Ecobank Nigeria Plc is seeking the permission of the High Court of the Federal Capital Territory, Abuja to sell a property belonging to Obat Oil and Petroleum Limited. This is to offset a N5 billion debt that the firm owes the bank.


The backstory: Ecobank filed that Obat Oil had entered into an agreement with it that the N5 billion debt was to be realised from the sale of the Abuja hotel called Febson Hotels & Malls.


According to the bank, the order of the sale of the hotel was a consent judgement of the High Court of Lagos State, given on March 15, 2017. The consent judgement was then registered before the FCT High Court on February 7, 2019, so as to ensure the enforcement of the judgement.


The bone of contention: However, the bank, through its lead counsel, Mr. Kunle Ogunba (SAN), noted that Obat Oil had prevented the sale by deliberately asking potential buyers unrealistic amounts for the sale of the property. This is despite the consent judgment and the registration of the judgment in court.


The bank’s application read, “That since March 15, 2017, when the consent judgment was entered, wherein the parties agreed to sell the said property towards repaying the judgment debt, the judgment debtor has remained in exclusive control/possession of the property, the debtor has continued to collect rents and various revenues being generated on the property.


 “That due to the benefits it is reaping from the said property, the judgment debtor has refused and/or shown any serious interest in the sale of the property, contrary to the agreement of the parties as contained in the consent judgment.
 “That the property, known as Febson Hotels & Malls, at Plot 2425, Herbert Macaulay Way, Abuja, belongs to the judgment debtor, prompting the agreement of the parties to sell the said property towards liquidating the judgment sum.”

Obat Oil’s response: Through its counsel, Olalekan Ojo, SAN, Obat Oil filed that the bank had assigned its rights and interest in the N5 billion judgment debt to the company, ETI Specialised Finance Limited.


As a result of this, Obat Oil said the bank had no rights to seek for the enforcement of the judgement. However, Ecobank insisted that both ETI Specialised Finance Company and Ecobank were one and the same.


Justice Babangida of the High Court went on to adjourn the case till November 18, stating that he would give a consolidated ruling on all the issues of law counsel may eventually raise.

Lubricant surge fails to mask waning topline growth


For the second consecutive quarter, TOTAL failed to achieve positive revenue growth in its petroleum products segment. The 9M:2019 scorecard bared a 2.24% Y-o-Y decline in gross revenue (NGN221.84 billion), with Q3:2019 emerging the major culprit. Quarterly revenue printed at NGN71.01 billion (+0.51% Y-o-Y), the lowest this year, only propped up by a 18.25% (Y-o-Y) uptick in lubricant sales (+NGN13.22 billion). However, Q-o-Q, lube sales shed 2.15%. Compared to 9M:2018, white product sales came in 2.83% lower at NGN57.79 billion.


The drop-off was even more pronounced on a Q-o-Q basis (-14.17%). TOTAL is finally reducing the exposure of its topline to bulk sales; on a Y-o-Y basis, there was a 22.50% decline in contribution from this segment (NGN14.91 billion), and -3.27% between Q2 and Q3. With the protracted delay in passage of the PIGB, the expected hike in price of PMS did not eventually materialize, and intensified competition means industry players have to settle for lower revenues this year.  On the back of this, our outlook on 2019FY revenue is now significantly moderated – a Y-o-Y decline of 4.29% (NGN294.78bn) even while we envisage further expansion in the lubricant business.


Net Margin Pressured by “Management Fees” and Finance Costs


In Q3:2019, TOTAL’s Cost-to-Sales (CtS) ratio showed some improvement relative to preceding quarters. The 88.22% recorded (Q1: 89.49%, Q2: 88.29%) means gross margin came in slightly higher at 11.78%, albeit lower in absolute terms (NGN8.37 billion) as a result of softer revenue. Overall 9M:2019 gross margin printed at 11.31%, with gross profit at NGN25.10 billion (9M:2018: 13.65%, NGN30.97 billion). This is justified by the fact that landing costs remain elevated on the back of higher freight costs, despite lower oil prices. Operating Expenses constituted a major drag on earnings –up 15.60% to NGN6.86bn for Q3.


In just 9 months, OPEX is up 16.46% to NGN20.72 billion, due to unwieldy administrative costs (primarily Staff Costs and “Technical Assistance & Management Fees”). While we understand that TOTAL Nigeria pays for Technical Assistance from it French parent company, TOTAL SÁ, a key sticking point is how this cost item logged a humongous 97.92% upsurge (+NGN1.02 billion) in a single quarter.


 Finance costs have been a snag for most of the year. In 9M, TOTAL incurred NGN6.15bn on NGN53.87bn of borrowings (+103.34% Y-o-Y), principally bank overdrafts worth NGN45.97bn for the network segment. Pre-tax loss settled at -NGN0.12 billion (9M:2018: NGN11.44 billion). Net Income also declined by 102.67%, pitching in at -NGN0.20 billion (EPS: -NGN0.60 vs. NGN22.58 previously).

Earnings Quality Takes a Further Hit


In Q3, TOTAL recorded a 11.09% (+NGN6.37 billion) uptick in its receivables balance to NGN63.84bn, which calls to question the suitability of its credit policies. Operating Cashflow steeped further into negative territory (-NGN7.38 billion vs. -NGN5.19 billion in 9M:2018) on the back of a 14.48% surge in inventories, and the increasingly uncontrollable receivables balance.

Outlook and Recommendation


For the first time in its history, TOTAL might be declaring a full-year loss. What is even more excruciating is that TOTAL will also fail to pay a dividend for the first time in its 40-year listing on the NSE, except the company decides to dip into retained earnings (failure to declare an interim dividend is already clear evidence of this). 


Earnings is expected to come in much lower at -NGN0.36 billion, (-104.54% Y-o-Y), and EPS at -NGN1.07. Due to the loss, our 2019FY target price of NGN100.48 was computed with reference to an EV/EBITDA ratio of 7.50x and full-year EBITDA of NGN11.3bn. We recommend a SELL.

Chevron is reportedly planning to sell some of its Nigerian oilfields in order to focus on U.S shale oil production, joining its competitors such as Exxon Mobil and Royal Dutch Shell in divesting from Nigeria.


Chevron, which is Nigeria’s third-largest oil company in term of production, is looking for buyers for its onshore and shallow oil fields where local producers have increased operations and production. Chevron is reportedly in direct talks with potential buyers and is planning not to launch a tender process for the sale of the assets.


According to its website, Chevron Nigeria operates and owns 40% of the interest in 8 oil blocks in the onshore and near onshore regions of the Niger Delta under a joint venture with Nigeria National Petroleum Corporation (NNPC)


Meanwhile, in 2018, Chevron’s production in Nigeria reached 194,000 barrels of crude oil per day, 233 million cubic feet of natural gas per day and 6,000 barrels of liquefied petroleum gas (LPG) per day, according to its website.


Recent development: Earlier in the year, Exxon Mobil considered divesting from Nigeria, putting up its stakes in both onshore and offshore sites for sale. Exxon was reportedly expected to raise about $3 billion from the sale of its assets, and by 2021 would have raised $15 billion from divestment.


