The president first forwarded the request captured in the federal government’s 2016-2018 external borrowing plan to the upper legislative chamber in 2016.

After failing to secure their approval, he sent it to the ninth assembly on Thursday, asking the lawmakers to approve the loan which he said is “critical to the delivery of the government’s policies and programmes”.

But Sani said the country’s external debt would have hit $52 billion if the senate had approved the loan request.

“We turned down the FG loan request for $30 Billion to save Nigeria from sinking into the dark gully of a perpetual debt trap,” he said.

“We don’t want our country to be recolonized by creditor banks.”

Sani, who represented Kaduna central at the senate, said the country’s external debt stands at $22.08 billion as of June this year — from $10.32 billion in 2015.

He warned that borrowing further will jeopardise Nigeria’s future.

“With the current escalation of borrowing, we will be walking into debt slavery and move from landlords to tenants in our country,” he said.

“They will always tell you that even America is borrowing and I don’t know how rational is it to keep on borrowing because Another country is borrowing.

“If we keep listening to Bankers and contractors we will keep borrowing and burying ourselves and leave behind for our children a legacy of debt burden.

“Loans are not charities. Most of those encouraging more borrowing are parasitic consultants, commission agents, rents seeking fronts and contractors. We must be cautious.”

There was commotion yesterday in front of LASU gate as two men who sell sachet water were beaten up and arrested for allegedly selling drugged pure water to women so they can rape and rob them when they become weak.

In a video sent to LIB, students can be seen beating a man who sells pure water at Lagos State University (LASU) gate while he was being taken away by police men.

A student of the school who spoke to LIB claims the man and his accomplice sell drugged pure water to women. When the women become weak from drinking the water, the men allegedly rob them and rape them.

The school authorities allegedly got wind of this and paid the men a visit at their shop on Thursday evening, November 28. They forced the men to drink the water they are selling and it allegedly made them weak.

The LIB source said: "The two men were forced to drink the water and few minutes later they were dense, like they did not know what was happening anymore or something like that."

Messages being shared by students of LASU in a WhatsApp group warns students to avoid drinking sachet water at the school's gate. A voice note was also shared to the group issuing the same warning.

In many parts of Nigeria, commercial buses and unmarked taxis are used by criminals to abduct passengers. This is known popularly referred to as 'One Chance'. The victims are often driven to remote places where they are robbed and kicked off the vehicle

A lady identified as Joy Chiamaka Madu, recently fell victim to these criminal acts and has taken to her page to share a photo of her battered bodies after she was beaten up and robbed of her belongings by these dare devils.

Nine year old girl allegedly commits suicide in Benue

The Benue state police command has confirmed the death of a nine-year-old girl, Maria Abah, who allegedly hung herself in her home at the Bem Hotel road in Ankpa quarter, Makurdi in Benue state on Thursday November 28th.
 
The state police command spokesperson, Catherine Anene, who confirmed the incident, said the police on Thursday November 28th, received a report that a 9 year old girl, Maria Abah, was found to have hung herself in the bathroom.
 
Anene added that the corpse of the little girl has been deposited at the  St. Theresa’s Hospital in Makurdi, the state capital. She also confirmed that a Prophetess is in their custody for questionning.

A video obtained by Naijadriva shows when a passenger’s luggage was presumed stolen by touts at the International wing of Murtala Muhammed International Airport (MMIA), Lagos.

It is no more news that Nigeria Airports is bedeviled by touts, thefts, extortion and begging by Immigration and airport staff, and so on.

Following the rising cases of theft including a recent robbery of a private jet waiting to take off after bandits accessed the airside of the Murtala Muhammed International Airport (MMIA), Lagos, the federal government recently reinforced the security apparatus at the nation’s airports.

The new strategy, to combat these vices include: the expansion of areas covered by the Close-Circuit Television (CCTV), reinforcement of security team that patrols all areas of the airports, profiling of Aviation Security (AVSEC) personnel, close monitoring of airport users and workers and ban to persons who have been sacked from the airport from gaining access to any of the airports unless they are travelling and other security details not made known due to security reasons.

However, things are yet to be “normal” at our airports as some of the vices are still prevalent, like this case of stolen luggage.

The battle over the judgment debt on Bonga Oil Field is not yet over. The Economic and Financial Crimes Commission (EFCC) has filed charges against six suspects on the criminal conspiracy that led to the award.

Fingered in the conspiracy are: BCE Consultant Engineering;  BCE Consulting Engineers Limited,  BCE Consulting Engineers Limited; Akinola Ogunlewe ( a former permanent Secretary during the administration of ex-President Olusegun Obasanjo); Abolaji Ogunlewe  and Babajide Soyede, an erstwhile employee of the Nigeria National Petroleum Corporation (NNPC) who incorporated BCE Consulting Engineers.

They are to face trial before a Federal High Court in Abuja  for alleged fraud, tax evasion, related offences, theft, forgery and money laundering


Besides, the EFCC has moved to freeze $24,006,431.85 in the custody of the Registrar of the Court of Appeal.

It has asked the court  for an order to stop all dealings and transactions in a bank account 099900001060 and the funds ($24,006,431.85) therein, held for the benefit of the 1st and 2nd respondents (BCE Consultant Engineering and BCE Consulting Engineers Limited).

There had been issues over the judgment debt between the Nigerian National Petroleum Corporation (NNPC) and the three suspects over the initial award of $22,630,000 (now $24,006,431.85 because of interest) against it.

The NNPC had asked the Supreme Court to review the award of $22,630,000 against it.

The apex court however ordered corporation to pay the sum in question to BCE Consulting Engineers over a failed consultancy service contract.


The contract, dated May 20, 1999, was in respect of  SNEPCO Bonga Field Development Project in OPL 212.

The  Federal Government and NNPC have discovered that there was no bid process for the contract and National Petroleum Investment Management Services (NAPIMS) was compelled to award it.

Fresh facts also revealed that the contract was hurriedly awarded to BCE, nine days before ex-President Olusegun Obasanjo assumed office.

The NNPC believed the Supreme Court did not take into account that BCE contract was among the hurriedly-awarded contracts, the revocation of which Christopher Kolade panel recommended on July 17, 1999.

But on its part, the BCE demanded the judgment sum, claiming that NNPC breached an agreement with it.

The EFCC has now decided to  put six suspects on trial on how the $24 million judgment debt was arrived at.

The EFCC sought for an order that “the bank account listed in the schedule hereto, held for the benefit of the 1st and 2nd respondents, currently being investigated for the fraud, tax evasion, offences of conspiracy, theft forgery and money laundering be temporarily attached and taken over by the Economic and Financial Crimes Commission pending the conclusion of investigation and consequent prosecution of the offences described aforesaid.

”That all dealings and transactions in the aforesaid bank account and the funds therein, held for the benefit of the 1st, and 2nd respondents, currently being investigated for offences of fraud, tax evasion, conspiracy, theft, forgery and money laundering be suspended and some temporarily vested in the Economic and Financial Crimes Commission, pending the conclusion of investigation and consequent prosecution of these offences against them.

”And for such further or other orders as this Honourable Court may deem tit to make in the circumstances.”

The charges against the suspects  were filed by Bala Sanga, Abba Muhammed and Ekele Iheanacho.

President Buhari will depart Abuja on Friday, November 29th to participate in the 5th Gas Exporting Countries Forum (GECF) in Malabo, Equatorial Guinea.  
 
After the Summit, Buhari will head for his home town Daura, Katsina State for what officials called, a five-day official visit.
 
The one-day gas meeting in Malabo will be attended by leaders of major gas producing nations of the world namely, Algeria, Egypt, Equatorial Guinea, Libya, Bolivia, Iran, Qatar, Russia, Trinidad and Tobago, United Arab Emirates, Venezuela, Kazakhstan and Norway, whose countries account for 70 per cent and 80 per cent of global gas reserves and production respectively. 
 
The Nigerian delegation will also use the opportunity to discuss current trends in the global gas market, potential policies for the energy sector and opportunities for collaboration.  At the end of the 5th Gas Summit, the Malabo Declaration is expected to be adopted.  
 
President Buhari will be accompanied by the Minister of Foreign Affairs, Geoffrey Onyeama; Minister of State, Petroleum Resources, Timipre Sylva; Minister of Mines and Steel Development, Olamilekan Adegbite; and the Group Managing Director, Nigerian National Petroleum Corporation (NNPC), Mele Kolo Kyari.

With Thursday’s passage of the Finance Bill by the House of Representatives, the stage is set for the take-off of a new Value Added Tax (VAT) regime.

The Senate last week passed the Finance Bill which will now be signed by President Muhammadu Buhari along with the Budget 2020 Bill to pave the way for the 7.5% VAT, up from five per cent.


The Finance bill which is an Executive bill seeks to amend the company income tax act, value added tax act, Customs and Excise act, personal income tax act, capital gains act, stamp duty act and the petroleum profit tax act.

