.29 per cent, with an improvement in non-performing loans ratio from 11.31 per cent at end of June 2018, to 9.82 per cent at end of December 2018.


Meanwhile, an industry stress test was conducted to evaluate and determine the resilience of the banking industry to probable and adverse shocks, including credit, liquidity, interest rate and contagion risks for 21 commercial and five merchant banks, showed improved indices.


Specifically, the baseline Capital Adequacy Ratio (CAR) for the banking industry at end of December 2018 was 15.26 per cent, indicating 3.18 percentage points increase from the 12.08 per cent recorded at end of June 2018.
The baseline banking industry NPL ratio was 11.64 per cent at the end of December 2018, showing a slight improvement of 0.81 percentage points from the 12.45 per cent recorded at the end of June 2018.


CBN Governor, Godwin Emefiele, on the sidelines of the just concluded yearly meetings of the International Monetary Fund/World Bank Group, affirmed that the banking industry was stable and sound.


Contagion risk analysis through the interbank exposures and interconnectedness showed that six banks accounted for 82 per cent (N252 billion) of total placements and 86 per cent (N266 billion) of total takings.


On the other hand, four banks emerged top placers of funds at the interbank market within the period, valued at N190 billion, representing 71 per cent of available funds.


However, two banks were more central to the network of placements and takings, as they were exposed to at least seven counterparties each.


The stress test revealed that the banking industry could withstand a shock of up to 75 per cent increase in the industry NPLs as the CAR remained above 10 per cent, while the industry was vulnerable to shocks above 100 per cent increase in NPLs, as the industry CAR fell below 10 per cent.


The breakdown of banking industry total credit by sector showed that the oil and gas sector accounted for 30.29 per cent, while manufacturing, government, general commerce, finance and insurance, and others accounted for 14.53 per cent, 6.02 per cent, 7.40 per cent, 6.42 per cent and 35.34 per cent respectively, at end-December 2018.
The results of the stress test for default in exposure to the oil and gas sector showed that the banking industry could withstand up to 50 per cent default as the post-shock CAR remained at 10.24 per cent.

The proposed but now suspended N4 per 20 seconds charge on unstructured supplementary service data (USSD) platforms for money transfer transactions in Nigeria, got another spanner thrown in its wheel, as bank chief executives, yesterday, dissociated themselves from the planned charges.
   
Specifically, the Body of Bank CEOs, which was fingered in the whole process, issued a statement and denied asking MTN to start charging customers.
   
The statement titled: “SMS (Short Message Service) From MTN Nigeria to Bank Customers in Nigeria on Use of USSD Code,” reads: “Our attention has been drawn to SMS sent on Saturday, October 19, by MTN Nigeria Communications PLC (“MTN”) to customers of banks in Nigeria in respect of the above.


   
“The message states that the banks requested MTN to start charging customers for USSD transactions directly. It also asks customers to contact their banks for more information. We wish to state as follows:
  
“That the banks did not ask MTN to start charging customers as contained in the text message. The decision on whether, and what amount, to charge a customer for accessing USSD is entire that of the telco company, in the same way, a customer is billed for calls, SMS, and data.
  
“MTN is the only Telco that is yet to implement end-user billing which is the standard practice for customer-initiated transactions. This is despite the fact that the banks, working with the Central Bank of Nigeria (CBN), have engaged MTN over a period of more than one year to try and bring down the cost of USSD to aid financial inclusion.
  
“That the banks are determined to pursue the National Financial Inclusion Strategy of the Federal Government of Nigeria and will continue to advocate that Telcos identify wholeheartedly with this laudable initiative and implement transparent and low pricing model in the use of USSD access codes.
  
“We wish to reiterate that financial transaction charges are regulated by the CBN as stipulated in the Bankers Tariff and that the charges for financial transactions carried out with banks remain unchanged.”
   
The planned additional charges became a national issue, weekend when MTN notified its over 60 million customers in Nigeria of the plan to charge N4 for USSD services. The message read: “Please note that from Oct. 21, we will charge N4 per 20 seconds for USSD access to banking services. Please, contact your bank for more info. Thank you.”
   
The matter heated up the polity in the last 24 hours and elicited swift responses from both the telecoms and banking industry. While the Minister of Communications, Dr. Isa Pantami, had asked the Mobile Network Operators (MNOs), to suspend the plan, until a proper briefing from the Nigerian Communications Commission (NCC), and the Central Bank of Nigeria (CBN), also asked Nigerians to disregard such messages.


Meanwhile, MTN confirmed that it has directed a stay-of-action on the charges, as directed by the Federal Government.
It, however, noted that although it has suspended it, the proposed charge of N4 per 20-second session is currently the lowest in the industry, as other network operators currently charge above that rate.
   
According to MTN, other network providers implemented these charges a long time ago without notifying their subscribers; the banks still deduct an average of N50 for USSD transactions despite the fact that the infrastructure for such transactions is provided and maintained by the network operators.
   
MTN noted that it would be nice to ascertain if other network service providers have complied with the government’s directive as MTN has done.
   
Rising in defense of MTN, the Association of Licensed Telecom Operators of Nigeria (ALTON), noted that the N4.00 charges as determined by the NCC, the telecom industry regulator.
   
ALTON, through its Administrative Secretary, Gbolahan Awonuga, noted that the determination of the USSD charges started via a study conducted by the regulator in 2017, and by May 2019, the determination was issued.

The study on USSD, he disclosed was conducted by the NCC and industry working group (IWG), after the CBN set up a committee that was made up of members from the Bankers’ Committee.
   
In reaction to the Minister’s suspension of the plan, ALTON insisted that the issue being discussed is not policy, but commercial, to which the CBN also described as an embedded cost for telcos and not a fresh investment that should be passed down to consumers.
  
“We are confusing regulation with policy. There was a determination on this USSD, even before the appointment of the Minister,” Gbolahan explained during an interaction in a WhatsApp Group.
   
