British shoppers reined in their spending by the most in more than four years in October, according to a survey by payments company Visa which added to other signs that the squeeze on incomes is hitting the high street.

Consumer spending - adjusted for inflation and seasonal effects - fell by 2.0 percent in October compared with the same month last year, Visa said, based on its credit and debit card data. It was the fifth fall in the last six months.

In monthly terms, spending was down 0.9 percent from September.


“The figures are a stark indicator of the strain on household budgets even before the Bank of England’s recent interest rate rise,” Mark Antipof, Visa’s chief commercial officer, said.

The BoE last week increased its benchmark borrowing rate to 0.50 percent from 0.25 percent, despite many private economists warning that high inflation and weak wage growth was already squeezing household spending hard.

A survey published on Monday showed British employers expect to raise pay for their workers only a little despite strong demand for staff and already low unemployment.

Visa said clothing and footwear suffered the biggest fall in October, down an annual 9 percent, as warm weather put shoppers off buying winter clothes. Falls were also seen in other key areas of spending such as on food and drink and recreation and culture which until recently was growing strongly.

Visa said November’s so-called Black Friday and Cyber Monday sales would provide a clearer sign of how the Christmas season was shaping up.

The weak data from Visa echoed other surveys which have pointed to a sharp slowdown in spending in October.

Economists polled by Reuters expect official retail sales data, due to be published on Thursday, will show the sharpest fall since March 2013, when Britain’s economy was just starting to emerge from its post-financial crisis lethargy.

A 3-year-old shot and killed a 1-year-old sister in Tennessee after a man placed the younger sibling in a bed with his gun, police says.

Memphis Police said Saturday they have charged Shawn Moore with criminally negligent homicide, being a convicted felon with a handgun and tampering with evidence in Robbin Keefer's death.

According to the Associated Press, Police say Robbin was shot Friday morning at a Memphis apartment complex. Witnesses heard a gunshot and noticed Robbin was hit.

Police blocked streets around Memphis to get the child to the hospital. She was later pronounced dead.

Police say Moore took the gun and fled the scene, but later turned himself in.

Shelby County Sheriff's Office records say the 25-year-old Moore was booked into jail Friday night. It wasn't immediately clear if he had an attorney.

A middle-aged business woman (name withheld) in Asaba was in the early hours yesterday kidnapped by unidentified gunmen. The victim was said to have been kidnapped around her house located at the Junior Staff Quarters, Asaba by heavily armed hoodlums, who shot sporadically into the air for several minutes before executing their nefarious acts. 

It was gathered that the abductors went to the house of the victim, where she was about stepping out and tied the husband while they asked the other members of the family to lie down at gunpoint before they hurriedly dragged their victim into one of her cars and drove off to an unknown destination.

Investigation revealed that the kidnap suspects abandoned the vehicle belonging to their victim and transferred the victim into their waiting operational vehicle and zoomed off.

Police image maker in the state, Mr. Andrew Aniamaka who confirmed the incident said the police were able to recover the vehicle of the victim, adding that the police were working tirelessly to rescue the victim unhurt.

Meanwhile a man suspected of being a lance corporal with the Nigerian Army accused of supplying arms/ammunition to kidnappers, armed robbers has been arrested by the Police in Asaba.

It was gathered that the suspect, 29 year old hail from Aushi, Edo State was arrested with 300 rounds of live AK 47 ammunition. I was learnt that the suspect had allegedly been responsible for the supply of hoodlums across the State including other States but the Police Commissioner in the State, Mr. Zanna Ibrahim who confirmed the arrest of the suspect said the Police acted on intelligence at its disposal and tracked the suspect along Adesuwa Road in Benin City adding that he was been charged to Court on completion of the investigation.

Governor of Anambra state, Willie Obiano, on Sunday, took a sly dig at his opponents during the governorship debate organised on Sunday by Channels Television.
Obiano aimed digs at Peoples Democratic Party (PDP) candidate, Mr Oseloka Obaze and United Progressive Party candidate, Osita Chidoka.
Obiano, who is seeking a second term in office on the platform of the All Progressive Grand Alliance (APGA) argued that none of those out to boot him out of power were competent to be governor and that they were better off doing something else.
He also accused them of lacking facts about the state even though Obaze, a former diplomat at the United Nations, served under him as Secretary to the State Government for more than a year.
“By the way, what Anambra requires is somebody that can drive the process and I am the only guy here that can do so. Tony (Nwoye) doesn’t have the executive capacity, he hasn’t worked in his entire life.
"My good friend Oseloka Obaze worked in the UN, but the best place for him to work now is in Syria – to be distributing relief materials,” he said.

The Central Bank of Nigeria has written a letter to the Deposit Money Banks in the country, asking them to submit list of customers and bank accounts without bank verification number.
The letter came after a Federal High Court in Abuja ordered the CBN and 19 banks to freeze accounts without the BVN and got an interim order seeking the forfeiture of deposits in the accounts without the BVN, among others.
A good number of the DMBs, if not all, have complied with the directive from the CBN, according to top bank officials, who spoke to our correspondent on Sunday under the condition of anonymity because they were not authorised to speak on the matter.
Shortly after the November 3 deadline given by the court, commercial banks had started the compilation of bank accounts without the BVN.
However, the DMBs are also lobbying the Office of the Attorney General of the Federation to back down on the plan by the Federal Government to seize monies in the bank accounts of customers without the BVN.
A Federal High Court in Abuja had on October 17 ordered the forfeiture of all monies in bank accounts owned by corporate organisations, government agencies and individuals without the BVN.
The forfeiture order, which was issued by Justice Dimgba Igwe, while ruling on an ex parte application filed by the Federal Government through the Office of the Attorney General of the Federation, is not final yet.
The owners of the accounts had 14 days to claim ownership of same and show cause why the amounts in them should not be permanently forfeited to the Federal Government.
The court also ordered the banks to advertise the accounts without the BVN in a widely circulated national newspaper as notice to those who might have any interest in them.
Justice Dimgba adjourned until November 16 for the hearing of the substantive application seeking the forfeiture of the sums in the accounts without the BVN.
However, the 19 DMBs named in suit have engaged the services of a top law firm to address the matter, according to top banking industry sources.
Already, the law firm has approached the court for an extension of time to appeal the court order.
Top bank executives privy to the development had told our correspondent last week that all the affected lenders were ready to appeal the court order and had instructed the law firm to file for an extension of time to do so.
“All the banks are ready to appeal the court order. We have engaged the services of a law firm to begin that process. The legal firm is expected to have filed the papers for an extension of time at the court. This will help us prepare for the proposed appeal,” a top executive of a tier-1 bank told our correspondent under the condition of anonymity last Monday.
The court gave the order on October 17 following an application that was filed on September 28.
Justice Dimgba also ordered the banks to file an affidavit of disclosure before the court, showing the names of the affected accounts, the account numbers, outstanding balances, domiciliary accounts and the bank branches where the accounts were domiciled.
Banks did not official provide details of their plan on the BVN matter.
Some, however, told our correspondent they had complied with all regulatory requirements on the BVN matter.
Spokesperson for First Bank of Nigeria Limited, Mr. Babatunde Lasaki, said, “The bank will do what needs to be done on the BVN matter and we will comply with all regulatory requirements on the matter.”
The Head, Corporate Communications, Skye Bank Plc, Mr. Rasheed Bolawinwa, said, “As a regulatory-compliant bank, Skye Bank has complied with the expectations of the regulator concerning the issue of the BVN.”