By spending close to $30 billion this year, Exxon seeks to develop oilfields in Guyana and the U.S. Permian basin as well as gas projects in Mozambique and the U.S. Gulf Coast.



However, the Nigerian government has in the last decade supported a drive by domestic firms such as Oando, Seplat and privately-held Aiteo to expand their operations in the country as international companies including Royal Dutch Shell sought to lower their presence due to oil spills resulting from pipeline sabotage.

In an accelerated process during plenary, the National Assembly (NASS) passed the bill amending the offshore and Inland Basin Production Sharing Contract Act 2014. The lawmakers amended Section 5 of the Principal Act and added Sections 17 & 18 to the bill.


The amended Section 5 reads that:

  • Royalties shall be calculated on a field basis. The royalty shall be at a rate per centum of the chargeable volume of the crude oil and condensates produced from the relevant area in the relevant period as follows: in deep offshore greater than 200 metres water depth – 10%; in frontier/inland basin – 7.5%.
  • Royalty by price is adopted in order to allow for royalty reflexivity based on changing prices of crude oil, condensates and natural gas. This also replaces the necessity for Section 16 of the principal Act.
  • The royalty based on price shall be identical for the various water depths in deep offshore beyond 200m water depth, including frontier acreages for crude oil and condensates.
  • The royalty rates shall be based on increase that exceeds $20 per barrel, and shall be determined separately for crude oil and condensates as follows: From $0 and up to $20 per barrel – 0%; above $20 and up to $60 per barrel – 2.5%; above $60 and up to $100 per barrel – 4%; above $100 and up to $150 per barrel – 8%.


The newly inserted Section 17 states that: “The minister (of petroleum resources) shall cause the corporation (Nigerian National Petroleum Corporation) to call for a review of production sharing contracts every eight years.” 


The new Section 18 which makes any abuse of the law a criminal offence reads: “Any person who fails to comply with any obligation imposed by any provision of the bill commits an offence and is liable on conviction to a fine not below N500,000,000 or imprisonment for a period not (more or less: not indicated) than five years or both.” 


Meanwhile, the passage of the bill is expected to increase the country’s revenue. According to Senator Ahmed Lawan (Senate President), Nigeria will be $1.5 billion richer in 2020 due to the passage of the bill. Nigeria Extractive Industries Transparency Initiative (NEITI) has commended NASS for the passage of the bill, emphasizing that Nigeria has been losing a lot of money without the amendment and the bill would increase revenue.

Dangote Group has stated that contrary to expectation, Dangote Refinery won’t transport its refined petroleum products via pipeline to consumers. There were expectations that congested ports and dilapidated roads in Lagos would compel the company to build a pipeline network, but the company has disclosed that it would deliver its products through other alternative channels.


According to the Dangote Group Executive Director, Devakumar Edwin, the plan is to transport the refined petroleum products by road and through the seaports when it begins operation. Although the timeline for the completion of the Dangote refinery is not clear, Edwin’s statement has ruled out any pipeline route.

Nairametrics had previously reported that the refinery was expected to be completed by 2020 but challenges surrounding the refinery had seen the completion date postponed to 2022. When production starts, the refinery will be able to process 650,000 barrels of crude oil per day into refined petroleum products.

Pipeline out of delivery routes: The decision is not surprising as Dangote Group is currently repairing and expanding the roads linking up with Lekki. The refinery is situated at the Lekki Free Zone in Lagos. The state government is also reportedly building another toll road to aid shipments.


Speaking at the Oil Trading and Logistics Expo in Lagos, Edwin was said to have stated that the fuel produced by Dangote Refinery would also be delivered by shuttle boats to Warri and Calabar while other deliveries would go in trucks.


Eliminating fuel import: Edwin also stated that the capacity of the Dangote Refinery would eliminate fuel import from other regions. The company also has its sight on other markets which include Europe and Latin America. These markets would have diesel, gasoline and other fuels delivered to them. The diesel is expected to meet winter standard in Europe, with high quality that will make it suited for any market.


Dangote Refinery vs European Refinery: The Dangote Refinery will be a problem for European refinery because they will be competing in the same market in West Africa. Most of the gasoline consumed in West Africa is supplied by European refinery, and with African leaders supporting the operation of Dangote Refinery, the status quo is expected to change.

Ellah Lakes has disclosed a leap in shareholders’ fund from N497.8 million to a whopping sum of N4.5 billion. 
The Details: This was contained in a notification sent by the company to the Nigerian Stock Exchange (NSE) and signed by Oake Legal, the company’s secretary after the firm released its results for the year ended 31 July 2019.
This development is coming after the firm published its first audited accounts where it listed an additional 1,880,000,000 shares on the Nigerian bourse.

Reacting to the results, Chuka Mordi said, “It has been four months since I took over the management of Ellah Lakes Plc with this period being transformational for our company.
“I am happy to inform our shareholders that today, we are now a strategically focused agri-business, poised for growth, and are glad to announce that, cultivation is rapidly expanding on the plantations in Edo and Delta States. We have blocked out 900 hectares of land and we expect to achieve our target of 2000 hectares by Q2 2020. 
 
“We turned a corner through the recapitalisation of our Balance Sheet, following the acquisition of Telluria Limited in Q2 2019. This led to an increase in Shareholders fund from N497.8 million to N4.5 billion with total assets moving in the same direction to close the year at N4.7 billion.


“At our Extra-Ordinary Meeting (EGM) held on 31 July 2019, we obtained shareholder approval to raise further capital for the expansion of the business and we expect to compete the re-financing process by the first quarter of 2020, even as we focus on the achievement of our operational targets.”   


Recent Developments: Ellah Lakes Plc recently acquired Telluria Limited. The company mentioned that it acquired a 100% stake at Telluria Limited, having complied with the necessary rules under the approval of the Nigerian Stock Exchange.
The acquisition was made in furtherance of the diversification of its agribusiness services.


Similarly, Olumide Akpata was appointed to serve as the Chairman of the company’s Board of Directors after the resignation of General (Rtd) Zamani Lekwot from the same position.

Minister of Aviation, Hadi Sirika, disclosed this while briefing State House correspondents after the FEC meeting at the Presidential Villa, Abuja.

“The second memorandum is for the fencing and perimeter road for the Port Harcourt International Airport.

The Anambra State Police command has rescued two children who were abducted in Gombe State and trafficked to the state.
 
Three suspects; Patience Opia from Cross River, Ejece Obi, from Anambra State and Blessings John from Bauchi State linked to the abduction which occurred while the children were playing in their parents' compound, were also paraded by the Anambra State Police Command. 
 
The State's Police spokesperson, Haruna Mohammed said the suspects planned selling each of the children for N750k before being nabbed. The principal suspect, Blessings John reportedly claimed that she was the biological mother of one of the children while the other one belonged to her late sister.

It was however gathered that the kids recognized who their parents were after they turned up at the police station. The father of the rescued kids, Abdulaziz Suleman said they discovered their kids were found in Anambra through social media.
 
