Economies dependent on a single resource like oil for revenue are currently being challenged by new discoveries and innovative exploration practices. While the realities are heightening the volatility in the market, oil-producing countries that fail to manage proceeds of mineral resources for social welfare may be the worst hit by emerging realities. FEMI ADEKOYA and KINGSLEY JEREMIAH write on the many implications for Nigeria


Oil and gas have over the years remained a leading determinant of global economic realities. This is because of the significant roles petroleum products play in everyday life. From electricity generation to everyday household use, petroleum products cannot be easily dismissed.
For the sub-Saharan African region, new natural gas finds off the coast of East Africa, deep-water oil discoveries off of upper West Africa, and promising geology along the East African Rift from Somalia to Madagascar—all make Africa one of the most promising continents for energy development in the world.

The possibility of significant new revenues has raised hopes that these new discoveries will accelerate poverty reduction and enhance Africa’s status as a destination for much broader industrial investment capable of facilitating economic development beyond the energy sector.
Yet the risk that these newfound resources will fail to live up to their full production potential, create rentier states, deepen corruption, and distort nonenergy sectors within producer economies—risks that have dogged many of Africa’s more established producers—remains.

The question that African governments, citizens, and international partners confront is whether this time will, or can, be different. Will the harsh lessons offered by Africa’s more established producers like Nigeria and the continent’s previous energy booms be absorbed?
The need for petroleum products possibly accounts for the reasons why the natural resources command the interest of countries across the world. It also tells why the price is critical to economic indexes and why the product is linked to a number of trade wars.

But emerging development across the world is fast changing this narrative. New inventions are creating alternatives to oil and gas. More countries are rapidly discovering oil and gas and threatening market shares. The volatile nature of the commodity also creates serious uncertainties for the global economy with petroleum-dependent economies facing the biggest shock. The use of oil is also facing criticism over climate change challenges.
 
Court sacks two APC lawmakers 
The World Energy Investment 2018 report of the International Energy Agency showed that global energy investment declined for the third consecutive year in 2017 to $1.8 trillion, a shortfall of 2 per cent in real terms from the previous year.

Indeed, the development could be more devastating for countries that fail to recognize that the best way to use oil proceeds is to address social development. This further reinforces the need to encourage investments in the country to address social gaps that are widening in a nation with a huge youth population.

The Federal Government is believed to be losing over $1.5 billion (about N540 billion) yearly to the delay in taking final investment decisions (FIDs) on major oil projects that can produce 875,000 barrels of oil per day ( bpd ).Kaptepia Capital Principal/Executive Director Tosan Omatsola, who dropped the hint, listed such projects as Bonga South-West and Aparo; Bonga North and Bosi, among others.

Omatsola, who had worked in various oil majors, including BP, Texaco, Ivanhoe Capital and Westbridge Energy, spoke at a workshop organised in Lagos by the Nigerian Association of Petroleum Explorationists (NAPE).He stressed the need for the Federal Government to increase its investments in major upstream oil projects as the country is seriously lagging behind its contemporaries in the world.


According to him, these investments can help to address Nigeria’s poverty gap and the rising rate of youth employment, all of which will translate to improved GDP numbers.In his presentation titled: “Exploration and Production (E&P), Major Capital Projects (MCPs) and global portfolio ranking the E&P industry,” Omatsola noted that a couple of major oil projects have been on the table over the years waiting for FIDs.

According to him, such projects awaiting FID/Sanction included Bonga South-West and Aparo with 225,000 barrels per day (bpd) of oil, Bonga North (100,000bpd),Bosi (140,000bpd),Bosi Satellite Field Development Phase 2 (80,000bpd), Uge (110,000bpd), Zabazaba-Etan (120,000bpd) and Nsiko (100,000bpd). This gives a cumulative of 875,000 barrels of oil per day (bopd), which can earn at least $1.5 billion yearly for the government, he added.


To him, Nigeria has lost a lot of ground in terms of tapping its hydrocarbon resources. He advised that Nigeria should not be eyeing only big investments and capital but start with little, adding that it is the way other countries such China started. “Let’s start with little things. Currently, we are only scratching the surface of the Niger Delta province, let alone exploring other six sedimentary basins.

“Like other oil-producing countries, we need high-temperature high pressure (HTHP) technology to go deeper in a maturing basin such as the Niger Delta,’ he said.Quoting McKinsey, Omatsola said: “The challenge of large oil and gas projects is that, as activity ramps up and more oil and gas production moves to frontier and unconventional resource areas, projects are becoming larger and more complex.


“Such projects involve many stakeholders, including shareholders, local authorities and regulators, and environmental and community advocates. Therefore, Nigeria has optimally tapped its low hanging fruits such as the Niger Delta basin.”Speaking at the 8th Emmanuel Egbogah Legacy Lectures series at the Emerald Energy Institute, Port Harcourt, Commissioner and Justice and Attorney General for Edo State, who doubles as the President, Nigeria Association for Energy Economics, Prof Yinka Omorogbe noted the emerging dynamics in geopolitics petroleum resources.Omorogbe stated that most of the world’s superpowers, especially the United States, Russia, China and other countries are now Petro -powers.

Though oil at some point was seen as scare resources with discoveries in limited countries, Omorogbe, in lecture titled “Geopolitics of Petroleum Resources & Supply: Understanding the Emerging Dynamics in Petroleum Business Sustainability,” pointed out that most countries across the world are now discovering the resources thereby indicating that the commodity may no longer be scarce resources.


Indeed, the development becomes alarming for countries like Nigeria that mainly depends on the resources for economic projection considering that countries like the US that was a net importer is no an exporter.Adding that new technologies, would continue to disrupt trend-making petroleum products more vulnerable, Omorogbe noted that it was high time for countries like Nigeria to take strategic decisions of diversifying from oil.

On his part, Co-Founder, Pillar Oil Ltd and EMR Ltd, Seye Fadahunsi urged that the sedimentary basins be explored for maximum benefits, adding that new technology like fracking is being deployed to enhance oil discoveries at cheap costs. Chair in Petroleum Economics and Management at the University of Cape Coast, Prof. Wunmi Iledare urged the government to use resources from petroleum products rightly, especially in developing human capacity.


To him, the best way to use oil money is social maximization, stressing that projected economic development would remain elusive if earnings from natural resources mainly used in transfer payment or in the making of few millionaires. Asking the country to learn from the example of Venezuela, Iledare said: “Prosperity from oil money without posterity is dangerous.”

A fellow at the Emerald Energy Institute, Dr Joseph Ellah, insisted that without finding a lasting solution to the menace of corruption, current global realities in the energy sector may leave damaging effects on the country.Ellah, a former management staff of the Nigerian National Petroleum Corporation also stated that there was a need to address the issues surrounding payment of subsidy.He equally decried the inability of the federal government to reform the sector, especially the passage of the Petroleum Industry Governance Bill.


Chief Executive Officer of Teno Energy Resources Limit, Tim Okon, who noted that the global realities could take the country unaware unless urgent steps were taken, said there was a need to create a framework that would allow market realities drive oil and gas businesses in the country.

Okon stressed the need for resources management, especially cutting down on what it takes to sustain the country’s bureaucracy.


Although Nigeria and other Africa’s traditional producers remain important to global oil and gas supply, new investment flows have varied over time largely because of aboveground challenges. The challenge remains retaining those investments in the face of new discoveries in environments that present fewer challenges for investors.

Reacting to issues raised by LPG marketers calling on the federal government to checkmate indiscriminate deployment of LPGs, otherwise known as cooking gas, to filling stations and retail outlets without addressing the risks involved, some stakeholders have said the move would send operators aground.


 
According to the Chief Executive Officer, Petrocam Trading Nigeria Limited, Patrick Ilo, there is nothing wrong with setting up skids at petrol stations as long as operators deploy the use of modern-day technology equipment.
   
“I do not think that there is anything wrong with it. All operators have to do is space it in such a way that there are shut off valves using the complete modern day technology to run their operations, if you drive people from doing skids, you will drive them underground which would make people bury tanks at obscure places where the eyes cannot see and it will be bad for the community. If they over-regulate the LPG market, they will send people aground. There are people filling gases in their houses, the prune eyes of people cannot see them and this is not safe,” he said.


   
Speaking at the formal opening of its 11th filling station, Ilo however expressed optimism about the nation’s oil and gas downstream sector, noting that the sector has seen a high level of sanity with most of the operators adhering to global best practices.
 
“The downstream oil and gas sector is optimistic and promising; there is sanity, the standards are coming up and if you look at the standards on a daily basis, people are raising the standards and with the trend of population growth, I think there is lots of prospect for the sector,” he added.


 
Responding to operators complaints about thin margins, he said margins would generally grow thin because the oil and gas downstream business is voluminous, but advised that operators not to short-change the unsuspecting Nigerian consumers.  
 
He added: “Operators should know that margins generally would grow thin, because it is a volume business, we must make sure that we are able to expand our markets, by bringing more people into the market. People should make sure a litre remains a litre despite the thinning margin.

