  CBN Plans Fresh Banks’ Recapitalisation As Capital Base Weakens By $3.5bn

The depreciation of the naira between 2004 when the last banking sector recapitalisation took place and now has cut the value of the capital of each Deposit Money Bank by about $175m.

The recapitalisation of the banking sector, which was done in 2005, required the banks to raise their capital base from N2bn to N25bn.



The exercise then saw the emergence of 24 Deposit Money Banks following the merger of some of them as well as the acquisition of many that could not raise the required capital.

Speaking on Monday in Abuja during the unveiling of his economic agenda for the next five years, the CBN Governor, Mr Godwin Emefiele, noted that the drop in the value of the naira to the dollar had weakened the capital of banks.

For instance, the apex bank boss recalled that in 2004 when the banks were last asked to recapitalise, the value of a dollar to the naira was about N100.

This, he explained, meant that the N25bn capital base of banks when translated into the dollar was about $250m.

However, due to the drop in the value of the nation’s currency which now exchanges for N360 to a dollar, the governor put the translated value of N25bn at just about $75m.

Going by this, it, therefore, means that the value of the capital of each bank had been reduced by $175m.

Based on the number of Deposit Money Banks in the country which stands at 20, the total value of the capital base may have been eroded by about $3.5bn.

Emefiele said going by the huge developmental role the apex bank would want the banks to play in the next five years, it had become imperative to demand their recapitalisation.



Following the announcement of the recapitalisation exercise, Emefiele said the Committee of Governors of the CBN would meet to discuss the new policy.

The meeting is expected to discuss modalities for the recapitalisation exercise as well as approve the framework that would guide the implementation of the policy.

The CBN governor said during the unveiling of his agenda for the next five years that the recapitalisation of banks had become imperative as their current capital could no longer finance large transactions.

He said, “In the next five years, we intend to pursue a programme of recapitalising the banking industry so as to position Nigerian banks among the top 500 in the world.

“Banks will, therefore, be required to maintain a higher level of capital, as well as liquid assets in order to reduce the impact of an economic crisis on the financial system.

“Recall that it was Governor (Chukwuma) Soludo in 2004 that did the last recapitalisation we had. He moved the capitalisation from N2bn to N25bn. And I must commend those efforts because it resulted in positioning Nigerian banks not only in Africa but among the top banks in the world in terms of capitalisation.

“It also helps to increase the banking industry’s capacity to take on large transactions. And those are some of the things we badly need today.

“So if you relate N25bn with 2004 exchange rate which was about N100 (to a dollar), N25bn was about $250m. Today, if you relate N25bn at N360 (to a dollar) you will see that it is substantially lower than $75m.

“So what we are trying to say is that the recapitalisation has weakened and there is a need for us to say it is time to recapitalise the banks again.

“It’s a policy thrust which would be discussed at the committee of governors’ meeting and of course, the framework for the recapitalisation of Nigerian banks would be unfolded for the whole world in due course.”

Commenting on the development, the President, Chartered Institute of Bankers of Nigeria, Dr Uche Olowu, said that there was no need for people to panic or have any fear about the financial system.

He said that the announcement of an intending capital increase in the banking sector was a welcome development.

“Ordinarily, in other climes, you continue to look at the risks that you will take because of the opportunities that you see in them. You ask them to recapitalise because of the opportunities that will come. We need to beef up the capital base.” he said.

He said that some banks were moving into the regional regions and needed to shore up their capital to beef up more confidence.

He stated, “Even with the latest International Financial Reporting Standard, it also affects capital. So it is important that they begin to address it based on their capital base.

“If you are raising your capital, it is based on the risk you are taking. Capital is a function of the business that you want to do. There is already a minimum capital, if you now feel you want to do more, it is a function of the risk you want to take.”

Providing more insights on his economic agenda which centred on five major priorities, the CBN governor said he would work closely with the fiscal authorities to achieve double-digit growth rate within the next five years.

He said during his second term in office, his first priority would be to ensure domestic macroeconomic and financial stability.

This, he said, would be followed by the need to foster the development of a robust payment system infrastructure that would increase access to finance for all Nigerians thereby raising the financial inclusion rate in the country.

The governor said his third priority would be to continue to work with Deposit Money Banks to improve access to credit for not only smallholder farmers and Micro, Small and Medium Enterprises, but also consumer credit and mortgage facilities for bank customers.

Emefiele said the CBN’s intervention support would also be extended to the youth population who possessed entrepreneurship skills in the creative industry.

During this intervention period, the apex bank boss said the CBN would encourage Deposit Money Banks to focus more on supporting the education sector.

On his fourth priority, he said the focus here would be to grow the country’s external reserves, adding that his fifth priority would be to support efforts at diversifying the economy through the CBN’s intervention programmes in the agriculture and manufacturing sectors.

“We are confident that when implemented, these measures will help to insulate our economy from potential shocks in the global economy.

“In my second term in office, part of my pledge is to work to the best of my abilities in fulfilling these objectives,” he added.

Speaking on strategies to achieving these priorities, Emefiele said the CBN would implement its agenda under various initiatives.

This, he noted, would enable the bank to achieve macroeconomic stability, exchange rate stability, financial system stability, financial inclusion, access to credit, lending to MSMEs, consumer credit and mortgage lending among others.

Macroeconomic stability

In the area of macroeconomic stability, the CBN governor said, “We intend to leverage monetary policy tools in supporting a low inflation environment while seeking to maintain stability in our exchange rate.

“As a result, decisions by the Monetary Policy Committee on inflation and interest rates will be dependent on insights generated from data on key economic variables.”

Working with other stakeholders, he said the bank intended to bring down the cost of food items, which had considerable weight in the Consumer Price Index basket.

He said, “Our ultimate objective is to anchor the public’s inflation expectation at single digit in the medium to long run.

“We believe a low and stable inflationary environment is essential to the growth of our economy because it will help support long term planning by individuals and businesses.

“It will also help to lower interest rates charged by banks to businesses thereby facilitating improved access to credit, and a corresponding growth in output and employment.”

Exchange rate stability

In achieving exchange rate stability, Emefiele said the apex bank would continue to operate a managed float exchange rate regime in order to reduce the impact which continuous volatility in the exchange rate could have on the economy.

He said, “We will support measures that will increase and diversify Nigeria’s exports base and ultimately help in shoring up our reserves.

“While the dynamics of global trade continues to evolve in advanced economies, Nigeria remains committed to a free trade regime that is mutually beneficial but particularly aimed at supporting our domestic industries and creating jobs on a mass scale for Nigerians.

“We intend to aggressively implement our N500bn facility aimed at supporting the growth of our non-oil exports, which will help to improve non-oil export earnings.”

He said the CBN would launch a Trade Monitoring System in October this year which is an automated system that would reduce the length of time required to process export documents from one week to one day.

Financial system stability

On financial system stability, the apex bank boss said the CBN would continue to improve its onsite and off-site supervision of all financial institutions, while leveraging data analytics and in-house experts across different sectors, to improve its ability to identify potential risks to the financial system as well as risks to individual banks.

Development finance

Emefiele said in keeping with the recent Presidential Directives, he intended to boost productivity growth through the provision of improved seedlings, as well as access to finance for rural farmers in the agricultural sector, across 10 different commodities namely rice, maize, cassava, cocoa, tomato, cotton, oil-palm, poultry, fish, and livestock/dairy.

“We believe these measures will help to boost not only our domestic outputs but also improve our annual non-oil exports receipts from $2bn in 2018 to $12bn by 2023,” he added.

Financial inclusion

In the area of financial inclusion, Emefiele said over the next five years, through initiatives and policy measures such as the Shared Agent Network and the payment service banks, he intended to broaden access to financial services to individuals in underserved parts of the country.

The Economic and Financial Crimes Commission, EFCC, Lagos Zonal office, on Monday, June 24, 2019, arraigned the trio of Raphael Ishado, Jacob Sunday and Raheem Shanu before Justice Chuka A. Obiozor of the Federal High Court sitting in Ikoyi, Lagos on a five-count charge bordering on possession of 10 pieces of counterfeit N1000 (One Thousand Naira )notes.
 
A statement from the agency says one of the counts reads: "That you, Raphael Ishado, Jacob Sunday andRaheem Shanu, sometime in April 2019 in Lagos, within the jurisdiction of this Honourable Court, conspired amongst yourselves to deal in 10 pieces of N1000 notes, knowing it to be counterfeit and there by committed an offence contrary to Section 6 (2) (b) of the Counterfeit Currency (Special Provisions) Act. CAP C35, Vol.4, Laws of the Federation of Nigeria, 2004, and punishable under Section 4 (1) of the same Act.”
 
The defendants pleaded not guilty to the charge preferred against them.
 
In view of their pleas, the prosecution counsel, I. A. Mohammed, asked the court for a trial date and also prayed that the defendants be remanded in prison custody pending the hearing and determination of the case.
 
Counsel to first defendant, George Turner, moved to make an oral application for bail on behalf of his client.
 
However, the prosecuting counsel, I.A. Muhammed, opposed the motion, saying the defence counsel had to file for a bail application to allow him respond accordingly.
 
Counsels to the second and third defendants, Theophilus Idenhen and V.E. Emeruwa respectively, prayed the court for a short date for the hearing of bail applications on behalf of their clients.
 
In his ruling, Justice Obiozor held that the circumstance of the matter did not permit an oral application for bail.
 
Justice Austin Obiozor adjourned the case to July 2, 2019 for hearing of the bail application and commencement of trial.
 
The defendants were ordered to be remanded in Ikoyi Prison.

According to Morris,a soldier brutalized an Okada man due to alleged disagreement between the two.The incident happened after the bike man conveyed him to many places.Below is what he wrote....

The story l just heard about this young Bayelsan, from Ogbia is very pathetic. He is a bike rider and a fellow Nigerian hired him to carry him from Otuasega community to the Shell base not far from the community. 


On getting to the Shell camp, the man said the bike guy should take him to Yenagoa again, which the biker objected to; because there is an existing law which prohibits commercial biking in the state capital, Bayelsa. Then, the man, who was on mufti; introduced himself as a military personnel. He said the young man shouldn't be afraid, he will protect him. 


This young man then agreed to take him to Yenagoa. On getting to Yenagoa, the military guy allegedly asked the bike man to take him to several places; including across the bridge at Swali. Finally, after they returned safely to the Shell base; whether there was disagreement as per the service charge; the military man resorted to beating the guy who has rendered service to him. According to my source, if not for the grace of God; death would have ensued from the violence perpetrated by the military man. 


When I enquired whether this victim has received medical attention; my source told me some military personnel took him to the Federal Medical Centre and was attended to there. 


I guess the CLO can take on this matter. This is Human Rights violation"

  EFCC Ibadan Office Secures 83 Convictions,  Recovers N116m In 6months

The Economic and Financial Crimes Commission, EFCC, Ibadan zonal office, has in the last six months secured 83 convictions and recovered N116,945,981.68 (One Hundred and Sixteen Million, Nine Hundred and Forty-Five Thousand, Nine Hundred and Eighty-One Kobo).

The Zonal Head, Friday Ebelo, made the disclosure on Monday, June 24, 2019, during a press briefing held at the Commission’s office, Iyaganku GRA, Ibadan.

Ebelo who took over headship of the zone on January 31 added that the zone has made tremendous success within the period.

“With the unwavering support of our Chairman and other stakeholders, the zone has recorded remarkable successes in the period under review,” he said.

According to him, the zone received 481 petitions out of which 117 were rejected because they did not fall under the Commission’s mandate. Out of the remaining 364 that were approved for investigation, 107 had investigations on them concluded with cases filed in court.

“We were able to secure 83 convictions out of the 107 cases filed at different courts within the zone. That represents 83% of the total number of cases” he added.

While speaking further on the money recovered, Ebelo said: “Others in foreign currency include $39,125 (Thirty-Nine Thousand, One Hundred and Twenty-Five United States Dollars), €1,800 (One Thousand, Eight Hundred Euros) and £50 (Fifty Pounds).”

The EFCC’s Ibadan Zonal Head also said the last six months witnessed the recovery of 65 vehicles among which 54 were registered.

