APC chieftain, Bola Tinubu trended on Twitter yesterday October 27, and this was largely because of an article written about him by publisher, Dele Momodu.
 
Momodu in the article gave reasons Tinubu, a former governor of Lagos state and national leader of APC, is eminently qualified to run for president in 2023.
Momodu in his article, said Tinubu like Buhari and every other Nigerian is not a saint.  According to him, he would have wanted a younger person to run for President in 2023 but most of the young people who have been given an opportunity in politics have not justified the noise about “not too young to rule,” by ruling 'senselessly and recklessly'.

I have followed his trajectory for close to three decades. His story is a stuff of fairy tales. All those who have disparaged, derided, denigrated and despised him have not been able to bring him down, despite their monumental efforts to achieve this. When you think he is supine, broken and out, he rises, like the Black onyx and soars again. I witnessed this, live and direct, during our exile days. Many times, we all felt down and out but Tinubu’s passion and influence re-engineered things and made us redouble our efforts. The reason is simple. Tinubu has an uncommon audacity. I believe his bravery has taken him beyond his own imagination. A man who has survived too many tribulations like him cannot be an ordinary soul. God must love him dearly and extraordinarily. He has fought many battles that he won, spectacularly. He is naturally smart and adequately fearless. A mutual friend once told a few of us that he is very sure Tinubu would still take the risk even if you say a particular venture will kill him. He has such  kamikaze instincts. You can’t go far in life, if you’re too squeamish and Tinubu is a living proof that courage conquers all.
 
It is wrong to say Tinubu has no right to run for the Presidency in 2023. Who are those who will run if he does not? How are they better? What qualifies them to run that disqualifies him from running? Yes, I may prefer younger people to take over but many of them we have seen have not justified the noise about “not too young to rule,” by ruling senselessly and recklessly. The Academic Staff Union of Universities will today, October 28th meet with the leadership of the National Assembly as part of its battle against the controversial Integrated Payroll and Personnel Information System.
 
According to reports, the meeting would be held behind closed doors as a source told newsmen in Abuja that, “It has been confirmed that the ASUU leadership will meet the leadership of the National Assembly on Monday. The meeting will centre on the ongoing face-off between ASUU and the Federal Government over the IPPIS saga.”  
 
President Buhari, had during the 2020 budget presentation at the National Assembly on October 8, ordered that all public sector workers must register for the IPPIS to save cost and fight corruption by blocking leakages in the Federal Government’s salary payment structure.  
 
However, ASUU had last week opposed the President’s directive, saying the IPPIS negated the law on university autonomy.  The Accountant-General of the Federation, Alhaji Ahmed Idris, who faulted  ASUU, said the union’s position was an open endorsement of corruption.
 
The Special Adviser to the Senate President on Media and Publicity, Ola Awoniyi, on Sunday confirmed ASUU’s meeting with the National Assembly leadership. He said the meeting would hold at 11am in his principal’s conference room.  Awoniyi in a WhatsApp message to one of our correspondents, wrote, “The Academic Staff Union of Universities will meet His Excellency, the Senate President, on Monday at Meeting Room 301 by 11am.”    
 
ASUU National President, Prof. Biodun Ogunyemi, also confirmed the meeting, but declined to provide details of demands the union would table before the Senate President. “The most important thing is that we are meeting tomorrow (Monday). We want to discuss the Nigerian education generally. All issues (including the IPPIS) will be touched. I think that is enough,” the ASUU president noted.

RHAPSODY OF REALITIES

MONDAY, 28TH OCTOBER.

EFFULGENCE OF HIS GLORY


Herein is our love made perfect, that we may have boldness in the day of judgment: because as he is, so are we in this world (1 John 4:17).

Jesus Christ is the effulgence of the Father’s glory; the express image of His Person (Hebrews 1:3). And that’s exactly what He’s made us; we’re the effulgence of His glory, for as He is—the glory of the Father—so are we in this world (1 John 4:17).

Jesus said, “And the glory which thou gavest me I have given them; that they may be one, even as we are one” (John 17:22). This is extraordinary. If only you’d live with this consciousness every day! 2 Corinthians 3:18 explains it some more: “But we all, with open face beholding as in a glass the glory of the Lord, are changed into the same image from glory to glory, even as by the Spirit of the Lord.”

A mirror reflects whatever is set before it and the Word of God is a mirror. The image of you that it reflects is called “the glory of God.” What we read in John 17:22 is God holding up His mirror for you to see that you’re a partaker of His glory.

When Jesus walked the earth, He walked gloriously. He lived and manifested the glory of God. He walked on water, talked to the wind and the waves, unstopped deaf ears, opened blind eyes, healed lame legs, restored maimed limbs, and even raised the dead. We have the same ability within us to function likewise, because the same Holy Spirit that was the power and essence of Jesus lives in us today.

This has effectively removed you from the class of ordinary men; you’re an associate of the God-kind. God chose you to be the one to show forth His praises and manifest His glory in the earth: “But ye are a chosen generation, a royal priesthood, an holy nation, a peculiar people; that ye should shew forth the praises of him who hath called you out of darkness into his marvellous light” (1 Peter 2:9).

PRAYER

Dear Father, I thank you for your glory in my life. I affirm that my life is the manifestation of your wisdom and grace, and your righteousness is revealed and evident in me. You’ve made me a light in a dark world, and my light shines everywhere. I impact my world with your righteousness, wisdom, and love, today and always, in Jesus’ Name. Amen.

Police arrest three suspected members of a child stealing syndicate, rescue two stolen kids in Anambra State

The Anambra State police command have arrested three women suspected to be members of a child stealing syndicate in the state and also rescued two male kids allegedly abducted by the suspects.
 
Confirming their arrest, the State Police Public Relations Officer, Haruna Mohammed, said the suspects were intercepted at the Nkpor market/Tarzan junction with two male kids aged two and four respectively.

Quote:He further said, “They could neither give a satisfactory explanation about the children nor where they got them. Case is under investigation after which suspects would be charged to court for prosecution.”
The Commissioner of Police, John B. Abang, has urged parents whose children got missing and fall within the said age bracket, to report at the PPRO’s office at the state command headquarters, Awka, for proper identification and collection of their children.

On Saturday October 26, a man who was in the Catholic Priesthood for 25 years reportedly walked down the aisle with his bride in Kaduna state.
 
The former Catholic Priest of 25 years said to be a Veritas University History and International Relations lecturer was identified as Mike Boni Bazza, and he reportedly said 'I Do' to his beautiful bride Ratilla Ussa in a wedding ceremony which was attended by family, friends and loved ones.

Two-storey building collapses in Jos

A near-tragic incident occurred in the late hours of today October 27, as a two-storey building collapsed at Butcher line, Jos north local government area of Plateau State. 
 
No life was lost after the building which belongs to one Muhammad Kyauta collapsed. He told Daily Trust that he was grateful no one was injured as members of his family were in another section of the house when the incident occurred. 
 
It was however gathered that a woman was rushed to hospital after her blood pressure rose due to trauma as confirmed by Ibrahim Aliyu whose house was squashed by the collapsed building. 
 
This is reportedly the third building to collapse in Jos North local government area in four months.

A group under the aegis of concerned Nigerians had submitted the petition to the EFCC asking it to probe the bullion vans sighted in the residence of the APC leader on the eve of the 2019 elections.

The petition dated October 25 was signed by activist, Com. Deji Adeyanju on behalf of concerned Nigerians and two other activists – Ariyo Dare Atoye and Adebayo Raphael.

It would be recalled that a picture of two bullion vans entering Tinubu’s residence on the eve of the election had gone viral even as Tinubu claimed the money belonged to him.
Some Nigerians had taken on the EFCC for not probing the bullion vans despite the outcry trailing the movement of huge cash.

But the acting Chairman of the commission, Ibrahim Magu, had said the EFCC would probe Tinubu if it received petition to that effect.
It was on this basis that Adeyanju and his colleagues submitted the petition to the commission in response to the challenge by the Chairman.

Daily Trust learnt that the development has caused panic in the camp of the APC leader with his followers and supporters wondering if the EFCC would go after their leader.

However the APC spokesperson in Lagos, Hon. Abiodun Salami in a chat with our correspondent dismissed the petition, challenging them to come up with proof that Asiwaju had stolen any money.

He said, “Let them come up with the proof. The man is a private citizen and he has been out of government for the past 12 years. If he has decided to spend his money on his party, how is that a problem? Let them come up with a proof that somebody’s money is missing.”

Adeyanju had while submitting the petition said, Speaking shortly after submitting the petition said, “I have decided to take up your challenge after you called for a petition through your social media account on Twitter.”

President Muhammadu Buhari will depart Abuja on Monday for Riyadh, the Kingdom of Saudi Arabia, to attend the third edition of the Future Investment Initiative (FII).

Malam Garba Shehu, the President’s spokesman who disclosed this in a statement in Abuja on Sunday said that event was organised by Saudi’s Public Investment Fund (PIF).

Shehu said the event themed, `What’s Next for Global Business?’ will hold from Oct. 29 to Oct. 31, and would focus on three key pillars: Sustainable Future, Technology for Good and Advanced Society.

Shehu said the three-day event would be held under the patronage of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz of Saudi Arabia and chaired by Crown Prince Mohammed bin Salman bin Abdulaziz.

The Crown Prince is also the Deputy Premier, Chairman of the Council of Economic and Development Affairs and PIF.

”Given the increased investor confidence in Nigeria’s economy, President Buhari will use the occasion to speak about the economic opportunities that abound in Nigeria, the effectiveness of his administration’s policies to improve the business environment and invite investors to the country.

”It is noteworthy that the total value of capital inflow into Nigeria increased from 12 billion dollars in the first half-year of 2018 to 14 billion dollars for the same period in 2019,” the presidential aide stated.

According to Shehu, the Nigerian delegation will leverage on the resources in Saudi’s PIF, which aims at becoming one of the largest and most impact sovereign wealth funds in the world.

The delegation, he further stated, would seek foreign investments in critical projects in the country’s oil and gas sector, particularly the Ajaokuta-Kaduna-Kano (AKK) gas Pipeline – the 614 km-long natural gas pipeline currently being developed by the Nigerian National Petroleum Corporation.

”Nigerian officials will also take advantage of the summit to accelerate discussions on the planned interest of the Saudi Oil Company, Aramco, to revamp Nigeria’s refineries and new investments in the oil and gas sector,” he said.

According to the organisers, the high-profile conference has proven to be a substantial international platform for expert-led debate among investors, innovators and governments as well as economic leaders, with the power to shape the future of global investment, since it was launched in 2017.

The conference is focused on utilizing investment to drive growth opportunities, enable innovation and disruptive technologies, and address global challenges.

More than 4,000 delegates from over 90 countries are expected to participate in the FII 2019, which will also host 12 workshops on different topics including cities, energy, climate, health, data, mobility, food, travel, sports, shopping and youth.

The President, according to Shehu, will be accompanied by Governors Babagana Zulum of Borno State, Abubakar Bagudu of Kebbi and Aminu Masari of Katsina State.

Also on the entourage are, Minister of State, Foreign Affairs, Zubairu Dada, Minister of Industry, Trade and Investment, Niyi Adebayo, Minister of State, Petroleum Resources, Timipre Sylva and Minister of Communications, Ibrahim Pantami.

Others include the National Security Adviser, Major General Babagana Monguno (rtd), Director-General, National Intelligence Agency, Ambassador Ahmed Rufa’i Abubakar, and the Group Managing Director, Nigerian National Petroleum Corporation (NNPC), Mele Kolo Kyari.

Shehu stated that, after the investors’ conference in Riyadh, President Buhari would proceed to Makkah, accompanied by close personal aides, to perform the Umrah (lesser pilgrimage) before returning to Abuja.