He argued that the CBN is protective of the banks, but wondered why the telecom operators cannot be protected. “It is not about the good boy, but this is commercial, and the normal things have been done. Operators did not come up overnight to charge N4. It was deliberated upon and a decision taken,” he stressed.
    
Speaking with The Guardian, Gbolahan said there was no formal letter from the bank’s CEO to the effect that they have withdrawn from the plan, “Mind you, this is a study that we started since 2017. We had also argued that from the N50 they are charging for each transaction, why can’t they consider the consumers and give telcos part of the money? If you take N46, the telcos will take N4, but they don’t want to part with any money at all. But they forgot that this service rides on telecoms infrastructure.

“As I said, this is a commercial dealing, if you are not comfortable with operator A charging N4, you can go to other operators charging a lower rate. Telcos are not a charitable organisation; they are also in business to make money. If the banks are charging with any infrastructure on the ground, the telcos too should be able to charge.”

Sell pressure in 15 stocks drag NSE’s indices by N28 billion

Transactions on the equities sector of the Nigerian Stock Exchange (NSE), reopened on a negative note yesterday, as sell pressure in 15 stocks dragged the market capitalisation by N28 billion.
 
At the close of transactions, the All Share Index (ASI), was down by 58.54 absolute points, representing an increase of 0.22 per cent to close at 26,390.08 points. Similarly, market capitalisation lost N28 billion to close at N12.847 trillion.
   
The downturn was impacted by losses recorded in large and medium capitalised stocks, amongst which were; Dangote Cement, Zenith Bank, NEM Insurance, Access Bank, and United Bank for Africa (UBA).
 
Analysts at Afrinvest Limited said: “This week, we maintain a bearish outlook on the equities market. Nonetheless, positive third-quarter earnings release could stir investors’ appetite.”


 
Market breadth closed negative, recorded nine gainers against 15 losers. May and Baker Nigeria led the gainers table by 9.50 per cent to close at N2.19, while Cornerstone Insurance followed with a gain of 9.38 per cent to close at 35 kobo, per share.
   
Trans Nationwide Express and Union Diagnostic & Clinical Services rose by 9.09 per cent each to close at 84 kobo and 24 kobo, respectively, while Law Union and Rocks Insurance gained 8.51 per cent to close at 51 kobo, per share.
   
On the other hand, NEM Insurance led the laggards’ table with 9.57 per cent to close at 22 kobo. Wapic Insurance followed with 8.57 per cent to close at 32 kobo per share.
 
Neimeth International Pharmaceuticals shed 7.50 per cent to close at 37 kobo, per share. Omoluabi Mortgage Bank dipped by 5.17 per cent to close at 55 kobo while United Capital down by 1.96 per cent to close at N2.00, per share.   
   
Total volume traded declined by 20.8 per cent to 245.85 million shares valued at N1.36 billion, exchanged in 2,514 deals.
   
Transactions in the shares of Omoluabi Mortgage Bank topped the activity chart with 110 million shares valued at N60.5 million.
 
Fidelity Bank traded 25.43 million shares worth N43.18 million and Transnational Corporation of Nigeria Plc (Transcorp) transacted 14.397 million shares valued at N14.67 million.
   
FBN Holdings followed with 14.35 million shares worth N75.33 million, while Guaranty Trust Bank traded 13.59 million shares valued at N357.8 million.

Reno Omokri is of the opinion that unlike other ethnic tribes, the Igbos are communal and would have rallied round to fulfill the terms and conditions of publisher and activist, Omoyele Sowore's bail.
 
Recall that Sowore who is standing trial for treasonable charges filed against him by the Federal government, was in court yesterday October 21st where the judge revealed that no one has come forward to stand as his surety for his bail conditions to be fulfilled.
 
Reacting to this development, Reno Omokri via a post shared on his Instagram page, said the bail conditions for IPOB leader, Nnamdi Kanu, were more stringent than Sowore's, but they were all met because the Igbos rallied round for one of their own. Read his post below

The Minister of Transportation, Rotimi Amaechi on Monday October 21, announced that the Federal Government has sent over 150 Nigerians to Chinese universities to study railway engineering. 
 
Amaechi who disclosed this while defending his Ministry's budget before the National Assembly’s joint committee on marine transport, said the aim of sending these Nigerians to China is for the maintenance and sustainability of trains in Nigeria. 
 

Quote:“On maintenance and sustainability, if you check the picture of my trip to China, you will see some black men with the Chinese. I told them they learned from America and you copied the Americans in producing your coaches, because when I went there, they were teaching them leadership and managing resources.
“I told them, let’s not manage, tell us how you built these trains so that when it breaks down, we don’t have to make a telephone call for you to come down and fix it. So we have agreed to design a curriculum and train all these people out there.
“Secondly, we have sent over 150 persons, children, to two universities in China, funded by the Chinese government to go and read railway engineering. We hope that in four years they will graduate. Those who will do masters and PhD will do that. We are establishing a transportation university in Daura. We are making sure that we have manpower to take over from the Chinese. We are trying to localise railway technology,” he said.
 
On railway safety, the former Governor of Rivers State said; 
 
Quote:“The first thing we address about railway is safety because once it happens, a lot of persons will die. Each coach for now contains 87 persons, if we multiply it by 10 coaches, imagine the amount of persons that will die. No driver will move if there is a safety problem. It is the same thing with our tracks. We watch our tracks.
“Someone told me that he saw on social media that they shot at the train. I didn’t reply because that is not true. There are air force planes following the train as it is going. There is a police vehicle on the side. There are policemen in the vehicle and when anything happens, they report to the minister even when there is a stop.”

Exam Malpractice: Vice-Chancellor of UI hands over six officials to DSS

Prof Idowu Olayinka, Vice-Chancellor of the University of Ibadan, has handed over six officials of its Distance Learning Center to the Department of the State Security over examination malpractice.  
 
The officials were arrested on Friday, October 18th and were remanded in the custody of the DSS before they were released on Monday, October 21st on administrative bail.  
 