Petroleum business is a spirit business and that is why it is called Premium Motor Spirit (PMS) whereas if you cheat the unsuspecting consumers, it would have a reverberating effect on your business. It is a very spiritual product and if you cheat people, you will not last.

According to him, Petrocam is planning to set up about 50 petrol filling stations over the next five years in the country.“In the space of time we are moving fast because we started this expenditure in 2014. We have been growing exponentially and in terms of the geometry I think we are doing very well. We are going to open another one next month and in December this year. The filling station we are officially opening today is a one stop shop, it has a lube, it is solar powered and we are not on national grid. The capacity of the station is about 270000 litres,” he said

The International Air Transport Association (IATA), yesterday, reiterated the imperatives of improved infrastructure, connectivity, safety, and technology, if Nigeria and other African countries must unlock the aviation economy.

The global body, at the presentation of its latest study on the economic value of air transport and tourism to Kenya at the IATA Regional Aviation Forum in Nairobi, identified opportunities for significant expansion over the next 20 years if key investments in infrastructure and policy reforms are made.
According to the report, over 4.7 million passenger journeys were made to Kenya in 2017, with aviation and tourism representing $3.2 billion in Gross Domestic Product (GDP). It accounts for 4.6 per cent of Kenya’s GDP and supports 410,000 jobs.

Over the next 20 years the Kenyan market could more than double in size, resulting in an additional 11.3 million passenger journeys, over 449,000 more jobs, and a $11.3 billion boost to GDP by 2037.
Nigeria, with about 15 million air passengers in 2018, contributes 0.6 per cent to the GDP.
IATA, however, identified four areas where government’s action could promote aviation’s growth and bring even more value to Kenya and other African countries.

The body urged improvement in air transport infrastructure to accommodate the future growth of air traffic in collaboration with users, adding that improving operational efficiency at Jomo Kenyatta International Airport is essential if Nairobi is to remain a competitive connecting hub and East Africa’s main air cargo hub.
The implementation of the Single African Air Transport Market (SAATM) will open Africa’s skies.
Also, improvements in the safety performance of Africa’s turboprop fleet remain a priority – including in Kenya. The IATA Standard Safety Assessment Programme (ISSA) enhances and complements the state’s safety oversight role.

Adopt new innovative technology: Integrating technology such as biometrics and AI will improve efficiency and passengers’ journey experience


IATA’s Regional Vice President for the Middle East & Africa, Muhammad Ali Albakri, said the air transport had been a major driver in Kenya’s economy, boosting tourism, attracting regional headquarters of multinational companies and fostering trade, logistics and foreign investment in the country.

“With 4.8 million passengers arriving to Kenya’s airports every year and the country’s established position as the leading cargo hub for East Africa, there is good reason to be proud of all that aviation has achieved in the country.

“However, while Kenya ranks globally in the top 10 per cent of countries for visa openness, it remains in the bottom half for air transport infrastructure. To unlock the full social and economic benefits that aviation brings, Kenya needs to improve its infrastructure, open its skies, remain vigilant and firm on safety, while taking advantage of new technologies to improve efficiency and the passenger experience,” he said.
Group Managing Director and Chief Executive Officer (CEO), Kenya Airways, Sebastian Mikosz, noted that Kenya Airways had been a major driver in Kenya’s economic and social development, promoting commerce, providing jobs and vital logistics to boost tourism and trade.

“The development of policies that support the growth of aviation and reduce bureaucracy at the points of entry are paying off. Continuing this policy focus will certainly unlock even greater development potential for Kenya and the neighboring countries,” Mikosz said.

Transactions on the equity sector of the Nigerian Stock Exchange (NSE) reopened on a downward note yesterday, occasioned by price losses in most blue chip stocks, as the All Share Index (ASI) depreciated by 0.2 per cent.

Specifically, at the close of transactions yesterday, the ASI decreased by 48.41 absolute points, representing a dip of 0.2 per cent to close at 27,650.28 points. Similarly, the market capitalisation lost N24 billion to close at N13.460 trillion.
The downturn was impacted by losses recorded in medium and large capitalised stocks, among which are: Presco, UAC of Nigeria (UACN), Nigerian Breweries, Vitafoam Nigeria, and Dangote Cement.
Analysts at Afrinvest Limited said: “We maintain our bearish stance for the market, although the current low prices of stocks pose opportunities for bargain hunting.”

Also, analysts at United Capital Plc in their report for this week predicted that the decision of the Monetary Policy Committee (MPC) would affect investors’ sentiment towards the equity market, in conjunction with the happenings in the global space.
The Chief Research Officer of Investdata Consulting Limited, Ambrose Omodion said: “Market players should maintain a cautious outlook due to the low investor confidence, liquidity and the wait for major economic triggers. Hence, we advise investors to trade cautiously in the short-term as we await positive catalysts to drive market recovery.

He added: “That notwithstanding, we would not overlook the possibility of a bargain-hunting motive supporting positive performance, especially with many fundamentally sound stocks remaining under-priced. With the prices of major blue chips continuing to drop in recent weeks, we expect speculative trading to shape the market’s direction this week, despite the seeming negative outlook.”
Market breadth closed negative, with 18 gainers versus 24 losers. NCR Nigeria and Trans-Nationwide Express recorded the highest price gain of 10 per cent each, to close at N4.95 and 77 kobo, respectively, while Eterna followed with a gain 9.09 per cent to close at N3 per share.

Cutix went up by 8.97 per cent to close at N1.70, while Cornerstone Insurance appreciated by 7.69 per cent to close at 42 kobo, per share. On the other hand, Presco led the losers’ chart by 9.93 per cent, to close at N40.35, per share.

UACN Property Development Company followed with a decline of 9.86 per cent to close at N1.28, while Vitafoam Nigeria went down by 9.79 to close at N3.87, per share.
NPF Microfinance Bank lost 9.60 per cent to close at N1.13, while UACN shed 9.49 per cent to close at N7.15, per share.

The total volume traded declined by 40.34 per cent to 109.56 million shares, worth N888.17 million, and traded in 3,382 deals. Transactions in the shares of FBN holdings topped the activity chart with 20.29 million shares valued at N114.29 million.


Transnational Corporation of Nigeria (Transcorp) followed with 9.83 million shares worth N10.33 million, while Access Bank traded 9.699 million shares valued at N70.26 million.


UACN traded 5.81 million shares valued at N43.12 million, while Wapic Insurance transacted 4.64 million shares worth N1.6 million.

Nicole Murphy has said that she regrets kissing married movie director, Antoine Fuqua.
 
Back in July, the mother of five and ex-wife of Eddy Murphy was pictured in Italy kissing Fuqua, who is married to Waiting to Exhale actress, Lela Rochon.
 
During an appearance on "The Wendy Williams Show" Tuesday, September 24, the model, 51, shared her side of the story.

"It was a frozen in time thing. Trust me, I wish it didn’t happen,” Murphy told host Wendy Williams. “It was a moment where I should’ve thought more through the situation. Made better judgments… It’s something that I apologize for.”
 
"It happened… I was at the pool, we were on a different timezone, I was having a hard time staying awake, I was drinking an espresso," she added. "I regret it, and I apologize for it. And I am a human being, it was a mistake."
 
Murphy also claimed that a statement released on her behalf after the kiss was not from her and added that she didn't know Fuqua's wife prior to the kiss.
 
“There was a statement that was released, I didn’t put out that statement,” she said.
 
"I don't know her like that," Murphy said. "Social media had to where we were family friends, I was at her wedding, in her wedding, kicking it at her house. It's not true. None of that is true."
 
She added that "at the moment, I may have had a different impression of the situation," and said called rumors that she broke up Fuqua and Rochon's marriage "false."
 
Murphy also sent a warning to other women to "do their research."
 
"This could happen to you," she said.
 
The mother of five further disclosed that she apologized to her family and Rochon's family: "I'm woman enough to admit it was a mistake. … I wish I could take it back, but I can't."

When Jesus walked the earth, He lived the Kingdom life. His life and ministry were miraculous and supernatural. He fed five thousand men with a little boy’s lunch (women and children not counted). He raised the dead, walked on water, etc. He did so many other supernatural things, which are recorded for us in the Bible.

But here’s the point: the miracles that Jesus performed weren’t miracles to Him. Rather, they were the expressions of His Kingdom life. The things He did, and the way He lived shows the way we ought to live and function today, for we’re in the Kingdom now. Being born again, we’ve been born into the Kingdom of God’s dear Son, where the supernatural is natural with us.

Therefore, like Jesus, your entire life, every day, should be an unending gusher of the miraculous and supernatural. Every move you make, every step you take, every word you speak, should be outflows of the supernatural! This is because the Word of God is clear: “…as He (Jesus) is, so are we in this world” (1 John 4:17).

We have the same life He has. His power is in you, working all the time, because He lives in you. But you have to learn how to let it flow out to the world. Divinity is at work in you. It’s the reason you must inundate your mind with God’s Word and thoughts from the Spirit of God! Consciously practise the God-life by living out God’s Word.

Many live as ordinary men due to their ignorance of the Word (Psalm 82:5). Study and meditate on God’s Word continually, to appropriate the blessings of the supernatural life in Christ and live in that realm—EVERY DAY!