  NEITI: Nigeria Earned N52.75 Billion From Solid Minerals In 2017

The Nigeria Extractive Industries Transparency Initiative (NEITI) in its latest report released in Abuja on Sunday reveals that the solid Minerals sector contributed N52.75 billion to the federation revenue in 2017.

The figure was a 21% increase on the N43.22 billion contributed by the sector in 2016.

NEITI says the information and data sprang from an independent reconciliation of company payments and government receipts in the sector.

From the sector’s total revenue contribution of N52.75 billion, payments to the Federal Inland Revenue Service (FIRS) accounted for N49.162 billion, which is about 93% of the total revenues realised during the period under review. Payments to the Mines Inspectorate Department (MID) and Mining Cadastre Office (MCO) amounted to N1.59 billion and N2.08 billion, or about 3% and 4%, respectively, of the total revenue from the sector.

NEITI, however, noted that “except for revenue from MID, there was significant increase in revenue from all other streams” in 2017.

Amedu Onekpe & Co, an accounting and auditing firm, conducted the 2017 solid minerals audit for NEITI.

While underlining the importance of a comprehensive action plan to shift attention from oil to the development of the solid minerals sector in the face of dwindling oil revenue, the report noted the significant reforms and development in the sector. Some of them include:

— Increased funding to the sector from various sources from N1billion in 2015 to N7 billion in 2017;
— Approval of ₦30 billion ($100 million) as intervention fund to facilitate exploration projects towards the much-needed geosciences data and other regulatory framework;
— N5 billion support fund launched by the Bank of Industry for small-scale miners at 5% interest rate;
— A $150 million loan secured from the World Bank for the Mineral Sector Support for Economic Diversification Project (MinDiver) which became operational in 2017;
— Inauguration of a project delivery team (PDT) to invigorate the coal sub-sector and concession of coal blocks of the Nigerian Coal Corporation as part of MMSD’s contribution to the energy policy in other to increase the contribution of coal power plants to 30% of the nation’s electricity by 2020;
— Discoveries of some mineral deposits in 14 states have led to an appreciation in Nigeria’s limestone resource base from 2.3 billion tonnes to 10.6 billion tonnes making Nigeria sufficient in cement production;
— An estimated 4.8 billion tonnes of Marble was found in the FCT, Nasarawa, Ondo, Edo, Oyo, Kogi, Kwara, Niger and Kebbi states;
— Engagement of M/S Fugro by MMSD to carry out aeromagnetic survey covering various mineral deposits across the country with discoveries made on the existence of base metals in Ebonyi State, gold in Osun and Kaduna states;
— Acquisition of diamond core drilling rigs and assaying equipment by MMSD for the National Steel Raw Materials Exploration Agency and the Nigeria Geological Survey Agency (NGSA), which would aid gathering of more credible geosciences data;
— The MCO has been decentralized, upgraded and six zonal offices established; the MCO has introduced online mineral title administration to ensure transparency and improved turn-around time in mineral title processing from 45 days to 15 days;
— The strict implementation of the “use it or lose it” provision of the Minerals and Mining Act, 2007 that stipulates the revocation of non-performing or defaulting mineral titles to curtail the activities of speculators.

Eyes Of Lagos gathered that, According to NEITI, “A trend analysis of the revenue flows showed that there has been a very remarkable increase in revenue accruing to the Federation from the solid minerals sector from 2013 to 2017, though 2016 witnessed a decrease of 31.02% compared to 2015.”

Other revenue flows from the solid minerals according to the NEITI report, include sub-national payments. These are direct payments to states and local governments as a result of national laws, contractual obligations or local regulations which are disclosed as unilateral disclosures by the extractive companies.

“The total payment was ₦2.877 billion representing about 5.45% of total government revenue from the sector,” NEITI stated.

On production, the NEITI Solid Minerals Report disclosed that 35.33 million metric tons of minerals valued at N32.78 billion was produced in Nigeria during the same period.

“The production data was based on minerals either used or sold during the year,” the report stated.

A breakdown of the production showed that Limestone, Granite and Laterite accounted for 85.72% of the total minerals produced with Limestone alone contributing about 55% of the production volumes. However, in value terms, Granite and Limestone contributed 37.28% and 35.57%, respectively.

On state-by-state contribution, the report highlighted that Ogun State produced the highest quantity of minerals in terms of both volume and value.

“The state accounted for over one-third of total production quantity and 23% of the total minerals production value. The contributions by Ogun and Kogi states put together accounted for over half of the total production quantity.”

A further analysis showed that the two states led in Limestone as major minerals produced in the states. However, in terms of production value, Ogun, FCT and Kogi states accounted for 23%, 20% and 18%, respectively.

A review of minerals production by states also shows that with the exception of the Federal Capital Territory, there was a material decline in states production in terms of both quantity and value. Total production quantity decreased from 41.87 million metric tons valued at N34.09 billion in 2016 to 35.33 million metric tons valued at N32.78 billion in 2017. The figure represented a decline of 15.64% in production volumes and 3.83% in production value in 2017.

The NEITI 2017 Solid Minerals report also revealed that Dangote Cement dominated activities in minerals production in 2017. The company alone was responsible for about 46% of the total minerals production that year. Other big players in the sector included Lafarge Cement Plc., CGC Nigeria Limited and Julius Berger Plc.

“The four companies produced over 27 million tons of minerals, representing 77.31% of the total minerals production quantity and over 60% of the production value,” the report says.

The sector’s contribution to employment in 2017 was about 0.3% of Nigeria’s total employment, same as the figure recorded in 2016. The report also affirmed that artisanal and small-scale miners currently dominate the sector.

On the solid mineral sector’s contribution to exports, the NEITI report stated that about 16.34 million metric tons of minerals valued at $29.90 million was exported in 2017.

According to the report, “Nigeria’s total export was about ₦13.60 trillion with solid minerals contributing N77.23 billion or 0.57% of total export in 2017.”

The trend analysis shows that in 2015, solid minerals export was N1.94 billion. This witnessed a geometric leap to N11.16 billion in 2016 and an equally impressive figure of N77.23 billion in 2017. This is an indication that the solid minerals sector is steadily contributing to the federation’s export earnings but requires greater government attention.

The report also disclosed, “5he major destination of Nigeria’s export during the year under review is China. The country accounted for 68% of the total export value during the year”.

Other destinations are Malaysia, Vietnam and India. The report, however, observed that export data received from the Nigerian Customs Service (NCS) include minerals that were not captured in the production data provided by the MID as well as inconsistency in FOB value of minerals.

Eyes Of Lagos gathered that, The report also contains comprehensive information and data on how many licenses were issued as well as gross revenues that accrued to the federation account from both oil and non-oil sources for the year 2017.

It asserted that while Nigeria’s gross revenues stood at ₦7.35 trillion, revenues specifically from the solid minerals sector represented only about 0.05%. The report explained that the absence of an industry-specific fiscal regime made it difficult to tie revenue flows from the solid minerals industry to the federation account. According to the report, the development equally affected efforts at quantifying the contribution of the solid minerals sector to Nigeria’s GDP, which presently stands at current basic price of ₦113.72 trillion. The report however highlighted that the sector’s contribution to GDP was an abysmal 0.11%, which showed a decline of 0.01% and 0.02% from the data of 0.12% in 2015, and 0.13% in 2016.

The report further explained that out of 1,072 entities covered by the exercise, only transactions by 59 companies were reconciled. These 59 companies accounted for over 86% of the total royalty payments made by the sector in 2017. Royalties paid by fifty-nine (59) companies in 2017 was N1.3billion as against the N1.4 billion paid by fifty-six (56) companies in 2016 resulting in a decrease of about 7.7% in revenue. This may be an indication of lower investment in mining activities in 2017.

On payouts to the federating units from solid minerals revenue, NEITI stated that the last distribution of solid minerals accumulated royalties occurred in July 2016, when the sum of ₦9.92 billion was distributed by FAAC.

“The accumulated balance in the account as at December 31, 2017, was ₦8.54 billion. However, as of April 30, 2019, the accumulated balance in the account increased by 66.4% to ₦14.21 billion,” NEITI explained.

The NEITI report, among its many recommendations, called for closer inter-agency collaboration specifically between Nigeria Customs Service and the Mines Inspectorate Department in revenue collection and management in efforts to develop the industry. The transparency agency reminded companies to provide their annual financial statements as failure to do so would attract sanctions based on the NEITI Act of 2007.

The independent audit of the solid minerals sector is consistent with NEITI’s mandate under the NEITI Act 2007 and in fulfillment of Nigeria’s obligation to the global Extractive Industries Transparency Initiative (EITI) as an implementing country. Data for the report was obtained from extractive industries companies and seven government agencies: the Central Bank of Nigeria, Bureau for Public Enterprises, Mining Cadastral Office, Mines Inspectorate Department, Federal Inland Revenue Service, Nigeria Customs Service and Federation Account Allocation Committee.

IgbereTV reports that on Sunday October 27, the Arewa Youths Consultative Forum (AYCF), reacted to the petition against former Governor of Lagos and APC Chieftain, Bola Tinubu forwarded to the Economic and Financial Crimes Commission (EFCC) by Deji Adeyanju

Deji Adeyanju who is the convener of Concerned Nigerians, on Friday October 25 submitted a petition to the EFCC, asking the EFCC to investigate the former Governor of Lagos over the source of money allegedly conveyed in bullion vans to his residence during the 2019 Presidential election.

But the President General of AYCF, Yerima Shettima who spoke on behalf of the group told Nigerians not to expect Bola Tinubu's prosecution by the EFCC.

Shettima said, "nothing will come out of the investigation because he is an APC member." It’s an allegation and all Tinubu needs is to come forward and make clarifications and I just hope that the so called institution which is the EFCC would do the necessary thing by looking into the issue."

“There is nothing wrong if there is an allegation and somebody is petitioned and there is nothing wrong in Tinubu coming out to make clarifications, there is nothing extraordinary in this matter and I see nothing coming out from this petition especially coming from the quarter it’s coming from."

“Our position on this issue is that even if you are an APC member, nothing will come out of this issue but if you are an enemy, not part of them, then certainly something will come out of it."

ISIL chief Abu Bakr al-Baghdadi killed in Syria, confirms Trump

The US president says al-Baghdadi killed himself by exploding a suicide 'vest' during the US operation in Syria's Idlib.

US President Donald Trump has confirmed the death of ISIL leader Abu Bakr al-Baghdadi in a military operation in Syria's northwest Idlib province, saying the US had "brought the world's number one terrorist leader to justice".

Trump said on Sunday the leader of the Islamic State of Iraq and the Levant (ISIL or ISIS) died after running into a dead-end tunnel in the village of Barisha and ignited an explosive vest during the raid, killing himself along with three of his children. A large number of his companions were also killed in the raid, Trump said during the address at the White House.

Al-Baghdadi's 11 other children were "uninjured", Trump said, and were left under the care of an unnamed third party.

Speaking from the White House's Diplomatic Room, the president said that al-Baghdadi spent his last moments in utter fear and claims that he was "whimpering" and died as "a coward, running and crying".

According to him, the US received immediate and positive identification on the body after an on site DNA test, and that the world is now a much safer place.

"His body was mutilated by the blast. The tunnel had caved in on it in addition. But test results gave certain immediate and totally positive identification. It was him," Trump told reporters.

"The thug who tried so hard to intimidate others spent his last moments in utter fear, in total panic and dread, terrified of the American forces bearing down on him," Trump continued.

No US troops were injured in the operation, the US president said, adding that sensitive information was taken from the compound by US Special Forces.

Trump also warned that al-Baghdadi's successors are now in US "sights".

US withdrawal from Syria
Late on Saturday, Trump had teased a major announcement, posting on Twitter that "Something very big has just happened!" By the morning, he was thanking Russia, Turkey, Syria and Iraq, as well as Kurdish fighters in Syria for their support.

