The report also said that Air Peace “Chief of Administration and Finance, Ejiroghene Eghagha, has also been charged with bank fraud and committing aggravated identity theft in connection with the scheme.”

But Daily Sun gathered that the alleged money was not laundered but transferred for the purchase of aircraft, which was done.

It was gathered that the planes bought with the money were in use in Nigeria.

Sources said to prove that the issue was an allegation yet to be proved, the US report said Air Peace chairman is innocent until proved guilty.

Boeing, from which the aircraft were bought, it was gathered, did due diligence by verifying the documents supplied by Air Peace before signing the deal.

It was gathered that to prove the authenticity of the transaction, the deal for purchase of the aircraft with the money was sealed at the United States embassy, where the documents were signed.

A source involved in the transaction said there was no way Boeing will get involved involved in a deal with Air Peace without verifying the documents.

“Boeing did verify the documents and sealed the deal. It is there surprising that some report will say the documents are fake. It is not true,” the source said.

The US report had said: “ Onyema is also the CEO and Chairman of Nigerian airline Air Peace, which he founded in 2013. In years following the founding of Air Peace, he traveled to the United States and purchased multiple airplanes for the airline.

However, over $3 million of the funds used to purchase the aircraft allegedly came from bank accounts for Foundation for Ethnic Harmony, International Center for Non-Violence and Peace Development, All-Time Peace Media Communications Limited, and Every Child Limited.”

In conclusion, the report said: “Members of the public are reminded that the indictment only contains charges. The defendants are presumed innocent of the charges and it will be the government’s burden to prove the defendant’s guilt beyond a reasonable doubt at trial.”

A Brazilian forensic expert who celebrated his soccer team's win by having sex with a corpse has been sacked after being caught in the act by a police officer. 
 
Wanderley dos Santos Silva, the 52-year-old Institute of Legal Medicine in Manaus staff reportedly tried running away after a police officer walked in on him having sex with a minor’s corpse in the presence of a colleague.
 
The officer from the Department of Forensic Police had reportedly gone into the autopsy room to collect information about a female corpse when he stumbled on the bizzare act. 
 
Silva and the unnamed colleague were immediately fired for "serious functional faults" after the case was reported to the Department of Forensic Police authorities. 
 
A police case into the necrophilia has been launched. Though it is unclear if the forensic expert has been arrested, he could however face between one and three years in prison if found guilty. 
 
A police statement carried by local media read;

President Buhari has approved N37 billion for the renovation of the National Assembly complex.
 
The amount, which is included in the 2020 budget, is however not part of the N128 billion allocated for the National Assembly for next year. The money is instead part of the 2020 budget of the Federal Capital Development Administration.
 
According to Senate president, Ahmad Lawan, there has been no major renovation of the National Assembly building for 20 years and many parts of the property had become dilapidated.

Quote:“We met the president and (it was) related the condition of the complex. The president responded and said he was going to renovate the complex. The phase one renovation will commence the chambers and committee rooms in the white house.  
“N37 billion was sourced and was given. It was put under the FCT, not national Assembly. All we required is to have the complex renovated.  
“When we are through with phase 1, we will go to phase 2. It is not under the control of the National Assembly. The complex is a national asset and is for the FCDA to take care,” he said.

While one of the Twitter users claimed Okon Lagos still looked like his former self after seeing him at UNIBEN in November, the other pointed out that nothing has changed in the actor's physique with photos from the burial ceremony of Madam Lucy Odili on Saturday, December 14.

Blessing Okoro has been served a lawsuit notice by Tacha, days after she called out the Big Brother Naija star and accused her of sending assassins to kill her. 
 
Recall that the Instagram blogger who joined the growing list of people that have called out the reality show star for allegedly being ungrateful, stated that Tacha will be suicidal when she is done dealing with her. She also alleged that Tacha has no father as she claims, but only an orphan. 
 
Reacting to Blessing Okoro's rant, Tacha who demanded N20m as compensation for damages also asked for an apology which should be issued within 48 hours. She further stated that the blogger will face legal consequences if she fails to comply with the demands.

Nigerian Army redeploys 20 Major-Generals in a major shake-up

On Monday, December 16th, the Nigerian Army redeployed 20 Major-Generals and more than 10 Brigadier-Generals in a major shake-up which it said would “re-invigorate the system for greater efficiency.”  
 
The redeployment was approved by the Chief of the Army Staff, Lt.-Gen. Tukur Buratai, and took immediate effect, according to a release by the Acting Director, Army Public Relations, Col. Sagir Musa.

Quote:The Army spokesman said, “Due to the recent promotion of some senior officers, it became imperative to deploy them to appropriate appointments. Consequently, the Army has released the postings and appointments of the affected officers.
 
“The posting, which was approved by the Chief of Army Staff, was carried out to reinvigorate the system for greater efficiency. The highlights of the postings include: the appointment of Maj Gen E.O. Ogunkale to the Defence Headquarters as the Chief of Defence Standards and Evaluation; Maj-Gen. A.O. Uthman to Defence Headquarters as Director of Defence Communications; and Maj-Gen. O.O. Soleye to Headquarters, Command Army Record, Lokoja, Kogi State.

“Others are, Maj-Gen. Y.I. Shalangwa to Defence Headquarters as Director Legal Services; Maj-Gen. D.C. Onyemulu to the Armed Forces Simulation Centre; while Maj-Gen. H.I. Bature was redeployed to the Defence Headquarters and appointed Director of Liaison.  

“Similarly, Brig-Gen J.C. Ogbonna is redeployed to Headquarters, 82 Division, Enugu State, and appointed Division’s Training Officer; Brig-Gen. B.H. Mohammed to the Nigerian Military School, Zaria, as Commandant; Brig-Gen. G.O. Omorogbe to Headquarters Infantry Corps Centre, Jaji, as Chief of Staff; and Brig-Gen. A.J. The Nigerian National Petroleum Corporation (NNPC) at the weekend firmed up agreement with the Nigeria Agip Oil Company (NAOC) to end all litigations, and arbitrations, which have over the years rocked Oil Mining Leases (OMLs) 60,61, 62 and 63 and inhibited growth of the assets.

The corporation, which declared this in a document obtained by New Telegraph at the weekend, maintained that this step was taken to expeditiously grow Federal Government’s revenue and in turn boost the nation’s reserve base.



Group Managing Director of the NNPC, Mallam Mele Kyari, who confirmed this, also said that the agreement marked a significant milestone, with promise to bring about an amicable end to all litigations, and arbitrations that have over the years inhibited the growth of those assets.




A release by NNPC Acting Group General Manager, Group Public Affairs Division, Mr. Samson Makoji, said Mallam Kyari explained that the agreement signified the transfer of NNPC interest in those assets to the Nigerian Petroleum Development Company (NPDC) which would open up the company to contributing to cash calls and further progress the growth of the partnership.


“The federation divested its interest in the NNPC, NAOC joint ventures and that means we have transferred those interest to the Nigerian Petroleum Development Company (NPDC) in order to grow NPDC, to become a medium size Upstream company that the federation and the NNPC would be proud of,” Mallam Kyari informed.



He added that the novation agreement offered NNPC partners the comfort that the NPDC would deliver on its responsibilities, stressing that the agreement would open a new chapter of business for NPDC and the entire partnership and create a new frontier for revenues for the companies as well as the nation at large.



Mallam Kyari said the agreement would create more activities in the upstream, in addition to the concomitant employment opportunities therefrom for the people, saying the partnership held a lot of promise for all.

He said: “This is the beginning of greater things to come in the oil and gas industry. We are ready to make sure that NPDC delivers on her mandate of exploration as this is a milestone in our quest to grow reserves.”
Similarly, the NNPC and the Nigeria Agip Exploration Limited (NAE) signed the Abo OML 125 Head of Terms Agreement, which marks a significant advancement towards resolving issues which have lingered in most deep offshore production sharing contracts.



With the development, the parties can now look forward to the renewal of OML 125 and further investment in exploring and developing Abo field resources.


In his response, the Managing Director of NAOC, Lorenzo Fiorillo, said they were glad to partner with the NNPC in its drive to increase crude oil production in Nigeria.



“ENI through its Affiliate NAOC, is on record as the first company to produce from the deep offshore in Nigeria”.


Meanwhile, France, the Netherlands and the United Kingdom have committed $350 million to invest in solar energy in Africa and electricity storage, Afrik21 reported at the weeeknd. It is a strategic investment at a time when Africa is relying on renewable energy to provide access to electricity for its population.



