Deadly crackdowns on non-violent protests and journalists affecting Nigeria's image - US lawmakers write Nigerian government

New Jersey's Senator Robert Menedez and Josh Gotheimer, a member of congress have written the Nigerian government over reports of the country's security services assaulting and detaining journalists, using excessive force on non-violent protesters and taking other actions that inhibit freedom of expression. 
 
In the letter dated November 25 and addressed to Sylvanus Nsofor who is Nigeria’s ambassador to the US, the US lawmakers expressed strong concern about closing media and civic space in Nigeria which according to them is affecting the image of the West-African country. 
 
They further affirmed that Nigeria should be a shining to other African countries as it plays a critical role in preserving  peace and stability in the continent. 
 

Quote:“We write to express strong concern about closing media and civic space in Nigeria,” the letter read.
“There have been a number of troubling reports about Nigerian security services assaulting and detaining journalists, using excessive force on non-violent protesters and taking other actions that inhibit freedom of expression, and otherwise prevent Nigerians from fully exercising their fundamental constitutional rights. 
“Journalists and activists such as Omoyele Sowore, Jones Abiri, Kofi Bartels, Samuel Ogundipe, and others investigating and speaking-out about politically sensitive problems like corruption or insecurity have been harassed and detained; with reports that some have even been tortured. 
“In the least one instance, the Department of Security Services has ignored a court order to release a detained activist. Restrictions and deadly crackdowns on non-violent protests since 2015 have similarly reflected a lack of apparent commitment to civic freedom which is beginning to negatively impact the image of Nigeria’s government, both at home and abroad.
“Failure to respect the rights in the charter and those in the Nigeria’s constitution, the congress said undermines the country’s ability to lead in the area. 
“We urge you to ensure that the rights and liberties contained in the constitution are observed for all citizens, and to take strong action against further closing space for journalists, political opposition, and those in civil society.”

THURSDAY, 28TH NOVEMBER.


THE KINGDOM CULTURE

And be not conformed to this world: but be ye transformed by the renewing of your mind, that ye may prove what is that good, and acceptable, and perfect, will of God (Romans 12:2).

Many aren’t as effective as they should be in their faith-walk with God, because they have a different mindset from the Word of God. The Word of God is given to us to mould and shape our character; to culture our lives.

There’re some today who stir up arguments about how Bible instructions are outdated, and how irrelevant the Scriptures are today. What a terrible way to think! The Bible is, and will always be relevant.

That’s because the Word of God transcends everything, including every human culture. The Word gives you the Kingdom culture; the Kingdom lifestyle.
Christianity isn’t a way of life, but surely produces a way of life. It shows you how to build Kingdom-consciousness. God’s Word, studied meditatively, will definitely help anyone imbibe a way of life that’s different from the rest of the world; a Christ-consciousness. Hallelujah!

If you’re still moulded by the ideologies of academic professors, your life will be in jeopardy. Get into the Scriptures and begin to study meditatively, asking the Holy Spirit to guide you and grant you insight and understanding. I’m not talking about merely leafing through the pages from Genesis to Revelation just like the religious scholars who only taught maxims, and didn’t have the Word in their spirit. That won’t do you much good.

2 Corinthians 3:6 says, “…the letter killeth, but the spirit giveth life.” When the Word is in your spirit, it would produce in you the Kingdom culture. This is important for you as a Christian, otherwise, you’d be a “hybrid.” By that, I mean even though you’re born into a glorious spiritual kingdom, and have the life and nature of God, your mentality and way of life will be like those of the world.

Our Kingdom is a real Kingdom which exists now. It’s a Kingdom that has a King, and principles to live by. So, there’s a culture in this Kingdom. As you study the Scriptures, you consciously learn the way of life; the culture of the Kingdom of God. Hallelujah!

PRAYER

Dear Father, I yield myself to the ministry of the Word and the Spirit to learn, develop and live out the Kingdom life here on earth; a life of victory, strength, dominion, supernatural abilities and grace. I refuse to be influenced by the world and its systems; rather, I’m conscious of my divine heritage, and live the Kingdom life, in Jesus’ Name. Amen.

I rejoice at Your Word, which guides and sets me on course for greatness, success, and glory! The eyes of my understanding are enlightened, and my path illumined to know and walk in Your perfect will always.

Following the recalcitrance of the Department of State Services (DSS) to release the convener of the #RevolutionNow movement, Omoyele Sowore despite court orders, his wife, children, and supporters have taken to the streets of New Jersey to demand his release.

After spending 116 days in detention, friends and family staged a rally, on Tuesday, outside the office of U.S senator Bob Menedez.

The protesters tied yellow ribbon on a trees, clamouring for Sowore’s freedom.

His wife, Opeyemi Sowore said: “I can’t explain to our children why their father isn’t here for thanksgiving. The children need their father, I need my husband. Communications have been extremely sparse”.

The Economic and Financial Crimes Commission (EFCC) will on December 11, re-arraign a former Speaker of the Lagos State House of Assembly, Hon, Adeyemi Ikuforiji and his aide, Oyebode Atoyebi, for alleged laundering of N500 million at a Federal High Court in Lagos.

The duo are to stand trial on a 56-count charge bordering on the alleged offence before Justice Mohammed Liman.

Justice Liman fixed the date on Wednesday upon a request by the defence lawyer, Tunde Akinrinmisi, for an adjournment of the matter to allow for proper service of the charge on his clients.

The lawyer told the court that he received a hearing notice as one of the lawyers who represented the defendants and it was out of “utmost respect for the court” that he came to court on Wednesday.

He prayed the judge to grant an adjournment for him to get in touch with the defendants who were absent at Wednesday’s proceedings.

Responding, EFCC’s lawyer, Rotimi Oyedepo, expressed his reservations about Akinrinmisi’s request saying the case has suffered series of adjournments in the past.

He alleged that the charge has been served on the defendants when the trial started some years ago.

“This is a case that the prosecution has given evidence and closed its case but Justice Ibrahim Buba discharged the defendants on no-case submission, which travelled from here up to the Supreme Court. Here we are six years after,” Oyedepo said.

These kind of things pop up every single year, and although the Lions didn’t show any serious signs of re-signing the 30-year-old receiver, it didn’t make all that much sense to me to ship him, especially after making an aggressive move last week by adding Damon Harrison Sr. to the team. While I’m being honest, it’s hard to get over the emotional loss here. Tate has been a joy to watch on the field, and he’s been one of the most entertaining off it. He’s one of the few members of the locker room that will stand by and talk openly for all 45 minutes of the media session. No bullshit. No coach-speak. He’ll say what’s on his mind and let you sit with it. Even if I wasn’t writing a story about him, I’d often stand there next to him just to hear someone speak candidly for once. But let’s put the emotions aside for a minute and offer my quick thoughts.Are the Lions trying to contend this year or not?Tomorrow, Matt Patricia is expected to talk to the media, as he does every Wednesday. He’ll almost certainly say that this changes nothing about the 2018 season and that the team’s goals remain the same: win the division, win a playoff game, win the championship. Detroit is only a game behind the NFC North lead, and by trading for Damon Harrison Sr.—a 29-year-old defensive tackle—it looked like they were prepared to make a jump towards contender.But this move suggests they’re more concerned about 2019 and beyond. Golden Tate led all Lions receivers in targets, receptions, receiving yards and plays of 20+ yards this season. He’s clearly developed a chemistry with Matthew Stafford, and his loss will undoubtedly send shockwaves through Detroit’s offense. There’s no doubt the team is worse off in 2018 now without Tate, and coming off such a poor performance against the Seahawks, you have to think Detroit could be headed for a long November and December.So what was that “Snacks” trade all about?Well, I think we need to reevaluate what that trade was about. And our friend Brian Phillips from Pats Pulpit put it nicely earlier on Tuesday:The Lions had a need at nose tackle, and one that wasn’t going away any time soon. Ricky Jean Francois wasn’t going to be the answer beyond 2018. This wasn’t a “we’re contenders now” move, it was just a solid roster building piece for the next 2.5 seasons. If we’re talking about plain value, a third-round pick for Golden Tate is a decent return for an expiring contract and a player who has likely peaked. It was more than the Broncos got for Demaryious Thomas, who is also 30 years old, but much less productive over the past few seasons. I wasn’t ready to give up on this team’s chances for the season, no matter how poor their performance was last week. And as much as we all love draft picks, you’ll be lucky to find a starter in the third round. But, compensatory pick? Now, a lot of people—myself included—have rallied against this move on the basis that Detroit could likely pull in at least a fourth-round compensatory pick should they just let him go in free agency. However, that’s a little misleading. The Lions are set to have a boatload of cap room next offseason, meaning they’ll likely be quite active in the free agency process. If that’s the case, the additions are quite likely to offset their losses, and they may not get any compensatory picks despite losing Tate.All that being said, I’m just not sure why everyone was so closed to the idea of extending Tate. Sure, he would’ve required a boost in salary, but the Lions have all the aforementioned salary cap room, Kenny Golladay is still on a rookie deal Frank Ragnow Jersey White , and Tate’s efficiency hasn’t slowed yet. UNIPORT final year student commits suicide after concluding his project

A final year student of University of Port Harcourt (UNIPORT) identified as Prince Digbani reportedly committed suicide at his off-campus apartment in Aluu on Monday November 25. 
 
The department of electrical engineering student was reportedly advised against committing suicide after hinting about it while telling his friends that "he doesn't feel fulfilled". 
 
Friends of the native of Bille in Degema Local Government Area of Rivers State rushed down to his apartment after he failed to pick his calls after sharing suicidal posts on his Whatsapp status.

The deceased who was given red oil to drink by his co-tenants who found him convulsing upon breaking down his door after hearing a loud noise, was pronounced dead at Lulu-Briggs medical centre where he was subsequently rushed to. It was gathered that he took a poisonous substance.
 
Digbani's corpse was deposited at the University of Port Harcourt Teaching Hospital Mortuary after his relatives were contacted.

Woman kills husband by squeezing his male member in Edo state

A woman has been arrested by the Edo State Police Command for allegedly killing her husband by squeezing his male member until he passed out.
 
The suspect, whose name has been given as Eki Ekhator, reportedly got into a quarrel with her husband after accusing him of infidelity when he got home late.
 
According to reports, it was usual for the woman to get into a fight with her husband whenever he returns home late.
 
On that fateful day, the deceased slapped his wife when their usual quarrel began and she responded by reaching for his trousers to squeeze his penis and testicles until he collapsed at their home in Ukhiri community, Ikpoba-Okha Local Government Area, Edo State.
 
The man was later confirmed dead at the hospital.
 
When the woman was arrested, she blamed her actions on the devil. 
 
Men of the Homicide Department in the Edo State Police Command are said to be investigating the incident.

The commander added that the detainees were cleared of any links with insurgents and certified fit for reintegration with their families and society.