Presenting the report of the Finance committee on the floor of the house, Chairman of the House Committee on Finance, Hon. James Abiodun Faleke (APC, Lagos) said the executive bill seeks to facilitate the ease of doing business in the country.


Faleke said the law also seeks to eliminate double taxation which is currently the practice in the country while establishing a threshold of N10,000 for stamp duty.

He said that what this meant was that only services of up to N10,000 and above will attract stamp duty which will not be collected by the Federal Inland Revenue Service.

He said that the decision to cede the power to the FIRS is because it is the only agency of government legally established to collect tax on behalf of the government, adding that this does not in any way affect the stamps being sold by NIPOST.


He said further that the bill also provide for tax relief on penalties, adding that it does not mean that when a company is fined, they now use it as a bass for tax report as it is being done right now.

Hon. Faleke said the decision to increase VAT from 5 percent to 7.5 percent is to make more money available to the states and local government to fund their activities, adding that the states and local government will be entitled to 85 percent of VAT proceeds.

He said further that with the passage of the finance bill, only good being manufactured in Nigeria, but being imported will now attract excise duties, adding that Nigerians are also expected to pay tax on gains made from legal transactions.

He said “if you buy a car and sell it, you will be expected to pay tax on the gain you make from that sale, adding that five year tax holiday for those involved in agricultural production has now been extended to ten years.

He informed the House that the success of the 2020 budget depend on the passage of the finance bill.

Nigeria’s fuel consumption has reduced by 30 per cent since the stoppage of petrol sale at towns/villages within 30 kilometres of the country’s land borders.

Comptroller General of Customs, Col. Hameed Ali (rtd) stated this on Thursday when he appeared before the House of Representatives Committee on Customs.

Col. Ali said the directive banning sales of petroleum product in fuel stations located 20 kilometres to the border will be reviewed as it was not a permanent order, saying the decision was taken to ensure that Nigeria no longer subsidises fuel for other countries.

Ali who appeared before the House Committee on Customs also disclosed that before the order, which was taken at a high security level meeting, the Department of Petroleum Resources (DPR) was contacted to furnish the Customs with a list of petrol stations legally licenced to operate in the area.

The Director of Department of Petroleum Resources (DPR), Ahmed Rufai Shakur, said about 400 illegal fuel stations are operating in Nigeria’s border communities with about 923 others licensed to operate there.

He said the DPR refused to give the Customs the list almost one year after it promised to do so, adding that the Customs even offered to separate legal and illegal stations on its own.

He disclosed that what can be done on an interim basis is to identify about three or four legal fuel stations in the border communities that will be supplied fuel on a regular basis while records of such supplies will be given to the Customs to enable them monitor dispensation and sale.

Governor Bello Mohammed Matawalle of Zamfara state has accused the immediate past governor of the state, Abdulaziz Yari Abubakar, of paying himself N360 million from the state pension funds shortly before he left office.

The governor said this in Wednesday while assenting to a law stopping jumbo allowances for former governors, deputies, speakers and their deputies in the state.

The Speaker of the state House Assembly, Nasiru Muazu Magarya, and other principal officers of the House had brought a bill before the governor for assent.

Matawalle, while assent the bill, said, “If you could remember former governor Yari had sent a letter to me demanding that his N10 million monthly upkeep allowances be paid and he was even threatening to take me to court should I fail to pay the money.

“I called my deputy, the state assembly speaker and his deputy and asked them whether they need such mind-boggling allowances and they all answered in negative. Then, we decided to repeal the law backing the payment and I have assented to it.

“Our successors will not find it easy to come up with such obnoxious law to pillage the little resources of the state in the future. There is no reason whatsoever the state could afford to pay the past leaders a whopping sum of N702 million annually to the detriment of dying pensioners in the state,” Matawalle said.

“It is on the record that the backlog of pension and gratuity for local government workers and primary school teachers left behind by Abdulaziz Yari’s administration stands at N3billion while that of the state government retired civil servants also stands at N3billion. “What moral justification could be offered for such a Jumbo package for a select few when the social index has consistently indicated that the majority of our population lives in abject poverty?” he queried.

According to the governor, for anyone to become governor or attain any top position in the state, or means they were already financially well to do.

Osinbajo reveals how Buhari govt can end poverty in Nigeria

The Vice President, Yemi Osinbajo has highlighted how to resolve the poverty challenges bedeviling Nigeria.


Osinbajo pointed out that resolving the educational challenges in Nigeria will bring an end to the level of poverty in the country.
He made the disclosure while speaking at the 2019 Nigeria Annual Education Conference yesterday and was contained in a statement signed and sent to DAILY POST by his spokesperson, Laolu Akande.


According to Osinbajo: “Education reduces economic inequalities. It was found that if workers from poor and rich backgrounds received the same education, the disparity between the two in terms of their inequality in earning is decreased by as much as almost 40%.


“There is a logical link between education and poverty, and of course extreme poverty and mortality is also connected without any doubt at all. It is up to us, not just the government but every one of us must feel mandated by history to do something concrete about the education of our children.”

It really is a special pleasure to join you at this 2019 Nigeria Annual Education Conference. I think that the theme is a very appropriate one, but it comes at a time when our nation is confronted with crucial choices that have to be made as we plot our path to what is possibly the most significant two or three decades in our national history.


In a few decades, we will possibly be the third most populous country in the world. We would also have one of the youngest populations in the world. And we stand a chance of becoming the undisputed most developed African nation on earth. Or perhaps one of the most advanced economies in world. We are in that fortunate position because of our natural endowments, the incredible possibilities that technology and innovation offer to redefine our economy for growth, and the real opportunities to leapfrog over generations just on the account of technology in this whole development story.


But most importantly, the potential of our people, the potential of the Nigerian person, children today and so many, who are coming behind. But we are also confronted by fundamental challenges. A large population of out-of-school children, and a huge percentage of that number who are girls, of course we know that the female population is about 50% of our total population; some even say more than 50%. And then, there is a dearth of teachers, complicated by poor quality of teachers.


In addition, years of neglect of education at both Federal and State levels resulting in very poor infrastructure, very little has been invested compared to the overall picture. The other challenge is that of extreme poverty and its innumerable consequences for health, wellbeing of the majority of Nigerians and resulting vicious cycle of low productivity, poor human development outcomes and increasing poverty.


The challenges of poverty and poor educational outcomes are directly connected. A UNESCO Global Education Monitoring Report which details that connection and provides some important evidence on the impact of education on individual’s earnings and economic growth and among other things that the report found is that:


Education reduces poverty and that absolute poverty could be reduced by as much as 30% from learning improvements alone. It says also that education increases individual earnings, as it increases earnings by roughly 10% per each additional year of schooling. Indeed, for each $1 invested in an additional year of schooling earnings increase by $5 in low-income countries and $2.5 in lower-middle-income countries.


Education reduces economic inequalities. It was found that if workers from poor and rich backgrounds received the same education, the disparity between the two in terms of their inequality in earning is decreased by as much as almost 40%.


Education promotes economic growth as educational attainment explained about half of the difference in growth rates between East Asia and Sub-Saharan Africa. There is no question at all that there is a direct link between education and extreme poverty that we find ourselves in.


In responding to this twin challenge, President Buhari made two crucial commitments within the same month. On June 12 2019, he declared that the crucial objective of our administration in this second term is to take a 100 million Nigerians out of poverty within the next ten years. And on June 20th, 2019 while inaugurating the National Economic Council, he also made another commitment which is that the Federal Government will work with the States, to ensure the enforcement of free and compulsory education in the first nine years of a child’s school life. Because this is a law, failure to ensure the enforcement of free and compulsory education is criminal and punishable by imprisonment.


So, to resolve the educational challenge is to resolve the poverty challenge. The choices that lie before us are clear; investing in relevant education, by that I mean education that would equip the child with the best possible skills. Today, digital, civic and innovative skills, education that equips to function optimally in a world that is increasingly been defined by the developments in what is called the “Fourth Industrial Revolution.” The policy responses led by the Ministry of Education, in my view, have been thoughtful and robust. The Education for Change Strategy (2018-2022) deserves commendation. Through this approach, deliberate steps have commenced action in certain priority areas: I will mention just a few of them:




Out-of-School Children
Youth and Adult Literacy
Science, Technology, Engineering, Arts and Mathematics (STEAM) and Technical,
Vocational Education and Training (TVET)
Basic Education
Teacher Education, Capacity Building and Professional Development
Curriculum and Policy Matters
Tertiary Education
Education Data and Planning
Information and Communication Technology (ICT) in Education
Library Services in Education.


We must immediately acknowledge that the Federal Government’s constitutional role in the first nine years of a child’s life is minimal. It is primarily the role and responsibility of States and Local Governments. States simply have to prioritize basic education, by making more funding available. 


Every child must have basic education at the very least. It is about the future of the citizens of every State. However, the Federal Government considers that it has a crucial role to play, especially in guiding, inspiring, coordinating, co-funding and complementing the basic education strategy. 