Speaking to newsmen, Opia denied knowing the two kids were abducted and also had a price tag on them. The lady who hawks sachet water at the Onitsha main market said Blessing told her that one of the children was her child, while the other was her late sister’s child and that they needed somebody to help in training them in school. Opia added that she linked Ejece Obi with Blessing after a search. 
 

Quote:“I don’t know the lady apart from when she came to Onitsha and claimed that she was robbed by armed robbers. Also I didn’t know that there were price tags on the boys. I am just hearing about the N750,000 price for each of the boys. I am not aware of any intention to sell the boys,” she said.

The Police Command in Enugu State has confirmed the release of Rev. Fr. Arinze Madu, the Vice-Rector, Queen of Apostles Spiritual Year Seminary, Imezi-Owa in Ezeagu Local Government Area.  
 
Madu was abducted on Monday, October 28th at about 5:30 p.m. at the gate of the seminary by unknown persons.  
 
The Command’s Public Relations Officer, SP Ebere Amaraizu, confirmed the priest’s release in Enugu saying: “Yes, he has been released unhurt. However, we are still trailing his abductors. We are also working on something concerning tracking down the perpetrators of this dastardly act.’’  
 
Also, the Catholic Diocese of Enugu on its official Facebook page confirmed the release of the priest, stating that: “Father Madu, the kidnapped priest of the Catholic Diocese of Enugu has been released.” It added that Madu “was released this (Wednesday) afternoon from the kidnapper’s den’’.

A photograph shows a miniskirt-wearing Drag Queen Story Hour performer with an exposed crotch as children sit close by, according to a writer who attended the event earlier this month at Ridgedale Library in Minnetonka, Minnesota, and took the photo.
Anne Taylor noted in her Caffeinated Thoughts piece that about 22 children — ranging in age from infant to toddler, preschooler, and elementary schooler — were in attendance, along with adults.
Then what?
Taylor said performer Sasha Sota — who wore a pink miniskirt, spiked heels, and a shirt with an exposed midriff — "strode in suggestively past the children, sitting down in a chair before several preschool-aged girls with his legs spread wide, exposing his nylon-covered crotch in front of children sitting at eye level. We noticed that he did this often while reading nervously before the children."

Taylor noted that the librarian hosting the event reminded the adults that they are role models for the children and that “if anyone gets upset — even grownups — you can leave."

She added that afterward Sasha Sota approached her and thanked her for attending:

We are all still learning — and unfortunately making mistakes. Most storytime performances involve a performer in brilliantly colored costume and theatrical makeup. They read books and share songs about characters who are different in some way, and who learn to accept and celebrate differences in themselves and others.

Every performance is different. That allows for a new show every day, but also introduces the possibility of new mistakes.

Partway through this year's schedule, we realized the need for a performer dress code. We followed up right away with each of the performers to ensure that their costumes are appropriate for the audience and activity.
Feedback has been overwhelmingly positive, especially from LGBT families. As we continue to be both innovative and inclusive, we are committed to also be good stewards of our public spaces.

"Things are getting better in Nigeria and I can assure you. ..And I don't see any reason why we should not be proud of Nigeria", the High Commissioner admonished in a meeting with the members of the Nigeria Union of Traders Association Ghana (NUTAG) in Kumasi over the weekend covered by the reporter, Kwabena Danso-Dapaah.

Shops owned by Nigerians at Suame in Kumasi, the capital of the Ashanti Region, were recently ransacked by raucous Ghanaian youths in the early hours of Wednesday, 19 June 2019 by the locals to register their displeasure against a decision by the Ghana Union Traders Association (GUTA) to reopen closed Nigerian retail shops.

"Anywhere in the world when you hear any two Black Men making an achievement, it is either the two are Nigerians or at least one other is Nigeria", Excellency Ambassador Olufemi Michael Abikoye are Sensitization and Interactive Session with Ashanti Regional Security Council (RESEC) stated.

Nigerian traders closed their shops temporarily on Friday, 14 June 2019 over what they described as attacks from their Ghanaian counterparts.


The Ghanaian traders argue that they are only enforcing the laws of Ghana which bar foreigners from engaging in the retail sub-sector, a preserve of Ghanaians.

The rampaging youth, who wore red bands and attires, also lit car tyres as part of their protest.

The Ghanaians also expressed anger about the kidnapping scourge in the country which involves Nigerian suspects.

They, therefore, resolved and threatened to deal with the Nigerians since the authorities have not been able to intervene in the matter.

The United Nations Secretary General António Guterres has appointed Mrs Damilola Ogunbiyi of Nigeria as his Special Representative for Sustainable Energy for All and Co-Chair of United Nations-Energy.

Her appointment came after her extensive leadership experience and a track record of supporting energy access in Sub-Saharan Africa to these roles. She was the first woman to be appointed as Managing Director of the Nigerian Rural Electrification Agency.

Ms Ogunbiyi succeeds Rachel Kyte of the United Kingdom as Special Representative, Co-Chair of United Nations-Energy, and CEO of SEforALL.

However, Ms Damilola Ogunbiyi herself took to her twitter handle @DamilolaSDG7 to announce this to the general populace. In the words of Mrs Damilola,

RHAPSODY OF REALITIES

THURSDAY, 31ST OCTOBR.

WE CAN’T LEAVE THEM ALONE

But if our gospel be hid, it is hid to them that are lost: In whom the god of this world hath blinded the minds of them which believe not, lest the light of the glorious gospel of Christ, who is the image of God, should shine unto them (2 Corinthians 4:3-4).


Sometimes, when we think of some people in certain conditions, we expect they’d want a change, but it’s not always the case. Some would tell you, “Please, let me be; I don’t need the Gospel; I’m okay.” But we know they’re not okay; so, we can’t let them be. We understand their problem; it’s clear in our opening text: “...the god of this world hath blinded the minds of them which believe not....”

They may do everything to stop us from bringing them the message, but we aren’t going to give up.

We’ll keep praying for them and exploring every means possible to get the message to them.
In Ezekiel 3:17, the Lord said, “Son of man, I have made thee a watchman unto the house of Israel: therefore, hear the word at my mouth, and give them warning from me.” God has made you a watchman over the sinners in your world.

Therefore, let the passion for soul winning be in your heart as a burning fire, shut up in your bones (Jeremiah 20:9).
Never turn your back on those around you who are not yet saved. The Lord is counting on you for their salvation. Some may be hostile and unreceptive to the message, but don’t give up.

For many of them, all that’s required is a little more push; a little more preaching and time of intercession on your part! Surely, one day, just like the rest of us, they too would be catapulted from darkness to light, and into the glorious liberty of the sons of God. Hallelujah!

PRAYER

Gracious Father, I thank you for making me an effective minister of righteousness. I declare that Satan, the prince of the power of the air is rebuked, and his influence is broken in the lives of those to whom your children, all over the world, would be preaching the Gospel today. Mr. Tony Kabaka Adun has lost bid to extend the initial 14-day restraining order on Governor Godwin Obaseki planned demolition of his hotel.

Kabaķa’s hotel was marked for demolition earlier this month but he got a restraining order which barred Governor Obaseki from carrying out the exercise.

In other parts of the state, illegal buildings and shanties were pulled down.