“The release of the detainees mark a milestone in the Operation Lafiya Dole to defeat insurgency and restore peace to the region.

”The Federal Government implemented the Operation Safe Corridor to encourage insurgents to surrender for rehabilitation and integration into the society.

“I call on the insurgents to surrender to enable them benefit from opportunities of the programme. Their aim for a caliphate will not be actualize, I call on the insurgents to surrender.

“Let Shekau and Albarnawi to die alone, they are defeated and you should not die with them,” Adeniyi said.

While commending the Borno Government over its support to the military, Adeniyi advocated for skill training programme to enable the released suspects to learn trades and engage in productive activities.

Gov. Babagana Zulum of Borno commended the gesture, adding that “the event is significant in paving the way to end insurgency”.

“It also signalled the beginning of peace in the state”.

Zulum called on the people to accept the released detainees, stressing that they were proved to be free and innocent sequel to investigations conducted by the investigative committee.

He called on the military to adopt proactive measures to release innocent persons in its facilities in accordance with the laws.

Zulum said that the affected persons would be transfer to the Borno State Rehabilitation Center, Bulumkutu, before reintegration with their families and society.

The governor added that the state government would provide skill training and empowerment support to enable them to engage in productive activities.

Zulum further commended the military and other security agencies over their sacrifices and contributions in the counter insurgency campaign and peace building process in the state.

Also speaking, Ahmed Jidda, one of the released detainees, thanked God for regaining his freedom.

Jidda, who hailed from Adamawa, said he was detained for about three years at the military facility.

He noted that the military authority had adopted proactive measures to take care of their need and improvement of the well being of the inmates.

“We are fed, sheltered and clothed. Nobody abused or maltreated us at the center,” he said.

Jidda commended the committee which established their innocence, adding that he was happy to be reunited with his family.

Woman survives after truck landed on top of her car

A 26-year-old woman escaped death by the whiskers after a truck landed on top of her car in an accident which occurred at Diaz Road in Millard Grange, Port Elizabeth, South Africa at about 2:50pm on Tuesday November 26. 
 
The lady was rescued from the badly damaged car by South Africa's fire and rescue services who placed her on advanced life-support intervention before taking her to the hospital.

The Africa International Film Festival (AFRIFF) is an annual film festival that takes place in Nigeria. The event normally spans through a week and it includes award shows and film training classes.
For this year’s Edition, Africa’s most preferred smartphone brand was intrinsically involved; TECNO was there throughout the festival, from the opening ceremony, to the masterclass and the closing award night.

Over 2,000 movies were submitted for AFRIFF, but only 150 movies were chosen for screening in the days that followed the Opening Ceremony. TECNO invited its fans to see these movies.
Simultaneously, there were different classes on film making at the AFRIFF Campus situated at the Landmark Village.

In line with this, TECNO will be telling more compelling stories in the future in collaboration with fresh student film makers using the magnificent cameras that come with TECNO smartphones.

The students did not just learn the theory of mobile cinematography, but they also had practical classes on how to make films using their phones. At the end of the class on Friday, one of them went home with a TECNO Camon 12 Air.

A 69-year-old lecturer who demanded sex in exchange for marks has been handed a 3 year jail sentence in a court judgement passed at Kisutu Resident Magistrate’s Court in Dar es Salaam, Tanzania. 
 
The court heard how Samson Mahimbo was caught naked in a lodging facility while preparing to engage in sexual intercourse with his student on January 11, 2017. The student he wanted to have sex with was a second-year student at the National Institute of Transport (NIT) in Dar es Salaam. She reportedly failed her main exam in transport administrations and was scheduled to re-sit the paper on January 5, 2017. 
 
Mahimbo was accused of abusing his powers by soliciting sex from his student in exchange for good marks in the course she failed. 
 

Quote:“When they met, the learner was given the supplementary exam, which she sat for. Mahimbo had carried with him to the date a marking scheme. After ‘sitting the exam’, Mahimbo marked Victoria’s paper and gave her a score of 67 per cent. The two, thereafter, left Shani Bar for a lodging facility known as Camp David within the same area,” the college’s lawyer, Salamba told the court.
“The suspect had begun hugging and caressing the student before attempting to undress her, when they heard a knock on the door. Victoria opened the door and police officers, who had been tipped of the lecturer’s plan, arrested him. His clothes lay on the table at the time,” he added.

Some Nigerians are currently protesting at the National Assembly in Abuja against the continued detention of the human rights activists, Omoyele Sowore and Olawale Bakare.  
 
The protesters are also demanding the rejection of the anti-social media bill by the National Assembly, describing the bill as a grievous infringement on the constitutional right to free speech.    
 
The protesters noted that the Senate was aiding and abetting full-grown dictatorship in the country by proposing death penalty for offenders.

According to Convener of the demonstration, Deji Adeyanju, the new law was unnecessary, adding that Section 24 of Cybercrime Act 2015 had addressed the issue of fake news and hate speech.  
 
According to reports, armed policemen have been stationed at strategic locations within the National Assembly complex. The protesters vowed not to allow any vehicular and human movement in and out of the complex.
 
The bill, which was sponsored by Deputy Chief Whip of the Senate, Sabi Abdullahi, among other penalties seeks death for those the government deems guilty of hate speech.

The decomposed body of a 65-year-old medical doctor, Dr Gilbert Afam Gini has been recovered from his rented apartment in Awka, Anambra State capital. 
 
Anambra State Police spokesperson, Haruna Mohammed who confirmed the incident said the corpse of the deceased was discovered by one Barr Duke Onyebuchi Ezeonwuka who visited the building he manages.

Woman arrested with 23 ATM cards hidden in her private part

A 23-year-old Tanzanian woman suspected of stealing money from bank users after illegally obtaining their ATM cards has been arrested by the police. 
 
The suspect identified as Halima Juma was arrested on Tuesday November 16, after a bank teller got quite suspicious after she used different cards of the same bank to withdraw money from one ATM machine. The teller alerted the security that she was “up to no good”.
 
Halima who tried escaping upon being busted was found to be in possession of 23 ATM cards which was hidden in her private part. 
 

Quote:“On October 25, 2019, one Ernest Mika Sakala, a retired senior soldier in Tanzania, reported at the Mbagala Maturubai Police Station that on October 23, at around 4pm, a woman, unknown to him, exchanged his ATM card of CRDB Bank with another of the same bank. When Sakala went to withdraw money from an ATM machine in Dar Live Mbagala Zakhem branch on October 25, he discovered that the ATM he was in possession of was not his. When he inquired from CRDB Bank in Mbagala on the same day, he discovered that Tsh10 million (Ksh442, 000) had been withdrawn from his bank account between October 23 and October 25,” Dar es Salaam regional police boss, Lazaro Mambosasa said. 
“Records showed that the monies were withdrawn from three tellers in different banks. The said-tellers have since been arrested for questioning,” Mambosasa added. 
 
K24TV reported that Halima confessed to being part of an ATM Cards-theft syndicate that withdraw users’ money after obtaining the cards through dishonest means.
 
Quote:“She said they have been targeting the elderly rich-but-illiterate men and women, and pretend to help them withdraw money from ATM machines. She said they usually ask the users for their PIN numbers, and once they reveal the information, they lie to them that the ATM card has been ‘swallowed’, and so they should report to their respective banks the following day. They, thereafter, go to another ATM machine and withdraw the monies. 
“The other method they are employing is standing next to a user who has just withdrawn money via a teller. So, when the client has received his money, and is in the process of either counting or loading them into an envelope, they exchange his or her ATM card with another one. Of course, you know many a times, when one is counting money, the last thing they would pick from the counter is the ATM card and the identity card,” said Mambosasa.

A Nigerian lady has come out with claims that singer, Flavour, is the father of her three year old daughter.  The lady who says her name is Julliet Oluchi Ehiemere, claims she met Flavour in 2015 and took in for him. She says all she wants is for the singer to take care of the child.

The Kano State Government has seized and demolished a plot of land worth N250 million belonging to the Emir of Kano Muhammadu Sanusi II and approved a peanut N4.5 million as compensation to the monarch.

There is crisis between Governor Abdullahi Ganduje and the emir, which culminated in whittling down the influence of the latter by creation of four additional emirates and first class emirs in Bichi, Rano, Karaye and Gaya.

A Kano High Court presided by Justice Usman Na’abba had last week nullified the law that created the emirates and the emirs, triggering fears that the judgement might trigger the simmering crisis.

A joint investigation by DAILY NIGERIAN and KANO FOCUS newspapers revealed that the property, located at Ibrahim Dabo Road, was demolished to pave way for the ongoing flyover and underpass bridge being constructed at the Dangi Roundabout area.

Our correspondents report that the seizure and subsequent demolition of structures within the land as well as the fence surrounding was personally supervised by the state Commissioner of Works, Engineer Muaz Magaji, on Friday, 15 November, 2015.

Officials of the state land ministry who spoke to our correspondents on the condition of anonymity said the emir purchased the 1.2 hectare land in 2010 at the cost of N200million.

According to them, the land was recently valued N250 million at commercial rate, but the state government insisted that payment would be made in accordance with the statutory land rate.

It was learnt that Mr Magaji, accompanied by a large group of armed thugs, led other officials of his ministry to Mr Sanusi’s land, personally mounted a Grade D9 bulldozer and demolished a section of the fence surrounding the land.

Our correspondents gathered that before Mr Magaji embarked on the demolition, he had asked the Emir to send a representative to witness the exercise—a request Mr Sanusi obeyed by sending the district head of Garko to represent him.

According to eyewitnesses, after the commissioner pulled down a sizeable portion of the monarch’s fence in the presence of his representative, he then reportedly ordered the waiting group of armed hoodlums to pillage the facility.

The witnesses added that Mr Magaji also turned around and directed the bulldozer to a collection of shop buildings beside the uncompleted bridge and knocked down a part of the structures, before also directing the thugs to take their “booty”, saying all compensations have been paid to the owners.

When contacted, the Chief of Staff of to the emir, Munir Sanusi, declined comment on matter, saying the emir had not given him clearance to speak on the matter.

However, palace sources said the emir is yet to receive any payment from the government as compensation for the parcel of land, through which the road will pass through.
But in a phone interview with our correspondent, the commissioner claimed that the state government had paid compensation of to the emir.

“I can tell you he got the alert. For eight months, this issue has stalled the project, and this project is for public interest.

“We were even hoping that the Emir would give us the land free to continue with the work. But since he did not give it to us, we decided to engage the service of valuers who valued it according to the statutory land rate because the government does not engage in commercial purchase,” he said.
The commissioner also confirmed that he personally mounted the Grade D9 bulldozer to pull down the said the structures.



He explained that the state government has also paid compensation to all other property owners whose structures were affected by the flyover project.