Woman cuts 8-yr-old stepdaughter’s hands, thigh in Ogun
Men of the Ogun State Police Command have arrested a housewife, Rose Michael, for allegedly cutting the hands and thigh of her stepdaughter, Blessing, with a razor blade.
Rose was said to have inflicted deep injuries on the 8-year-old after she (Blessing) had a disagreement with her (Rose’s) daughter at their home on Onofowokan Street, Ita-Oluwa, in the Ogijo area of the state.
The stepmother reportedly called the victim’s father, James Michael, who was at work, complaining that Blessing had injured her daughter.
She then threatened to avenge her daughter by inflicting injuries on Blessing as well.
James, who alerted the police, said he had begged his wife to wait for him till he returned home to sort out the issues.
According to him, he was shocked to see Blessing’s deep cuts as blood flowed from the wounds.
The Ogun State Police Public Relations Officer, Abimbola Oyeyemi, who confirmed the incident in a statement on Sunday, said the suspect blamed the devil for her action.
Oyeyem said, “The suspect was arrested following a complaint from her husband, James Michael, that his wife called him on the telephone while he was away at work, informing him that his daughter, Blessing, beat her little daughter and injured her on her leg. He said his wife threatened to injure her in revenge.
“The complainant stated further that he pleaded with her to wait for him to see what actually happened. But before his arrival, the woman had used a razor blade to inflict deep cuts on the girl’s two hands and thigh, which led to her bleeding profusely.
“Upon the complaint, the DPO Ogijo division, SP Tijani Muhammed, detailed detectives to effect the arrest of the suspect. On interrogation, she owned up to the commission of the offence, but blamed it on the devil, as she claimed not to know what came over her at the time.”
Oyeyemi, who said the victim had been admitted to a private hospital in the community, Lenard Hospital, Ogijo, also noted that the state Commissioner of Police, Ahmed Iliyasu, had ordered the transfer of the case to the Anti-Human Trafficking and Anti-Child Labour Unit of the Criminal Investigation and Intelligence Department, Eleweran, for further investigation.
The PPRO said the suspect would be prosecuted at the end of investigation, warning that the command would not tolerate any act of child brutality.

“We had no love life, nothing whatsoever because she insisted she was a committed Christian and did not believe in sex before marriage.
“I respected that and hoped at least she would become my carer but she just became more distant.
“She hated my Norman Wisdom impressions, she had no idea who he was. She’d just sit there with her earphones in taking selfies and I’d have to shout her name just to get her to look at me.”

Ron still applied for a carer’s visa for Cristel in the hope they could spend their lives together.
But he added:
“I should have known when she lost her ­engagement ring things were not right. Then she started going out a lot and making new friends. Even after her visa was denied I thought there might be a chance but she just grew so cold and distant.
“Then, on Saturday, she told me she was going out. She looked at me for a long time and said she was flying home next week and wished me goodbye.
“I now know she was saying goodbye for ever, I checked her room after she left and realised she had taken all of her luggage.
“I can’t reach her at all and her she has blocked me on Facebook.
“A friend has told me she met another man since she has been here and is now with him. I am devastated beyond words.
“I loved that woman with all my heart. But I thought it was for the best I phoned the police and the Border Agency just in case she was trying to stay illegally.”

Ron met Cristel when he lived in Thailand with wife number seven and her friend Wan. The trio would socialise regularly.
He lost contact when that relationship collapsed.
But after his marriage to eighth wife Weng started to break down he struck up a friendship with Cristel in 2015.
 In a Mirror interview after they met, Ron, who suffers from Parkinson’s disease amongst other ailments, said:

A Nigerian civil society group, the Socio-Economic Rights and Accountability Project (SERAP), has asked Dr Muhammad Isah Acting Chairman of the Code of Conduct Bureau (CCB) and Professor Bolaji Owasanoye Acting Chairman of Independent Corrupt Practices and Other Related Offences Commission (ICPC) to “jointly investigate allegations of incompatibility and/or apparent conflict of interest situation, and abuse of office involving Governor Rochas Okorocha of Imo State in connection with the exercise of his public functions and leadership of the Rochas Okorocha Foundation, and to collaborate with the Economic and Financial Crimes Commission (EFCC) in any such investigation.”
The organization said that “Such investigation would help to improve public confidence in public authorities, and minimize the risks of bad government by public officials.”
In the petition dated 10 November 2017 and signed by SERAP executive director Adetokunbo Mumuni the organization expressed “serious concern that Governor Okorocha may have spent over N1 billion of public funds to build statues of South African President Jacob Zuma and Liberian President Mrs Ellen Johnson-Sirleaf.”
According to the organization, “the spending on statues and apparent misuse of public resources may have violated constitutional provisions and international standards on code of conduct for public officers. The initiatives cannot be justified under any circumstances whatsoever, especially at a time when Imo state is unable or unwilling to pay teachers’ salaries and pensioners’ entitlements.”
The petition copied to Ibrahim Magu Acting Chairman of the Economic and Financial Crimes Commission (EFCC) read in part: “Inviting Zuma and Johnson-Sirleaf to attend the opening of his Foundation and then ‘honoring’ them with statues suggests abuse of office and apparent conflict of interest situation, as such acts were undertaken by Governor Okorocha in the exercise of his public functions to presumably promote and advance the commercial and other interests of the Foundation.”
“SERAP believes that rather than serving the common interest of the public, spending over N1 billion possibly of public funds on Zuma and Johnson-Sirleaf in the context of their participation in the opening of the Rochas Okorocha Foundation would seem to put Governor Okorocha in a conflict of interest situation.”
“SERAP notes that the Nigerian Constitution 1999 (as amended) and UN Convention against Corruption to which Nigeria is a state party prohibit conflict of interests and set ethical standards for public officers. Indeed, both the Constitution and the Convention require public officers to abstain from all acts that may compromise the exercise of their public office and functions, or are inconsistent with their entrusted positions.”
“Public officers also must discharge their public duties truthfully and faithfully, abide by the constitutional code of conduct, observe the primacy of public interest, and not allow their personal interest to influence their official conduct.”
“The CCB and ICPC should carry out joint investigation in collaboration with the EFCC of the allegations of conflict of interest, abuse of office and apparent misuse of public funds by Governor Okorocha. SERAP also urges the CCB and ICPC to prosecute Governor Okorocha after leaving office if there is relevant and sufficient admissible evidence of abuse of public office against him.”
“Conflict of interest represents a situation where the person exercising a public function has a personal interest of patrimonial or commercial nature, which could influence the objective fulfillment of the duties incumbent on public officers under the Constitution and international standards.”
“Conflict of interest arises from a situation in which a public official has a private interest which is such as to influence or appear to influence the impartial and objective nature of his or her official duties in order to promote private interests, which would be contrary to the public interest.”
“According to reports, Governor Okorocha recently hosted two African presidents—South African President Jacob Zuma and Liberian President Mrs Ellen Johnson-Sirleaf and built statues in Owerri to ‘honor’ them. The statues reportedly cost over N1 billion to build. The Inspector General of Police, Idris Ibrahim, has described as 'Untrue and Unfounded, pure fabrications' a report published by Punch where he allegedly said that he is free to have a romantic relationship with any police officer.
Recall that Senator Misau whom the IG is having a running battle with, had on October 4th, told members of the Senate that the IG impregnated a female officer and hurriedly got married to her. According to Misau, romantic relationship involving police officers is against the rules of engagement in the force.
A statement by the Police Public Relations Officer, Jimoh Moshood, says that the report by Punch is a false and baseless.

What the IGP said in the document submitted to the Senate Ad-hoc committee investigating the spurious allegation against the IGP is that no law stops a Police Officer in Service to marry another Police Officer on an Officer cadre.

Members of the public are implored to disregard and discountenance the story in its entirety.