And this must be so, as it is important for us because the whole question of human capital development is the responsibility of the central government. And whatever the outcomes look like, the centre takes the blame, while the States are absolved of blame. We must continue to find creative ways of dealing with the huge problem of out-of-school children. 

We have seen an almost 40% rise in school enrolment in schools across the 34 States, where the Federal Government has the Home Grown School Feeding Programme going on. But of course, that kind of situation has also led to overcrowding of classrooms, which creates another set of problems with regard to school infrastructure and the ability of children to learn in such conditions.

Some of the latest figures show is that we have 22.4million children in 406,000 classrooms in public primary schools in Nigeria. This is about 55 children in a classroom which almost doubles the accepted standard of 30 children per class. This means that we will just have to find the resources to build additional classrooms across the country so that children can learn in optimal conditions.


It is evident that even with the best of effort and given the resource that we have and the population growth, which is slightest under 3% annually. We just have to think out of the box especially using technology and digital means to reach a growing number of children. This will also place a huge demand on resources both at the national level of ensuring wider broadband coverage and also at the school level in terms of the availability of computers and the kind of electronic devices that could help.


 These days, mobile technology is helping a great deal, without necessarily using broadband as such. There is a great deal that can be done using USSD systems. Our national fibre coverage is still low with only 45% of the population within 5 kilometres proximity to a fibre network which means over 100million people are outside fibre reach.

At the more granular level, only 3,600 public primary schools out of 63,000 have access to computers. The ratio is a bit better in public junior secondary schools where just over one third have access to computers.

Fortunately, we already have arrangements to support State Governments in this area, through the funds made available to UBEC as a first-line charge in the budget. The budgeted amount for UBEC in 2019 was N112.47billion. 


As the Honourable Minister has said, we will be working closely with States to enable them to access UBEC funds so as to build schools and equip them appropriately. Improving access and amount of funding by reviewing the process and conditionalities for accessing UBEC Intervention Funds by States and FCT with the aim of increasing accountability is certain to generate more impact in the near term.


Some of the States of the Federation have shown full or near-full accesses to UBEC Intervention Funds. And a lot of progress has been made in terms of infrastructure, teacher development and teaching materials. With regard to digital infrastructure, a major priority of the Federal Government is to achieve 100% broadband coverage by 2023. This is a major pillar in our second-term agenda.



In implementing our N-Power Programme, one of the Social Investment Programmes where 500,000 graduates are either teaching in schools or working as health care officials, we found that instructional material and training could be made available to volunteers of the scheme via their electronic tablets that are provided for them or through the open portal that contains all of the instructional material. 


This has proven to be a way to train on scale or at least supply additional materials after face-face training has taken place on the kind of scale that would be needed to do the kind of work needed for the size of our population and number of teachers that we need.

Getting children to school and ensuring that they are instructed in appropriate surroundings with the right equipment is just one part of the equation. We also have to ensure that they stay in school and are provided with suitable instruction while there. While the completion rate for primary schooling is about 86%, that of Junior Secondary Schools is 42%. In fact, there is a great gender imbalance at this level with female completion rates at just 34%.



To keep children in school for the entire period of basic education, in addition to providing free public education and enforcing mandatory attendance, it has been proposed that there should be a requirement of evidence of completion of the first three years of secondary school for participation in the N-Power non-graduate apprenticeship schemes such as N-Power Build. This is an apprenticeship scheme that allows people without secondary school education to learn skills such as carpentry, plumbing, masonry, electrical, welding, baking amongst others.



Evidence from around the world and even domestically has shown that the quality of educational outcomes is possibly more dependent on the quality of teaching. Some of the best practices we drew from showed that students placed with high performing teachers performed several times and, in some cases, 3 times better than those with low performing teachers.


 I will not repeat the detailed work plan the Honourable Minister has set out, but I must add that we intend to diligently adopt continuous professional development for teachers; linking it to new opportunities; linking teacher training to revised curriculum using a scripted approach; as well as introducing learning assessments and performance management. This will provide motivation for low skill teachers and a clear process for remedial actions to improve performance.


Improving teachers support through mentoring is also important, in addition to improving teacher capacity. We will also be providing support by building an ecosystem that supports learning by teachers. This requires engaging schools through the various Ministries of Education, as well as school headmasters. The intention is to give teachers a new experience about how they learn and how they learn to teach. 


The training would be to enable teachers to take a multi-disciplinary approach to teaching and helping to solve real-life problems. This experience should be complemented with not just teachings aids, instructional materials, but much greater use of technology.

So, the policy is to use the Science, Technology, Engineering, Arts and Mathematics (STEAM) curriculum in primary and secondary schools the emphasis being on the development of skills in cross-disciplinary, critical and creative thinking, problem-solving and digital technologies which are essential in all 21st-century occupations. Where we are today is critical and I must thank very much the international donors and international partners for the excellent work they are doing. Just looking at what is going on in Bauchi, Kebbi, Sokoto and several northern states, it’s incredible. I really want to thank and commend our international partners for the very great works they are doing. As they say, it takes a whole village to train a child, and I think this global village in helping to train the Nigerian child is greatly appreciated indeed. Thank you very much.


But I must say that for the Federal Government, State Government, Nigerian civil society groups and the Nigerian private sector, we must take ownership of this most important feature of our lives.


 This is for us existential; the education of our children is existential for us. As has been shown, there is a logical link between education and poverty, and of course, extreme poverty and mortality is also connected without any doubt at all. It is up to us, not just the government but every one of us must feel mandated by history to do something concrete about the education of our children. 

We cannot leave it to the government, every one of us has a role to play and I really hope that in the next few years, by the time we come back for another education conference, that we are seeing greater participation of the Nigerian civil society and the Nigerian private sector in the educational sector. Especially with funding, I must commend OandO, they are doing excellent work, but we need to see much more private sector involvement, especially the Nigerian private sector.

I would like to thank you very much for listening to me and also to say that we in the Federal Government remain very committed to ensuring that education is given priority in practically everything that we do. We may not have that much money, but we have the heart and we are really committed.

Especially with funding, I must commend OandO, they are doing excellent work, but we need to see much more private sector involvement, especially the Nigerian private sector.

Boko Haram: 13 terrorists killed, 4 soldiers wounded as troops, insurgents clash in Borno

The Nigerian Army of Friday said its troops have killed 13 ISWAP members during an encounter on Thursday, at Duguri an engagement island in northern Borno, northeast Nigeria.



A statement by Colonel Aminu Iliyasu, Nigerian Army Operations Media Coordinator, said, “the combined troops of Sector 3 Operation LAFIYA DOLE and Sector 2 of the Multinational Joint Task Force (Chadian Forces) led by Commander Sector 3 Operation LAFIYA DOLE on 28 November 2019, dealt a decisive blow on the criminal ISWAP terrorists at Duguri Island in the extreme Northern Borno area.



“The resilient troops, supported by the Air Task Force OPERATION LAFIYA DOLE, while marching against extreme odds posed by marshy flooded terrain to clear NJARWA and DUGURU Villages made contact with the criminals who were hibernating in the area.



“The troops, having successfully cleared both villages, took up a harbour position at which remnants of the criminal ISWAP terrorists decided to cowardly attack them from their rear. The dogged troops immediately responded with superior firepower, outmaneuvered the criminal insurgents and handed them a well-deserved defeat in the process.



“The Boko Haram criminals who were mounted in 4 Gun Trucks with the intention of overrunning the troop’s harbour position from the rear. In the aftermath of the fierce firefight that ensued, the gallant troops succeeded in neutralizing 13 of the ISWAP criminals.



“The troops also captured 3 Gun Trucks, 3 Anti Aircraft Guns, 12 AK 47 Rifles, 3 Bandoliers of Anti Aircraft Guns and 270 Rounds of 7.62 mm Special ammunition among other critical assets. Unfortunately, 4 of our highly courageous troops were wounded during the encounter.



“Fortunately, 2 of the wounded soldiers have already stabilized in a nearby military medical facility while the other 2 are awaiting air evacuation for further medical management.



“The Theatre Commander Operation LAFIYA DOLE, Major General Olusegun Adeniyi, on behalf of the Chief of Army Staff, Lieutenant General Tukur Yusufu Buratai, commends the troops for their gallantry and professionalism in the face of very daunting weather and terrain conditions.



“He also extended his appreciation to the Force Commander, Multi-National Joint Task Force for the wonderful collaboration and support demonstrated by his troops so far. He further urges the troops to keep the pressure on the criminal Boko Haram elements until they are totally wiped out. “

The Police in Anambra state have arrested a 29 year old Chizoba Nwoye, pictured left, for killing a tricycle rider, Dumebi Oforkansi, burying his remains in a shallow grave and stealing his tricycle.
 