While appreciating the Nigerian press for its partnership with the Commission, Ebelo sought cooperation with members of the public, saying the fight against corruption would only yield fruit if every Nigerian shows commitment.

“This is our country and we all have the responsibility to make it better for ourselves and the coming generations".

The Peoples Democratic Party, PDP, and its presidential candidate, Atiku Abubakar, has vowed to challenge, at the Supreme Court, the dismissal of their application to be granted access to inspect the central server allegedly used by the Independent National Electoral Commission, INEC, to transmit results of the last general election.


Recall that the Presidential Election Petition Tribunal had earlier ruled in a unanimous decision that the request could not be granted since the issue of whether such central server existed or not, is already a subject of controversy in the substantive petition that is challenging President Muhammadu Buhari’s re-election.

Reacting to the Tribunal’s ruling, a senior member of the Atiku and PDP’s legal team, Chief Chris Uche, SAN, told Journalists: “The nation was looking forward to this ruling and it is one that is very pivotal to this matter.
“The Electoral Act itself empowers the tribunal to grant access such as this to the petitioners in order to institute and maintain a petition, and that is what we are asking for.


“Somehow, at this stage, the court has ruled. But definitely this is a matter we want to take higher to the Supreme Court to challenge this ruling because we strongly feel that section 151 of the Electoral Act entitles us to have access to these materials.”

On its part, INEC, through its lawyer, Mr. Usman Uztaz, SAN, said it was satisfied with the ruling.

The Court of Appeal Abuja division on Monday ordered President Muhammadu Buhari, to respond within five days, to the appeal filed against his qualification for the 2019 presidential election.
The court also ordered the All Progressives Congress (APC), and the Independent National Electoral Commission (INEC) to within five respond to all issues raised on the educational qualification of the President in the election.

Justice Datti Yayaya who issued the order, also directed that Buhari’s counsel, Mr Abdullahi Abubakar, to within the period file necessary processes in relation to the appeal, NAN reports.


The appeal was filed by Agu Kalu, Labaran Ismail and Hassy El-Kuris.
The decision of the appellate court was sequel to a motion on notice filed by counsel to the appellants, Mr Uchenna Ndubuisi.

Ndubuisi prayed the Court of Appeal in the motion to abridge time within which Buhari, APC and INEC will join issues with the appellants on the certifcate suit.


Abubakar and Mr Temitayo Lasaki counsel for APC had urged the appellate court in their response to the motion to give them five days to enable them file their respondents’ brief of argument along with other processes so as to set the stage for hearing of the substantive appeal.
Kalu, Ismail and El-Kuris had approached the appellate court to nullify and set aside the Judgment of the Abuja division of the Federal High Court .

The lower court had declined to hear their suit instituted to challenge the educational qualification of President Buhari before the conduct of the 2019 general election.


The appellants in their appeal are asking the appellate court to reverse the judgment of Justice Ahmed Mohammed on the grounds that the processes filed by Buhari and used to strike out their suit were not competent.


While faulting the Judgment of the High Court, which was predicated on the grounds that the suit was statute barred, the appellants claimed that the Federal High Court erred in law and in its decison.

This they said was because they did not challenge the primary election that produced Buhari as candidate of the APC.


They therefore urged the Court of Appeal to assume jurisdiction over the suit and grant all the reliefs sought at the Federal High Court but which were refused.


Among the reliefs were a declaration that Buhari submitted false information regarding his qualification and certifcate to INEC for the purpose of contesting election into the office of the President of Nigeria and that he should be disqualified.

They also prayed for an order of court directing INEC to remove Buhari’s name as a candidate of APC .
Also, an order restraining Buhari from parading himself as a candidate in the 2019 presidential election and also APC from recognizing Buhari as a candidate.


The Federal High Court had on May 2 declined to grant the request of the appellants on the grounds that the suit was not filed within the time allowed by law and therefore sustained the preliminary objection raised by Buhari at the hearing.

But not satisfied, the appellants are now asking the Court of Appeal to grant their reliefs because they are not challenging the primary election of APC as erroneously held by the lower court.


They said they are challenging the qualification of Buhari to stand for the presidential election without demonstrating his educational certificates as required by law.

Former Kogi State Governor, Idris Wada, has said he is a match for Governor Yahaya Bello, Senator representing Kogi West, Dino Melaye and other aspirants contesting for gubernatorial 2019 election in the state.


Wada, speaking on Channels Television’s Sunday Politics, accused Bello of being behind violence in Kogi State while making boast of defeating Bello.

According to him, “The 2015 election in Kogi State rigged him out because he was more popular than the late Audu Abubakar.
“Yahaya Bello, who contested at the APC primaries following Abubakar’s demise, was used by the ruling party to fill the vacuum; I was more popular or as popular, let me say so with all modesty.
“People saw what I was doing. Now they are calling for me to come back.

“Yahaya Bello’s trademark is violence, we have solutions to violence. It is true, ask the people of Kogi State, because I have been keeping quiet doesn’t mean I don’t know.
“I have evidence my cousin was killed, someone I trained in school, ask the people of Kogi they are living with one eye open.
”If you are an honest leader you will know he was wrongly picked as a leader.

“God has made me; I’m not a desperate person. I am a match for Yahaha Bello.”
When asked on defeating Dino Melaye, Wada suggested that he and the Kogi senator are currently discussing the guber race.
“Senator Dino is my friend and we are discussing, this is politics don’t take anything for granted, but I tell you a man at my level will not enter a race if I don’t see the chances of winning a race.

“My party should invest in Idris Wada because I am an honest leader, a committed leader,a focused leader, and I have plans for Kogi state if given a chance.


“Winning is not a do or die affair, I will remain in PDP, it is my party, whoever comes out I will support the party to the end if only the primaries are free and fair.”

Governor Ahmad Fintiri of Adamawa has ordered the immediate sack of all staff of local government councils in the state employed after April 2016 to date.
Leadership reports that according to Fintiri, the staff were illegally employed.
“We have started transferring power to the third tier and it is not going to be business as usual.
“We will not allow you to do what you want with the money meant to develop your local governments,” the governor said.

Fintiri also announced that his administration has resumed government feeding of boarding students in secondary schools in the state.
The governor said this when he received members of the African Democratic Congress (ADC) led by its gubernatorial candidate in the 2019 general election, Senator Abdul-Azeez Nyako, on a solidarity visit.
It is learnt that the programme has resumed in nine schools and would soon be extended to cover all the 52 boarding schools in the state.
“Our plan is to make sure that government schools can compete with private schools in quality of education in the state.
“We are also going to recover all school lands encroached on by some people,” Fintiri said.
Abdul-Azeez Nyako noted that he and the others visited to identify with the PDP led government which has been carrying them along in its activities.

“We need to address the issue of poverty which goes hand in hand with insecurity.
“When you were the speaker of Adamawa Assembly the then Governor Murtala Nyako with the support of the legislative arm introduced special policies of grassroots empowerment that was effective then and need to be revived," he said.

Hajj 2019: NAHCON reduces fares, extends registration

The fares for the 2019 Hajj exercise has been reviewed downwards
- The registration deadline for the exercise has also been extended as NAHCON urged all to finish up on time
- The Hajj commission also directed all pilgrims welfare boards across states to adjust to the new announcement
The National Hajj Commission of Nigeria (NAHCON) has reduced the fares for the 2019 Hajj exercise.
In a statement released on Saturday night, June 22, the head of public affairs of the commission, Fatima Sanda Usara, said the fares reduction was possible because of the re-classification of land transportation routes, Daily Trust reports.
The commission also said that the price review led to the reduction of 620 Saudi Riyals ($165) against what was earlier announced for 2019 Hajj by various states, Federal Capital Territory (FCT), and armed forces.

It said that pilgrims from the FCT and the Nigerian Armed Forces will be paying N51,170.45 less of the fares that was previous released.
NAHCON, therefore, asked all the states pilgrims boards, the FCT, and the Armed Forces to immediate review their fares to fir the new announcement.
In the same vein, the commission said it has also extended the registration date to Monday, July 15, as there are new demands following the new fare review.
NAHCON also urged all intending pilgrims to make all necessary payments and finish their registration before the said date.

The executive secretary of the board, Alhaji Mohammed Tunde-Jimoh, disclosed this in an interview with the media in llorin on Wednesday, February 6.

Tunde-Jimoh said the capturing would begin with 1,127 of the intending pilgrims who had obtained application forms and made a deposit payment to the board. He said the first set of pilgrims to be captured were out of the 2,200 allocated to the state by NAHCON.

Bangladesh 'Tree Man' wants hands amputated to relieve pain

A Bangladeshi known as the "Tree Man" because of bark-like growths on his body said Monday he wanted his hands amputated to relieve him of unbearable pain.
Abul Bajandar has had 25 operations since 2016 to remove growths from his hands and feet caused by a rare syndrome.
Doctors had believed they had beaten the disease but Bajandar fled a Dhaka clinic in May last year following a relapse.

The 28-year-old father of one was readmitted to hospital in January because the condition worsened, with some growths several inches long.
"I cannot bear the pain anymore. I can't sleep at night. I asked the doctors to cut off my hands so I can at least get some relief," he told AFP.
His mother Amina Bibi supported the plea. "At least he will be free of pain. It's a hellish condition," she told AFP.
Bajander suffers from epidermodysplasia verruciformis, a rare genetic condition also known as "tree man syndrome".
Bajandar said he wanted to go abroad for better treatment, but he does not have the money to cover the expenses.
Samanta Lal Sen, the chief plastic surgeon at Dhaka Medical College Hospital, said a board of seven doctors will discuss Bajandar's condition on Tuesday.

"He gave his personal opinion. But we will do whatever is the best solution for him," said Sen.
Prime Minister Sheikh Hasina promised free treatment for Bajandar after his plight made national and international headlines.
Bajander lived in the hospital’s private wing for nearly two years during his first round of treatment.
Fewer than half a dozen people around the world are believed to have the syndrome.
The hospital also treated a young Bangladeshi girl suffering from the condition in 2017.
Doctors declared her surgery a success, but her father later said the growths had returned in even greater numbers and the family halted the treatment and returned to their village.

  Southeast Governors Reject Macban’s Demand For Vigilance Group

The South East Governors Forum have rejected the demand by the Miyetti Allah Cattle Breeders Association (MACBAN) for the establishment of a vigilante group in the southeast to protect their members.

MACBAN made the proposal during the Southeast Security Summit in Enugu last week.

The summit was convened by the Southeast Governors’ Forum to profer solution to lingering clashes between herders and farmer in the region.

The clashes have led to killings and destruction of farmlands.

Since the report of MACBAN’s demands last week, harsh reactions have been directed at the governors by various interest groups in the zone.

Many more condemnations were also directed at the governor’s on social media with many alleging that the governors were in agreement with MACBAN on the issue.

But the governors on Monday denied ever being ready to allow such suggestions come to fruition.

The Chairman of the Forum and Governor of Ebonyi State, David Umahi stated this in a statement in Abakaliki

The statement was released by his Chief Press Secretary, Emmanuel Uzor.

Mr Umahi described the allegation of the Governors allowing MACBAN to form vigilance group as strange.

“I find it extremely strange for anybody to think that none locals in any part of the country including South East could be allowed to form vigilante outfit”.

” The Miyetti Allah group may have made that suggestion which I believe will never mean to form a vigilante in South East Whichever is the meaning, no Governor will allow that”

“South East Governors have their local vigilantes working with security agencies. Any such demand by Miyetti group is a joke and not acceptable. Governors of South East are doing their best and we have no problems receiving insults from our people. It is the price for leadership.

“The important thing to us is the safety and well-being of our people. Opc and other pressure groups may not have found it fashionable to be insulting their leaders even when their leaders may not be saints”, the governor said.

Governor Umahi further disclosed that his task is to develop Ebonyi State, contribute in rebuilding South East and Nigeria.