Umar bin Khattab mosque authorities cry out

Similarly, Malam Muazu Shuaibu, the Secretary-General of Islamic Foundation—a non-governmental organization which owns the plots of land hosting the shops affected by the bridge project, also accused the state government of snatching their land without due compensation.

Mr Shuaibu explained that the shops were leased out to developers on a Build Operate and Transfer, BOT arrangement for a period of 20 years with the aim of generating funds to maintain the Umar Bin Khattab mosque.

Some aides of Vice President Yemi Osinbajo, who were recently relieved of their duties by the presidency, have lamented the injustice meted out to them by some powerful forces working for President Muhammadu Buhari.

Some of the affected aides who spoke with Daily Independent on Tuesday said they had suffered physical, emotional, financial and psychological trauma by their sack which, they believed, was done without President Buhari’s knowledge.

Speaking with our correspondent, one of the affected aides who didn’t want his name in print, said he was given the appointment in August this year and was told to report in the vice president’s office.

They also attributed their sack to intense rivalry and power play in the presidency. He said he had to resign from his job, leave his base in Lagos, and relocate to Abuja in order to take up the appointment.

“We were actually issued a sack letter but we refused to accept the letter which was given to us after the president had gone for vacation. We all believed it was done without the knowledge of the president.

“I was among the aides who were appointed in August. Later we were told there are no vacancies in the Villa so were posted to various ministries where our experiences will be needed.

“I was posted to a ministry (name withheld) and I was accepted there. I was already settling down only for me to hear that we have been relieved of our jobs.

“Contrary to rumours out there that we were sacked because there were no spaces in the ministries, many of us had already been accepted. We believe it (the sack) has political undertones.

“When I got this appointment, I had to resign from my job and move to Abuja. Since I came here, I have spent millions of naira on hotel bills, transportation and other expenses.

“I have been ridiculed by some friends who are wondering why I was offered an appointment in August only to be sacked in November of the same year without committing any infractions.

“I have since returned to my base in Lagos because it is of no use staying back in Abuja. Hotels in Abuja are very expensive and cost of living is very high. I will only return after the issue has been resolved.

“I am a staunch member of the APC and I worked vigorously for the success of the party in 2015 and the 2019 general elections. This is definitely not a good way to reward me,” he said.

Speaking in a similar vein, another female aide whose appointment was also terminated, said she went through the same harrowing experience too as her business suffered during the period she was in Abuja.

She was, however, optimistic that the vice-president would sort out the issue with the president and that they would be recalled.

“There is still light at the end of the tunnel. The president may be right when he said we were not sacked but redeployed to other ministries.

“That was what happened before he left the country. But after that a powerful person in the presidency issued us sack letters. We believe the vice president is on top of the situation.

“For me, I was highly disappointed and traumatized. Imagine my name being circulated in the media that I was sacked a month after I got an appointment for committing no offence.

“I have also spent a lot of money while my businesses have suffered since I moved to Abuja. Many of us believe that justice will prevail in the end.”

Shortly after he returned from his private visit to London, President Muhammadu Buhari explained why 35 of Osinbajo’s aides were sacked.

Fielding questions from State House correspondents at the Presidential Wing of the Nnamdi Azikiwe International Airport, Abuja, shortly after his arrival from London on Friday night, President Buhari described as unfortunate the rumour that the aides were sacked due to political and ethnic reasons.

“They said 35 people were sacked in the vice president’s office. We just created some ministries and we reorganized and people are giving it ethnic and political dimensions. It is unfortunate,” he said.

Also, the presidency, in a statement by Garba Shehu, Senior Special Assistant to the President on Media and Publicity, said an unprecedented overhaul of the nation’s seat of government was ongoing and had resulted in a number of political appointments either revoked or not renewed in Buhari’s second term.

The exercise, which, according to him, was ordered by the president, was meant to streamline decision-making, cut down multiple authorities and reduce the high cost of administering the nation.

“It is also an appropriate response to the general perception that the presidency has an oversized and bloated workforce, which acts as a drag on efficiency,” he had said.

He had added: “As may have been noticed by discerning members of the public, a number of political appointees among the few that served in the office of the president were not returned for the second term.

“The office of the Vice President, His Excellency Yemi Osinbajo, has, in compliance with the directive of the president, equally been shed of a number of such appointees.

“In carrying out these exercises, the overriding objective is to save taxpayer money and deliver needed service to the public.

“As far as the president is concerned, there is no scope for an excuse for administration after getting a huge mandate to run the country for four more years.”

On the alleged rift between the two top citizens, he said: “In the light of this, the presidency wishes to strongly deny rumours of a rift between President Muhammadu Buhari and Vice President Yemi Osinbajo.

“The relationship between the two leaders remains excellent and trusting. Together, they will script a glorious future for the nation.

“The media reports of a soured relationship are originating from the minds and mouths of mischief makers, who are desperate for entertaining stories from the Aso Rock Villa with which to titillate the public.”

A pregnant woman passenger went into the toilet of a fast moving train to answer nature’s call, but while there, she developed labour pains and delivered her baby girl, all alone.  
 
It all happened early Wednesday, November 27th in India on the Chennai-bound Ganga Kaveri Super-Fast express train. The 25 year-old woman was identified as Pinky Devi, from Chhapra in Bihar. She delivered her baby at about 5.40 am.
 
According to The Hindu newspaper, Devi and her baby were found by the cleaning staff on board the train and they quickly alerted the Railway security control room personnel over phone.
 
In a swift response, the Railway Protection Force (RPF) personnel deployed a woman constable Sashikala, and Childline (1098) volunteers, who promptly attended to the woman and her just born infant soon after the train reached Khammam a little later.
 
The train was detained at the station for six minutes to facilitate shifting the duo into a 108 ambulance. The ambulance staff rendered first aid to the duo before shifting them to the District Headquarters Hospital for post-natal care.

Facts emerged Tuesday on why Governor Godwin Obaseki of Edo State rejected the five-man fact-finding committee set up by the National Working Committee (NWC) of the ruling All Progressives Congress (APC) to look into the crisis rocking Edo State chapter of the party.

The committee was set up by the leadership of the party to look into the rift between the governor and his predecessor, Adams Oshiomhole, who is also the national chairman of the party.


The battle for supremacy between the two men has polarised supporters of the party in the state, a development many believe may affect the party’s chances in the governorship election taking place next year.
According to a statement issued by the party’s National Publicity Secretary, Mallam Lanre Issa-Onilu, the committee has a mandate speaking with all sides to the crisis and reporting back to the NWC.


On Monday, the party spoke of a plan to constitute a committee of prominent members to steer a process of reconciliation in the South-South state.
Issa-Onilu said in the statement: “The National Working Committee (NWC) of the All Progressives Congress (APC) has appointed the governor of Kano State, Alhaji Abdullahi Ganduje, to head the party’s five-member fact-finding committee for the APC chapter in Edo State.


“Other members of the committee are: Governor of Katsina State, Aminu Bello Masari; former governor of Oyo State, Abiola Ajimobi; former governor of Borno State and serving senator, Kashim Shettima and Honourable Ahmed Wadada (Secretary).”


However, speaking with our correspondent, an associate of Obaseki who described the committee as “kangaroo”, said they are not interested in the work of the Ganduje committee as it was set up by the APC NWC which is a one-man show under the dictate of Oshiomhole.
He said the governor is in total support of President Muhammadu Buhari’s constitution of a National Reconciliation Committee for the APC that will address grievances and conflicts amongst party members.


“The governor is not interested in the kangaroo committee set up by the NWC. Today, only Oshiomhole is taking personal decision which he will now ascribe to the NWC.


“Bolaji Abdullahi, the party’s former National Publicity Secretary alluded to that in a recent interview and other members of the NWC who have also cried out over Oshiomhole’s dictatorial tendencies have been suspended”.


Just look at the membership of the committee. They are all loyalists of the national chairman.
“So, Governor Obaseki is not interested in anything the Ganduje-committee is doing. However, he is in full support of the national reconciliation committee which President Buhari has ordered to be constituted. That supersedes any committee set up by the NWC”, he said.

A lady took to Instagram to disclose how much she hates being busty. She went on to narrate how her mum, neighbours and school mates shamed her for growing breasts early.
 
She recalled how men were already trying to take advantage of her from the age of 9, by buying her things, just because she began growing breasts earlier than her peers.
 
She claimed that when her mother noticed her breasts for the first time, she created a scene, saying that her daughter has "spoil" and she called neighbours to come and see for themselves.
 
She added that classmates also bullied and shamed her for her big breasts.

I was picked on called bad girl just because I was the only one in my class with breast. I remember one day I had a sleep over in my class mate house we went in to shower I refused to take off my singlet, take it off she yelled, I said naa I’m good I’ll shower like this, she was adamant proceeded to pull my singlet up and viola breast in her face, I saw the shock, the disbelief, and disgust on her face. At the age of sixteen they were already like big size paw paw, very big round and sitting proudly on my chest. When my mate were all rocking tank tops i was forbidden ? to ever wear tank top, why? The current volatility witnessed in the nation’s stock market is partly due to the delisting of 36 firms valued at N253.6 billion from the daily official list of the Nigerian Stock Exchange (NSE) in the last four years.


The delisting, which occurred from 2015 to date, implies a direct loss of a similar value to investors, who may not be able to unlock such a benefit in the absence of a regular stock exchange.


Analysts, operators and investors at the weekend bemoaned the huge capital flight and the number of companies delisted from the NSE amid general downturn in economic activities.


They said most of the companies delisted from the bourse cited harsh economic climate and parent company buy-out. They noted that the impact of MTN and Airtel listing on the NSE was not felt on the market due to the huge amount of fund that exited the market within the period.

Although, the listing of two telecoms giants in 2019 increased the NSE market capitalisation by N1.83 trillion and N1.36 trillion, the All-share index, which measures the performance of listed equities, has tumbled by 4,314.93 points or 16 .3 per cent in 10 months, from 30,771.32 points at which it opened for trading on Thursday, January 3, 2019 to 26, 456.39 as at Tuesday, November 12, 2019.


The market capitalisation of listed equities however increased by N1,404 trillion or 10.9 per cent from N11,474 trillion to N12,878 trillion.


The stakeholders argued that while the market capitalisation is upbeat due to price appreciation from the two telecoms firms, other stocks have consistently recorded price depreciation.


Meanwhile, the recent decision by the Central Bank of Nigeria (CBN) to restrict individuals and local corporations from participating in Open Market Operation (OMO) auction has reverberated across the capital markets.


The move by the apex bank to shut out local fund managers, limiting their access to Treasury Bills investment, and the sharp drop in money market rates prompted increased patronage of the equities market, as investors’ search for alternative windows heightened.