A statement released by the police command says on October 2nd, the police received a report that Dumebi, aged 25, from Ubarunisionye village, Nando in Anambra East LGA, was kidnapped by unknown persons and taken away along with his tricycle (Keke) while operating it for commercial purpose.
 
Following the report, Police operatives attached to the Command State intelligence Bureau (SIB) swung into action. Its investigation led to the arrest of Chizoba who confessed that himself and one Ezennia Nweke alias Abada, allegedly conspired and killed the victim, buried the corpse inside the bush along Achalla-agu Nando road and made away with his keke.
 
He thereafter, led a team of Police detectives to the scene where the victim was buried in a shallow grave and his decomposing body was exhumed, certified by a medical doctor in the presence of the deceased’s parents who equally identified the clothes he wore. Thereafter, the body was photographed and released to the deceased’s father for proper burial.
 
Meanwhile, the snatched keke was recovered from one 27year old Anthony Charles alias 'Walter' from Ebonyi State.
 
The police has declared wanted the principal accomplice, Eziennia who allegedly conspired with Chizoba to perpetrate the dastardly act as is he said to be on the run.

FRIDAY, 29TH NOVEMBER.


IT’S GOING TO BE A GREAT PARTY


And he saith unto me, Write, Blessed are they which are called unto the marriage supper of the Lamb. And he saith unto me, These are the true sayings of God (Revelation 19:9).

Often, when a sinner is led to Christ, some say there’s a great party in heaven, because of what Jesus said in Luke 15:10: “…there is joy in the presence of the angels of God over one sinner that repenteth.” Even though the Bible doesn’t quite say there’s a party in heaven when a sinner comes to Christ, it does talk about a great party in heaven that we’re all going to be a part of; it’s the Marriage Supper of the Lamb.

We’re going for a party in heaven. Don’t you like that? And it’s going to be the party of all parties! So, all those who think heaven will be a boring place are misguided; they’re not thinking right. Read the Bible!

Papa God is organising a big party and we’re coming from every generation for the massive celebration. We’re not going to heaven, panting and saying, “Thank God; we barely made it!” No; we’re going to be “high-fiving” ourselves, excited in ways words can’t describe as we’re celebrated by the Father and the holy angels.

It’s the reason we’re preaching and teaching God’s Word all around the world, so many more can be reached and brought in for this great jamboree in God’s presence; a shindig of praise, worship and adoration.

Read it in the prophetic words of John in Revelation 19:6: “And I heard as it were the voice of a great multitude, and as the voice of many waters, and as the voice of mighty thunderings, saying, Alleluia: for the Lord God omnipotent reigneth.” Glory to God!

Are you getting ready for the party? Our work and labour of love aren’t in vain; whatever you’re doing for the Lord, keep at it. Put your whole life into it, because we’re going to be rewarded and crowned.

Everything you do or sacrifice for the sake of the Gospel is being recorded, and on that day, besides the blessings you’ve received and enjoyed on earth, He’ll say to you, “...Well done, thou good and faithful servant...” (Matthew 25:21).


PRAYER

Dear Lord, thank you for the privilege to be a custodian of the Gospel and to participate in the ministry of reconciliation. Thank you for the reassurance that my work and labour of love aren’t in vain. My commitment to the Gospel and its spread around the world remain unabated, as I earnestly look forward to the soon return of Christ, the eternal King of glory. Hallelujah!

Ahead of this Saturday’s Kogi West supplementary and the Ajaokuta Federal Constituency rerun election, the Independent Electoral Commission (INEC), on Thursday, began the distribution of election materials to the areas for the exercise.

The materials which were stored at the Central Bank of Nigeria (CBN), Lokoja, were taken delivery in the presence of INEC officials, including the National Commissioner for Kogi, Kwara and Nasarawa states, Mohammed Haruna, the state Resident Electoral Commissioner (REC), Prof. James Apam, Representatives of the concerned political parties, personnel from security agencies and reporters.

Haruna explained that the materials were for onward distribution to the affected areas that the supplementary poll is to be conducted in Kogi West and in the Ajaokuta Federal Constituency.

“We are taking the materials for the 53 polling units in the Kogi West Senatorial District and the Ajaokuta Federal Constituency.

“We are ready; all the materials are here, and we are set to receive them from the CBN.

“The charge is that the people should come out to cast their votes and conduct themselves in a peaceful manner and for the politicians to be mindful of their conduct.

“We already prepared for the election on the 16th. So, it’s just a continuation. We have changed our personnel to conduct themselves in a free and fair manner, and the electorates, to conduct themselves in a peaceful manner,” he said.

The INEC Resident Electoral Commissioner in Kogi State, Prof James Apam said that the commission was more than ready for the election, as all the logistics and funding have been provided.

The Kogi West Senatorial District supplementary will hold across 53 polling units while the Ajaokuta Federal Constituency rerun will hold in 22 polling units.

The party in a statement by its National Publicity Secretary, Mallam Lanre Issa-Onilu on Thursday in Abuja said it read in the media “about a purported legal action taken by a self-proclaimed member of the Party, Charles Enya, seeking an amendment of the constitution to allow President Muhammadu Buhari run for a third term in office”.

APC said it had initially chosen to ignore him, it that it has become important to send a clear message to him and such other agent provocateurs, adding that the initiator of the suit might have been sponsored by the “misguided opposition”.

“We would follow this new enemy of our country, who is most likely being sponsored by the desperate and misguided opposition, every step of the way, using all legal means to thwart his devilish efforts to create chaos in our country.
“As a party, we would not take kindly to anyone or group causing an unnecessary distraction for this administration through anti-democratic actions. As a country, we are several years behind where we ought to be. President Buhari-led administration is focused on the onerous responsibility of delivering good governance. We are focused on revamping our moribund infrastructure, growing the economy, fighting corruption, creating the right environment for our teeming youths to deploy their creative energies, and providing adequate security for all of our people”, APC said.

The party added that it has no room for anti-democratic forces and would always abide by the tenets of democracy.
“We have tried to find out the status of this character claiming to be a member of our party. If he turns out to be our member, we would ensure the party organ that has the responsibility to act on this matter promptly commence the process of expelling him. We are a progressive party and we do not have space for anti-democratic forces and charlatans.

“At the last National Executive Committee NEC meeting of the Party, President Buhari didn’t mince words and he is not the type that talks tongue in cheek. He pointedly said he would abide by the constitution and uphold the oath of office he took, swearing by the holy book he believes in. This is he said was beside his advanced age which made such an idea beyond his contemplation.
“The NEC meeting highlights released to the media by the party equally quoted the President admonishing APC members, leaders and elected officials to reposition themselves in their respective constituencies so as to sustain the administration’s landmark legacies beyond 2023 when the President’s constitutionally permitted terms end.

"I got assaulted by the authorities - the police" Arewa MeToo activist narrates how she was allegely accused of lesbianism and beaten up for organizing rally

Sadiya Taheer, an activist in northern Nigeria, has narrated how she was allegedly abused by about 20 policemen in Sokoto state and accused of lesbianism for organizing a rally to speak up against violence in the north.
 
Sadiya has angered a lot of people in northern Nigeria with her activism, especially because of how it has emboldened a number of Arewa women to begin opening up about their abuse.
 
A number of people spoke against it and cautioned women against making their stories of abuse public.
 
Taking the Arewa MeToo movement further, a standstill rally was planned to call for the domestication of the VAPP Act (Violence Against Persons Prohibition Act). The Senate passed the VAPP bill in 2015 but it hasn't been domesticated.
 
Sadiya was the leader of Arewa MeToo movement in Sokoto so she was in charge of organizing the standstill rally in Sokoto. The rally was supposed to hold on Monday, November 25, in 8 northern states.
 
However, as the day for the rally neared, a number of northerners took to Twitter to condemn it and claim it was an LGBTQ rights rally.

Sadiya said they followed the right procedure before the rally by sending letter twice to the House of Assembly. They also sent letters to the police commissioner's office and to the DSS.

 
"All of these people told me that 'yes, we've got you'," Sadiya said.
 
A day before the rally, she said she called all the offices she had sent letters to. On the day of the rally, she claimed she went to the Police Commissioner's office but they intentionally kept passing her round to waste her time.
 
According to Sadiya, she eventually went to the rally ground in front of the State House of Assembly. There, she said she met the DPO at the rally ground dispersing people who came for the rally and he told her that the police commissioner - who had told her she had his support - told him not to let them hold the rally because they are trying to promote the LGBTQ community. 
 
She said they left the rally ground and were about leaving the area. But the policemen allegedly "got a phone call" and all started coming towards them. 
 
When the officers got close enough, they allegedly attacked her and other members of her team. She claims they collected their placards from them and ripped them apart.
 
According to Sadiya, they demanded that she gives them her phone and her folded banner but she refused and that was when all of them allegedly attacked her and started beating her.
 
She explained: "If not for the two muscular people in that our members they would have torn me apart. They beat me up. When I came back home I could barely do anything. In fact, I had to go to the hospital straight from there."

