The Federal Government’s new policy on cargo palletisation could rob the economy of over N500 billion yearly and send importers to the ports of neighbouring countries.Palletisation is a method of storing and transporting goods stacked on a pallet and shipped as a unit load. It permits standardised ways of handling loads with equipment like forklift trucks.
The Minister of Finance, Kemi Adeosun, had said the new import-export policy, which began on January 1, would aid manual examination of consignment, “while the country awaits the acquisition and installation of functional scanners at the seaports and land borders.”Importers and other stakeholders, however, expressed dissatisfaction with the move, saying it would result in higher costs.
Additional cost incurred on imported goods is expected to deplete the nation’s foreign reserve, given the fact that Nigeria’s import is still higher than its export. Importers and some manufacturers would also be compelled to spread the excess cost on the prices of commodities in the domestic market.

The Guardian learnt that the cheapest pallet (wooden) costs between $5 and $10 apiece and requires special treatment, which could cause delay. The plastic variant costs between $10 and $15 apiece.There had been reports that the policy has been suspended. The Executive Secretary, Nigerian Shippers Council, Hassan Bello, however, confirmed: “Palletisation is not suspended. It has already started and there is no going back.” He added: “The concerns of stakeholders would always be noted and we will ensure that some of the issues are addressed.”
But the President, National Association of Government Approved Freight Forwarders (NAGAFF), Increase Uche, said the policy posed a threat to importers and the entire industry and therefore needed an urgent reversal.He said: “Palletisation is a global shipping phenomenon. But Nigeria is not ripe to incorporate that in our shipping laws because of the low volume of cargoes. We don’t have vessels. The scanners are not working. You will discover that the ports’ access roads are in a very sorry state and the ports are not efficient. In fact, there are many issues beckoning on the government to have a rethink, because cargoes that are meant for Nigeria are now being diverted to neighbouring countries.
“There will also be reduced use of containers, as people might resort to cars, buses and trucks to bring in cargoes. Nigeria will suffer depletion of foreign reserve, if palletisation is allowed to continue. This is because cargoes to be freighted in one container will now be split into two or three, and importers will need to pay three times the original cost of freight, automatically affecting our foreign reserve.”
The National Publicity Secretary, Association of Nigerian Licensed Customs Agents (ANLCA), Kayode Farinto, warned: “This country will lose about N500 billion, if the government continues with the policy. It would lead to an increase in the number of containers required to package goods from abroad, and about 60 per cent of the cargoes would be diverted.”He explained: “Imagine you have a consignment that should enter a 1×40 ft container. Because of palletisation, which reduces space, you will be forced to hire two containers. It means you are paying for two freights. You will pay for two clearance of cargoes. You will need two trailers to evacuate the cargoes. This is contrary to the ease of doing business policy. It will make costs to skyrocket.
“Business-oriented entities will begin to look for shortcuts. They will start diverting cargoes to the nearest alternative, which is the port in Cotonou, and import them through land borders. The policy will reduce the number of cargoes that come through Nigerian seaports. Don’t forget that what you pay as duty at the land border is not the same as what you pay at the seaport, so the Federal Government loses.
“When you quantify the whole thing, over N500 billion will be lost to this policy. I am not even talking about the jobs that would be lost or the shipping companies that are already winding down and threatening to go to Cotonou. Don’t forget that the port of Cotonou has been outsourced to reputable managers for better efficiency.”For Farinto, palletisation is used only in Europe. He said: “Nigeria is a developing country. You cannot compare a child that was born 10 years ago with a child that was born two days ago. That is what is happening in Nigeria. Our policy formulators are not focused. They are not technocrats. You need technocrats who have the technical know-how to formulate policies.”
The President of the National Council of Managing Directors of Customs Licensed Agents (NCMDCLA), Lucky Amiwero, said the extra cost would eat deep into the nation’s foreign reserve and discourage shipment into Nigerian ports.He alleged that the policy was introduced because of non-functional scanners. He urged the Nigeria Customs Service and the Federal Government to fix the equipment and stop frustrating business through physical inspection of cargoes.

The Managing Director and Chief Executive Officer, Air Sea Freighters Limited, Sir Enoch Iwueze, also flayed the policy, saying it would drag the nation’s economy backward.The President, Shippers Association in Lagos State (SALS), Jonathan Nicol, urged the Federal Government to suspend the policy, saying: “If government continues with it, shippers will suffer. And the cost of doing business in Nigerian ports will be high.”He expressed concern that the government could lose cargoes to the ports of neighbouring countries, noting that some shippers have already left Nigeria as a result of the directive.
“We expect government to restructure the entire maritime administration because shippers are facing a lot of challenges at the ports. The Nigeria Customs Service generated N1.03 trillion in 2017, which showed that most operators at the ports did what was right,” he said.The policy, meanwhile, has reduced documentation requirements from 10 to seven for exports, and from 14 to eight for imports. While stakeholders welcomed this, the issue of palletisation has remained thorny.
Adeosun had earlier explained that the review of the Nigerian Export and Import Guidelines was motivated by the desire of the present administration to deepen the ease of doing business in line with Executive Order 1.

3. Blunt Refusal to Learn Anything


Many of the things you learnt in school are useless when it comes to working online. There are some exceptions though for some kind of businesses though like writing, programming etc.

25-yr-old Man Arrested With Fresh Human Skull In Ogun

One Babalola Alex, has been arrested by men of the Ogun State Police Command for being in possession of a human skull.

The suspect, an indigene of Ondo State, was Thursday, arrested at Asese area of Ogun State by the men of the Anti-Robbery Squad.

The State Police Public Relations Officer, Abimbola Oyeyemi, said the arrest followed a tip off by a member of the public.

Oyeyemi said the informant was in a nearby bush to ease himself when he sighted two men with an item suspected to be human skull being put in a sack.

The Police then went after the suspects arrested one of them while the other escaped and upon search, the item was discovered to be human skull.

DAILY POST reports that Admiralty way in Lekki Phase 1, Otunba Adedoyin Ogungbe crescent, the alternative route in Oniru, Marwa bus stop, Bourdillon in Ikoyi, among others were locked down for hours.

The police and LCC officials had enormous task as they made efforts to control traffic on both sides of the road, especially inward Lekki Phase 1 and Ozumba Mbadiwe and within Oniru.

Our reporter, who was also caught up in the congestion, observed that many motorists were angry at the development.

The situation was compounded by people’s refusal to pass through the toll gate.

However, while some road users were seen arguing under the scorching sun after hitting themselves, a few others struggled with their cars due to over-heating or flat tyres.

At a point before near Lekki second roundabout, some drivers alighted from their cars, wearing long face, as movement came to complete halt.

Many condemned Lagos state government for the hike and opted to use other routes in protest.

A vehicle owner, Folarin, in a brief chat with DAILY POST, lamented that he missed an important appointment in Marina, the central business district of the metropolis.

“I was coming from Chevy View Estate opposite Chevron.

“I got the information from a colleague that this axis is blocked but I never imagined it would be like this. Just look around!

“Is it that and Lagos government and LCC wants to make more money or what is the justification for the wicked and senseless hike,” he quipped.

Meanwhile, the National Union of Road Transport Workers (NURTW) has assured commuters that there will be no increase in transport fares, despite the toll review by LCC.

NURTW chairman in Jakande, Alhaji Taofeek Oluwa, stated this in a chat with newsmen on Wednesday in Lagos.

But fulfilment of his promise remains to be seen as there are speculations that commercial drivers plying the Lekki-Epe expressway were contemplating 20 percent increase in fare.

There was a mild drama at the Newark Liberty International Airport when a woman tried to board a plane with her 'emotional support' peacock, but the United Airlines denied the bird a seat aboard on Saturday.
The unidentified woman alleged she bought a second ticket for her emotional support peacock, but United Airlines refused to let the bird board the flight, Live and Let’s Fly reports.
In a statement to CNBC, United spokeswoman Andrea Hiller said the woman brought a peacock with her for a Saturday flight from Newark Liberty International Airport, despite several warnings that the bird did not satisfy the airline's guidelines.
According to her, the oversized bird did not fly.
"This animal did not meet guidelines for a number of reasons, including its weight and size. We explained this to the customer on three separate occasions before they arrived at the airport."

Sabi-Abdullahi made a copy of the ruling available to journalists, a copy of which was obtained by our correspondent.

The Senate’s spokesperson said, “We are pleased with this judgment and we want to salute Nigeria’s judiciary for always rising up to the occasion to protect our democracy and deepen our democratic processes.”

The Senate had rejected Magu’s appointment bases on a report by the Department of State Services which disqualified him.


The lawmakers had also placed an embargo on confirmation of appointments made by President Muhammadu Buhari which required legislative approval, to protest against Presidency’s position that some appointments did not require Senate’s approval.

Sabi-Abdullahi stated that the embargo would remain until Magu is replaced.

The suit, with Number FHC/ABJ/CS/59/2017, was filed by a lawyer, Oluwatosin Ojaomo, against the Senate President, Bukola Saraki; and the Attorney General of the Federation and Minister of Justice, Abubakar Malami, SAN.

Justice John Tsoho of the FHC sitting in Abuja on January 15, 2018, ruled on the issues raised by the plaintiff before striking out the suit.

Delivering the ruling, Tsoho said, “The plaintiff raised two issues in the written address for determination, to wit: Whether or not the 1st defendant (Saraki) can reject a valid statutory appointment made by the President of the Federal Republic of Nigeria to the Office (of the Chairman) of the Economic and Financial Crimes Commission in accordance with the provisions of the EFCC (Establishment) Act, 2004.


“Whether or not the 1st defendant is bound by the provisions of the EFCC Act, 2004, with respect to the confirmation of any appointment made by the President of the Federal Republic of Nigeria to the Office of the Chairman of the EFCC.”

Mr. Saraki had earlier last month led the Senate to reach a string of strongly-worded resolutions about the crisis and the failings or outright inability of the Buhari administration to forestall it.

The lawmakers’ resolutions followed the spate of killings in Benue State, including the January 1 suspected herdsmen rampage that left more than 70 villagers dead and the January 8 killings of police officers in the state.

On Wednesday, Governor Samuel Ortom imposed a dusk-to-dawn curfew following police’s confirmation that seven Fulani travellers had been lynched and set alight in Gboko, an industrial town about 90 kilometres southeast of Makurdi, the state capital.

After listing all his interventions, which ranged from a deployment of special forces and a broad-based consultation with key parties to the violence, Mr. Buhari said it was wrong for the Senate to accuse him of doing too little about the crisis.

“To infer, therefore that nothing has been done is incorrect,” Mr. Buhari told Mr. Saraki in the letter which was read on the floor of the Senate Thursday. “The police are strenuously working to apprehend the rest of the culprits of these heartless killings.”

A spokesperson for Mr. Saraki, Yusuph Olaniyonu, declined comments about the president’s jab at his principal Thursday evening.

“There is no question I can take on that,” Mr. Olaniyonu said. “The letter was read on the floor of the Senate and the appropriate response has been issued.”

The president first ordered the Inspector-General Ibrahim Idris to move to Benue in the second week of January, a directive he emphasised in his letter to Mr. Saraki.

“Furthermore, I have instructed the Inspector General of Police to relocate to Benue State, redeploy forces to the most sensitive areas.

“The Federal Government is initiating additional measures to address these and other security challenges, alleviate the consequences of these attacks and forestall reoccurrence,” the president said.

Still, the president said, key elements of the Senate’s resolutions would be looked into for prompt action.

“The Senate Resolutions itemised in your letter will be taken into consideration and I am instructing all relevant MDAs to factor them in their work,” the president said in the letter which was made available to PREMIUM TIMES by presidential spokesperson Femi Adesina Thursday afternoon.

  Inflation To Drop To 15.04% In January On Slower Food Index Growth—fsdh

One of the leading financial consulting firms in Nigeria, FSDH, has predicted a drop in the nation’s inflation rate for the month of January.

In its Inflation Watch report released on Thursday, February 1, 2018, the company said inflation will drop to 15.04 percent from 15.37 percent recorded in December 2017.