PRAYER

I’m born of the incorruptible seed of God’s Word; therefore, I remain connected to the Word, for therein lies my health, wealth, prosperity, and progress in life. As I study and meditate on the Word, my inheritance in Christ is unveiled to me, and I walk in that reality. I’m living the supernatural life naturally, in Jesus’ Name. Amen.

Young siblings die 24 hours apart in Maiduguri

Two siblings from Borno State, Aisha Modu Maina and Usman Modu Maina died within 24 hours.
 
Aisha died on Sunday morning after a brief illness and was buried in the evening. In a shocking development, Usman died on Monday morning, September 23. He has been buried also.

Their elder brother, Haruna Modu Maina Asaga took to Facebook to mourn the death of his sibling. He revealed that he has buried four members of his family in five years including her father and three siblings.

Two Nigerian nationals arrested with 75.4 grams of drugs in India (photo)

Two Nigerian men have been caught in Siolim, Panaji by the Anti-Narcotics Cell of Goa Police with 60.1 grams of cocaine and 15.3 grams of MDMA, together worth Rs 7.5 lakh.
 
The accused identified as  Ifeanyi Obinna, 41 and Chidiebere Onuchukwu, 34, were found with the drugs in a rented room at Madlabhat, Siolim last week.
 
The ANC team led by PI Shitakant Nayak raided the rented room in Siolim, based on information it had received, where they caught the duo with the narcotics.
 
Offences against the accused were registered under the NDPS Act  and the duo were placed under arrest. PSI Manjunath Naik is conducting further investigations.

Nigerian police to arraign journalist, Agba Jalingo, after 33-days In detention

The Nigerian Police will arraign journalist and rights activist, Agba Jalingo, on Wednesday, September 25th at the Federal High Court in Calabar, Cross River State after 33 days in detention.
 
His lawyer, James Ibor, told journalists that the police had picked a date to arraign Jalingo in court saying; “I have been informed that he will be arraigned at Court 2 of the Federal High Court in Calabar on Wednesday.”
 
Jalingo is being charged with conspiracy to overthrow the Cross River State Government, treasonable felony and terrorism; charges which pressure groups have described as laughable. He was invited for an interview by the police in Cross River State on allegations that his article about the Cross River State Microfinance Bank where he requested for the whereabouts of the N500m approved and released for the floating of the financial institution.  
The Cross River State Government has been fingered as being behind his ordeal, an allegation the spokesperson for Governor Ben Ayade, Christian Ita, has continuously denied.  
Meanwhile, Chairman, Association of Cross River Online Journalists, Darlington Edem, has called on Nigerians to appear in court for the session in a show of solidarity. Also, a former Chief Prosecutor in the state, who is also in Jalingo’s legal team, Attah Ochinke, said a series of symposia in honour of the detained journalist is in the works in a bid to promote the campaign for citizens to hold their leaders accountable.

Olisa Metuh, the former National Publicity Secretary of the Peoples Democratic Party, PDP, on Tuesday, September 24th insisted that the Federal High Court, Abuja, presided over by Justice O.E. Abang should invite former President Goodluck Jonathan to give evidence in his ongoing trial.  
 
Metuh is facing prosecution by the Economic and Financial Crimes Commission, EFCC alongside his company, Destra Investment on seven-count charges, bordering on money laundering to the tune of N400 million, which he allegedly received from the Office of the National Security Adviser, ONSA, in 2014 under Sambo Dasuki as national security adviser without justification.

Quote:Metuh while on cross-examination said “The payment of N400 million was made by the former President Goodluck Ebele Jonathan.
This is because I made a presentation and he informed that he will make funds available for the prosecution of that national assignment and he even called me to tell me that the N400 million has been paid.
I do not expect the President to be an agent of any individual or organ of his office, but I do know that he has a lot of aides that handle matters relating to different aspects.”
He reminded the court that he applied for Jonathan to be subpoenaed to give evidence concerning his claim that he was authorized by the ex-president but that the court ignored him, restating that the court should subpoenaed Jonathan to come and give evidence in the matter. He revealed during cross-examination, that Mike Ozekhome, the then lawyer to Jonathan told him that he needed to pay about N1.2 billion for Jonathan’s transportation and to guarantee his security, before he could come to the court.
Quote:“I am just hearing for the first time that the former president denied knowing me and had no business with me. I am not in a position to confirm or deny about the opposition of his excellency to be a witness; I can only confirm that he insisted that I should pay N1.2 billion,” Metuh said. 
At this juncture the prosecution tendered the certified copies of the motion document filed by Ozekhome and tendered the motion filed on October 27, 2017 by him on behalf of the former President Jonathan, seeking to set aside the subpoena as well as the affidavit in support of the said motion and written address.  
 
The prosecution also tendered a counter-affidavit of the senior counsel, made on October 30, 2017 but filed on the November 1, 2017. Justice Abang adjourned the matter to Thursday, September, 26, 2019 for conclusion of arguments and admissibility of documents and for continuation of trial. It will also on the new adjournment date, consider the need to further adjourn the matter to September, 30, October 2, 3, and 4, 2019, for continuation of trial.

Fashola Babatunde, the Minister of Works and Housing, has decsribed those attacking the rate of borrowing by the Federal Government as ''backward and unsuccessful economists.”
 
Fashola who was a two-term governor of Lagos state, took a swipe at the Federal Government's critics when he spoke at the Lagos Business School today September 24th. According to Fashola, people who are faulting the government's rate of borrowing are largely unsuccessful individuals.

They were asked to make personalized graffiti, which they did in earnest with all the materials provided.

But Tacha painting got Nigerians talking after she spelled Port Harcourt and Daughter Wrong.

After  Tacha “Port Harcourt” first “Daughter” was corrected she had to include "H” in-between Daughter because there was space but because of no space to put “U” in between her “Port Harcourt” she left it.

The Nigerian senate has distanced itself from the alleged fight between President Muhammadu Buhari and Yemi Osinbajo, which made headlines after some agencies were removed from the Vice President's supervision. 
 
Responding to questions over the alleged face-off in a session with newsmen, the 9th senate's spokesman Senator Adedayo Adeyeye said they won't be interfering in the alleged fight.
 
He noted that the President has the right to assign roles and also disclosed that he doesn't know that those assigned to the Vice President has been withdrawn. 
 

Quote:He said: “The Senate is not involved with that and we are not concerned about what happens in the executive (or) things that are happening with the Executive.
“I am speaking for the Senate. I do not speak for the Executive and I do not want to concern myself with the issue of the Vice President or the Executive. It is not our business.
“That is the executive arm of government and we do not interfere. Why do we have to do that?
“It is not our concern, why do you want to drag me into something that does not really concern me and that does not concern the Senate.
“So, we are not bothered about that and we are not concerned. I am not aware if any role constitutionally assigned to the Vice President has been taken away from him. Nothing like that has happened.
“Constitutionally assigned duties remain the same. Get it right, The President has the prerogative to assign duties to all those who work with him in the executive.
“He has the constitutional power to (assign roles to his aides.) He can call the Minster of Works and say ‘okay go to that ministry tomorrow, Finance (Minister) go to labour. The Senate will not inquire into that because that is his duties.
“He can say my Vice President, I give you this additional responsibilities. Where is the power of the Senate to investigate that.
“We do not have the power… Of course, that will warrant the intervention of the Senate. That has never happened, and that has not happened.
“I do not think that will happen, even judiciary will have a role to play in that as well, not only the legislature, only where the constitution is seen to have been violated.
“I do not think we have any cause to be discussing that, because that itself has not happened. So we are not bothered about that and we are not concerned. I want to tell you that at this moment we are not investigating it.”

Despite the proscription of their activities in Nigeria, members of the Islamic Movement of Nigeria otherwise known as Shi'ites, staged a peaceful protest in Maitama, Abuja today Tuesday September 24th.
 
The protesting Shi'ites are demanding the unconditional release of their leader, Ibrahim El-Zakzaky as well as his wife Zeenat. El-Zakzaky has been in detention since December 2015 after members of his sect clashed with men of the Nigerian Army in Zaria, Kaduna state.
 
In July, the activities of the sect was proscribed following a deadly clash between them and the Police. The clash resulted in the death of a Corps member serving with Channels TV, Precious Owolabi, as well as a Deputy Commissioner of Police in charge of Operations, FCT Command, DCP Usman A.K Umar.

Boeing offers to pay $213,242 compensation to the families of Pius Adeyemi and 345 others killed in two 737 MAX crashes

Families of Pius Adesanmi and other victims of the Boeing 737 Max air crashes, are to receive $ 213,242 from the plane manufacturer, if they choose to submit claims before 2020.  
 
The fund, overseen by Washington lawyers Ken Feinberg and Camille S Biros, will begin accepting claims from family members immediately and family members will not be required to waive or release the right to litigate as a condition of participation.  
 
The 737 MAX has been grounded since March after fatal crashes in Ethiopia and Indonesia. Claims must be postmarked no later than December 31, the fund said.
 