Countries in sub-Saharan Africa will benefit from new funds to improve electricity supply. It is a $350 million commitment from France, the Netherlands and the United Kingdom. The latter will provide the greatest effort.
The Dutch Government plans to invest $44 million. 


The funds will be used to finance solar off grid in sub-Saharan Africa. It is a widely used solution in several countries,which aims to compensate for the weakness of national electricity grids. The Dutch funding will make it possible to provide off-grid to households, companies or public institutions. For households in rural areas, solar home kits are often preferable.

For its part, France, through the French Development Agency (AFD), plans to inject 55 million dollars. The $100 million provided by France and the Netherlands is part of the Solar Risk Mitigation Initiative (SRMI). It is a joint initiative of the World Bank and the French Development Agency (AFD) to mitigate the risks associated with solar projects in Africa. Though the nation’s subsidy on petrol may be around N417 billion in 2020, according to current data obtained yesterday from the Petroleum Products Pricing Regulatory Agency (PPPRA), about N450 billion was voted in the 2020 budget by the Federal Government.


Coming at a time when the government said since it closed the borders, partly to eradicate smuggling of petroleum products and other goods, the action had reduced Nigeria’s daily petrol consumption to about 52 million litres, about N33 billion may be unaccounted for on petrol subsidy alone.

In 2019 budget, about N305 billion was budgeted for petrol subsidy, but instead of decreasing based on prevailing realities, the figure for next year increased by a whopping N145 billion. Though the Federal Government lowered oil price benchmark from $60 per barrel in 2019 to $57 in 2020, an indication that the price of gasoline may rather decrease, it, however, increased subsidy allocation.


Though the price of gasoline in the international market fluctuates, the latest figures from the PPPRA show that Nigeria will spend N1.1 billion daily subsidising the product.
 
According to PPPRA latest data, petrol under-recovery is now N21.22 Kobo per litre. Gasoline price at the international market averaged $582.80 per metric tonne. The landing cost and Expected Open Market Price (EOMP) averaged ₦146.85/litre and ₦166.22/litre for Nigerian National Petroleum Corporation (NNPC) imports only.
   
As the borders remain closed, while the Ministry of Petroleum Resources, headed by President Buhari, is set to eradicate smuggling of petrol in the next four years, it is expected that Nigeria’s daily consumption would reduce, but the budgetary allocation for a subsidy does not reflect the reality.
    


The Executive Secretary of the PPPRA, Abdulkadir Saidu, explained that due to the cost of financing components, in-built in other marketers’ imports landing cost and EOMP averaged N149.86/litre and N169.23/litre.
   


The weekly data, which covers 28th November 2019 to 4th December 2019, show that the Central Bank of Nigeria (CBN) official exchange rate and the parallel market rate were stable during the period. The CBN rate averaged N306.97/$ while the naira at the parallel market averaged N360.00/$.
 


The agency put the total petrol receipt at 473,602 million litres, automotive gas oil (AGO) 68,366 million, and Aviation Turbine Kerosene (ATK) 20,327 million litres.
 
Meanwhile, Attorney-General of the Federation and Minister of Justice, Abubakar Malami has decried illicit financial flows, lamenting that Nigeria has lost over $400 billion, stolen and expatriated by corrupt leaders and their foreign accomplices, including multinational companies.


 

Malami made the disclosure in his speech as head of the Nigerian delegation to the eighth session of the conference of states parties to the United Nations Convention Against Corruption in the United Arab Emirate (UNCAC), taking place from 16thto 20th December 2019.

 


A statement by Dr. Umar Jibrilu Gwandu, the Special Assistant on Media and Public Relations, office of the AGF, in Abuja yesterday said the minister was concerned about the menace of illicit financial flows which go through the financial systems annually, particularly from developing to developed economies.

 


“The quantum of these illicit flows which are majorly proceeds of crime undermines local currencies, constitutes a threat to the economy, and enhances the risk of huge amounts of money flowing into channels such as organized crimes and terrorism.”

 


He said the government had taken drastic measures to address the problem in order to ensure that Nigeria’s financial institutions are not used as conduits for these illegal transactions.



“To dissuade the perpetrators of this anomaly, including financial institutions who act as enablers, state parties should ensure that illicit financial flows, when tracked, do not remain in the custody of enabling financial institutions, but should be transferred into escrow account, preferably in development banks pending return to countries of origin,” he said.
 


According to the minister “bad eggs among public officials have been compromised by multinational companies and our resources looted and diverted through inflated contracts.”
 


Malami noted that with the return of democratic governance in 1999, the country had recorded significant progress in the fight against corruption.


 
“We have enacted legal frameworks and established several dedicated institutions focused on preventing and combatting diverse manifestations of corruption,” he told the summit.
 


He said the Federal Government had established numerous policies to promote transparency and accountability and prevent corruption before it occurs through the institution of mechanisms that ensure data–policy nexus and inter-agency coordination, and established robust access to information regimen in the Freedom of Information Act, ensuring increased transparency and accountability.

 


“We have committed to the open government partnership and beneficial

ownership disclosure and adopted a roadmap for implementation. A few days ago, we launched two significant initiatives: the open treasury initiative which establishes a financial transparency portal to keep the public informed about financial transactions within a specified threshold, on a daily basis, and a pilot beneficial ownership register focused on the extractive sector,” he said.
 


Malami told the conference that in the realisation of the necessity of effective criminal justice system for investigating and sanctioning corruption, Nigeria was actively implementing a justice sector reform strategy covering issues such as international cooperation mechanisms, mutual legal assistance and reform of the criminal justice system.

 


“Proceeds of corruption and illicit financial flows constitute a huge chunk of resources needed for sustainable development but are regularly diverted from victim states,” he said.



The minister, therefore, called for the simplification of evidentiary requirements and other mutual legal assistance procedures as appropriate to enhance international cooperation under the convention.

UNILORIN expels 13 students for misconduct

The University of Ilorin has expelled 13 students of the institution for various acts of misconduct.
Registrar of the institution, Dr Olufolake Oyeyemi, disclosed in a statement released to newsmen.
She said the affected students were found guilty of various acts of misconduct such as examination malpractices or illegal associations.
She gave the names of the affected students as Lawal Ibrahim, Department of Geography; Ayanda Isaac, Department of Computer Science; Ajayi Monsuru, Department of Arts and Social Sciences; Ijagbemi Samuel, Department of Mass Communication; and Issa Namadu, Department of Computer Science.
Others are Odeku Oluwaseun, Department of Physics; Olayiwola Yusuf, Department of Mathematics; Ademola Iyabo,Amusan Kemi and Issa Ahmed, all of the Faculty of Education.

Also on the list are Ibrahim Ayobami, Statistics Department; Akanbi Adeyinka, Home Economics and Ikotun Felix, Department of Mechanical engineering.
Dr Oyeyemi said the affected students have been advised to stay away from the campus in their own interest.

Gunman shoots FRSC officer in Ogun

An unidentified gunman, on Sunday, reportedly shot an officer of the Federal Road Safety Corps (FRSC) attached to the Ogun State Sector Command.
The gunman was said to have wounded the operative severely on the leg before speeding away.
The incident, DAILY POST learnt, happened at the Ibafo corridor of the Lagos Ibadan Expressway when the FRSC operatives were controlling traffic.
The operatives, it was gathered, had stopped his vehicle marked WED264YE for route violation and driving against traffic, but the driver, an unidentified man who claimed to be a policeman, was said to have pulled a pistol and shot at one of the legs of the arresting Marshal that stopped him and zoomed off.
The Sector Commander, FRSC, Ogun State Sector Command, Vincent Oladele, said the Marshal was in a stable condition at the hospital, while the incident had been reported to the Police.

According to Oladele, a manhunt had been mounted for the arrest of the fleeing gunman.

According to Ojezua: “In any case, having been placed on suspension as a member of the party, he has lost the legitimacy to act in any capacity in the party.

Speaking during the public hearing, the Comptroller General (CG) of Customs, Col. Hamid Ali (Rtd), disclosed that the organisation’s account had not been audited by external auditors for years as there was no approval from the Bureau of Public Procurement (BPP) to engage their services. The CG, who was represented by an officer in the Service’s finance department, S I Ibrahim, said: “I want to tell this honourable Committee that as we speak, the Service has no audited accounts because we have no approval from the Bureau of Public Procurement, BPP, to engage external auditors. According to him, prior to the introduction of the Treasury Single Accounts (TSA), 28 Commercial banks were collecting revues on behalf of the Service.

I boarded a commercial airliner heading to Lagos from Abuja. I was already seated, and strapping my seat belt, when a young man approached me. He must have been in his late 20s, or at most, early 30s. I shook hands, greeted him warmly, and he slipped something in my palm. He went back to his seat.