“FSDH Research expects the inflation rate (year-on-year) to drop to 15.04 percent in January 2018 from 15.37 percent recorded in the month of December 2017,” the report said.

The National Bureau of Statistics (NBS), according to its calendar, will release the inflation rate for the month of January 2018 on February 14, 2018.

According to FSDH, the expected decline in the inflation rate is as a result of a slower growth in the year on year Food Index in January 2018 than what was recorded in December 2017.

It said the January 2018 monthly Food Price Index (FPI) from the Food and Agriculture Organization (FAO) shows that the Index averaged 169.5 points. The Index was largely unchanged from the December 2017 figure.

The FPI was down by 0.18 percent, from the revised December 2017 figure but almost 3 percent below the corresponding period last year.

The movement in the food prices were in varying directions in January 2018. The cereal and vegetable oil prices appreciated while sugar and dairy prices depreciated.

The FAO Dairy Price Index depreciated by 2.44 percent in January. The prices of dairy products such as cheese and butter depreciated significantly during the period. The FAO Sugar Price Index dropped by 1.49 percent on the heels of favourable supply conditions in the main sugar producing regions in Brazil and increased exports availabilities.

The FAO Meat Index was marginally down by 0.60 percent on the backdrop of weak global import demand for poultry and pig meat.

On the flip side, the FAO Cereal Price Index gained 2.31 percent from the previous month. Wheat, maize and rice prices firmed up and were primarily responsible for the uptick in the value of the Index.

The FAO Vegetable Oil Price Index was up marginally by 0.33 percent, driven by the rise in palm oil prices which outweighed weakening prices for other oils.

“Our analysis indicates that the value of the Naira appreciated in the inter-bank market while it depreciated in the parallel market. The Naira gained 30kobo to close at N305.70/ $ in the interbank market while it lost N1 to close at N364.50/ $ in the parallel market.

“FSDH Research expects the drop in the international prices of food to counter the effect of the depreciation in the Naira in the parallel market.

“Hence, there should be a moderation in the pass-through effect of imported goods on local prices. The prices of most of the food items we monitored in January 2018 moved in varying directions, leading to 0.79 percent increase in our Food and Non-Alcoholic Index. The Food and Non-Alcoholic Index increased by 18.78 percent from 220.41 points in January 2017.

“We also noticed increase in the prices of Transport and Housing, Water, Electricity, Gas & Other Fuels divisions between December 2017 and January 2018.

“We estimate that the increase in the Composite Consumer Price Index (CCPI) in January 2018 would produce an inflation rate of 15.04 percent lower than the 15.37 percent recorded in December 2017,” the report said.

Some Christians refer to eternal life as though it’s still a promise from God; something to be experienced in the sweet-by-and-by. Yes, it was a promise before the world began, but it has now been fulfilled. God’s plan was to make eternal life available to men through the preaching of the Gospel. When you hear the Gospel, you’re given the opportunity to believe, and receive eternal life into your spirit.

John 3:16 says, _*“For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.”*_ If you believe in Jesus, you have eternal life. Jesus said in John 5:26, _*“For as the Father hath life in himself; so hath he given to the Son to have life in himself.”*_ John tells us in his epistle, _*“And this is the record, that God hath given to us eternal life, and this life is in his Son. He that hath the Son hath life; and he that hath not the Son of God hath not life”*_ (1 John 5:11-12).

Did you notice that it doesn’t say, “God shall give to us eternal life”? Rather, it says, “God hath (past tense) given to us eternal life.” Eternal life is the present-hour possession of the one who has Jesus: _*“…this life is in his Son. He that hath the Son hath life.”*_ You have eternal life NOW. What’s eternal life?

For many, it means the life that goes on and on forever; but that’s only a part of it. Eternal life is the superior life of God; the God-life. It’s the essence of divinity. It’s translated from the Greek word “Zoë.” This life in you makes you superior to Satan, impregnable to sickness and disease; you become secure and unfailing. It’s the supernatural life; it’s the life and nature of God, and it supplanted your human life when you were born again. Glory to God!

  Obasanjo Launches Coalition For Nigeria Movement In Ogun

Former President Olusegun Obasanjo, a few minutes ago, officially launched the Coalition for Nigeria Movement in Ogun State.

The ex-president, who arrived at the Iwe Irohin NUJ Press Centre, Oke Ilewo, Abeokuta, accompanied by the former governors of Cross River and Osun states, Donald Duke and Olagunsoye Oyinlola, respectively, Gboyega Nasiru Isiaka, Mrs. Modupe Adelaja and top politicians from the All Progressives Congress and Peoples Democratic Party, was afterward decorated with the official emblem of the Movement by Duke.
While addressing the full-packed hall, Obasanjo said his letter to Buhari last week was born not out of frivolity, but out of great concern for the situation in the country.

He added that Nigeria as a nation cannot continue business as usual, observing that:

“If the instrument we have used since independence has not worked, then we should rethink and retool to make the country work.”

Obasanjo, who stressed that Nigeria, like any other countries, has various challenges, explained that the Coalition was set up to mobilize Nigerians for peace, unity, security, stability, love, welfare and the wellbeing of vulnerable Nigerians, particularly youth and women who, according to him, have been at the receiving end of national crises.

He mentioned the disrespect for the federal character as enshrined in the country’s constitution, the spate of killings and violence across the country, and the parlous nature of Nigeria’s economy under President Buhari’s administration, as some of the reasons for the Coalition.

Governor Ifeanyi Okowa of Delta State is unhappy that the federal government is yet to fulfil its promises to the Pan Niger Delta Forum, (PANDEF), two years after the promises were made. According to him, FG’s inability to fulfil the promises was responsible for the latest threats by the Niger Delta Avengers. 

He also kicked against FG’s plan to get states to provide lands for colonies, saying that a strong statement from President Muhammadu Buhari would end killings by Fulani herdsmen across the country.

Okowa also spoke on several other national and state issues.

The killings by the rampaging Fulani herdsmen is increasing by the day, what do you think is the solution to this problem?

Well, I actually think that there is a lot that needs to be done. This problem has been on in the last few years, but it appears to have taken a new dimension now. Because the killings you are hearing about now, yes because of the large numbers in Benue and Taraba States, it is coming to the fore, but you find those killings everywhere. Even as I was here (in Abuja,) I got a report that somebody was killed in my state by one of the herdsmen.

I think that the security agencies must stand up to this very wrong approach to the issues of cattle rearing because when people come out and they carry guns, I don’t think that that was what used to happen in the past. Because in the past we used to see herdsmen, they come in; they relate with the people in the various villages, that is not the position at the moment. But when you just stroll into people’s farms, stroll into people’s lands and continue to do all manner of things, it is not right. I believe that there has to be a strong statement coming out from the presidency and such strong statements from President Buhari will possibly spur the Security agencies to take appropriate actions.

First I believe that every herdsman must be totally disarmed because it is not the right thing to do, I don’t think that they are empowered to carry guns as they do, no Nigerian is empowered to carry such riffles except if they are members of security agency. So, we must do that.

Will Delta State concede land for the colonies?

In the first instance you know that Delta State is possibly half of water, half of land. So, obviously we are in need of land.

The opposition in your state alleged that the recently held local government elections were compromised, what do you have to say? 

When you talk about the opposition, I think it is only one party that made that complain because the other parties that participated didn’t speak in the same manner, that is one. I believe too that if you try to follow up several weeks to the elections, I was out there on campaign. I went to the entire 25 local government areas campaigning and thereafter gave our candidates flags, they went to every ward and every unit campaigning, we took it very seriously. Throughout the time to the elections, I did not see any other political party truly campaigning for even those that complained, we never saw them campaigning anywhere. So, I do not know how people want to win elections. If you do not campaign, you do not go to the people; you do not go there to ask for their votes, I don’t know how you are going to get their votes.

I think that essentially, the other parties led by IPAC (Inter Party Advisory Committee) have actually come out with a statement. But on our own we are convinced that we did the right thing and I don’t think we owe anyone any apology because we were ready for the elections but they were not.

Recently, the Avengers threatened to resume hostility and even threaten to destroy oil pipelines, what are you doing to ensure that the threat is nipped in the bud? 

A lot is being done but sometimes there are so many things you do you don’t have to speak about it in public because it is security based. But recently on the 10th and 11th of this January, we set up an advocacy committee against the destruction of pipelines and oil facilities. That advocacy committee is led by the deputy governor made up of very top ranking persons in government who have influence within the sphere of areas where we have these facilities. They organised a conference which involved the youths of that area, it involved the traditional rulers, major opinion leaders and even some very prominent ex-agitators for two days. The Managing Director of Shell was there with very top management of Chevron and other companies where they talked with each other and made far reaching decisions.

These are the kinds of things that we do to try to create a buy-in so that the youths, the opinion leaders, the traditional rulers can be part of governance, can understand what is going on, so we actually reach out to them. It does cost us money but we believe that there is nothing better than peace. In a very peaceful atmosphere, our resources can grow, development is assured and investors can also come in. But there are so many other things we are doing that we don’t have to speak about publicly because of the security nature.

However, I think there is the need for the federal government to keep up to some of its promises. We thank God that the Vice President was with us after we were able to lay the foundation for him to come, he was in Gbaramatu kingdom and spoke to people and spoke to other opinion leaders in Warri. We thank him for that visit but there were certain promises made and when the leaders through PANDEF also visited Mr. President, there were certain requests made. We need to see some of these things on ground. The 16 things that we asked for cannot be on ground but key things have to be on ground. And one that is very key is the Maritime University, I think the National Assembly is concerned because the House of Reps recently passed the bill; it has also passed in the Senate. So, we hope that as soon as possible, Mr. President will sign it into law. Beyond that, a Committee set up by the Vice President then as Acting President to look into the start up of the university; have done a lot of work. They were supposed to start in October 2017, there are already some delays and we are already in January, so you find out that there is some level of agitation. But I do know and I have confirmed that the federal government has released the initial N1 billion to them, and as a state government when we found that there was an agitation last year, we also released N100 million to support the university to start initial things that they needed to do. We think that as quickly as that starts, we can say yes, one out of the 16 things has been done, let’s be patient and look forward to other things

I think too that the oil companies’ relationship with the communities is actually improving. It is usually tough because they also have their own setbacks, sometimes too, some of their actions don’t help but I believe too that with the conference that held and the committee put up to improve the relationship between them and the oil producing communities, I think that that is going to be far-reaching and by the special grace of God, I think our facilities will be maintained.

What’s your assessment of the Buhari government so far?

Well, the government of the APC and the PDP and the APGA government both at the federal and state level came in at a very challenging time. There is no doubt that with the very challenging times, there are definitely some setbacks and many of the things that we did promise, we may not be able to fulfil them. But I will rather not want to directly score it because in scoring a government you need to look at a whole lot of things but what I think I will like to see a little more is the development of infrastructure.

But one thing I find that they have not been able to do well is the management of the budget because in every process, you must manage the budget in such a manner that you will be able to utilise the dry season which you actually need for the development of infrastructure. Unfortunately, in the two years going to the third one now, the national budget is usually passed late in the year and you have already crossed the dry season. So, if funds are not released appropriately because the budgets also have not been passed, you may not be able to achieve a lot. But scoring them on every other thing will be difficult for me. I think in terms of infrastructure development there is still a lot that needs to be done.

Are you happy with the state of things in your party, the PDP and how prepared are you to take over in 2019?

Yes the PDP is getting stronger. We had challenges you do know that and by God’s Grace we were able to conduct a non elective convention in August 2017 and in December we conducted an elective convention. Because we put the right processes in place we were able to tackle the issues that came thereafter. And because it is anticipated that in any elective convention with so many people in the contest, there might be some problems, we foretold that and we had the Siriake Dickson’s Reconciliatory Committee headed by the governor of Bayelsa State. We had a good enough convention by our own assessment. Yes there could be always one challenge or the other, it is normal. But I think the reconciliatory process went very fast, the last pockets of reconciliation are being sealed at the moment. The faction that was about breaking away is already talking with the Uche Secondus-led National Working Committee and everything is being worked out properly.