The Kogi State government on Sunday said it would soon conduct competency test for public school teachers across the state to ensure that only capable hands teach in government-owned schools.
The director general on media and publicity to the governor, Kingsley Fanwo, said the test would be conducted to ascertain the capacity and capability of teachers in public schools.
According to him, the improvement in the performance of Kogi state in public examinations could only be improved upon if competent teachers are given the opportunity and the right training to teach in public schools.
He said, “The State Government is already tinkering with the idea of testing the competency of public school teachers to ensure only capable hands are engaged to shape the future of our children.
“We are already looking at the competency test option to ascertain the competence of our teachers to teach. The future of the Kogi children is the future of the state.
“Those who scale the test will be exposed to the best training and given the best tools, incentives to make Kogi the number one education destination in Nigeria.
“Government is presently reactivating our structure to inject excellence into the system and make it work for the people of the state”.
Fanwo also said the state had engaged in the remodelling of its schools across the state to provide critical infrastructure in the educational system.
According to him, education remained the number one priority of governor Yahaya Bello, insisting that there are rapid works going on across the state to change the face of infrastructure in our primary and secondary schools across the state.
He said, “The present administration in the state is putting in place GYB Model Primary Schools that are threatening to be the best in the country. In the next few months, the government will succeed in changing the outlook of our schools and make public schools attractive to the people.
“We are also remodelling secondary schools across the state and in a couple of months, the government shall deliver brand new Model Schools in the state.
“The intention of the government is to make public schools better than private schools and gradually depopulate private schools by bringing back the lost glory of public school education in the state.

  Nigeria’s airports do not need a second runway

Nigeria’s 26 airports process only 15 million passengers annually, despite the country having a population of 180 million people. Lagos airport alone accounts for 65 percent of this traffic.
By comparison, United Kingdom’s Heathrow Airport alone processes 78 million passengers yearly, in a country of about 65 million people. Heathrow is the second busiest airport in the world by international passenger traffic, the busiest airport in Europe by passenger traffic, and the seventh busiest airport in the world by total passenger traffic.
Currently, Heathrow boasts about 96 percent utilisation, with an aircraft taking off and landing every 45 seconds within the hours 6am-11.30pm.
Whereas only 597 flights land and take off at Nigeria’s 26 airports daily, the number of flights landing and taking off daily at Heathrow Airport is 1,300. This is more than twice the number of aircraft movement in Nigeria’s 26 airports.
Yet Heathrow has two runways.
Clearly, Nigeria’s existing runways are grossly underutilised. It is therefore surprising to hear the National Assembly Joint Committee on Aviation and the Enugu State government canvassing for the construction of a second runway each for Nnamdi Azikiwe Airport, Abuja and Akanu Ibiam International Airport, Enugu. Abuja and Enugu airports combined process less than 30 percent of Nigeria’s 15 million annual passenger traffic.
Industry experts and engineers have explained that Nigeria’s airports do not need new runways at this time but infrastructural upgrade, which should be done by Public Private Partnerships (PPP) through airport concessions.
In the last 10 years, government has spent N1 billion in airports remodelling, yet the standards of Nigeria’s airports do not reflect that this amount has been spent.
The Federal Airports Authority of Nigeria (FAAN) should rather consider carrying out periodic maintenance programmes as recommended by the documents supporting the International Civil Aviation Organisation (ICAO) Annex 14 for aerodrome’s standards, which include the Lagos airport that has just been hurriedly given certification by the Nigeria Civil Aviation Authority (NCAA) in anticipation of its concession.

As the external reserves inched up to $34.3 billion last week, the Governor of the Central Bank of Nigeria (CBN), Mr. Godwin Emefiele, has predicted 7 per cent rise in its accretion to reach $40 billion next year.
According to the banking czar, who made the forecast at the weekend in Lagos during the annual bankers’ dinner of the Chartered Institute of Bankers of Nigeria (CIBN), the reserves would continue to grow as they “have recovered significantly from just over $23 billion in October 2016 to over $34.3 billion as of November 3, 2017.”
In his address titled, “Policy Options for Sustaining Nigeria’s Economic Upturn”, Emefiele updated the gathering on the economy, the apex bank’s efforts on the macroeconomic and financial policies, as well as outlook for the coming year.
On the reserves, Emefiele noted that the foreign reserves grew by over $10 billion over the last 12 months, from just over $23 billion in October 2016 to over $33 billion in October 2017. And looking into the future, he said, “if we remain resolute with our efforts, policies and actions, we can attain a foreign exchange (forex) reserves position of about $40 billion by end 2018.”
Explaining how the nation achieved the growth in its reserves, he said: “The accretion in reserves does not only reflect increased inflow but also our shrewd forex demand management strategy. When we introduced a policy restricting 41 items from our forex markets, we were called all manner of names.
“Today, among the benefits of that policy is the considerable decline in our import bills. From an average of about $5.5 billion, our monthly import bill has fallen consistently to $2.1 billion in 2016 and $1.9 billion by half year 2017.
“For one, our import bill may have fallen but our manufacturing and agriculture sectors still have a long way to go if we must attain self-sufficiency in those sectors. To date, the bank has committed close to N45.5 billion under the Anchor Borrowers’ Programme (ABP) with active participation across 30 states of the federation.”
He also assured Nigerians of stability in the exchange rate as transparency in the forex market is sustained, “as forex reserves accretion continues, and market confidence and improved sentiments remain,” adding,
“I expect that the exchange rate will not only be stable but would begin to appreciate against major currencies. The adverse competitiveness outcome, which such appreciation may entail would be adequately mitigated by proactive policies to ensure that our balance of payments position is not undermined.”
Showcasing the apex bank’s achievement so far in stabilising the exchange rate, he said, “we have also seen a significant appreciation of the naira from over N500/$1 to about N360/$1. In addition, we have seen stability in the rate for over six months now. I am glad to note that the exchange rate is not only stable, it is also converging across various windows and segments of the market. Since the establishment of the I&E (Investors and Exporters) Window, we have recorded about $10 billion in autonomous inflows through this window alone. This reflected the effect of the increased transparency, which that window accorded the forex market and its benign impact of improving investor confidence and business sentiments.”
Emefiele also attributed Nigeria’s recent improvement in the ease of doing business indicators, partly to the introduction of the I&E forex window, which, he said, boosted investors’ confidence and eased market sentiments.
“The World Bank’s ease of doing business indicator for 2018 showed that Nigeria, with a score of 52.03, improved 24 places to rank 145 out of 190, standing above the regional average score of 50.43 recorded for sub-Saharan Africa. I must note that the CBN efforts reinforced the presidential initiatives to improve ease of doing business in Nigeria. The establishment, nurturing and administration of the Credit Bureau and the National Collateral Registry contributed in no small measure at improvement of access to credit and enhancing the ease of doing business in Nigeria. In addition, the introduction of the transparent I&E Forex Window, which boosted investors’ confidence and eased market sentiments also buoyed our doing business indicator.”
The CBN boss equally foresaw a drop in inflation to “very low double digit or high single digit levels” by the coming year as the factors driving food inflation would have disappeared by then.
He stated: “Inflationary pressure will continue to ease; I believe that it may return to very low double digit or high single digit levels during the next year. Though the base effect has diminished, I expect that as the socio-economic factors driving food inflation are resolved, the inertia therein would dissipate and the pace of headline disinflation will grow.”
Going down memory lane, Emefiele recalled that inflation tumbled from a peak of 18.72 per cent 15.98. “From a peak of 18.72 per cent in January 2017, headline inflation recorded eight straight months of disinflation, with the rate declining to 15.98 in September. During this period, core inflation and imported food inflation, similarly fell from 17.90 per cent and 20.95 per cent, respectively, to 12.12 per cent and 14.83 per cent.
“Food inflation, however, rose from 17.82 per cent to 20.32 per cent. The inertia exhibited by food prices inflation reflected, among other things, the rising prices of farm inputs and supply shortages, intermittent clashes between farmers and herdsmen, as well as the lingering problems in the Nigerian northeast region, which affected agricultural output.” http://googleweblight.com/i?u=http://sun.../&hl=en-NG

The 11 Governors of Peoples Democratic (PDP) are in a close door meeting in Enugu with the eight national chairmanship aspirants of the party ahead of the Dec. 9 national convention of the party.
The governors are Ishaku Darius, Taraba; Dankwambo Ibrahim, Gombe; and Ayodele Fayose of Ekiti and Chairman of PDP Governors Forum.
Others are Ifeanyi Ugwuanyi, Enugu; Okezie Ikpeazu, Abia; Ifeanyi Okowa, Delta, Nyesom Wike, Rivers, Emmanuel Udom, Akwa Ibom; and Ben Ayade of Cross River.
The others are Ebonyi Governor, represented by his deputy, and Serike Dickson of Bayelsa.