The death of al-Baghdadi marks a significant foreign policy success for Trump, coming at one of the lowest points in his presidency as he is mired in impeachment proceedings.

Commenting on Trump's choice of words, Marwan Bishara, Al Jazeera's senior political analyst, said it was important for the US president to "make clear" to those who follow or might support ISIL that al-Baghdadi is a coward.

"It's a way not only to kill al-Baghdadi physically, but also in terms of whatever memory there is of him … to kill his character," he said.

"Clearly he's going to be selling this point, about how he assassinated and ended the Islamic State and revived the American economy," Bishara noted, referring to the upcoming US elections.

ISIL, which at one point controlled swathes of Syria and Iraq, committed atrocities against religious minorities and were behind attacks in several countries.

Al-Baghdadi became arguably the world's most wanted man, and had a $25m US bounty on his head.

He kept a low public profile in recent years, releasing only sporadic audio recordings. In a recording just last month, he called on members of the group to do all they could to free ISIL prisoners and women held in jails and camps.

That purported audio was his first public statement since last April, when he appeared in a video for the first time in five years. The video included images of the ISIL leader sitting in a white room with three others as he praised Easter Day bombings that killed more than 250 people in Sri Lanka.

Trump's latest announcement comes as the US leader has been on the receiving end of bipartisan criticism in Washington following the recent pullback of US troops from northeastern Syria.

Critics fear that the decision will allow ISIL to regain strength after it had lost vast stretches of territory it had once controlled. But Trump reiterated his position and said his administration was not considering US withdrawal from Syria.

The Turkish Defence ministry said in a statement that Turkey and the US had exchanged information on a US-led raid in Syria's Idlib.

56-year-old Salahudeen Jamiu, pictured above, has been arrested by men of the Ogun state police command for allegedly conducting an abortion that killed a housewife identified as Kehinde Olakitan.
 
A statement from the command's spokesperson, Abimbola Oyeyemi, said the deceased, a mother of four, had gone to Salahudeen's hospital, Mojisola Maternity Clinic, for an abortion without the consent of her husband. During the abortion procedure by the quack doctor, the deceased suffered a medical emergency and died.
 
A friend of hers, Dupe Odebunmi, who went with her to the hospital, alerted her husband, informing him that his wife was on admission.  However, before he could get to the hospital, the suspect and his accomplices had evacuated Kehinde's body and dumped it at a building near his residence. 
 
Angered by the development, Mr Olakitan filed a complaint at the Onipanu police station which led to a manhunt of the fake doctor and his eventual arrest.
 

Quote:“The Divisional Police Officer (DPO) Onipanu SP Magdalene Adeniji received the complaint and detailed detectives to track the operator of the maternity centre who was on the run at the time.
Their efforts yielded positive result when the suspect was arrested on October 24. He admitted that he carried out abortion on the woman who was brought by Odebunmi and that in the process she died.
“He confessed that he was not a trained medical doctor that he learnt the practice off the street. He also admitted to have dumped the woman’s body near her house pit of fear.
“The corpse has been deposited at the General Hospital Mortuary in Ota for autopsy. The Commissioner of Police Bashir Makama has ordered the transfer of the suspect to homicide section of the State Criminal Investigation and Intelligence Department (SCIID) for proper action.
“The CP also appealed to the public to always patronise qualified health providers whenever the need arises instead of seeking medical assistance from quack.”Oyeyemi said

Isiaka Ayobami pictured above, has been arrested by men of the Lagos state police command for allegedly killing a one year old baby.
 
Bala Elkana, spokesperson of the state police command stated that on Saturday October 26th, one Alhaji Garuba Isiaka of  number 7 Ayo Ijaiye Street reported at the Police Station that on the same date at about 6pm while at Berger, he received a phone call from his younger brother, Alhaji Mohammad Isiaka, that the suspect who resides at number 2 Ayo Ijaiye Street Isheri forcefully seized his one-year-old daughter named Nana Aishat Isiaka from the mother and hit her on the ground.
 
Bala says the baby's head was shattered and she died on the spot.
 
The suspect was almost lynched by angry mobs from the area, if not for the timely intervention of the Police.
 
He will be charged to Court for murder.

The Lagos state police command have arrested 23 year old Deborah Nwachukwu, pictured above, for allegedly stealing a Toyota SUV, two Samsung S10, wrist watch, designer perfume and some cash from one Patrick at MKO street in Ikeja, the state capital.
 
A statement from the state police command spokesperson, Bala Elkana, states that on October 21st, the Ikeja Police Station received a complaint from Patrick that the suspect who is an indigene of Abia State and resides at No 19 Irewale Street, Ipade area, Lagos had on Sunday October 20th, stole from him.
 
According to Patrick, he had invited Deborah to his house to help him clean his apartment. He said he met the suspect at shoprite in Ikeja selling some cleaning products for a company  and they agreed for N20,000 payment for her services.
 
When interrogated, Deborah however added that the invitation was not just for cleaning of the house but for sexual reasons. She said that after having sex, she noticed that Patrick was deep asleep and she quickly took his two phones, wrist watch, designer perfume, some cash and his SUV and escaped from the house after locking him up in the room.
 
A team of detectives, led by the Divisional Police Officer Ikeja, CSP Gbenga Ogunsaki arrested the suspect and recovered the stolen items.
 
The police said the suspect has been charged to Court and remanded in correctional custody.

Pastor Tunde Bakare of the Latter Rain Assembly (LRA) sent out a cryptic jab to "Bourdillon" which is the name of the neighbourhood former Governor of Lagos State, Bola Tinubu's house is situated in Lagos. 
 
During his preaching on Sunday October 27, President Buhari's former running-mate stated that people who say that one is generous after he or she has stolen the money that belongs to a state, are foolish. 
 
Pastor Bakare in his sermon which bordered on the 2023 Presidential election, affirmed that "since democracy began some people have been living larger than life, having jets here and there, having a house in Bourdillon and other places at the expense of the public".  He insisted that Nigerians crucify their heroes and celebrate villains. 
 

Quote:“The eyes of those who see will not be dim. The ears of those who hear will listen. Also, the heart of the rash will understand knowledge and the tongue of the stammerers will be ready to speak plainly,” Bakare said.
“The foolish person would no longer be called generous. You can say ‘so so and so’ has stolen all the money in the state, but he is a very generous man, you are foolish.
“That’s why potholes are killing you, that’s what pools of water… you can’t drive now anymore because what is meant for road has been stolen since democracy began, they are living larger than life having jets here, having jets there, having house in Bourdillon, having house in this place, having house in that place, having house in every place at the expense of the public.
“You will not go without vomiting what you have stolen. Wait, and see. Because a king will reign in righteousness and princess will rule with justice. Unfortunately, Nigeria people, you celebrate your villains and crucify your heroes" he said. 
 
On the flood in Lagos, Pastor Tunde Bakare said; 
 
Quote:“You’re complaining about Flood. Since 1999 the condition of this road for 30 years now since I’ve been here has remained the same. They’ll do patch-patch, join-join, until rain comes and reveal that they have not been right with the people.

As part of efforts to stop the incessant flood recorded in the state, the Lagos state government on Sunday October 27, arrested parents of children caught on camera emptying bags of waste into the drainage channel in front of their houses in the Aboru area of Lagos State.
 
According to a statement released by the state government, the parents of the children will be prosecuted according to the tenets of the law.

Young American couple celebrating their anniversary in Puerto Rico are killed in flood just hours into vacation

A romantic getaway ended in tragedy for two young graduates as Maya Robinson and her boyfriend of four years, Mark Keffer, both aged 22 drowned in the Espiritu Santo River at the El Yunque National Rainforest on October 11. 
 
They were vacationing in Puerto Rico to celebrate their anniversary and their recent graduation from Georgetown University when were tragically killed in a flash flood.
 
The pair had just arrived at their Airbnb apartment in San Juan, and at 8am on October 11, they headed off on the sightseeing tour that they had booked.

Local media reports that later that afternoon, the American tourists found themselves stranded by the floodwaters and could not escape. Their guide, Pradip Álvarez Astacio, managed to survive and reported them missing. Following a search, the bodies of Robinson and Keffer were recovered from the river.
 
Robinson was an only child in her family. Her mother, Duana Hamilton, said she does not know what to do now that her daughter, who has been her best friend for the last 22 years, is gone.
 
She said : 'It hurts that someone so good is gone, I just don't understand it.’

Robinson and Keffer met and fell in love during their freshman year at Georgetown, where she majored in math and computer science, and he in psychology and art.
 
Everyone who knew the college sweethearts described them as being inseparable from the moment they bumped into one another in an elevator during freshman orientation week.

The Economic and Financial Crimes Commission (EFCC) has so far interrogated about 50 people as it revs up its probe of the alleged $9billion power project scandal, The Nation gathered last night.

Top on the list of the interrogees are contractors and top government officials including a Permanent Secretary, functionaries of the Niger Delta Power Holding Company (NDPHC) and those of the Transmission Company of Nigeria (TCN).

Fresh revelations from the probe paint a picture of how contractors and top officials of the NDPHC feasted on about $8.5billion spent on the power project.

Contractors are alleged to have collected huge cash upfront for some projects without doing anything while NDPHC officials hijacked funds meant for compensation to host communities of the projects.

The officials also took humongous bribe sums from many contractors which they allegedly paid into their personal accounts.

Already, the EFCC has traced about N1.5billion to the accounts of an official of NDPHC.
The suspect, who is currently hospitalized, was said to be in charge of paying the compensation which was eventually diverted.

The suspect, according to sources, prostrated before EFCC detectives, and opened up on the list of top directors that benefitted from the cash in his accounts
.
Although some of the NDPHC directors have retired, the EFCC is already going after them.
Besides, the EFCC has grilled officials of three of the four firms so far short listed for investigation on the matter.

The companies are Pivot Engineering Company Limited, Hiquado Limited and Chris-Ejik International Agencies Limited.

The EFCC has summoned the Chairman of Rockson Engineering Company Limited, Mr. Joseph Arumemi Ikhide, whose company got about $2billion of the votes for the power project with only about 40per cent job done.
Ikhide has written to the EFCC saying he has a cardiac challenge.

Investigation by our correspondent revealed that although the power probe started about 10 years ago, this is the first time the anti-graft commission has recorded a breakthrough.

Some of the shock findings by detectives border on alleged refurbishing of existing transmission lines after money has been collected for new ones; massive diversion of project funds; outright non-implementation of projects;
The intensity of the probe has made some government officials taking pre-emptive steps to resign or retire.

Some contractors have also volunteered to refund some funds.

A brief obtained by The Nation reads in part: “Based on project status report, we have so far closed in on four companies including Pivot Engineering Company Limited, Hiquado Limited, Chris-Ejik International Agencies Limited and Rockson Engineering Company Limited.

“As for Pivot Engineering Company Limited, it collected the following: N2, 636,660, 463.21 and $31.518, 868.15(Ihovbo Sub-station; N452, 935,050.58 and $5,588,738.16(Ihiala Line Bay Extension). On Ihovbo projects, out of five lots, it completed four remaining one. But at Ihiala axis, out of three projects, one was about 40% completed, another at 20%completion stage and the third at 0%.

“As for Chris-Ejik, it handled Obudu new Sub-Station with 35 % of the job done after being paid N1, 034,292,598.52 and $4,945,087.16. The company complained of Way Leave problem. The same company collected N500million for Lot Trx (Lekki-Ajah /Ota-Ogba-Papalanto. Nothing was done by our investigation but the onus is on the company to come up with proof

“Regarding Hiquado Limited, it executed Ikot Abasi new Sub-Station, Adiabo Sub-Station and Calabar Sub-Station. It got paid as follows: Ikot Abasi( N4,485,695,913.93 and $59,317,649.31) ; Adiabo( N893, 281,533.80 and $7, 811,597.26. The company did well in these two sub-stations. At Ikot Abasi, the company bought materials but could not use because of the existing lines. All the materials will be used.