A statement by Boeing CEO Dennis Muilenburg said the company continued to extend its "deepest sympathies" to the families and loved ones of victims of the twin crashes. "The opening of this fund is an important step in our efforts to help affected families," he said.  
 
Boeing also announced in July it planned to spend an additional $US50 million to support education and economic empowerment in impacted communities. Nearly 100 lawsuits have been filed against Boeing by at least a dozen law firms representing families of the Ethiopian Airlines crash victims, who came from 35 different countries, including nine US citizens and 19 Canadians while families of about 60 victims have yet to file lawsuits but plaintiffs' lawyers said they anticipated more to come.
 
According to the BBC, Kenneth Feinberg, the administrator of the compensation, said families who apply for the cash will not have to waive their right to sue.
 
Pius Adesanmi had met his death on March 10 2019, on a trip from Addis Ababa in Ethiopia to Nairobi in Kenya. This was the second crash in five months of the 737 max model. Another had happened on October 10 2019 in Indonesia. Both disasters led to the grounding of all models of the aircraft. 
 
An investigation into a software that was automated to force the plane down to prevent it from stalling, was instituted by the USA’s aviation regulator. The craft remains grounded, with uncertainties as to whether it would be allowed to fly again this year. This will lead to it paying compensation to airlines who have been unable to fly the craft. About 393 makes of the model were built as at March 2019.

Jaha, who was contributing to a motion on the need for special funding for security agencies, said the war against Boko Haram has not been transparent.

While decrying the rising insurgency in the north-east, the lawmaker said parts of Borno have come under intense attacks by the insurgents.

“(A) number of geographical locations in Borno state and other insurgency-related areas are under the occupation of Boko Haram,” he said.
“Let us take for instance, in a local government that has 13 electoral wards like my own Gwoza, only three or four are not under the occupation of Boko Haram.

“In Chibok, I have 10 electoral wards, only two are not under the occupation of Boko Haram. In Damboa, I have 10 electoral wards, only one is not under the occupation of Boko Haram. This is as far as Chibok/Damboa/Gwoza Federal constituency is concerned.

“The same thing… the chief whip to the house can bear me witness, out of the 10 local governments in northern Borno, only two local governments and it is only their headquarters, are still not under the occupation of Boko Haram.”

Sagir Musa, spokesman of the Nigerian army, did not immediately respond to enquires on Jaha’s comment which is coming amid claims of the federal government and the military that Boko Haram has been degraded and does not hold any territory in the north-east.

In its war against internet fraud, operatives of the Cyber Crime Section at the Abuja Zonal office of the Economic and Financial Crimes Commission, EFCC on Tuesday September 24, 2019 raided the residence of suspected yahoo-yahoo fraudsters and arrested four of them at Plot 1202 News Engineering Estate, Dawaki, Abuja.

The raid followed covert intelligence gathering and surveillance.

The suspects arrested are Osasu Fred Akioyamem, Ehis Ehizoghie Egheomwan, Chukwuemeka Chanimuya and Oris Karim

In the course of the operation, some of the items recovered include mobile phones, laptop computers, and a Mercedes C350. They will be charged to court as soon as investigations are complete.

Former minister of aviation Femi Fani-Kayode, FFK, has given reason why detained Omoyele Sowore needs to be forgiven by supporters of ex-president Goodluck Jonathan.

Sowore is currently detained by the Department for State Security, DSS, and also charged for treasonable felony.

His predicament has been mocked by supporters of Jonathan who recall how he supported the current administration against the then Jonathan-led administration in 2015.



However, FFK is of the opinion that Sowore deserves to be forgiven for whatever he may have said against Jonathan.

Given reason, he said if the likes of Bukola Saraki, Aminu Tambuwal, Atiku Abubakar, Rabiu Kwankwaso could be forgiven today, despite all they said against Jonathan, then Sowore deserves the same treatment.

"Those that mock @YeleSowore for his predicament just because he villified @GEJonathan in 2015 are being petty and naive. Is there anything he said in 2015 that @bukolasaraki, @atiku, @KwankwasoRM, @AWTambuwal and others did not say?If we can forgive them we must forgive him too”.

When the NHIS gives us money to pay hospitals, we would not spend all that was given to us and would not refund the excess to the NHIS purse.

Ogunseye, however, denied any involvement in the crime, though he admitted he knew about the alleged fraud.

The Lagos State Commissioner of Police, Zubairu Muazu, who paraded the suspects, said they would soon be charged to court.

Popular book seller in CRUTECH found dead in front of his shop

A popular book seller in Cross River University of Technology (CRUTECH), Calabar Campus was found dead close to Hall 2 on Saturday morning, September, 21.
 
The deceased identified as Godwin and popularly known by many as “Mourinho”, sold stationeries in front of the hostel and was found dead in front of the shop where he keeps his goods.

The cause of his demise cannot be ascertained at the moment. However, there are insinuations hovering with some attributing it to spiritual attack, others said he was murdered while some said he slumped and died.

The CRUTECH Chief Security Officer, Iwarra Ibiang, who confirmed the incident, said the corpse had been evacuated by the family.

To say what killed him, there was no injury to say so but the autopsy will reveal what was responsible his death, but for now, that has not been done. Man intentionally drives van into ex-wife’s house, causing fire

42-year-old Anthony Imafidon has been arrested for intentionally crashing a van into the Staten Island building where his ex-wife, Bisi, lives in the U.S.

The incident happened just before 11 p.m. on Sunday and it was captured on video. Police believe he had an incendiary device in the van, which sparked the fire.

Fortunately, his ex-wife and children — a 15-year-old girl, a 13-year-old boy and an 11-year-old boy -— and others inside the building were not hurt. Officers said they don’t know what prompted the incident.

Imafidon, who holds a first degree in Economics from Bayero University, Kano and a second in Psychology from the Staten Island College, was taken to Richmond University Medical Center and later released to police custody.

The suspect, who is the owner of Pride African and Caribbean Store on Staten Island, has been charged with attempted murder, attempted assault, arson, criminal mischief, reckless endangerment and child endangerment.

A 29-year-old Ghanaian soldier working with the US army reportedly committed suicide after he caught his wife in bed with another man. 
 
The deceased identified as Prince Yeboah Wiredu who couldn't take the heartbreak of finding his wife in bed with another man allegedly committed suicide on the 11th of September.  This reportedly occurred less than 2 years after he brought his wife and children to the United States.

Two medical doctors on trial over death of pregnant woman in Delta State

Two doctors with the Federal Medical Centre, Asaba, have appeared before the Medical and Dental Council of Nigeria Tribunal, to answer charges of gross professional negligence.
 
The doctors, Iyiola Adewale and Adigba Onodjohwoyovwe, are accused of gross professional negligence which led to the death of a patient in their care.
 
The prosecuting counsel, Nasiru Aliyu, told the tribunal on Monday in Asaba that the defendants while on duty on March 7, 2017, negligently handled one of their patients, a pregnant woman, Mrs Rita Uchebuego, now late. According to the prosecutor, they allegedly failed to attend to her as appropriate for the management of her condition.
 
The deceased's husband, Mr Ngozi Uchebuego, an Asaba-based surveyor, alleged negligence by medical personnel at the hospital and called for the dismissal of the medical director and four other doctors.
 
While the death of the housewife raises some controversies, the hospital management, however, through the Acting Medical Director, Dr. Victor Osiatuma, has maintained that she died of blood transfusion reaction, denying claims of negligence. Read previous LIB report here
 
Aliyu said the offence is punishable under section 16 of the Medical and Dental Practitioners Act. However, the defendants pleaded not guilty to the charge. Chairman of the tribunal, Prof. Abba Hassan, adjourned the case till Sept. 24, for address.
 
The tribunal was established for the trial of offences under the medical and dental practitioners act. This is the tribunal’s third session in 2019 and had already convicted some doctors during its second session for professional misconduct.

Influential people in Awgu Local Government Area of Enugu state have expressed worry over the alleged abandonment of multiple constituency projects attracted by former Senate President Ike Ekweremadu and other National Assembly (NASS) members from the area.  
 
The people, including traditional rulers, town union presidents and others, spoke during the presentation of the Awgu Community Constituency Project Tracking Report (2015–2018) where they spoke on how a project for the “Maintenance of Youth Development Centre” at Nsulu Games Village, worth N10 million, got abandoned.

Quote:According to them, “Nothing was done about the project after site clearance, even when some of the projects were indicated to have been completed.
Other failed and abandoned projects in the area include a N30 million Ogbuma Rural Road. The project was captured twice by a government agency and ministry at N30 million each. Only about 10 per cent work was done.”
They also listed other ill-fated projects to include Mgbowo Rural Road, Obuofia Ololi Erosion Control, Omuowo Junction–Amata Itukwu Erosion Control and Completion of Erosion Control at Umuhu Owelli. Mr Azinkpali said that his people were unhappy with the number of abandoned projects, which were claimed to have been completed in the area.  He said that the community did not have any presence of completed projects.

RHAPSODY OF REALITIES

TUESDAY, 24TH SEPTEMBER.