It was a piece of paper, and on it was written: “Please, tell Baba we are with him all the way.”
My eyes became misty. I knew who he was talking about. My principal and Baba of the country, President Muhammadu Buhari, who turns 77 today.

“Please, tell Baba we are with him all the way.” What a message! What confidence! What love! And what reassurance.
At times, if you listen to the Babel of voices in the country, particularly on social media and some critical segment of the traditional media, you think everything is all wrong with the land. You think it’s all sorrow tears and blood, the regular trade mark of failed or failing countries.
The biblical prophet, Elijah, felt at a time that he was the only true prophet of God left in Israel. And he complained to God: they have all followed Baal, the strange god. I am the only one left with you.

But God gave him a tutorial: you only think so. I have for me in this land 7,000 other prophets, who have not bowed the knees to Baal.
That was what happened in that aircraft. The young man who slipped the note into my hand is like millions upon millions of quiet Nigerians, “who have not bowed the knees to Baal.” People who love President Muhammadu Buhari, who appreciate that he is here for such a time as this, and who believe that he is leading us to a new Nigeria, a land flowing with milk and honey. I believe. I am in the number of millions of people, who daily wish Buhari well, and pray that he will lead the land to fair havens, halcyon shores, before 2023.

Some months before the 2019 general elections, I ran into Governor Nasir El-Rufai in the Presidential Villa, as he was going in to see the President. We greeted warmly, and I asked if he could please stop by in my office on the way out. He promised to do so.

What was my worry? The trend on social media, as to how the elections would go. I had a broader view of the reality, but I needed some reassurance. And I knew El-Rufai was analytical, and constantly had statistics at his fingertips. He’s not a first class quantity surveyor for nothing.

The governor turned up. I unfolded my worries, and asked for his opinion. He merely opened his laptop computer, and shared the result of a scientific research with me.

What did the research say? With large sample size from across the country, and painstaking state by state analysis, it stated that President Buhari was going to beat his closest opponent by millions of votes. And wait for this: the social media would account for just between nine and 11 percent of the votes. And wait again: that percentage would not go to one party alone. It would be shared between the two leading political parties, the All Progressives Congress (APC), and the People’s Democratic Party (PDP). It turned quite prophetic.

The young man in the plane is among the millions of Nigerians who tilted the scale. They know that Nigeria is not where she should be, not yet, but it is not business as usual. There is one man who is laboring hard to turn the country right side up. He is Muhammadu Buhari, and the journey may be tedious, arduous and slow, but we are headed in the right direction.

Friends, Nigerians, countrymen. Yes, I have come to celebrate Muhammadu Buhari, as he turns 77 today. See the sycophant, the fanatic, some people would say. But do I mind them? I don’t. I have chosen my own hero, let them choose theirs. As we say in local parlance, ‘say your prayers, and let me say amen. No quarrel for church.’

I have said it before, and I say it again. I have followed Buhari since he was a military ruler, when I was an undergraduate, and if that regime had lasted for longer, Nigeria would not be in the doldrums that she found herself. It was a tough administration, but which was leading us on the right path. Till forces of reaction struck, and we were back to worse than square one.

You could imagine my joy when Buhari eventually emerged civilian President after 12 years of struggle. I didn’t think I was going to ever serve in government, but I found myself in it. Just because it was Buhari. More than four years down the line, have I changed my mind? No. Is it a perfect government? There’s none anywhere. But I still remain a Buharist, just like millions of other Nigerians.

I know many people who started with us in the Buhari camp, but who are now on the other side. Some were were lured away by the garlic, cucumber, onions and leeks of Egypt, while some others jumped ship because of the color of the currency they saw. Some others, who expected quick fixes, are now singing the Lord’s song in a strange land. Some others are vacillating between many opinions. But for some of us, it is the immortal words of Sir Walter Scott: “Other people’s resolutions may fluctuate on the wild and changeful billows of human opinions. Our’s, now and forever, are anchored on the rock of ages.”

Why are we dyed-in-the-wool Buharists? Is he a perfect, infallible man? Show me who is. So, why do we remain resolute, irrespective of what people on the other side see as foibles and failings of the administration? Many reasons.
Buhari is not a thief. Can you say the same of many past leaders in this country? No, you can’t. I’m not saying they’ve all been light fingered, but we know those who served us honestly, and those who stole the living daylights out of the country. They and their confederates.
When I then see a honest man, the Mai Gaskiya, should I not follow him? Should I not trek from here to China for his sake? I would even trek further from Beijing to Yokohama. Larceny and plunder have been bane of our country. That was why we were consigned in gross backwardness and underdevelopment. Now that I see a man who has come to make a difference, I choose to stand by him all the way.

We know people who were worth only thousands when they got into leadership positions in this country. But they came out in obscene wealth. In other words, they went not to serve the country, but themselves. And here is Muhammadu Buhari, a man who wants nothing from Nigeria, but who has come to empty himself in the service of the country. And some people say we are fanatical supporters? Yes, for the sake of our country. For the future of our children. For the good of ordinary people, we are Buharists.

Simplicity. President Buhari is a Muslim, a good one, and I am a Christian, trying daily to be a good one. I see him at close quarters. At home, in the office, in the country, out of it. What a simple man. He holds power with simplicity. He eats simply. Wears the most modest things. No swashbuckling, no ostentation. And when we talk privately, I love when he indicates that he’s in a temporal position, which he wants to use for the good of the larger majority of Nigerians. That’s why I’m a Buharist, and no apologies.

Abhorrence of corruption. I said it before. President Buhari is not a thief, and he cannot vouch for you if you are tarred with the brush of corruption. You will simply be on your own. There is the jaded talk of the anti-corruption war in the land being selective. Well, those who say that are merely operating from a mindset. No matter who you are, however close you can be to him, when it comes to corruption, this President speaks up for no one. That is why the anti-corruption agencies are making conquests. He tele-guides them in no way.

An eye on history. That’s where the President keenly focuses. He wants to be positively remembered as a man who came, who saw, and made a difference. That’s why the country is one big construction site. Roads, rail, airports, power, water projects, and many others. Nigeria must get a new lease of life, and history must record it that the revolution started under one man: Muhammadu Buhari.

A kind man. Don’t mind the names you hear. Tyrant. Iron fist. Military ruler. Violator of rule of law. Major General (as if he’s not one). And many others. But you know what? This President is a kind man.

In 2015, some months into office, a proposal was thrown up at a meeting. The civil service was unwieldy, the economy was down, and salaries were being paid through the noses. It may well be time to cut the civil service strength by half, since most of them were even idle.
But the idea didn’t sell. The President said if he had his way, not a single civil servant would be sent home due to rationalization. Things were tough enough for them, not to add loss of jobs. And so it happened.

When labor unions came some years later to agitate for higher pay, the President first balked. He said it was not sustainable, which was the truth. But eventually, he buckled, due to a kind heart, and new wages are being paid at serious cost to government.

Let me say this, with the presumed permission of the President. He kept the Service Chiefs he inherited in 2015 for a couple of months. And when it was time to let them go, he sent for me one afternoon. He gave me the names of the new appointees, and told me not to announce till the next day.

“I have informed the outgoing Service Chiefs some minutes ago. But I don’t want their families to hear the news over radio or television. I want them to get home, and break the news themselves,” the President said.
I told him we would not be able to keep the news under wraps till the next day, that it should rather be announced immediately. He looked at me, laughed, and said: “You have not been sacked before. That’s why you are talking that way. Me, I’ve been sacked from office before, and I know how it feels.” We laughed.

When the chief executive of a major corporation was also going to be replaced, he gave me the new name, and said I should not announce for an hour or two, so that the outgoing man would have received his letter, and not hear it from the media.

Many acts of kindness have I seen the President shown to many, and also to me, yet some people want to call him strange names. And I should believe it? I hear!

On this auspicious day, I celebrate our President. Cynics and scoffers would say why won’t you applaud him since you are part of the largesse of office. Yes, I hold office under the President, but I am yet to see the largesse. Maybe tomorrow. Or day after. And whether in government or out of it, count me among those who believe.

I am a Buharist. So are also millions of Nigerians. We thank God for bringing him our way. May his strength be renewed daily. He’s our miracle man, whom nobody could have predicted two years ago would still be with us today. We love him because he first loved us, and is serving us with all that is in him. Like that young man in the aircraft, “Please, tell Baba we are with him all the way.”

Vice President Yemi Osinbajo has blamed the country's inability to eradicate poverty on past administrations.  
 