Kabaka had approached the court and got an order of interim injunction restraining the Commissioner, the Governor, Attorney General and Edo Government from demolishing, removing, pulling down or altering the building.

In his interlocutory application, Kabaka through his Counsel, U.L Osa-Uwagie argued that the State Government did not declare the area, Ugbor, as a planning area and did not gazette it according to the Town and Country Planning Law of Bendel State 1979, CAP 165, section 6.

He claimed that the state governor was witch-hunting his client as a result of their political differences.

At the resumed hearing of the suit on Wednesday, Justice D. I. Okungbowa refused to grant the prayer of Kabaka who sought an extension of the 14-day restraining order, which temporarily stopped demolition of his hotel.

The judge refused the prayer of Adun after Edo State Solicitor General, Oluwole Iyamu (SAN), argued that the order could not be extended beyond the 14 days lifespan.

Iyamu argued that “the deed of transfer attached to the motion by Mr. Kabaka and his lawyer was not registered with the state government and that he doesn’t have an approved building plan for the hotel building.

The entire Edo State is a Planning Area as declared and gazetted by the former governor Comr. Adams Oshiomhole, with Gazette No 22, published 27th May, 2010. Hence, the entire Benin City is a planning area, which affirms that the hotel is an illegal structure”.

He said it would be in the best interest of justice for the motion for injunction to be dismissed, adding that Governor Obaseki does not have any sort of political differences with the claimant as alleged.

The court adjourned the case to November 5th November 2019 to hear further arguments on the motion for interlocutory injunction.

Edo State Government had on 9th October, through the Ministry of Physical Planning and Urban Development, issued a seven-day notice to Tony Adun to remove his T. Latifah Hotel and Suites, located at the Ugbor axis of the State capital.

Transnational Corporation of Nigeria Plc on Tuesday announced its financial results for the third quarter ended 30 September 2019.

Highlights of the result show the Group recorded a Gross revenue of N58.28 billion and posted a Profit Before Tax (PBT) of N7.36 billion for the period under review. Total Assets  increased from N297.14 billion as of fiscal year 2018 to N313.07 billion representing a  five per cent year to date growth.

Transcorp’s hospitality business, Transcorp Hotels Plc (THP), grew notably by 16 per cent in its year-on-year revenue and had a gross profit increase of 19 per cent in comparison with the same period of 2018.


Revenue from its power business, Transcorp Power Limited (TPL), however, declined during the period due to gas and transmission issues.

President and Chief Executive Officer of Transcorp, Valentine Ozigbo, stated “Our third quarter result reflects our long term commitment to the sectors in which we play as we have had to focus on creating value for our shareholders while contending with significant operational challenges including severe gas shortages, mandated reduction in generation from the National Control Center and importantly, revenue exposures from delayed payment of receivables in our power business.”

To stem incessant spillage of fuel by tankers with the attendant consequences, the Department of Petroleum Resources (DPR) has advised that petrol tankers be fitted withvalves.

The DPR also said it seemed better to return to the era of 33,000 litres maximum capacity for fuel tankers instead of the 45,000 litres  being conveyed by many trucks.


Department of Petroleum Resources (DPR) Acting Director, Mr Rufai Shakur, stated this at the 13th edition of the Oil Trading and Logistics (OTL Africa Downstream) conference in Lagos with the theme Growth, Innovation and Technology.

Shakur, represented by the DPR Zonal Operations Controller, Lagos, Ogun, Oyo, Kwara and Osun states, Mr Oluwole Akinyosoye, said the recommendations were the fallout from the agency’s yearly general meeting with its stakeholders.

He said the DPR was concerned about the frequency of tanker accidents across Nigeria, stressing that this could be as a result of the high volume of fuel being conveyed by the trucks. According to him, apart from endangering lives and properties, over-laden tankers also endanger the lifespan of Nigerian roads.

He said: “It was also recommended that all petrol tankers should be fitted with valves that would prevent spillage in event of a rollover. Think of it, if we had that, the recent inferno at Onitsha, arising from spillage from a petroleum taker would not have happened.

“The 2018 incident on Otedola Bridge and many other fire incidents consequent on truck rollover might also have been averted.”

He said it was safer and more efficient to use rail and pipelines for transporting of petroleum products. He noted that this was, however, being hampered by activities of vandals which needed to be tackled using modern technology.

Shakur, while commending the organisers of the conference, said the DPR would continue to support initiatives that would improve operations in the downstream sector.

Deputy Chairman, House Committee on Petroleum (Downstream Sector), Hon. Alex Egbona, said the sector was very crucial to ordinary Nigerians due to its impact on their daily lives.

He said the committee had charged the Minister of State for Petroleum, Chief Timipre Sylva, during his recent budget defence, to ensure that refineries would working optimally within the next four years.

He said the lawmakers were planning to hold town hall meetings with critical stakeholders in the Niger Delta to find a lasting solution to oil theft and pipeline vandalism.

Mr. Kola Balogun is the Chairman/Chief Executive Officer, Momas Electricity Meters Manufacturing Company Limited (MEMMCOL). In this interview with EMEKA UGWUANYI, he proffers solutions to sector issues. He notes that the Meter Asset Provider (MAP) licencees are not complying with regulatory directive of 30 per cent patronage of locally-manufactured meters as part of local content in the programme.

Despite efforts and resources put into the power sector, its problems are still enormous. What really are the challenges of the sector?


The power sector is faced with various challenges, including lack of leadership and rivalry among the operators of the value chain. By leadership, I mean somebody who has to take control and define the roadmap, perhaps the Minister of Power. He will ensure that the game is played according to the rules and all the participants complying accordingly. The person must define what the goal of the power sector reform is, which in my observation, is to ensure that power is made available to the general populace at a reasonable tariff. But today, what we have  are inter-agencies’rivalries, arrogance within the sector’s stakeholders. One segment would want to lord itself over others. It is important that the supervising ministry takes responsibility (leadership) of the entire power value chain. This is imperative because the problem of the power sector is more than classroom exercise. The solution will come from the people who know where the shoe pinches.  We are promoting a technology that does not belong to us while we are supposed to promote a technology that is created in-country and tailored to Nigeria’s peculiarity. Every nation encourages solutions to its peculiarities and domesticates its technology and capability. Our technology has the capability to address the power sector issues.  It is also heartwarming that the Federal Government recently increased the tariff on imported meters. I can tell you that none of the Meter Asset Providers (MAPs) has ever contacted me for the 30 per cent local content meter manufacturing involvement. They go ahead to pay Chinese companies 70 per cent for meter importation order but to pay a local company to supply meter is a problem. They don’t give us contracts. So, how would you encourage employment creation in the country and also address the deficiencies in the sector? How will we develop our technology capability?

How can the power sector be improved?