INCREASE IN KNOWLEDGE

Having the understanding darkened, being alienated from the life of God through the ignorance that is in them, because of the blindness of their heart (Ephesians 4:18).

The Apostle Paul, by the Spirit, highlights the awful state of the non-Christian in our opening text. Let’s read from the Amplified translation for further clarity:

“Their moral understanding is darkened and their reasoning is beclouded. [They are] alienated (estranged, self banished) from the life of God [with no share in it; this is] because of the ignorance…” (AMPC).”

What a dreadful state for anyone to be in! If ignorance of God and His Word could put man in such a state of hopelessness, hemmed in the domain of darkness, imagine then what the accurate knowledge of God would do!

Knowledge in this context isn’t scientific or mental. Rather, it’s a special kind of knowledge: “epignosis” (Greek). It refers to accurate, full and precise knowledge of God; experiential knowledge of God, acquired through revelation and acquaintance.

After receiving salvation, yielding yourself to the ministry of the Word is crucial. Proverbs 11:9 declares, “...but through knowledge shall the just be delivered.” You already have an inheritance bequeathed to you in Christ, but through the knowledge of God, you’re able to take a hold of what’s rightfully yours in Christ.

Yield yourself to knowledge. Have a voracious appetite for the Word. Those who don’t know the Word easily get overwhelmed by circumstances, and defeated by the crises of life. Uju Chima, a member of the House of Representatives, has denied the rape allegation levelled against him by businesswoman and mother of four, Nkeiruka Cynthia Kamalu.

In a chat with the Nation, Chima who represents Ohaji/Egbema, Oguta and Oru West Federal Constituency of Imo State, said Kamalu was a liar and serial fraudster out to extort money from him.

Speaking further, the lawmaker said he contacted the police when he couldn't continue to handle the matter.

It was the police that even discovered that this lady even bought a child in Enugu, trying to use the child to cover up the pregnancy she said she lost, because she said she was pregnant, when she was not.
“She wasn’t pregnant, she claimed I should pay her, is it $45,000? That she had the child in Canada, twins. She was using a Canadian line to call. She even forged a visa, a Canadian visa, that she was in Canada already, that I should send money to her in Canada.
“Where will I get $45,000 to send to her? I quickly ran to the police, but before then I had already reported her to the SSS (State Security Service) for fraud, but because I was running an election, they said I should play along so that I can have tangible things against her, which happened.”
He denied her claims that he promised to give her N20 million if she divorces her husband.

Fresh indications have emerged that military troops deployed to fight Boko Haram insurgency in the North-East are using outdated weapons and equipment, including failing Shilka guns procured during the administration of late Alhaji Shehu Shagari, who was the President of Nigeria between 1979 and 1983.

This development, according to top military officers who spoke to Sunday PUNCH on condition of anonymity, has exposed Nigerian troops at the battlefront to attacks by the terrorists, especially ISWAP fighters, who are said to have more sophisticated weapons. They noted that it was also responsible for the heavy casualties the country had suffered in the anti-insurgency war in recent times, noting that there were times the Shagari-era weapons failed during operations.

The top military officers explained that Shilka, an artillery gun mounted on fighting vehicles, being used by the Nigerian troops at the battlefront are outdated but that they were refurbished and deployed for the operation. They noted that such refurbished arms could not withstand the modern ones used by the insurgents and that there were times they packed up during operations.

One of the officers said, “The Shilka guns were acquired under Shagari’s government. We have many of them but they are outdated, so they were refurbished, even though a lot of their components are missing. However, they were deployed in the North-East for the anti-insurgency war like that, hence they fail during battles.

“Recently, Boko Haram even stole one from the troops. So, while we are battling with the refurbished Shilka, ISWAP fighters deploy the latest technology to attack us, and you know the President said a week ago at an ECOWAS meeting that how the terrorists deploy more sophisticated weapons is a matter of concern.”

Another officer, who is currently engaged in operations in one of the toughest operational zones in the North-East, also told Sunday PUNCH that apart from Shilka, they used to have in their inventory Tank 72, also known as T-72, which was made in Russia and manufactured in 1971 but sold out in 1972. T-72 are Soviet-era tanks.

He added, “They were procured by former President Goodluck Jonathan’s administration towards the 2015 elections and they were used to capture lost territories, but unfortunately, the tanks came without spare parts.

“From time to time, we cannibalised one to fix another until they broke down and they were withdrawn from operations because there were no spare parts. What we have now is called Vickers MBT (Vickers Main Battle Tanks).

“They are even older than the T-72. So, as I’m talking to you, Shilka is what we have and the outdated guns we were supplied with and that is why the insurgents seem to be having the upper hand. The equipment is really outdated.”

In a similar revelation, another top military officer at the battlefront told Sunday PUNCH on the condition of anonymity that the attacks on soldiers had increased in recent times because the insurgents were now using the weapons and equipment they once stole from the military.

He noted that superior weapons and equipment, like Armoured Personnel Carrier and Mine-Resistant Ambush Protected vehicles, popularly known as MRAP, which is both bullet- and bomb-proof, were urgently needed by the troops.

Meanwhile, the sources explained further that beyond using drones, the insurgents were now using night vision goggles, thermal detectors and other modern equipment to attack the Nigerian troops.

The Nigerian Army had in November 2018 pointed out that Boko Haram’s attacks on troops had revealed that the insurgents were using drones and foreign fighters.

Also, Governor Babagana Zulum of Borno State said in July while welcoming the Speaker of the House of Representatives, Mr Femi Gbajabiamila, that Boko Haram had higher expertise and better technological weapons than the military.

He said, “The capacity of the military has to be re-examined in terms of technological warfare. Otherwise, this thing will never end. Boko Haram now uses drones to monitor the operations of the military. Without providing the proper and up-to-date technological capacity to the military, this thing will never end.”

In affirmation of the observation by the military and the governor, one of the sources said, “The ISWAP is highly advanced in technology and in training and that is obvious in the way they attack us. They fly drones; they use night vision goggles and thermal detectors, and they are very innovative.

“Thermal detectors are optic detectors that work as a result of heat emitted by any living thing that breath out carbon dioxide.

“No matter where you are hiding, you will be easily detected. We don’t have night vision goggles, not to even talk of thermal detectors,” one of them said.

“In fact, if I can, I will call them magicians, yet we keep fighting them with the obsolete equipment we are supplied with and that is why we are losing men. I can tell you that we have not been supplied with fresh equipment in a long while. Those terrorists, especially ISWAP, are very deadly and confident and they now use foreign mercenaries, who are foreign terrorists.”

The top military officer, who had previously been attacked, said these days, soldiers do not waste time in withdrawing because they use inferior weapons, compared to what Boko Haram fighters use.

While speaking on the killing of a colonel and an army captain sometime in July, he said the soldiers were travelling from Maiduguri to Damaturu when they ran into the ISWAP fighters and in “three minutes” they killed the soldiers.

Asked if soldiers would not leave the war front if the attacks become too much, he said, “If the attacks become overwhelming, and there are no weapons or equipment to fight with, some would move. We don’t have night vision goggles and it’s sad because those terrorists use it as an advantage over us in the night.”

One of them added, “Let me even shock you; there are times the insurgents come with handcuffs, with the notion of capturing soldiers alive, because when we kill them we see those things. In each of their operation areas, they have suicide bombing squads that move around with them; they have medical teams and engineering teams to manufacture make-shift bridges if they have to cross obstacles or repair any damaged vehicle during the attack. They also have a casualty recovery team that evacuates their dead and injured colleagues during attacks.

The source also lamented that there were times they would call for backup and no one would respond, while the ISWAP fighters, on the other hand, would send heavy backups, with men numbering about 500 sometimes.

“They are well equipped and that is why they launch RPGs cheaply and easily,” he added.

FG allocated over N3.77tn for defence in 10 years –Investigation

Meanwhile, despite the inability of the Nigerian military to acquire modern weapons to confront the Boko Haram fighters, findings show that the Federal Government has allocated over N3.77tn to the Ministry of Defence between 2010 and 2019.

Details of the N3.77tn, which were obtained from the Budget Office of the Federation by one of our correspondents, were contained in the annual budgets of the government for the ministry.

The Ministry of Defence is made up of the Nigerian Army, Navy, Air Force, Defence College, Nigerian Defence Academy, Defence Intelligence Agency, Defence Intelligence College, Military Pensions Board, Defence Missions, Defence Space Agency among others.

A breakdown of the allocation showed that the sum of N589.95bn was allocated to the defence sector in the 2019 fiscal period. The budget is made up of recurrent expenditure of N430.82bn and capital expenditure of N159.12bn.

In the 2018 fiscal period, the government allocated the sum of N576.39bn for defence, made up of recurrent expenditure of N418.68bn while capital expenditure was N157.71bn.

For 2017, the sector had a total allocation of N411.48bn made up of recurrent expenditure of N96.48bn and capital expenditure of N315bn.

The 2016, 2015 and 2014 fiscal years had total allocations of N443.07bn, N375.49bn and N349.71bn.

