Boko Haram currently collects tax, provide basic services for residents of Borno communities– Archbishop Of Kaduna says

The Archbishop of Kaduna Catholic Diocese, the Most Reverend Mathew Ndago-Manoso has alleged that Boko Haram members still operate freely in some communities in Borno state as they provide basic services for members of some communities and collect tax from them.
 
Speaking in an interview with journalists at the ongoing Annual General Meeting (AGM) of the Nigeria Catholic Diocese Priests’ Association in Kaduna, Ndago-Manoso said the Buhari government has failed Nigerians so much that they now turn to their enemy, Boko Haram, for their basic needs. He said Nigerians have never known the kind of suffering they know under this present administration. 
 

Quote:“Insecurity starts from where there is the absence of government. The absence of government in certain parts of the country has brought us to where we are today. Our problem has always been the management of resources of the land. Something is happening right now whether the government knows or not; it is that the splinter group of the Boko Haram is providing services to communities in Borno. They are collecting taxes because of the absence of government. This is dangerous.
“You see, in governance or democratic government if you know you don’t have the capacity to even rule a local government, don’t put yourself forward. The very fact that you put yourself forward you are telling the people that you have the capacity and the know-how.  Even if you don’t have the know-how I think in leadership, you don’t need to have the know-how. I think you should have the intelligence to get people who know to be able to do the job. Nobody, no matter how intelligent you are, you cannot do it alone.
“Now talking about the present government, I think the simple question that every Nigerian should ask is – my life today and my life before this government came in, what is the difference?. Go on the streets and ask Nigerians, four years on, how is your life compared to before?”

They come to my office in tears looking for ordinary food. You see them dressed up inagbada. But if they tell you what they are going through: they are not able to feed their families. It has never been this bad in our country.  We have the resources. I think our leaders should get off their back and do what they need to do, using our resources. We are not poor. We have no business overtaking India as the poorest country in the world. 
Officially our population has hit 200 million, and India has over 1.2 billion people, but the resources we have India does not have yet we have overtaken them in terms of poverty. I think is shameful” he said

The Delta state police command have arrested a woman, Agatha Raymond, for allegedly assaulting her 10-year-old step brother, Chibuzor Onuwa Obusele, with hot knife.
 
Activist, Prince Harrison Emefiena Gwamnishu, who shared the story and photos of the victim and his abuser online, wrote

A National Economic Council (NEC) meeting is to hold tomorrow. It will discuss the mounting security challenges that have seen kidnapping, armed robbery and terrorism on the rise.
Also, to tackle the problem, President Muhammadu Buhari may soon order a military shake-up.

There has been pressure on the President to rejig the military apparatchik, thereby allowing fresh ideas.

Some of the Service chiefs have indicated interest to quit having been in office at the discretion of the President after their mandatory 35 years in service.

Investigation by our correspondent revealed that the governors have been notified of the Thursday meeting with security as the main agenda.

It was learnt that the governors, who are members of NEC, are worried that the security problems nationwide are affecting the economy.

They feel that they should join hands with the Federal Government to resolve the security challenges.

A source, who spoke in confidence, said: “The NEC members are certainly uncomfortable with the security challenges in the country. We want to brainstorm on Thursday (tomorrow) because we do not want to leave it to the President alone.

“There are many options, including FG-State joint financing of security initiatives; outstanding report on recommendations for state police; a major overhaul of the nation’s security architecture; more investment on intelligence; agitation for the shake-up of the military; increase in manpower in the police, military and security agencies; and the involvement of locals in security network.

“We will certainly devote the whole day to weigh all options because insecurity is gradually taking a toll on the economy.”

Responding to a question, the source added: “It is within the purview of NEC to advise the President on issues which may impede the economy.”

Section H of the Third Schedule (Part 1) to the 1999 Constitution says: “The NEC shall comprise the following members—(a) Vice President; (b) the Governor of each State of the Federation; and ( C) the Governor of the Central Bank of Nigeria established under the CBN Decree 1991 or any enactment replacing that Decree.

“The National Economic Council (NEC) shall have power to advise the President concerning the economic affairs of the Federation, and in particular on measures necessary for the coordination of the economic planning efforts or economic programmes of the various governments of the Federation.”

In spite of the NEC session, there were indications that President Muhammadu Buhari will soon effect a shake-up in the military.

Another highly-placed source added: “I think very soon, there will be a shake-up in the military as part of steps to rejig the nation’s security apparatchik.

“Stakeholders are making strong representations to the President to overhaul the military hierarchy for fresh ideas. Buhari may buy the idea.

“The interesting dimension is that some service chiefs are also willing to quit after attaining the mandatory age of 35 years in office. Surely, we need fresh initiatives.”

Meanwhile, the Foreign and Commonwealth Office (FCO) has updated its travel advice on the security situation in the country.

It advised its citizens against travelling to Borno; Yobe; Adamawa; Gombe states; riverine areas of Delta, Bayelsa, Rivers, Akwa Ibom and Cross River states; and within 20km of the border with Niger in Zamfara State.

“The FCO advises against all but essential travel to: Bauchi; Zamfara; Kano; Kaduna; Jigawa; Katsina; and Kogi state; within 20km of the border with Niger in Sokoto and Kebbi states; non-riverine areas of Delta, Bayelsa, Rivers, Abia states.

“There’s a high threat of kidnap throughout Nigeria. Kidnaps can be motivated by criminality or terrorism, and could be carried out for financial or political gain.

“There is also a high threat of criminal kidnap in the Niger Delta region and Kogi state.”
As at press time, it was learnt that Buhari has kept the governors in the dark on the appointment of ministers.

A governor said: “When we met with the President on Tuesday, he only thanked us for rallying around him to ensure the election of the President of the Senate, Dr. Ahmed Lawan and the Speaker of the House of Representatives, Rt. Hon. Femi Gbajabiamila and their deputies.

“He did not discuss the choice of ministers with us. The President kept mum on his next cabinet. We only advised the President to release the list on time because we have observed that those in the opposition have started capitalising on it. So, we are awaiting ministerial list like all Nigerians.”

The Borno Governor, Babagana Zulum, has urged President Muhammadu Buhari to explore other options rather than the use of force against Boko Haram insurgents. 
Zulum was reacting to Boko Haram fighters  backed by the Islamic State West African Province earlier attack on least four Nigerian Army bases, raising concerns among the troops of the Operation Lafiya Dole in the North-East.


The army had lost a yet-to-be-ascertained number of soldiers when Boko Haram fighters attacked its bases in the Mobbar, Damasak, Monguno and Gajiram areas of Borno State.


Zulum, who met President Buhari on Wednesday, when asked if he was  concerned that Boko Haram was no longer dealing with soft targets but attacking military bases, said: “You are aware that some incidents occurred two, three days ago where about 40 people were killed in Konduga. By and large, we are aware of steps the president is willing to take that will virtually bring that issue to a standstill.


“But most importantly, there is need for the Federal government to also open other opportunities of bringing down the crisis rather than the kinetic force. It is also important for those people who have been forced to join the insurgency; if they are integrated into the society, I think this will be good.


“There is an existing policy within the military called Operation Safe Corridor just to strengthen the system. By and large, we are optimistic that Borno State will bounce back again.”


Speaking on the purpose of the visit, the Borno Governor said: “I’m basically here to discuss with Mr. President on how possible the Federal government can strengthen the current security situation on ground as well as strengthen the means of livelihood of the entire people of Borno State.


“Basically, we want to address the root causes of the insurgency, especially the issue of access roads, access to farm lands and the issue of strengthening the Civilian JTF and the military to do their jobs better than before.


On the recent attacks in the state and what the government is doing to fight insecurity the governor said: “The issue of security is not one you discuss anyhow. 


But the government of the state is collaborating with the military and other security agencies to ensure that the citizens are well protected.

“On my part, I am also trying to strengthen the locals to be resilient enough especially by providing them with logistics like vehicles and others so that they can undertake some surveillance to support the military.


“By and large, our discussions with the military have gone well and we are doing everything possible to ensure that stability returns to Borno State.”

A yet-to-be-identified Nigerian man has been apprehended, after he killed a lady with his friends and reportedly used her corpse to cook peppersoup for sale.

The man who killed the lady and used her corpse to cook peppersoup for sale is from the Northern side of Nigeria, and she committed the crime with the help of some of his friends from same region. He was paraded by residents of the community, who questioned where he kept the head of the lady who was killed. He was thereafter forced to carry the pot used in cooking the deceased, as the residents of the area in Cross River State pushed on to nab other culprits linked to the crime.

Police operatives attached to Operation Puff Adder have between 5th June, 2019 and today, 19th June, 2019 arrested a total of Thirty-two (32) kidnap suspects including 4 involved in the kidnap of UBEC Chairman, his daughter and the killing of his driver. The Operatives also recovered Eleven (11) AK47 Rifles, Two (2) Pump Action Guns, Three (3) Locally Made Pistols, Twelve (12) Dane Guns, Two (2) Revolver Pistols, Ten (10) Live Cartridges, Seventy-seven (77) Live Ammunition and Two (2) Volkswagen vehicles.

The arrest of the four (4) suspects is sequel to the massive manhunt launched to apprehend the fleeing members of the kidnap gang involved in the kidnap of UBEC Chairman. It would be recalled that some gang members had fled following the death of their Gang Leader/Kidnap Kingpin, one Sumaila Sule a.k.a Shaho, who died on 18th May, 2019 as a result of bullet injuries sustained during a shoot-out with Police Operatives.

A Kaduna State High Court has declared the state Religious Bill recently passed by the former State House of Assembly as illegal.

The Court noted that the plan by the Kaduna State government to issue licences to the pastors of Pentecostal Fellowship of Nigeria (PFN) using the Religious Regulatory Bill is a gross violation of their fundamental human rights, which guarantees freedom of association and freedom of religion.

The Court added that the passage of the religious bill is inconsistent with the Constitution of the Federal Republic of Nigeria 1999 (as amended).