We need to enhance our infrastructure on the distribution value chain because power generation is increasing tremendously. The Federal Government is trying to spend more money on transmission, but the distribution network needs to be improved. We (the indigenous meter manufacturers)are providing a way forward to be able to improve distribution infrastructure. We are doing so by ensuring that all the substations are properly metered to reduce technical and commercial loss to the barest minimum. If there is meter in all customers’ premises and the network/infrastructure cannot support power delivery to them, it is a wasteful investment. In the metering sector, we (as a country) have to support and promote our locally developed technology, which is purely designed and made in Nigeria for Nigerians as against undue appetite for importation foreign technology (meters). The power sector should promote local content in order to grow capacity and capability. Therefore, the Ministry of Power needs to do more by calling on all the stakeholders to outline new roadmaps to achieve the optimisation and delivery of stable electricity to consumers at a fair tariff. I’m not against tariff review but the power must be available to consumers and the meters must also be available. You cannot install one per cent of smart meters in a substation that is supposed to take 90 per cent of smart meters, and do proper energy reconciliation. That’s why the most important thing in the distribution segment is provision of infrastructure and substations enhancement to stem technical and commercial losses. We have what can improve the off-grid and mini-grid systems to make power available 24/7. We need to start creating success story by ensuring uninterrupted power supply. That should be the new next level agenda for government. Also, there is need for the government to jail somebody for contravening of local content law and until some people are punished, everyone will not sit up and embrace the Local Content Act. There is need to create employment opportunities in the power sector to take the youths off the job market. We need to take our destiny in our hands.

Since MAPS was launched in May, it doesn’t seem to be working. Also, it was alleged that some power equipment imported were still at the port due to high custom levy, what can you do about this?


Meters importation is a contravention of the Local Content Act. If the regulation said you must  patronise 30 per cent  local content, it must be fulfilled it. They are quick to fulfill 70 per cent foreign meter importation, but unprepared to fulfill 30 per cent local order. I am confirming to you that none of the MAP licensees has approached me to buy meter in compliance with 30 per cent provided by regulation despite singing a memorandum of understanding (MoU). I can tell you that local manufactured meters have passed all the tests required, validated and confirmed for consumption by all agencies responsible for the testing. Therefore, they should pay for their negligence for importing meter without patronising locally manufactured meters.

Is the importation of foreign meters affecting local meter manufacturers?

Absolutely, the importation of foreign made meters is destroying local factory development or sustainability in Nigeria. Therefore, we should commend the effort of government for increasing the levy on imported meters. Border closure is yielding good results in the country. It has increased the production of local rice farmers, it is the same thing we need in the power sector. We need to take a bold step to show that that levy on imported meters remains because we have one of the best facilities for meter production in West Africa. I can boldly attest to the fact that metering can solve energy theft in Nigeria, be it bypass, revenue leakages and technical losses, among others.

Do local meter manufacturers actually have the capacity to meet market demand?

The same question was what some foreign investors who want to set up factories in Nigeria asked me.  They said the few factories set up in Nigeria have not been optimized to full capacity. First and foremost, we must prove that these people are not fulfilling the local requirements. Let me tell you the procedure of ordering a meter, if you want to order a meter from China today, you will be asked to pay 30 per cent, before the shipment. You will be asked to pay the balance of 70 per cent on shipment, which will take a minimum of three months but if they want to buy from the local companies, they will not give notice. What obtains is that they want to pay money and collect immediately. As we speak, I have over 20, 000 unsold meters in my factory. I cannot continue to produce when am not sure of patronage or supply order from the Map licensees. These are the issues we need to address. We must ensure everybody respects the sanctity of local content because we have the capacity to produce more than what we have presently.

How can the government enhance local content in power sector as it is in the oil and gas industry?

That is the responsibility of the entire power sector agencies, including the Ministry of Power. The ministry should call all the stakeholders, including the manufacturers and distribution companies (DisCos) and emphatically sound the importance of local content to them. The ministry also needs to chart a new roadmap in the sector on what is needed to achieve on a timely basis, the improvement required in the sector. It should ensure that distribution feeders are continuously improved with cost-reflective, uninterrupted power supply. There must be a centralised data-based system by the regulators to know the exact number of consumers, not just what the DisCos give. They should have supervisory council that will supervise the DisCos. We have the technology that can do that. The Nigerian Electricity Management Services Agency (NEMSA) would have to effectively play its role.

Prof. Itse Sagay (SAN), Chairman of the Presidential Advisory Committee Against Corruption (PACAC) has reacted to the Supreme Court judgment which validated President Muhammadu Buhari’s election, saying the lawyers of Atiku Abubakar, presidential candidate of the Peoples Democratic Party (PDP) only collected hefty sums from him.

Speaking in a chat with Daily Independent, Sagay said any serious lawyer with hood good knowledge of election laws would have known that there is no way Atiku could have won based on the two issues he promised his appeal on.

The two issues according to him are Buhari’s certificate and INEC server.When I look at these two major issues, i just wondered what the appeal was all about. For me it is about lawyers just making millions, maybe billions, because any lawyer going to court on behalf of Atiku with all that legal background has not done its duty as a lawyer”.

” I said so because when your client has no case, you should tell him. If he insists on going ahead instead of ridiculing yourself, you can refuse to take up the case”.

“I have done that on several occasions. So I am not surprised but the speed shows how hopeless the case was” he said.

Davido has put Kayode Ogundamisi on blast over comment the political/social commentator made about him and his late uncle, Isiaka Adeleke on Twitter.
 
Trouble started after Kayode took to Twitter to criticize Davido and his men for parading the two ladies who in a viral video claimed one of them was pregnant for him.
 
Reacting to the video of the ladies being paraded in handcuff, the political/social commentator wrote: ''Imagine @iam_Davido as first Cousin in @StateofOsun with his Uncle @IsiakaAdeleke1 as Governor. And @MBuhariis meant to be the tyrant o!.'

Gunmen kidnap Appeal Court judge, Chioma Nwosu, kill police orderly in Edo State

Justice Chioma Nwosu of the Court of Appeal, Benin division, has reportedly been kidnapped by gunmen in Benin,  Edo State. The police orderly accompanying her, Inspector A. I. Momoh, was killed by the gunmen before taking her away.
 
The driver of the vehicle was also seriously injured. It was gathered that the four gunmen, trailed Nwosu’s car from Ramat Park end of the Benin-Agbor Road in their Toyota Voltron and blocked her vehicle around Christ Chosen Church of God International.  
 
According to an eye witness, immediately after blocking the judge, the hoodlums shot the tyre of her Toyota SUV, forcing it to a halt. The witness added that the gunmen also opened fire on the police orderly, killing him on the spot, before whisking away the female judge to an unknown destination, in their own car.    
 
The State Police Command spokesman, DSP Chidi Nwabuzor, confirmed the incident. According to him, “The incident occurred today at about 11.30am, along Benin-Agbor express way, by Christ Chosen Church of God International.

Quote:“The victim, Justice Chioma Nwosu was attacked, while the police orderly attached to her, Inspector A. I. Momoh, was murdered and the driver of the vehicle severely injured and was rushed to a nearby hospital for treatment.  
“Immediately, the police operatives at Ikpoba Hill Divisional Police headquarters, the tactical team of Edo state command and other relevant sections swung into action, but unfortunately, they got away with it.  
“Investigation is ongoing and by the grace of God, Justice Chioma Nwosu will be rescued unhurt.”

The Airport Command of the National Drug Law Enforcement Agency NDLEA, has arrested a 54-year-old widow and mother of six for ingesting 60 wraps of heroin.