I think we have gone passed any real challenge as a party at the moment, it is for us to consolidate the processes of our party governance and prepare ourselves to take in a large chunk of people who may not feel happy with where they are. We are preparing ourselves for that. We are also preparing ourselves to begin to reach out to all Nigerians on the need for them to support the PDP because what we have is actually a reformed PDP where we have a renewed focus and I believe too that by the time we go for our presidential primary, we are going to be very fair to all and with that fair contest that we are going to provide, whoever emerges will actually be an acceptable candidate and we go out there to campaign to Nigerians. We have strengthened the party and we believe we are on course to election victory.

They said their constiteunts have received threats from Fulani herdsmen on an eminent attack, though the date was not disclosed.

A member of the House, Isaac Shiddi made the disclosure on behalf of other members while addressing journalists shortly after plenary on Thursday in Jalingo, the state capital.

According to Shiddi, ”We painfully wish to inform Mr President Muhammadu Buhari on planned attacks Wukari/ilIbi Local Government of Taraba by suspected Fulani herdsmen.

“We have received information of their intention and the Fulani say he is coming definitely he would come to perfect his intentions.”

Panic broke out on a passenger plane in Russia when a fire broke out in the middle of the cabin yesterday.
The flight from Moscow had just landed in Volgograd when one of the seats caught fire after a portable charging unit exploded.
Video shows flames and smoke engulfing a section of the economy class cabin, as passengers and crew scramble to put out the fire.

Many of the passengers appear calm and stoical during the incident, but other reports say there was panic on the aircraft, and all passengers were evacuated from the Aeroflot flight.
Some used emergency slides to leave the Airbus A320, it was reported.


A crew member used a fire extinguisher and a bottle of water to put out the burning seats at the airport in Volgograd where England open their FIFA World Cup campaign against Tunisia on 18 June.
One passenger said: 'We were already standing between the seats, and a charging unit began to smoke and soon it was burning.
'The fire was put out in less than a minute. But couple of passengers began to panic.

Senators and governors are locked in a bitter row over the 2019 elections. The development sparked an uproar on the floor of the Senate yesterday.

The senators/governors crises in some of the states were brought up by Bauchi Central Senator Isa Misau who said the crisis between Kano State Governor Abdullahi Ganduje and his predecessor, Senator Rabiu Kwankwaso, could threaten the peace in that state.

Misau criticised alleged display of weapons by youths and women in Kano State on Tuesday.
Kwankwaso (Kano Central) was on Tuesday advised to shelve his planned visit to Kano State to avoid a breakdown of law and order.

Kwankwaso has been having a running battle with Kano State Governor Ganduje over unresolved political differences.

The Bauchi State lawmaker urged the Senate to condemn a situation where a senator would be prevented from visiting his constituency.

He insisted that if the development was allowed to fester, it would become a norm too dangerous to handle.

Misau said: “I want to talk about what is happening in Kano. About 70 per cent of the people in my place share boundaries with Kano.

The level of thuggery we have seen in Kano State is troubling. We need to talk of how Boko Haram
started in the Northeast. It started as “ECOMOG.”

”This issue happened when one of our colleagues said he was going to visit Kano State.

Instead of him to be allowed to visit and talk to his people, the police stopped him. If a senator is not allowed to visit his constituency, one day, it will be anybody’s turn.

“The kind of weapons people paraded yesterday in Kano was troubling. We are watching. I see no reason why a person who wants to travel to his own town will not be allowed. For the first time in the history of this country, women were given arms in Kano on Tuesday.

“If we do not do anything about this, we will be in trouble. How do we give our own people arms? We need to investigate what is happening in Kano State to avoid a national crises.

“We need to condemn what happened in Kano. We need to investigate arms that were given to people in Kano.”

Hardly had Misau concluded his submission when Kano South Senator Kabiru Gaya challenged his right to bring an issue that was being addressed in the state to the floor of the Senate.

Gaya, also a former governor of the state, noted that contrary to the bad picture painted by Misau, there was no breakdown of law and order in Kano State.

He told his colleagues that Kano politics is peculiar and should be handled with care.

Gaya, who described the face-off between Ganduje and Kwankwaso as a “family affair”, asked the Senate to tread softly due the volatility of Kano politics.

He said: “Let me clearly say that we are peace loving people in Kano State. Kano politics has always been different. Kano has always been a volatile state during politics. The rally we had in Kano, there was no case of fighting.

“Nobody was killed. Let us understand. The issue of the two governors must be understood. They are both governors. This is a family matter and we are working to reconcile both of them.”

Backing Gaya, Senator Jibrin Barau (Kano North) questioned why Misau should bring the issue to the Senate.

Barau said senators should restrict themselves to issues in their states, instead of delving into areas that do not directly affect them.

He wondered why Misau was not bothered about the face-off between him and Governor (Bauchi State) Mohammaed Abubakar)

The Kano North Senator accused Misau of misleading the Senate, by claiming that Kano State could be thrown into chaos.

.Barau said: “I am worried here. A trend is now emerging and we tend to create troubles among ourselves. What Misau has started will not go well with this Senate. The Senate President must stop it.

“We are all politicians. There are bound to be disagreements. Misau is being used by some people to blackmail us in Kano State.”

Senate President Bukola Saraki frustrated attempts by Misau to respond to the barrage of attacks on him.

Saraki gave Kwankwaso the floor, but he declined, saying: “I believe as a leader, I do not want to say anything.”

Saraki asked his colleagues to avoid bringing personal problems with state actors to the floor.
He noted that senators needed to agree at what point certain issues will be entertained in the chamber.

Saraki said,”This is a matter that can be addressed at the state level. There is still a room for reconciliation. There is going to be a trend when politics will creep in here. We need to try and manage this issue. Many states have these challenges.

“We need to agree at what point this issue should come to the floor of the Senate. Let us rise above these issues before we bring them here. We need to set up a committee to begin to look at these issues.”

Saraki told Committee on Police Affairs Chairman Abu Ibrahim to invite the Inspector-General of Police (IGP), Mr. Ibrahim Idris, and ensure that adequate security is provided whenever Kwankwaso decides to visit his constituency.

“They must provide security at anytime Senator Kwankwaso wants to visit Kano State,” Saraki added.

Some directors in the National Intelligence Agency (NIA) have raised an alarm over recent developments in the agency, particularly the change in leadership. The directors, in a letter to the House of Representatives Committee on Security and National Intelligence, called for an urgent intervention to stop the change in the agency 's leadership from having severe consequences on the country's security apparatus. They are demanding the removal of the newly appointed Director-General of the agency, Mr. Ahmed Rufai Abubakar.
Dated January 29 and co-signed by EO Olanrewaju, Nelson Obiakor and Ahmed Sarki ( not real names) on behalf of a group named Concerned Directors of NIA, the letter said the appointment of Mr. Abubakar is a threat to cohesion in the agency. According to the letter, Mr. Abubakar is the first head of the agency to be appointed from a rank below that of a director.

"Since its inception 32 years ago , nobody below the rank of a director has been appointed as its head. This explains why we regard the recent appointment of Ahmed Rufai Abubakar, a man who is on record to have failed to merit elevation to the rank of director and who has retired from service to come and preside over people who are not only his seniors in rank but who fit into the order of precedence," said the letter.

The disaffected directors argued that Mr Abubakar’s appointment as DG NIA will set a dangerous precedence.

"While we are aware that part of the new DG’s agenda is to retire those of us who are his seniors, as it is more likely that he may not want to work with us, it is evident that he will pursue a vendetta mission, which he has already indicated in his very first address to us.He is at liberty to go ahead with what we know he intends to do, but we wish to point out the underlying dangers in a massive purge of senior officers of the agency, to the effect that, not only will the millions of dollars spent on training and retraining us be lost, we are also custodians of the country’s intelligence dossiers, and may decide to use same for mischief," said the disenchanted directors.

They warned that the country’s already brittle security situation may become worse if they are shabbily treated by the new DG NIA. They also said if Mr. Abubakar is unable to work with those of them still in service and with better credentials, the Presidency should appoint a serving director, who understands the dynamics of the agency in his place.

"Having failed promotion examinations to the directorship rank, which we can attest to and make bold to state that it amounts to administrative suicide to allow a practical misfit take over the agency and later mortgage same to his paymasters, who have ulterior motives," said the directors.

They requested the House to investigate Mr. Abubakar's nationality.

"Since the government, itself admitted that Mr Abubakar was born and bred in Chad, while on the other hand, he claims to have been born in Nigeria; at least going by his the records and his CV, suffice it to point out that there is an obvious contradiction. We call upon this honorable body to thoroughly look into this seeming discrepancy," they requested.

They stated that the agency's rules require that any prospective appointee into such strategic position must be vetted from the cradle.

"It is an incontrovertible fact that Mr. Abubakar’s links with Chad, a country with likely rival interest with Nigeria, makes him suspect as an espionage and not fit to head the country’s elite intelligence agency.

"It is necessary for us to alert that, the issue of likely doubtful loyalty is a serious issue in intelligence corridors. Where a person’s nationality or that of his spouse becomes unclear, a thorough vetting from the cradle become even more demanding.

In this case, it is very dangerous that the vetting process has been compromised, which is an ominous danger to the nation’s security," argued the directors.

The equally requested the House Committee to investigate the activities of the Mr. Babagana Kingibe-led Presidential Review Panel as the relate to Mr. Abubakar's appointment.

"It is very curious that paragraph 4(1) of the recommendations of the Kingibe panel prescribes that a serving director should be picked as the Director-General, only for the same characters that sat in judgement over the need to reorganize the NIA, turning around to violate their own recommendations, by picking one of them to contemptuously assume duty as head of the NIA," the directors said.

They alleged that it was very clear from the start that the Presidential Review Panel was inaugurated purposely to protect the former DG, Mr. Ayo Oke, who has repeatedly threatened to expose beneficiaries of his time in office if there is an attempt to disgrace him. The angry directors further alleged that the motive is to ensure that the remaining $44 million of the NIA intervention fund is kept within the reach of the cabal.

"The failure of the immediate past Acting DG, Muhammed Dauda, to allow them access to the money may be the reason for his removal," they reasoned.

The Concerned Directors also disclosed that the Clandestine Operations Unit of the NIA has been ordered to manufacture and clone documents that could be used to defend Mr. Abubakar against the legitimacy crisis he is facing.

About a year ago, the Nigerian Army announced the retirement of 38 senior officers for alleged partisanship in the 2015 general election as well as involvement in defence contracts scam.  What is your take on the procedure of sacking the military officers?
The present leadership of the Nigerian Army punished the 38 senior military officers by compulsory retirement in an action which was a breach of due process. It lacked fair hearing and the decision violated the provisions of the constitution of Nigeria.

The army said the officers were corrupt, that they were involved in partisanship connected with the general elections of 2015 and that they  were involved in arms procurement contracts fraud.
These are not true. Let’s break the issues down. Two panels were set up before June 2016 to investigate the alleged issues. The panel on the election was set up by the Chief of Army staff and it sat in Kaduna, headed by the then general officer Commanding 1 Division, Maj-Gen.  Adeniyi Oyebade, while the panel on arms procurement, headed by Retired AVM Jon Ode, sat in Abuja under the Office of the National Security Adviser.
As we speak, the report of the panel on the elections, submitted in January 2016, has yet to be made public by the Army in any way.
But the interim report on the arms issues was published by the army.…
Yes, but the report was completed about six months after the Army had punished the Army 38 in December 2016. Kindly note: after, not before.
How do you get to punish someone for involvement in arms procurement even before the panel looking into arms procurement had yet to conclude its work?
I certainly don’t want to be understood as saying that the arms procurement scandal did not happen. I am merely saying that the persons  involved in those two issues were not the ones that were punished. This should make Nigerians ask questions from the present army leadership.
Let me give you some context in numbers. In the list of 38 senior army officers are nine major generals, 10 brigadier generals, seven colonels, 11 lieutenant colonels and one major. We are talking about 1,000 years of military training and experience and billions of naira used to train these fine officers.