Investigation revealed that the officials allegedly smuggled scripts into the exam hall to students, forged Computer Based Test results; and falsified clearance mostly for students who have student disciplinary cases among others.  
 
Confirming the development on Monday evening, the Director DLC UI center, Prof Soji Aremu, said that some staff of the centre compromised in helping some students during examination.

Quote:“It was the management that caught them and handed them over to the DSS, for us to have the full report. They have been released on administrative bail after owing up to the crime committed. It is a plus to the management for fishing out the bad eggs and handing them over for the law to take its full course,’’ he said.
Tunji Oladejo, the Director of Communications, UI, also said when it happened, the director of UI DLC alerted the VC who ordered the arrest of the culprits.  
 
“Officials of the DSS were invited to effect the arrests. They were found indulging in examination malpractices. The Vice-Chancellor called on the DSS to engage in rigorous investigation and diligent prosecution to serve as a deterrent to others,” Oladejo added.

The airplane owned by Radufu Air had dropped off passengers at Takaba airstrip on Sunday evening and was bound for Mandera when it skidded off the runway. 30 passengers on board the airplane have been evacuated as effort to pull it out of the mud was futile.

The incident has been blamed on the poorly maintained airstrip. Mandera West deputy county commissioner Kipkoech Labatt who confirmed the incident, said there are plans to bring in a tractor to pull out the jet after earlier efforts of using a police car failed.

Few days ago, a video of a South African lady being attacked by some women for sleeping with a married taxi driver in Pharare village of Limpopo went viral on social media. 
 
The 20-year-old grade 11 student who was assaulted outside the school yard by three women for allegedly “wrecking a marriage”, has been identified as Dolly Maila. 
 
Speaking to Sowetan, the student who suffered bruises on her upper body and thighs said the incident occurred on Thursday October 17. Maila said she was attacked by three women who pulled her braids and also struck her with fists and a stick.

The student distanced herself from the “home-wrecker” tag she was given on social media, while revealing she was on her way to the tuckshop just outside the school when she was approached by the three women who demanded to talk to her.
 

Quote:“It’s not true that I’m a home-wrecker, I ended the relationship with the woman’s husband after I discovered he was married. The relationship ended late last month after I received threatening SMSes from an unknown lady who told me to stop seeing the taxi driver because he is married or they will deal with me.
“Before they could state their concerns, all of them started attacking me, saying I should stay away from their friend’s husband,” she said.

Even with the viral video, Maila said she was told by the police that there was not enough evidence to prosecute the women that assaulted and left her with pains on her neck, back and thighs.

In the viral video, wife of the taxi driver was seen hitting Maila in the face while saying “Do you know I’m a married woman and you are breaking my marriage. I have been meaning to talk to you but you refused.”
 
Another woman was heard shouting “beat her my friend”. The taxi driver's wife continued hitting the student saying: “You were born in 2001 and there is no way you can date a 40-year-old man. You are mad, I can’t leave my marriage because of you.”
 
Maila was also whipped on the back with a stick by a woman that wore a red dress in the viral video.

RHAPSODY OF REALITIES

TUESDAY, 22TH OCTOBER.

REMAIN FOCUSED AND AFIRE FOR THE LORD


But none of these things move me, neither count I my life dear unto myself, so that I might finish my course with joy, and the ministry, which I have received of the Lord Jesus, to testify the gospel of the grace of God (Acts 20:24).

Our opening verse above is as inspiring as it is instructive. It reveals the kind of mindset you must have in the face of adversities. 2 Timothy 3:12 says, “Yea, and all that will live godly in Christ Jesus shall suffer persecution.”

When you’re effective in the things of God, there’re those who’ll surely criticize you and say demeaning things about you. However, you must remain undaunted. Refuse to allow their criticisms or malicious acts quench your zeal for the Lord and His work. Remain focused and afire for the Lord and keep doing what He’s called you to do.

You’re a city set on a hill that can’t be hidden (Matthew 5:14); that means you’re supposed to attract attention. While there’re those who’ll be inspired by your passion and commitment to the Lord, some may despise you for it; but it makes no difference. Just keep serving the Lord, and faint not.

The opinions of others about you don’t count; you should only be concerned about the Lord and His Word concerning you. He doesn’t want you bothered about the challenges that come your way. Rather, He says, “Consider it wholly joyful, my brethren, whenever you are enveloped in or encounter trials of any sort or fall into various temptations” (James 1:2 AMPC).

Like the Apostles in the early Church, relish every opportunity to be criticized or persecuted for your commitment to Jesus Christ. It’s an indication that you’re effective and making remarkable progress in the direction of His calling for your life. The Bible tells us that after the apostles were beaten and threatened, they departed from the presence of the council, rejoicing that they were counted worthy to suffer shame for Jesus’ sake (Acts 5:40-41).

Even the Lord Jesus was criticized by the Scribes, Pharisees and Sadducees, but He was unmoved. As you diligently serve the Lord, Satan will stir up trouble against you, but like the Apostle Paul, declare, “None of these things move me,” and keep pressing on from glory to glory. Amen.

PRAYER

Blessed Father, you’re everything to me; knowing you more and serving you with my life is all that my heart beats for. Thus, it makes no difference what adversities may come my way, I’m unruffled, knowing that in you I have victory. I’m more than a conqueror, in Jesus’ Name. Amen.

The former Senator representing Kano Central and ex-Governor of Kano State, Rabiu Musa Kwankwaso was reportedly attacked during a visit to his hometown, Madobi where he opened a midwifery school.

Kwankwaso was attacked by thugs around Sharada Panshekara Sabon Titi bridge on Monday October 21. Hajiya Binta Sipikin, Kwankwaso’s media aide who alleged that the attack was carried out by thugs loyal to Governor Umar Ganduje, said 8 people were injured during the violent attack in which many cars were destroyed.

The Independent National Electoral Commission, INEC, has released the date for the fresh Kogi West Senatorial election involving Senator Dino Melaye of the Peoples Democratic Party, PDP and Senator Smart Adeyemi of the All Progressives Congress, APC.
 