The woman was arrested at Lagos Airport at the weekend.

The command also arrested a 45 old man for ingestion of 93 wraps of Cocaine during the outward clearing of Passengers’to board a Lufthansa flight to Frankfurt.

Briefing reporters on the arrest, the NDLEA Airport Commander MMIA, Garba Ahmadu said, the 54-year-old woman who ingested 60 wraps had difficulty excreting 28 warps out the 60 she ingested.

He said her life was currently in danger because of the remaining wraps.

Ahmadu noted that the female trafficker Alhaja Sulaimon Kudirat Adunni who hails from Abeokuta Ogun State started having problems a day after her arrest as she developed complications, vomited two wraps of suspected substance resulting from irritation and stomach discomfort.

According to him, she coughed intermittently before she started vomiting and fainted in the process.

“She was promptly rushed to the Lagos State University Teaching hospital LASUTH. The suspect was examined by a team of medical specialists, ultrasound scan performed and CT scan was later recommended, which was immediately carried out on the suspect”.

The NDLEA Airport Commander noted that after she was certified stable, the suspect was taken back to custody for further investigation in order to unravel other possible associates that are linked to the case.

Ahmadu assured that the suspect was kept under strict observation for possible excretion of the remaining 32 wraps.

The second suspect Adindu Obinna Hyacinth 45 from Nnewi Anambra state according to the NDLEA commander did not give much problems as he excreted the 93 wraps ingested.

But, one of the wraps was in the process of almost unwrapping in his stomach.

“In the process of excretion, the suspect made the first excretion of 35 wraps of suspected hard drugs and it was observed that one of the wraps excreted was almost unwrapped”.

He added that ” the management promptly referred the suspect for medical attention at LASUTH. The suspect was observed at the hospital by a team of medical specialist and later administered some medications”.

“Subsequently, he excreted a total of 93 wraps of suspected hard drugs with a total weight of 1.620kg”.

The female suspect Alhaja Sulaimon Kudirat Adunni said she was given the drug to take to London by One Mukaila who was introduced to her by a friend.

She said she was promised one million naira.

“This na my first time”, she confessed.

The other suspect Adindu Obinna Hyacinth said he got into the illicit business because someone stole his six million naira.

He said:” I decided to embark on the journey because someone stole my money.”

He said one Chuks promised him 3,000 Euros if he was successful in taking the drugs to Frankfurt.

He stated the said the companies moved to other countries because of the negative impact the border closure was having on their businesses, adding that many others will follow suit if the situation persist.

He said that operating environment in other countries in west Africa are better, adding that governments of other countries offer incentives and support to entrepreneurs.

He said the closure of the borders has had some positive effect like increased revenue for the government, but argued that the negative impact was greater on the general economy.

According to him, there are many Nigerian businesses that export their goods and services across Nigerian borders, adding that most of these companies are losing millions of naira on a daily basis.

Iche disclosed that many of them have reduced their operations and their number of workers, adding that if the situation continues, many of them will close shop soon.

In this way, our policies will facilitate the safe entry of new products, activities and intermediaries. In addition, we will ensure that regulation does not stand in the way of innovation.


She said While is it clear that FinTech has already made huge inroads into many aspects of the financial industry, what is perhaps even clearer is that the surface has barely been scratched in relation to what FinTech can do for us in the future.
According to the SEC acting DG, “it is estimated that emerging markets will experience rapid growth in financial services provision, in substantially less a time than it took developed markets to achieve, adding that it is right to presume that financial services over the next decade will experience a higher degree of change than in the last century.”


She said that as regulatory compliance is a prerequisite for the success of FinTechs globally, RegTech offers many of the same benefits to regulators as it does to financial institutions.


“The awareness of customers that their data might be prone to cyber- attacks could make them lose trust in digital channels until strong consumer protection frameworks are in place. These frameworks for digital financial services will be critical in building confidence for consumers.


“Through the Sandbox Assessment Form, the newly established FinTech & Innovation Division of SEC has made continuous efforts to engage and guide FinTech start-ups that seek to operate in the Nigerian Capital Market.


Several FinTech companies are conscious of how conventional banking and investment avenues might not be attractive to millennials. Millennials have been tipped to shape the future of asset management, for instance, it is projected that by 2030, millennials will control as much as $20trillion of global wealth.


To leverage the gains of financial inclusion for the next generation, Uduk disclosed that specific initiatives are being implemented to educate them in Nigeria to catch them young.

Governor Obaseki of Edo State has said that his predecessor and National Chairman of the All Progressives Congress (APC), Adams Oshiomhole has lost his political grip on the state, and now resorts to deploying police operatives from Abuja to allegedly harass his aides.  
 
The Governor, in a statement by his Special Adviser on Media Strategy, Crusoe Osagie, added that Oshiomhole’s intent was an “attempt to plunge the state into chaos and cause panic in [his] camp.”  
 
He stated this in response to the arrest of his security adviser, Andrew Momodu, over the weekend by operatives of the Special Anti-Robbery Squad (SARS) with the intent of whisking him to Abuja. Osagie’s statement had alleged that Mr. Momodu was arrested in a gestapo style.

Quote:According to him, “When Momodu resisted the unlawful arrest by the security agents, he was taken to the Police Headquarters in Benin, where he was held for an extended period until the Edo State Deputy Governor, Philip Shaibu intervened.”    
“Investigations revealed that the security from Abuja have orders from above to pick up not less than 50 persons loyal to Obaseki, in an attempt to plunge the state into chaos and cause panic in the governor’s camp.  
“Those penciled down for arrest, according to sources privy to the policemen’s modus operandi, including Special Adviser (SA) to the Governor on Political Matters, Edo South, Hon. Osaigbovo Iyoha.
“Others on the list are Albert Obazee, Kelly Okungbowa (popularly known as Ebo Stone) and Muktar-Osagie Muntari, who heads the state’s Public Works Volunteers (PUWOV).”
Obaseki and Oshiomhole have been at loggerheads over who controls the structure of the party in the state.

In a major seizure, police in Goa, western India on Tuesday, October 29th arrested a Nigerian  man identified as Ifeanyi Pascal Obi, a.k.a Alex and confiscated drugs worth about Rs 3 crore(about $400,000) from him.
 
The burst was a massive one considering that the value of the seized drugs was the same as the entire seizures in 2018. The seizure was made following a raid at a hotel in the beach village of Candolim by the Calangute Police Station following a tip off.  
 
Police inspector Nolasco Raposo, in-charge of the Calangute police station said that 34-year-old Nigerian was arrested for possession of the drugs.  
 
“We have seized around 1 kg of Cocaine, around 2 kg MDMA(ecstasy drug), around 760 grams of Amphetamine tablets, around 106 grams charas, 1.2 kg ganja and cash amount of Rs 2 lakh, Raposo told reporters in Colangute.
 
Obi was arrested earlier in 2011 and booked for overstaying and again in 2012 for the possession of cocaine. The trials are pending in both cases.

A suspected cannabis sativa cultivator, Friday Ohiuan, has confessed that he took to the illicit business to raise money for the burial ceremony of his mother-in-law.  
 