For instance, as at close of transactions on Wednesday, November 13, 2019, the All-Share Index which stood at 26,339.11 appreciated by 544.22 points or 2.02 per cent to close at 26,883.33 yesterday, November 26, 2019 while market capitalisation increased by N154 billion from N12,821 trillion to N12,975 trillion.


Delisting refers to the removal of a security from active trading. It generally occurs when: a company goes private (voluntary); is bought out (merger and acquisition); declares bankruptcy; or fails to meet listing requirements (compulsory delisting).


Of the 36 firms, 25 were forcibly delisted by the NSE over non-compliance with post-listing requirements of the exchange, eight exited voluntarily while three opted for a merger.


For instance, Diamond Bank and Ashaka Cement, with N56 billion and N38.1 billion market capitalisation, delisted on the basis of merger while Seven up Bottling Company, Cappa and D’Alberto, IHS exited voluntarily with N52.2 billion, N18.7 billion and N16.7 billion market capitalisation.


Constain West Africa, MTECH Communication, MTI, and Nigerian Ropes, with market capitalisation valued at N2.4 billion, N4.5 billion, N2.4 billion and N1.9 billion were forcibly delisted by the NSE.


The exchange however listed only seven new companies: The Initiatives, in 2016; Transcorp Hotels, Global Spectrum Energy Service, Jaiz Bank and Med-View Airline in 2017; and MTN, Airtel Africa in 2019 in the last four years.


Although companies that are delisted are not necessarily bankrupt and may continue trading over the counter if listing requirements are regularised, stakeholders insisted that the huge capital flight has pulled much liquidity from the market.

They noted that if the manufacturing sector of any economy does not record significant improvement, companies operating in the environment would find it difficult to grow and make profit. And this would continue to reflect on the company’s financial performance and share prices in the stock market.

The chief research officer of Investdata Consulting Limited, Ambrose Omodion, who warned that such actions are disincentives to market growth, argued that regulators must review transaction costs and grant tax incentives to listed firms, to enable them to enjoy the benefits of being listed as obtainable in the global market.


“These companies exited from the exchange because they are not benefiting directly. This is because the environment is impacting negatively on their bottom-line; they are paying fees to remain listed.


“Again, the cost of meeting exchange requirement is high. The Nigerian government should know that the economy needs the support of the capital market to grow. There is the need for policies that would support investment and reduce cost of transactions,” he said.


He pointed out that there was the need for the whole gamut of the market, including listed firms, to be cautious and avoid any actions that could further erode investor confidence.


The publicity secretary, Independence Shareholders Association of Nigeria, Moses Igrude, lamented that investors, especially domestic retail investors, always suffer significant losses whenever companies are delisted. He therefore urged government to pursue friendly policies and initiatives to push the market forward.
According to him, voluntary delisting is common among foreign firms that believe they have incurred huge debts and need the assistance of their parent companies or want to make huge investment with long-term gestation before dividend is paid to shareholders.


Igrude suggested that regulators should mandate voluntary delisted firms to list on the Over-The-Counter market so that interested investors could retain their holdings in those firms.


Urging capital market regulators to allow listed companies that are not meeting post-listing requirements to remain ‘public focus’, he noted that institutional investors might develop interest in such firms and decide to invest in them.
“We are losing a lot of money in the market. Nobody is thinking of giving forbearance to investors. We need to make some price adjustments, not continue to delist companies because it is not good for average investors,” he said.

Land tussle may delay repairs, reopening of Enugu airport


The ownership contest of a portion of Akanu Ibiam International Airport land may delay the repair works and reopen of the airport.


The Guardian learned that the land contest between a private estate developer, J.J Emejulu, and Federal Airport Authority of Nigeria (FAAN), has lately festered, with fresh litigations now in the offing.


Apparently aware of its implication for the critical infrastructure, concerned stakeholders in the region have expressed readiness to rally behind FAAN and timely completion of the project.

The land dispute is based on a series of court cases in which J.J. Emejulu is seeking to exercise ownership right over spaces of land in the vicinity of the airport. 


Sources at the airport hinted that the disputed land is at the take-off end of the airport, and would breach safety headroom for planned extension of the runway.  


In response to inquiries on the encroachment, the Chairman of House Committee on Aviation, Nnolim Nnaji, said nobody would stand in the way of reopening the airport as scheduled, warning those fighting for land to stop sabotaging the interest of the Southeast zone.


Also, the erstwhile President of Southeast and Southsouth Professionals, Emeka Ugwuoju, advised all parties in the land dispute to concede their personal stakes to the public interest.


Ugwuoju said the ongoing rehabilitation and upgrade of the Akanu Ibiam International Airport remain strategic to the economy of the region.


He said all government institutions and facilities are built on land acquired from original owners in public interest. He wondered why acquisition of lands for development of critical development infrastructure would be a major issue in Enugu State.


He stated that anybody taking actions that would affect the reopening of the Enugu airport is an instigated agent working against the people of the entire southeast region of the country.

Recall that the Federal Government recently approved the sum of N10 billion for the rehabilitation of the airport. The airport was in August shut down for urgent repairs following safety concerns over the damaged runway.
FAAN had prior to the closure said the move was aimed at resolving the existing safety and security concerns to flight operations.


Though December completion date was earlier fixed, delays in the rehabilitation had caused many to raise doubts on the commitment of the Federal Government to fix the airport.


Managing Director of FAAN, Capt. Hamisu Yadudu, expressed satisfaction with the relocation of the Orie Emene market, abattoir, and the dismantling of the Enugu State Broadcasting Service (ESBS) Radio/TV Mast to pave way for the rehabilitation.


Yadudu disclosed that “the required land FAAN wants to protect is secured” for safety and security, adding: “we are happy with that and ENPOWER Free Trade Zone is also happy that with the remaining land, they can still go ahead with their initiative and develop the land.”


A construction firm, PW Limited, has been deployed to reconfigure and reconstruct the runway to accommodate wide body aircraft including the Boeing 787 and Dreamliner series. 


National Aviation Management Agency (NAMA), also announced the commencement of work on airfield lighting and safety systems as well as on modernization of the terminal building. And new reopening deadline was fixed for April 2020.

While all stakeholders count time for the reopening of the airport, Emejulu is said to have secured the full support of the police to take possession of portions of land FAAN considers part of the airport space.
Earlier in a separate suit no FHC/EN/CS/141/2016, Emejulu had dragged Attorney General of the Federation, Federal Ministry of Aviation, FAAN, Enugu State Government, and four others to a Federal High Court seeking a declaration of his right to acquire and own land anywhere in Nigeria.


He also sought the court to restrain agencies of both the Federal and Enugu State governments from taking effective occupation of lands at the Airport Road Layout Phase IV and V “without recourse to due process of the relevant laws of the Federal Republic of Nigeria.”


But in a “NOTICE OF DISCONTINUANCE OF SUIT” to all the respondents, Emejulu had on March 13, 2017, declared his intention and effective discontinuation of his suit against all respondents.


Sources stated that the estate mogul later returned with policemen to take effective occupation of parcels of land inside premises claimed by FAAN to fall inside the airport’s security and safety radius.


Emejulu’s claim, it was gathered, derived from a consent judgment with his clients in suit number E/642/2016 where he claimed sole right over land transactions on “Airport Road Layout Phase IV and V at Umuenwene Iji Nike.”


FAAN sources at the airport claim that all the parties involved in the development of facilities were not involved in the consent judgment the police claimed to be enforcing.


A legal practitioner, who is not a party to the case, stated that an individual cannot have right against the government over a space of land hosting a critical national aviation facility. 


“That is why he withdrew his initial suit and went for consent judgment with his clients,” he said. He also argued that the enforcement of the consent judgment should not be applicable to parties not part of the consent. 
Nnaji stated in a telephone chat that the entire southeast region would rise against anyone that might be working with enemies of the zone to sabotage the prevailing presidential fiat on speedy rehabilitation of the airport.


Ugwuoju advises those whose land might be affected by the developments at the airport to approach the government for resolution of the issues in line with established provisions. He warned that sustained bickering over the land would derail the prevailing momentum for reopening of the airport.

Moving Nigeria’s mining sector to maturation beyond hydrocarbons

Nigerian mining offers considerable potential gains as it is regarded as home to abundant, untapped reserves. While its tin, columbite and coal export industries, were central to the economy many years ago, the discovery of hydrocarbons and the migration of capital away from solid mineral extraction and agriculture, caused both sectors’ activities to fall sharply in the late 1970s. With weak prices characterising the global oil market, the Federal Government is exploring measures that can catalyse the mining sector’s maturation. FEMI ADEKOYA writes.
In August 2016 the Ministry of Mines and Steel Development published its Roadmap for the Growth and Development of the Nigerian Mining Industry, which proposes short, mid and long-term goals, as well as discrete strategies for achieving them.

These goals included developing industrial minerals, energy minerals and steel; encouraging cooperation between federal agencies, state governments and the private sector; building a skilled workforce; broadening credit access; improving the business climate; and increasing the availability of geological information systems (GIS) data.
The success of the roadmap was designed to hinge especially on its success in filling the long-standing gap in that informational base, which has challenged recent investment efforts.

The federal government has focused on improving the collection and dissemination of such data via, among other methods, the launch of an interactive GIS web portal, updates to the website and laboratories of the NGSA, and the acquisition of multi-tech core drilling rigs that will accelerate data collection. Moreover, under its ambitious Economic Recovery and Growth Plan (ERGP) 2017-20, the government intends to complete its countrywide geological survey before 2020.

More broadly, the ERGP identifies solid minerals as a key sector for development and targets 8.5% annual growth in its contribution to GDP over the course of the plan’s duration, in part by facilitating coal production to fuel power plants, formalising informal operations and promoting processing and value-addition industries to strengthen backward and forward linkages.

However, from start to finish, production is largely artisan. According to a report published by KPMG, the lion’s share of the exploration and mining is claimed by small mining firms and local, integrated manufacturing companies working in cement production and limestone processing.

Most marketing and transportation activities are undertaken by individuals and indigenous firms, while midstream processing and beneficiation are almost absent from the sector.

Latest data from the National Bureau of Statistics (NBS) show that the Mining & Quarrying sector contributed 9.87% to overall GDP in the third quarter of 2019, lower than the contributions recorded in Q3 2018 of 10.55% but higher than the previous quarter’s 8.99%.

In real terms, the Mining and Quarrying sector grew by 6.19% (year-on-year) in the third quarter of 2019. Compared to the same quarter of 2018, it was higher by 9.00% points and lower by –0.82% points relative to second quarter 2019. Quarter on quarter, growth rate recorded was 18.50%.

The contribution of Mining and Quarrying to Real GDP in the quarter under review stood at 9.90%, higher than the rate of 9.53% recorded in the corresponding quarter of 2018 and the 9.12% recorded in the second quarter of 2019.