“My calling is not to insult others for me to do these . Have we been fairly treated? No. Can we solve the problem by hate speeches? For me no. Nobody no matter the level of pretence can change my style of peaceful leadership. Ebonyi, in particular, has suffered so much even in the context of South East. We believe that we do not need hate speeches as a strategy to solve our problems”

“Finally, no Miyetti vigilante in South East, no cattle ranch or colony but we must live peacefully with herdsmen that do not destroy our farmland especially those that were born here and have lived peacefully with us. All South East governors are together in this position”, the governor said. Ends

Kidnapper, Zulu Ogwumike killed as police in Rivers State rescue four abducted corps members

On Sunday, the Rivers State Police Command rescued six kidnap victims, including four corps members, who were abducted in the Emohua area of the East-West Road.  
 
A kidnap and armed robbery kingpin, identified as Zulu Ogwumike, aka Black Bush, was also killed during a shootout in a separate operation by the personnel of the command attached to the Rumuji Police Station.
 
The corps members and two other victims were said to be travelling from Lagos to Port Harcourt when the vehicle they were travelling in was stopped and the six of them were seized and taken into a forest in Evekwu, Emohua Local Government Area of Rivers State. The vicitms were said to have been abducted last week and had been in captivity for some days before they were eventually rescued.  
 
The state Police Public Relations Officer, Nnamdi Omoni, said in a statement that the operation that led to the rescue of the corps members was led by the Divisional Police Officer of the Rumuji Police Station, Ademola Adebayo.  
 
Omoni explained that the victims were rescued unhurt and had since been debriefed and ready to be reunited with their families. He said in a statement that reads;

Quote:“Today, June 23, 2019, around 7.30am, in our sustained and unrelenting efforts in tackling criminality on the East-West Road, operatives of the Rumuji Police Station, in a sting operation led by the DPO, CSP Ademola Adebayo, stormed a forest at Evekwu in the Emohua Local Government Area, where six kidnap victims were rescued.  
“The victims, including four youth corps members, are those abducted last week in a commercial bus travelling from Lagos to Port Harcourt. They were, however, rescued unhurt and have been debriefed. Their families have been contacted for necessary handover. The victims are Ogechi Onyema, Chioma Nnaji, Florence Ogeh, Abel Akinduro, Franklin Ayama and Solomon Akinpelu, (two males and four females).
“Earlier yesterday (Saturday), a notorious kidnapper and armed robbery kingpin, Zulu Ogwumike, aka Black Bush, was killed by the same police personnel in a gun duel.”
The state Commissioner of Police, Usman Belel, has ordered an increased security on the East-West Road with a view to stemming the tide of crime and arresting the perpetrators.  Belel said the onslaught against criminals in Rivers State was getting fiercer and would be sustained until crime became history in the state.

Bayelsa Governor, Seriake Dickson, is considering the signing of death sentences of convicted kidnappers to send a signal that there is no place to hide for felons in the state.
 
Governor Dickson said under his watch, he would not allow kidnappers get way. He warned those involved in kidnapping to desist forthwith as the government would clamp down on them.

Quote:“I want to use this opportunity to call on the young men who are into this nefarious act to stop it in their own interest. In this state, no matter how long it takes, if you kidnap someone, we will catch you. There are so any convicts whose death warrants are on my table waiting to be signed. Any how you run, we will catch you" he said.
The governor also added that, "those who kidnapped Sylva’s uncle, an old man, Chief Adigio, I think, he even died in their custody. So callous, so cruel. They have been convicted and sentenced to death. So, people should be careful. No matter how long. We will catch you. And you will pay the supreme price. If you go to the prison, you have so many of them in Okaka. Violent criminals all arrested. In this state, the system we have set up, you may succeed in kidnapping somebody but you may not get away with it because we will get you very shortly.
Quote:“I want to call on those young men who are into that to desist and allow other people to come out and see how you can be a useful member of our community.  There are ways we can support and rehabilitate you. We can talk about that.
How to rehabilitate you but this idea of kidnapping old men and women and taking them to the forest to ask for money; nobody has millions and millions to pay anybody. And for me, you know I have a policy of not paying. Even when my late mother was kidnap, I never paid. And in certain cases, I shall waste no time in signing the death warrant for their execution,” he said.

Vice President Yemi Osinbajo has urged Nigerians in the Diaspora not to rely entirely on social media reports on the security challenges facing the country as some of the stories reported are untrue and politically motivated.
 
The Vice President said this while speaking with Nigerians in a Townhall meeting which held on Sunday June 23rd. While responding to a question on what the government is doing regarding the increasing cases of kidnapping being reported on social media and other media platforms, Osinbajo said
 

Quote:“With respect to general kidnapping which we have seen in parts of the country, again, this is not entirely new. In fact, some of the kidnapping stories you read or listen to are simply not true anywhere, some are fuelled by politics. There are cases of kidnapping, no question at all about that, but some of the more dramatic stories that you hear are simply not true. Every report of kidnapping we receive, we try to verify, and at the end of the day you find out that people just tell all sorts of stories''.

56-year-old man and his girlfriend found dead in Lagos

A 56-year-old man, Rasaki Balogun and his girlfriend were found dead in his home at number 16 Taiwo Oke Victory Estate in Ejigbo, Lagos state on Thursday June 20th.
 
A statement released by the command's Public Relations Officer, Bala Elkana, today June 24th, says on June 20th, one Akorede Balogun said to be the wife of the deceased, reported at Iba Police Station that her husband was found dead with his mistress in his sitting room.
 
A team of detectives led by the Divisional Police Officer Ejigbo visited the scene. Corpses of the man and his mistress were found in the pool of their blood with the woman laying on a knife. The man is said to be living alone in the house while his family lives in a different place.
 
Bala said the identity of the mistress is yet to be established as he was said to have picked her up about two days to the incident from unknown location.
 
The Crime scene was sealed off for forensic analysis while the corpses were evacuated to Hospital for autopsy.
 
Homicide detectives from the State Criminal Investigation Department, Yaba have taken over the case on the instruction of the Commissioner of Police Lagos State, CP Zubairu Muazu.
 
Investigation is ongoing to unravel the circumstances surrounding their death.

Falz reacts after Kano-based musician Mohammed Yusuf is jailed for 2 years for insulting his state governor in his song

Last week, a Kano-based musician, Mohammed Yusuf aka AGY was jailed for two years for defaming the character of Governor Abdullahi Ganduje of Kano state in a song that he released.
 
He sang in the song: “Kano governor has already turned blind, I swear what you did is hurting us, For lucre, governor is more than a thief. For lucre, governor can sell out Goggo."

After the song went viral,  Yusuf was picked up by officers of the law on Monday, June 17, and arraigned before Magistrate Court 72, presided over by Aminu Gabari.

 
On his second arriagnment on Wednesday, June 19, the musician was found guilty by the court of three-count charges of releasing a music single without the due approval of the Kano State Censorship Board, releasing a music video without obtaining the same approval and defamation of the character of the incumbent governor of the state. 

Reacting to the news this afternoon, Nigerian singer and lawyer Falz condemned the punishment on Mohammed Yusuf and said: 'it's shameful to see public officers using the machinery of the state to harass citizens and attempting to hinder our inalienable freedom of expression.'


He wrote: 'HATE to see stuff like this! This is 2019. Any individual who feels defamed by any statement made by another person can sue for libel or slander under the law of defamation. It is shameful to see public officers using the machinery of the state to harass citizens and attempting to hinder our inalienable freedom of expression. 
Anyone who knows the musician Mohammed Yusuf personally should please get in touch with me. We NEED to contend this unjust sentence. #JusticeForMohammed.'

The Leader of the proscribed secessionist group, the IPOB Indigenous People of Biafra, Nnamdi Kanu, has said that anyone who hates Biafra and is against the creation of the State of Biafra, can never make heaven.  According to him, the angels in Heaven speak Igbo language. 
 
Kanu who fled Nigeria after the military invaded his home in Abia state in September 2017, stated this while addressing Biafra supporters in Texas, USA yesterday Sunday June 23rd. Kanu while speaking to his supporters, said
 

Quote:“God gave you a gift in America to rescue us if you like you can leave it. But I can assure you, if you have heard this gospel (Biafra) today, you return to your homes and do nothing, you will never make heaven. Anybody that hates Biafra can never make heaven. In heaven, the angels speak the Igbo language.”
 
Comparing Biafra to Israel, Kanu said there were attempts by foreigners to dominate Israel, adding that Israel failed to act because “they thought it was a joke.”

Notorious kidnapper ''Pencil'' killed in Lagos

The most wanted notorious kidnap ring Leader in the Ikorodu axis of Lagos state,  Mufutau Timileyin Sulaimon aka Pencil, was shot dead during an operation in the state yesterday Sunday, June 24th.

Pencil was declared wanted by the Lagos state command in March after he led his deadly gang to kidnap and murder two bureau de change operators at Ikorodu on March 14th.

 
Confirming his demise, the state police command spokesperson, Bala Elkana, said Pencil and his gang were responsible for the mysterious disappearance of people in Ikorodu over a period of time whom they kidnapped, demanded for ransom, murdered and dumped them in septic tank.
 
Three members of his gang were earlier arrested by SARS operatives and they led the operatives to their den at Ikorodu where corpses of the two Bureau de change operators and two other victims were recovered.
 
A sustained monitoring of the fugitive ring leader finally yielded positive results as the team eventually traced him to his hideout at Odogunya, Ikorodu. On sighting the team led by Dsp Rotimi ogunmuyiwa, the said  Mufutau Timileyin Sulaimon 'm' popularly known as Pencil engaged the team in a gun battle. Two SARS operatives namely Sgt Omola Adedeji and Sgt Oluwadare Gbenga sustained various degree of injuries, while pencil sustained bullet wound on the two legs and were all taken to hospital.
 
While Pencil was confirmed dead on arrival, the two injured operatives were taken to intensive care Unit and are responding to treatment.
 
One Gun with live ammunition and expanded ammunition were recovered.

What a tennis tragedy! Trophies and personal souvenirs belonging to German tennis legend Boris Becker will be auctioned online from today 24 June by British firm Wyles Hardy to partially clear the bankrupt champion’s debts.

The youngest winner in Wimbledon’s history, who claimed the first of three titles aged just 17, is auctioning off 82 items including medals, cups, watches and photographs.

The sale will end on July 11, Wyles Hardy said on its website.

Some of the trophies up for grabs include a replica of a Challenge Cup awarded to Becker following one of his Wimbledon wins, and the three-quarter size replica of the Renshaw Cup presented after he became the youngest ever Grand Slam singles champion.

His Wimbledon finalist medal from 1990, when he was beaten by Swede Stefan Edberg, and a replica of the US Open silver cup made by jeweller Tiffany for his 1989 victory over Ivan Lendl, will also be included in the sale.


The indebted 51-year-old champion was declared bankrupt in 2017.

In June 2018, he claimed he had diplomatic status and therefore immunity, thus stopping the sale of his trophies and personal souvenirs at the last minute.

The former world number one claimed that he had been appointed by the President of the Central African Republic as a sporting, cultural and humanitarian “attache” to the European Union.

But the Central African Ministry of Foreign Affairs replied that the passport brandished by Becker was a fake one, coming from a batch of “blank passports stolen in 2014”.

Becker finally ended this bizarre episode in December by waiving his right to immunity in a London court specialising in insolvency cases, leading the auction house to put the trophies back on the market.

The first attempt “attracted very substantial bids,” Mark Ford, one of the three trustees of Becker’s bankruptcy estate, said in a statement.

However, the sales will not be enough to cover debts valued at millions of pounds.

Becker has already had legal difficulties with the Spanish courts over unpaid debts for work carried out on his villa in Mallorca.

The pastor who married him in 2009 also took him to court in Switzerland and the German courts in 2002 gave him a two-year suspended sentence and a fine of 500,000 euros ($570,000) over 1.7 million euros in unpaid taxes.

The six-times Grand Slam winner, nicknamed “Boom Boom” Becker for his devastating serve, won 49 titles and more than 20 million euros in prize money during his career.

He now focuses on his tennis activities, particularly commentating, as he attempts to use his fame to wipe out his debts

John Odigie-Oyegun, former National Chairman of the All Progressives Congress, APC, has accused his successor, Adams Oshiomhole of distracting the Edo State Governor, Godwin Obaseki from governance.