The Vice President who spoke at an event to mark the 70th birthday of former Governor of Oyo State Abiola Ajimobi, said past administrations were not focused in the approach they took while maintaining that the APC government's social investment scheme is a comprehensive programme to tackle poverty.
 
He said;

“This is why from 2014-2015, the APC decided to write social investment into our manifestos. So, the social investment we are talking about is not by accident. It’s a comprehensive programme to tackle poverty.
“It’s a detailed programme and the first of its kind anywhere in Africa. The programme is very seriously scrutinized by the World Bank and as a matter of fact, the World Bank is a collaborator.”

Two professors have been sacked by the management of University of Abuja for alleged misconduct.
 
One of the academics identified as Prof. Adeniji Adedayo Abiodun of the Department of Animal Science, Faculty of Agriculture was dismissed for inappropriate relationship with a female student while Prof. Agaptus Buzo-Chibuzo Orji of the Department of Science and Environmental Education, Faculty of Education was dismissed for ‘falsification of academic records’, ‘aiding and abetting of examination malpractice’, and also for ‘corruption and dishonesty.’

 

Two other lecturers were also demoted by the University's management. The University's spokeperson, Habib Yakoob said Dr Robert Dajal of the Department of Science and Environmental Education, Faculty of Education was demoted from Associate Professor to Senior Lecturer while Mr. Gana Emmanuel Sunday Defian of the Department of Animal Science, Faculty of Agriculture was demoted by two ranks from Lecturer 1 to Assistant Lecturer “for their complicity in various acts of misconduct inimical to the image of the University.”
 

Yakoob further revealed that the decisions was reached by the Council of the institution at its 85th Regular Meeting held on December 11 and 12, 2019

ANGER WILL COST YOU


Don’t be quick-tempered, for anger is the friend of fools (Ecclesiastes 7:9 NLT).

When Moses came down from Mount Sinai and saw the people worshipping a golden calf, which they had constructed by themselves, he was enraged. In a fit of rage, he turned and struck the rock instead of speaking to it as the Lord had instructed; in fact, he struck it twice (Numbers 20:11). Water came out for the people to drink, but Moses’ action displeased the Lord.

In as much as Moses was referred to as “…very meek, above all the men which were upon the face of the earth” (Numbers 12:3), he allowed anger affect his ministry and walk with God, such that he wasn’t allowed to lead the children of Israel into the Promised Land as the Lord had intended. He certainly was faithful in the administration of all God’s house (Hebrews 3:5), but anger was his undoing.

Anger is a quick destroyer. Don’t even try to “tame” it; eschew it. If you’ve been termed or described as someone who’s quick to get angry, get before the Lord in prayer, and give yourself to the Word in meditation.

There’re people who won’t fulfil their calling, as it has happened in history, because of anger. And in such cases, what God does is to have another plan. Don’t let it happen to you. Why should anyone miss out with God, and fail in their divine destiny, because of a negative attitude that could easily be controlled and overturned with God’s Word? Psalm 37:8 (NIV) says, “Refrain from anger and turn from wrath….” Act on God’s Word. Refuse to let anger rule you.

PRAYER

Dear Father, I delight myself in your Word and to do your will. Your Word is in my heart, causing me to walk in righteousness and fulfil my destiny in you. I’ll not give myself to anger, rage or fury, for my desire is to please you in all things, as I live by your Word, in Jesus’ Name. Amen.

With more options than ever to choose from and a constant flood of “limited-edition” releases, the temptation to buy new kicks lurks at the bottom of every scroll. In navigating this asteroid field of fire footwear, I lost myself on more than one occasion. “Oh, I can always flip them later” was a go-to excuse, as was, “if I don’t buy them now, they’re going to be impossible to cop on the aftermarket.”

Jay Sole, who covers the stock for UBS, says his firm’s survey data found particular strength with middle-income moms, and that Skechers cleans up on kids shoes. “It’s a value brand, but it’s a cool value brand,” he says. See? I knew it was cool.

Nike and Adidas are reluctant to identify as value skechers shoes for women brands, giving Skechers room to run. It doesn’t have to pay vast sums for endorsements from the likes of LeBron James. Its pitch partners include a young pop star named Camila Cabello, and one not as young, Ringo Starr. Attorney-General of the Federation and Minister of Justice, Abubakar Malami, on Monday, December 16th indicated that he could not ask the Department of State Service to release Omoyele Sowore from custody.  
 
The minister said in the statement that he could not take a unilateral decision on the release of Sowore without recourse to the court, where the ‘RevolutionNow’ protests convener and his co-defendant, Olawale Bakare, are being prosecuted on charges of treasonable felony, among others.    
 
This is contained in a statement by his Special Assistant on Media and Public Relations, Dr. Umar Gwandu, who stated that Malami was reacting to “the claim that a lawyer sent a letter to the AGF requesting the release of Mr. Sowore”.  
 
The statement appeared to be a veiled reference to the letter by Sowore’s lawyer, Femi Falana (SAN), sent to the AGF on Friday to demand the release of the convener of ‘RevolutionNow’ protests from the custody of the DSS.
 
The AGF’s takeover of the case was informed by the widely condemned invasion of the Federal High Court in Abuja by the operatives of the DSS to rearrest Sowore on December 6. Falana who heads the defence team of the two men informed Malami that Sowore had, since his rearrest on December 6, been kept in the DSS custody without the backing of any detention order of court or arrest warrant.  
 
He stated that his letter became necessary after two lawyers in the team visited the DSS headquarters in Abuja to demand Sowore’s release but were advised to direct their request to Malami. 
 
In a statement making a veiled reference to Falana’s letter on Monday, Malami said in the statement issued by Gwandu, “When parties submit their issues for determination to a court of law, they lack exclusivity of decision over such issues without recourse to the court. We remain guided by the established tradition and will not take unilateral decision without recourse to the rule of law”

Son of late Oba Oyekan of Lagos sentenced to death for killing businesswoman

Adewale Oyekan, son of a former Oba of Lagos, has been sentenced to death by hanging by an Ikeja High court for the murder of Sikirat Ekun, a 62-year-old businesswoman and politician.
 
Adewale who is the son of Oba Adeyinka Oyekan, a former Oba of Lagos who died on March 1st 2003, was sentenced alongside Lateef Balogun, a former domestic servant of the deceased.
 
According to the prosecution led by Akin George, Oyekan and Balogun committed the murder at 1am on October 17th 2012, at the home of the deceased located at 5, Babatunde Lalega street, Omole Phase One, Lagos.
 
George told the court that the deceased knew Oyekan due to her friendship with his late mother. She had employed Oyekan as a manager at her restaurant while Balogun was employed by her to cater for her aging father. However, Balogun's employment was terminated following a disagreement with the deceased.
 
According to George, 

Quote:“The convicts conspired, killed the deceased and threw her corpse in a well within the premises of her home, and took over her businesses and property including a bus which was sold for N170,000. When any inquiry was made by family and friends about her whereabouts, Mr Oyekan informed them that she travelled to Abuja for the Ileya (Eid-el Kabir) festival. He passed this information by sending a text message from Mrs Ekun’s mobile phone.
Following worry from members of Mrs Ekun’s family, and after an extensive search, her corpse was found two months later, in December 2012, by well diggers and firefighters.
“The convicts had placed a generator, a gas cylinder and other household items on the corpse to conceal it in the 1,000 feet well.”
 
Delivering judgement in the case today, the presiding judge, Justice Raliatu Adebiyi, held that the prosecution proved the charges of conspiracy to commit murder and murder beyond reasonable doubt and sentenced them to death by hanging.
 
Quote:“The circumstantial evidence was strong and cogent; the act of the defendants in killing the deceased was intentional and premeditated. The court finds that the prosecution has proved beyond reasonable doubt the offences of conspiracy and murder, and the defendants are accordingly found guilty of the two-count charge.
“Section 221 of the Criminal Law of Lagos State, 2011, stipulates the punishment for the offence of murder as follows. Subject to the provisions of any other law, a person who commits the offence of murder shall be sentenced to death.
“Same is the punishment for conspiracy to commit murder as contained in Section 231 of the Criminal Law of Lagos State, 2011. The above cited provisions of the law does not give the court any discretion whatsoever in sentencing the defendants.
“For this reason, the first and second defendants are hereby sentenced on each of counts one and two, to death by hanging. May God, the giver of life, have mercy on your souls.” she said
 
Five witnesses, including two police officers, a nephew of the deceased, Iyiola Olaniyi; and the only child of the deceased, Folashade Amurun, testified for the prosecution.