To reverse concentration in crude petroleum and natural gas exploration, stakeholders believe that if the mining sector is supported by a host of incentives, an increase in investment from large multinationals should help the government meet its mid-term growth targets, while rising mining royalties offer an important source of revenues as the country seeks additional revenue from other sectors.

Although sector development remains nascent and is dominated by small-scale operations, the increased availability of geological data should support new investment and activity, significantly boosting its contribution to the broader economy in the coming years, even as it offers knock-on benefits like job creation and export diversification.

To the Minister of Mines and Steel Development, Olamilekan Adegbite, exploring opportunities in the field of geoscience is key, as well as information sharing among stakeholders.

To meet the Ministry’s ambition of improved GDP contribution, Adegbite identified six initiatives to be implemented across short, medium, and long-term timelines. They include development of priority minerals, strengthening institutions and governance, addressing challenges faced by stakeholders and operators, building a strong geosciences base and a business-friendly enabling environment.

“Although we are focused on strengthening mineral resource discovery and extraction, we equally recognize that the real economic transformation from mining goes beyond increased revenue generation and GDP growth.

“We must also leverage the mining sector to bring about broad-based development and economic diversification into more sustainable sectors of the economy such as agriculture, manufacturing, high technology etc. This will be through resource-based industrialization as well as mines-infrastructure, technological, and industry capacity upgrade.

“We are building a strong geosciences base to enhance our ability to further Nigeria’s competitiveness as a world class mineral exploration destination that would be attractive to serious private sector investments. Nigeria has only been able to attract 0.12 percent out of the 5 percent share of exploration investments flowing into the West African region. Yet, exploration is critical for discovering and creating a pipeline of new mineral deposits that could lead to future mines.

“Equally, we have engaged the British Geological Survey (BGS) to build a national electronic geo-data archiving management system (Nigerian Geo-data Center) at the Nigerian Geological Survey Agency (NGSA). BGS will also integrate historical geo-data of Nigeria in the UK, NGSA and the National Steel Raw Materials Exploration Agency (NSRMEA) into the system. The objective is to provide easy access for prospective investors to geoscience data on potential areas to target for exploration and mining within and outside Nigeria”, he added.

While commissioning the Geological Mineral Museum, the minister explained that the museum will serve as a contact between the investing public and the diverse mineral types the country has, adding that through the edifice, previous Geological and temporal geoscientific information can be accessed, analysed and correlated with present findings to further understand existing geological models typical to a target area of interest.

On his part, the Director-General, Nigerian Geological Survey Agency (NGSA), Dr Abdulrazaq Garba added that by using historical data and current geological data to develop mineralization models of the geologically diversified terrains in the country and show casing the various rocks and mineral types in the country, the museum will help investors to make informed decisions.

Partner, Advisory and mining leader, PWC, Cyril Azobu, noted that mining is key to the development of other sector, adding that several projects are emerging as a result of investments in the sector.
He stressed the need for stakeholder collaboration as driven by the Minister to ensure that the objectives of the sector are realised.

President, Miners Association of Nigeria, Kabir Mohammed Kankara commended the Minister for showing willingness to work with other stakeholders in improving the mining sector.

Investor clarifies prevailing loggerhead in utility company

CEC Africa yesterday, in Abuja, said the company paid $81 million cash and raised $123 million loan security before acquiring Abuja Electricity Distribution Company (AEDC).


Reacting to report of prevailing shareholders’ dispute at KANN Utility Company Limited (KANN), the majority shareholder of AEDC, Managing Director, CEC Africa Investment Limited, Emmanuel Katepa said KANN’s two shareholders; CEC Africa Investments Limited and Xerxes Global Investments Limited had agreed to jointly bid for the purchase of 60 per cent equity stake in AEDC, adding that both firms executed a Joint Development Agreement to incorporate and become shareholders of KANN in the acquisition of the 60 percent shareholding of AEDC.
Speaking on recent issues in the partnership, he said while CECA and Xerxes had agreed to own and hold 50 per cent each of the shares of KANN and that each of the two parties would make equal financial contribution towards the acquisition amount and costs with regard to the purchase of 60 per cent shares of AEDC the partner did not keep the promise.

Katepa, who noted that the purchase price of AEDC was $164 million and that it was initially agreed by XerXes and CECA that this would be funded 25 percent ($41 million) by cash contributions from Xerxes and CECA (in their 50 per cent/50 per cent shareholding interest) and KANN would borrow the remaining 75 per cent of the acquisition costs ($123 million) from a third party lender, Katepa said Xerxes could not raise its equity contribution leaving CECA to fully fund the payment.

“By August 2013, the 75 per cent balance payment of $123 million was due but Xerxes could still not guarantee the equity loan repayment. Because of this, CECA provided a mandatory Debt Service Reserve Account of $40 million as a security cover for the te loan. At this point, CECA had funded $41 million paid directly to the BPE and an additional $40 million for the Debt Service Reserve Account.

Katepa, who was reacting to some media report on the issue, stated that XerXes does not have best industry knowledge to effectively manage the DisCo, stressing that there was need for a mix of few experienced expatriates until when the sector is robust.

“Currently, the crop of expatriates is changing the company’s operation to embrace advancements and the local management staff would need to be carried along by the expatriates who have the experience. This is why AEDC is ahead in the Meter Assets Provider (MAP) and had installed over 70 percent meters of the total installation by all the DisCos since MAP commenced this year. We have another breakthrough which is the Integrated Commercial and Management System (INCMS) and we are the first DisCo in Nigeria to have that.

“Globally, operators who want the best for their company must look beyond unqualified allies but transparently seek for the most competent persons through competitive recruitment and procurement processes,” Katepa said.

He said while disagreement started in 2013 leading to legal issues, CECA won a London arbitration as AEDC core investor on the challenges with KANN shareholders meeting, Katepa said with some unresolved issues, CECA felt there was need for the shareholders of KANN Utility to hold its annual meeting to discuss way forward but Xerxes said it has already appealed the rulings of the London Arbitration Court and the judgement delivered by a Federal High Court in Abuja, recognising CECA as the owner of 75 percent of the shares in KANN.

“XerXes said the Extraordinary General Meeting will not hold because it was not in its interest. Since 2017, through 2018 when it appealed the matter and in 2019, the meeting did not hold,” he said.

The Senate on Tuesday summoned the management of the Nigerian National Petroleum Corporation (NNPC) and the management of the Brass Liquified Natural Gas (LNG), to brief it on the state of the project which was awarded at the cost of $18billion about 15 years ago.

The resolutions of the upper chamber followed a motion titled: “The need to ensure immediate review of the Brass LNG Project in Brass Island, Bayelsa State” sponsored by the Senator representing Bayelsa East, Biobarakuma Degi-Eremienyo and 26 others.


The Senate also urged the Federal Government to create an enabling environment for reputable oil and gas companies to take over the 17 per cent shares each previously owned by Conoco Philips and Total, while taking the necessary steps to ensure the revival of the Brass LNG project.

Degi-Eremienyo in his lead debate noted that the project had gulped about $1.2billion as at 2011, covering early site works and maintenance after which it was abandoned.

He said that the Brass LNG is a green field project established to operate LNG following agreement signed in 2003 by four shareholders – the NNPC with 49 per cent shares while Conoco Philips, Total and ENI International had 17 per cent shares each.

He disclosed that the Federal Government conceptualised and eventually brought to stream the LNG project to convert the huge gas resources being wasted through gas flaring.

He added that the idea behind the project was to eliminate negative environmental impact and to essentially generate revenue for faster economic growth and development.


According to him, former President Olusegun Obasanjo performed the ground breaking ceremony for the take off of the project in May 2007 after the award of contract for the Front-End Engineering Design, FEED to Bechtel Corporation in late 2004 for two LNG trains with a total capacity of 10million metric tons per year.

In October 2007, he said that the Brass LNG awarded the Nigerian Westminster Dredging and Marine (NWDM) Limited, while the company also signed social contract agreement with primary host communities – Okpoama, Ewoama and Twon Brass on December 14 of the same year.

Degi-Eremienyo said that if revived, the  activities of the LNG project would “attract local and multi-national companies to Brass Island, which will enhance socio-economic development and increase the foreign exchange earnings of the country.”


He said that the Brass LNG would create about 10, 000 jobs when fully operational.

He further noted that the Brass LNG would also actively promote local content, sustainable development, make strategic investment in remote areas in line with the federal government policy, develop and monetize some of Nigeria’s abundant gas reserves that would otherwise remain stranded, and increase domestic liquefied petroleum gas supply, among others.

The Senator lamented that the project had suffered several setbacks resulting unnecessary delays in the signing of its final investment decision, FID, which he said led to the di-investment of two shareholders, the Conoco Philips and Total, leaving only NNPC and ENI International.

He insisted that the moribund state of the project could “rightly be described as consciously organised sabotage by several stakeholders including the NNPC through diversion of funds budgeted and provided for the execution of the project.”

Senators in their contribution support the motion.

Despite promising to bring an end to the practice of gas flaring, Nigeria’s flared natural gas hovers around 218.9 billion standard cubic feet, translating to N243.23 billion.


Monthly industry statistics published by the Nigerian National Petroleum Corporation (NNPC), indicated that from January to December last year, the country flared a total of 218.9 billion standard cubic feet (scf) of natural gas, which amounted to a loss of about N243.23 billion going by the average price of gas at the international market for that period.


The price of natural gas averaged $3 per 1,000scf over the period, bringing the total to $671 million or N243.23 billion loss to the nation’s economy.
Recall that the Federal Government had promised to end gas flaring latest by 2020, to beat the United Nation’s deadline of 2030, but oil and gas companies operating in the country still flare as much as 10 per cent gas.
Gas flare rate was 9.15 per cent for December 2018, meaning 729.55mmscfd compared with average gas flare rate of 9.92 per cent that is 777.37mmscfd same period in 2017.

It was 11.17 per cent in November (792.49mmscfd) compared with average gas flare rate of 10.07 per cent or 788.54mmscfd a year earlier.

g 683.49mmscfd compared with average of 9.95 per cent or 787.71mmscfd same period in 2017.

The data showed that 20.54 billion scf of natural gas was flared in September; 22.42 billion scf in August; 21.21 billion scf in July; 21.66 billion scf in June; and 21.20 billion scf in May. Similarly, 23.06 billion scf gas was flared in April; 26.88 billion scf in March; 27.25 billion scf, in February; and 31.68 billion scf in January.

From the 238.91 billion scf of gas supplied in September 2018, a total of 142.09 billion scf of gas was commercialised, comprising 30.36 billion scf and 111.73 billion scf for the domestic and export markets respectively.


The financial and operational statistics further showed that in December, of the 240.59 bcf gas supplied, a total of 151.13bcf was commercialised, consisting of 38.61bcf and 112.52bcf for the domestic and export markets respectively. This translates to a total supply of 1,245.48 mmscfd of gas to the domestic market, and 3,748.47 mmscfd supplied to the export market for the month.