He alleged that Oshiomhole was engaging in anti-party activities to create distractions for Obaseki.
Reacting to the decision of the APC National Working Committee (NWC) on the crisis rocking the House of Assembly, Oyegun accused Oshiomhole of heightening the tension in Edo State with his activities against the governor.

In a statement by his Special Assistant on Political Affairs, Ray Murphy, the former APC National Chairman said the governor should be allowed to concentrate on presiding over the affairs of the state.

The statement reads: “This party must be stronger because we cannot go into the 2023 general elections with these discordant tunes, especially as President Buhari will not be contesting. We need to get our acts together. Oyegun has no personal grievances with Oshiomhole but Nigerians must know that he cannot go to equity with unclean hands
“Today, there are all kinds of rancour coming from Edo State. They all boil down to attempt by godfather and godfatherism that is heating up the polity in the state. Obaseki is the executive governor of Edo State and he should be allowed to exercise the powers vested on him by the law. To what purpose is this idea of the APC chairman putting the state under tension?
“As a governor under the APC platform, he should be allowed to run out his tenure before they decide whether to bring him back or not. There are so much antics going on and you don’t need to be a prophet or Babalawo (diviner) to trace where they are coming from. They are coming from the APC.

“I want to think that they are all targeted at weakening the governor of Edo State. Ordinarily, the man in Edo should be given every support so that he can succeed to fend off the opposition PDP already around the corner.
“Ask anybody from Edo State what is Obaseki’s biggest distraction and they will tell you that his distraction is not whether he has governed well or not, but from his immediate predecessor, Adams Oshiomhole.

“It is very unfortunate, especially considering the fact that he is the national chairman of the same party with the governor. I have not heard that PDP or Edo leaders want to remove Obaseki. What has been trending is how his predecessor who happens to be the party chairman does want him back in the office.

“If his actions against Obaseki are not anti-party, someone should then explain to me what is anti-party. The problem of the APC is from a singular man, the national chairman who runs the party like an executive chairman. The idea of working singlehanded and inducing the party members to endorse is the problem of the party.
“Look at what is happening in the party today. When was the last time the NEC meeting was held? But when these crises came to the fore, he has called several emergency NWC meetings.”

A year ago, Russian President Vladimir Putin defied the World to open Europe’s longest and most controversial bridge, a 12-mile (19km) connecting Crimea to Russia’s mainland.

The $3.7 billion (or N1.3 trillion) four lane bridge, designed to withstand ice floes in winter, overtook the Lisbon’s Vasco da Gama Bridge as the longest in Europe.

During the opening ceremony, Vladimir Putin - who said the bridge was a dream of the tsars and Stalin but was finally achieved under his rule - personaly drove a Kamaz trip-truck in a convoy of construction vehicles which includes cranes and other heavy-duty vehicles across the crimean bridge.

In comparison, Lagos eight-lane 3rd Mainland Bridge has a total length 11.8 km. It was the longest in Africa until 1996 when the 20.5 km 6th October Bridge located in Cairo was completed.

25,794 people killed in Nigerian attacks during Buhari’s first term – Report

At least 25,794 people were killed in various attacks during the first term of President Muhammadu Buhari between May 2015 and May 2019, a report analysed by PREMIUM TIMES indicates.

According to available data from the Nigeria Security Tracker (NST), a project of the Council on Foreign Relations’ Africa programme which documents violence in Nigeria, “these attacks were motivated by political, economic, or social grievances”.

The data used was taken from weekly surveys of Nigerian and international media reports.

The report noted that this state of insecurity intensified from May 29, 2011, the inauguration date of ex-President Goodluck Jonathan.

It said the event “highlighted the increasing division of the country on regional and religious lines.”

“The militant Islamist movement Boko Haram is active in northern Nigeria. Violence among ethnic groups, farmers, and herdsmen sometimes acquires religious overtones.

“A new generation of Niger Delta militants threatens war against the state. Government soldiers kill civilians indiscriminately. Police are notorious for extrajudicial murders,” the report said.

Analysis
A graphical illustration analysed by PREMIUM TIMES shows that the highest number of killings in Mr Buhari’s first tenure occurred in July 2015 with 1,299 deaths and January 2019 with 1,077 deaths.

It also said Boko Haram was responsible for the deaths of, at least, 5,598 people in the last four years while herdsmen and bandits caused the death of 4,068 persons.


Despite these attacks, President Buhari and members of his cabinet insist the insecurity has been curbed and that the deadly Boko Haram has been technically defeated.

Last February, the government said what the country is now facing is a fresh crisis which it called “global insurgency”

The former Minister of Information and Culture, Lai Mohammed, also said Nigerian troops have “successfully cleared the remnant of the home-grown insurgency called Boko Haram and are now being confronted by a fresh crisis, a global insurgency.”

“A faction of Boko Haram has aligned with the global terror group, ISIS, to form ISWAP, the Islamic State’s West African Province. In other words, ISIS now has a strong foothold in West Africa – with Nigeria at the forefront of the battle against them.

“With ISIS largely dislodged from Iraq and Syria, there is undoubtedly a flush of fresh fighters and weapons to ISWAP. Therefore, our military is fighting a global insurgency, without the kind of global coalition, including the United States, that battled ISIS in Syria and Iraq,” he said.

‘Deadly resurgence, official denial’

Media reports have revealed that there has been a resurgence in attacks on Nigerian soldiers and military formations by the insurgents since last year. The latest attack occurred a few weeks ago. Some of the victims include senior officers including a lieutenant colonel.


The military has not denied the attacks but often keeps mum about them or the casualties.

However, Mr Mohammed has said some of the videos and photos being circulated on social media purporting to show massive military casualties were “doctored by those who do not understand the fresh threat facing the country or appreciate the sacrifice of the military and their aim is to wage a campaign of disinformation against the military.”

He also said, “those involved in the act are few, and do not represent the majority of Nigerians who appreciate the patriotism and the sacrifice of the gallant military troops.”


Zamfara: Bandits kill one, abduct district head, three wives, son, others – Official

Suspected armed bandits on Friday stormed a community in Zamfara State, killing one person and kidnapping at least seven others.

An official said the armed persons attacked Yankaba community in Kaura Namoda Local Government Area at about 11:30 p.m. during a downpour.

One of those kidnapped is the district head of the community, Buhari Ammani, his three wives and his teenage son.

The chairman of Kaura Namoda Local Government Area, Lawal Isah, narrated the incident to PREMIUM TIMES late on Sunday.

He said the bandits forcefully broke the door to Mr Ammani’s house, gained entrance to a room where he was sleeping and abducted him.

A resident of the area, Siddi Abubakar, was killed during the operation, he said.

“The district head was abducted along side his 13 years old son, Kabiru Buhari, and his three wives – Jummai, Asma’u and Lami – all of who are now in captivity.

“Others kidnapped in the community were Malam Aminu Nakano and a boy Sama’ila Isah,” the council chairman said.

Information about the attack came hours after President Muhammadu Buhari commiserated with Zamfara residents over another attack in the state on Thursday.


The Thursday attack in Tsafe Local Government Area claimed at least 18 lives.


Many parts of Zamfara have been deserted due to the activities of bandits. Observers in the state say only very few of the attacks reach the media, especially when the casualty is high.

Thousands of people have either been killed or kidnapped in Zamfara by suspected bandits in the past year. The killing has continued despite reinforcement and formation of more security personnel in the state.

The new governor of the state, Bello Matawale, has called on the armed bandits to hands-off crime, embrace peace and legal means of livelihood. He said his administration would rehabilitate those who accept peace and reintegrate them into the larger society.

Mr Matawalle reiterated the commitment of his administration to fighting banditry.


He said his recent meeting with President Buhari over the insecurity in the state has resulted in Mr Buhari’s directive for the deployment of two additional police squadrons in the state.

In his statement on Sunday, Mr Buhari assured the people of Zamfara and other Nigerians who have lost loved ones to violent attacks that the government, under his watch, will soon bring such dastardly acts to an end.

Tribunal dismisses Atiku, PDP’s request to access and inspect INEC’s server

The Presidential Election Petition Tribunal has dismissed an application by the Peoples Democratic Party and its presidential candidate, Atiku Abubakar, to have access and inspect the Central server said to have been used by the Independent National Electoral Commission for the conduct of the February 23 presidential election.
 
In a unanimous ruling delivered today Monday June 24th, Justice Mohammed Garba-led bench of five judges, upheld the separate objections by the three respondents to the application. The three respondents are INEC, Buhari and his party, the All Progressives Congress.
 
Delivering judgement in the application, the tribunal held that granting such an application when INEC have denied the existence of the said server and insisted that results of the election were not electronically transmitted into any server as alleged by the petitioners, would cause more confusion and distract the tribunal.
 
Justice Garba added that granting the application would imply that the court had “indeed recognised and found out that there is a central server into which results of the held on February 23, 2019 were electronically transmitted by the 1st respondent (INEC)”.
 
Atiku is contesting the result of the February 23rd presidential election which President Buhari was declared winner. Atiku in a petition before the tribunal, insisted that he won going by the records on INEC's server. INEC has however come out to denied claims that it uploaded results from various polling units on its server during the presidential election.

Posting photos of her battered face and injured body online, the lady revealed that her ex took her to the police station to sign an undertaking never to leave him.

Suspected thieves who hang around ATMs to monitor bank customers and rob them afterwards are arrested in Ogun state

The Ogun state police command have arrested two suspected armed robbers,  30-year-old Ebenezer Olubukola and Olajide Oladejo, 29, who specialize in lurking around Automated Teller Machine (ATM) cash points to monitor withdrawals made and thereafter, move to dispossess their targeted victims, mostly those who make heavy withdrawals.
 
The suspects were arrested on June 19th  while trying to steal from their next victim at Sango.
 
Confirming the arrest, the state Police Public Relations Officer (PPRO), DSP Abimbola Oyeyemi, said
 

Quote:"Their mode of operations is to lurk around banks, to observe those making substantial withdrawals and trace such person(s) with their stand-by motorcycle to a convenient area before dispossessing them of the money.
 
Items recovered from the suspects include a locally-made pistol and five live cartridges, as well as a Bajaj motorcycle marked AKM 490 WT.

Nigeria and the rest of Africa’s total merchandise trade in 2018 have been estimated to be 997.9 billion dollars, retaining its number one position as the fastest growing regions in the world.

Dr Hippolyte Fofack, African Export-Import Bank (Afreximbank’s) Chief Economist said this was contained in the African Trade Report 2019 inaugurated on the side line of the on-going Afreximbank Annual Meeting (AAM2019) in Moscow.

The News Agency of Nigeria (NAN) reports that the World Trade Organisation estimates reviewed that the volume of global merchandise trade grew by three per cent in 2018, down from 4.6 per cent in 2017.

Fofack said Africa’s output grew by 3.4 per cent between 2017 and 2018 in spite of the slowdown in global growth during that period.

“The findings highlight the resilience of Africa’s economies to global volatility at a time of rising uncertainty, escalating trade wars and tariffs between the United States, China and others.

“The resilience reflects the diversification of Africa’s trading partners in the context of South-South trade, growing fixed investment and public and private consumption, boosted by expanding urban populations and softening inflation.

“These factors reduce Africa’s exposure to the business cycles associated with individual countries and regions.’’

Fofack explained that the European Union remained Africa’s main continental trading partner in 2018 – accounting for 29.8 per cent of total trade.

He said African trade with the South grew significantly over the last decade to account for more than 35 per cent of the continent’s total trade in 2018.

He said China and India further consolidated their positions as Africa’s first and second single largest trading partners, accounting for over 21 per cent of total African trade in 2018.

Afreximbank’s chief economist further said the continent’s Intra-African trade also increased steadily in 2018, growing by 17 per cent to reach 159 billion dollars.

He said Africa had the potential to do more, adding that its contribution to global trade remained marginal at 2.6 per cent, up from 2.4 per cent in 2017.

According to him, intra-African trade rose to 16 per cent in 2018 from five per cent in 1980, it remained low compared to intra-regional trade in Europe and Asia.