The judge, Hon Justice D. Gwadah, while passing the ruling, said that the actions of the Kaduna State House of Assembly in proceeding to pass the bill into law despite the pending court proceedings and the subsisting court injunction restraining the action, “is an affront to this honourable court”.

The case was instituted by the Pentecostal Fellowship of Nigeria (PFN) Kaduna chapter since 2016 against Kaduna State Governor (Mallam Nasiru El-Rufai), Kaduna State House of Assembly and the Attorney General of Kaduna State over the Kaduna State Religious Regulatory Bill.

The lawyers representing the respondents, in reaction to the judgment, said that their clients will go higher, meaning Gov El-Rufai and the Kaduna State House of Assembly will appeal the judgement.

But Barr S. A. Akani (lead counsel to PFN), who briefly addressed the press after the ruling, expressed satisfaction over the judgment on behalf of his client, the PFN.

Fellowship of Nigeria, PFN, through its lead counsel, Barr S. A. Akani, had sought a declaration, among others that the establishment of Religious Preaching Regulatory Committees vide section 6(1) and (2) of bill for the Kaduna state religious preaching regulation law for the purpose of screening preachers and entertaining applications for preaching licences constitutes a blatant invasion of applicant’s fundamental right to freedom of thought, conscience and religion enshrined in section 38 (1) of the constitution and as such unlawful, illegal and unconstitutional.

However, the power is limited to act on behalf of the members of the body. Hence, the court ruling is applicable to the members of PFN. Though by implication, other Christians and Pastors can benefit indirectly from the ruling.

The Nigerian National Petroleum Corporation (NNPC) says it will resume crude oil search in the Chad Basin immediately it gets clearance from security agencies in the country.



NNPC staff working for Frontier Exploration Services and their consultants from the University of Maiduguri [url=https://dailypost.ng/2017/07/25/several-dead-boko-haram-ambushes-oil-workers-civilian-jtf-borno/]were attacked and some of them abducted on July 25, 2017.



The Group Managing Director, Dr Maikanti Baru, made the disclosure during a courtesy visit on him by Governor of Bauchi State, Senator Bala Mohammed in Abuja on Wednesday.


He insisted that the prospect of finding oil in the Chad Basin was high.



“We will go back there as soon as we receive security clearance. 


There seems to be some prospects there because Niger Republic drilled over 600 wells and now they are producing while we have only drilled 23 wells,” he said

President Muhammadu Buhari has spoken on the absence of former President Olusegun Obasanjo at the June 12 Democracy Day celebrations.

He said, “The former President, Chief Olusegun Obasanjo, owes an answer to Nigerians on his absence from the 2019 Presidential inauguration and Democracy Day celebration because the claim that he was not invited or he did not receive an invitation cannot be sustained.


“Since the claim was first made, elements in the polity that have deliberately and consistently been trying to lead the country toward polarization have cashed in on it, throwing all manner of rubbish at the Buhari Presidency.


“The fact remains that the Secretary to the Government, Boss Mustapha wrote on May 16th, 2019 to:

‘His Excellency, Chief Olusegun Obasanjo, GCFR, Former President, Federal Republic of Nigeria, Agbe L’Oba House, Quarry Road, Ibara, P.O.Box 2286, Abeokuta, Ogun State.’


“The invitation was sent to Chief Obasanjo’s known forwarding address, detailing out all the major events, and the invitation cards were delivered by a reputable courier company as confirmed.


“The receipt of the letter and invitation cards as delivered by the courier company was confirmed by Mr. Taiwo Ojo, the long-standing Personal Secretary to the former President.

In yet another raid aimed at eradicating the menace of internet fraud and cyber crime, popularly known as ‘yahoo-yahoo’ in the South-East region of Nigeria, the Enugu Zonal Office of the Economic and Financial Crimes Commission, EFCC on Wednesday, June 19, 2019 arrested five suspected fraudsters.

They include, Ogbu Obinna Christopher, Onyeagba Joseph, Chime Isiah, Duru Franklyn Tochukwu and Orji Uchenna.

They were arrested following an early morning raid at their respective residences located at Goshen Estate and Trans Ekulu, Enugu.

Their arrest followed intelligence report about their fraudulent online activities.

On the strength of the information gathered, search warrants were executed in their houses/compound.

Items recovered from them include, several mobile phones, laptop computers, suspected counterfeit currency in N1,000 notes totaling N31,000; three Lexus cars, one Toyota Avalon car, several ATM cards and other incriminating items.

How herbalist defrauded Korean national of N30m in the name of helping him secure NNPC licence - Witness tells court

A prosecution witness, Dare Folarin, has told Justice M. Abdulgafar of a Kwara State High Court, sitting in Ilorin, how a self-acclaimed herbalist, Jamiu Isiaka, defrauded a Korean national, Keun Sig Kim, of about N30 million in an oil and gas contract scam.
 
Isiaka was arraigned on June 14, 2019 for impersonating Maikanti Baru, Group Managing Director of the Nigerian National Petroleum Corporation, NNPC, and Femi Adesina, Special Adviser on Media and Publicity to President Muhammadu Buhari, to defraud Kim.
He is facing a four-count charge bordering on impersonation, forgery and obtaining money under false pretence in the guise of helping Kim secure an NNPC approval/marketing form and licence certificate to buy crude oil in Nigeria.

 
At the resumed sitting, on June 19, 2019, Folarin, the Second-in-Command, at the EFCC’s Ilorin Zonal Office, testifying as the first prosecution witness, narrated how Isiaka used the names of top senior government officials to deceive and defraud Kim in the guise of helping him secure licence from the NNPC.
 
Led in evidence by O.B. Akinsola, he said: “A petition was written to the Executive Chairman of the EFCC by the complainant, in which he alleged that some fraudsters collected over N30 million from him all in the name of helping him secure licence from the Nigerian National Petroleum Corporation.

Quote:“The herbalist sent several documents, which he claimed emanated from the NNPC and had the names of some top government functionaries like, the GMD of NNPC, Dr. Maikanti Baru, Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, National Commissioner with the Independent National Electoral Commission, Mrs. Amina Zakari, among others.
“Several foreign currencies were paid into Isiaka's domiciliary account in UBA by the petitioner, and the bank confirmed that the defendant is the sole signatory to that account, from which he made the withdrawal through a written instruction.”
 
He further told the court that in the course of investigating the petition, the EFCC wrote to the NNPC to confirm the genuineness or otherwise of the documents Isiaka sent to Kim.
 
“They replied us that all the documents were fake,” he said, adding that they never emanated from the NNPC. He further told the court that under interrogation, Isiaka claimed that he travelled to Ijebu-Igbo in Ogun State, to buy the skull of a lion for N400,000, the skin of elephant for N500,000 and vulture for N330,000 among other items to conduct sacrifice for Kim.
Justice Abdulgafar, while adjourning to June 25, 2019 for further hearing, admitted as exhibits, all the items recovered from Isiaka’s house including, a Toyota Corolla car, a Plasma Television, Home Theater, Refrigerator, Air Conditioner, and a Generator.

A 28-year-old Nigerian lady simply identified as Suliat has asked her husband, Lateef, to return her virginity and health if he wants their 2-years old marriage to be dissolved.
 
Lateef had approached an Iseyin Grade C Customary court to seek the dissolution of their marriage on grounds that she constantly brought him shame and embarrassment. He alleged that Suliat was always in the habit of picking a fight with him in public. 
 
However at the hearing of the divorce case today June 19th, Suliat told the court that she would agree to the dissolution of their marriage only if Lateef returns her virginity and good health, as it was two years ago before the union.
 
Suliat accused Lateef of using charm on her to get married to him. According to her, while she was still a single lady, she went to Lateef for spriritual help for her business. Lateef promised to help her and asked her to bring him some of her pubic her as well as have sex with him. According to Suliat, she gave in to his request and that was how she found herself married to Lateef.
 
Suliat told the court that she experienced financial increase in her business after she got married to Lateef but that her health began to deteriorate later on. She demanded for her health and virginity to be restored before Lateef can leave her.
 
The court adjourned the case to enable Suliat seek medical attention.

The Economic and Financial Crimes Commission, EFCC, Ibadan zonal office, today June 19th arrested nine suspected internet fraudsters. The suspects, ranging between the ages of 21 and 30, were apprehended at different locations at the Airport Road, Alakia Area of Ibadan, the Oyo State capital.

Following series of complaints from neighbours and victims of their alleged fraudulent activities, operatives of the Commission stormed their hideout in the early hours of Wednesday to effect their arrest. A statement from the anti-graft agency says the suspects include, Abdulmumini Fatai, Hazzan Azeez Junior, Adeleke Oluwaseyi, Atolagbe Dami Timileyin and Emmanuel Oluwaseun.

thers are Kehinde Ridwan, Alarape Sodiq, Ahmed Mufutau, and Quadri Opeyemi.
Items recovered from them, include laptops, different models of iPhones, other brands of mobile phones and several fraudulent documents suspected to be used to defraud unsuspecting people.

 
Further investigation is ongoing, as well as subjecting the items and documents recovered to forensic analysis.
 
The agency says they will soon be charged to court soon.

The son of the immediate past Minister of Health, Isaac Adewole, Dayo, has regained his freedom. This comes 24 hours after he was abducted at his poultry farm in Iroko, a surburb in Ibadan, the Oyo state capital.
 
According to family sources, Dayo was released this evening and is currently in his family home in Ibadan.
 
Three persons including a staff of the poultry and also Dayo's driver who was employed a few days ago, have been arrested and are now being interrogated.

A woman has been left unable to walk without crutches due to a mystery condition that has caused her breasts to grow uncontrollably.  
 
Lam Phrai Si Nuan, of Thailand, suffers from excruciating neck, shoulder and back pain because of her gigantic bosom. Local reports claim the 46-year-old is forced to wear a heavy cloth tied behind her neck to support her breasts.