“But for Calabar EPZ Sub-Station, the completion rate was at 35% because of erosion challenge. The materials were bought but the environmental challenge affected the project. Although these materials had been vandalized, Hiquado Limited has approached the NDPHC to refund the cost of the materials to the agency.”

The EFCC however said Rockson Engineering Company Limited, which received a huge chunk of power project cash (allegedly about $1.5b-$2b) has not gone beyond 30-40 % in the projects it won.

It said all attempts to interact with Chairman of Rockson Engineering Construction Limited, Mr. Joseph Arumemi Ikhide, has failed.

Ikhide’s last contact with the EFCC was on September 26th, 2019 through his lawyer, Mr. Babajide Koku (SAN) claiming that he is abroad for medical treatment.

Notwithstanding, the EFCC insisted that Rockson Engineering has to account for about $1.5billion to $2billion.

The agency’s brief said: “Rockson Engineering Company Limited was the only company awarded both power generation and transmission contracts.

“In respect of generation, the company collected these payments for gas turbines for the following plants: Egbema ( $146, 398,039.39 and N2,097,601,956.89); Gbarain($171,322,997,87 and N2,788, 607,806.23); Omoku ($184,365, 659.02) and N3, 009, 617,903.88); and Alaoji ($752, 940,405.97 and N1, 999, 208, 968.16). Altogether, Rockson has executed about 40% of the generation contracts.”

“Concerning transmission projects managed by Rockson Engineering, it was paid $24, 908, 235.85 and N6,126, 615,461. 05 for Owerri-Alaoji-Omoku-Egbema and Ihiala-Nnewi-Onitsha. All the jobs done were not up to 30%.

“From investigation, it was discovered that part of the cash paid to Rockson Engineering Company Limited was channeled to Rockson International, of which Ikhide is the chairman, to acquire aircraft for Arik Air which has been taken over by Assets Management Corporation of Nigeria (AMCON).”

As at press time, documents showed that the EFCC has been on the trail of Ikhide for interaction.

In a September 17, 2019 to Ikhide, EFCC said: “The commission is investigating a case in which the need to obtain certain clarifications from your organization becomes imperative.
“In view of the above, you are kindly requested to attend an interview with the undersigned, Abubakar Madaki.”

In a September 26, 2019 response to EFCC’s invitation, Ikhide through his counsel, Mr. Babajide Koku said: “We regret to advise that Sir Joseph Arumemi Ikhide is indisposed and currently undergoing medical treatment abroad as such unable to attend interview as stipulated in your letter.

“We have assured that Sir Joseph Arumemi Ikhide will be available to attend the interview as soon as he is well enough to do so.”

An attached letter from BUPA Cromwell Hospital in London said Ikhide was “presented with severe central chest pain and exertion shortness of breath. He has been advised to complete his cardiac investigation.”

The probe of the $16billion power projects had dominated the nation’s national discourse since 2006 until the EFCC team led by its Acting Chairman, Ibrahim Magu made a breakthrough in the last few weeks.

The anti-graft agency initially closed in on 20 suspects including two former governors and a former chairman of a bank.

But the number of those interrogated has risen to 50 with more high-profile Nigerians on EFCC’s radar.

The list is apart from about 17 companies whose roles in the power contracts will also be investigated.

But those in charge of the projects said only $8.58billion was actually allocated between 2005 and 2018.

The said the breakdown is as follows: $2.2billion from 2005- 2007; $600million in 2008; about $5.37b from 2010/2011 to date; $150m-$200m made available to NNPC by CBN; and about $80million for Ibom Plant.

The $8.58billion was allocated as follows:

*About $4.4billion—Power Plants (5,000MW at less than $1m per Megawatt

*About $2billion for Transmission Lines

*About $1.5billion for 350 distribution projects

*$600million -$700million for gas pipelines

*$80million loan from the Excess Crude Account (ECA) for Ibom Power Plant which resulted in an interest-free debenture.

The Lagos State Police has arrested a 25-year-old thief who abandoned his mission to watch a couple having sex in their apartment at Innocent Amadi Street (Mercy Estate) Baruwa area of Ipaja, Lagos State. 
 
The thief identified as Uchenna Ebube slept off in the process and was nabbed after Mr. Idris Olumo and his wife finished up and met him in their living room by 4a.m. Upon being interrogated, Uchenna said he was at the couple's apartment to steal valuables after gaining entrance through the window. 
 
He was granted bail in the sum of N100,000 with two sureties in like sum, after being arraigned before an Ejigbo Magistrate Court following his arrest by the Police at Ipaja Division,
 
Mr. T.O Shomade, the Presiding Magistrate adjourned the case till Novermber 13 while also ordering that the suspect be remanded in prison custody pending when he perfects his bail conditions.

A peace initiative instituted by the Sokoto State Government has led to 210 repentant bandits laying down their arms and releasing their victims. 
 
The Commissioner for Careers and Security Matters, Sokoto State, Col. Garba Moyi (rtd) who confirmed this said they also recovered 102 arms from the repentant bandits they've been dialoguing with for a long time. 
 
According to him, seven groups of bandits with about 30 members each surrendered after an agreement was reached.

Ahead of the November 16th Governorship election in Kogi State, a delegation led by the deputy governor of the State, Edward Onoja have gifted the traditional ruler of Igala, Dr Michael Ameh-Oboni II, with a white Rolls Royce Phantom.
 
Speaking at the presentation of the car this weekend, the Deputy Governor who also holds the traditional title of Olimene of Attah said, “HRM Attah Igala as King Of the 9th Largest Ethnic Nationality in Nigeria is the  face of the Igala nation and his appearance must show class,royalty and purity".
 
Igala is the largest ethnic group in Kogi state and represents about 45% of voters in the forthcoming governorship election in the state.

Lagos Assembly advertises Ambode's invitation on national newspapers, lists five crimes he committed as governor

Lagos State House of Assembly has issued another invite to former governor, Akinwunmi Ambode as contained in an advert in some national dailies today. 
 
The Assembly wants Ambode to appear before it on Wednesday, October 30th by 1pm. The legislature, in the summons wants the ex-Governor to appear before the Committee of the House to say all he knows about some financial transactions during his tenure between May 29, 2015 and May 29, 2019.
 
The publicized invite entitled: “Notice of summons: Mr. Akinwunmi Ambode (the former Governor of Lagos State), is signed by the Clerk of the House, Mr. A. A. Sanni. It reminds Ambode of the importance of appearing before the Committee to shed light on five-alleged infractions raised by the Assembly.
 
“The Lagos State House of Assembly, pursuant to Section 129 (1)© of the 1999 Constitution of the Federal Republic of Nigeria (as amended) hereby summons His Excellency, Mr. Akinwunmi Ambode, the former Governor of Lagos State (May, 2015 – May, 2019) to appear before the Committee of the House on Wednesday, 30th October, 2019 at the Lateef Jakande Auditorium, Assembly Complex, Alausa, Ikeja by 1.00 p.m.”

NBA reacts to the police detention of a lawyer, Sadiq Kachalla for 13 hours

The Borno chapter of the Nigerian Bar Association (NBA) on Saturday, October 26th condemned the detention of a lawyer, Sadiq Kachalla, by police in Maiduguri.  
 
The Chairman of the association, Muhammad Maigana, described the detention of one of its members as “unconstitutional, unlawful and illegal”.  
 
Maigana disclosed that the lawyer went to the GRA Police Station in Maiduguri metropolis on Friday, to secure the release of his client in detention at the post. He alleged that the lawyer was detained on the orders of the Divisional Police Officer (DPO), Bulama Usaini, for over 13 hours for allegedly engaging the police in a heated argument.  
 
The chairman added that the police denied granting bail to the detained lawyer in spite of pleas by the association.

Quote:“The NBA hereby condemned and detest the practice or action of Mr Usaini; the DPO of GRA Police Station for locking up Sadiq Muhammad Kachalla in his cell for about 13 hours.    
“Lawyers argue to prove case; the saddest thing is that he went to the police station to exercise his fundamental human rights as enshrined in the constitution but ended up in the cell.
“The action contravened Chapter 4, Sections 35 and 36 of the constitution. The branch has taken steps that on Monday we will not go to court rather go to the Police Commissioner to present its grievances.  
“Certainly; we are taking the matter before the court of law and whosoever is behind the action must be dealt with according to the law,” Maigana said.

  FOI: SERAP Seeks Details Of Spending On Failed $460m CCTV, Other Chinese Loans

Socio-Economic Rights and Accountability Project (SERAP) has sent a Freedom of Information (FoI) request to Mrs Zainab Ahmed, Minister of Finance, Budget and National Planning, asking her to “urgently provide information on the total amount of money paid to contractors from the $460 million loan obtained in 2010 from China to fund the apparently failed Abuja Closed-Circuit Television (CCTV) contract, the loan which the Federal Government has continued to re-pay.”

SERAP urged Mrs Ahmed to “disclose specific details of local contractors, if any, that have received funds from the loan for the CCTV contract, reportedly awarded to China’s ZTE Corporation, as well as the implementation status of the project.”

SERAP also sought: “disclosure of details of repayment for other Chinese loans for allegedly failed projects between 1999--2015, the status of any such projects, and details of local and Chinese contractors involved in the projects. We urge you to clarify if the N1.5 billion paid in 2010 for another apparently failed contract to construct the headquarters of the Code of Conduct Bureau is part of another Chinese loan.”

In the FoI request dated 25 October 2019 and signed by SERAP deputy director Kolawole Oluwadare, the organization said: “We are concerned that Nigerians are being made to pay for the Chinese loans for apparently failed projects, and for which they have not benefited in any way, shape or form. Transparency in the spending of Chinese loans is good for everyone, as this would help to increase the effectiveness, legitimacy, and contribution of the loans to the development of public goods and services, and the general public interests.”

SERAP said it would take legal action “if the requested information is not provided to us within 14 days of the receipt and/or publication of this letter.”

SERAP said: “Servicing Chinese loans for failed projects is double jeopardy for Nigerians—they can neither see nor benefit from the projects; yet, they are made to pay both the loans and the accrued interests. The loans should never have been obtained in the first place, as successive governments should have drawn funds from the over $670 million (N241.2 billion) budgeted annually as security votes, but which remain synonymous with official corruption and unaccounted for.”

The organization expressed “concern that the $460 million loan got for the failed Abuja CCTV project and the N1.5 billion for the construction of CCB headquarters, which may be part of another Chinese loan, may have been mismanaged or stolen, and in any case, remain unaccounted for.”

The FoI request read in part: “SERAP is concerned that the allegations of corruption involving the use of the funds and other similar Chinese loans may be responsible for the security challenges confronting Abuja, and the limited capacity of the CCB to discharge its constitutional and statutory mandates to prevent corruption in asset declarations of presidents, vice-presidents, governors, and other public officers, as prescribed by the Nigerian constitution of 1999 (as amended).”

“As trustee of public funds, SERAP contends that your Ministry has a legal duty to disclose details of spending on the $460 million Abuja CCTV project and N1.5 billion for the construction of CCB headquarters, to the beneficiaries (Nigerians) of the trust, if and when called upon to do so. Any failure or refusal to provide the information will also be clearly inconsistent with the letter and spirit of the FoI Act.”

“If the allegations of mismanagement and corruption in the execution of projects for which loans have been obtained from China are true, such allegations will clearly amount to a fundamental breach of national anticorruption laws and the country’s international anticorruption obligations including under the UN Convention against Corruption to which Nigeria is a state party. The facts relating to these serious allegations require your immediate and urgent disclosure and clarifications.”