These were made up of N312.21bn, N338.79bn and N338.79bn recurrent expenditures in 2016, 2015 and 2014 respectively while capital expenditures were N130.86bn, N36.7bn and N35.36bn for the respective periods.

In 2013, the sum of N350.8bn was allocated for defence while for 2012, 2011 and 2010, allocations were N333.26bn, N111.52bn and N232.04bn respectively.

Further analysis showed that the Nigerian Army and the Nigerian Air Force got a total budgetary allocation of over N2.32tn to finance their operations during the 10-year period.

An analysis of the budget document showed that out of the N2.32tn, the Nigerian Army received a budgetary allocation of N1.55tn for the 10-year period while the Air Force got N845.81bn.

A breakdown of the N2.32tn showed that the sum of N228.14bn was allocated in the 2019 financial period. This was made up of N208.79bn for recurrent and N19.62bn for capital expenditure.

The sum of N224.25bn was allocated in the 2018 fiscal year made up of recurrent expenditure of N204.63bn while capital expenditure was N19.62bn.

In 2017, the Nigerian Army got N155.44bn, made up of N134.82bn for recurrent while N20.62bn was for capital expenditure.

In 2016, the allocation to the army was N99.63bn, out of which N65.97bn was for recurrent expenditure while capital expenditure was N33.65bn.

The 2015 fiscal period had the sum of N149.83bn allocated to the Army, out of which recurrent expenditure was N144.08bn, while capital expenditure was N5.75bn.

In 2014, the Nigerian Army got the sum of N136.08bn, made up of recurrent expenditure of N131.18bn and capital expenditure of N4.89bn.

In 2013, 2012, 2011 and 2010 fiscal periods, the Army got allocations of N128.12bn, N123.93bn, N111.52bn and N75bn respectively.

For the Nigerian Air Force, the security agency got N114.83bn in 2019, out of which N69.78bn was for recurrent expenditure while N45bn was for capital expenditure.

In the same vein, the sum of N111.65bn was allocated in 2018 made up of recurrent expenditure of N67.33bn and capital expenditure of N44.65bn.

In 2017, the Air Force got N111.65bn; 2016, N90.71bn; 2015, N77.02bn; 2014, N73.88bn; and 2013, NN68.76bn. For 2012, 2011 and 2010 fiscal periods, the Air Force got allocations of N66.44bn, N84.61bn and N58.28bn respectively.

The allocations excluded the withdrawal made from the Excess Crude Account for the purchase of military equipment.

Analysis of figures obtained from the Budget Office of the Federation showed that the sum of $496.37m was approved by President Muhammadu Buhari and withdrawn for the purchase of Super Tucano Aircraft.

The withdrawal of that amount, according to the Budget Office, was made in the first quarter of 2018.

Similarly, the President also gave approval that the sum of $380.51m be withdrawn for the first batch of procurement of critical equipment for the Nigerian Army, Navy and Defence Intelligence Agency.

The withdrawal of the $380.51m, according to document from Budget Office, was made in the fourth quarter of 2018.

However, despite the money spent on defence, especially on terrorism in the North-East, the Boko Haram insurgents have resurfaced and armed with better military equipment such as drones.

According to a report by the New York Times last Saturday, the terrorists were said to be roaming some parts of Borno State with impunity, even when President Muhammadu Buhari had insisted his administration had defeated the sect.

Another soldier in Borno told one of our correspondents that although the insurgents could not be said to be fully in control of any local government in the country, their threat was still very much potent.

He said the threat of the insurgents made the military authorities to deploy Super Camp and roving military tactics.

The soldier said, “The Boko Haram soldiers have superior firepower. Also, they have spies who work for insurgents at a price. Some of the civilians living along various axis come to buy foodstuffs and other things for these guys.”

Also, there is no proper synchronisation between the land Army and the Air Force. If this fight would be properly fought and Boko Haram dealt with, we need more of the air support.”

Also, apart from the budgetary allocation, $1bn was deducted from the ECA during the tenure of former President Jonathan to fight the insurgents. At that time, one dollar was about N192, making the sum N192bn.

Meanwhile, the Buhari government also in 2017 revealed its plan to withdraw $1bn to fight the terrorists, but as of December 2018, the Chief of Army Staff, Lt.Gen. Tukur Buratai, said the Army had yet to access the fund.

Defence budget in the spotlight

When reminded that the military had had over N3.9tn in 10 years, the officers noted that there had been no sign of the money in their operation because there were no new weapons and combat equipment as they still relied on old weapons.

“On the other hand, what we see is that ISWAP comes with superior firepower. It takes extreme courage to withstand them for one hour and at times our soldiers may not be lucky enough to withdraw successfully in the face of a fierce battle.”

Super camps as safe havens?

Speaking on the Super Camps set up by the military, the officers expressed fear that the insurgents might someday dislodge soldiers from the camps if they were not equipped.

One of the officers said, “It’s for the big men to loot and nothing more. Do you form a super camp without weather and adequate equipment? When the dry season comes, their lies will be exposed. The terrain is swampy now, so the terrorists can’t move as much as they would want to. Let the terrain dry and you would see their capacity. That super camp is a big joke.”

Another officer alleged that the move was to make civilians believe that the troops are in charge but that the initiative would succeed in creating more funds for the personal pockets of certain persons other than the interest of the nation.

Scores of missing soldiers unfound 10 months after

Meanwhile, scores of soldiers who went missing following the Boko Haram and Islamic State fighters’ attacks on the army bases in Metele and Baga, Borno State, in November 2018, have yet to be rescued by the military almost 10 months, Saturday PUNCH can report.

This is coming about three months after the Multi-National Joint Task Force explained in June that its operation, Yancin Takfi, “is progressing steadily and is committed to rescuing all personnel who were declared missing in action.”

Findings among top military sources on Friday showed that scores of missing soldiers had yet to be found by the military. Some of the soldiers are feared to have been killed or abducted by the insurgents.

The Nigerian Army had on November 28 last year confirmed that it lost 23 personnel to the attack by the ISWAP terrorists, who attacked the 157 Battalion in Metele in northern Borno on November 18. The army also said 31 personnel were also “wounded in action and have been evacuated to several medical hospitals.”

The Defence Headquarters, Abuja, has, however, said that the military conducted regular search-and-rescue operations to free any personnel suspected to be in the enclave of the Boko Haram terrorists.

The acting Director, Defence Information, Col Onyema Nwachukwu, who stated this on Friday, said he was not aware any personnel was with the Boko Haram insurgents.

He said, “Of course, we do search and rescue operations; this is done regularly to ensure that any of our personnel are liberated from such captivity. This is apart from the offensives that we are conducting.

“But nobody has told me there is any personnel in captivity. When there are missing-in-action personnel during combats, what we do is to send out search and rescue parties, but there is none of our personnel in the enclave of the Boko Haram.”

The acting Director, Army Public Relations, Col Sagir Musa, could not be reached for comments on Saturday evening, as his line rang out two times.

A text message also sent to his line to seek comments on the reportedly outdated Shilka tanks was not replied to as of the time of filing this report.

The acting Director, Defence Information, Col Onyema Nwachukwu, could also not be reached on Saturday evening for comment.

The Nigerian government has selected five witnesses to testify against the detained publisher and activist, Omoyele Sowore.
The trial is scheduled to begin on Tuesday.

The witnesses include investigation officers and banking officials.
They are to give statements on Mr Sowore’s alleged treasonable offences instigated through the #RevolutionNow protest.
Premium Times reports that the witnesses include Paul Clement, Moses Amadi, Cyril Odawn and Paul Okafor.

The investigative officers would reveal how Sowore allegedly “mobilised youths across the country to embark on a revolution that will see to the end of the democratically elected administration.”
Two banking officials with the GTB and the UBA will also speak on how Mr Sowore’s banking statements with the various banks were created.
Last Friday, the federal government filed a seven-count charge against him, accusing him of treason, fraudulent transfer of funds, cyber-stalking, dissemination of inciting media content and insulting President Muhammadu Buhari.

In the letter dated 21 September 2019 and signed by SERAP deputy director Kolawole Oluwadare, the group said: “Sowore’s case and several similar cases instigated/brought by state governors make a hideous mockery of Nigeria’s criminal justice systems, rule of law, freedom of expression and media freedom.
“These cases are persecution and not prosecution. As guardian of the public interest, you have a role to end this travesty now, and to maintain the sanctity and integrity of Nigeria’s justice system.

“These cases set a dangerous precedent for the misuse and subversion of the justice system, which may lead to the politicization of the judiciary. This will be bad for everyone—ordinary citizens, journalists and even the politicians in power, as they may themselves become targets of these repressive and abusive tactics when they are out of power/in opposition.
“While the Nigerian government has a responsibility to prevent and prosecute criminal offences, it ought to do so lawfully, and in full compliance with human rights and the rule of law. Exercising your constitutional independence and discretion to withdraw these kinds of charges would meet the test of reasonableness, demands of justice, and as noted, serve the public interest.
“Laws against terrorism and money laundering should be properly used, and not to undermine critical voices, activists, and the media. Invoking the charges of treasonable felony to unjustifiably or arbitrarily restrict the right to freedom of opinion and expression would minimise the seriousness with which our laws traditionally treat such offences, and undermine the essence of the criminal justice system and the rule of law.