She first noticed her breasts getting bigger three years ago but said they started growing exponentially around nine months ago. 
 
Lam Phrai who from a village in Phitsanulok provinc, claims doctors have been unable to diagnose or treat her.  
 
According to reports, her left breast grew first for four to five months, then the right one grew afterwards but medics based at Phutthachinarat Hospital have ruled out cancerous tumours.

A Nigerian Professor of English, Austin Nwagbara, who resides in Ghana, was yesterday arrested and then released on bail by the Ghanaian police on claims he was inciting the public against the Ghanaian authorities.
 
Nwagbara was arrested after a viral video showing him condemning the manner in which Nigerians are being treated in Ghana surfaced online.
 
In the video, the Nigerian academician pointed out that Nigeria has in recent times received so many insults and illtreatement from Ghanaians despite the massive contributions the Nigerian government and her people make for the growth of their country.
 
Accoridng to him, Nigerians have been sold as bad people by Ghanaian press. He called on the Nigerian government to use the Nigerian media to correct the wrong impression the Ghanaian media is giving about Nigerians.

Quote:''They (Ghana) are using our manpower. We have an advantage that we supply to them. What are we getting back? Insults! Our people (Nigerians) will come here (Ghana) and pay $10,000 (as tuition) but they will not pay N20,000 in the University of Lagos…what an average student pays in the University of Lagos in one session to get a degree in English is N12,000.
“If you ask Nigerians to donate N50,000 every year to contribute to that University, they will riot but the same Nigerians will come here and pay $10, 000 for something 80% inferior to Nigeria. I won’t pay 10% of that sum ($10,000) for my child to study to get a degree in a Ghanaian university. I am in the system, I know. The quality of education here (Ghana) is 80 per cent inferior to what we have in Nigeria.
“No Ghanaian degree is 20% up to the quality of a Nigerian degree. All our federal universities are better than any universities here (Ghana). What makes a university? It’s not buildings, it’s not trees; it’s the quality of staff that will recycle and produce others. They don’t have it.
“I’ve been a pressman, there is no absolute truth in the media. The truth is the truth as it is presented. Let us use our own media and get back to them (Ghana). Let us see life cases, let our media with this story say we want to go to their prisons to see Nigerians, of course, they will turn you back, you broadcast it. And by the time you’re through, you run series of documentaries on Nigerians-Ghana relations and sir, we’ll make history.
“We’re highly skilled, highly talented and blessed people but many at the time we lack strategy, Nigerians tend to lack strategy. You can have good skills, if you don’t know how to let people know it, it is there; it dies, like having a factory full of items in the warehouse. If you don’t advertise, it remains in the warehouse”.
They have harassed us a lot, I know that... What I’m saying is we need strategies. I’ll suggest something which the embassy can think about. There is a bad image for Nigeria; we can take it back through the press. We can reverse it. We have powerful Nigerian media stations, ChannelsTV broadcast all over the world, there’s active social media. Let them come here (Ghana) and run documentaries on the experiences of Nigerians and blast it all over the world. In three days Ghana would respond.

Go to the student community, go to the business community, go to everywhere; go to the embassy. Go and confront the officials with the information, air it, within one week I can tell you part of worse happening. I’m sorry to say it but this is within us, the present government in Ghana came on the grounds of Nigeria bashing. I’ve listened to things some of their top leaders have said all over the world in major places. We did not take it back, if we take it back they will sit up, so media strategy is one.” Nwagbara said
 
The Criminal Investigative Department of the Ghana Police Service saw the video and immediately arrested Professor Nwagbara. He was released on bail and asked to always come to the police station for interrogation until the case is concluded.

A man who stole and sold a grandmother's underwear for N2,000, has been arrested by the officers attached to the Ekiti Police Command. The suspect identified as  21-year-old Efoghae Friday who stole the underwear belonging to Modupe Adekoya, who lives in a three-bedroom flat on 15, Olorunsogo Street, Basiri, Ado Ekiti, the Ekiti state capital, was arrested on Tuesday afternoon after a relative of theft victim made a complaint. The man who stole and sold a grandmother's underwear for N2000 in Ekiti, was arrested alongside three others who have been transferred to the New Iyin police station on Bank Road, Ado Ekiti. 

Recounting her ordeal, Madam Adekoya, said: ”I know Friday very well as he usually come to assist me in doing some domestic chores at home. To appreciate him, I use to give him meals but I never thought he could do this."

Nigerian doctor, Obinna Oke has shared a rather unfortunate news of the death of an 18-year-old undergraduate student who died after cutting off his manhood.

The name of the victim is yet-to-be made public.

According to Dr. Oke, the young man who has been allegedly associating with internet fraudsters and may be one of them used a broken piece of mirror to sever his p*nis.

Oke wrote:

Dear parents, good parenting is a full-time job. If you must fail at this sacred duty, then don't have children at all. And dear youth, please shun avarice. Embrace hardwork. Our government may have failed but don't fail yourself.

The 15 lawmakers who are loyal to the national chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole were not invited to the Monday night inauguration of the Assembly where 9 members met to elect Mr. Frank Okiye (Esan North East 1) as Speaker.

During the violent assault, the elected legislators who vowed to resist the emergence of Okiye, a Governor Godwin Obaseki loyalist, were severely beaten up by the goons who inflicted bodily harm on them.


According to an aide of one of the lawmakers who would not want his name in print, the attack which happened at a hotel in downtown Benin during a meeting by the lawmakers-elect saw both hotel staff and guests run for safety.

A close police source who was not authorised to speak on the issue said that a former deputy speaker, Mr. Victor Tiger Edoror led his colleagues to the police headquarters in Benin to make a report of the assault.
Some of Edoror’s aides who accompanied him to the State Criminal Investigative Department were seen talking in low tone yesternight as he wrote a statement.

Efforts to reach the State Commissioner of Police, Mr. DanMallam Mohammed proved abortive as his mobile phone was engaged as of the time of filing this report.

He said that was why none of them (except Kano State) out of the 20 states being controlled by the party, constituted a formal structure to fight corruption.

Falana stated this, on Tuesday, in Kano, while delivering a keynote paper at a two-day stakeholders’ dialogue on corruption in Nigeria. 

The programme, organised by the ActionAid Nigeria, with the theme: “Enhancing Citizens’ Effective Participation in the Fight Against Corruption,” has representatives from the Economic and Financial Crimes Commission (EFCC), Independent Corrupt Practices and other related Offences Commission(ICPC), National Orientation Agency and so forth, as discussants.

According to Falana, only Kano State among all the 20 APC controlled states and indeed in the entire country that has been able to establish Anti- Corruption Commission as an agency to fight corruption at the state level.

“But if we are to fight corruption effectively as a country, the job shouldn’t be only that of the Federal Government, ” he said. “Even at the federal level too, Federal Government has too much control over EFCC and ICPC such that they are selective in their probes.”

Falana however, believes that even at that, what government would need to be more concerned about is wealth creation rather than pursuing corruption here and there.

He also asked Federal Government to give at least N1 billion each from the N606 billion recovered through the whistleblowing policy and other looted funds to every local government council for development purposes.

He said Nigeria real problem started with the introduction of the Structural Adjustment Programme by the regime of General Ibrahim Babangida in 1986 when public assets were sold to wealthy individuals who he said had no interest of the masses at hearts.

He, however, urged citizens to start demanding for their rights as enshrined in the constitution from public office holders rather than folding their hands watching, saying that is the only way to cause real development in the country.

Earlier, the Chairman, Kano State Public Complaint and anti- Corruption Commission, Malam Magaji Rimingado, on a sideline, said, his led agency is only awaiting the police findings on the recent case of Gorila swallowed N6.8 million and that of robbery incident at the state zoological garden.

He said once the police concluded their investigations on a case of robbery at the place, the agency would find out why such huge amount of money should be kept in the zoo when it is not a bank and ensured it gets to the root of the matter.

On why his led commission spared the state governor, Alhaji Abdullahi Ganduje , from investigation and possible prosecution over an alleged bribery collection from state contractors, he said apart from the fact that governor had immunity covering him from such action, the commission was not carried along by the journalists who investigated the governor.

On her part, country’s director, ActionAid, Nigeria, Mrs Ene Obi, said the issue of corruption in government circle and also in private sector was not only disturbing but increasingly killing us to death as a country.

She said corruption had distorted competition and trade, reduced investments and slowed development, widened economic and social inequalities, heightened injustice and insecurity and that it was high time for citizens to rise up and demanded accountability, especially from the public office holders across tiers of government.

The Peoples Democratic Party in Kwara State Tuesday kicked against the sacking of the 16 Local Government Councils chairmen by Governor Abdulrahman Abdulrazaq.

Abdulrazaq took the decision few hours after the state House of Assembly recommended their sack pending completion of investigation against them.

In a statement signed by the party’s state chairman, Engr Kola Shittu, the party demanded its retraction, describing the move by the legislature as illegal and undemocratic.

He said it was wrong for the House to recommend the suspension of the councils bosses on allegation of financial misappropriation when they hadn’t been properly investigated or invited for questioning.

The PDP chairman said” it should be noted that neither the House nor the governor has the power to suspend the council chairmen who were lawfully elected by their people.

“The council chairmen were lawfully elected in 2017 by the people for a three-year tenure, which will expire in 2020.

“Neither the governor nor the state Assembly has the power to suspend or sack them before the expiration of their administration.

Enugu Airport Safety: FAAN lauds Ugwuanyi’s prompt interventions

The Federal Airports Authority of Nigeria (FAAN) has expressed its “profound appreciation and gratitude” to Governor Ifeanyi Ugwuanyi of Enugu State for fulfilling his promise to address the identified challenges that hitherto posed a threat to the safety of air travelers at the Akanu Ibiam International Airport, Enugu.