“As a key agency of government, the Ministry of Finance, Budget and National Planning has a sacred duty to ensure that the country’s loans including those obtained from China are transparently and accountably used solely for the purposes for which the loans are obtained, and for the effective development of public goods and services as well as the general public interests.”

“This implies providing strong leadership in the efforts to curb public sector corruption, and to refer to appropriate anticorruption agencies any allegations of corruption in which any agencies of government and/or contractors may be involved. This leadership is important if the Ministry is to enjoy the public trust and confidence essential for its effectiveness and impact.”

“We would like you to clarify if the N1.5 billion mobilisation fee reportedly paid in September 2010 to contractors for the construction of the headquarters of the CCB in Abuja is part of another loan obtained from China.”

“We are concerned that the CCB building project is still in foundation level several years after payment of N1.5 billion of the total contract fee of N3.5billion. However, the contract was reportedly reviewed in October 2012 from N3.5 billion to N8.7 billion, with the contract agreement signed on February 5, 2013.”

“SERAP notes that the consequences of corruption are felt by citizens on a daily basis. Corruption exposes them to additional costs to pay for health, education and administrative services. Another consequence of corruption is the growing inequality in the country, where the privileged few have access to all public resources, while the vast majority of citizens are deprived of access to public goods and services.”


“Also, corruption undermines economic development of the country, trapping the majority of Nigerians in poverty and depriving them of employment opportunities.”


SERAP therefore urged Mrs Ahmed to:

1. Disclose the total amounts of money, if any, that have been paid/released for the execution of projects for which loans have been obtained from China;

2. Compel the contractors and companies including Chinese companies that have been paid from the loans to go back to sites and urgently complete the projects;

3. Suspend repayment of any Chinese loans until there are specific guarantees by local and Chinese contractors and companies that transparency and accountability will be ensured in the execution of the affected projects;

4. Disclose the amount of interests so far paid on the loans obtained for the project which have allegedly not been fully, properly or satisfactorily executed;

5. Refer any allegations of corruption involving the execution of projects for which loans have been obtained from China to the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) for investigation;

6. Ensure that anyone involved in alleged corruption in projects supported by China is brought to justice if there is relevant and sufficient admissible evidence;

7. Set up processes and procedures to safeguard Chinese loans and mitigate corruption risks in the spending of the loans and to promote fair and free competition, consistent with Nigeria’s anti-corruption legal frameworks and international standards.

Professor Itse Sagay SAN, Chairman of the Presidential Advisory Committee Against Corruption (PACAC) on Saturday said the National Chairman of the ruling All Progressives Congress (APC), Adams Oshiomhole, ignored his advice on the need to be less combative in his approach to dealing with people.


Speaking in a chat with DAILY INDEPENDENT, Sagay, who is also a chieftain of APC, said Oshiomhole’s aggressive approach has cost the APC some states in the country.


He said: “I have advised Oshiomhole rather unsuccessfully to stop being combative, to stop punching and all these aggressive behaviour.

“In a leadership position, you need to stoop to conquer, you need to be restrained. Even when people are wrong and you want to correct them, you need to show that you are not after humiliating them and that you will work with them to correct things; not to be aggressive, threatening and engaging in pugilistic method.

“I told him this but he ignored it. Because of his aggression, we have lost quite a number of states.”

No less than 4,000 retired policemen have yet to receive their pensions since 2017 when they left the Force after 35 years of serving the nation.
Many of them who spoke to Sunday PUNCH lamented their situation, which they described as horrible as the police and the Federal Government continued to trade blame over the matter.


Some of the retirees , whose pensions are being managed by the Police Pension Fund Administrator and regulated by the National Pension Commission , told Sunday PUNCH on Friday, that they were not given their gratuity , despite undertaking several data capture.


By law , the Nigeria Police Force Pensions Limited is supposed to pay a retiree monthly or quarterly income for life after retirement, which is guaranteed for a period of 10 years.


A senior National Pension Commission official , who spoke on condition of anonymity on Friday, blamed the Nigeria Police Force Pensions Limited , for the delay, stating that the firm was not proactive in addressing the complaints of the retirees. He stated that the regulatory agency had upbraided several pension funds administrators over their poor work ethics and attitude to pensioners .


But the Force Pensions Officer, DCP Ibrahim Tafa, said the Federal Government was to blame for the delays in the pension payment, which he said was not peculiar to the police. He stressed that other federal workers were also affected .


He said , “ You know the police are not responsible for paying them ( retirees) . The contributory pension scheme is very clear. The Pension Reform Act made them to have their pension fund administrators and the delay is because of the non - release of their full rights by the Federal Government.
“ I ’m sure all of them have been captured by the National Pension Commission . It has to be budgeted for and it takes almost a year and before they pass the budget into law , it takes time .
So, the Federal Government is releasing it gradually in arrears . We have arrears of over one year now; the last payment was around August , 2018.
“ So, all those that have retired within this year have not received their money ( pension ) . November and December retirees have not received their full rights . So , there are processes, but all of them would be paid if they have been captured by the PENCOM . The administrators have all their data and immediately Federal Government releases money, they would be paid. The delays affected all Federal Government workers , not only the police. ”
He added, “ Like those who are to retire in 2020 , PENCOM has verified and enrolled them. Now , they would compute their money and send it to the Ministry of Finance and it would be budgeted for payment . This is the challenge we are facing because of the delays in the payment of our full rights .”

The Force spokesman , DCP Frank Mba, also absolved the police of blame, noting that the pension payment often suffered delays due to technical issues or counterpart contributions by the FG .


He stated , “ Each person ’s case might differ. Some may have to do with lack of documentation , or because some things in their documentation were queried. Some might be delayed because the federal government had not paid their counterpart contribution and this is the commonest problem.
He advised the complainants to report to the pensions desk at their command and escalate the matter to their PFAs.

RHAPSODY OF REALITIES

SUNDAY, 27TH OCTOBER.

THE CONFESSION OF HIS LORDSHIP

For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life (John 3:16).

Ask some people, “How do you know you’re saved?” They’d say, “I confessed my sins”; but that’s not the Bible way to receive salvation. The principle for salvation isn’t the confession of your sins, but of the Lordship of Jesus Christ over your life. Nowhere in Scriptures is it stated that if you confess all your sins, you’ll be saved. How is that even possible, remembering all the sins you ever committed, and confessing them?

What you need is a new creation and that’s what you become upon confessing with your mouth, the Lordship of Jesus, believing in your heart that God raised Him from the dead. Romans 10:9-10 says,

“That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.” This is what ushers you into the new life in Christ.

One of the most remarkable salvation stories is that of Saul of Tarsus in Acts 9. Before his conversion, Saul wreaked havoc on the early Church and persecuted Christians everywhere, until he had an encounter with the Lord. In 1 Timothy 1:13, he referenced his atrocious treatment of Christians before his conversion, calling himself a blasphemer, a persecutor and injurious. This same apostle, who later became Paul, gave us the principle for salvation in Romans 10:9-10.

The Ethiopian eunuch who was led to salvation by Philip in Acts 8:35-39 wasn’t made to confess his sins, but to confess his faith in Jesus Christ.

Therefore, we must help people understand that the affirmation of the Lordship of Jesus Christ is the Bible way to receive salvation. Perhaps, you’re reading this and you’ve never been born again, turn to the Prayer of Salvation page at the back of this devotional and pray that prayer, meaning it with all your heart.

PRAYER

Dear Father, I thank you for granting me the grace to receive and believe the Gospel of Christ, which is your power to save everyone who believes. I’m a partaker, and participator in the divine experience; your partner in bringing the unsaved into this glorious life of righteousness! Thank you for this great blessing and privilege, in Jesus’ Name. Amen.

Chief Justice of Nigeria, Tanko Mohammad has stated that no nation progresses by disobeying court orders.

Asuku Jamiu Abdulkareem, the new Chief of Staff to Kogi state governor, Yahaya Bello, has alleged that the impeached deputy governor of Kogi state, Elder Simon Achuba, left a charm in his government house apartment after he hurriedly exited the residence.
 
Elder Simon Achuba was impeached recently by the Kogi state House of Assembly.
 
In a Facebook post, Asuku Jamiu Abdulkareem said the charm was discovered when maintenance officers and security personal went to prepare the place to host some visitors for today’s flag off Rally.

Online porn movies of a 15-year-old girl declared missing for over a year, has led to her reunion with her family and the arrest of a 30-year-old man identified as Christopher Johnson in Fort Lauderdale, South Florida. 
 
The girl who was forced to have an abortion after getting pregnant during her time away from home, featured in 58 porn videos and was spotted on Periscope, Modelhub, Snapchat and Pornhub among other various sites. 
 
Detectives got a breakthrough in their investigation after identifying one of the men who appeared in some of the videos and linked it with a 7-11 surveillance video from the town of Davie. The girl who was declared missing was recognized by the store clerk even though she tried shielding her face before being driven out in a Dodge Challenger. 
 
The car was linked to Christopher Johnson and the girl revealed that many of the porn videos were shot at his apartment. 
 
Though no other details about the victim were provided including why she left home or where she is now, it was learnt that Johnson denied having sex with her. The missing girl however said he was the one that took her to the clinic to have an abortion. Sun-Sentinel reported that the police executed a search warrant at Johnson's apartment which allegedly led to discovery of the paperwork from an abortion clinic.

Johnson is now being held on a $75,000 bond and a lawyer is yet to be listed on his jail record.

Activist Deji Adeyanju clashed with operatives of the Nigeria Police Force attached to the office of the Economic and Financial Crimes Commission where he submitted a petition to investigate former Lagos state, Tinubu over the bullion vans that were sighted at his residence on the eve of the presidential election.

In a video clip going viral on social media, the policemen had ordered his team to step out of the premises while he was about granting an interview to journalists.

Deji fumed at the order insisting that he would never understand them because when they are supposed to be in Lagos to arrest big criminals, they are busy harassing and intimidating ordinary citizens without guns and running after yahoo boys.

I know that some will think it is too early to be talking about a successor to President Muhammadu Buhari given that his second term is barely six months old. Nevertheless, the political gladiators are already baring their fangs and showing their hands and flapping their wings. It would be silly of anyone to shut their eyes to such developments.

The debate is already raging, as always. We love to talk. Don’t we? That’s our pastime, sadly or joyously. The naysayers are having a field day with a plethora of reasons and questions on why he cannot succeed. What does Tinubu want again? He can’t win! He is not fit enough! He is too tainted and tarnished! The Hausa-Fulani will never give him power. How can he think he can attain what Chief Obafemi Awolowo and Chief Moshood Abiola failed to get? Why can’t he field one of the people he empowered in the past? Too many questions begging for answers.

I often wonder what exactly the matter is with us we practically groan and grumble over anything and everything. Someone once wrote that we all have the Abacha traits in us. We are all autocratic and oppressive in nature, the reason Democracy is not working here and may never work in most parts of Africa. We are just too intolerant and too dismissive. But for me and my house, I’m a consummate Democrat. I believe everyone has the right to aspire to any height in life, especially in politics. Political leadership is not the personal property of any person, dynasty or group!

If you ask me, I will tell you, unequivocally, and repeatedly, that Tinubu is eminently qualified to contest. If you ask me if he is a saint, I will say no. None of us is. Not even Buhari. Not you, not me. Nations are not governed by saints but by performers. That is one of the recurring theses that I regularly propagate in my musings and reflections. I have no illusions that Tinubu will definitely perform as President of Nigeria, if he ever contests and wins. He has a knack for identifying brilliant minds and fertile brains, and the ability to nurture them to greatness. He has demonstrated this repeatedly and almost endlessly. Examples abound without doubt.