INEC, in a statement signed Festus Okoye, Chairman of its Information and Voter Committee, said that the senate election would hold simultaneously with the Kogi governorship election on 16 November, 2019.
 
Okoye, INEC National Commissioner, in a statement made available to newsmen on Monday in Abuja, said that another by-election for the Sabuwa State Constituency in Katsina State, had been slated for Nov. 30.  “The decision was taken at the commission’s meeting held on Monday,” the statement said.
 
He said that the fresh election was sequel to the nullification of the Kogi West Senatorial District election conducted on Feb. 23, by the Election Petitions Tribunal and its subsequent affirmation by the Court of Appeal. The Court of Appeal had upheld the ruling of the Election Petitions Tribunal which nullified the election of Sen. Dino Melaye (PDP), following a suit filed by Sen. Smart Adeyemi of the APC.
 
The Appeal Court, on Oct. 11, 2019, ordered INEC to conduct a fresh election within 90 days from the date of judgment with all those who participated in it as eligible candidates. Okoye appealed to the candidates and political parties to conduct issue-based campaigns.  “We also enjoin stakeholders to eschew violence and avoid acts capable of creating apprehension or a sense of fear before, during and after the elections,’’ he said.
 
Okoye also disclosed that following extensive consultations with stakeholders and a review of the security situation with the relevant security agencies, the Commission fixed Nov. 30 for the conduct of bye-election in Sabuwa State Constituency, Katsina State. He recalled that the Katsina State House of Assembly, vide a letter with Reference Number KTSHA/PER/HON/l24/VOL.l/24, dated Sept. 26, notified INEC of the death of Mustapha Abdullahi, who represented the constituency, and and subsequently declared the seat vacant.
 
He said that the Commission would issue the Notice of Election on Oct. 23, while the conduct of party primaries would take place between Oct. 24 and Nov. 6. According to Okoye, the last day for the submission of personal particulars of candidates (form CF001), and the list of candidates (Form CFOO2), is Nov. 8. “The last day for the submission of names and addresses of polling agents is Nov. 15, while campaigns will end on Nov. 28,” he said.

The trial of Nigerian pastor, Timothy Omotoso in South Africa for sexual assault suffered fresh hiccup on Monday, October 21st as his defence attorney said Omotoso would approach the highest court in the country, in a fresh appeal.  
 
The embattled Nigerian pastor failed in his appeal at the Supreme Court of Appeal against a Port Elizabeth judge’s decision to allow the trial to be heard in the court. On Monday, state prosecutor Nceba Ntelwa told Judge Irma Schoeman that the Supreme Court of Appeal (SCA) had dismissed Omotoso’s application to appeal her decision to have the trial heard in Port Elizabeth.
 
Ntelwa said the state was ready to begin the case. But Omotoso’s lawyer Peter Daubermann said that in the interest of justice, his clients’ instructions were to bring an application to appeal the SCA’s judgment to the Constitutional Court. “My instructions are to apply for a postponement to allow my clients to exercise these rights,” Daubermann said.
 
He told the court on Monday that he anticipated he needed at least two weeks to prepare the application for the appeal to the Constitutional Court. Schoeman postponed the matter till November 21. Omotoso and his two accomplices, Lusanda Sulani, 36, and Zukiswa Sitho, 28 are facing multiple counts ranging from human trafficking to rape and sexual assault.  
 
They are yet to take a plea. Omotoso has been remanded in prison. It was the second time Omotoso, 60, and his co-accused, had lost a petition to the Supreme Court of Appeal. It was also the umpteenth time the case will suffer some adjournment.  In its judgment, the SCA ruled that the application for leave to appeal Schoeman’s decision was dismissed on the grounds that there were no reasonable prospects of success, and that there was no other compelling reason why an appeal should be heard.
 
In August, defence attorney for Omotoso and his co-accused, Peter Daubermann, argued that the Port Elizabeth high court did not have the authority to hear the entire matter as some of the alleged offences took place elsewhere in the country and abroad. Daubermann claimed the authorisation certificate to centralise the case was invalid as some of the alleged offences took place outside the court’s jurisdiction..

The Minister of Information and Culture, Lai Mohammed has stated that he still stands by his 2015 claim of Boko Haram being technically defeated. 
 
Lai Mohammed who spoke during a working visit to the new corporate headquarters of “The Sun” Newspaper in Lagos on Monday October 21, said that what Nigeria is currently fighting is global terrorism where you have the ISIS, ISWAP and Al-qaeda all working together.
 

Quote:“I stand by what I said that Boko Haram is technically defeated.
“What we are having today is global terrorism where you have the ISIS, ISWAP Al-qaeda all working together.
“Terrorism is a global issue. Between 2009 and 2015 we were fighting Boko Haram, but today we are fighting global terrorism where the remnants of the Army in Syria are now joining hands with the ISWAP and others,” he said.
 
He also disclosed that he made the claim of Boko Haram being technically defeated based on what he saw after leading a team of local and international journalists to the epicentre of insurgency in 2015.
 
Quote:“I was on ground in Bama, Konduga and Maiduguri and I know what I saw before I made that claim.
“We are fighting global terrorism and that is why we are appealing to our foreign partners, especially the UN and our neighbours.

Chase Bliss Colasurdo, a 27 year old man from Seattle, US, has been given a 5 year jail term for making threats against President Donald Trump’s son Donald Trump Jr,  and his in-law Jared Kushner.

Chase who has a history of mental illness and suffers from paranoid illusions, was arrested by the Secret Service for posting a photo of a gun pointed at the head of Trump’s son-in-law Jared Kushner on social media and also making direct death threats at Trump's son Donald Trump Jr. He also made vile online threats at several media figures and worship centers.
 
Chase bought ammunition, a bullet proof vest but was denied when he wanted to buy a gun after he was flagged by the Secret service.

Chase was sentenced to 5 years imprisonment over the weekend after pleading guilty in May to all charges levelled against him. His lawyer asked the court to give him a 1 year sentence with 5 years supervised house imprisonment and psychiatric care but his request was denied by the judge.