Lagos —The perennial traffic crisis in and around Apapa area of Lagos, not withstanding, the Federal government has approved the construction of a new tank farm on Creek Road.

The construction, if allowed, will worsen an already terrible situation and further put the economy under pressure through increased cost of cargo clearance.
The new tank farm will attract additional 800 trucks to Apapa which will further worsen the carnage on the nation’s port city.
A source at the Department of Petroleum Resources, DPR, that doesn’t want to be quoted, told Vanguard that the bitumen tank farm (an asphalt, also known as bitumen is a sticky, black, and highly viscous liquid or semi-solid form of petroleum) is owned by a company simply called Wadeco. Approval was said to have been given some years back.
The tank farm which had the approval of Lagos State government, Nigeria Ports Authority, NPA and National Inland Waterways Authority, NIWA was initially located close to the Dangote sugar refinery.
Meanwhile, Seaport Terminal Operators Association of Nigeria, STOAN, has decried reports that the Federal Government has granted approval for an oil company to open a new tank farm on Creek Road, Apapa.
Protesting the construction of a new tank farm, Chairperson of STOAN, Princess Vicky Haastrup described the reported approval as ill-timed and ill-advised.
Haastrup disclosed that the report indicated that the tank farm, currently being constructed, has a capacity to hold up to 50 million litres of petroleum products, and would attract about 800 additional trucks per day into the already congested Apapa area.
According to the STOAN Chairman; “It is unheard of that anyone will conceive the idea of setting up a tank farm in Apapa at this time. Government should review this approval so that the problem facing the port community and residents of Apapa is not compounded.”
She said in addition to bad roads and the absence of truck parks; the preponderance of tank farms and oil depots has largely contributed to the menacing gridlock in Apapa.
According to Haastrup, “There is an over-concentration of oil tank farms in Apapa, which is an area predominantly designed for port operations. There is now a situation where we have proliferation of oil tank farms without regards for the safety and logistical implications.
“Government needs to consider relocating even the existing tank farms out of Apapa and discontinue approval for new ones.
“Tank farms should normally be located several miles away from the city and from the port area for safety reasons.”
She also advocated more efficient traffic management systems in Apapa to enhance the movement of vehicles while ongoing construction work lasts.
“There is a need to open up the inner roads to allow for free flow of traffic. We also need efficient traffic control measures to allow for free movement of trucks. At present, several cargoes are trapped in the port because of the bad roads and the truck queues on the road,” she said.
In September 2017, the Lagos State House of Assembly called on the Federal Government to relocate tank farms from Apapa as a way out of the current gridlock in the area.
A member representing Apapa Constituency 1, Mojisola Miranda, who raised the issue under matters of urgent public importance during plenary, said activities of tank farm operators in Apapa were not only affecting traffic in the area, but also negatively affecting free flow of traffic in other parts of the state.
In April this year, Lagos State government said it had initiated talks with the Federal Government on how to relocate oil tank farms from Apapa.
Also yesterday, the Chairman of Association of Maritime Truck Owners, AMATO, Chief Remi Ogungbemi condemned the move to construct a new tank farm in that axis saying that: “It runs contrary to the solution we are trying to proffer in resolving the traffic situation in Apapa.
“It is not the right decision, the decision must be quickly reversed to save Apapa and the nation’s ports from total collapse.”
Reacting to the development, National Publicity Secretary of the Association of Nigerian Licensed Customs Agents, ANLCA, Mr. Kayode Farinto said the construction of a new tank farm on Creek road shows the insensitivity of government to the plight of the people.
He said; “If any government official can still give approval for sighting a tank farm in Apapa despite what we go through on that road, it shows that the All Progressive Congress, APC, is not a serious government”.

ABUJA— THE Directorate of State Service, DSS, weekend, stunned members of the House of Representatives Joint Committee on Customs and Excise and National Intelligence with the revelation that some bad elements in security agencies were involved in the sale of small arms to bandits in the country.
It also noted that security agencies do not do enough checks on those they recruit, saying the agencies were flooded with former armed robbers and cultists, who have turned out to be the bad eggs in the system.
DSS OPERATIVES
Director of Operations in DSS, Mr Godwin Eteng, made the revelation while speaking before the House of Representatives Joint Committee on Customs and Excise and National Intelligence investigating the influx of small arms and light weapons into the country.
But the Police in a swift reaction, said its personnel were not involved in such unwholesome act, saying they had been doing a lot in battling armed robbers and kidnappers in all parts of the country.
Eteng said: “Some agencies have over a period of time recruited people who were cultists and armed robbers before and are now wearing uniforms.
“The question is, are we doing enough checks on our people who were recruited into security services?
“Like we had a situation where in one of the armouries belonging to one of the armed forces, how many pistols just got missing, with quantities of ammunition and all the pistols were new.
“In the armoury, no place was broken into, but the weapons were missing. And we’re interested in knowing what happened.”
States not helping matters
He also revealed that some states were not helping matters when it comes to the incidence of proliferation of small arms and light weapons, adding that Nasarawa, Benue, Taraba, and Plateau were states acting as conduits for small arms and light weapons being used to fuel ethnic crises in some regions of the country.
He said: “When we did our studies, we discovered that three-quarter of the arms used to cause the crisis in Southern Kaduna, in Zamfara and Plateau states are coming from the following states: Nasarawa, Benue, Taraba and Plateau.
“We found out that if you can carry out serious operations to affect the supplies, which is coming from these areas, it will seriously limit part of what is happening there.”
According to him, in the last one and a half months “we have conducted more than 27 operations and arrested more than 30 persons involved in the supply of arms and ammunition and some of them are serving security men.”
Why the problem persists
Giving further reasons for the influx of illegal arms into the country, he said communal clashes, terrorism, kidnapping, herdsmen/ farmers clashes, political thuggery, militancy, cultism and criminal gangs combine to create a constant demand for arms in the country.
‘’Herdsmen from Senegal, Gambia and especially Central Africa come into the country through illegal borders carrying AK-47 rifles,’’ Eteng said.
1,100 illegal entry points in Nigeria — Customs
Damgaiadinga Aminu Abubakar, a Deputy Comptroller, who represented the Comptroller-General of Customs, Hameed Ali, disclosed that while there were 1,100 illegal entry points into the country, only 97 were approved border posts.
He lamented the dearth of necessary equipment needed to stem the flow of weapons into the country.
He said 2,671 pump action rifles had been seized from January 2017 to date, adding that the Customs personnel found culpable in the import of 661 pump action rifles had been dismissed from service and handed over to the DSS for prosecution.
According to him, lack of operational vehicles, fast moving boats, cutting-edge technology and advanced scanning machines at airports, seaports and border points are limiting the effectiveness of the service.
He also said there was inadequate welfare for personnel, as some live in deplorable conditions.
No weapon missing in our armoury — Police
But Force Headquarters in a reaction, yesterday, absolved itself from accusations by the DSS that the arms and ammunition, which armed robbers, kidnappers and herdsmen use to terrorize citizens were purchased from security personnel across the country.
Force Public Relations Officer, Chief Superintendent of Police, Jimoh Moshood, said: “We don’t have any report of arms and ammunition missing from our armouries. Our weapons are intact.
“We are a member of the Committee on the Eradication of Small Arms and Illicit Weapons. Nigerians can testify to the vigour and determination with which the police have been going after kidnappers and armed robbery gangs.
“We have made several arrests, recovered so many weapons and mopping up of weapons is going on also.”