Court orders arrest, arraignment of Naira Marley over alleged car theft

A Tinubu Chief Magistrate Court in Lagos has ordered the police to arrest and bring for immediate arraignment musician, Afeez Fashola, popularly known as Naira Marley, over an alleged car theft.
 
According to a report by NAN, Naira Marley alongside two of his brothers and one of his cousins, Idris Fashola, 18, Babatunde Fashola, 24; and Kunle Obere, 22, were dragged before the court by the police on four-count charge bordering on conspiracy, stealing, assault and obstructing the arrest of Naira Marley.
 
NAN reports that the prosecutor, ASP Edet Okoi, told the court that the three defendants committed the offences on December 16th at Eko Hotel Roundabout on Victoria Island, Lagos. Okoi said the trio who were in a motorcade with Naira Marley, allegedly stole a Toyota Camry vehicle with Registration No. FEE 120 AA valued at N1.8 million and an IPhone X5 worth N330,000 belonging to one Mr Adelekan Ademola. He added that the three defendants and others at large assaulted the complainant by beating him up.
 
Okoi alleged that the second defendant, Babatunde Fashola and others at large obstructed the police while performing their lawful duty and prevented them from arresting Naira Marley.

Quote:“One of the vehicles in the musician’s motorcade hit the complainant’s vehicle from the back while he was throwing out money from his vehicle to his fans. When the complainant came down from the vehicle to inspect the damage, Obere entered into the complainant’s Camry and drove it off with the motorcade. Ademola reported to the police and the vehicle was tracked to where it was parked at Jakande Crescent, Oniru in Lagos.
“When the police arrived at the location in company with the complainant, Naira Marley and his boys started beating the complainant. A group of boys obstructed the police from arresting the musician but they were able to apprehend the three defendants,” Okoi told the court
He said that the offences contravened Sections 112, 172, 287 and 411 of the Criminal Law of Lagos State, 2015.
 
The  Magistrate, Mr Tajudeen Elias, ordered the Investigating Police Officer (IPO), Sgt. Sunday Idoko, handling the case to present Naira Marley before the court on December 21st when the case would be listed for further hearing.
 
The two brothers of Naira Marley and his cousin appeared in court and were granted N500,000 bail with two sureties in like sum.

The National Working Committee (NWC) of All Progressives Congress (APC) has lifted the suspension on Ondo state governor Governor Rotimi Akeredolu, ex-Ogun state governor Ibikunle Amosun, ex-Imo state governor Rochas Okorocha, the Director-General of the Voice of Nigeria Osita Okechukwu and former Minister of Niger Delta Affairs, Pastor Usani Uguru Usani.
 
A statement issued by the party said the move was in line with the party’s deliberate policy of fairness and actions targeted at ensuring harmony within the party across the country.

Quote:“Through the suspension, our party has shown the capacity and willingness to implement its own rules and enforce discipline when there is an infraction. We have also shown that no individual is above discipline and that the party would always apply equity and justice in the day to day running of the party.
“We hope the concerned party members will seize this opportunity to fully reconcile themselves with their ward, local government, and state party structures, key into the party activities, and continue to make their own contributions to the growth and stability of the party,” the statement said.

The politicians were at different times suspended by the party for committing various offences such as antiparty activities and others.

Over 100 women between 50 and 80 years of age from Agubia Community in Ikwo Local Government Area of Ebonyi State stripped naked, in protest of the arrest of their children by security agents operating in the state.
 
The women stormed the Government House gate at about 11 am on Monday, demanding the immediate release of their sons who were allegedly arrested by police following the crises that erupted in Agubia Ikwo recently.
 
However, the women whose intention was to meet with the governor, could not gain entrance into the government house in Abakiliki.
 
It was gathered that a bloody clash had erupted between two rival groups four weeks ago over which group should control a popularly motor park in the community. The incident claimed many lives and left dozens wounded while property worth millions of naira were destroyed.
Mrs Mercy Nwali, who spoke on behalf of the women, said the crux of the protest was to demand urgent and amicable resolution of the matter as their lives and that of their family members had been in danger.
“What we demand is that all of them should come home so that we make peace. They shouldn’t be in town here and be terrorizing us in the village. We no longer sleep in our homes and we want government to intervene”, she explained.
 
Another aged woman, Mrs Juliana Nwali, told Daily Trust that three of her children; Mr. Igwe Nwali, Chikwendu and Chineme were among those in detention.
 
It took the intervention of the State Commissioner for Internal Security and Border Peace and Conflict Resolution, Hon. Stanley Okoro to pacify the women to vacate the government house gate.
“You know, you are our mothers. Our Governor was not happy to see you in this way and mood. So, whatever is the problem, I assure you, it will be resolved not later than today," said Hon. Emegha, who cut short his 2020 fiscal year budget defense at the state House of Assembly to rush to the scene.
"What we want is peace. We are tired of running away from our home. We want the governor to help us, release our children from detention" the protesting women cried.
 
The commissioner assured them that government will ensure that their demand are given immediate attention.
 
He urged them to go home and be assured that government is determined to returning permanent peace in the area.
 
However, the women bluntly refused to collect money released to them nor enter the bus provided by the government to convey them back to Agubia Community.

Facebook user, Samuel Tochi who saw the injured girl on Sunday in Onitsha, with her head bandaged took to the social media platform to share the story alongside pictures.

THE management of May & Baker Nigeria Plc at the weekend undertook a review of the operations of the company and its prospects in the increasingly competitive pharmaceutical sector and assured investors that the company is on a stable upward trajectory.

The management of the company said in spite of the top-line pressure and regulatory headwinds in the industry, May & Baker Nigeria now makes higher profit on every unit of sales while growing and diversifying its product base.


Managing Director, May & Baker Nigeria Plc, Mr Nnamdi Okafor, said noticeable improvement in the profitability of the company was due to improvement in operating efficiency, reduction in interest expense due to recent recapitalisation and extraordinary incomes from short term investments.

According to him, the company made more profit per unit of sale compared with 2018. Consequently, pre-tax profit margin improved by three percentage points to 11.8 per cent in third quarter 2019 as against 9.3 per cent in third quarter 2018. Net profit margin also improved by almost two percentage points from 6.3 per cent to 8.0 per cent.

“We are very upbeat about the future of the business, we are on the upward trajectory, the business is stable and we have made some strategic investments and we will be leveraging on these investments in the years ahead,” Okafor said.

He said the company’s world-class outlook and strategic initiatives that will rank it as leader in the healthcare industry in Sub Saharan Africa. noting that the company’s World Health Organisation (WHO)’s manufacturing facility in Ota is growing into a hub of pharmaceutical manufacturing in West Africa.

“It is our desire to achieve breakthrough performance in the coming years,” Okafor said adding new products and contract manufacturing such as the partnership with Sanofi would drive growth. The company had recently signed manufacturing agreement with Sanofi Nigeria, a subsidiary of a French pharmaceutical giant to produce their key products from the Ota facility.


According to him, the Sanofi agreement will not only increase the capacity utilisation of the company’s factory which currently run at about 50 per cent but will also signal to the world that Nigeria has arrived in pharmaceutical manufacturing with facilities that can make medicines fit for the world.

He outlined that the company successfully completed its recapitalisation that saw injection of about N2 billion into the operations of the company and the net proceeds fully applied for various purposes including facility expansion, debt repayment, investment in vaccine production subsidiary and marketing and promotions.

“We also invested in key strategic initiatives in 2019. We took steps forward in actualising our new anti-sickle cell medicines and nutraceuticals. Given the stage we  have reached, we are hopeful these products will be launched in 2020,” Okafor said.

He added that the company’s joint venture with the Federal Government, Biovaccines Nigeria Limited is now running fully as an independent company with its board and management and currently perfecting steps to actualise local vaccine production.

He said local production of vaccine may start between 2023 and 2024 which will help to significantly reduce Nigeria’s current annual vaccine import bill of N8 billion while contributing to national health management.

He, however, noted that the performance of the pharmaceutical industry was adversely affected by the general decline in consumer purchasing power and unfavourable economic indices which led to revenue drop for a number of companies across different sectors of the economy.

“In the course of the year also,   the Federal Government banned the production and distribution of codeine based cough syrups because of their misuse in parts of the country. Consequently manufacturers like us had to contend not only with the loss of revenue from these products but also tied down funds already invested in finished goods and raw materials for the same product. The drop of our codeine based cough syrup tied down over N350  million worth of raw materials and  finished products and denied us annual income  of over N700 million,” Okafor noted.

He pointed out that the company also faced the challenge of a major restructuring of its product portfolio, which compelled it to discontinue production of some of its top cash cow brands as a result of age and change in national treatment protocols and policies.