“If not urgently addressed, the misuse of the criminal justice system and politicization of Nigeria’s judiciary would jeopardise the independence of the judiciary and the rule of law and lower the public estimation of the ability of our justice system to serve as the last hope of justice for desperate victims.
“Unless these bogus charges are immediately withdrawn, there is a danger that the public interest represented by the courts and that represented by your role, might part company.”

Yoruba group Afenifere spokesman Yinka Odumakin, has criticised the police over what it called poor handling of investigations on the murder of Mrs Funke Olakunrin, daughter of its leader, Chief Rueben Fasoranti.

According to the Publicity Secretary of the group, Yinka Odumakin who spoke with reporters after a meeting at the Akure home of Fasoranti, the inability of the police to fish out the killers of Mrs Olakunrin by now showed that the matter was poorly handled by the police.

He said, “It is now over two months that Mrs Olufunke Olakunnrin, the daughter of Afenifere leader, Chief Reuben Fasoranti was murdered around Ore  in Ondo State and we are compelled to speak out over the lackadaisical attitude of the police over the gruesome assassination.

“The younger brother of the deceased, Kehinde Fasoranti had stated openly a day after the incident that the police in Ore told him his sister was killed by Fulani herdsmen when he went to collect her body the day she was killed and challenged the police to bring out the statement he wrote at their station.



“They have not contradicted him till date.

“The first sign we got that there was no attempt to launch any serious investigation into  the murder was when the car in which she was killed was released to the family from Ore police station the day after the murder without any forensic investigation into the most prized evidence at the scene of the crime.

“It was when we engaged the police high command that they came to pick the car six days later. The car has now been returned to the family with no report on the examination report.”

The group emphasised that there was no attempt to carry out any autopsy on the corpse until they demanded it from the police before the burial, saying,  ”only that was carried out and only that report was given to the family when they went to collect the car.


“Beyond this, the police have not made any  briefing to the family on their investigations into this dastardly act.

“There are other bizarre developments that worry us on police investigations into this murder .

“For instance, the driver of the car in which Mrs Olakunrin was killed has not been asked a question by the police till date.”

“All the above put together suggest to us clearly that the police have not done any serious investigations into this murder .And it worries us that we are seeing all the signs of lethargy that usually attend high profile murders with powerful masterminds in our country”.

Afenifere therefore called on all  those who respect human lives in Nigeria and across the world to join  in asking the police where are the killers of Mrs Olakunrin.

Fuel Price

On May 11, 2016, barely a year after been sworn into office, the Buhari administration increased the pump price for petrol from N86.50 to N 145.

Arguing that the price of petrol was artificial, the government said the subsidy component in the Petroleum Products Pricing Regulatory Agency (PPPRA) fuel pricing template must be removed to stop the corruption and arbitrage in the fuel subsidy regime which was costing the country several billions of dollars every year.

The administration argued that subsidy removal will create an enterprising fuel market that would encourage private sector participation and end the Nigerian National Petroleum Corporation’s monopoly and dominance in the fuel supply system.

The then Minister of State for Petroleum Resources, Ibe Kachikwu, said the adjustment was to increase the supply of petroleum product and stability in the fuel market. The fuel price hike expected triggered increases in the prices of goods and services in the country. But the government has continued to pay subsidy on petrol three years after the nearly 70 per cent increase.


Electricity Tariff

On February 2, 2016, then Minister of Power, Works and Housing, Babatunde Fashola, announced a 45 per cent increase in electricity tariff. Mr Fashola explained that the hike was necessary as it will result in better power supply. While Nigerian have since been paying the increased rate, power supply has not seen much, if any appreciable increase in many parts of the country.


Bank Charges

On September 17, 2019, the Central Bank of Nigeria (CBN) imposed charges on cash deposits and withdrawals above N500,000 for individual accounts and N3 million for corporate accounts.

Individuals will have to pay a three percent charge as processing fees on all withdrawals and two percent for cash lodgments in excess of N500,000.

Withdrawals in excess of N3 million from corporate accounts would henceforth attract five percent charge as processing and three percent on lodgments in excess of N3 million.

The CBN first announced the policy in 2012 before suspending it. The bank says the plan is aimed at encouraging cashless policy and will be implemented nationwide in March 2020.

Customers already pay a variety of account and card issuance and maintenance fees to different banks.

Also, On January 15, 2016, the CBN announced that bank customers are required to pay N50 stamp duty for monies received into their accounts via electronic transfer, cash, and cheques across banks.


Increased VAT

On September 13, 2019, the Minister of Finance, Budget and National Planning, Zainab Ahmed, said the Federation Executive Council had approved a proposal to increase the Value Added Tax (VAT) rate payable in Nigeria from 5 to 7.5 percent.

She said the increment followed a recommendation of the presidential technical advisory committee set up to advise the government on alternative sources for raising funds for the implementation of the new minimum wage.

The government said the proposed increase will come into effect next year. It will require the approval of the National Assembly first. While the government claims that only the rich who use high-end goods and services will pay more, experts have said the impact will trickle down the economic ladder and just anyone will be affected.


Online Transaction VAT

Similarly, in August, the Chairman of the Federal Inland Revenue Service (FIRS), Tunde Fowler, told PREMIUM TIMES in an exclusive interview that the government was contemplating introducing the deduction of five percent value-added tax (VAT) on all online purchases using bank cards.

The government has not given the exact time for the commencement of the new tax.

Suspected Fulani herdsmen kidnap 14 bus passengers along Otan/Imesi-Ile road in Osun State

Bandits, suspected to be Fulani herdsmen, have reportedly kidnapped 14 bus passengers, including the driver, along Otan/Imesi-Ile road in Osun.  
 
According to reports, all the eighteen occupants of the bus were initially taken hostage, but four of them escaped. The kidnapping was carried out following a tip-off from one of the occupants in the bus, who disguised as a passenger.  
 
The driver and occupants of the commercial bus, who were said to be travelling from Osogbo to Abuja, were kidnapped by the bandits at Ajeoku Junction, Otanle\Imesile expressway on Sunday night. The passengers were said to have been whisked to the forest and no contacts have been made with the family members of the victims.  
 
Osun Police Public Relations Officer, Folashade Odoro, said the total number of victims could not be ascertained yet.

Dismissed soldiers arrested for armed robbery in Lagos

The Lagos state Police command has arrested some dismissed military officers and other members of their gang who rob residents of Ijegun area of the state in military uniform. 
 
The arrested suspects include three dismissed Nigerian army officers, two dismissed naval officers and two civilians. The suspects paraded before newsmen were identified as Ndidi Oluchukwu, Owolabi Adeyemo, David Olufemi, Samuel Israel, Emeka Ibeh, Samuel Anochime, and Ebedot Stephen. 
 
Their arrest came after they robbed a man traveling from Ibadan to Ijegun of his Lexus RX330 car on February 18. Items recovered from the suspects include 12 pairs of military camouflage uniforms, military ID cards, two cutlasses, ATM cards, jack knives, female pants and a local ring.

N90bn FIRS election fund Osinbajo’s problem, not 2023 politics ― Frank

A political activist and former Deputy National Publicity Secretary of the All Progressives Congress (APC), Comrade Timi Frank, has said the ongoing travails of Vice President Yemi Osinbajo is allegedly due to corruption

Frank revealed through a statement on Monday in Abuja that he has reliable information from his sources in the presidency to the effect that Osinbajo’s travail has nothing to do with 2023 but alleged mismanagement of about N90 billion Naira released by the Federal Inland Revenue Service (FIRS) to prosecute the last general elections in favour of the APC.

Frank said: “The presidency discovered how Osinbajo allegedly mismanaged N90billion from the Federal Inland Revenue Service (FIRS).

“When confronted by the presidency, he confirmed to General Buhari that he indeed allegedly took N90billion from FIRS but it was used for the 2019 presidential election campaign in strategic states of the South-west.

“Gen Buhari asked for a breakdown of how the money was spent and he said he gave N11 billion to Lagos state APC leader but when the said national leader and one former APC chairman were invited for an explanation, it was confirmed that Osinbajo gave only N5billion and not N11billion to Lagos state.

“The cabal is asking to know how come they beat PDP in the South-west with less than 60,000 votes if the money was actually spent in the strategic states of the South-west as allegedly claimed.”
The activist insisted that if the information is true, Osinbajo must resign his position as Vice President, adding that such is akin to the characteristics of ‘yahoo boys.’

Frank said since the former National Security Adviser, Colonel Sambo Dasuki is being held on allegations of embezzlement while Osinbajo is also allegedly being accused of embezzlement, “they should be given the same treatment.”
He added: “This goes to confirm the NEMA case against Osinbajo concerning the N5billion that he was alleged to have siphoned.

“The ball is in Gen Buhari’s court to show Nigerians that he supports corruption from his cabinet members and do nothing or he is indeed truly fighting corruption and therefore force him to resign.