Fofack said the ongoing digitisation on the continent was paving the way for a new African economy, with e-commerce platforms and internet penetration to a new generation of transnational digital consumers.

He then urged African governments to further capitalise on the opportunities associated with digitisation, by bolstering regulatory environments and supporting the development of digital ecosystems.

According to him, digitisation can unlock Africa’s potential in driving economic development and the integration of African countries into the world economy.

Prof. Benedict Oramah, Afreximbank’s President said: “It is vital that Africa grasped the economic growth opportunities flowing from the African Continental Free Trade Agreement, growing domestic demand and population.

“And our ever-closer investment and trading links with emerging partners in the South.

“We must exert concerted action to ensure that we develop, industrialise, diversify our industries and support infrastructure to foster regional integration and participate fully in regional and global value chains.”

NAN reports that more than 100 speakers, including government ministers, central bank governors, international trade organisations, export credit agencies, business leaders, African and global trade development experts, and academics are participating at the AAM2019.

The theme of the meeting is ‘Harnessing Emerging Partnerships in an Era of Rising Protectionism.

As Nigeria’s external reserves ebbed to $44.8 billion last Monday, from over $45 billion announced by the Central Bank Governor, Godwin Emefiele, the prior week, anxiety is now mounting over its trajectory as debt service-to-revenue ratio, outlined in the 2019 Budget, is set to hit 70 per cent.

This is coming barely seven months after the Senior Resident Representative of International Monetary Fund (IMF) in Nigeria, Mr. Amine Mati, warned fiscal and monetary authorities that “debt servicing, which currently takes about 50 per cent of the country’s revenue, is certainly high.”

He then advised that it was high time the government addressed Nigeria’s debt service/revenue ratio!

But from the look of things, it seems that warning was not heeded as N2.144 trillion or over 24 per cent of the N8.916 trillion budgeted for this year is waiting to be gobbled up by debt servicing obligations.

This is 6.46 per cent higher than N2.013 trillion used to offset debt obligations in 2018. But in the face of government’s dwindling revenue streams, Senator Udoma Udo Udoma, the erstwhile Minister of Budget and National Planning, announced before vacating office last month that the 2019 budget has overall deficit of N1.859 trillion which was 1.33 per cent of Nigeria’s gross domestic output. He added that the projected deficit would be funded mainly by borrowing N1.649 trillion from domestic and foreign debt markets.

“The implication of the deficit portion is that it will push the debt service-to-revenue ratio from 66 percent to above 70 percent in 2019, which is like spending N70 out of every N100 earned by the Federal Government to service debt”, says New Fortunes, a publication of Finance Correspondents Association of Nigeria.

Mati in his warnings last year noted that interest payment had become a major challenge as “a lot more of the resources are going into paying interests and there is less to spend on capital expenditure.”

The IMF chief advised that massive revenue mobilisation remained the only way to address the challenge but noted that Nigeria, was not doing well enough in that regard.


According to him, the Nigerian authorities rather than mobilising more revenue, its current strategy has been to cut expenditure in an economy with a very poor rate of spending.

He said “adjustment has relied on spending compression rather than revenue mobilisation,” adding that the nation has huge revenue potential that remained untapped.

What debt service ratio means

Wikipedia, an online dictionary, says “a country’s debt service ratio , in economics and government finance, is the ratio of its debt service payments (principal + interest) to its export earnings. A country’s international finances are healthier when this ratio is low. The World Bank, in its International Debt Statistics, corroborating this definition, explains that “the sum of principal repayments and interest actually paid in currency, goods, or services on long-term debt, interest paid on short-term debt, and repayments (repurchases and charges) to the IMF’, which puts Nigeria total debt service at 6.30 as of 2016. Its highest value over the past 39 years was 38.04 in 1986, while its lowest value was 0.49 in 2013.”

With the impending 70 per cent debt servicing-to-revenue ratio, another enormous pressure awaits the nation’s foreign reserves because, “basically, external debts have to be settled in foreign currency. Therefore, the stock of reserves becomes a significant source of financing the external imbalances”, say Senibi et al in their research article: Public and External Reserves: The Nigerian Experience (1981-2013).

Meanwhile, Head of Research at Augusto & Co, Jimi Ogbobine, blamed Nigeria’s high debt servicing-to-revenue ratio on its very low tax base or government’s weak tax collection capacity.

“If you look at non-oil taxes, they are less than four per cent of the GDP. What that means is that we have a big GDP but we are able to extract taxes from just small portion of that GDP.” The second reason is that our budget structure is also weak. We allocate more to consumption, like recurrent expenditure rather than investment in capital expenditure (capex). When you invest more in capex, it increases the attractiveness, the competitiveness of your economy so that benefits can flow in better, you can address structural issues and some cases that arise in the economy,” he said.


On the growing concern over the fate of the reserves, he said the major task, beyond the reserves, will be on the fiscal side. “If you spend 60 per cent of your revenue on debt service, you will have only 40 percent left to finance both capital and recurrent expenditure. If you have a balanced budget, you will have 40 per cent left for overhead recurrent and other expenditures. But in the case of Nigeria we do not run a balanced budget when we have a budget deficit. By the time 40 per cent is gone into debt servicing, you know we have a new minimum wage. Even beyond the minimum wage, for the overhead and recurrent expenditure, what we have left for capital expenditure (capex) is mainly financed through borrowing. And what we also have left for human capital development for core sectors like education and health is impaired a la through borrowing for repayment cost. That is the implication.

Another use to which the external reserves is put is foreign exchange (forex) market intervention so as to guard against unforeseen volatility. This was enunciated recently by Emefiele, when he stated: “The CBN Act demands that we “defend” the Naira using the foreign exchange reserves.

In setting out the 5 principal mandates of the CBN, Section 2, Subsection C of the CBN Act 2007 reads and I quote “…maintain external reserves to safeguard the international value of the legal tender currency”.

Oil prices rose on Monday to extend gains from last week, bolstered as tensions remain high between Iran and the United States after U.S. Secretary of State Mike Pompeo said “significant” sanctions would be announced on Tehran.

According to Reuters, Brent futures were up 26 cents, or 0.4%, at $65.46 a barrel by 0544 GMT.

West Texas Intermediate crude was up 40 cents, or 0.7%, at $57.83 a barrel.

U.S. President Donald Trump said last week that he called off a military strike to retaliate for Iran’s downing of an unmanned U.S. drone, and he said on Sunday that he was not seeking war with Iran.

But Pompeo also said “significant” sanctions on Iran would be announced on Monday aimed at further choking off resources that Tehran uses to fund its activities in the region.

“There’s a very firm tone to trading on well above average volumes,” said Michael McCarthy, chief market strategist at CMC Markets in Sydney.

“We’ve got concerns about the sanctions against Iran, (but) we are seeing a better demand picture because of the actions of central banks, which is benefiting all commodities … and we have got a weaker U.S. dollar.”

Oil is usually priced in dollars, so a weaker greenback makes it cheaper for holders of other currencies.

The U.S. Federal Reserve is expected to cut interest rates soon to bolster the U.S. economy, while the European Central Bank President Mario Draghi last week called for additional stimulus to boost growth.

Oil prices surged last week after Iran shot down a drone that the United States claimed was in international airspace and Tehran said was over its territory.

Amid the escalating tensions, Brent racked up a gain of about 5% last week, its first weekly gain in five weeks, and WTI jumped about 10%, its biggest weekly percentage gain since December 2016.

Trump said he had aborted a military strike on Iran because such a response to Tehran’s downing of the unmanned U.S. surveillance drone would have caused a disproportionate loss of life.

Iranian officials told Reuters that Tehran had received a message from Trump through Oman overnight warning that a U.S. attack on Iran was imminent.

Meanwhile, U.S. energy companies last week increased the number of oil rigs operating for the first time in three weeks. [RIG/U]

Companies added one oil rig in the week to June 21, bringing the total count to 789, Baker Hughes said in a closely followed report on Friday.

It is about four months since President Buhari won the February 23 presidential elections and one month since he was sworn in, should he take this much time to announce his cabinet? Has he learnt anything from criticism which followed the delay in announcing his choice of ministers in 2015?

There is absolutely no justifiable reason for this delay except the President sees the leadership of the country as an opportunity to reign and not to govern. After struggling in three failed elections to lead Nigeria, being in power for four years and promising not to be Baba-go-slow in his second term, this delay in announcing a cabinet does not show seriousness about the business of Nigeria or the recognition that Nigeria is in a precarious situation that does not permit this lethargical attitude .How many days did it take President Cyril Ramphosa to announce a cabinet in South Africa-a cabinet that has been hailed as being balanced and free of corrupt people? What we are witnessing in Nigeria in spite of the criticism that trailed the first time inadequacy can only flow from either serious incompetence or sheer impunity .The latter looks so plausible given that even appointees like SSA media, SGF and CoS whose tenure have expired continue to function when all that is required is a press release that they have been reappointed.


President Buhari is not known to change his cabinet, even for alleged or proven corruption, meaning those who make the cabinet will remain till 2023, should he continue in this manner?

Not changing cabinet in face of so many odds is also a function of inability to appraise appointees or some incorrigibility. Neither is it healthy for a modern polity and it’s not healthy for us as a country to continue in that tradition. Neither the ‘change mantra’ of the first term or ‘Next level’ promise of the present term is in tandem with such attitude.

Do you agree with the idea of a ‘super minister’, with a seeming overloaded ministry?

A super minister in our setting is a misnomer. There is no sector in our polity today that is not in some state of rot and it requires being superhuman to excel in any of them. Loading one person with too many ministries is setting up the person for failure as no dog can guard two gates successfully in a robber-infested estate. We should get competent men and women and hand them assignments according to their abilities. A particular reference is the immediate past Minister of Power, Works and Housing .The gentleman was smelling like a rose after his stint as Governor of Lagos State .He was appointed a minister and loaded with too many responsibilities in the name of being a super minister. It all turned out becoming a super failure. Our structure of governance is so warped at the moment and whoever loves his career should run away from being made such a sausage for failure.

Should we continue with the practice of having a minister from every state? At what cost?

Our cabinet is over-bloated though it’s a constitutional requirement that we must have a minister from each state. It is a provision we have to look at critically again in view of our realities. We must at a point stop looking at these positions as sharing the largesse to every corner of the political elites as against running government in a way to spread the good to all our citizens. If we run an efficient government where the needs of all citizens are reasonably met, how many citizens would insist a minister must come from their states?

If we picked a minister from every street in Nigeria and governance is all about the corruption of greedy elites that we have now, the corporate good would not be served in any way for as long as it is not about the greatest good of the greatest majority.

We must address the dysfunctionality of our system and refocus to service wherein governance would be about delivering to our people rather than sharing the spoils of office.

RHAPSODY OF REALITIES

MONDAY, 24TH JUNE.


IT’S NOT ENOUGH TO BE “GOD-FEARING”

Marvel not that I said unto thee, Ye must be born again (John 3:7).

Sometimes, there’re those who are described by others as “godly” or “god-fearing,” even though they’re not born again. But being godly or god-fearing isn’t the same as being born again. In Acts 10, we find a most interesting case of conversion, the conversion of Cornelius, a very “godly” man. In fact, the Bible says he was a “devout man, and one that feared God with all his house, which gave much alms to the people, and prayed to God always” (Acts 10:2). What an amazing description!

He was benevolent, liberal and “god-fearing”; consistent and persistent in his prayer life. He was a just man (Acts 10:22). And he even saw visions: “He saw in a vision evidently about the ninth hour of the day an angel of God coming in to him…” (Acts 10:3).

Yet, he wasn’t saved; he wasn’t born again. An angel had to tell him, “And now send men to Joppa, and call for one Simon, whose surname is Peter…he shall tell thee what thou oughtest to do” (Acts 10:5-6).
In our opening verse, Jesus didn’t mince words when He spoke to Nicodemus. He said, “Ye must be born again.” He didn’t say if you’re “god-fearing,” it’s okay. He used the term, “born again” to express the necessity for man’s spiritual rebirth. Sometimes we encounter such people as Cornelius. They have a good reputation and moral character; but being well-spoken of by others doesn’t merit God’s salvation.