MAKURDI— A 30-year-old robbery suspect and father of five, Terngu Nave, was, weekend, disarmed and beaten by his victims during a robbery operation at Abua Mbagwen in Buruku Local Government area of Benue State.
The suspect, who was reportedly dressed in military camouflage, was paraded by the Benue State Police Command’s Public Relations Officer, Assistant Superintendent Moses Yamu, said his gang members abandoned him to his fate when he was overpowered by the courageous occupants of the vehicle the gang members were robbing.
He confessed: “Our three-man gang had stormed the Gboko/Katsina-Ala major highway at about 2a.m., dressed in military camouflage and mounted road block to rob commuters.
“It is my first time; I was invited by my brother to join in the robbery. That fateful day, two of us were holding guns.
Caught
“As we stopped the vehicle and started robbing the passengers, one after the other, I dipped my hand into the pocket of one of them and he held me and shouted to the other passengers to hold me. He probably discovered that the riffle I was holding had no bullets in it.
“When the other passengers saw how courageous the man was, they all joined him to apprehend me, while the two other members of my gang took to their heels. The passengers gave me the beating of my life before handing me over to the Police.”
Meanwhile, ASP Yamu appealed to members of the public to always give useful information to the Police.

By the grace of God, we have been able to prepare, present and sign each of our budgets before the new year begins. This is made possible by several factors. One is the hard work of the members of the Kaduna State House of Assembly who have been very diligent in examining, discussing and passing the budget. When they were considering the 2017 Budget in 2016, they even slashed it by N1bn. Another factor that helps is the regular budget retreats that our state executive council holds every quarter. That way we know how the budget is performing and we are able to make adjustments. Then our Planning and Budget Commission issues the call circular early and our MDAs would respond promptly. It is all team work.
No state government has published as many tenders for capital projects like Kaduna State. That is because we are committed to open, competitive bidding. We have started so many projects in sectors like Education, Health, Roads, Water Resources, Agriculture, Environment and Rural Development. We have not had the resources to push some of them as strongly as we would wish. But we have had the courage and the vision to start them.
Therefore, we have decided that priority will be given to completing these multiple projects, to consolidate on the practical things we are doing to make change real for our people. There are schools renovated, hospitals being rehabilitated, built and equipped, roads being constructed, mining communities being given infrastructure, water works being rehabilitated or retrofitted.
In your 2018 budget speech, you said your administration will be prioritizing the completion of projects. What are these projects?
We have to complete the equipping of 255 Primary Health Centres and 23 secondary health facilities. Across the state, we are renovating our secondary schools. Some, like Queen Amina and Government College, Kaduna, have been completed. Many more are ongoing across the state. For instance, as at mid-2017, there were 443km of township roads and 16 intercity roads with a distance of 414.8km at various stages of completion.
In addition, 17 rural feeder roads with distance of 172 km are being constructed. There are many schools being rebuilt, hospitals being upgraded and equipped, water works being refitted, rehabilitation centres being fixed. We are very proud to have initiated these projects in the interest of our people.
And we have been clear headed enough to take on inherited projects that we consider feasible and viable!
The World Bank loan issue has been generating so much controversy. Some people have even questioned the rationale behind the loan when you had complained that Kaduna is heavily indebted. A senator from the state has even warned that the loan will enslave the people of the state for generations.
But Senator Kabir Gaya has now assured that the Senate will approve it. Is the matter now settled?
On June 20, 2017, the World Bank announced that it has decided to provide a budget support facility of $350m to Kaduna State. The Bank did not just wake up to this. Let me tell you how it started. During the general election campaign in 2014 and early 2015, my colleagues and I campaigned about the poor state of our schools. We said many schools did not have roofs, doors, windows, water and toilets, and we promised to fix it the problem.
Once we won the elections, the things we had complained about became our responsibility to correct. But as prepared as we were with our Transition Committee report, we still got a few shocks when we took office. In our first week, we took briefings from all MDAs in the state. That is when the then chairman of SUBEB told us that at least 50% of our school children sit on floors because there is no school furniture.
We declared a state of emergency in education and started to fix schools and buy furniture. After fixing almost 10% of our over 4200 primary schools, we realised we would need a lot of money to fix everything and to actually build new schools that can have enough classrooms, staff rooms and other facilities. So, we compiled the pictures of our schools into an album, and I took it to Abuja and showed it to the Minister of Finance to explain the level of investment we would require. Then I shared the photos with our development partners, including the World Bank. That is how the conversation that led to the loan started.
The World Bank has scrutinised Kaduna State and they are convinced we meet their standards. We have healthy Fitch ratings B” Credit Rating with Stable Outlook. (In November 2016, Fitch Ratings assigned Kaduna State a long-term foreign and local currency Issuer Default Ratings (IDRs) of “B” and a National long-term rating of A+(nga) with stable outlooks).
The World Bank checked our laws, our accounts and our performance; they are convinced we merit their support.
Our Commissioners have appeared before the relevant committees of the Senate and the House of Representatives, and presented detailed explanations for the rationale and the purposes of the loan.. Our delegates were commended for the quality of their presentations. Nobody in those committees of the National Assembly can honestly claim not to be aware of the justification and the purpose of the loan.
So, we are grateful for the assurance Senator Kabiru Gaya gave us that the Senate will approve the Federal Government’s borrowing plan so that we can begin to access this very low-interest loan. The World Bank facility is critical to achieving our governance objectives in the short to medium term.
Another issue that has generated a lot of attention is the retrenchment of teachers. Your government has issued notices to recruit 25,000 teachers to replace the 22,000 teachers that failed the competency test. How is the administration going to avoid the mistake of the past in employing new teachers?
Unqualified teachers entered the system because the recruitment of teachers was politicised. The local government council chairmen and other senior politicians and bureaucrats saw teaching as a dumping ground for their thugs, supporters and other unqualified persons.
Teachers were employed at local government level without adherence to standards. In many instances, no examinations or interviews were conducted to assess the quality of recruits.
Political patronage, nepotism and corruption became the yardsticks, thus giving unqualified persons a way in. Teaching jobs were given as patronage to those connected to politicians and bureaucrats.
The Kaduna State Executive Council has approved the recruitment of 25,000 primary school teachers. Recruitment notices have already been advertised by the Kaduna State Universal Basic Education Board (SUBEB). This time around, there would be standardized tests for the recruits and a further training programme before the new teachers take over the classrooms. No unqualified person will scale through. And we will vet certificates very closely and very often.
The future of our children is so important that we will not take chances. We will be vigilant in ensuring that only good people teach in our public schools.
But some people in Kaduna said that you promised sometime in the past that government will not sack anyone but will train those that need training and place the ones that do not need training in other places. Why the change of mind?
Many people don’t realise that the June 2017 competency test was administered to measure the impact of several training and retraining efforts by ESSPIN and the Teacher Development Programme. Teacher training is about improving the capacity of a teacher to impart knowledge.
What the competency test showed is that many of the teachers do not have the knowledge, so how can they impart what they do not have? Are they saying we should send primary school teachers back to Primary Four?
If you have knowledge but are deficient in teaching skills, we can train you to acquire the skills of a teacher. But when there is no knowledge, what is there to teach?
In 2012, the previous government gave all primary school teachers a five-year grace to acquire NCE. That expired this year, but many teachers still don’t have it.
The Nigerian Union of Teachers has threatened to strike over the matter of the failing teachers. How will your government respond?
Everybody knows that we will not be deterred in doing what is right for the future of our children. The NUT thinks this is about politics, making a public show of opposing what they know to be right. Shouldn’t everybody be embarrassed by the test results? Where is the sense of shame? I hear some people say the pass mark for a Primary Four exam should be 60%; the same people say the state government has no right to test the competence of its employees. There is no bigger evidence of the crisis in our society than that a union whose members failed a Primary 4 examination thinks it can create problems over the issue rather than be a part of the solution.
We are not people that bow to threats. We will respond appropriately. What will be point of that strike? To force us to violate our oath of office and knowingly retain as teachers those who are not qualified? That will not happen!
We will recruit as many qualified teachers as we can find. We will not keep unqualified teachers on our payroll.
When you came in to office, you reduced ministries from 19 to 13 and you now have 14. You also reduced commissioners from 24 to 15.
We learned that you have extended this cost-cutting to local governments. What is the position?
This government is committed to reducing waste, eliminating fraud and cutting costs wherever we can. We believe that most of the resources of government must be devoted to serving the needs of ordinary people, building schools, hospitals, roads and delivering other public goods.
You cannot do this except you reduce the cost of running government. We started from the Executive branch. We inherited 19 ministries, but now we have only 14. The previous government had 24 commissioners, but we have only 15. We have fewer special advisers and special assistants than the government before us.
Next, we verified state civil servants. We gave each ministry what its maximum establishment can be and signed an Executive Order to effect this. Surplus staff above the establishment of each Ministry have been posted to the office of the Head of Service, pending subsequent steps in our public service reform and renewal programmes.
We have now moved to the local government level. Remember that we reduced districts from 390 to 77, so that our local government councils will have fewer district heads and staff to pay and have more money for development.
Part of the reason many local governments are broke is that they are overstaffed. The admin department of Zaria local government has 300 staff. For what? This overstaffing is why many of the local government councils cannot pay salaries without the support of the state government.
So, we have prescribed personnel figures for all the 23 local government councils in Kaduna state. Direct council staff will now be less than 7000 in total. This excludes teachers under SUBEB and primary health centre staff who have been moved to the State Primary Health Care Development Agency.
I have signed an Executive Order directing the Administrators of the 23 local government councils to comply with the prescribed personnel levels.
The Kaduna State APC Caucus and Executive Committee met last week and backed all your decisions regarding teachers and the World Bank loan. How is the party maintaining its unity?
The APC in Kaduna State is united around its manifesto. Its leadership does not view power as an excuse for a bazaar focused on sharing offices among politicians. The reason for being in politics is to influence policies and programmes, not to share appointments. 1.1m persons voted for the APC in the governorship elections. We must serve this people, and that is what we are doing.
Some people joined the APC late in 2014 and in 2015 because they knew we would win, and they thought that after winning it will be business as usual. They are unhappy and disappointed that it is not business as usual.
The APC in Kaduna State will stay together to deliver concrete change for our people.
How is the state doing with IGR this year? In the budget speech, you mentioned the N100 annual development levy payable by every adult. How would this be collected?
In 2016, Kaduna State raised a record N23bn as IGR. We hope to do better in 2017. I urge our people to pay their Land Use Charge and Ground Rent.
The law of this state requires every adult to pay an annual N100 development levy. This is a small sum that helps to grow a sense of civic responsibility.   Harmattan: NCAA alerts pilots, others over weather hazard