But none of the 38 senior officers was ever charged, tried by a court-martial or found guilty of any offence in line with Armed Forces extant rules and regulations before they all heard of their retirement in the media. They were never investigated for any infraction; they were never indicted, they were never tried and they were never convicted of any disciplinary or criminal breaches.
In his defence, the Chief of Army Staff, Tukur Buratai, claimed that the affected officers were retired based on ‘service exigencies’ and in line with the Armed Forces Act, CAP A20 Laws of the Federation of Nigeria 2004. What is your take on this?
When I heard Brigadier-General SK Usman, the army spokesman, make the assertion on behalf of Buratai, I didn’t know whether to laugh or cry.  What does exigency mean? Exigency means either ‘demands or state of emergency’. So, I ask, what service demands have made the Nigerian Army retire 38 senior officers without finding anyone of them guilty of an offence. It appears someone just wrote a list of names and retired them otherwise why weren’t they even queried? The exigency argument was first made in June 2016 and repeated by Major General John Enenche, the Defence spokesman, essentially because the Army came to the realisation that there was no factual basis to continue to assert that the Army 38 were corrupt, were involved in partisanship in elections or that they were involved in arms procurement.
What does the military leadership then mean by service exigencies and how does it relate to the case of these retired officers?
Clearly, this issue of service exigency is an afterthought. It is because there is no evidence to justify the reasons for retiring the officers.  But when we tried to examine the exigency proposition, it leads to more and more questions. For example, what are the exigency arguments that the Nigerian Army can make for sacking seven senior army officers from Rivers State? How exigent is it to purge Rivers State of the core of the officers from that state! What is the exigency argument for removing 24 senior army officers from the South-South and South-East zones of Nigeria? If anyone committed an offence, won’t you put him on trial and convict him to serve as a lesson to others? This was not done here because the officers are innocent.
All military officers are entitled to appear before courts martial to ascertain their guilt or otherwise when accused or are alleged to have committed an offence. Why do you think the military didn’t go through this procedure before sacking the affected officials?
Very simple, there is no evidence to support their claims that the Army 38 committed “serious offences”.  None of the Army 38 was court-martialled. None of the Army 38 was charged, tried or convicted by a court-martial.
For instance, we were before the Ethics, Privileges and Public Petitions Committee of the Senate on October 17, 2017. The members of the committee had the Military Secretary as well as the Army Director of Legal Services, Brigadier Yusuf Shalangwa, before them. The senators asked the director of legal services to tell them why one of the Army 38 was punished by compulsory retirement. The army had no reason to give, none whatsoever! The committee members were shocked that Nigerian officers were treated so shabbily. Instead, Shalangwa said the army was aware of the officers’ petitions and that they were awaiting a response from the Presidency. That alone was clear evidence that they did not follow due process.
Do you think that the sacking of the officers was a political move?
I think the sacking of the Army 38 is a very significant indicator that all is not well with the Nigerian Army under its present leadership. The leadership has displayed a total disdain for due process, right to fair hearing and rule of law.
Let’s look at the timeline again.  In June 2016, the Nigerian Army punished the Army 38 by compulsory retirement. These officers immediately wrote to President Buhari to review their cases. They wrote to the President through the chief of defence staff. I can tell you that more than one year after, those letters have not been taken to the President.
How do we know this? We know because a court of competent jurisdiction had to make a specific order in June 2017 to compel the chief of defence staff to take the letters to the President. I will also tell you that, as we speak, the chief of defence staff has yet to comply with this order of the court.
Is there corruption in the military hierarchy in terms of the way the body manages its human resources?
Absolutely. The story of the Army 38 proves it.  For instance, in January 2016, the army recalled Major General Ahmadu Mohammed who is from Katsina State. This gentleman had been punished by compulsory retirement by the previous administration. However, due process was not followed in meting out punishment to him, and so this present army leadership recalled him. It was the right thing to do. The army leadership said at the time that the General was never queried, charged, tried or found guilty of any offence.
The affected officers have appealed to President Muhammadu Buhari, through the chief of defence staff, against their wrongful retirement from the Nigerian Army, seeking redress. Why do you think the President didn’t consider their appeal?
Frankly speaking, I believe the President has been fed with false information by the defence and army leadership.  Otherwise, if what they told Mr. President is true, why the reluctance to hand over the petitions? They don’t want their deceit exposed and this confirms the need for a review. If what they did was correct, then why didn’t they come out and say so? Mr. President is a just and fair man, he will insist on due process and that justice must be done.
 You know that all of these Army 38 have spent their entire adult life in the army believing that the institution is just and fair. They believed that the army might seem harsh but that ultimately that the army is just. This episode of the army 38 has made all of them question their faith in this institution that they have loved and served with pride and distinction for so long. Since this sudden and premature retirement with their reputation tarnished, most of them have tales of woe. You will weep if you know the extent of the hardship and sufferings these officers and their families are experiencing.  The home of one of them got burnt down, he and his family escaped death by the whiskers. Another one was involved in a major accident. His car was a total write-off. So the psychological trauma of the retirement is what happened to Lt. Colonel Baba Ochankpa. The army broke his manly heart. That fine officer died literally of a broken heart.
The widow of Lt. Col Baba-Ochankpa (Mrs. Ruth Baba-Ochanpka) deserves justice. His children deserve  justice. These beautiful children deserve to have removed the stain that the present army leadership has put on the memory of their father.
What do you want the government of President Muhammadu Buhari to do on this matter?
 Shehu Othman Dan Fodio said a society can abide in the absence of religion but no society can survive the absence of justice.  If the President gets this, all I want to do is challenge him to give us justice. That’s all we ask.

in Abuja to launch a new movement, Coalition For Nigeria Movement (CNM). The new movement which was formed to enable “a transition from where we are to where we ought to be” however said “it isn’t a political party yet.” Former President Olusegun Obasanjo had, in his last week’s statement to President Muhammadu Buhari, advocated for the formation of a Coalition which will serve as the third force in the country. Chieftains of the ruling APC and that of the main opposition PDP also flooded the Shehu Musa Yar’adua Center Abuja, venue of the official launch of the movement known as Coalition for Nigeria Movement (CNM). Some of the APC chieftains in attendance include a member of the Board of Trustee (BOT) Buba Galadima, Oyinlola, who is also the Board chairman of Nigeria Identity Card Management Commission (NIMC) Olagunsoye among others. For PDP, former National chairman of the party, Ahmadu Ali, former Governor Donald Duke, and others. But speaking at the launch of CNM in Abuja Wednesday, Oyinlola said the “movement was not launched to legitimise OBJ’s legacies.” According to Oyinlola, though the messages raised in the Obasanjo letter were true and should be looked into, the launch of the movement was just a coincidence. He said himself and other notable Nigerians felt “the time has come that the youths should take the lead while the elders only provide guidance.” He said they believed that the leadership of Nigeria should be given only to those who really have the interest of the country at hearts. Oyinlola, who is a board member of the ruling APC, said the time is now for youthful politicians and other youth leaders from across the country to take their destinies in their own hands and save Nigeria from collapse. He said: “We are forming the movement to give the youths the chance to savage the country. We, the elders will only provide guidance. We will be doing these together to savage Nigeria from total collapse. “This is not a political party, at least for now. If it must turn into a political party, it must be the collective decision of all of us in the movement. Let me also add that we are not formed to legitimise OBJ legacies.” When asked whether he was ready to quit Buhari’s government to achieve the desire of the movement, Oyinlola said that he was willing to give up his Chairmanship position on the Board of NIMC to ensure that CNM becomes a success story. This is a part time commission which means I have only four meetings in a year but get it right; I joined a political party to serve my country and my service in NIMC is to my country and man. He said, “Forget about the story that we are the largest economy in Africa, it is an imagination of numbers. There are so many people in Nigeria and even if we are doing nothing, it will still be the largest economy but in terms of productivity, we are nowhere. “If 39-40 years ago, our federal budget is N25billion , and today, it is N23billion and our population is 196million it practically explains where we are and what we have to do, the need to work as a coalition and change our nation”. Speaking with newsmen, a Board of Trustee member of the ruling All Progressives Congress (APC), Buba Galadimma declared his support for the coalition, saying it does not go against his membership of the APC. He said, “It is not a political party. It is a movement being put together to salvage our country from the verge of disintegration”. The son of a former Nigerian Prime Minister, Abduljalil Tafawa Balewa, who was also graced the event, said youths are now waking up from their slumbers with the formation of the movement. Tafawa Balewa, who is the co-chairman of the movement for North, added that new dawn had been born in the country. The coalition is said to represent a movement that seeks to promote and ensure socio-economic development, improvement, growth, social justice, egalitarianism, cohesion, cooperation, equity, equality of opportunity, transparency, societal order, rule of law, human security and human rights leading to national unity, good governance and general well being and welfare of all citizens and inhabitant of Nigeria.

The Chairman of the Presidential Advisory Committee Against Corruption, Professor Itse Sagay, has called on President Muhammadu Buhari to sack the cabal in the presidency.
He said they have constituted themselves into a clog in the wheel of progress of the Buhari administration, especially in the area of fighting corruption.
Sagay made the call yesterday evening in Minna while responding to questions from journalists shortly after delivering the convocation lecture of the Federal University of Technology (FUT), Minna, Niger State.

The anti corruption crusader said the cabals have no business being in the presidency and indeed have overstayed their usefulness and as such they should be fished and flushed out.
He however declined to mention the cabals saying, “they are not helpful to the government, everybody is complaining about them.”
Speaking on the Maina saga, Sagay said those behind his recall to the civil service should also be identified and punished, insisting that the matter had not been swept under the carpet.
He said that the problem with the former chairman of the Presidential Task Force on pension did not start with the President Muhammadu Buhari administration, adding that the government was determined to bring the problem to an end to the satisfaction of all Nigerians.
In his lecture earlier, Sagay enjoined Nigerians to support President Buhari and Vice President Yemi Osinbajo if the country is to get to the promised land, describing the duo as men of integrity whose type are not easily come by.
“Buhari and Osinbajo have absolute integrity, if we don’t use them now I don’t know when next we will have leaders like them. All my hopes are on Buhari come 2019.”
He however said that the president should be firmer adding that “we need a little dose of autocracy if we want to develop.”

Antonio Conte had no doubt the pressure on his position would intensify after his Chelsea side’s stunning 3-0 defeat by Bournemouth at Stamford Bridge on Wednesday.
The Blues head coach insists his Chelsea team, the reigning Premier League champions, are over-achieving this season –- but claims he is “relaxed” if members of the club’s hierarchy view things differently.
Defeat left Chelsea in fourth place in the Premier League, just two points above Tottenham Hotspur and Conte accepted there were concerns over whether the Blues would qualify for next season’s Champions League.

“The pressure, it’s normal. It’s normal for a coach, for a manager,” Conte said. “It’s normal if you are Chelsea’s coach.
“After the first game this season, you (the media) tried to put pressure on my job. But I’m trying to do my best.”
The Italian added: “If someone doesn’t think this club deserves this table (position) or deserve this situation. I repeat: we are doing everything, we are doing 120 percent. I’m exploiting this squad at the maximum level.
“But, if someone doesn’t agree about this, I’m here. I have to accept every situation. I’m very relaxed about this. I know that I’m doing a great job, a great work, me and the staff and the players.”
There have been reports that Conte has angered Chelsea’s Russian billionaire owner Roman Abramovich with thinly veiled criticism of the London club’s transfer policy.
Reality
Asked whether the transfer business conducted by Chelsea’s top four rivals had made the task of claiming a top-four finish harder, Conte replied: “We have to understand that, if we want to speak about football and if we think to understand football we know very well this (a top four place) will be very difficult for us.
“If we want only to dream and not see the reality –- in this case, I can tell you now we can fight to win the title this season!”, added Conte, whose side area huge 18 points behind leaders Manchester City.
“It will be very important to look at the reality and to know that, if we are able to reach a place in the Champions League, it will be a great success for us. Otherwise we have a normal season.
“My task is to try to be more realistic and try to transfer this to the players, because the players… if they know and understand the danger… But the players are fantastic in their commitment. They understand very well what our situation is in this season.”
New signing Olivier Giroud watched the game from behind the dug-out but Conte said: “I don’t think now is the right moment to speak about Giroud after a bad defeat.”