After the sentencing, U.S. Attorney Brian Moran speaking to reporters said the case highlights the "frightening intersection of mental illness and weapons."

Rev. Father Felix Ezeaka has been abducted in Manyu division,Cameroon.

The Nigerian priest was taken in Mbakang village shortly after Sunday mass yesterday.

According to report,Rev. Fr. Felix Ezeaka who has been offering worship services in the bushes to  IDPs has been repeated harassed by the Cameroon military for being too close to the suffering people of Ambazonia whom they considered as terrorist. On Sunday in Mamfe  which  has been under heavy Cameroonian military presence saw suspected proxy forces of the Cameroon government arrest the priest soon after mass  ended at Mbakang.

Some reports say he was abducted by unknown men while others said he was arrested by soldiers.

Prior to his abduction,there have been rumours of  his objective criticism of the activities of both the military and restoration fighters in Manyu division. Rev. Father Felix Ezeaka  has been the parish priest of Afab in Ejakam community for two years.

The bishop of Mamfe has not issued any official statement on the abduction.

Two Medical doctors, a husband, and wife were yesterday re-arraigned by the Lagos State government before a Lagos High Court, sitting in Igbosere over the alleged attempted murder of a 17-year-old patient.
 
The defendants, Ejike and Grace Orji are facing a four-count charge bordering on attempted murder, causing grievous harm and negligent act causing harm, preferred against them by Lagos State. The duo, however, pleaded not guilty to the charge.
 
Earlier, the Lagos State Prosecuting Counsel, Mr. Babatunde Sunmonu, told the court that the defendants committed the offence on July 26, 2018, at Excel Medical Centre in Dolphin Estate, Ikoyi, Lagos. Sunmonu said that the defendants attempted to murder a 17-year-old boy, one Somtochukwu Ezi-Ashi, by unlawfully causing grievous bodily harm to his left leg.
 
The prosecutor, the coupe caused grievous harm on the 17-year-old boy, by fixing a Plaster of Paris (POP) cast too tight on his leg without his consent nor that of his parents.
 

He said that the two doctors who were not orthopedic specialists, recklessly administered orthopedic medical treatment to the minor, from his upper thigh to his toes and deliberately refused to remove the said POP when requested to do so. Sunmonu also said that the defendants deliberately removed the POP in a manner that put the life of the boy at risk.
 
He further stated that the defendants unlawfully inflicted a wound to the left leg of the complainant “when they lacerated his toes with a saw blade and concealed the act”. According to him, the offence committed is contrary to and punishable under Sections 230, 245, 251 and 252 of the Criminal Law of Lagos State, 2015.
 
Counsel to the defendant, Mr. Olasupo Sashore  (SAN), urged the court to allow the defendants to enjoy the previous bail earlier granted them by the court. The prosecutor however objected to the bail application, saying attempted murder was not included in the previous charge, “with the severity of the offence of attempted murder, I oppose the bail application”. Justice Adedayo Akintoye, in her ruling, said “the previous bail is to continue forthwith, the defendants should ensure they appear in court for their trial. 
 
The Judge, however, adjourned the case until November 27 for trial. The defendants were on May 28 arraigned before the court on a three-count charge, they pleaded not guilty and were granted N500,000 bail each with two sureties each in like sum.
 
The couple were also first arraigned on August 31, 2018, in a Magistrates’ Court and were granted bail. However, the Director of Public Prosecutions issued legal advice that the case is transferred to the high court.

I also believe that the Court was not made aware that the property in question formed part of the judgment of the Court given on July 6, 2018 where the Supreme Court declared that the source of funds for the purchase of the property was not illicit as claimed by the prosecution.

The Supreme Court specifically referred to No 17a McDonald Road, Ikoyi on pages 12, 13 and 26 of its judgment upholding the no-case submission made before the Code of Conduct Tribunal.

I am confident that once these facts and the declaration of the Supreme Court are brought before the Court, this Order will be vacated. My lawyers will be approaching the Court immediately to achieve this.

Swiss bank, Credit Suisse, has stated in its Global Wealth Report 2019 that the number of rich Chinese has surpassed the count of wealthy Americans for the first time as both countries keep churning out millionaires.
 
The Swiss bank’s annual wealth survey released on Monday, October 21st found 100 million Chinese ranked in the global top 10% as of the middle of this year versus 99 million in the United States.

Quote:“Despite the trade tension between the United States and China over the past 12 months, both countries have fared strongly in wealth creation, contributing $3.8 trillion and $1.9 trillion respectively,” said Nannette Hechler-Fayd’herbe, global head of economics and research at Credit Suisse CSGN.S. 
The ranks of the world’s millionaires have risen by 1.1 million to an estimated 46.8 million, collectively owning $158.3 trillion in net assets, 44% of the global total, the study found.  The United States added more than half of this number –675,000 new millionaires – to its sizeable stock.
 
A decline in average wealth in Australia largely due to exchange rates resulted in 124,000 fewer millionaires there, while Britain lost 27,000 and Turkey 24,000. The report estimates that 55,920 adults are worth at least $100 million and 4,830 have net assets above $500 million.  It forecast global wealth which increased 2.6% over the past year would rise by 27% over the next five years to $459 trillion by 2024. The number of millionaires would also grow over this period to almost 63 million.
 
The share of the world’s bottom 90% accounts for 18% of global wealth, compared to 11% in the 2000. “While it is too early to say wealth inequality is now in a downward phase, the prevailing evidence suggests that 2016 may have been the peak for the near future,” it said.

Lori Harvey, Steve Harvey's 22-year-old step-daughter has been arrested by the Beverly Hills Police Department after an accident she was involved in on Sunday October 20. 
 
The model linked to Diddy months ago was reportedly texting and driving when she crashed into another car, causing her Mercedes SUV to flip over. An eyewitness said she was pulled out of her car by the man whose car she crashed into. 
 