Does Tinubu suffer from excesses and shortcomings? Perhaps, again like all mortals, he does. This does not diminish his greatness. His excesses are mitigated by several strong and positive qualities. He is generous to a fault. He has lifted many souls, old and young, from penury and perdition. He is a classic example of the Good Samaritan. We all have our shortcomings and why should Tinubu be an exception. Too many unprintable rumours, myths and comments have been circulated in writing and also spoken about him, some bordering on character assassination and unverifiable vilification, but God chooses and anoints those he wants. And no one can challenge God. It is obvious that Tinubu has been richly blessed, despite his apparent foibles. Such is life.

I have followed his trajectory for close to three decades. His story is a stuff of fairy tales. All those who have disparaged, derided, denigrated and despised him have not been able to bring him down, despite their monumental efforts to achieve this. When you think he is supine, broken and out, he rises, like the Black onyx and soars again. I witnessed this, live and direct, during our exile days. Many times, we all felt down and out but Tinubu’s passion and influence re-engineered things and made us redouble our efforts. The reason is simple. Tinubu has an uncommon audacity. I believe his bravery has taken him beyond his own imagination. A man who has survived too many tribulations like him cannot be an ordinary soul. God must love him dearly and extraordinarily. He has fought many battles that he won, spectacularly. He is naturally smart and adequately fearless. A mutual friend once told a few of us that he is very sure Tinubu would still take the risk even if you say a particular venture will kill him. He has such kamikaze instincts. You can’t go far in life, if you’re too squeamish and Tinubu is a living proof that courage conquers all.

It is wrong to say Tinubu has no right to run for the Presidency in 2023. Who are those who will run if he does not? How are they better? What qualifies them to run that disqualifies him from running? Yes, I may prefer younger people to take over but many of them we have seen have not justified the noise about “not too young to rule,” by ruling senselessly and recklessly. I’m now convinced that age should not be a deliberate barrier; track record of achievements should be the priority. I welcome all those who want to run and believe that they should be allowed to run without hindrance. It is wrong to muzzle the opposition, or even an opponent, because any nationalist and patriot will want the best for Nigeria and so long as the people express their preference for that person, he should be given the opportunity. Nigeria has suffered and continues to suffer because Murtala Mohammed, Chief M. K. O. Abiola and, to a lesser extent, Chief Obafemi Awolowo were not allowed to rule Nigeria by the selfish manipulations and evil machinations of incurably selfish and obviously misguided elements.

Let’s now take on the issues I earlier mentioned, one by one. Those who are petrified, or just being cheeky, that the Hausa/Fulani will never hand over power to the South and, by extension, to Tinubu, and others, really baffle me. Self-doubt is one of the biggest afflictions of the Southerners. Too many people suffer from inferiority complex. They have resigned themselves to slavery and servitude, voluntarily, in their own country. This is one of the reasons the Tinubu experiment and controversy is ‘sweeting’ me. If Tinubu cannot be supported by the North, despite all he did for Muhammadu Buhari to become President, after chasing the shadows for three record times, then there is no hope for Nigeria. In any event, I must stress that it is an insult to other parts of Northern Nigeria to suggest that there is a monolithic and homogenous North. We all know that is far from the truth.

There are diverse and disparate tribes in the Middle belt. Even within the core north there are several minority tribes who do not share the same aspirations as their more visible and vociferous neighbours. We must discourage the notion of master-servant relationship in this country. We must promote unity and uphold the rights of every Nigerian citizen. Personally, I don’t care where the next President comes from, North, East, South or West. All aspirants are welcome. The more, the merrier.

That is why I’m not for zoning, in any form. I want aspirants to contest on their disastrous or meritorious records. Let the electorates be the judges. But to say someone is automatically disqualified on account of ethnicity, or even religion, is so unfortunate and so not right and definitely unacceptable, at this time and age. It is one of the reasons that we have been robbed of stellar leaders in the past and the present. Are we not tired of this intractable backwardness?

On Awolowo and Abiola, it was the same myopia that made some powerful forces to gang up against them. What did the enemies of progress then gain after all? Let’s concede that Awolowo did not win, what of Abiola who was robbed in broad daylight and even paid the supreme price! Who knows if Tinubu will finally cross the bridge and finish the final lap of this marathon? No one knows God’s plans. Goodluck Jonathan never dreamt of being Deputy Governor, talk less of becoming President of Africa’s most populous country. Yemi Osinbajo had resigned himself to Law and Pastoral work but suddenly and unexpectedly became Vice President, almost effortlessly. He was probably home, arms akimbo, when he was called and annointed from the blues. Also, his helicopter crashed one terrible afternoon on his way to some political rallies in Kogi State, yet none of the passengers died. Many have died in less chaotically dangerous circumstances, and not a scratch on these children of God. Was that not a powerful sign and testimony that these are not mere mortals to be rubbished or traduced.

Some contend that Tinubu should not contest but instead allow one of his proteges to run instead. However, it is my belief that such a decision is solely his. It must always be remembered that he had the chance to be Vice-President and could have put his foot down to make the coalition work. On that occasion, for the good of his Party and the Nation, he gave up his dream and ambition and put forward another spectacular candidate, Professor Yemi Osinbajo, who has not let his mentor down and has shown admirable comportment and grace. I believe there must therefore be some cogent reasons why he feels the time has come to be the king rather than a Kingmaker in perpetuity. There is nothing wrong in him making such an informed decision. He should be allowed to exercise his franchise and bet on himself again. Tinubu is an enigmatic calculator who knows how to permutate the game and stun his opponents. Like Buhari, I want to assume that Tinubu had planned this journey for a very long time. All the steps he has taken since 1999 obviously point to this fact. The kind of political and social machinery that he has built is probably only matched and surpassed by those of great leaders that nurtured and forged our Independence, like the Owelle of Onitsha, Chief Nnamdi Azikiwe, the Sardauna of Sokoto, Sir Ahmadu Bello, the Odole of Ife, Chief Obafemi Awolowo, and the Aare Ona Kakanfo of Yorubaland, Chief Moshood Abiola. The rest is in the hands of God.

For me, Tinubu’s ambition is not an impossible mission. He is a master strategist who has acquired the templates of others like Major General Shehu Musa Yar’Adua, Chief Moshood Abiola, Alhaji Atiku Abubakar, plus being one of those who ran Buhari’s campaigns, substantially. He knows the Nigerian terrain very well and even his enemies respect him tremendously.

For me, what gives Tinubu pre-eminence over most of the others who are contending for the crown but presently hiding behind one finger is his glittering records and achievements in both the private and public sectors. I really do not care about his past because as a Christian, none of us can judge anyone, and I have ample examples of the possible transformation and transfiguration of human beings, as the Lord pleases. That is a long time ago and gone with the winds. He has done more than enough to remove that from his narrative. Whatever his background was, he cannot be robbed of his victory and glory perpetually. Yes, it is clear that he came from very humble beginnings of deprivation and chronic need but he sought to improve himself by seeking the golden fleece. He succeeded in his quest attaining a Bachelor of Science degree in Accounting. His success in this regard can be measured by the fact that he was head hunted by top accounting firms like Arthur Andersen and Deloitte, Haskins and Sells. He eventually joined Mobil in Nigeria where he excelled spectacullarly and rose to become a top executive in the company. His should thus be a veritable inspiration to majority of those in similar circumstances today, that anyone can rise up from the pit of hell to any heights, by dint of hard work and uncommon sagacity and determination.

His political career started in 1992. He was elected to the highest legislative house in the Nigerian Senate. When that ill-fated experiment by General Ibrahim Babangida went the way, it was programmed to go, Tinubu fled Nigeria and regrouped with like minded patriotic Nigerians to form the external wing of the pro-democracy National Democratic Coalition (NADECO). After the death of General Sani Abacha, Tinubu returned home to contest as Governor of Lagos State and won a convincing victory.

It is Tinubu’s achievements as a two-term Governor of Lagos State that has projected him to the prominent and exalted position that he now occupies in the Nigerian political sphere. He began the systematic and robust increase of the internally generated revenue of Lagos State which his successors have had no choice but to emulate, and sustain incrementally thus making Lagos State one of the richest self-sustaining ‘governments’ in Africa. His indomitable and indefatigable spirit led him to challenge the Federal Government headlong and succeeded in standing tall as he fought President Olusegun Obasanjo to a standstill. Despite not having access to funding for his local governments, Tinubu single-handedly revived and revamped Local Governments in Lagos State and brought tremendous developments to practically every part of Lagos State. His other great political prowess is in identifying quality and talented leaders from hitherto political obscurity and foisting them on the people to great effect.

I strongly believe that Tinubu should be given a chance on the merit when, and if, he eventually proclaims his candidacy. Others will eventually come forth and should also be considered on their merits. As they do, we will have cause to revisit their suitability. Our country can only gain from such robustly healthy competition. We have a preponderance of brilliant men and women who can take Nigeria to the zenith of greatness but they are usually wasted on the altar of greed and selfishness.

What is clear to me is that it is only a matter of time before events begin to unfold.

In the meantime, I can only wish Tinubu all the best in his appointment with destiny.

Three sisters and a pregnant woman were killed in a fatal accident in the Uselu Community along the Benin-Lagos highway on Saturday morning, October 26th.
 
According to residents of the area, the sisters and the pregnant woman were heading to the New Benin market to buy some items when a man driving a BMW alongside his wife in the car, lost control and rammed into the women who were standing by the roadside waiting for a commercial bus.

  EFCC Arrests 4 For Forging EFCC Documents, Defrauding America Lady (Photos)

IgbereTV reports that the Economic and Financial Crimes Commission, EFCC, has arrested a gang of fraudsters who specialise in exploiting personal data of foreign-based Nigerians to defraud their friends and relations back home.

EFCC made this known in a statement that four of the gang-members - ‘Hon.’ Oladipupo Adebayo, Bimbo Bilewu, Ibrahim Odunayo and Oyeleye Oluwatosi – are currently in the EFCC custody. Others are still at large.

EFCC had launched a manhunt on the suspects after receiving a petition from one Prof Godwin Ekhaguere.

The professor of Mathematics, who retired from the University of Ibadan, alleged in the petition that the gang defrauded him of sums totalling N565,500 (Five Hundred and Sixty-Five Thousand, Five Hundred Naira). He also alleged that the fraudsters made him to part with MTN recharge vouchers worth N36,000 (Thirty-Six Thousand Naira) in the deal.

According to him, he only realised that he had been scammed after he managed to reach his friends on the phone, who denied sending anyone to him. That prompted the petition.

It was in the course of investigating the allegations that the Commission arrested Bilewu at an ATM point where he went to cash the money sent to him by one Pastor Osuji.

Incidentally, Osuji was also a victim of a crime similar to that which the Commission was investigating.

The gang’s patterns of operation are similar in nature. One of them would call their would-be victim with the impression that he was an old-time friend, now based abroad. He would claim that he has a mouth-watering gift to be sent through someone who is allegedly coming home for an event. The victim would then be handed over to the ‘home-bound’ member. He would be the one to make all sorts of requests ostensibly to clear some obstacles to delivering the consignments from the foreign-based ‘relation’ or ‘friend’, as the case may be.

Investigations into the gang’s operations revealed that they have a mobile application used in making a local number appear foreign to the call recipient.

They also use unregistered SIM cards to make their calls in order to blur out chances of tracing their real identities.

Another trick to evade arrest, according to investigations, was to open bank accounts in other people’s names and take over the ATM cards from them. They direct their victims to pay into such accounts and use the ATM cards to withdraw the cash.

The suspects have owned up to the allegations against them, and are now helping the Commission in further investigations into crimes of similar nature.

In pursuance of the rights of the rescued 9 kids, who were allegedly kidnapped and later found in far away Anambra state, the Kano state governor Dr Abdullahi Umar Ganduje has instituted a Commission of Inquiry, under the chairmanship of Retired Justice Wada Umar Rano, that would be inaugurated on Thursday 31st October, 2019.