Goals from Callum Wilson, Junior Stanislas and Nathan Ake in 16 second-half minutes secured Bournemouth’s impressive victory.
The win moved Bournemouth up to tenth place, although they remain just five points clear of the bottom three.
Eddie Howe said the victory at Stamford Bridge was the best moment in his nine years, spread over two spells, as Bournemouth manager.
Howe, who has steered the club through the leagues from third-division League One, said: “This is the best (feeling) because of the performance.
“When we won here in our first season in the Premier League it was a historic performance, but it was backs against the wall. There was no luck connected today. It was a very strong performance. We’re improving, we’re getting stronger, we were very brave in our approach.”
“Full credit to the players: Chelsea are an outstanding team, but we defended very well, attacked with purpose, and the shape and balance were very good.
“We were unbeaten in five coming here and wanted to keep that going, picking up points,” Howe added.

The services, the airline said, will cover Lagos-Kano-Lagos, Kano-Abuja-Kano, Lagos-Yola-Lagos and Abuja-Yola-Abuja.
The carrier had earlier fixed February 19 for the commencement of its flights from Lagos to Freetown in Sierra Leone, Banjul in The Gambia and Dakar in Senegal.
Air Peace, which also plans to start its flights to Dubai, London, Guangzhou-China, Houston, Mumbai  and Johannesburg this year, said it would operate both morning and evening flights from Lagos toKano.

The Borno State Emergency Management Agency (SEMA) has said that five persons were killed in the suicide bomb attack at Dalori Internally Displaced Persons (IDPs) camp, Maiduguri on Wednesday. SEMA also confirmed that 39 others sustained various degrees of injuries in the suicide bomb attack at Dalori IDP camp, Maiduguri. SEMA’s Chairman, Satomi Ahmad, confirmed the incident to newsmen in Maiduguri. Satomi said a female suicide bomber infiltrated the IDPs camp and detonated an explosive, killing herself and five other persons, while 39 others were wounded. He said the second suicide bomber detonated improvised explosive device at the entrance of Dalori residential quarters and blew herself to pieces. According to him, there is no casualty in the second attack. The chairman added that those wounded had been taken to the Specialist Hospital, Maiduguri.

The Federal Government on Wednesday explained why the Nigeria National Petroleum Corporation (NNPC) is charging Nigerians higher than the official N143 per litre to fund the importation of petrol.

Minister of Finance, Kemi Adeosun gave the explanation at of the four-and-half hours Federal Executive Council (FEC) meeting, presided over by President Muhammadu Buhari.

Adeosun, briefing State House Correspondents at the Council’s briefing room of the Presidential Villa, explained that though technically there is no more subsidy paid to oil marketers, the NNPC was currently under-recovering as the sole importer of product and selling at less than cost price, thereby losing huge sums of money to defray the extra costs of importation of fuel products.

She explained that the effect of this was being borne by all tiers of government, including ordinary Nigerians, which reflects in the low returns into the Federation account.

The NNPC had on Monday in Abuja revealed that the federal government was indebted to it to the tune of N170.6 billion in outstanding subsidy payments due from January 2006 to December, 2015.

Group Managing Director of the Corporation, Dr. Maikanti Baru, had at the ongoing Investigative hearing on N5 trillion subsidy payments from 2006 to 2016, said the figure was arrived at after deduction of N4.950.80 trillion received as payments from the N5.121.40 trillion approved subsidy claims of the corporation from January 2006 to December 2015.

The 36 governors of the Federation on the platform Nigeria Governors Forum (NGF) had last week accused NNPC of failure to remit to the Federation Account the Joint Venture Cash Call for five years.

According to them, this took place when the Cash Call Joint Venture was high as the oil price was about $110 per barrel.

Adeosun, while responding to question on who pays the differentials between N171 Lansing cost for petroleum and N145 pump price, said:
“On the question of subsidy, the price of oil for Nigeria today is a double-edged sword. So every dollar that goes up we get more revenue, but also because we are importing refined petroleum increases the landing cost of fuel.

“So for every time we get excited that the oil price is going up, there is also a knock-on effect on the price of imported PMS and that is a function of us not having refining capacity; it is one of the unfortunate impacts of that.

“Now, when there is talk of payment of subsidy, technically today there is no subsidy but there is under-recovery. Why that is is because NNPC are currently doing all the importing. They are importing at a higher price than they are selling, which means they are losing money; which means effectively that loss is being borne by everybody and effectively it is reflected in the federation account.

“So, there is no subsidy payment in the way the old subsidy scheme used to work where they were paying the oil marketers; but there is an under-recovery, a loss on the importation of PMS being borne by NNPC and, therefore, indirectly being borne by everyone one of us.”

On the budget benchmark and excess crude, the minister said:
“Let me explain how the price is structured. The budget is a function of price and quantity. Excess crude kicks in when both price and quantity are exceeded. Now if you look at the oil price for last year and most of this year and quantity, the quantity has frequently been below the target and so you don’t necessarily get the straight credit into excees crude as a result of oil price.

“Having said that, with the oil price consistently higher now, we should begin to start seeing some accruals into our excees crude going forward because we are starting to see some recovery in quantity. But remember that the quantity estimate is 2.5 million barrels per day and it must be consistent every day and the price above the benchmark before you get automatic credit into excess crude.

“Having said that, what we do expect this year will begin to accumulate funds into the excess crude.”

On why there is budget deficit despite increase in remittances by government agencies, Adeosun said:
“On funding of the budget, Customs will report that they made a trillion, FiRS and so on; that is absolutely correct. But if you also follow those who cover the FAAC accounts, you will know that that money is shared every month among the three tiers of government. That is what makes up the FAAC.

The FAAC is made up of Customs revenue, FIRS revenue and NNPC revenues. So that money is not just for federal budget; it is all for the three tiers of government – that’s all they all live on.

“So Customs has improved its revenue significantly and will continue to do so, but you do need to remember that there are three tiers of government sharing that money.

“It is also the function of the size of the budget. This administration is running a significantly larger [budget] than… previous administrations.

That was deliberate because, as my colleagues have said, we are in a recession. And when you are in a recession the way you get out of it is to spend money.

So we increased the size of our budget deliberately, so we will need to borrow the difference and that is why you have the debt deficit which is what really translates to the massive spending on infrastructure that helped us out of recession in five quarters when many oil producing countries stayed in recession for two, three years.

That was a deliberate strategy of this government, because we needed to spend our way out of recession. We spent specifically on infrastructure which we felt will create jobs and drive growth.

“And it is quite interesting listening to my two colleagues say how the linkages between the money we released, the programmes and projects they are doing and the grassroots, are all being implemented and there is a trickle-down effect of what has been done.”

Hebrews 3:1 says, _*“Wherefore, holy brethren, partakers of the heavenly calling, consider the Apostle and High Priest of our profession, Christ Jesus.”*_ The Word calls us “holy brethren.” Men may look at you as unholy, but God says you’re holy and accepted before Him in love.

This is the reason we can pray to God and expect answers. It’s the reason we can change hopeless situations, because we have a right of hearing in the presence of Almighty God. The Bible tells us something so insightful in 2 Corinthians 5:19. It says, _*“To wit, that God was in Christ, reconciling the world unto himself, not imputing their trespasses unto them….”*_ Think about that: If because of Jesus, the sinner isn’t being held accountable for his sins, what about you who are now in Christ? (See Romans 5:10).

Now, read Colossians 1:21-22 and shout for joy! It says, _*“And you, that were sometime alienated and enemies in your mind by wicked works, yet now hath he reconciled in the body of his flesh through death, to present you holy and unblameable and unreproveable in his sight.”*_ Notice the reason for the reconciliation: to present you holy, blameless, and unreproveable before God.

It doesn’t matter how much Satan accuses you or how others may blame you, God has chosen you to be holy and without blame before Him in love. Strengthen yourself with this thought today.

  $195M Contract: Reps Give Amaechi 72 Hours To Produce Documents

The minister gave details, “When you see the equipment on the waterways, people will know they are safe and secured. Mr. President has kindly approved that, and that is being done through the Nigerian Maritime Administration and Safety Agency.

“In the three years, they will train our Navy, our Army and our Police so that we can stop spending money escorting boats and vessels on our waterways.

“Currently, Maersk told me they spend between $15m and $18m annually to those escorting their vessels from one point to another on our waterways. We should be able to deflate that by next year so that people can do their businesses on our waterways without any fear of being attacked or harassed.

“The Israelis have assured us that after the training of our security operatives, such harassment and attacks on our waterways will not happen again.

“They even said we should hold them accountable if such harassment persists on our waterways after the training. That is one achievement that has happened under our leadership in the maritime sector.”

But the House resolved to probe the contract after up to 10 civil society organisations petitioned Amaechi, warning the Federal Government against proceeding with the contract.

They had observed that such contracts could have security implications for the country by exposing its waterways to foreign hands.

The House Committee on Public Petitions chaired by a member of the Peoples Democratic Party from Abia State, Mr. Uzoma Nkem-Abonta, is investigating the contract.

A session convened at the National Assembly in Abuja to investigate the issue was stalled on Tuesday after lawmakers could not lay their hands on the contract papers.

Expressing the frustration of the committee, Nkem-Abonta stated, “We have been demanding these documents and we have received no responses. This is about the 8th hearing on this issue.

“If the contractual documents and agreements cannot be produced within the next 72hours, we will be forced to close this matter and make our recommendations to the House.”

Another member of the committee from Lagos State, Mr. Rotimi Agunsoye, expressed displeasure over the situation, saying that the House was being taken for granted.

“There is no point giving the stakeholders extra 72 hours since tax payers’ money is involved. We should just close the matter.”

He argued that further giving the stakeholders another 72 hours was a waste of parliamentary time.

However, Nkem-Abonta intervened, urging his colleagues to give Amaechi one last chance with the 72-hour grace.

He added, “Let us still give them the benefit of the doubt; after 72 hours we can close the matter.

“For now, my ruling is that all relevant stakeholders should stay action in all activities pending the outcome of House resolution on the issue.

“We have wasted so much parliamentary time on this issue that we will close the matter immediately after 72 hours.”

WEDNESDAY, 31ST JANUARY.

TOPIC ✨ PRAYING IN HIS NAME✨

And in that day ye shall ask me nothing. Verily, verily, I say unto you, Whatsoever ye shall ask the Father in my name, he will give it you. Hitherto have ye asked nothing in my name: ask, and ye shall receive, that your joy may be full (John 16:23-24).

Jesus never said we should call on the saints who have gone to heaven to pray for us, like some Christians do today. Even Jesus said He wouldn’t have to pray for you, because the Father Himself loves you. Thus, the idea that Jesus is beside the Father, begging Him on our behalf, as some Christians wrongly assume, is unscriptural. Read His words: “At that day ye shall ask in my name: and I say not unto you, that I will pray the Father for you: For the Father himself loveth you…” (John 16:26-27).

As read in our opening scripture, He taught us how to pray, which is in His Name, and not through His Name. There’s a difference between the two. To pray through His Name is to make Him a medium. To pray in His Name is to exercise the power of attorney He’s given us. The next time you hear someone pray and conclude with, “...through Jesus Christ, our Lord,” let the person know he hasn’t prayed yet, because that prayer isn’t going to be answered.

You might say, “But I’ve been praying that way and getting results”; that’s because you’re still a spiritual babe, and God is waiting for you to grow up. The Bible says, “And the times of this ignorance God winked at; but now commandeth all men every where to repent” (Acts 17:30). If you don’t think this means much, try to cast out devils by saying, “Through Jesus Christ, I command you to come out”; it’ll not work, because that’s not what the Word says.

Jesus said in Mark 16:17, “And these signs shall follow them that believe; In my name shall they cast out devils”; He didn’t say, “through my Name.” To pray in His Name is to assume His authority, His glory and His person. When you ask the Father anything or make a demand in the Name of Jesus, it’s as though Jesus Himself were asking. We live in His Name. Hallelujah!

Dear Father, I thank you for the legal right to pray in the Name of Jesus and receive answers. Even now, I declare that my day is blessed, fruitful and productive, in the Name of the Lord, Jesus. Amen.