This is why we preach the Gospel. The Gospel is about Jesus Christ; it’s not about what you have done, or what you haven’t done. It’s about Christ and what He’s done for you, which if you’d accept was enough, then salvation is yours. The Bible says, “And by him (Jesus) all that believe are justified from all things, from which ye could not be justified by the law of Moses” (Acts 13:39).

In case you’re like Cornelius today reading this, you need to receive words by which you can be saved. Those words are in Romans 10:9. It says, “…if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.” This is the Bible way to receive salvation.

PRAYER

Dear heavenly Father, I’m forever grateful for the salvation of my soul, having confessed with my mouth, the Lord Jesus, and believed in my heart that you raised Him from the dead. And today, I pray for the unsaved around the world, that the light of this glorious Gospel will shine in their hearts, for salvation, in Jesus’ Name. Amen.

Rivers State Governor, Nyesom Wike has attributed his political survival during the last governorship election to the support and prayers of Christians and God Almighty.
He said enemies and forces of darkness invaded the state during the governorship election and attempted to rob the people of their mandate, but God intervened and gave him victory.

Wike stated this on Sunday during the Lord’s Chosen Crusade with the theme: “God has the power to do this or that” at the Yakubu Gowon Stadium in Port Harcourt, the state capital.
The Governor maintained that the prayer of Christians also played a major role during the election, stressing that his administration will continue to partner with the church for the development of the state.
He said: “We saw forces, but the greater force, God Almighty came. With this crusade. Rivers State will be abundantly blessed.

Officials of the Independent Corrupt Practices and Other Related Offences Commission (ICPC) have arrested six members of a cybercrime syndicate allegedly impersonating the Primate of the Nigeria Anglican Communion, Most Rev. Nicholas Okoh.
The Commission’s Public Relations Officer, Mrs Rasheedat Okoduwa, made the development known in a statement in Abuja on Sunday.

She said the syndicate, allegedly led by Jehu Kwasu, was arrested in Kaduna for using a fake Facebook account of Okoh’s to defraud unsuspecting members of the public of several millions of naira.
“Investigation by ICPC revealed that the syndicate posts fictitious distress stories on the fake Facebook account to con prominent citizens, top government officials and politicians into believing that it was Rev. Okoh that was making the plea for help.
“The commission further found out that the group was also impersonating other top clergymen of the Anglican Communion, such as Bishops Zakari Nyam, Moleku and Lamido to commit their nefarious acts.”

She added that five of the suspects were currently on administrative bail from the Commission, leaving only Kwasu, who had yet to meet his bail conditions.
“It is noteworthy that the suspects have made useful statements to the commission and will be charged to court soon after the conclusion of investigation,” Okoduwa said.

The African Export-Import Bank (Afreximbank), at its yearly general meetings in Moscow, at the weekend, unveiled a $276 million net profit in 2018 financial year, even as shareholderd adopted its proposal of $69 million as dividend.Nigeria as a leading shareholder and current chair of the region’s largest trade bank, will no doubt get a large chunk of the dividend, as returns for financial contributions in terms of shareholding.
 
The shareholders also appointed one new member to the bank’s  board and decided to retain Nigeria, which has been its Chairman since the last meeting in Abuja in 2018, in that position for one more year.
 
In his report to the AGM, Prof. Benedict Oramah, President of Afreximbank, said that the Bank’s total revenues rose by 24 per cent in 2018 to reach $806 million while the net income increased to $276 million, representing a 26 per cent increase on the level in 2017.

 
The bank’s total assets, including contingent liabilities, went up by 15 per cent from $13 billion in 2017, to $15 billion in 2018, Afreximbank President, Prof. Benedict Oramah, said.The profit performance reflected strong growth in interest and fee income from diversified sources by geography and financial products.
 
He informed the shareholders that during its extra-ordinary session in Nouakchott in July 2018, the African Union Heads of State Summit had approved the accreditation of the Bank to the AU, allowing the AU to adopt most of the Bank’s flagship initiatives as continental initiatives.
 
The action would help to accelerate adoption of such initiatives at the national level, thereby improving the pace of implementation at lower cost. Oramah explained that the accreditation was a privilege which was previously enjoyed only by the African Development Bank and the United Nations Economic Commission for Africa.
 
The end of the AGM marked the conclusion of the bank’s 2019 Annual Meetings (AAM2019), which started on June 20 with the seminar and meeting of the Advisory Group on Trade Finance and Export Development in Africa, declared open by Russian Foreign Minister, Sergey Lavrov.

On June 21, Chairman of the Government of the Russian Federation, Dimitri Medvedev, had addressed the opening session of the meetings and pledged a renewed Russian interest in the development of Africa.

AAM2019 was held under the theme “Harnessing Emerging Partnerships in an Era of Rising Protectionism” and deliberated on such topics as: How South-South trade can be a path to Africa’s integration into the global economy; multilateralism in the current global economic order of protectionism; and the role of investing in Africa’s infrastructure in accelerating intra-African trade and economic development.

Operatives of the Benin Zonal Office of the Economic and Financial Crimes Commission, EFCC, in an early morning raid on Saturday, June 22, 2019 arrested 16 suspected internet fraudsters at their hideout in Ughoton and Udu communities, Warri, Delta State.

The suspects who are between the ages of 20 to 30 were arrested sequel to intelligence report.

Items recovered from them at the point of arrest include laptop computers, iPhones, Android phones, ATM cards, and four exotic vehicles. The cars are Luxus ES330, GLK 4 Matic, Luxus RX 330 and Luxus ES350

The arrest of the fraudsters is one in the series by operatives of the Commission in line with the directive of the acting Executive Chairman of the Commission, Ibrahim Magu to rid the entire country of internet fraud and cyber crime.

The suspects have made useful statements and will soon be charged to court.

Former factional Chairman of the All Progressives Congress, APC, in Kano, Alhaji Hussaini Mairiga has cautioned President Muhammadu Buhari to respect of the rule of law following his alleged disobedience of several court injunctions asking for the release of former NSA, Col. Sambo Dasuki (retd).
Mairiga called on Buhari to have the fear of God, as well as obey several court orders and release Dasuki.

Speaking yesterday, Mairiga said: ”Buhari should release Dasuki I am calling on Buhari to please release Dasuki to enable him join his family members, who have been separated from him, over four years ago.”

Mairiga, who is an APC Chieftain in Kano, claimed that President Buhari on some occasions had disagreement with the First Lady, Hajiya Aisha Buhari, which the couple debated on and eventually settled within a few days.

He therefore called on Buhari to sink whatever differences he had with Dasuki and release him, like he often amicably resolves his differences with the First Lady.

”I am therefore calling on President Buhari to please, and please allow Dasuki to go home and have peace, with members of immediate family. Court has since granted him bail and it is now left for President Buhari to obey court order and release him. It should be recalled that Sambo Dasuki distributed the money given to him by former President Jonathan to the appropriate persons, without removing any kobo, because Sambo Dasuki is an honest person.’

”If Buhari fails to release Dasuki in accordance to court order, it is injustice, which Allah will not allow him, as Allah is for justice, fairness and that of Love.

“Buhari and his wife, Aisha are always having their differences but are still together, while Dasuki’s family members are in a traumatic condition, without happiness. But why must Sambo continue to be in detention in defiance of a subsisting court order for his release.?”

Mairiga further stated that Buhari is not in charge of governance but a cabal that are allegedly ruling the country, adding that based on the unwholesome trend, Aisha often challenges the President on the issue of cabal ruling the country, instead of Buhari.

On the President’s second coming, Mairiga said he is praying to Allah for Buhari to right all the wrongs of his first tenure, as he has ascended to the next level.

Also, Mairaga condemned the recent order by President Buhari to arrest and jail parents, who refused to enroll their children in school, arguing that “how can a parent, who has no money to feed send his children to school?

”For such an order to come into force, Buhari should lead by example by sending his children to public schools, alongside that of his cabinet members, instead of sending them abroad for studies.”

The operatives of Rapid Response Squad (RRS) have arrested three suspected robbers who lured a UBER driver into the bush, strangulated him and made away with his Toyota Camry, 2006 model.

The suspects were arrested on Thursday morning in Lekki, Lagos, when they were on their way to hand over the snatched car to a buyer.

Daniel Alagor (28), Samuel Effiong (25) had, on Wednesday night, requested for UBER and told the driver, Ekwomi Charles, to take them to Abijo GRA from Jakande Estate, Lekki at around 11:00 p.m.

According to the driver: “On getting to there, they tired a rope around my neck from the back. Then, all of them started punching me till I passed out.

Thinking that I was dead, they took me into the bush and dropped my body near an uncompleted building.

They left beside me a knife after tying me. Thank God, I woke up later. I reported at the closest police station and eventually, I learnt RRS men have arrested them.

No fewer that ten people have been reported injured after a one-storey building collapsed in Oshodi area of Lagos State.
 
The building collapsed today June 23, at No 35, Adesanya Street, Mafoluku area of Oshodi.

Director-General of the Lagos State Emergency Management Agency (LASEMA), Oke Osanyintolu, confirmed the news and blamed the collapse on poor maintenance, adding that integrity tests will be carried out on adjacent buildings to ascertain their suitability and durability.  
 
According to him, no death was recorded and occupants have been evacuated as the building is expected to be pulled down to ensure the safety of people living in the area.

Nigerian Ports Authority (NPA) has explained why it terminated the services of Intels Nigeria Limited from the eastern ports of Calabar, Delta and Port Harcourt.

The company, co-owned by former Vice President Atiku Abubakar, provides comprehensive integrated logistics services for the Nigerian oil and gas industry and has 30 years of experience in port management and support services in shore bases across Nigeria.

The Managing Director of the NPA, Hajia Hadiza Bala Usman, told The Nation that the decision to terminate the services of Intels was informed by the latter’s inability to remit over $140 million to the federal government’s coffers, being the accumulated revenue it generated for a period of time.

“Intels was providing a service of collecting revenue for port operations and they were not remitting as and when due,” she said.

She recalled that after she came on board as NPA MD, she signed “a supplementary agreement which required all revenues generated to be paid into the single treasury account (TSA).”

Usman said Intels, however, reneged on the agreement it had with the NPA and the corporation was left with no option than to cancel the contract outright.

She said: “Following the agreement, Intels has been very difficult in making payments to us. They owe us over $140million that they have not remitted. So, we felt such non-compliance and such level of impunity should not be accepted, hence we issued a notice of termination to them.

“We are going to advertise for a replacement company that would offer such services at a cheaper cost because Intels is charging the Nigerian government 28 percent for revenue collection and typically such commissions are limited to 10-15 percent.

“You hardly see where an agency is charging 28 percent. So, we have issued a notice of termination and we are also going to court to ensure that those monies not credited by Intels are paid back”.

Suspected cable thief electrocuted in Anambra

A yet-to-be identified man, was electrocuted while trying to vandalize and steal transformer cables in Ezinifite, Anambra state today June 23rd.
 
A statement from the police command says the man was found hanging from the EEDC transformer installation at Ezinifite.
 
Luck ran out on him as the armoured cable he was trying to steal exploded and electrocuted him instantly.
 
Police patrol team led by the DPO Aguata division SP Ayeni Oluwadare visited the scene of the incident and rushed the victim to the General hospital Aguata were he was confirmed dead on arrival by the Medical doctor.
 
The EEDC office was contacted, the corpse was then photographed and deposited at the hospital mortuary for autopsy.
 
Investigation is ongoing to ascertain  the true identity of the deceased and circumstances surrounding the incident.

Nigerian Army arrests notorious bandit and kidnap kingpin Mallam Bawa Gomna, 20 others terrorizing Katsina State

In continuation of operations against armed banditry, kidnapping, cattle rustling and other criminalities in Katsina state, troops of 17 Brigade on Operation HARBIN KUNAMA III, have arrested a notorious bandit/kidnapping kingpin known as Mallam Bawa Gomna and 20 others during operations around Batsari, Jibia and Safana Local Government Areas of Katsina State between the 3rd to 21st of June 2019.
 