Parts of the Terms of Reference given to the Commission include "To conduct an inquiry into cases of missing persons in Kano State from the year 2010 to date and to procure all such evidence, written or oral, and to examine all such persons as witnesses as the commissioners may think it necessary or desirable to procure or examine." Terms of Reference paved way for the Commision "To summon any person in Nigeria to attend any meeting of the commissioners to give evidence or produce any document or other thing in his possession and to require the evidence (whether written or oral) of any witness to be made on oath or declaration, such oath or declaration." Other Terms include issues like "To admit or exclude the public or any member of the public or press from any hearing of the commission, to prepare comprehensive data of missing persons in Kano State within the period and circumstances in which they disappeared,

to find out both immediate and remote causes of cases of missing persons and to prepare and submit a written report including findings and recommendations to the Government of Kano State." It could be recalled that recently, the Nigerian Police Force, Kano State Command, under the able leadership of CP Ahmed Iliyasu, uncovered cases of missing children in Kano State.

A total of 9 persons (aged between 2 – 10 years) were kidnapped, out of which, 8 were sold in faraway Anambra State. Some of the victims stayed as captives for over five years in Anambra State, losing their identities.

Foreign portfolio investors (FPI) gained about N36.91billion from the Nigerian stock market in nine months ended September 30, as against N35.81billion in they gained in the corresponding nine months period of 2018.

This type of investors brought N326billion into the Nigerian market in the review period but took away N362.91billion. In nine months to September 2018, these foreign investors moving market at the Nigerian Bourse brought in N477.68billion but exited with N513.49billion.


Foreign Portfolio Investors (FPI) traded N688.9billion worth of Nigerian equities in 9 months to September 30, as against N991.19billion they recorded same period in 2018.

The record mark by foreign investors was achieved after deals valued at N94.45billion were done in September, which represents 66.77percent of the month’s total trade value.


Month- on- month ( MOM), they have consistently exited the market with more than they brought in, except for August 2019 when these investors brought in N34.92billion but took away only N28.98billion.


The total value of stocks traded on the Nigerian Bourse in the review period stood at N1.464trillion representing a decline from N2.007trillion recorded in the corresponding 9 months period of 2018.


The 9 months deals value by foreign investors represents 49.45percent of the total value of equities traded on the Nigerian Stock Exchange (NSE).


In the review 9 months period to September 30, their local counterparts ( domestic investors) downplayed to a record N775.51billion in equities traded or 50.55percent against N1.016trillion in the corresponding period of 2018. In September alone, they accounted for just 33.23percent or N47billion worth of stocks.


Analysis of domestic transactions show that the value executed by institutional investors and retail investors were at par.
A comparison of domestic transactions in September and prior month ( August 2019) revealed that retail transactions decreased by 2.34percent from N23.92 billion in August 2019 to N23.36 billion in September 2019.


However, the institutional composition of the domestic market declined more significantly by 30.81percent from N34.17 billion in August 2019 to N23.64 billion in September 2019.

For investors who are looking to buy stocks that have the potential for capital appreciation and dividend income, Guaranty Trust Bank Plc is still one of them. Recently, the bank released its unaudited Interim Financial Statements for the third-quarter (Q3) ended September 30, 2019.

Despite that the bank’s Q3’19 result shows subdued gross earnings amid marginal growth in both pre and post-tax profits, Gtbank stock still makes analysts ‘Buy’ ratings.


Price trend/trading information
Year- to- Date ( YTD), Gtbank stock has decreased by 23.7percent offering an entry opportunity for value hunters. The stock market has continued to ramble in the negative territory till date but the bearish momentum offers opportunities for bargain hunting in fundamentally sound stocks.
At N26.3koobo per share which Gtbank traded on Monday, October 21, the stock is a little above its 52-week low of N25.70 after reaching a 52-week high of N39.15. Despite this, some research analysts still see Gtbank stock as a good ‘buy’ as evidenced in their target prices (TP) for the stock based on its recently released Q3 earnings. Gtbank has N774.04billion in market capitalisation and shares outstanding of 29,431,179,224 units.


Third-quarter scorecard


The bank’s gross earnings of N326.03billion in Q3’19 as against N337.27billion it earned in Q3’18 represents a decline of about 3.3percent. The Tier 1 lender reported Profit Before Tax ( PBT) of N170.65billion, which represents an increase of 3.9percent when compared with PBT of N164.24billion in Q3’2018, according to its scorecard released on Wednesday, October 16, 2019, at the Nigerian Stock Exchange (NSE). Profit After Tax ( PAT) N146.99billion against of N142.22billion in Q3’18, implies 3.4percent increase. Interest Income decreased by 5.6percent to N224.18billion compared with N237.54billion in Q3’ 18. The group’s Net Interest Income of N172.93billion in Q3’19 as against N170.64billion in Q3’18 represents 1.3percent increase.


Gtbank’s loan impairment loss of N2.76billion as against N1.73billion in Q3’18 shows growth of 59percent; Non- Interest Income (NII) of N99.96billion against N97.21billion in the corresponding third-quarter period of 2018 represents an increase of 2.8percent.


Gtbank grew its Loans and Advances to customers by 6.8percent to N1.451trillion from a corresponding year low of N1.359trillion. Deposits from customers stood higher by 5.1percent to N2.390trillion in Q3’19 from a low of N2.273trillion in Q3’18. The group’s Cost to Income Ratio (CIR) of 37.8percent in Q3’19 as against 41.1percent in Q3’18 represents a decline of 3.3percent.


Analysts views/ Target Prices Wale Olusi, research analyst at United Capital Plc in a recent note on Gtbank still set a new target price of N46.7 for the stock which represents over 70percent upside potential when compared with the current price. United Capital research favoured ‘buy’ rating for Gtbank shares.


“We retain our Buy rating on Guaranty Trust Bank at a current market price. This is on the basis of the sustained operational efficiency of the bank. In terms of market valuation, Price-to-earnings (PE) and Price-to-book (PB) ratios came in at 4.1x and 1.2x, which is well below 3year historical averages of 5.8x and 1.7x, presenting an attractive entry point at current price, ahead of full year (FY) 2019 dividend (projected at N2.5) declaration,” said United Capital research analyst.


Also, Usoro Essien, analyst at Lagos-based Vetiva Research wants investors to ‘Buy’ Gtbank stocks as evidenced the analyst’s target price of N47.89, though a slight decline from the analyst’s earlier target price of N51.4 for the stock.


“Despite its Q3’19 numbers, Guaranty Trust Bank 9- month performance shows modest yearon-year (y/y) growth in bottomline, with 9- month profit after tax (PAT) up 3percent. While we witnessed an improvement in Costto- Income ratio to 35.2percent from 36.7percent in Quarter-two (Q2) 2019, earnings per share (EPS) and annualised return on average equity (ROAE) dipped to 4.96 and 33.3percent respectively.


“We have revised our projections to reflect the misses in Q3. We have adjusted our Non-interest Income estimate downward to N139.2 billion (Previous estimate: N150.7 billion) and reduced our provisions by 17percent to N4.3 billion. Consequently, our FY’19 ROAE projection has been revised to 33.9percent, yielding a 12-month price target of N47.89 Previous estimate (N51.49). The bank’s shares have lost 22.6percent year-to-date ( YTD) and are currently trading at a P/B of 1.3x versus a Tier-i peer average of 0.7x”, the Vetiva research analyst stated.


Azeez Lawal’s team of research analysts at Capital Bancorp Plc set a target price of N40-N50 per share for Gtbank achievable within long term investment horizon.


“GTB released its 9 months results barely two weeks into the 10th month; this is a show of confidence and an enviable level of fiduciary responsibility. This act along with its resilient performance leaves investors with reasons to hang on to the shares of the bank despite the turbulence in the equities market,” the research analysts at Capital Bancorp Plc stated.


“The Company’s results present a mixed tale of economic realities, resilience and best in class. The decline of 3.33percent in the company’s gross earnings is a reflection of economic realities. However, the bank grew her operating income by 1.94percent as a show of resilience and a flow with the tide. Interestingly, the last GDP growth rate released by National Bureau of Statistics (NBS) was 1.94percent. Best in class is what you call a company that holds her expenses at record levels, if I cannot earn more, I shouldn’t spend more. Riding on its efficiency, the bank delivered a growth in profit of 3.35percent at a cost-to-income rate of 36percent. GTB continues to deliver a masterclass on efficiency,” analysts at Capital Bancorp further stated.


Guy Czartoryski-led research analysts at Lagos-based Coronation Merchant Bank want investors to ‘hold’ Gtbank shares. The analysts ‘Hold’ rating is given to stocks they feel is fairly valued which they expect to perform in line with the Benchmark over the next 12 months. Their target price for Gtbank is N35 represents over 30percent upside potential relative to the current price.

The Nigerian stock market closed in red last week as investors moved to reduce their holdings in many stocks which impacted negatively on their prices. Top on the list of most affected stocks are Cornerstone Insurance Plc, Cutix Plc, PZ Cussons Plc, Chams Plc and UAC of Nigeria Plc.

Ni n e t e e n (19) equities appreciated in price last week lower than 20 in the preceding week, while 23 equities depreciated in price, lower than 33 equities in the preceding week. The market closed with 124 equities unchanged, higher than 113 equities that remained unchanged in the preceding week.


Cornerstone Insurance Plc which opened the review week at 39kobo decreased to 32kobo, after losing 7kobo or 17.95percent. Cutix Plc followed from week-open high of N1.50 to close at N1.31, losing 19kobo or 12.67percent.


P Z Cussons Nigeria Plc had declined from N6.30 to N5.55, losing 75kobo or 11.90percent. Chams Plc dipped from 26kobo to 23kobo, losing 3kobo or 11.54percent. UACN Plc was also down week-on-week (wow) from N7.15 to N6.40, losing 75kobo or 10.49percent.


“Investor sentiment continues to be negatively affected by the unimpressive macroeconomic environment. However, we believe current price levels offer a good entry point for mid/long term investors”,
Vetiva Research analysts said in their October 21 note to investors.


“We expect the index to continue to ramble in the negative territory. Our pessimism is on the back of the absence of an indicator to suggest possible triggers for a rebound in the near term”, said Lagos-based Afrinvest research analysts.
“We expect the equities market to remain lukewarm, as a weak macro environment continues to fuel scepticism of investors. However, we expect possible inflows of earnings reports to spur movement in some fundamentally sound stocks”, United Capital research stated in their most recent investment views.


UACN Property Development Company Plc lost 11kobo or 9.91percent last week, after moving down from N1.11 to N1. Glaxo Smithkline Consumer Nigeria Plc declined from N7.10 to N6.40, losing 70kobo or 9.86percent. Learn Africa Plc was also down from N1.23 to N1.11, losing 12kobo or 9.76percent. Vitafoam Nigeria Plc declined from N3.90 to N3.52, losing 38kobo or 9.74percent. Global Spectrum Energy Services Plc lost 50kobo or 9.62percent, from N5.20 to N4.70.


Some investors in most of these stocks that recorded decline moved to take profit from their recent gains on the back of the absence of indicators that suggest possible rallies in the near term.


In the trading week ended Friday, October 18 the market was down by 0.32percent. Last week’s record negative was mainly due to sell-offs in mid/large-cap stocks. This trend is expected to moderate this week as investors see opportunities for bargain hunting in fundamentally sound stocks particularly as the third-quarter (Q3) earnings trickle in at the Exchange.


The stock market which opened the review week with All Share Index (ASI) and market capitalisation at 26,533.78 points and N12.917 trillion respectively, closed the review week with ASI at 26,448.62 points and market cap of N12.875trillion. The value of listed equities on the Nigerian Stock Exchange ( NSE) decreased by about N42billion.