Speaking during the inspection tour of the airport and its environs to ascertain the level of compliance by the Enugu State Government and other relevant institutions to the request made by FAAN, the Managing Director, Capt. Hamisu Rabiu Yadudu, told Gov. Ugwuanyi, who was present at the exercise, that they were satisfied with the interventions made so far by his administration, such as the relocation of the Orie Emene market, abattoir, and the dismantling of the Enugu State Broadcasting Service (ESBS) Radio/TV Mast, which the Managing Director, Mr. Chukwuma Ogbonna, promised during the inspection, will be completed in the next one month.

Capt. Yadudu disclosed that the issue of relocating the ENPOWER Free Trade Zone, adjacent to the runway of the airport, has been resolved with the management of the establishment, which was confirmed by its Chief Executive Officer (CEO), Engr. Emeka Eneh, during the inspection.

He said that after a negot iation by both parties “the required land that FAAN wants to protect is secured” for safety and security, adding: “We are happy with that and ENPOWER Free Trade Zone are also happy that with the remaining land, they can still go ahead with their initiative and develop the land”.

On the airport runway, the MD further disclosed that the engineering team of FAAN and its consultant from the Federal Ministry of Aviation will “very soon commence a comprehensive exercise to make sure that our passengers are safe”.

The FAAN boss, who maintained that “the entire matter has been resolved”, added that the federal government’s agency is working with two solution providers to solve the issue of water scarcity, and equally fence the airport.

Capt. Yadudu while seeking further timely intervention of Gov. Ugwuanyi, frowned at those living “on the air field” near the airport and requested the governor to take prompt action on the matter as usual, stressing that “the issue of illegal residents is very much of safety concern and risky”.

Responding, Gov. Ugwuanyi who assured the prompt intervention of the state government, noted that his administration is fully committed to the safety of lives and property as well as the progress of the Enugu international airport.

The governor added that he had to shelve other official engagements to be with the management of FAAN to ensure that all issues affecting the safety of the airport are resolved expeditiously

Femi Otedola announces his exit from Forte Oil

Billionaire businessman, Femi Otedola has announced his exit from Forte Oil.
 
This comes months after he informed the public that he would sell his shares to Prudent Energy, a local oil trading firm.
 
Otedola, who was the Chairman and majority shareholder of Forte Oil Plc until recently, revealed on Instagram that he has sold his 75% stake in the oil marketing company and will now focus on his power generation business, Geregu Power Plc. He went on to wish his successors at Forte Oil "the very best".
 
He wrote on IG:

A nursing mother identified as Simeon Esther, has been arrested by Operatives of Operation Puff Adder for being in possession of one AK47 Rifles and 18 rounds of live ammunition. 
 
Esther who was paraded before newsmen in the state police command in Abeokuta the state capital today June 19th, was arrested while traveling to Ogun state with the weapon carefully wrapped in a travel bag belonging to her. 
 
During intrrogation, Esther told the police that she was handed the bag by her husband who promised to give her N5000 if she delivered the travelling bag to the receiver. 

Quote: “On Wednesday, my husband, Bright Gbade, called me and asked me to go and deliver the bag to somebody in Ogun State.  He did not even tell me the name of the person, he only told me that the person will call me. I did not know the content of the bag and they did not even allow me to carry the bag. They carried the bag themselves to the motor park. It was while we were on our way that the policemen searched the bag and found the gun in it. We have been married for two years and I did not know that my husband is a criminal. He said he is a fisherman when he was asking me out and before I accepted his proposal, he said he was one of the militants who surrendered their weapons during the amnesty programme.

I even relocated to my mother’s house because of the way he treats me. I was at my mother’s house when he called me to help him deliver the bag in Ogun State and he promised to give me N5000 but he ended up not giving me.”  Esther said

The United States of America has agreed to help Kenya in its fight against corruption by refusing entry to Kenyans who have been found guilty of corruption, the Daily Nation reports.

The US embassy in Nairobi told the Daily Nation that it was investigating all visa applications to see who has been involved in corruption.

It said it took the step to help Kenya, one of its key allies in the region, in its fight against graft.

US ambassador Kyle McCarter has been outspoken in his condemnation of what he has called "thievery".

The travel ban announcement by the US came as State House defended President Uhuru Kenyatta’s Sunday outburst, saying he had reached his elastic limit on petty politics at the expense of his development agenda and the war on corruption.

“By now all of you should know the President has reached his elastic limit. He does not want to entertain politics that have no value but agenda that unites all Kenyans,” Statehouse spokesperson Kanze Dena told journalists.

This came as the American Embassy is evaluating visa applications in order to weed out corrupt individuals from stepping on American soil. The embassy was responding to the Daily Nation about the outcome of the visit by the Director of Public Prosecutions (DPP) Noordin Haji and the Director of Criminal Investigations (DCI) George Kinoti.

The move is part of a raft of measures America has put up in order to help Kenya, one of its key allies in the region in fighting graft, trafficking of narcotics and money laundering. Such measures were also behind the extradition of the Akasha brothers to the US last year to face charges of drug trafficking.

A raging inferno has consumed a section of the main market in Markurdi, Benue State with about many shops and goods worth millions of naira destroyed, officials said Tuesday night.

There were no immediate reports of casualties, but first responders were said to have been mobilised to the scene.

Terver Akase, Benue government spokesperson, said the fire only touched a section of the market along George Akume Road at about 6:30 p.m.

The market, containing row of lock-up shops, was built by former Governor Gabriel Suswam to unclog the Makurdi city centre and easy trading.

The market served as a temporary shelter for victims of the devastating flood in 2017 and residents who fled their villages at the height of violence by herdsmen between late 2017 and early 2018.

The battle against insurgency suffered yet another setback after Boko Haram invaded a military base in Borno state on Monday.

At least 28 soldiers were reportedly killed while the insurgents ransacked the military base in Gajiram, Nganzai local government area of the state.
A military source, who confirmed the attack to TheCable, described it as one of the deadliest in 2019.

He said it is believed to have been coordinated by the faction of Boko Haram being controlled by the Islamic State in West Africa Province (ISWAP).
He said the insurgents carted away ammunition, seized military trucks and abducted some of his colleagues.

“It looks as if ISIS has taken a new interest in our country. The way these people have been taking us on is surprising,” the source said.

“This Monday attack was very serious. We fought for more than three hours before we ran out of ammunition. They used that opening to kill our many and seize many weapons.

“Many of our soldiers were taken hostage by the terrorists who did not touch anybody in the community because we were their target. They only looted foodstuf.”

Another source said the corpses of 15 soldiers were recovered on the spot while the rest were found after the insurgents had left.

He said some of the deceased officers died while fleeing the attack.
The source added that at 9pm on Monday, a reinforcement team from Monguno, still in Borno, to evacuate the remains of the soldiers.

Musa Sagir, army spokesman, is yet to respond to TheCable’s inquiries on the attack which could have prompted Tukur Buratai, chief of army staff, to blame soldiers for Boko Haram attacks.

Speaking at a programme in Abuja on the morning after the tragic incident, Buratai warned those who were not committed to the army to leave or be shown the way out.

The Accountant-General of the Federation (AGF), Mr Ahmed Idris The Accountant-General of the Federation (AGF), Mr Ahmed Idris The Accountant General of the Federation (AGF), Alhaji Ahmed Idris, has said the Federal Government has saved N273,809,842,071.99 on the Integrated Personnel and Payroll Information System (PPIS) platform, monies that otherwise would have been lost to ghost workers and leakages.

 The AGF disclosed this, yesterday, at the meeting of Vice Chancellors, Registrars and Bursars of Federal Universities with the OAGF. ADVERTISEMENT He said “the cumulative savings achieved on IPPIS Platform between 2017 and 2018 was N273,809,842,071.99.”


 The AGF noted that “prior to 2015, the total number of ministries departments and agencies (MDAs) on IPPIS was 288 with a total staff count of 235,858. However, as at today the total MDAs on IPPIS Platform is 561 with a total staff count of over 755,422.” ADVERTISEMENT He said this is yielding results because of the implementation of the presidential directive on IPPIS.

 On universities, Alhaji Idris said it “is a known fact that the universities are sceptical about the capacity and the capability of IPPIS to accommodate their peculiarities as well as fear of losing their autonomy.”


 “I wish to assure you that IPPIS does not only have the capacity to accommodate two million federal employees, its payroll applications are flexible enough to accommodate all peculiarities such as sabbatical, visitation, honorarium and earned allowances etc as the case may be of the universities,” he said. A subsidiary of the Nigerian National Petroleum Corporation (NNPC) -National Engineering and Technical Company Limited (NETCO’s) operating profit increased by 130 percent from N2.07 billion in 2017 to N4.75 billion in 2018,  its chairman, Mallam Bello Rabiu, has said.
In his statement at the 29th Annual General Meeting of the company in Abuja yesterday, he recalled that in the previous year, the company’s revenue rose by 63 per cent (N2.68 billion) from  N22.46 billion  to N36.64 billion in the year under review.
He added despite the challenges in the industry, the firm was able to record a total profit before tax of N6.75 billion which represents an increase of 107 per cent from N3.26billion in 2017.
His words: “Despite the challenges faced in the industry, NETCO was able to record a total profit before tax of N6.75billion which represents an increase of 107 per cent from N3.26 billion in 2017.

“The company’s revenue also increased by 63 per cent from N22.46 billion in the previous year to N36.46billion in the year under review. The operating profit of the company increased by 130 per cent (N2.68billion) from N2.07 billion in 2017 to N4.75 billion in 2018.”


Owing to the leap in profit performance, according to Rabiu, NECTO overshot its last year’s highest dividend record of N750 million, and the company declared a dividend of N1.50 billion to its shareholders at the meeting.
He said that the leap was an increase of 100 percent dividend from the previous year.

The chairman however attributed the achievements in the year under review to two major projects: Mobil Producing Nigeria (MPN) Major Integrity Projects (MIPs) EPCm2 and NPDC FPSO Mystras  Operations & Maintenance Contract; and the enforcement of cost reduction measures that were adopted during the period with the management and staff doggedness.