LAGOS—THE Nigerian Civil Aviation Authority ,NCAA, weekend issued a weather alert to pilots and all airline operators indicating hazards associated with harmattan dust haze in flight operations at this period of the year. This alert is important as harmattan is known to pose an obvious threat to aircraft particularly in areas of challenging terrains due to low visibility.
According to the Seasonal Rainfall Prediction issued by the Nigerian Meteorological Agency,NIMET, the prevailing weather condition is likely to herald a long and severe dust haze in the months ahead.
Speaking about the weather alert, Mr Sam Adurogboye, General Manager, Public Relations, NCAA, said: “The Advisory circular AC: NCAA- AEROMET-24 is intended to alert pilots of the hazards associated with dust haze which is a dry and dusty wind that blows southwards from the Sahara across Nigeria during the months of November to March.
“The effect of the dust and sand stirred by the wind is known as Harmattan Dust Haze. Therefore, pilots should note that air-to-ground visibility may be considerably reduced due to the dust haze.
“In addition, aerodrome visibility may fall below the prescribed minimal and in severe conditions, dust haze can blot out runways, the markers and airfield lightings over wide areas. This makes visual navigation extremely difficult or impossible.”
Adurogboye added that “Resultantly, where visibility falls below the prescribed weather minimal, flight operations are expected to be delayed, diverted or out-rightly cancelled. Hence, all pilots are obliged to exercise maximum restraint especially when severe weather condition is observed or reported by NIMET.
“Pilots should obtain adequate departure, en route and destination weather information and briefing from NIMET prior to flight operations at all the airports. The Flight Crews/ Operators and Air Traffic Controllers, ATC, should ensure adherence to aerodrome operating minimal,” the NCAA Spokesman said.
“Operators are therefore advised to ensure necessary measures are put in place to manage the effects of flight delays or cancellations on their passengers. Celebrations in Brussels to mark Morocco’s return to the World Cup for the first time in two decades turned violent late on Saturday, when crowds clashed with police, setting cars on fire and injuring 22 police officers.
Images on social media showed overturned, burning cars and broken shop windows in Brussels city centre as well as police trucks firing water cannons at crowds gathered in front of the city’s stock exchange.
Brussels police said that of some 1,500 people had come to celebrate Morocco’s 2-0 win over Ivory Coast, but that around 300 started to behave violently and attacked police officers and firemen called to put out burning cars and dust bins.
More than 100,000 people of Moroccan origin live in Brussels. Belgium saw an influx of Moroccan workers in the 1960s and 1970s.
Prosecutors said by Sunday morning no arrests had been made, but Belgium’s interior minister vowed to hold those responsible to account, calling the events unacceptable.

Marcelo Bechler, the journalist who first told of Neymar’s desperation to leave the Nou Camp, has now moved the story way on with his latest revelation.
Apparently, Neymar has confided in Gerard Pique and Luis Suarez and told them he wishes he hadn’t moved to Paris.
The 25-year-old has certainly begun with a bang in front of goal with 11 in his first 12 appearances.
He’s also picked up seven yellow cards and one red.
Speaking on Onda Cero’s ‘El Transistor’ programme, Bechler claimed Neymar is struggling to win over the dressing room.
He said, “There are a lot of high-ranking players in the dressing room, such as (Edinson) Cavani and (Angel) Di Maria, and they have found Neymar’s behaviour in these first month strange.
“The relationship between Neymar and (Unai) Emery is distant, as it is with some players.
“Yet PSG are clear that anybody else would have to leave before Neymar goes.”
He added, “It would be easier for him to go to Real Madrid than return to Barcelona.
“(Neymar) wouldn’t consider that a betrayal.
“But right now this is just speculation.”
The Brazil star broke down in tears this week as he insisted he was happy in the French capital.

Former President Goodluck Jonathan has described ex-President Olusegun Obasanjo as the boss of bosses in the Nigerian political space.
Jonathan said any “politician who ignores Obasanjo does so at its own peril,” advising ex-Vice-President Atiku Abubakar to find a way of courting his former boss, if he (Atiku) must realise his presidential ambition.
He maintained that it would be impossible for Atiku to realise his presidential ambition on the platform of the All Progressives Congress.
According to Jonathan, Atiku’s chances of becoming President in 2019 would be bright if he contested on the platform of the Peoples Democratic Party.
He, however, stressed that Atiku must do everything to get Obasanjo’s endorsement, who, he said, had the magic wand and remained respected home and abroad.
Jonathan was quoted as saying this in an interview he recently granted the Ovation Magazine , published by Dele Momodu.
“He (Atiku) can’t get the APC ticket. If Atiku gets our party (PDP) ticket, he would compete well,” Jonathan reportedly said.
“He’s always a passionate politician. But he would have to reach out to our boss,
Baba OBJ, the boss of all bosses.
“We’ve all learnt at different times that you ignore OBJ at your own peril. OBJ has the magic wand, respected at home and abroad,” Jonathan said.
Atiku, who served as Vice-President during Obasanjo’s eight years administration, fell out with his former boss towards the end of the administration.
The rift was believed to have stemmed from Atiku’s antagonism to Obasanjo’s alleged third-term bid.
Atiku had recently said given the chance to lead the country, he would fight corruption even better than President Muhammadu Buhari, who enjoys public opinion as a man of integrity and hater of corruption.
Atiku lashed out at those he said were regurgitating corruption allegations against him, without bringing any proof forward.
He said, “It is sickening to continue to regurgitate allegations of corruption against me by people who have failed to come forward with a single shred of evidence of my misconduct while in office.