“This implies that 62.61 per cent of the average daily gas produced was commercialised while the balance of 37.39 per cent was re-injected, used as upstream fuel gas or flared. Gas flare rate was 9.15 per cent for the month under review that is 729.55mmscfd compared with average gas flare rate of 9.92 per cent, that is 777.37mmscfd for the period December 2017 to December 2018,” NNPC said.


Out of the 1.011 billion scfd of gas supplied to the domestic market in September 2018, about 614.55mmscfd of gas, representing 60.73 per cent was supplied to gas-fired power plants, while the balance of 397.41mmscfd or 39.27 per cent went to other industries.


Similarly, from September 2017 to September 2018, an average of 1.185 billion scfd of gas was supplied to the domestic market, comprising an average of 743.85mmscfd or (62.75 per cent) as gas supply to the power plants and 441.58mmscfd or (37.25 per cent) as gas supply to industries.”


In November for instance, a total of 214.42bcf natural gas was produced, translating to an average daily production of 7,147.26 mmscfd. For the period November 2017 to November 2018, a total of 3,069.41 BCF of gas was produced representing an average daily production of 7,857.96 mmscfd during the period.

The Osun State Police Command has arrested a member of Vigilante Group of Nigeria, Mr Emmanuel Oyejide for allegedly killing one Fatai Adegboye popularly known as Otunba during a scuffle.
 
Fatai, who was a member of Oodua People’s Congress (OPC) was said to have slumped during an argument with Oyejide in the early hours of Sunday morning.
 
The duo were said to be fighting at Ipetumodu, a town in Ife-North Local Government Area of Osun State.
 
According to reports, Oyejide, who is said to be from Sooko compound in the town accused the deceased, who hailed from Atelebo compound, of having an illicit affair with his wife.
However, the deceased was said to have denied the allegation, but the accused, accompanied by four other hunters, was not satisfied with the explanation.
 
The argument degenerated into a brawl during which Oyejide was said to have hit the deceased with a 'magical ring,' which made him slump and he was later pronounced dead at the General Hospital.
 
The acting Police Public Relations Officer (PPRO), of the commnd, Mustapha Katayeyanjue, who confirmed the incident said that the Commissioner of Police had ordered full investigation into the matter to unravel the cause of death.

Chidi Odinkalu, former Chairman of the National Human Rights Commission NHRC, has said that the Senior Pastor of the Commonwealth of Zion Assembly COZA, Chidi Odinkalu, might have won in the rape case filed against him by Busola Dakolo at the Abuja High Court but his name is in ruins and he might never be able to clear the rape allegation leveled against him by Mrs Dakolo.

Busola Dakolo, a mother of three who grew up a gifted child was the unlikely heroine in this script. She first laid bare her claims in an interview with Chude Jideonwo, lawyer and co-founder of the digital platform, YNaija. These claims later became the basis for her civil claim filed at the Abuja High Court on September 6, detailing harrowing allegations of rape perpetrated against her by Pastor Biodun Fatoyinbo, best known as the senior pastor of the Commonwealth of Zion Assembly (COZA). The acts took place on 23 and 26 September 2002.
To be clear, this was not the first time allegations of sexual predation had been made against this pastor. Mrs. Dakolo’s allegations, however, felt different. They were detailed; as a married mother, she had very little to gain from making these allegations public and an awful blowback was both predictable and to be expected from partisans and propagandists of the alleged perpetrator.
The first incident of sexual assault allegedly took place when she was 17 in her parents’ house in Ilorin, Kwara State. Neither parent was at home and the pastor knew this. She had never experienced sexual intimacy before then. She looked up to the pastor as her “Spiritual Father”. The facts would suggest that the alleged perpetrator probably groomed her for this moment. After the sexual act, he reportedly gave her a bottle of “Krest”, a lemonade-flavoured soda and forced her to drink it. There was a second incident which reportedly took place in or on a car. As a young Christian girl from a polygamous home, Busola Amupitan, as she was when these sexual assaults reportedly took place, initially was unable to confide in anyone about these crimes.
Expectedly, these allegations set off a firestorm across Nigeria and beyond. The alleged perpetrator initially issued a statement offering a general denial of the allegations and threatening both civil and criminal proceedings. For the first time, Pastor Fatoyinbo found himself issuing a public response to such allegations. In the past, he had not dignified similar allegations with an acknowledgement. Pastor Fatoyinbo’s threat of criminal proceedings sounded like bluster. He did not have a plausible path to criminal proceedings against her.
 
In the end, Mrs. Dakolo sued before the civil courts. A mere nine weeks after her case was filed, Justice A.O. Musa, sitting on the outskirts of Abuja in Bwari, delivered a ruling on the outskirts of the jurisprudential season, holding on November 14 that it was statute-barred. Under the applicable laws, he ruled, such cases must be filed not later than 75 months (six years and three months) after the act complained of. Having dismissed Mrs. Dakolo’s action, the judge then added: “…what we are now left with in this suit is sentiment. This suit is soaked in emotions and ferried into this court by the claimant riding on the thick clouds of bourgeoning sentiments”, claiming that it will “occasion grave miscarriage of justice” to ask the pastor to answer to these claims after 16 years.
This ruling raises many questions about the state of both law and procedure concerning sexual assaults in Nigeria, especially, one reported so many years after it happened. As the world marks the International day for the Elimination of Violence Against Women, it is important to return to these.
Criminal proceedings, if one were to take place, become a trial, not of the alleged perpetrator, but an ordeal for the victim, in which her intimate life is subjected to humiliating micro-examination for the purpose of granting the perpetrator a free pass.

In principle, there is no limitation on criminal prosecution for rape or sexual violence. The fact that the allegations in this case happened long ago does not preclude an investigation or, if evidence of rape is in fact unearthed, of prosecution. Achieving such an outcome, however, would be dependent on overcoming some constraints of law, evidence and practice.
Let’s begin with the broad regime of laws affecting rape and sexual violence in Nigeria. At present, Nigeria has a multiplicity of sources of laws on rape and sexual violence. There are at least five. In the Federal Capital Territory, the Violence Against Persons (Prohibition) Act (VAPPA) of 2015 has a robust definition of rape as a crime that can be committed by both men and women and involves penetration of any bodily orifice. Nine states – Anambra, Benue, Ebonyi, Edo, Ekiti, Enugu, Kaduna, Osun, and Oyo – seven in the south and only two in the north – have adopted the VAPPA. In nine other states of Southern Nigeria, the Criminal Code applies. Separately, Lagos State enacted a Criminal Law in 2011, which defined rape in terms that both anticipated and resemble the VAPPA. 12 States of Northern Nigeria that have adopted Sharia also recognise a Huddud crime of rape. Additionally, the Penal Code remains applicable in 17 States of the north in relation to the crime of rape.
Both the Criminal and Penal Codes are Victorian pieces of legislation, the gist of whose prescriptions on sexual violence were defined in the last quarter of the 19th century during the reign of Queen Victoria. By the way, she died in 1901. In the terms alleged, the crimes against Mrs. Dakolo took place in Kwara State, where the Penal Code is applicable.
Section 282 of the Penal Code defines the crime of rape as comprising four essential elements:
(a) penetration of female genitals with the male phallus;
(b) the act of penetration achieved without the consent of the woman or the consent – if one is alleged – was obtained by fraud, force, threat, intimidation, deceit or impersonation;
© the woman is not the wife of the perpetrator; and
(d) the perpetrator intended to achieve penetration of the woman without her consent or acted recklessly without regard to whether or not she consented.
The two most important of these four elements are the physical act of penetration and the communicative act of lack of consent. Every investigation of rape invariably turns on these, making rape a trial of the body of the woman or victim.
Rape typically occurs outside public view. Overcome invariably by personal feelings of guilt and filth, victims are often too ashamed in the immediate aftermath of the crime to confide in anyone. As a result, rape kits are often not performed until after loss of biological evidence. By the time a rape kit is performed, essential biological evidence would have been lost, making the likelihood of effective investigation or successful prosecution rather low or non-existent. Criminal proceedings, if one were to take place, become a trial, not of the alleged perpetrator, but an ordeal for the victim, in which her intimate life is subjected to humiliating micro-examination for the purpose of granting the perpetrator a free pass. Unsurprisingly, many victims, unwilling to subject themselves to such ordeals, would rather nurse their violations and not report rape.
This is the context for assessing the ruling dismissing Mrs. Dakolo’s civil case. The victim was too young at the time of the alleged incident. The judge, having held the case was statute–barred, went on to venture gratuitous put downs that did not do him a lot of credit. He rendered judgment with neither compassion nor humaneness and was too enthusiastic to lay into the victim. The award of punitive costs against her counsel (in the sum of one million naira) appeared rather uncalled for at best.

Whatever the difficulties of proof, cases like Mrs. Dakolo’s remind us of the need to scale up rape law reform in Nigeria. Some basic steps can help.
First, the definition of rape in both the Criminal and Penal Codes is clearly very outdated. It makes the crime near impossible to prove. To achieve this, VAPP Act needs to be taken to all the States and made the standard all over Nigeria. This will make it possible to harmonise the laws of sexual offences across the country, eliminating the confusion that presently exists. The Conference of Attorneys-General in concert with the inspector-general of Police can commit to legislating to make this possible.
Second, at present, the law allows evidence of the sexual or intimate histories of victims from the proceedings but mostly precludes such evidence on the part of alleged perpetrators. This incidence of the laws of evidence in rape proceedings in most jurisdictions in Nigeria can be reversed by amending the relevant laws in all the states other than Lagos where this has already been achieved.
Third, in civil cases alleging the rape of minors – as in persons under the age of 18 – or culpability of persons in authority over the victim (as in a pastor), it should be possible to allow for a doctrine of continuing violation triggering the commencement of computation for limitation purposes from either the attainment of majority or the end of the power relationship between the victim and the perpetrator (whichever is later). If this requires updating legal doctrine or amending the statute of limitation, then it should be done.
Fourth, predictably, propagandists for the alleged perpetrator have gone to town with unfounded claims of his exoneration. That, sadly, is far from what has happened. It is impossible, however, for victims in cases such as this not to feel let down by the system. We must invest in weaning judges through training of a prevailing Victorian mind-set about remedying rape.
Pastor Fatoyinbo may have achieved a technical legal victory but it has left his name in ruins. He may never be able to clear himself of allegations that he is a rapist. That is a terrible burden for a “Man of God” to live with, a testament to the soft vengeance of Busola Dakolo’s incredible courage.

A tragic incient occurred in the late hours of Monday November 25, as a middle-aged man was reportedly stabbed in the head with a matchete by his brother over a pot soup in Ipaja, Lagos. 
 
The Ipaja Police Division is now investigating the case as it was further learnt that the suspect is on the run.