Rabiu said that the success was also through the sustained efforts on the part of the company to leverage on the continued strong support of the shareholder and Group Managing Director in particular, which culminated in the award of some big ticket projects.

NECTO, he said, ensured that the projects were delivered on time, within budget and without compromising quality in service delivery.
Presenting his management report, the Managing Director, Engr. Mustapha Yakubu said that authorized share capital of the company remained 1,000,000,000 ordinary share of N1.00 each.
He explained that in 2018, the issued share capital stood at 1,000,000,000 of N1.00 per share, fully paid-up by the shareholders. While 99,999,995 shares were due to the Nigerian National Petroleum Corporation,  five shares were due to Nigerian Petroleum Development Company Limited.

In year 2018, according to Yakubu, there was no acquisition of the company’s shares.
He revealed that the company’s staff strength as at December 31, 2018 stood at 380 comprising 77 NNPC staff, 88 NETCO Direct Staff and 215 Project Staff.

Nigeria’s crude oil and condensates production has risen to 2.323 million barrels per day (bpd), exceeding the 2019 budget benchmark of 2.3 million bpd.
The Group Managing Director, Nigerian National Petroleum Corporation (NNPC), Dr. Maikanti Baru, who spoke in Abuja on Tuesday while receiving in audience, the national officials of the Nigerian Union of Journalists (NUJ), said Monday’s crude oil output figure was a significant improvement from the average daily production of 2.1 million barrels recorded last year.

The NNPC chief also revealed that the corporation had recorded significant growth in its gas output, noting that it has grown the country’s gas production from about 450 million standard cubic feet (scf/pd) to about 1.5 billion SCF/pd currently.

He said officials of the state run oil firm are now negotiating foreign direct investments (FDI) for the petroleum industry to the tune of $7 billion, a significant improvement from the $3.6 billion recorded in 2017.

Baru said: “Since we came in July 2016, we had been focused on increasing production of oil and gas and condensates. At some point, our national combined production was about a million barrels; I am happy that as at the end of 2018, we have moved on, averaging last year, about 2.1 million barrels.

“As I am speaking, this morning, I look at our production figures, combined oil and condensates we are pushing 2.32 million barrels a day. This stability and ability to push production has come as a consequence of several factors, both internally, externally and also with the help of the media.

“Our drive for transparency has also produced a lot of fruits. We have been able to attract FDI into the oil and gas industry and in 2017 alone, we attracted about $3.6 billion. In 2018, we shot it up by $3 billion; at the moment, some of our officers are in London, where they are negotiating sums in the region of $7 billion as FDI for the oil and gas sector.”
Baru said NNPC had been able to reduce the cost of crude oil production, dragging it down from $27 per barrel in its Joint Venture (JV) operations to $22 per barrel, adding that it was looking at further reducing it to about $20 per barrel.

He said the Federal Government currently does not have funds to finance the revamp of the country’s refineries, noting that the corporation was currently engaged with some contractors to carry out checks on the refineries and present the findings to the financiers who had agreed to fund the rehabilitation.


“At the Port Harcourt refineries, the contractors are on site; they are carrying out every checks and lots of non-destructive testing. We believe that by the end of October, we would have detailed review and we would approach our financiers, clearly on financing basis; raise the funds because they are quite willing to fund the operations.
“NNPC would do that and pay the loans as appropriate, being that government does not have sufficient funds to finance the refineries rehabilitation. That is why it is taking time,” he said.
Baru, who said the corporation was yet to hit its TD in the oil drilling in Kolmani River 2, in Bauchi State, said “may be next week we will hit the TD.”

He explained that an interesting thing is happening in the exploration, which is accountable for the longer time that the project has taken instead of the 60 days from February 2, 2019.

Shareholders of Dangote Sugar Refining Plc, on Tuesday at the annual general meeting (AGM) of the firm lauded it for its performance last year.
National Coordinator, Pragmatic Shareholders Association of Nigeria (PSAN) Mrs. Bisi Bakare said some companies are struggling with the payment of dividends, Dangote Sugar Refinery has been consistent in taking care of shareholders.

Founder, Independent Shareholders Association of Nigeria (ISAN), Sir Sunny Nwosu, decried the negative impact of Apapa Wharf traffic situation which has impacted negatively on the performance of companies as they struggle to move finished goods and raw materials to distributors and warehouses.
Responding, the Chairman of Dangote Sugar Refinery Plc, Aliko Dangote restated the resolve of the company to soar to greater heights and create more values for stakeholders despite the plethora of challenges in the economy.

He said the company has posted a profit before tax of N34.6billion with a turnover of N150.4 billion for the 2018 financial year. He lamented continuous smuggling of sugar into the country.
Dangote said the company was able to post an appreciable resilient performance despite the gloomy economic outlook at the dawn of the previous year.

He told the shareholders that the sugar giant was able to weather through the economic downturn and advanced significantly in 2018 because it pursed aggressively its backward integration plan aggressively by focusing on issues that have been bogging down the plan and subsequently adjusting the timelines.
“2018 was quite a challenging year for the Company with several negative activities, which include influx of smuggled sugar into the key markets nationwide coupled with the Apapa traffick gridlock which continues to affect evacuation of products from the refinery”, Dangote stated.

The Company Chairman explained that prior to the traffic logjam at Apapa, the company could move up to between 60 and 70 trucks out of the refinery but that since the problem started, it could hardly move up to 20 trucks out of the Sugar refinery daily.

Dangote stated that the company had to revise its backward integration timeline to mitigate against the unforeseen challenges noting that the first phase of the plan include the rehabilitation and expansion of the Savanna Sugar, the Lau/Tau project in Taraba state and the Tunga sugar project in Nasarawa state.
According to him, Savanna Sugar remains the only company producing sugar from sugarcane grown in the country and had just ended its 2018/2019 crop season. “Rehabilitation of the land and its infrastructure for improved yield and output is still on-going.
Dangote disclosed that the first phase expansion of the Savanna Sugar capacity from the current 3,000 Tons of cane per day (TCD) , to 3,500TCD has been completed while the subsequent increase of production capacity to 6000TCD has commenced and is expected to be completed by 2020 “as well as the installation of the new 12,000TCD factory that will be fed with the increased cane supply”.

“At Tunga, activities are well underway at 68,000 hectares sugar projects site. Activities ongoing at the project site include the establishment of the cane seed nursery, housing and other basic infrastructure with the project currently employing 325 staff with potential for increase towards the fouth quarter of the year”, Dangote stated.

The Bank of Industry (BoI) has disbursed $82million to some indigenous investors for the purchase of ships. The cash covers support for companies involved in ship repairs and allied investments.

The money represents a part of the $200million fund under Nigeria Content Intervention Fund (NCIFUND).
The Managing Director of BoI, Kayode Pitan, who spoke at the maiden edition of Nigeria Maritime Finance Fair in Lagos, said the funds provided have created 3,117 jobs across the country.

The forum was organised by the Association of Maritime Journalists of Nigeria (AMJON), with: Banks/Private Sector Participation as a panacea for dearth of investment in the Maritime Industry as theme.

Represented by a senior official of the Bank, Victor Agina, he explained to stakeholders that companies with about 51 per cent Nigerian equity, and which also sources at least 40 per cent of its raw materials locally, are eligible for the bank’s loans.

He further explained that the NCIFUND is being managed in partnership with Nigerian Content Development and Monitoting Board (NCDMB), adding that the activities being financed must be connected to the oil & gas sector and that the beneficiaries must be contributors to the Nigerian Content Development Fund (NCDF).

He added that borrowers under the NCDF scheme are entitled to facilities with a five-year tenor inclusive of one year moratorium.
He, therefore, urged the Nigeria Maritime Administration and Safety Agency (NIMASA) to partner the bank in the management and disbursement of its Cabotage Vessels Finance Fund (CVFF) .

Also speaking at the event, NIMASA Director-General, Dakuku Peterside, reiterated the agency’s commitment to  ending  waiver regime within its earlier stipulated timelines.

Represented by Director in charge of Cabotage Services, Victor Egejuru, said efforts are ongoing to upgrade existing shipyards and  support new shipyard facilities.

He added that the delay in disbursement of the CVFF, also has to do with ongoing amendment in the Cabotage Act.

Although he regretted that the eighth National Assembly (NASS), was unable to complete the amendment to the Cabotage Act, Peterside nonetheless expressed optimism that the ninth National Assembly will expedite action on the legislation.

Airtel Nigeria set to join MTN on Nigerian Stock Exchange

Following the listing of MTN Nigeria’s shares on the Nigerian Stock Exchange (NSE) in May, Airtel Nigeria has also filed an application with the Securities and Exchange Commission (SEC) to join the nation’s stock market.
The application, which was reportedly filed two weeks ago, is currently being examined by the SEC.
According to a source from the stock market regulator, the application would be given express consideration if the company met all the requirements for listing on the nation’s bourse.


The parent company of the telco, Bharti Airtel, in its filing in London on Monday, said that it intended to list the shares on the NSE at the same time with the listing of its Africa unit at the London Stock Exchange.

But the company added that the plans were subject to regulatory approval of the SEC and the NSE.
Its African unit had been set at a share price of 80 to100 pence a share for its initial public offer on the LSE to raise about $750m.
The IPO is expected to include approximately 595.2 million to 744.0 million new shares to be issued.

A significant growth in the pension industry’s asset size beyond the current value of N9.03 trillion is a new target. But it is riding on the expected success from the extension of the Contributory Pension Scheme (CPS) to the informal sector, while the flexibility of the operation is one of the incentives to encourage participation.

The National Pension Commission (PenCom) would drive this new target with Micro Pension Plan (MPP), which allows the informal sector contributors under the CPS to withdraw about 40 per cent of their contributions in their respective Retirement Savings Accounts.

In the first instance, the MPP policy is an indication of PenCom’s intention and commitment in attracting more investible funds into the CPS pool, as well as the overall economy.

Financial analysts have severally said that Nigeria might need to tilt towards an informal driven economy to create more employment and significantly reduce poverty.