All the NSE sectoral indices closed in the red except the NSE Consumer Good Index (+0.12percent) and NSE Insurance Index (+2.37percent). Others are: NSE 30 Index (-0.81percent), NSE Banking Index (-2percent), NSE Industrial Goods Index (- 0.31percent), NSE Oil & Gas Index (-0.22percent), and NSE Pension Index (-1.03percent).


In the review trading week, the stock market recorded turnover of 896.610 million shares worth N16.561 billion in 12,638 deals in contrast to a total of 1.409 billion shares valued at N31.959 billion that exchanged hands the preceding week in 13,616 deals.


The Financial Services industry ( measured by volume) led the activity chart with 597.154 million shares valued at N6.721 billion traded in 7,197 deals; thus contributing 66.60percent and 40.58percent to the total equity turnover volume and value respectively.


The Consumer Goods Industry followed with 102.130 million shares worth N7.214 billion in 2,027 deals, and Service industry with a turnover of 84.001 million shares worth N377,017 million in 264 deals.
In the previous week, the performance of the equities market was largely bearish, as four out of five trading days recorded losses. The Nigerian Stock Exchange (NSE) All-Share Index (ASI) declined by 32 basis points (bps) week-on-week (w/w), to close at 26,448.6 points, with the year-to-date (YTD) loss settling at -15.9percent.


Also, market capitalisation shed about N41.5billion worth of value, closing the review week at N12.9trillion. In terms of market activity, participation levels were lacklustre, as average value and volumes traded reduced by 48.2percent and 36.2percent, to N3.3billion and 179.3million respectively.


Analysing the performance of the major sectors we cover showed mixed results, as two sectors out of the five sectors recorded gains, with the remaining receding. The Ins u rance sector (+2.4percent) led the gainers’ team, as sector heavyweights, MANSARD (+6.3percent) and CONTINSURE (+2.2percent), edged upwards. environment continues to fuel scepticism of investors. However, we expect possible inflows of earnings reports to spur movement in some fundamentally sound stocks.

About 28 billion cubic meters (Bcm) of new gas find and 60 million barrels of condensate will largely be channelled to the domestic market in order to feed the power sector.
This comes two months after the announcement of a significant gas and condensate find in the deeper sequences of the Obiafu-Obrikom fields, in oil mining lease (OML) 61, onshore Niger Delta, by oil major Eni, at the Obiafu-41 discovery just three weeks after well completion.
 
Production is expected to reach a capacity of about 3 million cu m/d of gas and 3,000 b/d of condensate, Eni said in a statement.
 


  
It added that Obiafu-41 Deep well has reached a total depth of 4.374 m encountering an important gas and condensate accumulation within the deltaic sequence of Oligocene age comprising more than 130m of high quality hydrocarbon-bearing sands.
     
The well, Eni said, can deliver in excess of 100 million standard cubic feet/day of gas, and 3,000 barrels/day of associated condensates, and will be immediately put on-stream to increase NAOC’s gas production.
  
The gas from this discovery will be processed at the Eni-operated Ob-Ob plant, and then sent to the 500-MW Kwale Okpai power plant, which is Nigeria’s first independent power plant. Upgrade for the Okpai plant is underway which will double its capacity to 1 GW is currently underway.
  
Eni’s affiliate company NAOC — in which it holds a 20% operating stake alongside state-owned NNPC (60%) and Oando (20%) — made this find in the deeper sequences of the Obiafu-Obrikom fields with the Obiafu-41 deep well, in OML61 onshore Niger Delta.
  
Eni’s equity gas production in Nigeria last year was some 92 Bcf (2.6 Bcm), according to the company’s website, or around 5% of the country’s total gas output.
  
In Nigeria, approximately 30 per cent of Eni’s gas production is supplied to the domestic market. In 2018, Eni’s equity hydrocarbon production amounted to 100,000 b/d of oil equivalent.
  
Nigeria, which has the largest gas reserves in Africa, has made it a priority to unlock and harness its gas potential to increase domestic and industrial power supply.
 
According to NNPC, Nigeria has around 202 trillion cubic feet (Tcf) of proven gas reserves, a number that was increased from around 187 Tcf late last year, plus about 600 Tcf of unproven gas reserves.
  
But despite having the largest gas reserves in Africa, only about 25 per cent of these are being produced or are under development, according to Shell.
  
Nigeria is also home to the six-train, 22 million metric tonnes (mt)/year capacity Nigeria LNG facility, which capacity is set to be raised to 30 million mt/year once a planned seventh train is built at the site.

Nigerian travellers who takes pleasure in buying personal items should be wary of the price henceforth, as the Nigeria Customs Service (NCS), confirmed that any imported item valued above N50,000 attracts duty payment.
Customs, Public Relations Officer, Joseph Attah, who made this known in a clarification following an encounter with an aggrieved traveller, said such items are considered as “Merchandise in baggage” in the law, and the Customs would not hesitate to enforce it.


“For the avoidance of doubt, we are aware that many Nigerians complain about the allowable amount of N50,000.00, but until the law is changed, Nigeria Customs Service will continue to enforce the extant law that says personal effects shall not exceed the value of N50,000.00. Anything more than the approved value is considered Merchandise in Baggage, and therefore liable for duty payment,” he said.

A Nigerian Traveller, who identified herself simply as Adaeze, had taken to the social media to express her displeasure about her encounter with some Customs officials at the Nnamdi Azikwe International Airport, Abuja, where her one pair of trainers and one mini boy bag were placed on duty payment.


“I arrived Abuja from London yesterday, October 18, 2019, at about 4.30am with one pair of trainers, and one mini boy bag bought at the duty free shop in Heathrow.


“For the records, I am a banker. I am not a trader.
“To my shock, the Customs at Abuja Airport (names withheld), said these do not qualify as personal effects and calculated duty payment of about N175,000 for me to pay. Most shocking to me was that I was the only passenger on that flight BA 083 from London that was singled out for this treatment.


“My question was: what are Nigerians able to buy when they travel? She (Customs officer), said Nigerians are only entitled to N50,000 worth of goods. Everything above N50,000 is considered luxury and dutiable. I pointed out to her that someone who had shoes had just been released by same Customs without any charge, and to my shock she said that it’s because he put his feet in it already.


“So, I asked her that does it then mean that all I needed to do for these trainers not to be seized by Nigerian Custom was to simply remove it from the box and wear it, and it seizes to be a luxury good and duty exempt? She said, ‘yes’,” she narrated.


But, Attah said: “Upon routine search of this passenger’s luggage, operatives discovered a Louis Vuitton bag and shoe. Obviously knowing the luxury brand (Louis Vuitton). She was asked to produce the receipt, which will be the bases for duty calculation or not. She could not produce the receipt of what she claimed she bought at the duty free shop at the point of departure, saying the receipt was with her husband who did not travel with her.
“The officers had to take the long route of ascertaining the current worth of her items through the Internet. The luxury items were found to be worth N570,467.40.


“Consequently, appropriate duty assessment of N165, 692.25k was made and given to her to pay into Federal Government coffers. Since she could not immediately go and pay, a detention notice was given to her showing that the items will remain with the Nigeria Customs Service until she pays and brings evidence of payment before they will be released to her,” he said.

Worried about the alarming rate of petroleum tanker incidents in recent times, the Department of Petroleum Resources (DPR), has said issues of integrity, vandalism and insecurity of pipelines are to be blamed for the menace.


The Acting Director, DPR, Ahmad Shakur, said the situation has led to continued reliance on tanker trucks to move petroleum products from one place to another, maintaining that this in turn had raised the challenges on safe transportation of products in Nigeria.


Shakur, who was represented by the Deputy Director, Basinal Assessment/Lease Agreement, DPR, Sabi Hassan, at its yearly meeting in Lagos, said, aside from the alarming rate of petroleum tanker incidents, a number of traffic gridlock in Lagos are attributable to the transportation system of white products by road.

According to him, land transportation is the most widely used to move petroleum products, because of the challenge posed by the over 4000km network of pipelines in the country.


He reiterated that the Department is taking proactive steps to find lasting solutions to the challenge of safe and efficient road distribution of petroleum products by engaging the Lagos State Government on the need to improve the condition of roads.


He added that the industry regulatory is also liaising with relevant government agencies on solutions, including scheduling of tanker movements, provision of fast and efficient towing services, and moderating operators and host communities relationship at some depots.


He said the Department is also looking forward to ensuring that only trucks good integrity and tacking system with tanker roll-over protection systems are deployed for petroleum haulage on the roads.


The Zonal Operations Controller, Lagos, Wole Akinyosoye, said there has been a surge in petroleum tanker incidents in recent times, leading to degree of losses, stressing that the present carnage from road haulage of petroleum products in the country is growing at a very alarming rate.


He said this year’s theme tagged ‘Ensuring a safe petroleum products transportation system” was deliberately chosen to focus on how to ensure a safe petroleum products transportation system in the oil and gas sector.
“Specifically, we aim to discuss and proffer solutions to ameliorate, reduce and eliminate frequent truck overturns and accidents and the impacts on lives and property,” he said.


The Sector Commander, Federal Road Safety Corps (FRSC), Technological Innovations in Road Traffic and Incidents Management Hyginus Omeje, in his keynote address, said most of the trucks transporting petroleum products are old and not road worthy.


Citing available statistics, he said in the first week of June 2015, the rate of Road Traffic Crashes (RTC) of trucks and trailers was projected to cause 384 cases with fatalities.

He noted that the rate of RTCs recorded in 2019 is already surpassing the 302 recorded in 2018; saying: “We have not reached the end of the year, but have seen the rate surpassing that of last year. It is now happening on a daily basis and almost gravitating hourly.”


He recommended that the way out is a safe approach to road safety management that aligns with road safety management ethical, social and environmental goals.

Stock market reverses gaining streak as index slumps 0.2 per cent

Transactions on the equities sector of the Nigerian Stock Exchange (NSE), reversed previous gains to close on a downward note yesterday, occasioned by to sell pressure in 20 stocks, causing the  the All Share Index (ASI) to plunge by 0.2  per cent.

Precisely, the ASI decreased by 40.70 absolute points, representing 0.2 per cent decline to close at 26,357.24 points. Similarly, the market capitalisation lost N19 billion to close at N12.831 trillion.
The downtrend was impacted by losses recorded in large and medium capitalised stocks, amongst which were; Guinness Nigeria, GlaxoSmithKline Consumer Nigeria, Lafarge Africa, Custodian Investment, and Ikeja Hotel.

Market breadth also closed negative, with five gainers versus 20 losers. Forte Oil recorded the highest price gain of 10 per cent to close at N17.60 per share. Consolidated Hallmark Insurance followed with 8.82 per cent to close at 37 kobo, while Sterling Bank appreciated by 2.78 per cent to close at N1.85, per share.
Dangote Sugar Refinery rose 2.78 per cent to close at N1.85, and Continental Reinsurance 1.29 per cent, to close at N2.35, per share. On the other hand, Guinness Nigeria led the losers’ chart with 9.88 per cent to close at N26.45 per share.
GlaxoSmithKline Consumer Nigeria followed with 9.38 per cent to close at N5.80, while Ikeja Hotel fell 9.32 per cent to clsoe at N1.07, per share.


UACN Property Development Company lost 9.17 per cent to close at 99 kobo, and McNichols shed 6.12 per cent to close at 46 kobo, per share.


However, the total volume traded surged 54.41 per cent to 449.24 million shares worth N1.64 billion, traded in 2,810 deals. Transactions in the shares of Omoluabi Mortgage Bank topped the activity chart for the second consecutive day with 272 million shares valued at N149.6 million.


FCMB Groups followed with 36.15 million shares worth N57.84 million, while Transnational Corporation of Nigeria (Transcorp) traded 29.34 million shares valued at N29.17 million.
Zenith Bank traded 24.06 million shares at N409.22 million, while United Bank for Africa (UBA) transacted 10.25 million shares worth N190.29 million.