45-year-old Ohiuan was arrested with 177kg of the illicit drug at Afuze, in Owan East local government area of Edo State.
 
Speaking with journalists, the suspect said he has been in the business for just three years.

Quote:“I started cannabis cultivation so as to raise money in preparation for the burial of my mother-in-law who is very old but my hope has been dashed. “I have been cultivating cannabis for the past three years but thieves did not allow me to enjoy the fruit of my labour. The 177kg was all that was left and now NDLEA has come to carry the leftover,” he said.
Also paraded by the Edo NDLEA boss was Ohmai Friday (36), who was arrested at Sabongida Ora, Owan West local government area of Edo State, with 241kg of weeds suspected to be cannabis sativa.

Friday said a friend introduced him to the business after he had an accident.  He said “I am a driver but after I had an accident, I relocated to the village where I was introduced into cannabis cultivation by a friend. The drug found with me was all that I harvested as I could not sell before my arrest.”  
 
Edo State Commander of National Drug Law Enforcement Agency (NDLEA), Buba Wakawa, who paraded the suspects, disclosed to journalists that a Toyota Sienna bus filled with cannabis weighing 540kg was also impounded by the operatives.  
 
He said the bus was intercepted at Utese community in Ovia North-East local government area of the state with 45 bags of cannabis weighing 540kg.  Wakawa disclosed that on sighting the NDLEA officials, the driver abandoned the vehicle and fled.  He assured that efforts were ongoing to arrest those behind the illicit drug shipment and that the vehicle will be forfeited to the federal government.

On his part, Dr Alex Izinyon (SAN), a top member of President Buhari’s legal team said the team is not particularly interested in knowing beforehand the justices of the court that would constitute the panel to hear the appeals.
 
The hearing is coming over a month after Atiku and his party, on September 23, filed 66 grounds of appeal before the apex court to challenge the judgment of the tribunal.

A Justice of the Federal High Court has ordered that a "fake" native doctor be remanded for "juju scam".
 
Justice Patricia Ajoku of the Federal High Court 1, sitting in Ibadan, Oyo State ordered the remand of native doctor, Fatai Olalere Alli (a.k.a. Baba Abore, Baba Oshun), and two others - Adigun Fatai Olusegun and Olufemi Kolawole - in prison custody pending the filing, hearing and determination of their bail applications, EFCC reports.

The accused persons were arraigned by the EFCC, Ibadan zonal office, on Tuesday, October 29, 2019, on criminal charges bordering on conspiracy, money laundering and obtaining money by false pretense.
 
The court had earlier granted EFCC's petition for an order of interim forfeiture of properties traced to Alli as well as freezing of accounts he allegedly used to receive proceeds of crime.

The tour last week of 34 kilometres of the Lagos corridor of the Lagos-Ibadan Standard Gauge rail project was an eye opener that the section was fraught with impediments requiring patience and tact, writes ADEYINKA ADERIBIGBE

Since he learnt of the imminence of the take off of commercial activities on the Lagos-Ibadan standard gauge, Abiodun Thomas (not real name) was one Nigerian with very high hopes.

He resolved to celebrate his birthday (which came up on October 23), on the conference coach of the speed train. Thomas indeed had a birthday bash last Wednesday, but not on the coach. He was disappointed, but not deterred. Thomas is one of those Nigerians who hold tenaciously to the dream that the speed train holds.


Asked last Thursday whether Nigerians would be able to utilise the speed train this year, one of the local engineers with the China Civil Engineering Construction Corporation (CCECC) at the Agege Train Station said yes. He however put the most realistic date at between December and first quarter of next year.

The engineer, who spoke on condition of anonymity, said the Lagos corridor, spanning 45 kilometres in all (Section one – from Ebute Meta – Iju – Toyin area) remains the only challenging phase of the project.

According to him, but for the absence of train stations, passenger traffic could begin on the remaining 97 kilometres from Toyin, in Iju, which is the border with the Ogun corridor, to Kilometre 157 in Ibadan, the Oyo State capital.

The engineer’s suggestion is not novel. Minister of Transportation Mr Rotimi Amaechi, and the Nigerian Railway Corporation’s Chairman Alhaji Alhassan Musa as well as the Managing Director, Mr Fidet Okhiria, have at various times, proffered that as the only option available, if then tracks are to be put to use before the contractor completes the project.

The $1.7 billion (being initial cost outside of the various variations confronting the project), Lagos-Ibadan standard gauge is the nation’s third speed train system, coming after Itakpe-Ajaokuta-Warri and Abuja-Kaduna speed trains.

Amaechi had directed that the Corporation devise an arrangement that would make it possible for passengers to purchase tickets and board easily while CCECC put in place  more befitting train stations. Instructively, all the 10 train stations have already taken off and are in various stages, with CCECC disclosing it may deliver some of the smaller stations by December.

Telecoms giant, MTN  Nigeria and Dangote Group, have emerged the most valuable brands in Nigeria, according to   the Top 50 Brand survey.

While Dangote topped the list, it was followed by MTN. Globacom came third in the chart.


The top brands and category leaders will be honoured at the #IAMBRANDNIGERIA award and gala in Lagos on November 30.

Dangote industry again took the lead this year following its last year’s feat. This made Dangote double as the Most Valuable overall and Nigeria brand in the 2019 review. Dangote is the most diversified and largest conglomerate in West Africa and one of the largest in the continent.

The Chief Executive Officer/Country Director, Top 50 Brands Nigeria, Taiwo Oluboyede, said Dangote Cement, a member of the group is the most capitalised company on the Nigerian Stock Exchange (NSE).

“Dangote is expected to deliver its 650,000 barrel per day (bpd) capacity crude oil refinery with the world tallest atmospheric tower in the coming year,” he said, adding that MTN, despite  its negative narratives, has continued to grow stronger, maintaining its second placement in the annual ranking. The brand has been the largest telecom and business service provider in the country.

“The brand enjoys more local affinity with the public listing and the trading of its stocks earlier in the year. Following its listing on the floor of the NSE, MTN has been the second most capitalised company on the exchange. It is first telecommunication network service provider to be listed on the NSE premium board. By this also, MTN Nigeria is the Most Valuable Multinational in Nigeria for the year,” Oluboyede said.

The Manufacturing PMI in the month of October stood at 58.2 index points, indicating expansion in the manufacturing sector for the thirty-first consecutive month. 

The index grew at a faster rate when compared to the index in September. Thirteen of the 14 surveyed subsectors reported growth in the review month in the following order: petroleum & coal products; cement; electrical equipment; furniture & related products; fabricated metal products; printing & related support activities; textile, apparel, leather & footwear; food, beverage & tobacco products; nonmetallic mineral products; plastics & rubber products; primary metal; chemical & pharmaceutical products; and transportation equipment. 

The paper products subsector recorded decline in the review period.

The October 2019 PMI survey was conducted by the Statistics Department of the Central Bank of Nigeria during the period October 7-11, 2019. 


The respondents were purchasing and supply executives of manufacturing and non-manufacturing organizations in all 36 states in Nigeria and the Federal Capital Territory (FCT). The Bank makes no representation regarding the individual companies, other than the information they have provided. The data contained herein further provides input for policy decisions.