The growth the nation’s economy lost steam to 2.01 per cent in the first quarter of 2019, from 2.38 per cent in the fourth quarter of 2018.

For the analysts, the weak growth in the formal sector might not be enough to reduce poverty level in the country, hence exploring the informal sector could present a brighter hope for the people and economy.

For now, Nigeria’s informal sector is being described as a sleeping giant. The potential of the sector, estimated at $240 billion, with the International Monetary Fund (IMF) estimating it to constitute about 60 per cent of the entire Nigerian economy, is largely untapped. The same development is playing out in the case of financial inclusion and the tax system.

Unlike the formal economy, it has grown faster in size at a yearly average rate of about 8.5 per cent between 2015 and 2018. This growth, seen in the informal sector and an increase in employment it provides, implies higher household income and lower poverty in the country.

PenCom identified with this informal sector with the launch of MPP, which has enabled artisans, such as photographers, caterers, hairdressers, motorcycle service operators, tailors, fashion designers, carpenters, painters, among others, to embrace CPS and protect their future and businesses.

The beauty of MPP is the concession to the informal sector contributors to withdraw at least 40 per cent of the contributions in their Retirement Savings Accounts (RSA) three months after making the initial contribution.

The Acting Director-General of PenCom, Mrs. Aisha Dahir-Umar, explaining how the MPP works, said the scheme allows every contribution to be split into two, comprising 40 per cent for contingent withdrawal and 60 per cent for retirement benefits.

“As you are aware, the informal sector workers constitute the larger percentage of the working population in the country. There is, therefore, no doubt that robust participation would result to exponential growth of the pension funds, which would consequently, provide funding for allowable and relevant investments that would impact positively on the economy.

“The MPP would contribute immensely to archiving the pension industry’s strategic objective of covering 30 per cent of the working population in Nigeria under the CPS by the end of 2024.

“As at 31 March 2019, the value of pension assets stood at N9.03 trillion and the number of employees, 8.57 million,” she said.

On assessment of the MPP take-off after the official launch by President Muhammadu Buhari on March 28, 2019, she said it was geared towards making life better for grassroots contributors and bringing them into the pension net.

“Effectively, we are just about two months into implementation after the launch. Sequel to the launch, registration of contributors by Pension Fund Administrators (PFA) has commenced and is ongoing. Public enlightenment and engagement with relevant unions and associations are also ongoing,” she said.

Dahir-Umar explained that to sustain the tempo and momentum achieved from the launch, the commission is planning to embark on sensitisation events in the six geo-political zones of the country.

She said that in implementing the MPP initiative, the informal sector has been segmented into three broad categories, made up of the low-income earners; the high-income earners; and the Small and Medium Enterprises.

Each of these categories is going to be targeted with appropriate MPP products and sensitisation programmes that meet their peculiarities.

The commission said it is aware that public enlightenment and pension education are key success factors and as such is working assiduously with the Pension Operators Association (PENOP) to ensure effective coverage.

Prior to the implementation of the MPP, the commission had issued guidelines and framework for MPP, which are expected to guide the operators in administering the initiative.

The PenCom boss assured that the commission shall carry out adequate supervision and periodic reviews to monitor and ensure the efficient and effective implementation of the MPP.

Also highlighting the commitment of the commission to financial inclusion, she said the introduction of the scheme is a major step to promoting financial inclusion at the grassroots.

Section 2(3) of the Pension Reform Act, 2014 (PRA 2014) provides that employees of organisations with less than three employees, as well as the self-employed persons, shall be entitled to participate in CPS, in accordance with guidelines issued by the commission. Majority of these categories of persons covered are in the informal sector and have generally low and irregular incomes.

“Those participating in the MPP would require a functional bank account, which would be used for transactions like contributions and withdrawals. It is therefore, obvious that implementing MPP will definitely promote financial inclusion,” she said.

Dahir-Umar also pointed out that the micro pension plan targeted the significant majority of Nigeria’s working population who, incidentally, operated in the informal sector.

“Thus, a prospective micro pension contributor is required to open a Retirement Savings Account by completing a physical or electronic registration form with a Pension Funds Administrator of his/her choice. The contributors may make contributions daily, weekly, monthly or as may be convenient to them.

“The contributor may also choose to convert the contingent portion of the contributions to the retirement benefits portion. The remaining balance in the RSA shall be available to the contributor upon retirement or attaining the age of 50 years.”

So far, a separate department dedicated to the supervision of all matters relating to the MPP, including enforcement of compliance with the guidelines and customer complaint handling and resolution, has been established.

Analysts have said that achieving the financial inclusion mandate of getting 80 per cent of adult population into the financial system in 2020 by the Central Bank of Nigeria (CBN) requires the backing of key stakeholders like PenCom. But PenCom is sure that through the RSA remittances, it is helping to deepen the pension industry and financial inclusion.

Of course, PenCom exists for the effective regulation and supervision of the Nigerian pension industry to ensure that retirement benefits are paid as and when due.

The Head of Communications Department of PenCom, Peter Aghahowa, said the CPS had made the life of retirees much easier, unlike the defined benefits scheme, which it replaced.

He said that PenCom has deployed RSA Multi-Fund Structure, conceived by the commission, to align with contributors’ risk appetite with their investment horizon, at each stage of their life cycle.

The RSA Multi-Fund Structure are to achieve optimum returns for contributors by aligning their pension savings with their individual risk/return profiles, provide investment portfolio choices and enhance safety of pension assets through adequate portfolio diversification, increased investment in equities and alternative assets, such as infrastructure and private equity.

“These have recorded some successes so far”, he said.


PenCom has also developed a framework for Recovery of Outstanding Pension Contributions, with penalty for defaulting employers. Based on the framework, the commission has engaged recovery agents for continuous enrollment into the CPS and recovery of un-remitted pension contributions, plus penalty from defaulting employers.

The recovery, which has been largely successful, has boosted the confidence of contributors and by extension, encouraged non-participating employees and employers to embrace the scheme.

Besides, the commission has a fully functional Complaints Monitoring and Resolution Team, which attends to complaints on non/late/under-remittance of pension contributions into employees’ accounts.

The enactment of the Pension Reform Act, PRA 2014, which mandated the participation of employees of the public service of the Federal Capital Territory, states and local governments, as well as the private sector in the CPS has been a huge success.

The agency has consistently been engaging various state governments, trade unions, relevant stakeholders and the general public on the full benefits of the CPS with a view to bringing them to full implementation of the scheme.

The electoral commission declared Mr Buhari winner of the February 16 election, but Mr Abubakar, his main challenger, has rejected the decision, saying his win was suppressed by INEC.

The electrocal commission, INEC, has disputed Mr Abubakar’s claims, and has denied transmitting election results electronically or saving them on a server.

PREMIUM TIMES has seen details of INEC’s budget for the 2019 elections, and the spending plan shows the electoral body collected from the federal government N1.47 billion for servers. The commission requested N2.27 billion.

It is not clear whether these servers were used for the elections , or whether election results were transmitted electronically. INEC insists it did not send results electronically to a server, but some ad hoc staff used during the polls have claimed they were instructed to send the results to a “central server”.

A spokesperson for the commission, Festus Okoye, told PREMIUM TIMES the budget for servers was made in anticipation that President Buhari would sign the amended Electoral Act to allow electronic transfer of voting results.

This, he said, was due to the lack of the presence of government and good governance in certain parts of the country, particularly the North-East.

“Insecurity starts from where there is absence of government. The absence of government in certain parts of the country has brought us to where we are today. Our problem has always been the management of resources of the land,” he added.

He claimed that Boko Haram had taken advantage of the lack of government’s presence in the North-East to render essential services to communities in the area.

This, he said, portend danger for the country against the backdrop of the Federal Government’s fight against terrorism.

He said, “Something is happening right now whether the government knows or not; it is that the splinter group of the Boko Haram is providing services to communities in Borno.



“They are collecting taxes because of the absence of government. This is dangerous.”

Catholic priests drawn from the 36 states of the Federation and the Federal Capital Territory are currently meeting in Kaduna over rising cases of kidnapping, armed robbery, banditry and general insecurity in the country.

The abductors were yet to contact the family on their motive and the condition of their victim.

Although there were some staff with Dayo, the abductors went for him as a prime target.

It was gathered that the kidnappers later took Dayo away to an unknown destination.

A source said, ” The villagers were alerted by the staff who survived the ordeal. Local hunters were mobilised by the Oniroko of Iroko.

“The hunters were said to have located the car of the abductors along the road to Iware village near Iroko.

“But they are yet to locate Dayo’s whereabouts. It was suspected that the kidnappers might have changed their vehicle following persistent announcement on radio after Oniroko had raised the alarm on air.”

Findings confirmed that the military, the police and security agencies have joined forces with the villagers to search for Dayo.

A top official of the Federal Ministry of Health said: ” We are in sad mood over the abduction. Dayo was a graduate of agriculture and he opted for farming.


” He has been managing his farm peacefully in Iroko until he was abducted by some gunmen on Tuesday.”

Responding to a question, the official said: “The ex-minister left for abroad last Thursday for recess but he is on his way back. He has cut short his trip.

” The military, the police and other security agencies are on top of the situation.”

  NETCO Records N4.75bn Profit In 2018

The National Engineering and Technical Company Limited (NETCO), a subsidiary of the Nigerian National Petroleum Corporation (NNPC) on Tuesday released its 2018 operating report which reveals a profit of N4.75 billion.

The figure is a 130 percent increase from N2.07 billion recorded in 2017. Speaking at its 29th annual general meeting in Abuja, the Chairman of the company, Mallam Bello Rabiu noted that in the previous year, the company’s revenue rose by 63 per cent (N2.68billion) from N22.46billion to N36.64 billion in the year under review.

He added despite the challenges in the industry, the firm was able to record a total profit before tax of N6.75 billion which represents an increase of 107 per cent from N3.26billion in 2017.