The Presidency on Sunday described a former Jigawa State governor, Alhaji Sule Lamido, as intellectually and morally bankrupt for daring to criticise President Muhammadu Buhari’s ongoing anti-corruption war in recent media interviews.
The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, said this in a statement in Abuja.
Shehu said the attacks on the President by the Peoples Democratic Party’s presidential aspirant “is a reflection of the intellectual and moral bankruptcy of the opposition in the country.”
He raised the alarm over what he described as a grand plan by politicians seeking the destruction of national institutions, such as the courts, the Economic and Financial Crimes Commission and everything good that the nation stands for.
The presidential spokesman said, “It is only in Nigeria that a leader will divert money belonging to the public into his children’s account and then turn round to start pontificating on public morals, in the process subjecting the nation’s honest leadership to daily attacks based on falsehood.
“It is even worse that such a person, facing criminal prosecution, will start going round saying he wants to be President.
“Is this not one of the reasons why other countries are laughing at Nigeria? This is hooliganism. It is not opposition politics.”
He added, “The nation’s war against corruption as spearheaded by the EFCC, was incidentally formulated by the past PDP administration. It is a tragic irony that the leaders of the same party are doing their utmost to weaken or destroy it. Is that why he is seeking to lead the country?
“Time and again, President Buhari lamented that strongmen destroyed the country’s strong institutions and that it will take strong men to rebuild them.

Appealing to opposition politicians to give Buhari the support he needs to rebuild national institutions such as the EFCC, Shehu challenged Lamido to convince Nigerians that his trenchant attacks against the government and the judiciary were not a smokescreen to becloud the atmosphere of his criminal prosecution.
“In his diatribe published in a national newspaper (not The PUNCH ) last week, it is clear that the former governor not only set out to mock the President but the judiciary and important national institutions as part of an orchestrated plot to divert public attention from his scam-related cases.
“If President Buhari’s war against corruption, as he said, is a mockery, what does one say of former governor Lamido’s sworn efforts to sabotage the country’s efforts to rid itself of the cancer of corruption?
“If accountability of public officials is the very essence of a mature democracy, it is, indeed, ironic that a politician seeking the leadership of the country is making a mockery of public institutions and the leaders seeking to entrench them.
“Nigeria settled for President Buhari as the watchman of their common wealth. The citizens are happy with that and the whole world is applauding.

Following heavy price gains recorded by major highly capitalised stocks, especially Forte oil and Cadbury, equity transactions on the Nigerian Stock Exchange (NSE) closed high on Friday, as market capitalisation appreciated by N24 billion.
Specifically, at the close of trading on Friday, the market capitalization, which opened at N12.82 trillion, rose by N24 billion or 0.1 per cent to close at N12.85 trillion.
Also, the All-Share Index inched up 68.74 points or 0.19 per cent to close at 37,120.28, compared to 37,051.54 recorded on Thursday.An analysis of trading showed that Forte Oil emerged the day’s highest price gainer, adding N2.10 to close at N44.10 per share, followed by Cadbury, with N1.14 to close at N12.34 per share. International Breweries also gained N1.01 to close at N50 per share.
Nigerian Breweries garnered 90 kobo to close at N143.90 per share. Guaranty Trust Bank appreciated by 0.50 kobo to close at N43 per share. Nigerian Aviation Handling Company added 0.16 kobo to close at N3.57 per share, while Custodian and Allied Insurance appreciated by 0.10 kobo to close at N3.90 per share.
NPF Micro finance Bank garnered 0.06 kobo to close at N1.30 per share, as Caverton also added 0.06 kobo to close at N1.68 per share.However, Cement Company of Northern Nigeria topped the losers’ chart, shedding 43 kobo to close at N9.27 per share, followed by Fidson Healthcare, with 18 kobo loss to close at N3.76 per share, while Access Bank was down by 12 kobo to close at N9.91 per share.
Champion Breweries dipped 11 kobo to close at N2.09 per share and Zenith international Bank shed 10 kobo to close at N25 per share.Others are National Salt Company of Nigeria, which dropped 0.09 kobo to close at N15.26 per share; May&Baker, 0.08 kobo to close at N2.86 per share; Dangote Flour, 0.06 kobo to close at N9.45 per share; and C&I Leasing, 0.06 kobo to close at N1.67 per share.
A total of 175.28 million shares valued at N2.65 billion were exchanged by investors in 3,235 deals, against a turnover of 175.75 million shares worth N3.52 billion transacted in 3,357 deals on Thursday.
The banking equities maintained its leadership as the most active, with Zenith Bank trading 32.95 million shares worth N824.22 million, followed by FBN Holdings, with 23.99 million shares valued at N172.73 million.Fidelity Bank sold 16.66 million shares worth N27.64 million, while FCMB Group traded 15.76 million shares worth N18.11 million and Diamond Bank exchanged 14.40 million shares valued at N16.68 million.

  N-Power: FG Deploys 176,160 Graduates

The Federal Government said that 176,160 graduate beneficiaries had so far been deployed under the N-Power programme of its Social Investment Programmes.
This was made known in excerpts of a book entitled: ‘‘Making Steady, Sustainable Progress for Nigeria’s Peace and Prosperity: A Mid-Term Report Card on the Buhari Administration’’.
The book is authored by the Presidential Media Team, to be presented by APC National leader Bola Tinubu and reviewed by Prince Tony Momoh on Nov. 16.
According to the book, the N-Power programme, which has reached 200,000 graduate beneficiaries from all 36 states including the FCT, has deployed 176,160 beneficiaries.
It stated that out of the 25,840 selected applicants left, 11, 884 beneficiaries were disqualified (after physical verification) or had incomplete records.
It further added that the remaining 13,956 beneficiaries were absent from physical verification.
It noted that 46 per cent of the total 200,000 beneficiaries selected were female to ensure gender balance while 1, 126 applicants with disabilities emerged successfully.
It also added that a centralized Project Management Unit was currently being set up to carry out monitoring and evaluation of the programme across the six geopolitical zones.
“In addition to this, a MoU has been reached with the National Orientation Agency to also carry out monitoring and evaluation in all 36 states including the FCT.”