According to him, some of the products involved were sulpha-based brands;thiazamide and Thalazole as well as chloroquine based ranges; the Nivaquines and 221 brands.  These products were responsible for over N1.2 billion of the company’s annual revenue in 2017.

He reiterated the need for government to support the Nigerian pharmaceutical industry with a bailout of N500 billion to strengthen the domestic manufacturing capacity against likely negative consequences.

The Edo State Governor, Mr. Godwin Obaseki and the Governor of the Central Bank of Nigeria (CBN), Mr. Godwin Emefiele will on Tuesday launch the Edo State Oil Palm Programme (ESOPP), a N69bn intervention programme to rejuvenate the oil palm sector in the state for global competitiveness.

The event, organised by the Edo State Government, the CBN and the Plantation Owners Forum of Nigeria (POFON), will hold on Tuesday, December 17, at Protea Hotel, Benin City, and provide a platform to engage with stakeholders in the oil palm business.


In a statement, Special Adviser to the Edo State Governor on Media and Communication Strategy, Mr. Crusoe Osagie, said the ESOPP is an innovative platform intended to harness the state’s rich oil palm heritage to diversify the local economy, create jobs, and increase productivity in a sustainable manner.


He said a total of 120,000 hectares is planned for the programme, but the first phase would cover an area of 51,000 hectares, noting that funding from the CBN would constitute over 70 per cent of the intervention, which would be targeted at estate owners and smallholder farmers, given at single-digit interest rate with 5-7 years moratorium.

Human rights lawyer Femi Falana (SAN) has written to the Attorney-General of the Federation and Minister of Justice, Abubakar Malami SAN, seeking the release of the convener of #RevolutionNow protest, Omoyele Sowore, from the custody of the Department of State Services (DSS).  
 
In the letter dated December 13, 2019, Falana urged the AGF to use his office to direct the DSS to release Sowore from custody in line with the order of the Federal High court admitting him to bail pending trial.

It follows an earlier announcement by the AGF office that it had taken over the prosecution of Sowore and his co-defendant, Olawale Bakare, from the DSS.

The AGF’s decision to takeover the case follows criticism of the invasion of the Federal High Court in Abuja by the operatives of the DSS to re-arrest Sowore on December 6th.

A Federal High Court sitting in Kano has dismissed a lawsuit filed by a Kano based lawyer Bulama Bukarti asking the court to mandate the Economic and Financial Crimes Commission (EFCC) to investigate the state governor, Abdullahii Umar Ganduje, for allegedly receiving kickback from a contractor.
 
Recall that in October 2018, videos purportedly showing the governor receiving bundles of dollar notes from a road contractor surfaced online. The governor has since denied the allegation, saying the videos were doctored.
 
Bulama had approached the court seeking for an order compelling the EFCC to provide report of its forensic investigation analysis of the said videos.
 
However, delivering judgement in the suit today, Justice Egwuatu dismissed the case on the grounds that the evidence brought before him did not show that the EFCC has the record of the forensic analysis of the bribery video allegations.

President Buhari’s categorisation of Shiite IMN and separatist IPOB has remained one of the most controversial decisions of his government, with opinions splitting over whether a religious or self-determination group could be outlawed under a secular constitutional democracy.

The information came 10 days after Nigerians had been demanding official explanation for the controversial re-arrest of Mr Sowore on December 6.

The questioning indicated the secret police has started fresh plots to file yet another set of criminal charges against the Sahara Reporters, and would likely be before another judge, PREMIUM TIMES learnt.

It came a week after Mr Sowore was violently seized from a federal courtroom by armed agents of the SSS, a domestic intelligence outfit reputable for acts of repression and targeted attacks on anti-government voices.

Mr Sowore was released the night preceding the December 6 court invasion when the SSS pretended to obey the order of a federal judge handling the case.

Long road
The Sahara Reporters’ publisher was arrested on August 3 for leading #RevolutionNow campaign — a series of nationwide protests he had planned with other activists to demand a better Nigeria.

Following his arrest, the SSS accused Mr Sowore of terrorism, treason, amongst other claims, for using the word ‘revolution’ while rallying Nigerians ahead of the protests scheduled to take off across 21 Nigerian towns and cities on August 5.

On November 8, a federal judge granted an initial remand order for the SSS to hold Mr Sowore in custody for 45 days to conclude investigation into ‘terrorism’ claims against him.

Mr Sowore remained in custody through the 45 days, despite the criticism that greeted the court’s decision to grant SSS such an extensive period to keep a citizen despite failing to present any evidence of crime.

By the time charges were eventually filed about 50 days after Mr Sowore was arrested, no reference was made to terrorism. The SSS charged Mr Sowore for treason, money laundering and purported defamation of Mr Buhari’s character.

The charges were prepared by Attorney-General Abubakar Malami’s office.
Following his initial arraignment after the charges were filed on September 20, Mr Sowore was granted bail on September 24 by Taiwo Taiwo of the Federal High Court in Abuja, but the SSS declined to respect the judicial pronouncement. Instead, he was arraigned before another judge on similar charges.

On November 6, the second judge, Ijeoma Ojukwu, signed a release warrant for Mr Sowore, but the SSS failed to comply again. It took Mr Sowore one month between October 4 when Ms Ojukwu first granted him bail on stringent terms and November 6 when he met the court’s demand after his lawyers convinced the judge to relax the conditions.

After court papers were served on the SSS showing Mr Sowore had met the bail terms and a judge had signed warrant for his release, the SSS repeatedly declined to honour order, jumping from one excuse to another.

Three weeks after the SSS ignored Ms Ojukwu’s order to release Mr Sowore, the judge threatened to hold its Director-General Yusuf Bichi in contempt.

But the threat did not appear to shake the secret police, which is controlled entirely by President Buhari without any external oversight mechanism for accountability.

Likely Fresh charges
Inibehe Effiong, one of the lawyers representing Mr Sowore, said the fresh terrorism charges being plotted by the SSS were the same claims that the agency had previously investigated but found nothing substantial for which to charge Mr Sowore.

“The charges are clearly not fresh,” Mr Effiong said in response to a PREMIUM TIMES’ enquiry about ongoing plots to re-arraign his client on terrorism charges. “They are just looking for something to hide behind to continue their impunity.”

The SSS has declined to issue any explanation for the rearrest of Mr Sowore on December 6.

  FG’s School Feeding: Crisis Cripples Scheme, Benefiting States Lament

Findings by our correspondents showed that while the programme was irregular in schools it had started, many others were left out of it.

It was also learnt that only pupils in primary one to three were being fed in schools benefiting from the programme.

It was gathered that many schools in the rural and swampy areas were excluded from the programme because of the Federal Government officers’ inability to access them.

At the launch of the Home Grown School Feeding programme in 2016, the Vice-President, Prof. Yemi Osinbajo, said the scheme was aimed at providing free school meals.

It is also aimed at “increasing school enrolment and completion” and “improving child nutrition and health.”

Investigations revealed that the crisis associated with the programme had not enabled it to achieve its aims.

413 schools left out in Enugu

Out of the 1,204 public primary schools in Enugu State, The PUNCH’s investigations showed that 413 were not benefiting from the programme.

One of our correspondents assessed the programme at the New Haven Primary Schools 1, 2,3 and 4; Construction Primary Schools 1 and 2; the Ekulu Primary School and the Independence Layout Primary School, all in the Enugu metropolis.

Nursery pupils excluded in Enugu

It was observed that only pupils in primary one to three were being fed, while those in nursery one to three were completely excluded from the programme.

Only 49 pupils selected in Enugu school

The correspondent noticed that in the New Haven Primary School 1, only 49 out of 96 pupils, who were in primary one to three, were being fed.

The PUNCH gathered that the management of the programme had in October reduced the amount of money paid to each cook, as a result, only 49 pupils, in some cases 30 pupils, were selected from primary one to three, for feeding.

According to the menu obtained from one of the schools, the pupils are fed with yams and beans together with oranges on Monday.

On Tuesday, they are given jollof rice and chicken with bananas. On Wednesday, they are fed with Okpa with watermelon. On Thursday, they eat fried potato and egg sauce as well as oranges, while on Friday, the pupils are given Igba Oka with akidi, vegetable and watermelon.

Head teachers lament nursery pupils’ exclusion

Although head teachers, who spoke to the correspondent, attested to the quality of the food, they lamented that the critical segment (the nursery section) of the schools was left out.

The state Coordinator of the scheme, Ifeanyi Onah, in an interview with The PUNCH, confirmed the reduction in the number of the pupils and schools benefiting from the programme.