He said: “Despite the challenges faced in the industry, NETCO was able to record a total profit before tax of N6.75billion which represents an increase of 107% from N3.26billion in 2017.

“The company’s revenue also increased by 63% from N22.46billion in the previous year to N36.46billion in the year under review. The operating profit of the company increased by 130% (N2.68billion) from N2.07billion in 2017 to N4.75billion in 2018.”

Owing to the leap in profit performance, according to Rabiu, NECTO overshot its last year’s highest dividend record of N750 Million, and the company declared a dividend of N1.50billion to its shareholders at the meeting.

He said that the leap was an increase of 100 percent dividend from the previous year.

The Chairman however attributed the achievements in the year under review to two major projects: Mobil Producing Nigeria (MPN) Major Integrity Projects (MIPs) EPCm2 and NPDC FPSO Mystras Operations & Maintenance Contract; and the enforcement of cost reduction measures that were adopted during the period with the management and staff doggedness.


Rabiu said that the success was also through the sustained efforts on the part of the company to leverage on the continued strong support of the shareholder and Group Managing Director in particular, which culminated in the award of some big ticket projects.

NECTO, he said, ensured that the projects were delivered on time, within budget and without compromising quality in service delivery.

Presenting his management report, the Managing Director, Engr. Mustapha Yakubu said that authorized share capital of the company remained 1,000,000,000 ordinary share of N1.00 each.

He explained that in 2018, the issued share capital stood at 1,000,000,000 of N1.00 per share, fully paid-up by the shareholders. While 99,999,995 shares were due to the Nigerian National Petroleum Corporation, five shares were due to Nigerian Petroleum Development Company Limited.

In year 2018, according to Yakubu, there was no acquisition of the company’s shares.

He revealed that the company’s staff strength as at December 31, 2018 stood at 380 comprising 77 NNPC staff, 88 NETCO Direct Staff and 215 Project Staff.

He projected that the company had set a target to perform 660,000 man- hours of work.

In order to attain the goal, he said that NETCO would relentlessly pursue and explore new opportunities, improve service delivery and create more confidence in its clients and shareholders.

The shareholders reappointed the management and auditor, Chimereze Okeke & Co of the company at the meeting.

In a statement on its website “updated June 17, 2019” and “still current at June 18, 2019,” the FCO listed the states as: Borno, Yobe, Adamawa, Gombe, “riverine areas of Delta, Bayelsa, Rivers, Akwa Ibom and Cross River States within 20 kilometres of the border with Niger in Zamfara State.

“The FCO advises against all but essential travel to: Bauchi State, Zamfara State, Kano State, Kaduna State, Jigawa State, Katsina State, Kogi State, within 20 kilometres of the border with Niger in Sokoto and Kebbi States, non-riverine areas of Delta, Bayelsa, Rivers State and Abia State.”

It stated further: “Terrorists are very likely to try to carry out attacks in Nigeria. Most attacks occur in the north east, particularly in Borno (including central Maiduguri and along access routes connecting the city to other major towns and along the Niger border, including in Damasak), Yobe, including the eastern LGAs bordering Borno State both north and south of the Damaturu road), and Adamawa States.

“There have also been significant attacks in Gombe, Kano, Kaduna, Jos and Bauchi States and in the Federal capital, Abuja. The terrorist threat across eastern Yobe and Borno State is high, with frequent recent attacks. Terrorist groups carried out attacks in North East Nigeria during the February 2019 election period, and further attacks are likely. We continue to advise against all travel to Borno and Yobe States.”

Meanwhile, persons posted to Taraba State for the National Youth Service Corps (NYSC) programme yesterday expressed fear over the wave of violence ravaging parts of the state.

Participants in the scheme had been expected to report to camps nationwide latest midnight yesterday. But in Jalingo, the Taraba State capital, the location – barely a kilometre from the troubled communities – violence is sending shivers down the spine of many of the youths.

Thirteen persons were reportedly killed during fresh attacks in Ardo-Kola and Donga Local Government Areas of the state on Monday night. Houses and cars were also razed during the onslaught blamed on herdsmen.


A curfew is currently in place as the state swoons under the burden of ethnic conflicts and raids by armed herders.
This was as dozens of women in black dresses protested against the killings of their husbands and children yesterday in Jalingo. Some of the women who spoke to The Guardian questioned why the federal and state governments were taking so long to restore sanity.

Monday’s incident followed an assault 24 hours earlier by heavily armed bandits on motorcycles who invaded Tudiri village via Jauro Yinu ward of Ardo-Kola.

“I am in Janibanibu village right now. We have recovered six dead bodies. We are making efforts to give them mass burial with the support of the soldiers here. The situation is still very tense. Many houses have been burnt. There is a threat of possible attack again by the armed Fulani militia,” a cleric, Rev. Cyriacus Kamai, told reporters yesterday.

Taraba State police spokesman, David Misal, however said: “Five people were killed in the attack on Janibanibu near Jalingo. I am not aware of the killing of seven persons in Donga as speculated. The information I have indicates that there was an attack on a village in Donga and one person was killed.”

One corps member narrated how he escaped death by the whiskers. “Some armed people stopped us on our way coming. They demanded that Tiv passengers get down from the vehicle. I thank God that no Tiv person was in the vehicle. I learnt they would have taken him to the bush and killed him,” he said.



Another told The Guardian: “If at all we successfully complete our orientation, what about the local governments or villages to which we would be posted? How are we going to cope with this kind of situation? Frankly, my mind is not here at all. If I had my way, I will go back to my state pending when I get redeployment to other parts of the country.”

One graduate from the Institute of Management and Technology (IMT) Enugu said she and her colleagues were “confused by the negative news coming out of Taraba at this time, especially the killings and sacking of communities a few kilometres from the orientation camp.”

Hopeful of safety in numbers, she said they formed a travel group of about eight corps members and were already on their way to Jalingo as at press time.

Efforts to get the reaction of the NYSC state coordinator, Florence Yaakugh, were unsuccessful as she neither returned phone calls nor replied to text messages.

An official of the scheme, speaking on condition of anonymity, however said: “I must confess to you, the management is deeply disturbed by the present security situation, especially now that it has slowly encroached on Jalingo, the state capital.”

He added that some of the corps members “have personally told some of us about their desire to go back. But we are still busy trying to convince them that their security is guaranteed.”


His assurance was affirmed by NYSC Director of Press and Public Relations Adenike Adeyemi who in an interview said the director general, Brigadier General Shuaibu Ibrahim, directed all state coordinators to liaise with security agencies to ensure that corps members were not exposed to any harm during the three-week orientation course.

She specifically stated: “The Taraba State coordinator has been mandated to sensitise security agencies in the state and seek their support in ensuring the safety of corps members.”

She said further that security tips had been released to the participants via social media platforms and newspaper advertorials. These include: “Kindly research your destinations thoroughly before leaving. On no account should you board a vehicle by the roadside because of seemingly attractive cheap fare. It is highway to calamity. So many have fallen prey to armed robbers, kidnappers and ritualists due to such indiscreet action. You should board vehicles only from recognised parks.”

Also, the commanding officer, 20 Battalion, Serti, Taraba State, Lt. Col. M.S, Adamu, blamed the social media for blowing the reports out of proportion, stressing that the situation was under control.

He nevertheless cautioned corps members against making unnecessary movements out of the camp as facilities for their stay had already been provided on the premises.

In a related story, four people including a soldier were killed yesterday following an attack by suspected herdsmen in the Riyom council area of Plateau State.

Police spokesman Matthias Terna Tyopev promised reporters: “I will get back to you on the attack in Riyom, please.”
The lawmaker representing Riyom Constituency in the Plateau State House of Assembly, Timothy Datong, however said: “Yes, I can confirm to you that four of our people including a security personnel were killed during the incident. Many were also wounded. We have also counted at least 54 houses that were completely burnt down by the attackers.”

The Nigerian Civil Aviation Authority (NCAA) yesterday disclosed readiness to demolish no fewer than 8,805 unlicensed telecommunication masts nationwide.

The move follows the expiration of a 30-day ultimatum earlier issued to owners and operators of unlicensed masts and towers around airports nationwide.

The demolition exercise will largely affect the operations of Globacom Nigeria Limited, some banks and financial institutions, who have allegedly discountenanced the authority’s regulatory requirements on the clearance to erect high structure within the navigable airspace.

The telecoms giant, Globalcom Nigeria has a total of 7,012 masts already marked for demolition. United Bank of Africa (UBA) follows with 439 masts. Guaranty Trust Bank (GTB) has 295, Unity Bank 217 masts, and Sterling Bank has 159 of such facility now under threat.

Others are Union Bank, with a total of 92 masts, First City Monument Bank (FCMB) 205 masts, Fidelity Bank 83, and Access Bank 303 masts.
NCAA, at a parley in February this year had warned telecoms operators and owners of high-rise structure around airports to remit their outstanding debts to the body or face sanctions.

The Director-General of NCAA, Capt. Muhtar Usman, gave the order during a meeting with the Association of Licensed Telecommunications operators of Nigeria (ALTON).

General Manager, Public Relations, NCAA, Sam Adurogboye, said the apex regulator was left with no choice as the 30–day ultimatum given to those telecommunication service providers had expired.

Adurogboye said prior to the expiration of the ultimatum, letters of reminder were sent to all affected organisations to obtain Aviation Height Clearance (AHC) for their masts.

The Nigeria Civil Aviation Regulations (NigCARS) Part 12.1.7.1.3.1 stipulates that no person or organisation shall put up a structure (permanent or temporary) within the navigable airspace of Nigeria unless such a person or organisation is a holder of Aviation Height Clearance Certificate granted under this regulation.
In line with this, the regulatory authority requires an Aviation Height Clearance (AHC) approval for every tower installation in the country irrespective of the height and location.

Adurogboye said it should, therefore, be noted that under the Civil Aviation Act. 2006, section 30(3) (1), the NCAA empowered to prohibit and regulate the installation of any structure which by virtue of its height or position is considered to endanger the safety of air navigation.