Sadiya said that she and her team received death threats and hate mails because of the rally. She said she got attacked while driving from the doctor's office as people tried to bash her car, and called her names, including "lesbian".
 
Soon, on Twitter, people began talking about the failed Sokoto rally. However, the rally held in other northern states as planned.

Sadiya went on in her video to allege that the policemen who attacked her a short distance away from the rally ground also arrested a member of her team for filming the assault. They also detained two other members of the group who went to bail the one arrested. 
 
She said that asides defamation of character, the people opposing the rally took her photo from Instagram and began spreading it around, claiming she's promoting LGBTQ in Sokoto state.

Sadiya concluded that the reason for the strong opposition to the rally is that most of the people opposing are abusers and fear that they will be prosecuted if the VAPP act is domesticated. 
 
She pointed out that in the same Sokoto state, Almajiris get raped by men who take turns, yet the authorities do not come out to stop them. However, they could mobilize policemen to stop her group from seeking justice for the abused.
 
She added that she overheard one of the men saying over the phone that they understand what the rally is about but they can't let it hold.
 
She claimed the man said: "Look at her telling women to have voice when they are being raped. How can we have that insubordination and disobedience in our culture? If she's our sister, how can we marry her off when she's voicing out that she's been raped?"
 
Sadiya further claimed that the authorities bribed and threatened the media houses to discredit her.
 
She said: "These are people that have high stakes in the government. These are people who are high profile so literally, they will listen to them. Who will listen to little me?"
 
She continued: "The police were beating me up, they were violently beating me up for standing up against violence. So you see the irony of this. They were sponsored by the high profile people in this Sokoto state even though they know what the VAPP act is."
 
She said she and her family have been receiving threats since then, adding that they threatened to attack her brother, sister, mum, and dad, and to also hurt her (Sadiya).
 
She concluded: "Nigeria is as corrupt as it gets, even the police."

The Federal Government has launched the campaign for the return and restitution of Nigeria’s looted and smuggled Artifacts from around the world.  
 
Minister of Information and Culture, Lai Mohammed, launched the campaign at a press conference in Lagos on Thursday, November 28th saying “with this announcement, we are putting on notice all those who are holding on to Nigeria’s cultural property anywhere in the world that we are coming for them, using all legal and diplomatic instruments available. Gentlemen, we are under no illusion that this will be an easy task, but no one should also doubt our determination to make a success of this campaign”.  
 
Mohammed said Nigeria cannot imagine by what logic an Ife Bronze or a Benin Bronze or a Nok Terracotta can belong to any other part of the globe except to the people of Nigeria, whose ancestors made them.

Quote:“We have never laid claim to the Mona Lisa or a Rembrandt. Those who looted our heritage resources, especially during the 19th century wars, or those who smuggled them out of the country for pecuniary reasons, have simply encouraged the impoverishment of our heritage and stealing of our past,” he said.
The Minister said these timeless and priceless pieces of work are an important part of the nation’s past, its history, and heritage resource, and that allowing them to sit in the museums of other nations robs Nigeria of our history. He said in its quest to diversify the economy by leveraging on the culture and tourism sector, the government considers these priceless artifacts as critical components of the diversification drive.
 
He said in launching the campaign, Nigeria is emboldened by Article 4 of the UNESCO 1970 Convention, to which most nations subscribe, which identifies the categories of cultural property that form part of the cultural heritage of each member state, thereby belonging to that State.  He said by the provisions of the Article, they include cultural property created by the individual or collective genius of nationals of the State concerned, and cultural property which has been the subject of a freely agreed exchange or received as a gift or purchased legally with the consent of the competent authorities of the country of origin of such property.

Woman orders a fur coat online but what she received is like "a piece of paper with sleeves"

A woman has gone online to express her displeasure after she ordered a fur coat only to receive a coat made of polyester.
 
Mikala, 23. was scrolling through Instagram when she saw a sponsored post for a beautiful coat. The coat she ordered for the bargain price of $50.25 was meant to be made of thick and cosy pink fur, and printed with red hearts, but was she received was nothing like what was in the photo.
 
She got an outfit which she describes as "a piece of paper with sleeves". The material used in making the coat is so thin you can see through it. The stitching is also horrible.

What she got was made of 95% polyester and 5% spandex, and not fur as she expected.

She was so disappointed that she threw up the middle finger while taking a photo in the coat to share online.
 
Mikala said she tried to get in touch with the brand Soleila to complain, using the customer service email she found on the website. But she received an email saying her message couldn’t be delivered as the address was not found.

Following the online shopping fail she experienced, Mikala says she won’t be ordering clothes or anything else from Instagram-promoted brands again.
 
She said: "I’m so frightened of insta brands. And now I have every reason. Never again."

Man jailed for 7 years over N10m Oil Scam

A unlicensed petroleum product dealer has been handed a 7-year jail sentence after being arraigned before Justice Adamu Turaki Mohammed of the Federal High Court in Port Harcourt, Rivers State for defrauding a customer N10million (Ten Million Naira).
 
The convict identified as Johnson Abraham Ukiwe was arraigned on a 5-count charge of dealing in petroleum products without the appropriate license and obtaining money under false pretense.
 
He reportedly obtained the sum of N10, 055,000.00 (Ten Million, Fifty-five Thousand Naira) from Exploit Energy Ltd, between 27 January and 1 February, 2016 on promise of supplying two truckloads of petroleum product but he never did. 
 
Ukiwe who was ordered to restitute his victim Exploit Energy Ltd, the said sum of N10million in accordance with Section 11 of Advance Fee Fraud and Other Related Offences Act, 2006, was imprisoned without an option of fine. 
 
In the statement released by the EFCC, Justice Adamu said that his judgment will “serve as a warning and deterrent to other fraudsters who specialize in defrauding unsuspecting citizens through dubious business dealings.”

Two children have been confirmed dead following an explosion at a gas store at Aduke street in the Ajegunle area of Lagos state.
 
23 other persons are said to be in critical conditions following the injuries they sustained in the gas explosion

Speaking on the incident, the General Manager of the Lagos State Emergency Management Agency, LASEMA, Femi Osayintolu, said other adjoining shops were burnt down in the inferno.

About N3.76 billion of the N100 billion allocated for Zonal Intervention Projects in the 2019 budget are opaque and “at the risk of being stolen.”

This was stated by the anti-corruption agency, ICPC, in a report titled “BREAKDOWN OF 2019 ZONAL INTERVENTION PROJECTS (ZIP) ALLOCATIONS.”

The ZIPs, also called constituency projects, are nominated by lawmakers who propose them during the annual budget review. The projects are then inserted into the budgets of relevant ministries, departments and agencies (MDAs).

However, these projects are often enmeshed in corruption, and President Muhammadu Buhari last week lamented that despite the appropriation of over N1 trillion for these projects in the past ten years, there was nothing tangible to show for them.

About N100 billion were appropriated for the ZIPs in 2019.

In its report, the ICPC categorised the opaque appropriations into Empowerment (N26.1 billion) and Capacity Building (N9.3 billion).

“These empowerment projects are so opaque that it is difficult to track them,” the ICPC chairman, Bolaji Owasanoye told journalists Thursday morning while speaking about his agency’s report.

Mr Owasanoye explained that his agency was reviewing the constituency projects to ensure they were more transparent and efficient.

Speaking on the shady appropriations within the ZIPs, the law professor said his agency “could not find what projects they are meant for.”
He, however, said his agency has “flagged” these appropriations and “believe that money will not be released” for them.

Lagos most guilty

According to the report, ZIPs meant for Lagos State have the highest of these ‘opaque’ appropriations with N1 billion of the N3.2 billion proposed for the state in that category.

Lagos is closely followed by Cross River where lawmakers proposed N632 million opaque projects of the total N1.6 billion ZIPs for the state.

Some of the states where lawmakers proposed little or no ‘opaque’ constituency projects, according to the ICPC, include Niger, Enugu, Anambra, Edo and Yobe.

Mr Owasanoye said in monitoring these constituency projects, his agency worked with lawmakers and the relevant MDAs. He said his agency was not concerned about the politics of the ZIPs but about ensuring that communities get value for the money spent on such projects.

PREMIUM TIMES reported how the ICPC had earlier made recommendations on how to ensure the ZIPs are more efficient.

One of the recommendations was that “government should not accept new projects in a particular constituency if there are existing underfunded projects in that constituency. Existing projects must be completed before the introduction of new ones.”

The Senate has opposed ban on importation of generators. This development has helped in diffusing the notion that generator importers are behind the problems in the power sector. Also, the development has brought to the fore the need to fix the sector to boost the economy, writes AKINOLA AJIBADE.

 

Penultimate week, the Senate rejected a motion which sought to ban the importation of generators. The rejection, which was announced by the leadership of the Senate, has helped in disabusing the minds of many who thought that importers of generators were fuelling the crisis in the power sector.