Lori was stopped from walking home by police officers who turned up at the scene of the accident. The TV host's daughter was arrested on two counts of misdemeanor hit and run and delaying a police investigation after she face-timed her famous dad by 9:48 p.m.

Gunmen have attacked 16 villages in Igabi Local Government Area of the Kaduna State on Sunday. It was gathered that the gunmen killed three vigilantes, who went into the forest to confront them, while many are yet to return.

The displaced villagers, mostly women, children and elderly, are now taking refuge at the Local Education Authority Primary School, Birnin Yero along kaduna-Zaria highway.

Our reporter, who visited the primary school, reported that armed security agencies comprising soldiers, Police and personnel of the Nigeria Security and Civil Defence Corps were stationed at the area to avoid any break of law and order.

The Village Head of Anguwar ‎Gide, Malam Jibril Abdullahi, said the gunmen stormed their villages on Sunday afternoon and ordered them to leave the area.

"They displaced 16 villages as we speak and they are; Dura, Anguwar Gide, Anguwar Dan Gauta, Anguwar Nayawo, Anguwar Makeri, Jigani, Sabon Gida, Dallatu, Anguwar Ahmadu, Sabon Gari.

"Others are Kosau, Gidan Sarkin Noma, Anguwar pati, Anguwar Amfani, Anguwar Tofa and Soran Giwa. All the people from these villages have been displaced.

As we speak, I have three wives but I’m yet to see one of them and my children. “Presently, we have about 1200 women, children and male here at the primary school living as refugees,” he said.

The village head further explained that the bandits have been terrorising them for months, forcing people to stay away from their farms for fear of being kidnapped.

‎Another displaced resident, Salisu Lawal, confirmed that three vigilantes have been killed by the gunmen.

He gave their names as Danbirni, Yushehu and Tukur, who was the son of the village head of Bakin Kasuwa. He said other vigilantes were yet to be accounted for as no information about their whereabouts since they entered the forest.

“We want to return home and continue with our farming activities. This is all we want from the state government. We have family to cater for.

We cannot continue to be refugees here,” he said.

The State Police Command’s Public Relations Officer, DSP Yakubu Sabo, couldn’t be reached for comment as he didn’t pick his calls.

Tragedy on Sunday night struck Mabera area of Sokoto metropolis after soldiers from the Nigerian Air Force stormed the area and killed two residents.

Witnesses said the crisis began when a lady, said to be the girlfriend of an officer, was taunted by youths in the neighborhood.

Provoked by the youths’ behaviour, the lady reported the matter to her officer boyfriend, who deployed a truckload of air craftsmen to deal with the culprits.

DAILY NIGERIAN gathered the soldiers trailed a student, Abdulsalam Lawan, who fled the siege to a nearby house, killing him and a 40-year-old mother of seven, Maryam Abdulrahman.

“They often come and brutalise us in this area. We were at a tea joint when they came last night around 8:30pm. They started by shooting sporadically and then asked the soldier’s girlfriend to point at those who taunted her.

“When she failed to identify the real culprits, they meted out frog jump punishment on us. Those who ran away were shot.

“At least five people sustained gunshot injuries while two people died,” a witness Sani Mabera told DAILY NIGERIAN.

The bodies of the victims have been deposited at Specialist Hospital, Sokoto for autopsy.
Spokesman for the Nigerian Air Force, NAF, Ibikunle Daramola, neither answered a telephone call nor replied to a text message seeking their response to the killings.

The Nigerian Communications Commission (NCC) has granted Airtel Networks Limited an approval to partially disconnect Globacom from its network.
The regulatory agency said the approval was because of Globacom’s failure to settle interconnect debts.
The partial disconnection will make it impossible for Glo subscribers to make calls to Airtel network. They, however, can receive calls from the network.
Details of the decision showed that the disconnection will take effect from October 28.
Tussle
Earlier in the year, MTN had accused Globacom of refusing to pay up its interconnect indebtedness and threatened to disconnect Glo subscribers, leading to NCC’s intervention.
Telecom operators settle interconnect bills through NCC-licensed clearinghouses. The bills are generated from charges for calls from a particular network that terminate on another network.
In his statement dated October 18th, NCC’s Director of Public Affairs, Henry Nkemadu, disclosed that Glomobile was notified of the application and was given opportunity to comment and state its case.
“The Commission having examined the application and circumstances surrounding the indebtedness determined that the affected operator does not have sufficient reason for non-payment of interconnect charges,” the statement said.
“All subscribers are, therefore, requested to take notice that the Commission has approved the partial disconnection of Glomobile by Airtel in accordance with Section 100 of the Nigerian Communications Act 2003 and the Guidelines and Procedure for Granting Approval to disconnect Telecommunication Operators.”

The NCC said that at the expiration of 10 days from the date of the notice, subscribers on the network of Globacom will no longer be able to make calls to Airtel. But they will be able to receive calls.
The partial disconnection, however, will allow in-bound calls to the Glo-mobile network, it added.
The NCC said that the disconnection will subsist until otherwise determined by the Commission.

Electricity Generation Companies (GenCos), comprising gas-fired and hydro stations, say they could not generate 1,631.5 megawatts of electricity on Saturday due to unavailability of gas.

This is contained in a daily energy report by the advisory power team, office of the vice-president, a copy of which was obtained by NAN in Abuja on Sunday.

The report said 0 megawatts of electricity was not generated due to unavailability of transmission infrastructure during the period.

Similarly, it said 3,258.5 megawatts were not generated due to high frequency resulting from unavailability of distribution infrastructure.

The report, however, said the GenCos released an average of 3,349 MegaWatts/hour of electricity into the national grid on Saturday.

It said the electricity sent out by the GenCos was down by 16.77 megawatts from the 3,365 released on Friday.




The report said zero (0) megawatts was recorded as losses due to water management procedures.

The report revealed that the power sector lost an estimated N2.34 billion on Saturday due to insufficient gas supply, distribution and transmission infrastructure.