Onah said, “This programme is designed essentially for all public primary schools in Nigeria. In Enugu State, we have about 1,204 schools. When we began the programme, we started with 1,220 schools, but due to some adjustments made by the state Universal Basic Education Board, a few schools were merged and the number of schools reduced.

“We have about 1,204 schools in the state and unfortunately not all of them are benefiting. We have 791 schools that are benefitting. Others are left out. Presently, about 114,000 pupils are being fed in the state.”

On why the programme did not cover all the schools, Onah explained, “There were technical challenges from the headquarters coupled with the submission of irreconcilable data on the cooks who were recruited at the inception.”

According to him, because of the irreconcilable data, some of the cooks were removed from the programme.

He said that since 2017, programme managers in Abuja refused to employ more cooks and as a result, many schools were not taking part in the programme.

Onah stated, “When we recruited (the cooks), we asked those selected to provide their personal data, but regrettably after the banks had opened accounts for them and their names were forwarded to Abuja, during inter-bank settlement system verification, it was discovered that some names and bank verification numbers did not correspond. Even some pictures didn’t correspond with what they had in the BVNs and some of the cooks were dropped in the first set of payment.”

He further explained that when such cooks were removed from the programme, the schools they were posted to were also excluded.

On the number of time the pupils were being fed, the programme manager disclosed that the condition for feeding was that a cook would be paid before cooking for a school.

Onah stated, “Their payment is based on N70 per child and the specific amount that a cook is paid will determine the number of children that will be fed and how many days the feeding will cover. Since we started, it is either they are paid for 10 working days or 20. Ten working days is seen as two weeks, while 20 working days is seen as one month.”

On the reduction in the number of pupils, Onah said, “Officers from headquarters told us that they were going to deploy people from the National Bureau of Statistics in some states to confirm data submitted and conduct a headcount of pupils.

“You can’t use a headcount to determine enrolment because it is possible that you may visit a school and about four or five pupils will not come because of illness. They may not be in school for other reasons.”

“In Enugu State, about 80 per cent of the primary schools are in the rural areas. How can a stranger claim he knows the routes to all those places? Within a short period, they told us that the NBS officers had concluded their work and submitted their data. Within a short time, they claimed that they had visited 1,204 schools in Enugu State.”

Onah said while some cooks were short-paid, others were not paid at all. One of the cooks, De Blessing Sam, in an interview with one of our correspondents, said, “I was feeding 96 pupils before at New Haven Primary School 1, but since the last phase, the money they paid me was for only for 46 pupils. How do you share food for 46 pupils among 96 pupils? I don’t know what went wrong but the government should either fund the programme or stop it.”

A’Ibom: Only 154,000 out of 334,353 pupils benefiting

In Akwa Ibom State, the Focal Person for the School Feeding Programme, Dr Godwin Akpan, in an interview with one of our correspondents, said the number of pupils benefiting from the programme dropped from 334,353 to 154,000.

Akpan said out of 1,150 schools, the school feeding programme could only capture 1,105 schools in the state.

He explained that the pupils and schools under the programme were drastically reduced last year after officials of the NBS conducted a headcount across the state.

Schools in swampy areas left out, officials can’t access them

During the headcount, he said some schools were not captured because the NBS officials did not find cooks and could not access all the schools, especially those in the swampy areas.

55 A’Ibom schools not benefitting

“Akwa Ibom State has a total of 1,150 schools out of which we are currently feeding 1,105 schools, 55 schools are currently not benefiting.

“Before now we were feeding over 300,000 people, but last year, the National Bureau of Statistics came here to do a headcount and that reduced the number drastically from 334,353 to 154,000.

“We have protested and appealed to the Federal Government to send back the NBS officers for the revalidation, but up till now, they have not done so. We need to have over 2,000 cooks. After the headcount, we now have 1,436.”

It is not constant – Teacher

One of the teachers of Lutheran Primary School, Urua Ikpa, Itu Local Government Area, who spoke on condition of anonymity, said, “The school feeding programme is a failure because I learnt that under normal circumstances the children are supposed to be fed from Monday to Friday, unfortunately, here, there is nothing like that.

“Some days, you see them twice in a week, and some weeks, you don’t even see them at all. They are not constant”

Benue programme stopped in October

Investigations by The PUNCH correspondent in Benue State showed that the programme had stopped in the state since October.

The Focal Person of the Social Investment Programme in Benue State, Dr Terries Damsa, confirmed this in an interview with The PUNCH on Wednesday.

He lamented that government had yet to pay the food vendors. He said, “Already, the academic session is closing on Friday (December 13) and government has yet to pay the food vendors.”

Earlier, the Director of the School Feeding Programme in the state, Jonathan Iorhemba, explained that 2,490 schools were selected for the programme in the state.

Iorhemba said that 3,138 schools with a population of 569,253 were initially enrolled for the programme in the state.

He explained that the Federal Government through the NBS embarked on an independent headcount and arrived at 2,490 schools.

“At the inception of the programme, we were feeding 569,253 pupils until the headcount conducted by the National Bureau of Statistics.

546 schools left out in Benue

“Later, the bureau came and did an independent headcount and they said they captured 2,490 schools and 546 schools were left out.

“We have communicated to them on the 546 schools not captured. They asked us to come with the names of the schools and verifiable evidence which we have done. The programme has stopped since October 18 because the food vendors are being owed.”

Benue pupils have forgotten about programme

Our correspondent, who visited the LGEA Primary at Wuukum in Makurdi, observed that the pupils had forgotten about the feeding programme.

Nasir, a primary three pupil of the school, who was approached did not remember until his friend, Terna interjected, saying, “We have not had feeding in this school since October.

But a teacher in the school, Mrs Doshima Inienger, urged the Federal Government to sustain it.

She stated, “The school feeding programme has helped a lot because I can categorically say that it has increased pupil enrolment.”

In Gombe State, coordinator of the programme, Hajiya Dijatu Bappah, said there were about 1,331 schools benefiting from the scheme.

Bappah, in an interview with The PUNCH, said, “We have 225,162 pupils and 1,331 schools enjoying the school feeding programme. Primarys 1, 2 or 3 are our target.”

She, however refused to state reasons why not all public primary schools were considered for the programme.

In Ondo State, it was observed that not all schools were benefiting from the feeding programme. In schools benefiting, only primary one to three are being fed.

A teacher in the state, who confided in The PUNCH, said, “Only pupils in primary one to three are being fed.”

Efforts to get the reaction of the state coordinator of the programme, Olubunmi Ademosu, did not succeed as she neither picked calls to her phone nor responded to an SMS sent to her.

Programme yet to begin in Kwara, Lagos

The programme has yet to start in states such as Kwara and Lagos. The Chief Press Secretary to the Kwara State Governor, Rafiu Ajakaye, in an interview with The PUNCH, said, “We have met with the coordinator of the programme on how Kwara can join. So we will definitely join it.”

On its part, the Lagos State Government said the school feeding programme might commence before the end of the first quarter in 2020.

In an interview with one of our correspondents, the Assistant Director of Public Affairs, Lagos State Ministry of Education, Mr Kayode Sutton, said the state government was putting everything in place to ensure the success of the scheme in Lagos.

He said, “Right now, we have not started, not because we are not going to start but we have to put things right. There are more to it. We have to consider the population of Lagos State pupils. We have to consider the kind of food we want to give. We have to consider a lot of factors. It must not fail in Lagos, if it starts, it starts, it must not stop. In Lagos State, we are known for excellence.”

When contacted, officers of the Ministry Humanitarian Affairs, Disaster Management and Social Development said the Federal Government was addressing problems relating to the programme.

They admitted the scheme had encountered some hitches in a few states and that the Federal Government was working to address the concerns in the affected states.

One of them said, “The minister has made it clear that beneficiaries of all the social investment programmes will access interventions designed for them within the stipulated guidelines and it includes those benefitting from the school feeding scheme.”

A source in the Nigeria Social Investment Office told one of our correspondents that the commencement of the programme in Lagos and Kwara was awaiting the approval of the minister for humanitarian affairs.

When contacted, the Communications Manager, Nigeria Social Investment Office, Justice Bibiye, said he would get across to the Coordinator of the NSIO, Mrs Maryam Uwais, and get back to our correspondent. He had yet to send a response as of 5:34pm on Sunday.

‘Why FG insists on headcount’

An officer of the NSIO, however, confided in The PUNCH, that the Federal Government insisted on headcount to expose fraud. “You can’t rule out the issue of fraud. Figures may be inflated. That is the essence of headcount,” he said.