Raised by Senator Chukwuka Utazi of Enugu North Senatorial District, and supported by Senator Francis Fadahunsi from Osun State, the motion was turned down by the Senate for lacking credibility, more so that the accusation that generator importers were stifling initiatives in the power sector was not true.

The Senate President, Ahmed Lawan,  called for a vote voice on the issue and, thereafter, asked the House to set up a committee on the matter and report their findings in the next four weeks.

Prior to this, there were complaints from various quarters regarding importation of generators into Nigeria. While many had accused importers of generators of conniving with power sector operators to frustrate attempts at resuscitating the power sector, others did not, as they see importation of generators as a business, which Nigerians can venture into, provided the importer meets the requirements as laid down by the Federal Government.

While this lasted, controversy has continued to trail the importation of generators in the country with accusing fingers being pointed at stakeholders especially business operators and government officials.

To downplay the issue and further redirect attention to the sector, the Senate opposed the motion that sought to ban importation of generators into the country but called on the government to fix the power sector, which has not been able to provide stable power for six years after it was privatised.


Industry observers were of the view that  the sector lacked enough infrastructural facilities, urging stakeholders including the Federal Government to help in providing facilities in the key areas of the sector – generation, distribution and transmission.

 

Improvement in transmission

 

The Federal Government is wholly in control of the transmission segment of the sector, a development, which has informed the decision of many Nigerians to advise government on the issue. A senator from Cross River State, Mr. Gershon Bassey, urged the government to replace the old transmission facilities with the new ones, adding that the measure would help to fast-track the growth of the sector.

According to him, the issue of developing transmission infrastructure is key to the growth of the nation’s power sector, adding that when the Federal Government improves on the electricity transmission mechanism, the sector would be better for it.


 

Nigeria’s electricity transmission facilities are not strong enough to take large volume of energy to the 11 power distribution companies (DisCos) operating in the country. When this happens, DisCos would not be able to distribute power to the offices and homes, a development, which has hindered many Nigerians from accessing power for use.

The Transmission Company of Nigeria (TCN), Bassey said, does not have the capacity to transmit huge volume of electricity that is being produced by the power generation companies (GenCos).

Presently, the industry boasts of installed capacity of 12,522 megawatts (Mw) of electricity. Out of this, TCN can only wheel 7,500Mw, a figure, which is too small to promote efficiency in the sector. It is on this basis that Bassey advised the Federal Government to build on the existing infrastructural framework inherited from past administrations in order to record growth in the power sector.

Also, the Founder, Change Partners International, Mr Arachukwu Okafor, advised the government to invigorate the transmission segment of the industry, stressing that the development would help in promoting efficiency in TCN.  “Issues such as low capacity of transmission equipment would become a thing of the past when government focuses more on purchasing new equipment for TCN,” he said.

Federal Government, he said, would not even think of imposing ban on the importation of generators once it is able to fix the sector. Generator importers, Akachukwu said, would naturally leave the business once they realise that they do not have people to sell generators to any longer.

Stakeholders of Seplat and Eland Oil & Gas have resolved the misunderstanding in the acquisition of the Eland by Nigeria’s independent – Seplat Petroleum Development Company Plc, reports MUYIWA LUCAS

 

Stakeholders in the Seplat Petroleum Development Company Plc and some aggrieved stakeholders in Eland Oil & Gas Plc, which was recently acquired by Seplat, have amicably resolved the misunderstanding making the transaction acceptable to all stakeholders.


On October 15, 2019, Seplat Petroleum Development Company Plc’s planned acquisition of Eland Oil & Gas, an independent exploration company, hit the news space.

According to the terms of the agreement, Seplat will pay 166 pence a share for Eland in a purchase valuing the London-traded company at about $484 million. Eland’s directors recommended that shareholders vote in favour of the deal, which represents a premium of 33 per cent to the six-month average share price.

It was also stated that any shareholder of Eland Oil & Gas whose name appeared on the register as at close of business on Friday, October 18, would stand a chance of receiving and retaining the interim dividend, which the company had planned to pay on October 31, 2019.

It was understood that Eland’s board of directors signed an undertaking, which makes it almost a done deal. In effect, Seplat Petroleum received an irrevocable undertaking. But Starcrest Nigeria Energy Limited, one of the stakeholders, issued caution on the proposed acquisition of Eland Oil and Gas Plc by Seplat Petroleum Development Company.

According to Starcrest, the caution was issued on many grounds but mainly because of fundamental misrepresentations, or material omissions in representation, which have been made to the market in general and to the respective shareholders. However, it was reliably gathered that Emeka Offor, the Chairman of Starcrest Nigeria Energy Limited, George Maxwell, CEO of Eland and Bryant Orjiako, Chairman of Seplat met in London to settle the impasse resulting in a favourable outcome for all parties while the acquisition process continues.


The meeting may have prompted Eland Oil & Gas shareholders to give overwhelming backing to the takeover of the Aberdeen-based firm. Also, the Boards of Eland and Seplat announced that at the Court Meeting and the General Meeting held on November 20, 2019 by Eland and convened in relation to the proposed scheme, all the proposed resolutions for the take-over were duly passed by the requisite majorities.


 

Commenting on the deal, the Chief Executive Officer of Eland, George Maxwell, said: “We are glad to have contributed immensely to the growth of the Nigerian oil and gas industry. Eland has, in a period which has seen a significant cyclical downturn in our industry, outperformed most of its peers on the AIM Oil & Gas Index.”

Seplat’s Company Secretary, Edith Onwuchekwa, in a statement issued to the Nigerian Stock Exchange, stated that “the Boards of Seplat and Eland are pleased to announce that they have reached agreement on the terms of a recommended cash acquisition of the entire issued and to be issued ordinary share capital of Eland by Seplat.”

The upsides

Eland, whose main asset is the oil mining lease (OML) 40 in the Niger Delta, was founded in 2009 and “listed on AIM          w, the London Stock Exchange’s growth market. The acquisition will boost Seplat’s production to 64,000 barrels of oil equivalent a day and this will propel Seplat to become Nigeria’s biggest oil exploration and production company.

So far, Seplat has remained profitable this year, with half-year 2019 profit increasing 152.6 per cent to N37.5 billion. The deal represents a big boost to the Nigerian Local Content Act, which stipulates that Nigerian operators and indigenous service companies shall be given first consideration in award of oil blocks, licences and works in the sector.

“Eland has contributed greatly to helping the Federal Government achieve its mission of growing local participation in the sector. This is reflected in our choice of Seplat to acquire Eland,” says Maxwell.

Operators in the upstream, midstream and downstream of the nation’s oil and gas industry should try and synergise their activities to achieve growth, the Managing Director, Shipbuilder, Samsung Heavy Industries (SHI), Mr. Jejin Jeon, has said.

He spoke at the Nigeria-South Korea Business Forum held in Lagos. The forum was at the instance of the Korea Trade Investment Promotion Agency (KOTAR), an agency of Korean Government. While delivering a paper entitled: Sustainable business for economic development: An overview of oil and gas industry in Nigeria, Jeon said that synergy between Samsung Heavy Industries and major operators in the Nigerian oil and gas industry has resulted in  the construction of Egina Floating Production Storage and Offloading (FPSO) facility.


He advised other operators to follow suit. He said the facility, which was shipped to Nigeria sometimes ago produces 200,000 barrels of crude per day, adding that the facility produces about 10 per cent of the country’s oil production.


Jeon said: “The FPSO was made possible by the construction of fabrication and integration yard in Lagos. Egina FPSO is a flagship of oil and gas project spearheaded by Total, one of the oil majors operating in the country.”

According to him, collaboration between Samsung and Total, a French oil firm, has brought about the idea of building FPSO, providing a considerable revenue for Nigeria, building skills as the project has created employment opportunities for Nigerians, among others.

He advised foreign conglomerates, that are planning to invest in the Nigerian economy to attach considerable importance to three issues namely environment, regulation and partnering, adding that by so doing they would be able to play well in Nigeria.

With the upswing of economic activities in Edo State on the back of the far-reaching reforms of the Governor Godwin Obaseki-led administration, two airlines, Max Air and Azman Air, have commenced operations on the Benin route, increasing the number of airlines operating in the state to five.

This is coming as Aero Contractors commenced operations on the route barely a month ago, citing heavy passenger traffic on the axis.


The Benin route has experienced increased passenger traffic in the wake of opening up of the business space by the Governor Godwin Obaseki-led administration, which has resulted in a lot of business and tourist visits to the state.

The state government also contributed to facility upgrade at the Benin Airport in partnership with the Federal Government, which led to the installation of Night Landing Equipment, among others.

The inaugural Max Air flight landed at the Benin Airport at about 5.05pm on November 26, 2019. The aircraft was marked No. 5N-DNB, with 78 passengers on board.

A Protocol Officer of the Federal Airport Authority of Nigeria (FAAN), identified as Tonia, said Azman Airline will commence operations on December 1, after conclusion of modalities for smooth flight operation at the Airport.