On sector reform/activities, it said that the dominant constraint for Saturday was high frequency resulting from unavailability of distribution infrastructure.


The report said that the peak generation attained on Saturday was 4,093.4 megawatts.

Insurers urge customs to search for importers with fake policy


To further deepen insurance penetration in the nation’s economy in the country, insurers, the banking sector and other relevant stakeholders are in talks on how underwriters can realise additional N270 billion yearly premium income from importations at the gateway.


An analysis by The Guardian showed that if the proposed plan materialises, it will ensure that about 45 million cargoes coming into the country through Nigeria’s seaports on yearly basis have genuine marine cargo insurance certificates.


Cargo insurance, a type of marine insurance, is underwritten on the Institute Cargo Clauses, with coverage on an A, B, or C basis, with A having the widest cover and C the most restricted.
With marine cargo insurance not part of the compulsory insurances, importers have been negligent about insuring their cargoes, with sources in insurance sector putting the number of cargoes with genuine insurance coverage at about 40 per cent of the entire cargo throughput entering the ports yearly.

This leaves 60 per cent, translating to about 27 million cargoes that were either not insured or parading fake insurance certificates, as racketeers flood seaports and major centres where shipping activities are carried out, thereby making billions of Naira yearly from their shady deals.
And with the Customs relaxed on checking insurance certificates, importers were only procuring insurance cover when they felt it was necessary.
The Nigerian Ports Authority (NPA) had earlier disclosed that 45.1 million cargo throughput came into the country’s seaports in 2018, while 43 million cargo throughput were recorded in 2016 and 2017 respectively.
The Guardian gathered that cargo insurance is classified into three categories- ICC ‘A’, which has the most risk covered, while ICC ‘B’ and ICC ‘C’ have less insurance coverage. An importer is expected to choose the one best suits the purpose.


Although, there is no fixed premium for marine cargo insurance, as the price is determined by some factors, mainly the worth of the goods in a cargo, findings showed that the least valued cargo is worth N5 million. The insurer demands 0.2 per cent of the N5million, translating to N10,000 premium per cargo.


This means insurance companies in the country continue to lose approximately a minimum of N270 billion from non-purchase of original cargo insurance certificates for 27 million cargoes.
Moreover, some cargoes are worth more, hence, the insurance industry could be losing more than the estimated N270 billion per annum.


For years, the existence of fake marine insurance in the maritime sector is giving insurance operators sleepless nights, while non-insurance of some cargoes by importers remains a challenge for revenue generation of insurance companies.
Investigations also show that the fake insurers issue fake marine certificates to customers at major centres where shipping activities are carried out across the country.


Further findings reveal that one can get a fake Insurance Cargo Clause ( ICC) “C” marine insurance cover, which is the minimum marine cover, for N2,500 notwithstanding the Insurance value.


It was learnt that most of these fake certificates bear the names and logos of registered insurance companies, even though these insurers knew nothing about these dirty deals, others use fake names to cajole the unsuspecting importers, as these policies were being sold at a cheap price.


But all these are expected to change with the launch of the new platform that would ensure no cargo carries fake insurance or remain uninsured.
To realise this ambition, insurance companies, under the auspices of the Nigerian Insurers Association (NIA), are already working on a unified platform, specifically for marine insurance cover.
The platform, when operational, will be the only platform to which Customs will be using to check the genuineness of any marine insurance certificates, including cargo insurance.


The new platform is also expected to link several relevant platforms, such as that of the Central Bank of Nigeria and Customs, thereby, increasing the premium income of the Nigerian insurance industry as well as the contribution of the sector to the nation’s Gross Domestic Product (GDP).


While market observers see this as good ideas, because racketeers are reaping from where they did not sow, they expect improvement in business inflow from the marine sector just as the Nigerian Insurance Industry Database (NIID) platform leads to increase in purchase of genuine motor insurance certificates.
When questioned by The Guardian on the development, the Director-General, NIA, Mrs. Yetunde Ilori, re-echoed the association’s efforts at exploring CBN-coordinated platform, which also includes Customs, banks and other stakeholders in the marine business generally to boost the sale of genuine marine insurance covers.

She disclosed that a new platform had been developed specifically for this purpose, even as Customs would be using this platform to ascertain the genuineness of any marine insurance certificate, thereby leading to rapid rise in the sale of marine insurance policies.
According to her, “A platform has been developed, just like we have for Motor now, and it is going to be compulsory that Customs would be checking marine policies through the platform. Once we propose and the banks and every stakeholder buy into it, we will launch.


“The industry is not getting much from marine insurance business now because it is not compulsory and nobody is checking it, but when this platform becomes operational; the banks, where importers get their Form M, and Customs are using it, marine insurance uptake will grow since various agencies are now involved in enforcement.”
Explained the reason for fake insurance at Nigerian ports, the Past Commissioner for Insurance, Alhaji Mohammed Kari, had, during his tenure, said the Customs still has problems with marine insurance.


Most of the insurance covers that are taken to cover imports into Nigeria, according to him, are expected to be insured by Nigerian insurance operators, but unfortunately, the Customs Service does not have the facility to identify fake insurances.

On Sunday, been October 20, MTN Nigeria sent messages to all its subscribers nationwide saying, it was going to start charging #4.00 per transaction for Unstructured Supplementary Service Data (USSD) used for banking service.

However, the attention of the federal government has been drawn to the matter, reacting in a press release, the federal government through the Ministry of Communication and the office of the Honourable Minister of Communication, Dr Isa Pantimi ordered the Nigeria Communications Commission to stop such arrangement with immediate effect until the he is properly briefed about such charges.

The minister gave the advice at a meeting with NCC management on the progress made in the implementation of the Short-Term Performance targets set for it.

The minister lamented by saying that '' “with the prevailing high cost of data in Nigeria, the citizens still do not enjoy value for money as subscribers’ battle daily with illegal deduction of data, poor Quality of Service (QoS), among others.”

Dr Isa Pantimi reminded NCC that one of their main job as communication regulator in the country, is to protect the interest of Nigerians and disengage all irregularities and unprofessionalism.