Information available on Campus Cam Ug is that a bachelor of computer science student, Kevin from the Federal University of Lafia (Fulafia) has been expelled from the higher learning institution, after sleeping with a lecturer and successfully impregnating her.

The university disciplinary board is said to have received the disheartening news of the student impregnating his lecturer with acute shock, before deciding such a cruel penalty on the student.


Kevin’s action which has since put the university in the limelight for immorality and promiscuous behaviour has not only watered down the dignity of the university, but also the integrity of the lecturers therein.


A number of people have come out to criticize the level of self-respect for the lecturers and the codes that regulate the teacher versus student interaction.


The student who was called by the board to receive his expulsion letter argued sadly that the mistake was not entirely his. Kevin clarified that the initial advances into the love affair were initiated by the lecturer, who ended up desperately pleading with him to engage in a sexual affair with her and even possibly impregnating her.


He confessed that on times without numbers, the lecturer had convinced him to smash her cookie jar through her seductive moves and highly palatable figure. He said that he could not turn down the offer that came with harsh penalities from the lecturer and of course, his desire to swim in the attractive waters and get cool his appetite.

Kevin confessed that the lecturer had served him with ultimatums that would only be injurious to his stay in the university if he failed to drink from her river of life. 


Therefore, having no other choice, but to get down to business, confessed the lad, he jumped into the sweet business.

What the student recalls was an urgent call he had received one fateful day morning, requiring him to appear before the board the very day not later than noon.


Overwhelmed with curiosity and panic, he had prepared himself, ready to find out what lay in store for him. That is when he sadly learnt that this affair with the lecturer had not only resulted in him impregnating her, but also landed him into hot soup.

Kevin confessed that he had slept with the lecturer on so many occasions, including in her office set within the administration block.


Crying for clemency and seeking pardon, the student had broken down into uncontrollable tears, but the university Senate had made their decision. Kevin has since suffered the shock of his life and continues to ask for intervention from the university senior administrators, to lift the expulsion and mete a lesser punishment on him.

RHAPSODY OF REALITIES

WEDNESDAY, 27TH NOVEMBER.

SPEAK HIS WORD…NOT YOUR IDEAS


For I never shrank or kept back or fell short from declaring to you the whole purpose and plan and counsel of God (Acts 20:27 AMPC).

In 1 Samuel 8, we read about the children of Israel asking Samuel to appoint a king to lead them like other nations. The prophet, obviously displeased at their request, took it before the Lord. Then the Lord said to Samuel, “…Hearken unto their voice and appoint them a king…” (1 Samuel 8:22 AMPC).


Even though the prophet Samuel wasn’t comfortable with their request, he told the children of Israel exactly what the Lord had said, not his own opinion. Thereafter, the Lord appointed Saul to be king over Israel. Samuel knew it was the Lord who called the shots; so he quickly executed the Lord’s directives in appointing Saul to be king (1 Samuel 10:1).


That’s the right attitude for every true messenger of Christ; you follow the Lord and His Word, not your emotions or opinions. As long as God has given the Word, you ought to say, “Yes Sir,” because He’s the Boss. It’s not about you, it’s about Him; you voice His will, plans and purpose, not yours or anyone else’s.
Irrespective of your opinions, the Word of God is forever true! So, if the Word says it, you’re going to have to do it, even if it doesn’t align with your culture. We’re God’s messengers; we preach for God, not for ourselves.

1 Peter 4:11 (NKJV) says, “If anyone speaks, let him speak as the oracles of God. If anyone ministers, let him do it as with the ability which God supplies, that in all things God may be glorified through Jesus Christ, to whom belong the glory and the dominion forever and ever. Amen.” Consciously train yourself to think like Him. Train yourself to speak His Word, not your ideas. Glory to God!

The Presidency has reacted to claims of former Jigawa State Governor Sule Lamido, that former President Goodluck Jonathan traded off Bayelsa to the All Progressives Congress after being blackmailed by the present administration.  
 
Recall that Sule Lamido in an interview with The Sun newspaper alleged that Jonathan betrayed the PDP in Bayelsa because the federal government is “blackmailing him” over Malabu issue.
 
Former President Goodluck who reacted to Sule Lamido's claim earlier described it as absurd and deliberately designed as a form of blackmail. He also expressed regret that former Jigawa State Governor will join the 'irresponsible orchestra' that he was responsible for the PDP's loss in the last governorship election in Bayelsa state. 
 
Reacting to the heated exchange between the Goodluck Jonathan and Sule Lamido, President Buhari's spokesperson Garba Shehu described the former Jigawa Governor's claim as  “false and irresponsible" and also wondered why it was given newspaper coverage.
 

Quote:“It just doesn’t make any sense,’’ Shehu said people who make wild allegations during interviews should be made to produce the facts backing their claims by editors. A newspaper can be sued for granting space to people who belch false allegations against individuals with no proof.”
 
Shehu added that there are more reasons for Jonathan to work against his party without President Buhari interfering. 
 
Quote:“Anyone who has been following the politics of Bayelsa State should be aware of the sour relationship between Dr. Jonathan and the incumbent governor, Seriake Dickson. That’s more than enough reason for the former president to decide to work against his party, if indeed he did.
“We really must stop this habit of blaming President Buhari for everything, including issues that are not his business" he said.

Three men wrongly jailed for life, set free after 36 years in prison (photos)

Three Baltimore men who were wrongly imprisoned for 36 years in Maryland, United States have been set free after a review of the murder case they were prosecuted for. 
 
The three men identified as Alfred Chestnut, Ransom Watkins and Andrew Stewart, were reportedly teenagers when they were sentenced to life in prison in 1984. They were accused of being responsible for the murder of 14-year-old DeWitt Duckett who was shot in the neck on his way to class at a Baltimore junior high school and also stealing his Georgetown University jacket.

They were released from custody on Monday November 25, hours after a judge cleared their convictions and prosecutors dropped the charges.

Quote:"These three men were convicted, as children, because of police and prosecutorial misconduct," Baltimore state attorney Marilyn Mosby said after the men were released.
In a statement, her office said "detectives targeted the three men, all 16-year-old black boys, using coaching and coercion of other teenage witnesses to make their case".

Speaking at a press conference after they were released, Watkins said:
 
Quote:"This should have never happened. Somebody's got to pay for this," he said. "You can't just leave this like this. This fight is not over."
Stewart on the other hand said "When I got the information, I cried, and I didn't know how to stop crying until a friend of mine came to me and hugged me and said, 'Man your journey is coming to an end,' but it is not, my journey is just beginning, because I got to learn how to live right now."
 
It was learnt the case was reopened earlier this year by the office of Baltimore City State's Attorney Mosby after Chestnut sent a letter to the Conviction Integrity Unit. The Washington Post reported Chestnut included exculpatory evidence he uncovered last year.

During examinations the Baltimore prosecutor's office found errors in the investigation and the new review concluded that a different student, who was 18 at the time of the crime was the shooter.
 
The new suspect who was shot dead in 2002 was seen fleeing from the scene and dumping a gun as police arrived at Harlem Park Junior High School, but authorities at the time focused their investigation on the trio. 
 
Quote:"Everyone involved in this case - school officials, police, prosecutors, jurors, the media, and the community - rushed to judgment and allowed their tunnel vision to obscure obvious problems with the evidence," said Shawn Armbrust, executive director of the Mid-Atlantic Innocence Project, which represents Watkins.
Armbrust added that "this case should be a lesson to everyone that the search for quick answers can lead to tragic results".

The Senate has taken the second reading of a bill seeking to remove gender restrictions in the offence of rape and related matters.

If passed, the bill will formally recognise men as victims of rape as applicable.

The bill also seeks to remove the statute of limitation on defilement, while it also seeks increased punishment for kidnapping.

Introduced by Senator Oluremi Tinubu (APC-‎Lagos Central) at the Senate plenary on Tuesday, the SB2 is “A Bill for an Act to amend the Criminal Code Act CAP C38 LFN 2004 to delete the Statute of Limitation on defilement, increase in punishment for the offences of kidnapping, remove gender restrictions in the offence of rape and for related matters, 2019 (SB. 2).”

In response, Senator Bala Na’allah (APC-Kebbi South) expressed support for the bill, but noted that the amendments to criminal code being sought are limited in application to southern states.

Na’allah said, “The criminal code that sought to be amended is only applicable to the southern states. “The intent of this Bill is to make it on general application in Nigeria, and that is why we must commend Senator Tinubu for this.

“The issue of rape has been a very difficult provision in our statue and dates back to the English Law.”

Also speaking in support, Senator Emmanuel Bwacha (PDP-Taraba South) said, “I think this is a bold step in the right direction. I think this is quite commendable.”

Mr Godwin Emefiele, the Governor Central Bank of Nigeria (CBN) says there is no cause for alarm in the imaginary drop in Nigeria’s Foreign Reserves.

Emefiele said this while fielding questions from newsmen after the Monetary Policy Committee (MPC) meeting in Abuja on Tuesday.

News Agency of Nigeria (NAN) reports that the Foreign Reserves had dropped from about 40 billion dollars to 39.3 billion dollars.


The CBN governor said the drop in the reserves was not enough to create fear.

“During the period when we had economic crisis in 2015, 2016 and early 2017 where reserves dropped to 23billion dollars, the country managed it and it survived.

“We do know that there is focus on the fact that crude oil price is not as resilient as it was in 2018.

“We believe that crude oil price today at 63 dollars per barrel, notwithstanding the drop in reserves below 40 dollars should not cause any panic,” he said.

On CBN’s intervention in the foreign exchange market, Emefiele however, noted that the apex bank’s policy of sustaining exchange regime would continue.



“There is no where you are going to find the hand of CBN intervening in the determination of the exchange rate.

“It is not the right statement for anyone to say that there is peg on the naira.

“Investors and exporters windows trade at market, as you know that the price at that market is not fixed, the price varies from N359 sometimes trade upward as high as N364.

“And as more inflow comes into the market, the price trade downwards. To say there is peg in naira is misleading,” he explained.

The governor however, said the only way the bank intervened in the market was either to buy dollars if the rate was low at level where the bank felt it wanted to buy.

He added that the apex bank often sell inline with its managed float regime which was currently being run by CBN.

According to him, engaging in this did not amount to a peg as it is insinuated by some people.

A Pennsylvania man slashed another man in the face during a bloody brawl that ensued after he walked in on him having sex with his wife, a report said.

Joseph Batenga, 38, got into the fight with William Wolf, 43, when he found Wolf having sex with his wife in a Brush Creek Township home in Central Pennsylvania on Saturday night, Penn Live reported.

Wolf punched Batenga in the face a number of times during the fight, breaking his nose and several of his teeth, according to the report.



Batenga then grabbed a kitchen knife and slashed Wolf across the face with it, the newspaper reported.