My heart is bleeding profusely as fulani herdsmen is currently taking reprisals attacks bearly after 24 hours of Tiv militias killed 73 cows and kidnapped 2 at Kadarko, Keana LGA of Nasarawa state neighbouring Benue state  yesterday.

Reportedly the murderous Tiv militias numbering over 1000 invaded the Fulani communities across Kadarko mid night and unleashed mayhem by sporadic guns shots killings cattle and people.

May almighty God bring an end to this humanity against humanity'

A PRIMARY SCHOOL HEADMASTER AMONG THE OVER 11 TIV PEOPLE KILLED BY FULANI HERDSMEN AT KADARIKO TODAY.

Fulani herdsmen attacked the Tiv people living in Kadariko in the early hours of today and killed 11.
One of those murdered in the attack is Mr Augustine Yaagee,a headmaster of LGEA  Primary school Umalai, Kadariko, Keana Local Govt,Nasarawa State.

The attack which lasted for hours started from 1am.Mr Augustine was shot straight on the head.His remains have been deposited at  General Hospital,North Bank Makurdi.

His brother,Hon Matyondo John,claimed the body and conveyed the corpse to the mortuary.He described the attack as evil committed against his family by the herdsmen.

An online who visited the mortuary said...

'While I was at the mortuary, my heart was bleeding blood especially when I saw the wife and the two little children crying for their husband and dad respectively that was then been prepared by the mortuary attendant.

My cry is to the world to know that what is been said about herdsmen attack on the Benue nation is not fabrications, the killings are real, and the Federal govt has not done enough to address the situation.

I also want to call for the arrest of the Miyetti Allah leadership by the federal Government to stop this killings.

Since we have refuse to give up our land, we don't have a choice but to protect our land and our lives, so this is the time to act.

RIP Mr Augustine yaagee and all souls of the departed'.

  Fulani Herdsmen Have Killed 168 Nigerians In 2018 - Amnesty International

Amnesty International has claimed that clashes between farmers and herdsmen have claimed at least 168 lives in 2018 alone.

In a statement on Monday, Osai Ojigho, country’s director of the organisation, called on the government to find a lasting solution to the crisis.

“The Nigerian authorities’ response to communal violence is totally inadequate, too slow and ineffective, and in some cases unlawful,” Ojigho said.

“Clashes between herdsmen and farmers in Adamawa, Benue, Taraba, Ondo and Kaduna have resulted in 168 deaths in January 2018 alone.

“Hundreds of people lost their lives last year, and the government is still not doing enough to protect communities from these violent clashes. Worse, the killers are getting away with murder,” he said.

She said in 2017, 549 deaths were recorded across 14 states, while thousands were displaced.

“In 2017, clashes between nomadic herdsmen and local farmers resulted in at least 549 deaths and thousands displaced across Enugu, Benue, Taraba, Zamfara, Kaduna, Plateau, Nasarawa, Niger, Plateau, Cross Rivers, Adamawa, Katsina, Delta and Ekiti states.

“The government must totally overturn its response to these deadly clashes to avoid this crisis getting out of control. They need to investigate and bring suspects to justice,”‎ she said.

She also said the military was currently performing operations in 30 states of the country.

Ojigho cited an incident in December 2017, when a fighter jet had fired warning shots in an Adamawa village to prevent reprisals between the villagers and herdsmen.

“The frequent deployment of soldiers has resulted in many cases of excessive use of force, unlawful killings and extrajudicial executions throughout the country,” the statement read.

“The Nigerian military is currently performing security operations in 30 out of Nigeria’s 36 states and the federal capital territory, often taking over routine policing duties.

“The government’s reliance on the military for help in handling what should be public order situations has also seriously undermined the role of the Nigerian police.

“In some cases where the Nigerian security agencies did respond to communal violence, they used excessive or unlawful force resulting in even more deaths and destruction.

“On 4 December 2017, Nigeria’s air force sent fighter jets to fire rockets at villages as a “warning” to deter spiralling communal violence, as hundreds of herdsmen attacked at least five villages in Adamawa state to avenge the massacre of up to 51 members of their community, mostly children, the previous month in Kikan.

“An Amnesty International team visited the villages in the aftermath of the air raids and gathered witness testimony from residents who described being attacked by a fighter jet and a military helicopter as they attempted to flee.

“Launching air raids is not a legitimate law enforcement method by anyone’s standard. Such reckless use of deadly force is unlawful, outrageous and lays bare the Nigerian military’s shocking disregard for the lives of those it supposedly exists to protect.

“This is unlawful and excessive force on a catastrophic scale. It is yet another tragic example where Nigeria’s armed forces are found applying deadly military tactics to law enforcement situations.

“As the herdsmen shot people and torched homes, and the air raid resulted in fire, it was not possible to establish how much of the death and destruction was a direct result of the air attacks or attributable to the attack by herdsmen.

“Houses started burning. Children started running for their lives. Mothers packed up their children and escaped with them. We men were unable to fight back and we started running too. This jet burnt our houses and properties to ashes.

“In some villages, the rocket attacks happened at the same time as the herders raids, while in other villages the air force arrived shortly afterwards, witnesses told Amnesty International.

“Locals in each village also provided Amnesty International with lists of the dead, which totalled 86 names.

“The Nigerian authorities must investigate these attacks and, where these investigations indicate criminal responsibility, prosecute those responsible and bring them to justice,”‎ it added.

  Buhari ‘warns Aides Over Obasanjo’

President Muhammadu Buhari has warned his media aides against “engaging or instigating attacks” against former President Olusegun Obasanjo over his recent statement on the performance of the president.

Minister Shittu ‘on his own’

The Minister of Communications, Adebayo Shittu, on Monday however attacked the former president, accusing him of “sensationalism”.

Mr. Shittu said as a Minister for two years in the administration of Mr. Buhari, he considered it a patriotic duty to speak out.

He said he was speaking personally and as an APC member, because, according to him, the government had not been talking enough.

“Obasanjo as a Nigerian has the right to hold an opinion. If Obasanjo holds an opinion that Mr. President has performed less than it should be, those of us who are in the position to know better have a right to also state the other side which perhaps Obasanjo is ignorant of,” the minister said.

“You see, there are some people who enjoy engaging in sensationalism. With due respect to General Obasanjo, if you take his history over the last 30 years, there is hardly any regime other than his own that he did not criticise, except Sani Abacha, who didn’t wait for Obasanjo to criticise him before he was sent to the gulag.

“So many Nigerians know that Obasanjo enjoys this type of sensationalisation. In any case, no matter what impression you have of me, do you have a right to tell me not to contest an election? I mean we should talk like people who are educated, who know our left from the right,” Mr. Shittu said.

Mr. Shittu also recently opened a South West campaign office for Mr. Buhari and his vice, Yemi Osinbajo, ahead 2019 election in Ibadan Oyo state.

The Communications Minister also came to the meeting of the Federal executive Council, FEC, with bags full of Buhari/Osinbajo caps and began sharing to members of the cabinet before he was stopped by the Secretary to the Government of the Federation, SGF, Boss Mustapha.

Asked why Mr. Shittu was allowed to use the State House to attack Mr. Obasanjo despite the warning from the president, our source said “the Minister, like he also said is on his own”.

The Federal High Court, Ado Ekiti has ruled that EFCC lacked power to investigate finances of a State. The court said, in federalism, the FG is not an overseer or supervisor regarding finances of a State. That only the State House of Assembly can investigate finances of a State.
Consequently, the EFCC has been restrained from interfering in the running of Ekiti State by either investigating or arresting any official of the State Govt.

There was tension in Auchi in Edo state after suspected Fulani Herdsmen attacked and massacred the bus driver of Gloryland school. The youths of the community with the aid of vigilantes - tracked and caught the attackers who were said to be heavily armed with charms and locally made guns.

They were eventually brought to the police station this morning and rescued by soldiers from being lynched by the angry mob...

Some group of Fulani herdsmen massacred a school ( gloryland group of school) bus driver along Auchi road, it prompted the youths of igarra town nd other nearby villages coupled with vigilantes to swing into action. They were able to capture those devils heavily armed with charms and locally made guns. They were eventually brought to the police station this morning.

The youths were protesting for them to be killed, that led to another brouhaha, the men of the Nigerian Army were called into the scene, when they arrived, the youths were still demanding for them to be killed, it brought about an altercation between the army nd youths, the army fired heavy gunshots into the air to clear further disagreement.

At the end, the issue was resolved, those fool'ani evil men were taken to Benin by the army nd police alongside some representatives of Igarra kingdom so as to avoid jungle justice.

Those of us at igarra, be very vigilant nd security conscious. They might just come back re-enforced, fulani people don't accept defeat,their fight is like a bush fire during harmattan. But they Ve forgotten that this is EDO state, heartbeat of the nation, we no dey carry poooosh.

“There is a laid down rule and regulation. The military are the last line of defence. We cannot become the police. It is only when the police go in and they find it difficult that we move in. In a normal situation, the state governor will ask the President, who will take the request to the National Assembly before military is deployed.”

Despite what seems like its best efforts of the Nigerian National Petroleum Corporation (NNPC) to end the protracted petrol scarcity in the country, the fuel supply situation may worsen as the price has hit N165 per litre at the depots, against the official price of N133.28, THISDAY’s investigation has revealed.
This is coming as two petrol vessels imported by the NNPC discharged simultaneously in Lagos at the weekend.

Petrol scarcity, which had marred the Christmas and New Year celebrations, has persisted despite the efforts of the NNPC to successfully perform the onerous task of meeting the country’s fuel need, following the refusal of the private marketers to import on account of unsustainability of the official pricing regime.
A market survey conducted by THISDAY showed that only seven out of over 30 depots had stock of petrol at the weekend.

The depots include Folawiyo, Fatgbems, Aiteo, Bovas, Heyden, Rainoil/First Royal and NIPCO.
However, the major marketers had stock of NNPC’s petrol, which the corporation was dispensing to only the major marketers’ dealers and their branded filling stations at official price.
It was gathered that the petrol in these depots belong to the NNPC under throughput arrangement with these depot owners.

Worried that the petrol it imported and allocated to marketers did not get to retail outlets and motorists at official price, the NNPC had since stopped allocating product to marketers and resorted to throughput arrangement with selected marketing firms to have affective control of supply and distribution.

The Niger State Command of the Nigerian Security and Civil Defence Corps (NSCDC) recently apprehended eight trucks of petrol in Mokwa, Niger State.
The trucks had a combined capacity of 469,000 litres and were set on cross-border diversion to the Republic of Benin through Babana, a border town of about 700 kilometres from Minna.

The diversion of trucks it allocated to marketers had forced the NNPC to concentrate on direct sale to trucks under throughput arrangement to monitor distribution.
THISDAY, however, gathered that marketers that bought NNPC tickets direct from the corporation to lift these products were selling these tickets to third party at price range of N165 per litre and N157 per litre.

Marketers who spoke to THISDAY blamed the high ex-depot price on adequate supply.
“We said it that NNPC can’t do it alone. NNPC can’t sustain supply, no matter, the number of ships they bring in. Under normal situation, NNPC accounts for 40 per cent of importation and the private marketers account for 60 per cent. For NNPC to assume 100 per cent role since October last year will not be sustainable. It has overstretched the NNPC and the result was what we saw during Christmas and what we are still seeing today. NNPC can’t simply sustain supply,” said one of the marketers.

However, to address the challenges, two vessels imported by the NNPC discharged simultaneously in Apapa at the weekend.
THISDAY gathered that while one vessel was discharging at NOJ jetty, the second vessel was discharging at PWA jetty, also at Apapa.

A Nigerian lady from Delta state has accused her landlord (also said to be a Nigerian) of throwing her from a 3-storey building in Florence, Italy because she refused to sleep with him.

According to Precious (victim) on that faithful day, when she returned from work her landlord, Mr Daniel came to her room and demand for sex with her which she refused, while attempted to rape her he realised that she had her phone on record.

This reportedly provoked Daniel in beating her and then throw her from three story building, she survived by God Grace but currently in hospital in Florence Italy, with spinal cord issues and her legs and waist which she landed with, Daniel have been arrested and the case in court...