The Minister has however told Nigerians that the federal government will get to the root of the matter and ensure a better decision that will benefit mostly Nigerians.

The Minister's attention has also been drawn about how other network providers charges them unjustly, such as Airtel which charges between #50.00 to #52.00 among other network providers.

Court reviews Omoyele Sowore's bail condition from N100 million to N50 million

The Federal High Court in Abuja today heard Omoyele Sowore's application for bail variation.  
Sowore, who was arraigned on a four-count charge ranging from insulting President Muhammadu Buhari to money laundering, was given bail condition of paying N150 million and had his movement restricted to Abuja.  
 
Femi Falana (SAN), who is representing Sowore, had described the conditions attached to his bail as “stringent”.
 
After the hearing, Justice Ijeoma Ojukwu has now varied Omoyele Sowore and Olawale Bakare's bail conditions.
 
According to a report by SaharaReporters, Justice Ojukwu said she found it difficult to believe a man of Sowore's pedigree did not have anyone to deposit N50 million.
 
Hence, Sowore bail condition was reviewed from N100 million to N50 million and the 50 security deposits was also removed while Olawale Bakare's bail was reviewed from N50 million to N20 million.
 
The case was adjourned until November 6 and 7

An accident victim has died after being allegedly rejected by a hospital in Abuja.
 
The victim was involved in a car accident in front of a hospital along Gado Nasko road in the Phase 4 Axis opposite Nadrem Emporium in Kubwa, Abuja. 
 
The victim was rushed into the hospital but they allegedly rejected him. He died eventually.
 
Now, Twitter users are calling for actions to be taken against the hospital.

A Jos-based Pastor and former Executive Secretary of Nigeria National Missions Movement, Gideon Para-Mallam has alleged that President Buhari is yet to reach out to Nathan Sharibu, father of Leah Sharibu who was kidnapped alongside 111 female students of Government Girls Science and Technical Secondary School, Dapchi in 2018. 
 
Gideon who added that Leah's abduction has been politicized by different groups in Nigeria, questioned President Buhari's humanity in a statement he released on Sunday October 20.
 
TheCable reported that he further disclosed that Leah Sharibu's family has been in agony since she was kidnapped and kept back by Boko Haram terrorists because she refused demands to renounce her Christian faith and convert to Islam.

A school in India has apologized after photos emerged of students wearing cardboard boxes on their heads during an exam to prevent cheating.  
 
The Bhagat Pre-University College in Haveri, in India's southwestern Karnataka state, implemented a trial run of the new measure last week, according to school management head M.B. Sateesh.
 
A staff member photographed the students sitting in neat rows, their heads obscured by cardboard boxes. The front of the boxes had been cut out, allowing students to see their desks and exam sheets but restricting their vision, similar to blinkers used on a horse.

The photos were posted on Facebook by a staff member and promptly went viral but it didn't take long for the school to start facing widespread criticism on social media.
 
Even government officials weighed in. Suresh Kumar, the state education minister, said in a tweet that the school's practice was "unacceptable. Nobody has any right to treat anybody more so students like animals. This (perversion) will be dealt with aptly."
 
The school has now provided authorities with a written explanation of the trial and an apology, Sateesh said.

Community petitions Commissioner over alleged killing of 32-year-old man by policemen

Members of Sepeteri Community in Saki East Local Government Area of Oyo State have petitioned the Commissioner of Police, Mr. Shina Olukolu to investigate extrajudicial killing of an indigene of the town, Mr Jimoh Abdul Lateef.
DAILY POST gathered that Lateef of Agoro compound was allegedly killed on Wednesday, October 16, 2019 by some policemen in the town.
The incident, it was gathered threw the entire community into mourning mood as youths of the community were prevailed upon by the elders not to take laws into their hands in their bid to protest the killing.
The community has, however, petitioned the police commissioner, urging him to investigate the matter and bring the erring officers to book.
The community according to a letter written by its counsel, A.Y. Aderogba, entitled, “A call for investigation of extrajudicial killing of Mr Jimoh Abdul Lateef of Agoro compound, Sepeteri” request the police identify officers responsible for the dastardly act and prosecute them for murder.
Giving the details of the incident that led to the death of Lateef, the counsel stated that the 32-year-old was killed on his way to his place of work at a Gabri processing factory at Obatule Akoto area, of Sepeteri.
According to the letter, “Lateef who was riding on his motorcycle was shot and taken away by members of Nigeria Police Force”, with his father, Mr Jimoh Adio, rushed to the scene and find his son in a pool of blood wriggling in pain ok the ground.
It further informed that, “The Divisional Police officer in Ago-Amodu was immediately contacted who deny that the officers were not from his division. The matter was also reported to the leadership of Sepeteri community. The search party eventually got wind that the police that shot Lateef are from Igbeti.”
According to the letter the leaders of the community in their quest to get to the root of the matter discovered that the victim was taken to a local herbalist to extract bullet from him, but died in the process while his remains, “were deposited at the General hospital Igbeti, but were not allowed to see the corpse.”
The lawyer who described Lateef, “as a responsible, law-abiding and gainfully employed person with no criminal record whose life was cut short by trigger happy policemen has left his family in great pain, his wife widowed and his children orphaned.”
The elders through the letter called on the commissioner of Police, “as a matter of urgency direct through investigations of this case with a view to identify the policemen responsible for the extrajudicial killing and prosecute them for murder while they pursue civil remedy against the Nigeria Police Force.”
But, the Public Relations Officer (PRO), of the state Police command, Mr. Olugbega Fadeyi when contacted said that the state command has set up an investigation panel to look into the matter.
“Yes, I am aware. But as at now, I can’t say anything on the matter. There is an investigation panel that has been set up to look into the matter.
“The Deputy Commissioner of Police has gone there to ascertain what happened.
“But, I can’t say that this is the outcome because the investigation is ongoing. The command is investigating the matter. For now, I can’t say this is what happened or the outcome until the investigation is concluded.”