She disclosed that Max Air, which has already commenced operations on the Benin-Abuja route, is scheduled to airlift passengers on Mondays and Thursday, noting that the two flights would be at about 3pm.


The Edo State Commissioner for Arts, Culture, Tourism and Diaspora Affairs, Hon. Osaze Osemwengie-Ero, said the Benin Airport is becoming busier as the state government is developing the business sector, which has led to the influx of tourists and investors.

According to him, “Governor Godwin Obaseki has invested a lot in the Benin Airport. It is one of the few airports that has night landing facility in the country. We are here to receive the inaugural flight of Max Air and by December 1, we are expecting another airline to commence operations in Benin, which will bring the number of airlines operating at the Benin Beni Airport to 5.”

He added, “Two weeks before the National Festival of Arts and Culture (NAFEST), Aero Contractors came into Benin. Today, Max Air has resumed operations. The Governor is bringing more airlines to Benin not just only Abuja and Lagos.”

He said the state government is working towards having tourists and investors spending the night in Benin such that the last flight comes into Benin by 11.00pm, while the first flight leaves by 6.00am.

The Captain of the Max Air flight, Captain Kola Sawyerr, said it was a smooth and pleasant journey, noting that the Benin Airport is well equipped to handle more passengers.

Aviation consultant Mr. Chris Aligbe has called on the Federal Government to ignore the proposal by the Chief Executive Officer (CEO) of Asset Management Corporation of Nigeria (AMCON), Ahmed Kuru, to convert Arik Air and Aero Contractors to national carriers. He urged the Minister of Aviation, Captain Hadi Sirika, to take urgent steps to facilitate the formation of Nigeria Air.

Aligbe, who spoke in an interview in Lagos on Monday, said there was no going back on achieving a national airline because of booby traps associated with converting the two carriers – Aero and Arik Air – private carriers, into a government airline.


He said if the two carriers were owned by government , they would have been taken over by the Ministry of Aviation and not AMCON which major brief was to recover debts.

Aligbe said the option of converting two carriers not doing well into a national carrier  was fraught with lots of challenges, which will serve as disincentive to would-be investors.

Aligbe said the clamour for national carrier has become imperative because of the grossly inadequate operational strength of domestic airlines.

He said: “Today, virtually the entire industry and, indeed, the vast majority of stakeholders are either clamouring for or desirous of a befitting national carrier.

“There are still a few who believe that Aero and Arik are airlines that belong to the government. It is not true. If they were, they  would be under Aviation not AMCON that has no statutory responsibility on aviation but rather on debt collection.


“Any attempt to move outside this statute will occasion international litigations that could be unresolved for many years. This is because both the original owners and creditors will head to court to challenge the Federal Government.”

He posed a few questions : “Can any healthy and virile establishment be founded on the back of unhealthy and struggling entities?

“Will any sensible investor invest in such establishment?

According to the letter, the request is pursuant to Sections 21 and 27 of the Debt Management Office Establishment Etc, Act.

The president in his letter noted that while he transmitted the 2016-2018 external borrowing plan to the eighth National Assembly in September 2016, the plan was not approved in its entirety by the legislature.

“Only the federal government’s emergency projects for the North East’s four states projects and one China Exim assistant railway modernisation projects for Lagos-Ibadan segment were approved out of the total of 39 projects,” he said.

“Outstanding projects in the plan that were not approved by the legislature are nevertheless, critical to the delivery of the government’s policies and programmes relating to power, mining, roads, agriculture, health, water and educational sectors.

“These outstanding budgets are well-advanced in terms the preparation, consistent with the 2016 debt sustainability analysis undertaken by the Debt Management Office and were approved by the federal executive council in August 2016 under the 2016-2018 external borrowing plan,” he said.

He added that he has directed the Minister of Finance, Zainab Ahmed, to make herself available to provide any additional information or clarification which the Senate will require to facilitate prompt approval of the outstanding projects under this plan.

The IMF Senior Resident Representative and Mission Chief for Nigeria, Mr Amine Mati, has said that Nigeria’s debt to gross domestic product ratio at 28 per cent has increased but is still below the average sub-Saharan Africa and Africa as a whole.

He said this at the public presentation of the ‘Fall 2019 issue of the regional economic outlook for sub-Saharan Africa,’ in Lagos on Wednesday.

While mentioning that the revenue to GDP was low, he urged the Federal Government to increase its drive to create more jobs and revamp its fiscal consolidation.

He said, “Nigeria’s debt has increased but the level is way below the average for the region. Even if we include the CBN overdraft and others, we are talking about a debt to GDP ratio that does not go beyond 27 to 28 per cent to GDP and that is including AMCON overdrafts and others.”

On fiscal consolidation, he said, “For resource intensive countries and the non-resource intensive countries, one thing that is common is that when there is trade shock, they have to react. So, you lose revenues, debt

“In most countries, you would see debt is about 50 per cent to GDP and has increased since 2016 in all cases. But what is new is that most of the countries are back on a sustainable path and have plans to reduce debt through fiscal consolidation and they seem to have stabilised.”

“The growth in per capita to the GDP since 2016 has been sustained for the 12 group of countries and has stayed sluggish for the group of countries because they have to be dealing with trade shock and how they respond to the shock has also affected what is their path.”

In April, at the joint annual spring meetings with the World Bank in Washington DC, the IMF had expressed worry over Nigeria’s ability to repay its foreign debt, which was put at N24.387tn.

In October, the IMF at another forum called for an effective debt management strategy that would ensure that the amount borrowed posed limited risk and the funds deployed for developmental purposes.

The Managing Director, Financial Derivatives Company, Mr Bismarck Rewane, said, “We don’t have a debt crisis; we have a revenue problem but there are also other problems such as poverty, productivity. So, it is not as if we have a debt or revenue problem. Also, what we use our revenue for is also important.”

Rewane, who is also a member of the President’s Economic Advisory Council, added, “The government expenditure and the government investment multiplier is much lower than the private sector multiplier and the difference between the flow of wealth and the stock of wealth is a different story.”

A brokenhearted woman killed herself hours after her fiance was run over by a Domino’s delivery driver.
 
Alice 26, committed suicide after sending a message to her dead boyfriend's phone to tell him she couldn't live without him and will be joining him soon.
 
Jason Francis was run over by the car at 8pm on December 22, 2018, while lying in the road after a night out with friends from his rugby club. When Alice was told what happened, she collapsed in front of police.
 
An hour later she sent the message to him, saying that she loved him and that she wanted to join him.
 
The couple, who were both from Shropshire, had emigrated to Australia where Alice was working for a lifestyle magazine and Jason was an asbestos technician.

After Alice took her life, her parents Leigh and Dawn hit out at the Royal Perth Hospital saying they should not have allowed her to leave on her own.
 
Alice's parents said: "Alice was our beautiful, talented, gentle daughter and when she emigrated to Australia with Jason it broke our hearts but we knew that they would live and love their life to the full and cherish their time together.
 
"Everyone who knew them will endorse how unique their relationship was, they were totally devoted to each other.
 
"On December 22 last year our lives were shattered. News of Jason’s sudden and tragic accident was dreadful. Then within hours, we had a second visit by the police to inform us that Alice had died.
 
"The circumstances contributing to Alice’s death, we believe were avoidable. When Alice was informed by a police officer at the scene of the accident that Jason had been seriously injured and taken to hospital she collapsed and was clearly distraught.
 
"Yet the police officer allowed her to drive herself and find her way to the hospital alone. In our opinion the police failed in their duty of care.
"At the hospital in the interview room alone, Alice was informed that Jason had died. Stunned, overcome and in shock she asked for some air and was shown outside. When she was outside, at her request, she was left alone and she ran to her car and left the hospital.
 
"In our opinion this should never have happened. It is our belief that both the police and the Royal Perth Hospital are accountable."
 
Mr and Mrs Robinson want more awareness about shock to prevent similar tragedies.
 
They said: "We have had to wait a long time for the coroner’s report from Perth which has added to our distress. However, we have been informed that this has been processed about six months ahead of time and so we thank the coroners both here in Shrewsbury and in Perth for their speed and attention.
 
"This has been the worst year of our lives. First to hear the news that Jason had died, who we loved and treated as our son, and then hours later to learn that we had also lost our beautiful talented daughter, sister, auntie and to many a kind and loyal friend.
 
"It has been so hard, we are all heartbroken, totally crushed, and still in a state of disbelief.
 
"Finally it is important to say that the coroner’s findings state Alice’s cause of death was suicide but to us more accurately she died of a broken heart. It is a real life, tragic, love story."
 
Coroner John Ellery recorded narrative findings that Mr Francis died in a road collision, while Ms Robinson’s death was "suicide linked to Jason’s death".
 
Mr Ellery said: "Alice’s death is inextricably linked to the death of her intended fiance. This is a double tragedy. Can I only offer my condolences to you and your family."