  Equities Rally N191b Gains In Opening Trades

Nigerian equities reopened yesterday on a bullish note as investors responded positively to impending release of corporate earnings and dividend recommendations by major quoted companies. The board of directors of United Bank for Africa (UBA) Plc met yesterday and approved the audited reports and dividend payment for the year ended December 31, 2017.

With More than three gainers to every loser, equities rallied average return of 1.22 per cent, equivalent to net capital gain of N191 billion. The sustained rally nudged the average year-to-date return to 15.85 per cent.

The All Share Index (ASI)-the value-based benchmark index that tracks share prices at the Nigerian Stock Exchange (NSE) rose from its opening index of 43,773.76 points to close at 44,306.48 points. Aggregate market value of all quoted equities also rose from its opening value of N15.692 trillion to close at N15.883 trillion.

Most sectoral indices closed positive, underlining the widespread bargain-hunting that dominated transactions yesterday. The NSE Industrial Goods Index led the gainers with a gain of 1.7 per cent. The NSE Banking Index followed with a gain of 0.9 per cent. The NSE Insurance Index rose by 0.6 per cent while the NSE Oil & Gas Index appreciated by 0.3 per cent. However, the NSE Consumer Goods Index was the only contrarian index with a drop of 0.7 per cent.

There were 46 gainers against 15 losers. Dangote Cement- NSE’s most capitalised stock, led the gainers with a gain of N7.94 to close at N268. Stanbic IBTC Holdings followed with a gain of N1 to close at N45. Forte Oil and UAC of Nigeria rose by 60 kobo each to close at N50 and N17.60. Eterna added 43 kobo to close at N5.89. FBN Holdings rose by 37 kobo to close at N14 while Lafarge Africa and Union Bank of Nigeria gathered 35 kobo each to close at N52.35 and N8.10 respectively.

Total turnover stood at 573.35 million shares valued at N5.88 billion in 6,756 deals. FCMB Group was the most active stock with a turnover of 169.12 million shares valued at N547.03 million. Access Bank followed with a turnover of 42.53 million shares worth N553.48 million while United Bank for Africa (UBA) placed third with 39.52 million shares worth N513.68 million.

On the downside, Guinness Nigeria led the losers with a loss of N2 to close at N110. Nigerian Breweries followed with a drop of N1.75 to close at N150. Dangote Sugar Refinery declined by N1.01 to close at N20.95. Flour Mills of Nigeria dropped by 52 kobo to close at N30.90 while Guaranty Trust bank slipped by 30 kobo to close at N48.70 per share.

“The market gradually recovered from the oversold region with bargain hunting by investors particularly in stocks that declined in prior sessions. Bargain hunting by investors will drive market performance in coming sessions in anticipation of 2017 earnings seasons,” FSDH Securities stated.

  FUTO Shutdown As Non-academic Staff Begin Strike

Academic and other official activities were yesterday grounded at the Federal University of Technology Owerri (FUTO) by protesting members of the Non-Academic Staff Union of Universities (NASU).
The aggrieved workers, under the auspices of the Joint Action Committee (JAC) comprising of Non-Academic Staff Union (NASU), the Senior Staff Association of Nigerian Universities (SSANU) and the National Association of Academic Scientists (NAATS), said they were following the directive of the national body.
Chairman of JAC Comrade Ibeji Nwokeoma said: “The Federal Government gave N23 billion for the payment of earned allowance to all workers of Federal Universities, unfortunately, the money was hijacked by our sister union and they shared it as their spirit moved them, giving over N18 billion to the Academic Staff Union of Universities (ASUU) alone, leaving a little above N4 billion for three independent staff unions. ASUU hijacked the money at the national level in collaboration with the Federal Ministry of Education.
“We felt it was wrong and we asked the Federal Government what the sharing formula was, why they could give one union over N18 billion out of the N23 billion. We also want to know the yardstick for the sharing, whether population or the nature of work they do in the university, but till now, the Federal Government has answered us.
“So we are demanding that if what they gave is academic earned allowance as they called it, the government should give us our own fair share of the largesse. They should also give the Non-Academic Staff their own earned allowance because we all work in the university.

“We have been peaceful all these while about the strike but the government has been recalcitrant and that is why we adopted the measure to draw the public’s attention to prevail on the Federal Government to address the issue so that our students will not suffer”.
SSANU Chairman, Comrade Franklin Matheus, said: “We want to inform the public through this action that we signed a Memorandum of Understanding (MoU) with the Federal Government on issues including shortfall in workers’ salaries, earned allowances and Staff School emoluments, but none has been implemented. We agreed that these earned allowances will be paid before the end of last year, but what the government did was to give ASUU N23 billion and a paltry N4 billion to all the non-academic staff unions. So if the Federal Government can pay N23 billion to ASSU as earned academic allowance, we are demanding N66 billion as our earned allowances.
“We want the government to obey the judgment of the Industrial Court. We can only end this strike if the government addresses the skewed allowance and pay us N66 billion which is the earned allowance for non-academic staffs.”

The Word of God is spirit and life; it’s more than letters: _*“Who also hath made us able ministers of the new testament; not of the letter, but of the spirit: for the letter killeth, but the spirit giveth life”*_ (2 Corinthians 3:6). Jesus said, _*“It is the spirit that quickeneth; the flesh profiteth nothing: the words that I speak unto you, they are spirit, and they are life”*_ (John 6:63). The Word builds, lifts, and transforms us from glory to glory. It’s the reason we emphasize meditating on the Word of God.

God wants you to meditate on the Word, because He knows that as you do, it’ll get into your spirit and become personal to you. It’ll become “rhema” to you, which is God’s specific Word to you, at a specific time, for a specific purpose. As you study or listen to God’s Word, there’s a stirring in your spirit to speak forth words on the basis of what you’re studying or being taught; don’t suppress it. Speak forth. That’s the “rhema-word” you need when it comes to spiritual battles.

When you hear the Word, it’s God talking to you, and He always wants you to respond. That’s how to fellowship the Word. Fellowshipping with the Word has to do with your response to the Word. Some Christians don’t realize they have to respond to the Word; they study the Word of God as though they’re reading a newspaper or a story book; no! You must fellowship the Word. That’s where the glory is!

Until you fellowship God’s Word, the Word will be a “stranger” to you. Who is the Word? The Bible says, _*“In the beginning was the Word, and the Word was with God, and the Word was God. The same was in the beginning with God. All things were made by him; and without him was not anything made that was made”*_ (John 1:1-3). The Word is a person; notice the pronoun “Him” in the verse above; His Name is Jesus! He’s the incarnate Word; the Word tabernacled in human flesh.

He said the owners of the cows were highly placed persons residing outside the state. According to Afolayan, he told the police to bring one of them in for questioning but was told that it would be difficult.

“I said that is injustice. How do you remand a boy that is of no consequence when the boy had already told you that the owner of the cows is in Zamfara State?

“He gave the number of his employer and I said the police should invite the man who owns the cows and they were telling me that it would be difficult. What is difficult in that? The police can arrest anybody wherever he or she lives in Nigeria.”

Afolayan maintained that the federal government was not doing enough to address the attacks while calling on it to take drastic actions.

A Nigerian man, Ibrahim Adamu, has shared pictures of dead cows that were allegedly killed by a militia group in Giza Development Areas of Keana Local government,of Nasarawa State. According to reports, the slain cattle were brought yesterday to the Emir's palace in Lafia by the Fulani herdsmen.

Below is what Ibrahim shared on Facebook;

These are death cows (cattle's)brought in presently to the Emirs palace Lafia,by the Fulani's. The cows were killed by the suspected TIVS militias Group at the Giza Development Areas of Keana Local government,of Nasarawa State.

They came to tender their pains and report their lost to the Emir of Lafia HRH. Dr. Isa Mustapha Agwi. They're agitating for the immediate arrest of those that perpetrates the dastardly act in order to settle their huge lost and equally punished.

I appeal to our father to adequately and ensure the total resolution of this crisis at his palace. DADDY we so much believe in your capacity and wisdom to resolves even worse issues than this.

KANO – Former governor of Kano State, Senator Rsbiu Musa Kwankwaso has called off his constituency visit following pressure from well-meaning Nigerians.


Briefing Reporters at Lugard hall headquarters of Kwankwasiyya movements in Kano, the former Secretary of the State Government, Rabiu Suleiman Bichi said the visit has been suspended indefinitely.

The official, who craved anonymity, said the vice president noted that fears being expressed on the cattle colonies proposed to establish by the Federal Government were misplaced.

He said the committee also resolved to work with the Federal Government to strengthen law enforcement as well ad all security and intelligence agencies so that they could coordinate better in dealing with the crisis and preventing it from further escalation.

He said the committee also resolved that decisive military force be fully engaged to deal with bandits "behind the killings in parts of the country especially regarding the crisis often associated with herdsmen."

"The role of bandits and suspected mercenaries in what has become known as herdsmen/ farmer clashes and violence may have provoked the need for a fresh approach to dealing with the crisis," the official stated.

He also said that the military was already engaged and would soon begin to take decisive steps to address the situation. 

He said the police and other security agencies had also been directed to recruit more rank and file to beef up security in the troubled spots in particular and the country in general.

Fiery Lagos preacher, Tunde Bakare has described the Government of President Muhammadu Buhari as a 'Failure', PoliticsNGR has learned.

In an interview with a Television station in Lagos last night, Bakare disclosed that the Federal government has failed in meeting up to the expectations of many Nigerians, highlighting the incessant killings by Fulani Herdsmen in the North, especially in Benue state.

He also condemned the Burning of Chief Olu Falae's farm by the herdsmen, describing it as 'wicked'. The Latter rain assembly general Overseer also weighed in on the recent letter written by ex-president, Olusegun Obasanjo to President Buhari, advising him to bury any plan of recontesting in 2019. Bakare said that it was the president's constitutional right to contest, adding that getting the support of the people was a 'different kettle of fish'.

"It’s his fundamental constitutional right to run or not to run but whether it would now be accepted in the way it was accepted before…He came as military Head of State, he has come as civilian president, Jesus himself is only coming twice".

He, however, denied joining any third force party;

"I’ve not joined any Third Force. I’ve not been part of any force. At the right time, we will know what to do because what I see now is what I can envision in the days to come, it’s that this chicken that you see, they are about to eat, they are on intestine

Most of these people don’t really care about the development of the government of our nation. They seek power for self, not for service.

This is why it hurts me deep, that such crisis will hit Benue state and the leadership of the nation will not move there, go there. Rather, they invited them to come to Abuja.

The most painful to me was that an American leader would not do that; the British leader would not do that; who are the ones we are emulating. You are not a king, you are a servant of the people and you are to to know that you really are serving the interest of your people.

The Inspector General of Police showed up and he said it’s communal clash. he even said that before he got there! In a decent nation, he would have been fired by now."

  NBC Bans Olamide's "Science Student"

Nigeria Broadcasting Commission,(NBC) has slammed a Not To Be Broadcast (NTBB) warning against a recent song by rapper Olamide entitled, Science Student.
The notification proscribing the song from being broadcast was sent to all radio and television stations across the country during the week.

Also, the Head of Public Affairs, NBC, Hajia Maimuna Jimada confirmed NBC’s stand on the trending song on Wednesday, stating that while the regulatory body did not ban the song outrightly, it considered it unfit for broadcast.

“NBC does not ban music. Our mandate is on what goes on Radio and TV. Olamide’s Science Student has been declared ‘Unfit for broadcast,’” she said.

Asked about the context in which the song was declared unlawful, Jimada, hinted on the profligate mention and the subtle promotion of illegal drugs. She also issued standing warning to all broadcasting corporations within its jurisdiction.

“We have communicated all our licensees for compliance or they will face sanctions,” she said.

Often called King of the Street, Olamide engages his own indigenous tongue in what may be considered a subtle and metaphorical description of the different ways in which drugs and substance are being abused in the streets of Lagos. He mention the use of prohibited drugs such as Codeine, Tramadol, illicit substances such as Monkey tail, Skushi, Shisha, Alomoterming, referring to those who use and mix them as Science Students. This classical attribution follows what science students do in the laboratory, which is mixing chemicals.