Production Level

At 59.3 points, the production level index for the manufacturing sector grew for the thirty-second consecutive month in October 2019. The index indicated a faster growth in the current month when compared to its level in September 2019. Eleven of the 14 manufacturing subsectors recorded an increased production level, while 3 recorded decline

New Orders

At 57.9 points, the new orders index grew for the thirty-first consecutive month, indicating an increase in new orders in October 2019. The index grew at a faster rate when compared to its level in September 2019. Nine subsectors reported growth, 2 remained unchanged, while 3 contracted in the review month.

Supplier Delivery Time

The manufacturing supplier delivery time index stood at 58.6 points in October 2019, indicating faster supplier delivery time. The index has recorded growth for twenty-ninth consecutive months. Nine of the 14 subsectors recorded improved suppliers’ delivery time, while 5 remained unchanged in the review period.


Employment Level

The employment level index for October 2019 stood at 56.8 points, indicating growth in employment level for the thirtieth consecutive month. Of the 14 subsectors, 11 reported increased employment level, 1 reported unchanged employment level while 2 reported decreased employment in the review month.

Raw material Inventories

The Manufacturing sector inventories index grew for the thirty-first consecutive month in October 2019. At 58.6 points, the index grew at a faster rate when compared to its level in September 2019. Ten of the 14 subsectors recorded growth, 2 remained unchanged, while 2 reported declined raw material inventories in the review month.

  Chong Dinh Hue Asks APC To Allow Vietnam Import Rice Into Nigeria

The Socialist Republic of Vietnam yesterday begged the ruling All Progressives Congress (APC) to appeal to the Federal Government to allow its country import rice to Nigeria at discounted rates. 


The Deputy Prime Minister of the Socialist Republic of Vietnam, Vuong Dinh Hue, made the appeal in Abuja when he led a five-man delegation to meet the Adams Oshiomshole-led National Working Committee. 

He said the delegation would also meet Vice President Yemi Osinbajo to present similar demands.

Reacting, Oshiomhole said Nigeria would not accept such demand from Vietnam, advising the country to rather secure land and invest in rice production in Nigeria.


He said Nigeria would no longer become a dumping ground for unwanted chemicals and spoilt products among others, stressing that Nigeria’s borders would remain closed until neighbouring countries learn to respect the rule of fair trade.

The National Insurance Commission (NAICOM) has approved the recapitalisation plans of 44 out of the 54 Insurance companies in Nigeria. Mr Agboola Pius, Director, Policy and Regulation, NAICOM, said this yesterday at an interactive session with shareholders to update them on the 2019 recapitalisation directive, in Lagos.

Pius said that the commission had also rejected the recapitalisation plans of six insurance companies and directed them to make amendments.

He said that the plans of two companies were also under review, while two companies had not submitted any plans at all to the commission. According to him, there are possibilities for the insurance firms to still review their capital restructuring plan and resubmit for approval, but within a reasonable time frame.

Pius said that the commission saw the need for the recapitalisation to increase the retention capacity and conservation of foreign exchange earning of the insurance companies. The director said that the commission had also given a guideline on the capital restructuring of the insurance firms, which refers to the option the firms choose to finance their assets and investment, except borrowing. He listed the options as: Initial Public Offering (IPO), right issues, capitalisation of retained earnings and other means such as private placement, merger or acquisition.

The News Agency of Nigeria reports that NAICOM, in exercise of its statutory powers and regulatory functions, on May 20 reviewed the minimum paid-up share capital requirement for all classes of insurers, i.e Insurance and Reinsurance companies. The directive was with the exception of Takaful operators and Micro-insurance companies doing business in Nigeria. Following the reviewed minimum capital requirement, the existing minimum paid – up capital share of Life Insurance business was reviewed and raised from N2 billion to N8 billion. (NAN)

54 containers laden filled with contrabands including expired rice and banned drugs, has been seized by the Nigerian Customs Service (NCS), Tin Can Island Command. 
 
The Comptroller-General Col. Hameed Ibrahim Ali, who briefed reporters at the Customs Examination Ground of the Tin Can Island Port said the seized items include 33 containers of expired rice, one container of rice concealed with spare parts, 11 containers of unregistered pharmaceutical products, two containers of used tyres, one container of used clothing and four containers of refined vegetable oil in retail packs.

Value of the seizure has been placed at N2.713 billion and it was reportedly bagged in 50kg sacks which had the labels of Nigerian companies. Some include Master Rice bags with the label of Masters Energy Commodities Trading Limited, with its address as 31A, Remi Fani Kayode Street, GRA, Ikeja. The ‘Jasmine Rice’ consignment had the inscription “packed for Yumfei International Trading Company Limited", with address as 103, Ebittu Ukiwe Street, Jabi, Abuja.
 
Customs Comptroller-General said there are plans to arrest those listed on the different consignments. He added that closure of land borders meant all goods for the Nigerian market are being routed through the seaports.
 

Quote:“One significant thing about this seizure is that all the rice has expired or about to expire. Also remarkable is the seizure of variants and unregistered performance enhancing drugs among the pharmaceutical.
“No doubt, those who imported these dangerous items do not wish us well. Imagine if they had succeeded in getting the expired rice in, re-bagged and changed the expiration date for Nigerians to consume.
“Realising that there may be possible backslash to the closure of the land borders, I directed all seaports and airports to beef up their surveillance and intercept any illicit and prohibited consignment for which attempt for their smuggling may be made through these entry points. This decision was made considering that those consignments may have been paid for and the importers will devise means to ensure they are delivered to their warehouses in Nigeria,” Ali said.

A Yellow Fever outbreak in Matazu Local Government Area of Katsina State has allegedly led to the death of 115 people. 
 
While members of the affected communities said they've lost 115 people, the local government authorities claimed only 18 people died in three weeks of the disease outbreak. A former councillor of Kogari ward who spoke to Daily Trust, said Kogari was first hit by the disease before spreading to Unguwar-Sarka community.

The Executive Secretary of the state Primary Health Care Development agency, Dr Shamsu Ahmad disclosed that 6,729,000 people were recently immunised against Yellow fever across the state.

Of those ill, 11 blood samples were taken, five results turned out negative of Yellow fever and we are awaiting the result of six others. We normally take the samples to Abuja and Lagos for confirmation because we don’t have the facility to do it here”.

The suspect who also reportedly defiled his 8-year-old male cousin was identified as Ahmed Isah, and he confessed to having anal sex with underage boys between 8-10 years to satisfy his sexual urge.  He told newsmen that he lures his victims with sweets, drinks and biscuits to stop them from telling their parents. 
 

Quote:“I resorted to the act because I do not have money to give to women after sex and they are not willing to give it to me free of charge hence I resorted to having sex with under-aged boys in my area.
"My girlfriends and I separated long ago because I do not give them money after sex, they deserted me, saying that they will not give it to me for free,” he added.
 
The Police Public Relations Officer, Muhammad Abubakar stated that the suspect will be charged to court after investigation has been concluded as he also advised parents to instill confidence in their children and educate them on dangers of submitting themselves to such dehumanizing act.