The Lagos state Government yesterday November 27th, honored the former presiding Chaplain of the chapel, Venerable Femi Taiwo, who was sacked in 2017 after an alleged fallout with the wife the immediate past governor of the state, Bolanle Ambode.
 
Taiwo was dismissed from office after he allegedly failed to accord Mrs Ambode her due respect as wife of a sitting governor during a church service. It was reported at the time that Mrs Ambode and her team had gone to the church for an annointing service and stormed out of the service after the clergyman allegedly failed to carry out the annointing on her before others.
 
Shortly after Mrs Ambode left, the clergyman was reportedly served a dismissal letter and asked to vacate the church premises with his wife and children. Church members rallied round to provide the clergyman and his family another accomodation as well as some household items. This elicited angry reactions from residents of the state who condemned the dismissal of the clergyman. 
 
The Governor Babajide Sanwo-Olu administration through the Ministry of Home Affairs and Culture, yesterday honored the clergyman at a very private ceremony. The state Commissioner of the Ministry, Mrs. Uzamat Akinbile-Yusuf, led a team of her ministry staff to pay a visit to the church where Taiwo was appreciated. 
 
Reacting to the honor done him, Reverend Taiwo said

A Nigerian man identified as Nnamdi Marcellus Mgbodile, living in Marietta, Georgia, United States has been arraigned on twenty counts of bank fraud, money laundering, and conspiracy to commit bank fraud.  
 
He was docked on November 19th before the U.S. Magistrate Judge Janet F. King. A federal grand jury indicted Mgbodile on November 6, 2019. Mgbodile was docked the same day that Air Peace chairman, Allen Onyema was also accused of money laundering and bank fraud by the Department of Justice, U.S. Attorney’s Office, Northern District of Georgia.  
 
One of Mgbodile’s alleged victims, a woman reportedly lost $6.5million to him via romance scam, while he failed to pull through a Business E-mail Compromise Scam of $350,000.

According to U.S. Attorney Pak, the charges, and other information presented in court, Mgbodile was allegedly involved in two fraudulent schemes, a romance scam that defrauded a Virginia woman out of more than $6.5 million, and a business email compromise (“BEC”) scam in which Mgbodile and others attempted to defraud a Georgia company of nearly $350,000.

A Nigerian businessman, Kenechi Anene is counting his loses after  suspected robbers invaded his home and office same day and stole all valuables. 
 
Before the criminals left, they smashed the TV sets in all the rooms in his home except one.

Unidentified Nigerian man rescued by Philippine Coast Guard after jumping into a river wearing a pair handcuffs (video)

The Philippine Coast Guard on Wednesday morning, rescued an unidentified Nigerian national after he mysteriously jumped into the Pasig River wearing a pair of handcuffs.
 
Village officials in Hulo in Mandaluyong City said they saw the man leap into the water at about 6am, radio station DZMM reports.
 
The officials called the Coast Guard, who then fished him out of the river and noticed that he was wearing handcuffs.
 
The Nigerian man told the Coast Guard that before jumping into the river, he had visited a Makati police station but did not explain why. He also didn’t say how he ended up in Mandaluyong.
 
He was taken by the Coast Guard to a Mandaluyong City police station where they determined that the handcuffs he was wearing did not belong to the Philippine National Police.
 
The man remains at the police station, where he is currently being questioned by the authorities.

Media personality, Binta Badmus, has passed on allegedly due to a medical error.
 
Binta worked with Smooth FM as a radio presenter before she moved to Channels TV.
 
Unfortunately, she had an ailment that was not life-threatening and had been going to the hospital to receive treatment before she passed.
 
The exact cause of her death is not known but social media users who are mourning her claim a "hospital mistreated and gave her the wrong injection that froze her into death!"

Nurse kicked out of the profession after he was jailed for raping a patient he was meant to be looking after in hospital

A mental health nurse who raped a patient with post-traumatic stress disorder (PTSD) and depression after drawing the curtains around her hospital bed has been kicked out of the profession following his 15-year jail sentence.
 
Mohamed Kamara, 48, pulled the curtains around the woman’s bed at Royal London Hospital, Whitechapel, on May 15, 2017. He then tried to force-feed her sleeping pills before sexually abusing her.
 
After the rape, he forced her to have a shower and changed her bedsheets in a bid to get rid of any evidence. He also threatened her to try and stop her from calling the police. However, the victim told her daughter and Kamara was arrested before being jailed at Snaresbrook Crown Court in July 2018. He was also ordered to sign on the sex offenders’ register for life
 
Kamara had been assigned to the woman as one of a team of one-to-one mental health nurses providing 24-hour care because of the risk she posed.
 
On Wednesday, November 27, Kamara was struck from the nursing profession. 
 
Nursing and Midwifery Council panel chairman Paul Morris said: "Mr Kamara has been convicted of raping an extremely vulnerable patient in her hospital bed.
"The panel considered that not only was this a very serious criminal conviction, but that it also constituted a gross breach of trust and an abuse of his position.
"It considered that, due to the very serious nature of Mr Kamara’s conviction and the surrounding circumstances, the only sanction which would adequately protect the public and satisfy the public interest is a striking-off order.
"The panel decided that to take any other action in this case would undermine public confidence in the profession and the NMC as a regulatory body, and leave the public exposed to a future risk of harm.
"The panel therefore decided that the appropriate and proportionate sanction is a striking-off order."

Nine officers of the Nigerian Correctional Service (NCoS) have been suspended by the Civil Defence, Correctional, Fire and Immigration Services Board (CDCFIB) after being implicated in the $1m scam pulled by off Hope Olusegun Aroke, an inmate serving a term of imprisonment in Kirikiri Maximum Security Custodial Centre, Lagos.

 

LIB reported earlier that EFCC operatives arrested Emmanuel Oluwaniyi and Hemeson Edson Edwin who are both deputy controllers of the Nigerian Correctional Service, for allegedly giving exaggerated medical reports which warranted a convicted internet fraudster Hope Olusegun Aroke, who is serving a 24-year jail term to be given a referral to be treated outside the facility.
 
Spokesman of the service, Controller of Corrections Francis Enobore who announced the suspension of its staff, said the decision was taken following their indictment in the scandal. 
 

Quote:“This is based on the preliminary report of the investigation panel earlier constituted by the Controller General of the Service, Jaáfaru Ahmed which indicted the officers in the scandal,” the statement read in part.

A father has accused Family entertainment center company, Chuck E. Cheese of racism after an employee of the company who was dressed as the iconic mouse ignored his daughter but hugged and waved at other kids who are Caucasian.
 
Damon Payne took his 3-year-old daughter Dynver to Chuck E. Cheese at Metairie on Monday, November 25, to celebrate her birthday.
 
While there, the father recorded a video of his daughter meeting the mouse character, only to be ignored. In the video, the girl is seen repeatedly reaching up to hug the character, but he ignores the girl and focuses on hugging other children.
 
Payne can be heard in the video asking the character "You don’t see her?" and adding, "She’s right here."
 
Yet, the character continued to ignore little Dynver, who was the only child of color in the video. Payne pointed out that the children receiving attention from the character are white.
 
Payne posted the video to Facebook with the caption "MY KIDS WILL NEVER STEP FOOT BACK IN Chuck E Cheeses. #racismdoesntcarewhatage. Please do me a favor share this and tag anybody with power she didn’t deserve that. That’s at the one in Metairie."
 
Payne said he brought the employee's actions up to the manager and showed the manager the video. He said the manager offered the family 50 free tickets to redeem at the store’s shop, which he said only insulted them further.
 
On Tuesday, Payne said a different manager contacted him and said the company’s policy is for the character not to initiate contact with a child.
 
A representative from Chuck E. Cheese issued the following statement:
 
"Our cast members are trained not to initiate physical contact with the children- in case they are afraid of Chuck E. We want to assure our guests that we take great measures to protect the experience all children and families have in our restaurants."
 
However, this excuse has not been accepted by social media users who say the character obviously had no problem initiating contact with other kids.

Anglican Knight arrested for armed robbery in Lagos

An Anglican Knight identified as Sir Peter Uche has been arrested by the Lagos State Police Command after he led a 7-man robbery gang to invade an MTN mast to steal batteries at about 3am on November 19. 
 
The father of three who was arrested after the police received a distress call reportedly tied up the security man guarding the MTN mast at Double Powerline in Ejigbo, Lagos.

The self-confessed dismissed soldier and Knight of St Francis of the Anglican Communion in Ojo Alaba area of Lagos stole 12 batteries which he loaded in his car. 
 
An iron cutter and a Toyota 4Runner SUV with Registration number SMK 662 FA were recovered from the scene as exhibits and taken to the Police Station in Ejigbo.

Effort to arrest other members of the gang headed by the resident of Salami Street in Ketu, Ijanikin area of Badagry has been intensified. It was further gathered that the case may be transferred to FSARS for further investigation.