Those arrested so far, according to the Nigerian Army are reportedly responsible for terrorizing villagers in Batsari, Jibia and Safana Local Government Areas of the State.
 
The criminal elements were apprehended based on credible intelligence from the locals, and have confessed taking part in several banditry activities, cattle rustling and other sundry crimes. They, as usual, will be handed over to the respective law enforcement agency for further action.
 
Some of those arrested and items recovered are:

"PRESS RELEASE 

FALSE REPORTS OF AIRCRAFT DELIVERING ITEMS IN AKUKWE FOREST AREA OF ENUGU STATE

1. The attention of Headquarters Ground Training Command (HQ GTC) Nigerian Air Force (NAF) Enugu has been drawn to a story being circulated by some mischievous, misguided elements purporting that NAF helicopters were being used to “drop” weapons for Fulani herdsmen in the forest area of Akwuke Community in Enugu South Local Government Area (LGA) of Enugu State. The report alleged that helicopters had been seen on several occasions flying at low level and landing in the forest area to “discharge their packages”. 

2. HQ GTC wishes to state that the report is deliberately misleading and obviously concocted by the writer to cause disaffection and incite negative, divisive emotions. It must be noted that the NAF has 2 helicopter training institutions under its purview, which have been operating in Enugu for several years. These are the International Helicopter Flying School (IHFS) and 405 Helicopter Combat Training Group (405 HCTG), whose training curricula include low level flying around the forest areas near Akukwe, which is one of their designated training areas. 

3. In particular, the 405 HCTG commenced tactical training on the newly acquired 109 Power helicopters on 24 May 2019, which includes low level flying as well as other maneuvres requiring them to land and take off within the training area. However, at no time was any NAF helicopter used to ‘drop’ any materials, let alone deliver weapons to any individual or group. Members of the public, especially residents of Enugu State, are therefore advised to discountenance the fake report and go about their normal activities without fear. 

4. The NAF, as a professional fighting force, remains resolute in performing its constitutional role of defending the territorial integrity of a united Nigeria. Accordingly, we shall continue to work assiduously, in synergy with sister Services and other security agencies, to rid the country of all criminal elements in order to enable all Nigerians pursue their legitimate aspirations.

A man is currently battling with his life as his friends struggle to keep him alive after he bragged about taking 6 bottles of highly alcoholic drink, which he eventually drank.

In a video we sighted, the man could be seen consuming the alcoholic drink while being hailed by his friends.

Moments later he was captured on same clip battling with his life.

Reports have it that he was rushed to the hospital where the medical personnel are doing their best to keep him alive

The cases filed by the immediate past Senate President, Bukola Saraki and a former Governor of Imo State, Rochas Okorocha, to challenge their corruption probes, are set to resume for hearing before Justice Taiwo Taiwo of the Federal High Court in Abuja despite the Economic and Financial Crimes Commission’s last month’s protest against the judge.

SUNDAY PUNCH can report that as of Saturday, there had been no communication from the court to counter the schedule of the cases to come up for hearing before Justice Taiwo on Monday (tomorrow).

The EFCC in a letter sent to the Chief Judge of the Federal High Court, Justice Adamu Abdu-Kafarati, on May 21, accused Justice Taiwo of being biased against it.

The letter signed by the EFCC’s acting chairman, Mr Ibrahim Magu, was in protest against the ex parte orders made by Justice Taiwo on May 9 and 14, restraining the commission from continuing its investigations of certain corruption allegations against Saraki, and Okorocha.

It requested in the letter the re-assignment of the two ex-governors’ cases and all other ones involving it in the judge’s docket to another judge of the court.

But court officials and some top officials of the EFCC, who spoke on condition of anonymity, confirmed to SUNDAY PUNCH on Friday and Saturday that the one-month-old request by the commission had yet to be acted on by the Chief Judge of the court.

“To the best of my knowledge, there has been no communication from the Chief Judge on the commission’s request. But it will be hasty to conclude that the Chief Judge has dismissed the commission’s request,” a top official of the commission told one of our correspondents on Saturday.

A court official had informed SUNDAY PUNCH on Friday that “the cases are still with Justice Taiwo.”

Responding to SUNDAY PUNCH’s request to comment on the issue on Saturday, spokesperson for the EFCC, Mr Tony Orilade, said in a text message he sent to our correspondent.

“As of today, I have no information, but give me till Monday, I shall get back to you.”

Magu, in his letter to the Chief Judge of the Federal High Court, said, “Your Lordship, the Economic and Financial Crimes Commission is the 4th defendant in the respective cases stated above which are pending before Honourable Justice Taiwo O. Taiwo of your lordship’s court.

“The commission respectfully requests your lordship to re-assign the above-stated cases and all other cases pending before Honourable Justice O. Taiwo, in which it is involved, to other judges of your Lordship’s court.

“This application has become very necessary because of the commission’s lack of confidence in his Lordship’s impartiality to dispense justice in any matter concerning it.”

Magu stated that against established legal principle validated by judicial pronouncements, Justice Taiwo, in the fundamental rights enforcement suits filed by Saraki and Okorocha, “restrained the commission, among others, from performing its statutory function of investigating them pending the determination of originating motions on notice.”

Magu stated in the letter that the EFCC was conducting an investigation into the “allegations of corrupt practices by the Senate President, Olubukola Saraki, whilst as the Executive Governor of Kwara State and also as the Senate President of the Federal Republic of Nigeria”.

He added, “It (EFCC)is also investigating Owelle Rochas Okorocha, the outgoing (former) Governor of Imo State for the same allegations of corrupt practices as the governor of the state”.

The EFCC chairman recalled that Justice Taiwo in the past “demonstrated obvious bias against the commission” in a matter involving the former Ekiti State governor, Ayodele Fayose.

He said, “On June 24, 2016, the EFCC applied and secured an interim freezing order from the Federal High Court, Lagos Judicial Division, wherein his Lordship, Hon. Justice M. B. ldris ordered the Manager of Zenith Bank Plc to freeze bank accounts numbers 1003126654 and 9013074033 among others operated by Mr Ayodele Foyose pending the investigation and a possible prosecution of the criminal case involving the accounts.

“Your Lordship, Mr Ayodele Fayose subsequently instituted another suit in suit number. FHC/AD/15/2016 at the Federal High Court, Ado Ekiti Judicial Division, praying the court for an order directing the EFCC and Zenith Bank Plc to unfreeze and make operational the said accounts.

“Shockingly, His Lordship. Honourable Justice Taiwo O. Taiwo, despite being aware of the pendency of the mower before Honourable Justice M.B. ldris, and his said order which were duly brought to his notice, proceeded to set it aside, thereby sitting as an appellate court over the decision of a court of coordinate jurisdiction.”

Magu added, “Though the commission is not by any means positing that His Lordship, Honourable Justice Taiwo O. Taiwo, should always decide cases in its favour, even when it does not deserve it, the trend of His Lordship shows unbridled bias against it, which has made it difficult for it to believe in His Lordship’s impartiality.”

Other respondents in both cases and who are affected by Justice Taiwo’s restraining orders were the Attorney General of the Federation, the Department of State Services, the Inspector-General of Police, the Independent Corrupt Practices and other related offences Commission and the Code of Conduct Bureau.

A Nigerian lady has taken to Twitter to narrate her experience in the hands of a Bolt (taxify) driver, Igbere TV reports. 

Igbere TV reports that the lady identified as Akinola Tosin, said she was assaulted by the driver in Lagos. 

According to her, trouble started when she got to her destination and opted to pay via transfer but the driver ended up not getting the alert. 

She said she explained to the driver that she carried out the transaction and even showed him the debit alert but the driver wouldn't let her go. 

He instead took her away from her destination and drove all the way down to UNILAG gate and forced her out. 

She, however, said she insisted that the driver must take her back to her destination, which the man rejected and took her to the station. 

She wrote;

“Ok this driver (attached photo) took me to my house, I did a transfer to him, he didn’t get the money and this man locked the car, wind up the windows and drove me away from my house to Unilag gate, ranting all the way, ‘I ll disgrace you today’.

“All the way I kept showing him the prof of payment via my phone but he wouldn’t answer. I told him there was no point moving me away from my destination since he already drove me there. Told him if he takes me anywhere, he’s gonna take me back to my destination cos I paid him.

“Only for him to get to gate, skipped the Unilag gate securities and drove me to the side of the road where keke napep going to bariga do load and asked us (my friend n I) to come down from the car. I told him we would not, he had to take us home, only for him to assault us.

“I would have posted the videos but my boobs were literally out since he tore my cloth already. I sent the videos to @Boltapp_ng and I’m yet to get a response.

“Then he drove me to Bariga police station where he he lied incessantly and he got the police to side him. I narrated what happened to them but they seemed blind and deaf to the fact that he assaulted me. Kept me behind the counter while he roamed freely. Slut-shamed me severally.

“Making it seem like I’m a slut and because of that I deserved the assault. Constantly slut-shaming my mother too. Funny thing is, he didn’t check his phone till he got to gate, assaulted me and the matter escalated before he actually grabbed his phone to even check.

“I have voice recordings of him saying all sorts to me. Like the police actually said they understand him acting this way cos he hadn’t gotten the alert. Like you mean a man can assault me cos of that? Telling me to forget the fact that he slut shamed myself and my mother

“Before I even knew it Baba had removed my wig and I was seeing this on my face, seeing myself almost half Unclad @Boltapp_ng 

“Eventually, my sis came to the police station, did the transfer two more times, got debited each time. Then it dawned on him then that it’s most likely his bank. Then the police settled for him making calls to us and refunding the money when he gets them all.

“The same calling I advised him to do from the start in case he doesn’t get the money .

“I asked my friend to alert the securities at unilag gate and instead of him to wait he started to drive off, to bariga. Throughout the ride my door was wide opened yet he didn’t stop. @Boltapp_ng pls ask him why he didn’t wait for the securities to attend to the matter 

“This particular guy (attached photo) wasn’t at the scene. But he came to bear false witness for the guy and kept lying without conscience.

“There were two women at the station, police officers. Before they even heard anything at all, they already called me a runs girl multiple times. Then when I stood up to them telling them to stop calling me names and all they put me behind the counter.

“These men (attached photo) that came to the scene to get him off me started to beg me, asking me to dead the matter and go home. Cos I didn’t yield they got mad at me for not accepting. And I’m like after he did all these to me, I should just say ok and go home? Then they connived with him.

“They were the ones that told him not to stay at the scene to let Unilag securities meet him there. They told him to drive off, deceiving me that he’s just gonna park at MRS filling station.”

Igbere TV was able to obtain some exclusive pictures of the alleged assault, including video recording of the driver and audio of the scenario. 

Her tweets have attracted several comments with many condemning the act and calling for the driver's arrest. 

Some Twitter users however sided the driver saying he may have fell victim of fake alerts in the past, adding that taxify does not support transfer as method of payment.

The Police Public Complaints Unit has similarly reached out to the lady on Twitter, assuring that her complaints had been noted. 

Similarly, popular civil right activist and #EndSARS convener, @SegaLink, had reached out to the lady, assuring that justice must be served. 

“Distinguished @akinolatosin7, please be assured that this driver will be made an example by @Boltapp_ng, a brand I know to be strict on impunity & human right abuse. You will get a response soonest from Bolt as the evidence on this case is being gathered. He won’t go unpunished”, he wrote.

Ethiopia's Army Chief, General Seare Mekonnen shot dead after failed coup attempt

The chief of staff of the Ethiopian army, General Seare Mekonnen, has been shot dead in the capital, Addis Ababa.

He was shot trying to prevent a coup attempt against the administration in Ethiopia’s northern Amhara region, PM Abiy Ahmed said on state TV. In Amhara itself, the regional governor, Ambachew Mekonnen, was killed along with another official.
 

Ethnic violence has hit Amhara and other regions in recent years. Since his election last year, Mr Abiy has moved to end political repression by releasing political prisoners, removing bans on political parties and prosecuting officials accused of human rights abuses.
 