Batenga’s wife Bonnie Batenga — who was having sex with Wolf before the fight — then jumped in and began to hit and push Wolf.

Bonnie was cited for harassment, while Wolf and Batenga were both arrested and charged in the fight, the report said.

The media aide to Governor Bello Matawalle, Yusuf Idris, on Tuesday confirmed that Mr Yari had written the request.

He said two days later he (Yari) also sent another letter of reminder demanding the payment.

Concerned assembly

However, the state’s house of assembly on Tuesday abolished the law authorising the payment of pensions to these categories of former officials.

Presenting the bill before the house, the house leader Faruk Dosara, (PDP Maradun), urged his collogues to consider the ‘complete repeal’ of the law “which provides the jamboree payment for the former political leaders of the state at the detriment of the retired civil servants who have not been paid their entitlements over the years.”

According to the lawmaker, these categories of past leaders “are collecting over N700 million annually” which he said the present economy cannot accommodate.

Seconding the motion, Tukur Birnin-Tudu PDP member representing Bakura local government said the abolition of the law is necessary.

Expedited reading

After deliberations, the speaker, Nasiru Magarya pushed the process; the bill passed both first and second readings.

Later, the house went for a committee of the whole after which the bill went for a third reading.

The bill will now be sent to the governor for his assent, the spokesman said.

“With this development, all past political leaders in Zamfara will longer enjoy any entitlements unless those prescribed by the national revenue mobilisation allocation and fiscal commission,” Mr Jafaru quoted the speaker as saying in the statement.

The Federal Capital Territory (FCT) Police Command has warned against the use of fireworks during the Christmas and New Year celebrations.

Police confirm killing of officer, abduction of 3 Chinese expatriates in Osun

Police in Osun State on Tuesday, confirmed the abduction of three Chinese expatriates by gunmen in Itagunmodi, Atakumosa West Local Government Area of Osun State.


The command also confirmed the gruesome murder of a police officer attached to them.


According to the Commissioner of Police in the state, Mrs Abiodun Ige,
the expatriates were said to be working at a mining site located in
the town when they were attacked
and the police orderly attached to

them was reportedly killed in the course of the attack.


It was further learnt that one of the expatriates, who attempted to
escape, was shot and presently receiving treatment at the OAU Teaching Hospital, Ile- Ife.

White House and Capitol were put on lockdown as an "unauthorized aircraft" entered Washington D.C. airspace.
 
Secret Service agents issued a lockdown order at the White House on Tuesday morning, citing a "shelter in place" order for an "emergency" that lasted just over a half-hour.
 
A U.S. Capitol Police source said shortly before 9:00 a.m. that there was an "unauthorized aircraft" near Washington, D.C. Air traffic control had lost contact with the aircraft, said the source, who didn't know what kind of plane raised government alerts.
 
According to CNBC, fighter jets were scrambled as a result of the incident.

A reporter for The Independent reported seeing movement at a missile launch site near the U.S. Capitol, where similar lockdown orders were issued.
 
CNN reported that the Pentagon had convened a "national event conference" although the plane was not thought to be "hostile." National event conferences are interagency task forces put together at a moment's notice to deal with fast-evolving national security or public health emergencies.

Reporters in the White House press briefing room were told to remain indoors as the drama unfolded, and the door was locked from the outside.
 
Construction workers building a replacement fence on the north side of the presidential mansion were evacuated shortly after 8:45 a.m.

12 suspects who allegedly attacked officials of the Lagos State Environmental and Special Offences Agency (Taskforce) have been arrested. 
 
Chairman of the Agency, CSP Olayinka Egbeyemi who spoke to newsmen said operatives of the Rapid Response Squad (RRS) had responded to a distress of some protesters attempting to burn down Alapere Police Station following a raid on commercial motorcycle operators plying illegal routes as directed by the Lagos State Commissioner of Police CP Hakeem Odumosu.
 
The RRS operatives were reportedly attacked with stones, Iron-rod, broken bottles and cutlasses upon getting to the police station. A driver of  Lagos State Environmental and Special Offences Agency (Taskforce)  Ojo Tobiloba, was severely wounded during the attack in Ketu and is presently receiving medical treatment . 
 

Quote:“Let me state categorically that the battle line has been drawn with these illegal motorcyclists and to warn various associations regulating their operations to immediately call them to comply with the law as the government would no longer tolerate the slightest attack on any enforcement personnel forthwith,” he stated.
 
Egbeyemi said 38 suspects were initially arrested during the fracas, but that 26 individuals were later released after thorough screening. He stated that the remaining 12 suspects will be immediately charged to court.

One Labake Olowokere has reportedly stabbed her lover, Seun Komolafe, to death with a fork after she caught him with another woman.

Labake, it was learnt, had visited the residence of Seun at Okeopo area of Ilesha around 8.00 p.m. on Monday to pick her cooking gas when she met another lady in the house.

After recovering from the initial shock, Labake was said to have picked a quarrel with Seun and the lady, whose name could not be immediately ascertained.

A fight followed and it was gathered that Labake picked a fork and stabbed Seun in the stomach, which led to his death.

Acting Police Public Relations Officer for Osun State Command, Mustafa Katayeyanjue, confirmed the incident and added that the Commissioner of Police, Abiodun Ige, had directed an investigation into the matter.

He said, “At about 10.30 p.m. on Monday, one Adeyemi Ojo of Araromi Street reported to the police that one Labake Olowokere of Ido Ijesa, a lover of Seun Komolafe of Okeopo area of Ilesha stabbed him in the stomach with a fork and killed him on the spot.

“From preliminary findings, Labake went to the resident of his lover to pick her cooking gas. On getting to the house, she met another lady there, and a fight ensued.

“It was during the misunderstanding that she reportedly took a fork and stabbed Seun in the stomach. He died on the spot. The corpse of the deceased had been deposited at Wesley Guild Hospital, Ilesha.”

EFCC arrests controller of Kirikiri prison, Emmanuel Oluwaniyi over ‘$1m scam’

The Economic and Financial Crimes Commission (EFCC) has arrested Emmanuel Oluwaniyi, controller of Kirikiri Maximum Prison for his role in allowing Hope Aroke, a convicted internet fraudster, to receive treatment outside the prison, where he is serving a 24-year jail term.  
 
According to the commission, Aroke, also known as “H.Money”, had masterminded a mega scam to the tune of over $1 million from prison, using a network of accomplices.  He said preliminary investigation revealed that the convict had access to the internet and mobile phone in detention.  
 
Also arrested was Hemeson Edwin, head of the medical center at Kirikiri Prison, who allegedly gave exaggerated medical report that warranted the referral for Aroke to be treated outside the facility.

Quote:In a statement, Wilson Uwujaren, spokesman of the anti-graft agency, said the duo were arrested on Monday. “The suspects have given useful information to the Commission about their alleged involvement in the crime,” Uwujaren said.  
“Aroke was one of the two Malaysia-based Nigerian undergraduate fraudsters arrested by the EFCC towards the end of 2012 at the 1004 Housing Estate, Victoria Island, Lagos, following a tip-off.” 
Uwujaren said Aroke, who hails from Okene In Kogi state, had claimed to be a student of computer science at the Kuala Lumpur Metropolitan University, Malaysia. He said the agency later discovered the Aroke as the “arrow head of an intricate web of an internet fraud scheme that traverses two continents”.
Quote:“When Aroke was arrested, a search conducted by EFCC operatives on his apartment led to the recovery of several items such as laptops, iPad, traveling documents, cheque books, flash drives, internet modem, and three exotic cars – a Mercedes Benz Jeep, One 4Matic Mercedes Benz Car and a Range Rover Sport SUV,” Uwujaren said.  
“He was eventually convicted by Justice Lateefa Okunnu of the Lagos State High Court, Ikeja on two counts of obtaining money by false pretence, cheque cloning, wire transfer and forgery.  
“He was sentenced to 12 years imprisonment on each of the two.”

MTN Nigeria PLC (MTN) has announced that Nigeria has become the first country in West Africa to try 5G technology and applications. This is believed to be the result of a strong collaboration between the Ministry of Communications Technology and Digital Economy, the Nigerian Communications Commission, MTN and Huawei (Abuja), ZTE (Calabar) and Ericsson (Lagos.)

This immersive demo and experience will travel across three Nigerian cities to showcase the capabilities of 5G and its potential to enable economic growth, and social inclusion.

Speaking shortly after taking a tour of the exhibition booths, the Minister of Communications and Digital Economy, Dr. Isa Pantami, underlined the potential of 5G for sustainable growth. “I believe as long as we are able to handle the potential challenges, the deployment of 5G is very critical to our economy because of so many advantages of 5G, the issue of latency, speed and many more.”


Stressing the importance of an enabling regulatory framework and protecting telecommunications infrastructure, Pantami stated that on the instruction of President Muhammadu Buhari, he has signed a draft Executive Order declaring telecommunications infrastructure ‘a critical national infrastructure’ which has been forwarded to the Office of the Attorney-General of the Federation for review.

The Minister referred to the proposed Executive Order as a short-term measure, stressing that the President has instructed that a proper legislation be facilitated to deal conclusively with threats to telecommunications infrastructure.

Highlighting the importance of partnerships, Ferdi Moolman, the Chief Executive Officer, MTN Nigeria said “Pushing boundaries is easier when your aspirations are supported by likeminded people. We are here today because of the support and guidance of the Ministry of Communications and Digital Economy and the Nigerian Communications Commission who provided the trial spectrum used for this. Today’s success underlines the fact that we are good together.”

Mazen Mroue, Chief Operating Officer, MTN Nigeria stated that “In collaboration with our technical partners and the support of the Federal Government, we are proudly putting Nigeria on the 5G technology map.

As we continue to invest in technology solutions to meet the wide needs of our customers, MTN will continue to strengthen these partnerships as we move to build our 5G capacity in future, guided by the standards and spectrum set by the Nigerian Communications Commission.”


In addition to the bandwidth increase for seamless video streaming or the next social application playground, 5G technology supports real-time, ultra-reliable communication between massive numbers of devices.

It creates vast possibilities in innovation and transformation, and will immensely improve quality of living, as users gain a better experience of services and technology in general – from financial services, healthcare, education, and even public service delivery to more leisurely purposes, such as video streaming services, gaming and even self-driving cars.

“5G offers tremendous benefits in terms of speed, latency (less delays), efficiency and security. This pilot offers a unique opportunity for us to explore use-cases and applications in Nigeria, and we are excited about its potential for our country and our company”  noted  Mohammed Rufai,  Chief Technical officer, MTN Nigeria.

Following the successful demonstration in Abuja, the 5G-demo train moves to Calabar and Lagos. In addition to which 5G trials will be run in four other cities across the country. The 5G trial will run for three months utilizing trial spectrum allocated to MTN by the NCC.