The All Progressives Congress (APC) may not field a candidate for the January 25, 2020 senatorial rerun in Akwa Ibom State, ordered by the Court of Appeal, THISDAY learnt at the weekend.

The Independent National Electoral Commission (INEC) said it would not allow the party to replace its candidate for the rerun, Senator Godswill Akpabio, who last week withdrew from the rerun in Essien Udim Local Government Area of Akwa Ibom North-west senatorial district.

The Court of Appeal, while giving judgment in a petition by Akpabio challenging the declaration of Senator Chris Ekpenyong of the Peoples Democratic Party (PDP) as winner of the election in the senatorial district, had voided the PDP candidate’s election and ordered a rerun in the local government.

But Akpabio, in a letter last week to APC National Chairman, Mr. Adams Oshiomhole, had notified the party of his withdrawal from the rerun, due to his current ministerial duties, and urged the party to find a replacement and send the name to INEC for approval.

However, INEC while responding to THISDAY’s inquiry at the weekend, said the ruling party would not be allowed to replace the minister as the deadline for substitution of a candidate for any election had lapsed.
Also, Akpabio’s withdrawal drew jeers from the PDP, which attributed his retreat to fear of another defeat.

According to INEC, all the parties and candidates that filed valid nominations and contested the senatorial election during last general poll will be on the ballot for the rerun election in Essien Udim Local Government Area.

The INEC National Commissioner in charge of Voter Education and Publicity, Mr. Festus Okoye, told THISDAY in an exclusive interview: “In the timetable and schedule of activities for the 2019 general election, the Independent National Electoral Commission fixed November 17, 2019 as the last day for substitution and/or withdrawal of candidates by political parties in accordance with Section 35 of the Electoral Act, 2010 (as amended).

“The date and period for the nomination and substitution of candidates has elapsed and no political party can withdraw or substitute its candidate or nominate or introduce a new candidate in the re-run election.

“In other words, a new candidate cannot inherit the votes warehoused from the validated votes in the other local governments and cannot participate in the re-run election in the Essien Udim Local Government Area.

“The commission is not permitted to admit and will not allow or admit any other candidate other than the candidate that contested the election that was annulled by the court.”
The commission assured the people of Akwa Ibom North-west Senatorial District that the rerun election will hold in Essien Udim Local Government as scheduled and the votes from the local government area will be added to the harvested and validated votes of the other local governments to determine the winner of the election.

It advised all political parties and candidates to maintain the peace as the commission is determined to conduct a transparent, free and fair rerun election and conclude the electoral process in the senatorial district.

Failure of the NBC to rectify the mistake as promised made the Rivers State Government to file a suit against the Attorney-General of Bayelsa State and the Attorney-General of the Federation before the Supreme Court in 2009.

The Supreme Court in 2012 ruled in favour of Rivers State and ordered the rectification of the error.

By August 2019, when the mistake had yet to be corrected, Rivers State Government instituted a suit before the Federal High Court in Abuja solely against the NBC, seeking an order of mandamus compelling it to correct its error.

Granting the plaintiff’s prayers in his judgment delivered on Monday, Justice Ekwo ordered the commission to immediately produce the 12th edition of the Administrative Map restoring River Santa Barbara as the inter-state boundary between Rivers and Bayelsa States, as it was in 1996 when Bayelsa State was carved from Rivers State.

He added that the commission was duty-bound to obey the July 10, 2012 judgment of the Supreme Court which had affirmed River Santa Barbara as the boundary between the states, by immediately correcting its self-admitted error of designating River San Bartholomew as the boundary.

He also ordered that the judgment be served on the relevant statutory bodies, especially, the Revenue Mobilisation Allocation and Fiscal Commission and the office of the Accountant-General of the Federation for them to immediate recompute the amount of oil revenue accruable to it with the transfer of the Soku oil field to it.

"Throughout July and August 2019, Henderson used a social media account to post several pictures of him holding large stacks of cash," according to the release.

He then allegedly committed "loan fraud in connection with the purchase of a luxury automobile," it said.

Henderson's numerous Facebook and Instagram photos depict him posing with stacks of cash, and the US Attorney's Office says he used the money to make a $20,000 down payment on a new Mercedes-Benz.

He allegedly also falsified bank documents to obtain a car loan from another financial institution to cover the remaining balance of the vehicle, prosecutors said.

Henderson's Facebook and Instagram posts from September show him posing with a white Mercedes-Benz in Hollywood, California. He was arrested about three months later on December 4.

CNN has reached out by phone and email to Henderson's federal public defender in California for comment, but has not heard back.

He repeatedly stole cash from a bank vault, prosecutors say
According to details from the indictment contained in the release, Henderson allegedly took bank customers' cash deposits out of the bank vault for months.

Many of those times, he deposited money into an ATM near the bank where he worked, according to the release.

"I make it look easy but this shyt really a PROCESS," he wrote in one Facebook post, part of a string in which he talked about building his "brand." That post, showed him him holding a stack of money and smoking a cigarette.

Detailing information from the indictment, the release says that Henderson "destroyed certain documents" and that he "made, or caused others to make, false entries in the bank's books and records to cover up the theft."

He could face decades in prison

Henderson has been charged with two counts of financial institution fraud, 19 counts of theft, embezzlement, and misapplication, along with 12 counts of making false entries, which carry a maximum penalty of 30 years and a $1 million fine, per count.

He is also charged with transactional money laundering, which carries a penalty of 10 years behind bars and a $250,000 fine.

He appeared in US District Court in southern California earlier this month, according to the release, with the case set to be tried in North Carolina by the US Attorney's office in Charlotte.

Managing Director of the airline, Dr Faisal Abdulmunah said the aeroplane (airplane) labelled Alhaji Abdullahi Inusa Sarina – Safe Fly AZMAN AA 5N-AIS, was the first of its kind to the South-South zone of the federation.

He said ASMAN would record uninterrupted flights to Asaba henceforth, putting the capacity of the plane at 110, but said only 65 passengers were on board during the maiden flight.

Presco was the best performing stock, rising by 14.93 percent to close at N43.50 per unit, while Dangote Sugar followed with a 10.33 percent growth to finish at N16.55 per share.

Axa Mansard Insurance grew by 9.09 percent to end at N1.80 per unit, AG Leventis Nigeria improved by 8.33 percent to close at 39 kobo per share, while Eterna appreciated by 7.14 percent to settle at N3.00 per share.

On the other hand, the worst performing stock in the week was Chams. The stock price depreciated by 18.92 percent to finish at 30 kobo per unit.

Union Diagnostic fell by 15.38 percent to end at 22 kobo per share, GlaxoSmithKline declined by 12.50 percent to settle at N5.25 per share, Cutix dropped 11.69 percent to finish at N1.36 per unit, while Daar Communications depleted by 10.00 percent to trade at 36 kobo per share.

Nigerian Army, NDLEA recover eight guns, 725 bags of cannabis in Edo State

The combined troops of 4 Brigade and 32 Artillery Brigade Nigerian Army Exercise Crocodile Smile IV have recovered eight guns and 725 bags of substance suspected to be cannabis.  
 
The operation was in a joint operation with personnel of National Drug Law Enforcement Agency (NDLEA). This was contained in a statement issued on Sunday, December 15th by Maj. Ojo Adenegan, Assistant Director Army Public Relations, 4 Brigade, Benin.  
 
Adenegan said that the recovery was made during a raid at Ivbiodohen Forest, in Ivibiodohen Village, 5 Kilometers from Uzebba community in Owan West Local Government Area of Edo. He explained that during the operation, the troops raided three different camps with warehouses at various points for storing marijuana.  
 
He said that in camp one, the combined team recovered 19 jumbo bags, containing 32 blocks of substance suspected to be cannabis, and 22 bags containing 10 blocks of same substance. Another 18 bags containing the same substance, but yet to be parked as well as eight locally made guns.  
 
He revealed that in camp two, the troops recovered eight bags of substance suspected to be cannabis and discovered suspected cannabis plantation. Adenegan said that in Camp three, the troops recovered 545 bags of substance suspected to be cannabis, 113 jumbo bags of the substance suspected to be cannabis seeds and arrested one suspect in connection with the crime.    
 
At the end of the operation, the camps were burnt, while the suspect, the eight locally made guns and samples of the substance suspected to be cannabis were handed over to the NDLEA for further action.

Quote:“We are once again using this medium to solicit for the general public cooperation in the area of information sharing on criminal activities within the State and its environs. The Nigerian Army will not relent on its effort at ensuring a peaceful Edo and environs,” he said.