Information is scanty, with reports that the internet has been down, but Prime Minister Abiy, dressed in military fatigues, went on TV to make his announcement. He said the chief of staff had been shot by “mercenaries”. The Amhara regional officials were killed by their own colleagues during a meeting, he added.
 

A statement from the prime minister’s office added: “The coup attempt in Amhara regional state is against the constitution and is intended to scupper the hard-won peace of the region".

  We’re Still After National Assembly Mace Snatchers — Police

Fifteen months after two suspected thugs allegedly led by Senator Ovie Omo-Agege invaded the Senate chamber and snatched the mace, the police have yet to conclude their investigation into the incident.

Findings in Abuja indicated that the police had been treating the incident as a cold case, believing new information could lead to the indictment of the Deputy Senate President.

The force took Omo-Agege into custody shortly after the incident on April 18, 2018.

He was subsequently released while an investigation was launched into the theft which generated a national uproar.

The lawmaker representing Delta Central was consequently suspended by the Senate for 90 days, but he successfully challenged the resolution in court which ruled that the upper chamber had no powers to suspend him.

The mace was recovered under a flyover near Abuja city gate some hours later where it was abandoned.

Six suspects arrested in connection with the incident were released by the police.

Our correspondent learnt on Saturday that although the case file had been shelved, the investigation “has by no means died.”

A police source said, “The case was dropped because we are yet to apprehend all the thugs who stole the National Assembly’s symbol of authority. Although Omo-Agege was detained briefly in connection with the theft and released on personal recognition, the investigation has not ended or closed.

“It could be revived anytime we have fresh facts or information. So, it is wrong to say the Senator is out of the woods on account of his emergence as Deputy Senate President. We could invite him for interrogation when the need arises; he doesn’t have immunity from criminal prosecution.”

Another source said the testimony of the former Divisional Police Officer in the National Assembly, CSP Abdul Sulu-Gambari, indicting Omo-Agege and others, was part of the evidence linking the suspects to the incident.

Sulu-Gambari in his testimony on May 9 before the joint Senate and House of Representatives ad hoc committee set up to investigate the invasion of the Senate, blamed the incident on the conspiracy among some security agencies and lawmakers.

But Sulu-Gambari was redeployed to Adamawa State while the office of the DPO at National Assembly was placed under the Inspector-General of Police by then IG, Ibrahim Idris.

Force Public Relations Officer, DCP Frank Mba, did not respond to repeated phone calls for an update on the investigation into the mace theft on Saturday. He had yet to reply a text message sent to him on the matter as of the time of filing this report.

The Senator representing Abia North Senatorial District, Sen. Orji Uzor Kalu has advised Ndigbo not to be too expectant in the APC led federal government, saying the South East region refused to vote massively for the party in the last election. 

The former governor dropped the hint at an event in his Camp Neya home in Igbere to thank his constituents for voting him into the Nigerian Senate. 

He said: “Our people did not support APC. We did not vote for the president and that is what we are paying for.

“We are not entitled to anything when we did not vote for APC so we cannot ask for the Senate President or Deputy President.

“I am not only a senator for Abia north, I am a senator for Abia and Federal Republic of Nigeria because I was elected to make good laws for the whole Nigeria,” he said.

It is presumably what any woman would jump at but it seems this does not apply to budding Nollywood actress, Olive Utalor, who turned down a marriage proposal from her fiance of many years. Her reason? The proposal did not come with a car for her.

On my birthday last year he promised me a car and now he wants me, Olive Utalor to get married to him without a car, it’s not proper. I don’t care if he has supported me through school. 

I can’t be trekking under the sun when I am somebody ‘s wife. He should go and look for his class,” the actress blurted out in a chat when Potpourri reached her to find out why she rejected a marriage proposal. 

It was gathered that the proposal was made by the fiance, who is a civil servant, a primary school teacher to be precise, on his birthday expecting his girlfriend would be pleasantly surprised and accept but her reaction so much disconcerted him that he contemplated taking his own life. In fact, he was said to have stood on a road perplexed, waiting for any car to run into him.

The heartbroken boyfriend had thought he had everything perfectly planned and the timing just right, so, rejection was the last thing on his mind but his sweetheart of many years had other ideas. 

“I can’t pretend that he is right for me. Yes, he saw me through the early stages of my tertiary education but that doesn’t mean we are right for each other. If he cannot get me a car there can be marriage. I’m not being callous, I’m just being true to myself,” she said smugly. 

The Delta State-born actress is quietly making her imprint on the landscape of the movie industry as she has featured in some really good films. Some of the most recent films she featured are Yahoo King, Hope of Glory, Loving Soul, My Pregnant Daughter, Cursed and many others.

RHAPSODY OF REALITIES

SUNDAY, 23RD JUNE.


CHRISTIANITY—A FELLOWSHIP

God is faithful, by whom ye were called unto the fellowship of his Son Jesus Christ our Lord (1 Corinthians 1:9).

Real or authentic Christianity is God alive and functioning in a human person. It’s the pulsating life of Christ in a human body; divinity at work in humanity. This is what many haven’t understood about Christianity; the fact that it’s a living relationship with a living God. This is what Jesus made possible for us: fellowship with God. That’s the biggest thing, the all-inclusive word that Christianity is about: FELLOWSHIP; everything else is inside it.


The greatest glory of Christianity is our fellowship with God. Once you come into that relationship, everything changes for you. The Lord Jesus Christ brought us into oneness, communion, partnership, union, and comradeship with Almighty God! He died, was buried, and God raised Him up with a new kind of life.

The Bible says He was “…crowned with glory and honour; that he by the grace of God should taste death for every man” (Hebrews 2:9). He did all He did to bring us into a divine, heavenly pantheon. Now, we’re partakers of the divine nature. The Bible says He has “…raised us up together, and made us sit together in heavenly places in Christ Jesus” (Ephesians 2:6).

He brought us into Himself.
Now, from that place, in Him and through Him, you’re reigning in life. This is what Christianity is about; God’s work in a man. It’s a call to oneness with Divinity. You have the divine life of God, and you’re in an everlasting fellowship with Him. This is a real experience. He took up His abode in you for you to live in, and through Him.

Get to know the reality of this relationship and live beyond mere religion. Hallelujah!

Dear Father, I thank you for the wonderful life I have in Christ and the everlasting fellowship I have and enjoy with you. I function in this oneness and live the life you’ve preordained for me before the foundation of the world: a life of progress, success, peace and prosperity; something greater than religion, in Jesus’ Name. Professor Itse Sagay SAN, Chairman of the Presidential Advisory Committee Against Corruption (PACAC), has condemned the reports recently released by the European Union (EU), National Democratic Institute (NDI) and the International Republican Institute (IRI) which said that the 2019 general elections were marred by irregularities such as intimidation of voters and electoral officials, vote-buying, and election-related violence.

Speaking in a chat with INDEPENDENT, Sagay said the observer groups were meddling in what is not their business while Nigerians, especially the Independent National Electoral Commission (INEC) failed to condemn their actions.

“You see the way European Union and National Democratic Institute and all these American and British people came and lectured us about how we should organise our elections in a very, very insulting and condescending way and everybody was laughing it up”.

Rapper Degeze gives his life to Christ after a terrifying robbery attack (photos)

Upcoming rapper DegezE survived a robbery attack on June 20th. Recounting the ugly experience on his IG page, Degeze says the incident forced him to give his life to Christ. He shared photos showing the injuries inflicted on him by the robbers and wrote;

Dozens were feared dead when a gas pipeline exploded at Kom Kom in Oyigbo Local Government Area of Rivers state on Saturday.


An eyewitness told newsmen that, “We were just waking up when we heard a very loud sound. We knew it was an explosion but did not know the kind of explosion. We later traced the tick smoke to the gas pipeline.”


Authorities said majority of the casualties are burnt beyond recognition in the fire that occurred early Saturday.
Spokesman of the Rivers State Police Command, Nnamdi Omoni told DAILY POST that the incident happened when officials of Shell Petroleum Development Company, SPDC were carrying out routine maintenance of the facility in Kom Kom.


Omoni, a Deputy Police Superintendent, said the casualty figure was yet to be ascertained but the fire has been put out and normalcy has returned to scene of the incident.

“Shell was carrying out maintenance on the pipeline when the explosion happened. Our findings indicate that some members of the community rushed to the scene to scoop the product when the explosion happened.


“I can’t tell you how many people were burnt but it was not a good site. Our men are still at the scene,” he said.

The Nigerian Stock Exchange (NSE) on Friday recorded growth with the market capitalisation increasing by N37 billion to change the bearish posture it maintained in the last four days.

Specifically, the market capitalisation which opened at N13.117 trillion rose by N37 billion to close at N13.154 trillion, amid price gains by some blue chips.


In the same vein, the All-Share Index inched 85.98 points or 0.29 per cent to close at 29,851.29 compared with 29,765.31 posted on Thursday.


Seplat led the gainers’ table, increasing by N13 to close at N510 per share.
Mobil followed with a gain of N5.50 to close at N170, while Nigerian Breweries gained N2.50 to close at N60 per share.

Dangote Cement increased by N2 to close at N184, while Lafarge Africa grew by N1.05 to close at N11.55 per share.


Conversely, Nestle topped the losers’ chart, shedding N49.70 to close at N1, 350.30 per share.


Stanbic IBTC trailed with a loss of 85k close at N40.65 kobo, CAP depreciated by 40k to close at N27.50 per share.
Africa Prudential was down by 13k to close at N3.41, while Fidelity Bank dipped 7k to close at N1.73 per share.

Zenith Bank was investors’ delight, trading 29.65 million shares valued at N592.87 million.


Guaranty Trust Bank followed with an account of 22.42 million shares worth N700.20 million, while Lafarge Africa traded 14.77 million shares valued at N170.67 million.


Access Bank exchanged 12.28 million shares N84.38 million, while MTN Nigeria Communications traded a total of 9.76 million shares valued at N1.27 billion.


In all, a total of 189.96 million shares worth N4.16 billion transacted in 3,089 deals.

This was in contrast with a turnover of 275.49 million shares valued at N3.91 billion exchanged on 3,977 deals on Thursday.

Cadbury Nigeria Plc has rewarded its shareholders with a total dividend of N471 million for the financial year ended December 31, 2018, in line with its current efforts to create more value for investors.

Chairman of the company, Atedo Peterside, made the disclosure at the company’s 54th Annual General Meeting (AGM), in Lagos on Friday.
The News Agency of Nigeria (NAN) reports that the dividend translated to 25k per share when compared with 10k paid to the shareholders in the comparative period.

Addressing the shareholders, Mr Peterside attributed the company’s positive growth during the year under review to success of its cost-cutting measures, effective marketing strategy and superlative performance of its various brands.

The chairman also assured the shareholders that Cadbury Nigeria would continue to sustain its dividend policy.
“We re-launched our iconic cocoa beverage drink, Bournvita, with a new improved taste, last year, in line with consumers’ tastes and preferences.


“Feedback from consumers indicate that the new Bournvita has gained wide acceptance.


“Cadbury Hot Chocolate 3-in-1 brand, our treat portfolio, recorded substantial growth, driven by its unique offering, while our gum and candy brands also recorded success in their respective categories.

“In addition, we sustained our current price competitiveness, and increased our Route-to-Market coverage/footprint in 2018,” he said.


Responding on behalf of the shareholders, the National Coordinator of the Progressive Shareholders Association of Nigeria, Boniface Okezie, urged the company to continue to evolve ways of consolidating on the performance of its brands.


Mr Okezie called on the company to explore other options, including local manufacturing of Hot Chocolate 3 in 1, which was currently imported from Ghana, to create more jobs locally.

He commended Mondelez International, the company’s majority shareholder and the Board of Directors of Cadbury Nigeria for the appointment of Oyeyimika Adeboye as the first female Managing Director of the company.
He said the appointment had restored confidence in the ability of Nigerians to lead multinationals.
He, however, charged Mrs Adeboye, who took over from Amir Shamsi, to justify her elevation by sustaining the momentum and taking the company to greater heights.

Mr Okezie also welcomed the appointment of Ogaga Ologe, the company’s erstwhile Financial Controller, who was appointed as the new Finance Director.