Though, Olamide appears to reveal these activities in his song using expressions such as ashiri eko otituloju ewe, ashiritu, (the revealing of secrets), by singing about drugs and judging by the general ambience, not to mention the kind of visuals that would entail this song.

The Founder of the Omega Fire Ministries, Apostle Johnson Suleman has reacted to a recent confession in his church by his erstwhile accuser, Stephanie Otobo.

Canada-based Otobo had accused the clergyman of engaging in an extramarital affair with her and promising her marriage.

Suleman strongly denied the accusation.

However, on Saturday, January 27, Otobo recanted and confessed that she was paid heavily by some politicians to smear the clergyman’s reputation.

The popular billionaire sports icon, UNICEF Ambassador, UN Ambassador and television personality, Amb. John Fashanu has condemned the recent attacks by Fulani herdsmen in Nigeria, especially the victims of Benue state massacre. In a condolence message to Benue state Government, the entertainment icon sympathised with relatives of victims and encouraged them in the spirit of national unity and peaceful coexistence.

Amb.John Fashanu expressed absolute regrets, while stating that the perpetrators of this evil act will be brought to book. He therefore called on the federal government for urgent interventions, so as to step down the tensions and bring an end to the several killings happening in Benue state, Abia state, Adamawa State, Nasarawa State and some other hinterlands in Nigeria. However, the trends of developments in the attacks by Fulani herdsmen have attracted several tensions in local communities all around Nigeria.‎ He went further to state that the requirements for strategic security prospects will help curb this undesired situation in Nigeria, stressing that the structure of security in our nation must be renovated, rebuilt and carefully managed, so as to ensure sustainability in the safety of lives, as well as properties in Nigeria.

On the other hand, the Fulani herdsmen attack has fallen upon communities in Nigeria like a strange winter rainfall geared at strangling the unity and peaceful coexistence of our great country. 
Finally, John Fashanu encouraged Nigerians to see this recent herdsmen challenge as a national issue that must be countered collectively, he says, “this isn’t a responsibility of leaders or the led, but one, which we must approach together, so as to find a lasting solution to the problems”, he concluded.

_*For whom he did foreknow, he also did predestinate to be conformed to the image of his Son, that he might be the firstborn among many brethren. Moreover whom he did predestinate, them he also called: and whom he called, them he also justified: and whom he justified, them he also glorified (Romans 8:29-30).*_

God lives in eternity and therefore knows the future. What we call future isn’t future to Him, but history. He already knows everything about tomorrow, and can help you fix any mistake you’d have made, if you’d ask Him. Your tomorrow isn’t a surprise to Him, because He’s the eternal God: _*“Before the mountains were brought forth, or ever thou hadst formed the earth and the world, even from everlasting to everlasting, thou art God”*_ (Psalm 90:2).

Well, I’d rather work on the figures of the National Bureau for Statistics (NBS), of course there are indices and parameters for whether a country is out of recession or not and clearly even the NBS came out that for the 11th month, we have been able to quell down inflation. Inflation today is 15.37percent, now all indication is that not only have we exited recession we have been making gains either in the area of foreign reserve or in the area of foreign investment or in the area of inflation or job creation. So clearly whatever Mr. Moghalu says, we would always be encouraged by the figures that have been produced by the National Bureau for Statistics and that is the only body today that can tell us whether we are out of recession or not. It is the same body that said we are in recession and the same body said we are out of recession and so far, as of last week, we are not back into recession.


In line with your three-point agenda, in the area of fighting insurgency in the north east and in the south- south, you may have tried, but don’t you think the people have regrouped again?

You see, security is an issue that every nation at one point in time will have to contend with. I am happy you acknowledged that we have been making progress in fighting insecurity in other parts of the country, the herdsmen/farmers clash was not invented by this government, it actually predate this government and if you go back to history, it almost even predates the independence. What I can assure you is that this government is determined to resolve the issue. This government is determined to take necessary steps to find a definite end to this issue. It’s about containment it’s about accommodation. It’s about understanding. There will be farmers. There will be herdsmen. They must live together.

Senate President BukolaSaraki; House of Representatives Speaker Yakubu Dogara; Sokoto State Governor Aminu Waziri Tambuwal; ex-Governor Musa Rabiu Kwankwaso; ex-Governor Aliyu Wammako; ex-Governor Danjuma Goje; ex-Governor Ahmed Sani Yerima and some APC governors are among such party chieftains.

Some of them dumped the then ruling Peoples Democratic Party (PDP) to be part of the coalition which led to the birth of the APC.

Authoritative party sources said last night that none of the leaders has made any commitment to a possible second term ticket for President Buhari because they are weighing their own options on the way forward.

A few of them have a strong political relationship with ex-President Olusegun Obasanjo, who wrote a toxic letter to the President during the week.

Obasanjo,in the letter,asked Buhari to jettison any plan to seek reelection next year and pay attention to his health.

He called for the formation of what he called a Third Force to wrestle power from the APC and stop the opposition Peoples Democratic Party (PDP) from returning to power.

Prominent politicians across party divide are said to be already lining up to join the “Third Force.”

Investigation by our correspondent indicated that the Presidency is worried by what sources termed the “silence and cold attitude” of these leaders to Buhari’s second term bid.

Although some of the leaders believe it is too early now to start politicking, some APC leaders and Buhari’s strategists are suspicious of such position.

The closeness of some of them to ex-President Olusegun Obasanjo has compounded the fears of those in Buhari’s camp.

It was learnt that a few of them, including some APC Senators and members of the House of Representatives, have practically abandoned the party.

It was gathered that a minister recently met one of the leaders on the second term bid of the President but the highly-placed match-maker allegedly said: “It is the President who should tell me, not you.”

According to findings, the development accounted for the series of dinners being organised by the President to interact with these leaders to gauge their mood and indirectly seek their support.

The President has already dined with Senators and members of the House of Representatives.

The last dinner he had was with a group comprising ex-Senate President Ken Nnamani, ex-Governor Orji UzorKalu, ex-National Chairman of PDP, AbubakarKawuBaraje and others.

A top source in Buhari’s camp said: “Most of these top leaders have not been forthcoming on the second term aspiration of President Muhammadu Buhari.

“Some of these leaders are too silent to trust. Look, the loyalists of Buhari are also not taking things for granted at all.

“Virtually every day, consultations and negotiation are going on with leaders, political groups across the six geopolitical zones.

“While some are weighing options, we are also suspecting that some of them are behind the Coalition for Nigeria (CN) campaign by ex-President Olusegun Obasanjo because they don’t want to come out ; they don’t want a direct confrontation with Buhari.

“We are however giving some of them benefit of the doubt because the political climate might be unpredictable in their states and they may have no option than to remain in APC with Buhari.”

But a source, who had attended some dinners with Buhari, said: “I think the President is also watching his steps because he has not come out categorically that he is interested in a second term.

“For instance, at the last dinner with ex-Governor Kalu and others, he only ate with us. In spite of the fact that ex-Governor Rabiu Kwankwaso was at the session, Buhari did not tell us he would seek a second term ticket.

“He gave us so much to eat and did the talking alone. The President’s handlers did not allow him to have any feedback from us.

“Such a dinner would have been a golden opportunity to speak our minds and forge a new rapprochement.

It is not sufficient to say at a dinner that you have not forgotten some party leaders without telling us what you are driving at.

“In fairness, I do not see these leaders as mind readers. The President will now need to do more to consult individually and in group on his re-election ambition.”

A source in Tambuwal camp, who spoke in confidence, said: “You should know better that the governor does not pretend.

“When he was the Speaker of the House of Representatives, it was obvious to all Nigerians that his heart was with the APC. I can tell you that by now, if he has alternative plan, you would have known.

“I think some leaders in the party are suspicious of Tambuwal because he has refused to commit himself to the seven governors spearheading the second term aspiration of the President. Oga has repeatedly told them that the mood of this country is not for politics now. He has always said during politics, we will play politics.

“But some of these governors are in the forefront of second term agitation because their political fate is tied to Buhari because they have not performed in office.”

A source in Saraki’s camp said: “The President of the Senate has cooperated with this government and he is focusing on governance. The truth is that as a politician, he prefers tactical maneuvering to doing the talking. And do not forget that his office is too strategic to be politically flippant.

“I know we are already using an airline (APC) but we don’t know yet if we will stick to the airline or book another flight. One thing is sure; we will get a boarding pass at the end of the day. We are watching the lips of our leader although our dilemma is that it is difficult to read his body language on this type of issue.

“You cannot rule out consultations and weighing of options by Saraki and others.”

A close strategist of Kwankwaso said: “If the President is seeking re-election on the platform of APC, you should not expect that Kwankwaso with presidential aspiration to remain in the same party.

“But if Buhari is not contesting, Kwankwaso will remain in APC. This is a straightforward matter and it is discernible.”

Asked of the next move, the source added: “Once Buhari declares interest in running for second term, Kwankwaso may join a stronger party after weighing options and consulting widely.”

A source in Dogara’s camp said: “I have not really discussed the issue with him. I will find out and get back to you.”

Another source said: “Those leaders from the North are keeping their game plan to their chest because of the consequences of early opposition to Buhari’s second term ambition by some of his blind loyalists who can start hurling missiles at every occasion.

“Some of those in this group include a few Northern governors who are not keen on Buhari project.”

Court orders Afolayan, ex-navy chief, to pay N9m to herdsman for seizing 42 cows

An Ilorin High Court has ordered a retired navy chief, Vice- Admiral Samuel Olajide Afolayan, to pay N9 million being the cost of damages and for detaining 42 cows belonging to a Fulani herdsman, Alhaji Abubakar Abdullahi, illegally and unconstitutionally.


The verdict, delivered on January 9, 2018, indicated that the retired admiral was also ordered to pay N500,000 for each day of default of the judgement debt.
Justice Adeyinka Sikiru Oyinloye gave the judgment in suit NO.KWS/83M/2017.

The herdsman, Abdullahi, had sought the declaration of the court that the seizure and/or detention of his 60 cows by the respondent was bizarre, unlawful, illegal and unconstitutional.

He also sought the respondent’s unconditionally release of the cows with immediate effect, and another order that the respondent should tender unreserved apology to be published in two national dailies within two weeks of the judgment..

N10m was demanded by the applicant.

According to him, security guards attached to Afolayan had accosted his son outside the farm of the respondent in Obo-Ile in Ekiti local government area of Kwara State and pointed gun at him while he was rearing his cows on May 17 2017 and seized the 60 cows.

According to him, despite frantic efforts to get the cows back, the respondent held on to them, insisting that N5m had to be paid to get them back.

Afolayan in his defence, told the court that the cows were led into his farm on the said day and destroyed his cassava and maize farm worth N2.5m while the applicant burnt his cassava processing plant which made him to insist that he must pay for the losses estimated at N15m, which was later reduced to N5m after pleas.

While delivering his judgment, Justice Oyinloye said though the applicant claimed 60 cows were involved, the respondent admitted seizing only 42.

Leader of the pan-Yoruba socio-cultural group, Afenifere, Pa Ayo Adebanjo, has stated that President Muhammadu Buhari has by his actions shown that he is the President of Katsina state, not of Nigeria, adding that he totally agrees with the content of Obasanjo’s letter to the President.

Lamenting that “the President has not said a word of condolence to the people of Benue since the herdsmen’s attacks started”, he told Vanguard in an interview that the continuation of the killings is the worst dereliction of duty on Buhari’s part.

According to the nonegerian, all the key security agencies in Nigeria are manned by northerners and mostly from Katsina state because “Buhari has an agenda to use his Fulani people to overrun the country”. He maintained that everything that Buhari does indicate that “he is the President of Katsina State and not of Nigeria!”.

Adebanjo said, “I am not a friend of Obasanjo but, for the first time, I agree with him totally. There is no accusation he made that is not justifiable except sycophants want to play to the gallery. I even congratulate him for confessing that why Buhari was voted for was to unseat anything Jonathan and that he is sorry for that. The only thing missing which I believe he should have included in that letter was to apologize to Nigerians for misleading them.