“No wonder the fight against corruption under this administration is not yielding positive results as expected.”

Frank wondered why Osinbajo would always be the first to brand people like Bukola Saraki and ex-President Goodluck Jonathan with corruption “whereas he is the chairman of ‘yahoo yahoo’ in Nigeria.

“How do we expect the ‘yahoo boys’ to change when the VP is their chairman? Nigerians must not feel sorry for Osibanjo as the time to pay for his yahoo yahoo activities has come.

While calling on Nigerians to ignore the claim that Osinbajo is being witch-hunted by the cabal, Frank said: “If Osinbajo is investigated, Nigerians will be shocked to find more revelation about his activities.

“If he fails to resign, the National Assembly must begin the process of impeachment against him as a matter of urgency to prove to Nigerians that 9th Assembly is not a rubber stamp of the executive.

“Finally, I call on Osinbajo to immediately apologise to God for his ‘yahoo yahoo’ behaviour and repent otherwise he will be disgraced out of office.”

  Auchi Cult War: Graduate, 7 Students Killed In Photo

About five persons have been reportedly killed in a cult war that broke out last weekend and three more killed this morning. Making a total of eight in Auchi, Edo state.

Among the victims is a graduate of Federal Polytechnic, Auchi, who recently completed the National Youth Service Corp (NYSC) identified as Irale Obas. Obas was killed on Sunday at Iyakpi village.

Others were killed in reprisal attacks in different locations. Sources said the killings were caused after the murder of a brother to a leader of one of the confraternities. The cult leader was the target of the other rival cult, but his younger brother who is his look-alike, was killed in a mistaken identity. The cult war, it was learnt, has caused tension among students living off campus.

Senior Pastor of Latter Rain Assembly, Tunde Bakare, has said that he is not granting interview on issues involving Vice President Yemi Osinbajo.

Prof. Osinbajo is said to be setting his sights on taking over from President Muhammadu Buhari in 2023.

However, the Vice-President’s relationship with Buhari is rumoured to have suffered a crack after he was accused of disregarding due process in the award of contracts for agencies under his watch.

Bakare told TheCable on Monday by telephone that he was not interested in talking publicly about the Vice President.

“I believe the government is perfectly capable of addressing the issues,” he said.

“I have not and I am not granting interviews on this current VP saga. If, however, my counsel is sought at all, I will handle that confidentially and not in public.”

The preacher also asked the public to disregard any interview he is said to have given over the matter.

Igbere TV earlier reported that Bakare, on Monday, appeared in clips showing him giving a sermon and telling his congregation that he would succeed Buhari in 2023.

Clips of the sermon which was given in February 2018 was culled up late Sunday and has been gaining attention on social media.

Bakare, in the video, said God had prepared him for the nation’s top job for more than 30 years.

The six Nigerian students that will represent the country at the Africa Robotics Challenge (ARC) in South Africa on Sept. 28 have cancelled their trip to the country for safety.

The students announced the cancellation of their trip at a news conference on Monday in Lagos, saying that the organisers had failed to guarantee their safety throughout the competition.

The students are Tirenioluwa Shobande, 18, a 100 level Systems Engineering student of the University of Lagos (UNILAG); Ifeoluwa Aigbiniode, 15, of Yaba College of Technology Secondary School, and Jeffrey Nwafor, 15, of S-TEE International School.

Others are 19-year-old Kolawole Olatunji, a 100 level Computer Science Education student of Lagos State University (LASU), Toluwanimi Akinola, 15, Dansol High School and Aromolaran Dominion, 14, Supreme Education Foundation.
The National Coordinator, Mrs. Remi Willoughby, said that the organisers had informed her of their inability to provide adequate security and guarantee the safety of the students while in South Africa.

Willoughby said the organisers hinted that while in South Africa, the Nigerian competitors would neither disclose their nationality nor will they be able to go out for sightseeing for the duration of the competition.

According to her, the host says that the event will not be given publicity and that no one else will be invited to witness the competition.

“This competition we are supposed to go for is Africa Robotics Challenge, it is a product of the first Robotics Challenge which we have been going for in the last few years. We planned to go to South Africa for this robotics competition which is supposed to be for few African countries and would have held on Sept. 28″ she said.

“However, we will not be attending because of the situation in South Africa currently” she added.

“And the fact that I cannot personally guarantee the safety of the students while there, and with our host telling us that even if we come, it will not be announced. That we have to come quietly and we will not wear our Nigeria T-shirts and that the bus that will convey us will not display our logo of Green, White, Green, so how can we proudly showcase our country?” she explained.

According to her, beyond the host not guaranteeing safety, there is the need to support our brothers and sisters who have not been treated fairly in South Africa. She added that attending the competition would also be like a betrayal of trust; we are also glad the parents of the students agreed that it was not safe to make the trip.

An FCT High Court, Jabi, on Monday dissolved a five-year-old union between Lynda Dike and her husband Jude Ajaero, on grounds that he was legally married to another woman in Germany.
NAN reports that Dike in her petition sought for the dissolution of the purported marriage through Sections 3 (1) (a) (d) and 34 of the Matrimonial Cause Act.

Ruling, Justice Charles Agbaza, held that the sole issue to be determined by the court was whether the petitioner had successfully made out a ground for the court to grant the relief she sought.
The judge further averred that Ajaero, the respondent who was served with court processes, including hearing notices did not file nor answer to the petition, but had legal representation and neither did he challenge the evidence of the petitioner, rather he rested his case on that of the petitioner.
According to Agbaza, ”the implication of this is that the court will deem the unchallenged and uncontroverted evidence of the petitioner as true, correct (as long as it is credible) and act on it”.

Agbaza concluded and said “because the evidence brought by the petitioner was not challenged by the respondent, “this petition succeeds and judgment is accordingly entered in favour of the petitioner in the following terms.
“The court hereby pronounce a Decree of Nullity of the purported marriage conducted between Lynda Dike and Jude Ajaero on Oct.2,2014 at the Federal Marriage Registry, Abuja, on the ground that the marriage is void.”
”The court hereby grants an order nullifying the said marriage”, he added.

In her petition, Dike said that when she married the respondent, he told her that he was not married.
She further submitted that, however, when she traveled to Germany to see the respondent, instead of taking her to the address she knew he lived, he took her to a different address.
According to the petitioner, when she demanded to be taken to the address of where he lived, she was beaten up by the respondent.

She said this action prompted her to trail the respondent to the aforementioned address and that was when she discovered that he lived there with his German wife.
Dike added that she confronted the respondent and he admitted that he was married to the German woman and that they had been married for over a year before he came to Nigeria to marry her.

Former chairman of the Pensions Reform Task Team, Abdulrasheed Maina, has dragged Reno Omokri, media aide to former President Goodluck Jonathan, to court over allegations of corruption recently made against him in a national newspaper.

In the suit filed before a High Court of the Federal Capital Territory (FCT), Maina has asked the court to award the sum of N4bn compensation against Omokri for the alleged defamatory publication.

Sued along Omokri was the Vanguard Media Limited publisher of the Vanguard newspaper, wherein the said defamatory publication was made.

Maina, in the suit, prayed the court to declare that the comments contained in Omokri’s right of reply titled, “General Buhari’s Cambridge Certificate is as nonexistent as Louis Odion’s self esteem”, published in the Vanguard newspaper on September 12, 2019 as defamatory and libelous.

The claimant, in the suit filed by his counsel, Edwin Inegedu, wants the court to order the publication of apology, retraction and rebuttal of the libelous materials in the Vanguard newspaper and two other national dailies within seven days.

He prayed for an order of perpetual injunction restraining the defendants from further publishing or disseminating the libelous materials against him.

According to Maina, Omokri, in his right of reply published in the Vanguard classified him as one of the highlights of alleged corruption, which he noted was a libelous publication.

The claimant further averred that the 1st defendant, by his right of reply made the following libelous publication about him.

“Who is super corrupt between Atiku, who is the most investigated politician in Nigeria, without anything being found against him, and a General Buhari, who loaded his cabinet with corruption gold medalist?
“If Mr. Louis Odion says General Buhari has integrity, then I have the following question for him.

“Why was Goje’s N25 billion corruption dropped, who owns Ikoyi apartment billions, when will #AishaMBuhari”s ADC be tried and who reinstated and double-promoted Maina?

The claimant averred that Omokri maliciously and in extreme bad faith made the said publication in an adventurous attempt to score a point in his quarrel with one Mr. Louis Ofion.

By that libelous publication, Maina said he was being portrayed as corrupt and unworthy of being entrusted with public funds, that he was a beneficiary of corruption and was corruptly reinstated into the civil service, had no integrity to be reinstated, among others.

He said the libelous materials were false, untrue, baseless and was orchestrated to ridicule, malign and smear his reputation, adding that he was not double promoted by the president or issued with any letter of double promotion.

That he had never been tried and convicted for corruption by any court in Nigeria and further added that the publication had damaged his image, character, reputation and that he had suffered considerable distress and embarrassment and had been put into public scandal, odium and contempt.

No date has been fixed for the hearing of the suit which was filed last Friday.