“While some of the providers and operators have since commenced regularisation of their masts, others have failed to do same.
“The telecommunication operators who have not regularised their masts are as follows :- Globacom Nigeria 7,012 masts, United Bank of Africa 439 masts, Guaranty Trust Bank 295 masts, Unity Bank 217 masts and Sterling Bank 159 masts. Others are Union Bank 92 masts, First City Monument Bank 205 masts, Fidelity Bank 83 masts and Access Bank 303 masts.

Therefore, a total of 8,805 masts belonging to the aforementioned organisations will be decommissioned forthwith,” he said.
The NCAA said it would continue to apply requisite sanctions for violation of extant regulations, especially where the resolve of the authority is tested.

More than 16.5 tons of cocaine have been seized from a ship following a raid at a Philadelphia port on Tuesday.
 
The billion-dollar bust, in which several crew members were arrested, occurred aboard the MSC Gayane, a cargo ship that originated in Chile and traveled through Panama and the Bahamas before docking at the Packer Marine Terminal in Philidelphia, a senior official at the Drug Enforcement Agency (DEA) told CBS News.

"This is one of the largest drug seizures in United States history," U.S. Attorney William McSwain, Eastern District of Pennsylvania, tweeted on Tuesday. "This amount of cocaine could kill millions – MILLIONS – of people. My Office is committed to keeping our borders secure and streets safe from deadly narcotics." 

The Mediterranean Shipping Co., responded to the drug raid by saying it's "aware of reports of an incident at the Port of Philadelphia in which U.S. authorities made a seizure of illicit cargo. MSC takes this matter very seriously and is grateful to the authorities for identifying any suspected abuse of its services."

The company reiterated that it's "committed to working with authorities and industry groups worldwide to improve the security of the international supply chain and ensure that illegal practices are dealt with promptly and thoroughly by the relevant authorities."

Seidu Oshiomhole, the younger brother of the APC National Chairman and former Governor of the state, Adams Oshiomhole was yesterday attacked and beaten up alongside 14 other lawmakers-elect in the state.
 
The lawmakers were reportedly holding a meeting at an undisclosed location when they were attacked by thugs allegedly hired by the state government. 
 
According to reports, the meeting was necessitated by the Monday midnight inauguration of nine members of the new parliament and subsequent election of Frank Okiye as speaker. It would be recalled that just nine out of the 24-man Assembly met to elect a speaker in what many have been described as unconstitutional.
 
The ongoing crisis in the state assembly it was gathered is a result of a fresh rift between Governor Godwin Obaseki and his predecessor, Adams Oshiomhole who however singlehandedly anointed him as a replacement.
 
The 15 lawmakers that were reported to have been attacked have however reported the case at the Police headquarters. They were led by Victor Tiger Edoror, a former deputy speaker who is also eyeing the leadership of the assembly.

The Seme Command of the Nigeria Customs Service (NCS), yesterday announced the seizure of 175 pieces of textiles materials worth N2.2 million smuggled into the country from Benin Republic.
  
The Customs Area Controller (CAC), Compt. Uba Mohammed, who paraded the items at Seme border, also said the Command generated the sum of N2.62 billion from March till date, while intensified operations by the enforcement unit have drastically reduced smuggling activities to the barest minimum.
  
Mohammed said about 8,304 bags of 50kg foreign rice, which is equivalent to over 14 trucks load of rice worth N89 million were also seized, while another 71 cartons of expired food seasonings worth N458,109, and 336 cartons of alcoholic drinks worth N5 million were intercepted during the period.

   
Others are, “31 X 25litres Jerry Cans of  vegetable oil worth N269,911; 35 X 50kg Bags of sugar, N444,785; 138 x 25litres of PMS, worth N212,100 and 71 Cartons of Expired Food Seasonings worth N458,109.
  
“175 pieces of 6 Yards of Textiles worth N2.24million, 15 sacks of used clothes N677,486 and 28 cartons of Medicament,  N1,083,978 and 410 sacks of School bags worth N13.2million”
  
“Also, 2,000 cartons of Expired Biscuits, N7,742,700 and another truck loaded with 493 packs of Baby Diapers worth N4.1million,” he said.
  
Mohammed also disclosed that “1,582 parcels of Cannabis Sativa found concealed in an Indomie truck; and another notable arrest of 55 parcels of same Cannabis Sativa concealed in a Sienna bus. A total of 1,686 parcels were arrested (with street value worth of over N30 million) for the period under review.
 
“As part of our community service, the Customs Comptroller General, directed that a total of 25,000 bags of foreign parboiled rice (equivalent of 42 trailer trucks), 650 bags of Sugar, 150 cartons of tin tomato, 150 bags of flour, and 250 kegs of vegetable oil were transferred to the Nigeria Army Corps of Supply and Transport (NACST) between the month of April and May, for onward delivery to Yobe State Government, Damaturu for distribution to IDPs in the state.
  
“A total of 11 vehicles have also been seized notable among them are Toyota Highlander (2005), Range Rover (2007), Toyota Rav 4 (2006), Toyota Venza (2010) and others with combined duty paid value of N46.1million” he stated, adding that six suspects were arrested during the period under review.”
   
He further re-emphasized the Command’s determination to detect, arrest, and prosecute those who fail to comply with the extant regulations; as their failure will be a cause for regret.

RHAPSODY OF REALITIES

WEDNESDAY, 19TH JUNE.

IT’S HAPPENING REAL-TIME

For it is God which worketh in you both to will and to do of his good pleasure (Philippians 2:13).

Notice that the verse we just read doesn’t say, “For it is God who used to work in you….” Rather, it says,

“For it is God which worketh in you….” The word, “worketh” is old English for “works”; it’s not in the past or future tense. It’s a present progressive tense. God is at work in you, NOW! It’s happening in real time. He’s effectively at work in you, strengthening, energizing, and creating in you the longing and the ability to fulfil His perfect will for His good pleasure. Aren’t you glad about that!

This means there’s no margin or possibility for failure or weakness, because the Almighty God Himself is the one propelling, inspiring, enabling and driving you to do His will! There’re those who are concerned and even scared about tomorrow; not being sure if they’d still be pleasing God, and walking in His light. No! Not when you’re conscious that He’s the One at work in you.

Yes, by your own strength you won’t make it; you might falter and fall. The Bible says “He will keep the feet of his saints, and the wicked shall be silent in darkness; for by strength (natural human ability) shall no man prevail” (1 Samuel 2:9). He thus gave us the Holy Spirit, to live in us and help us live the God-life to the full.

Walking in righteousness, participating in godly and productive activities, attending church meetings, preaching the Gospel, loving others, etc., are results of His effectual, real-time work in you! All that time you had the thought to do something that’s good for God, and good for people, it wasn’t your mind or your flesh; it was God working in you.

Even now, He’s the One at work in you as you study this devotional. Through the teachings, prayers, further study, and the different daily Bible readings, He’s bringing you information and enlightenment. The intensity of His glory is increasing in your life, as you bask in untold blessings of His Word. He’s making necessary adjustments, transformations and changes in your life, to keep you a champion and a victor forever. And He’s doing this in real time! Hallelujah!

Dear Father, I acknowledge, and take full advantage of your inherent power and energy, which so powerfully works in me. I bask in your mighty grace that’s at work in me even now, and I declare that I can do all things through Christ which strengthens me. Citing the Nigerian National Petroleum Corporation (NNPC’s) interference in the downstream sector as propelling unfavourable competition with other players, thus leading to the unpredictability in the market, Eterna Plc has urged the Federal Government to deregulate the sector, even as it unveiled plans to expand its operations.
The firm also stated that despite the harsh operating environment for its business in the country, turnover grew by 45.57 per cent in 2018.
The Chairman, Eterna Plc, Lamia Shehu Dikko, at its yearly general meeting in Lagos, said the company achieved consolidated operating environment revenue of N251.8 billion in 2018 in comparison with N173 billion in 2017 representing an increase of 45.57 per cent.

“Although, our gross profit, however, decreased by 27 per cent. This was primarily due to the high cost of doing business in the country, unprecedented high cost of landing petroleum products and thinning margins on our product lines,” he added.
He said profit before tax declined by 29 per cent reflective of the reduced margins and increased cost of operations.

He said in view of the company’s performance, the Board is pleased to recommend a dividend of 25 kobo per ordinary share, subject to approval.

He pointed out that the company is on course with its 5-year strategic plan designed to take it to higher levels of success, stressing that as part of executing the plan, it acquired 14 additional retail outlets in 2018.

“We are consistently measuring our performance against set targets and the Board is providing the oversight to ensure that management delivers on the plans,” he added.

He stated that going forward, the company would continue to pursue the promising opportunities and position itself for growth with the support of the shareholders.

He said the Petroleum Industry Governance Bill (PIGB) which was passed by both Houses of the National Assembly is yet to receive Presidential assent, adding that for the most of 2018, the petroleum industry’s primary actor continued to interfere in determining market prices for regulated and unregulated petroleum products.

According to him, the interference with the attendant advantage that the prime actor has over other market players led to the unpredictability in the market and stifling of entrepreneurship in the downstream sector of the oil and gas industry.

Also speaking at the event, the Managing Director and Chief Executive Officer, Eterna Plc, Mahmud Tukur, said the company remains resolute and not guilty of the contraction it was accused of, adding that 2018 was a difficult year even with 2019 still looking bleak for the oil and gas industry.

He said plans are ongoing to expand its operation downstream, predicting that there would be mergers and acquisitions in the industry.

“We are expanding our retail outlets so that when the market dynamics change, we would be ready for the game changer. We are forward-looking by not looking at short term goals, but focused on long term achievements, “he said.

The National Coordinator, Progressive Shareholders Association of Nigeria, Boniface Okezie, expressed concerns about NNPC ignoring its role as a regulator only to become a competitor in the oil and gas industry.