  35 Apply To Build Modular Refineries In Niger Delta

The Presidency on Sunday disclosed that the Federal Government received 35 applications for the establishment of modular refineries in the Niger Delta as part of the present administration’s efforts aimed at repositioning the region.
The Senior Special Assistant to the Vice-President on Media and Publicity, Mr. Laolu Akande, disclosed this in a statement in Abuja on the New Vision for the Niger Delta.
Out of the 35 applications, Akande said 13 had reached what he called the Licence to Construct stage.
“Two out of these 13 refineries are almost ready for shipment. Consideration for Customs duty waiver and some form of tax holiday are also underway,” he said.
Akande also disclosed that the government was working with the Nigerian Sovereign Wealth Fund, the Bank of Industry, AfrExim Bank, and the Nigerian Content Development Management Board to address the issue of lack of financial capacity on the part of the local partners who are expected to come up with a minimum of 15 per cent of cost as counterpart funding.
He listed the objectives of establishing modular refineries in the Niger Delta region to include creation of a robust domestic refining sector necessary to meet and exceed the full capacity of national demand, addressing the proliferation of illegal refineries in the Niger Delta and the attendant environmental degradation, and to provide jobs for unemployed youths in the region.
He added that N65bn was allocated to the Niger Delta Amnesty Programme in the 2018 Appropriation Bill currently before the National Assembly.
Under the scheme, he said 21,615 beneficiaries had been trained, out of which 4,079 had been empowered.
He said, “PAP has empowered 4,079 ex-militants through the establishment of businesses such as agriculture (cluster farms). 3,237 ex-militants are in various stages of vocational training and university scholarship programmes.
“The Amnesty Office has initiated the training of 10,000 beneficiaries in modern agriculture and established them into 10,000-hectare cluster farms in the nine Niger Delta states.
“PAP modern agricultural schemes are projected to create 80,000 new jobs in three years.”
Akande recalled that in June 2016, the present administration started the implementation of the 2011 United Nations Environment Programme report on Ogoniland devastated by decades of oil spills.
He also recalled that an inter-ministerial committee on Hydrocarbon Pollution Restoration Project under the Ministry of Environment was established.
He said the committee had since set up structures for the final take off of the clean-up and the restoration of the region devastated by oil spills.
“Eight companies were engaged to conduct Demonstration Clean-up Exercises in the four Local Government Areas of Ogoni land, to enable HYPREP to select the best and most suitable technology for the remediation work.
“These demonstrations were recently concluded; the results are being studied by the Governing Council of the Ogoni Clean-up Project.
“HYPREP has also trained 15 indigenous Ogoni scientists on environmental assessment remediation.
“HYPREP assessed existing water facilities in Ogoni land in line with the UNEP recommendation report that potable water be provided for Ogoni following the pollution of water sources in the region by oil spills.
“Health impact assessment study to be done to ascertain whether there is a link between some disease patterns and oil pollution in the affected communities.
“Bids have been invited for consultancy on provision of water, health study and environmental remediation,” he added.

TOPIC ✨ ALL THINGS ARE YOURS ✨

Therefore let no man glory in men. For all things are yours (1 Corinthians 3:21).

2 Peter 1:3 says, “According as his divine power hath given unto us all things that pertain unto life and godliness, through the knowledge of him that hath called us to glory and virtue.” This is extraordinary! Could this really be true? It sure is, because God said so! His divine power, not your own ability or human wisdom, has given unto you, ALL things that pertain to life and godliness.

This means you’re not supposed to ever be in lack or want. How could you be in need of money for your children’s school fees when all things are yours? How could your business go bankrupt when all things are yours? Why should you be in search of a financier for your projects when all things are yours? Why would you be crying and begging for money to start a business when all things are yours?

The problem is that you haven’t believed enough. The moment you dare to believe God’s Word that, really and truly, all things belong to you, your situation will change. This is neither a fable nor a fairytale; all things are indeed yours, because you’re an heir of God and a joint-heir with Christ. The whole world belongs to Him. He said in Haggai 2:8, “The silver is mine, and the gold is mine….” They also belong to you, because you’re His joint heir.

This is the Word of God, and He didn’t lie to us. Believe it. Consciously and consistently affirm that you’ll never be poor or broke in life, because you’re a joint heir with Christ. Even now, place your right hand on your chest and declare, “All things are mine! Everything I require for life and godliness has been granted me by God.”

Now, how did God give us all things that pertain to life and godliness? The latter part of 2 Peter 1:3 shows it to us. It says, “… THROUGH THE KNOWLEDGE OF HIM that hath called us to glory and virtue.” Your knowledge of God and His Word is so important. That’s your ticket to a life of ever-increasing glory and superabundance. So, stay in, and with the Word. Study and meditate on the Word every day.

The Lord is my shepherd; I don’t lack or suffer want for any good thing; I have all things that pertain to life and godliness. I’m an heir of God, and a joint-heir with Christ; the world belongs to me. I’m enjoying my inheritance of financial abundance and supernatural prosperity in Christ. Glory to God!

  "Ikoyi Whistle-Blower Will Be Paid This Month" – Adeosun

The Minister of Finance, Mrs Kemi Adeosun, on Sunday said that the whistle-blower who informed the Economic and Financial Crimes Commission of the N13bn recovered from an Ikoyi apartment in Lagos would be paid this month.
Adeosun said this in a statement issued by her Special Adviser, Media and Communications, Mr Oluyinka Akintunde.
She denied claims that the government had withheld any fund due to any whistle-blower, adding that the delay was caused by the administrative procedures that must be fulfilled before such funds are released.
The statement read in part, “The attention of the Honourable Minister of Finance, Mrs. Kemi Adeosun, has been drawn to media reports surrounding the payment to a whistleblower, who provided the tips that led to the recovery of funds stashed away in a property in Ikoyi, Lagos State.
“The Honourable Minister wishes to state unequivocally that the Federal Government has not withheld any fund due to any whistleblower.
“The ministry has in place detailed procedures for processing payments due under the whistleblower policy.
“The procedures were designed to prevent abuse and legal disputes and to ensure protection of the information providers.
“These procedures include an application by the agency who recovered the funds including evidence of the recovery, confirmation that there are no pending legal issues on the recovery, verification of the identity of the information provider, calculation of the amount payable and computation of relevant taxes.
“It must be stated also that payments are made in monthly batches to ensure control and to protect the identity of information providers.
“To date, over 20 of such persons have been paid. From available records, the payment due on Ikoyi is among those being processed in the November batch, which will be released within the current month.”
Adeosun restated that the whistleblowing policy of the Federal Government remains one of the current administration’s successful initiatives and that the government was fully committed to ensuring that all those who responded to the policy and partnered with it in the recovery effort are paid in full and most importantly have their identity protected.
The whistleblower policy was introduced in December 2016 by the Federal Government as part of the initiatives to wage war against corruption.

Some chieftains and members of the Cross River State House Assembly of the Peoples Democratic Party (PDP) have accused Governor Ben Ayade of working covertly for the All Progressives Congress (APC), and is responsible for the decamping of notable members of the ruling party in the State to the APC.
The PDP stakeholders also accused the governor of awarding contracts to known APC members to the exclusion of PDP faithful.
“It does appear that there is a deliberate and dedicated effort to ensure that the PDP in Cross River State is substantially weakened and reduced to a platform incapable of any significant impact on political fortunes of our State,” the petition read.
The allegations are contained in a petition to the National Chairman of the PDP, Senator Ahmed Makarfi, received on October 20, 2017 at the national headquarters of the party and signed by a former deputy governor, Efiok Cobham, former Majority Leader of the state assembly, Hon. Tom Agi, one-time special adviser on public transport, Edem Ekong, former Attorney General, Attah Ochinke and nine members of the state assembly.
“In a manner that has confounded all party members, HE, The Governor has on several occasions, openly expressed his support for the APC and even admitted that he has been funding the APC in the State. Indeed, and as if to confirm the foregoing, the only contracts awarded in the state are to members of the APC,” the petition reads in part.
The petitioners cited examples of Ayade’s empowerment of the APC to include; “the Boki link Road, a project with a contract value of over N4billion, was awarded to a chieftain of the APC, and 80% of the contract sum paid upfront;
“The Governor’s very first contract upon assumption of office, was for supply of Refuse Collection Bins. This contract was infamously awarded to another chieftain of the APC from the Governor’s Local Government Area;
“The Present State Woman Leader of the PDP, was the flag bearer of Labour Party in the 2015 general elections into the State House of Assembly. While still a Labour Party member, she was nominated by a chieftain of the APC and appointed by the Governor to serve as the PDP State Woman Leader! She has never bothered to decamp from Labour Party and has maintained her dual membership of the parties till date,” the petitioners wrote.
When contacted, Chief Press Secretary to the Governor, Mr. Christian Ita, promised to call back on the issues raised but he never did, while other attempts to reach him failed.

A former Chairman of the Economic and Financial Crimes Commission, Mrs . Farida Waziri, says she was glad in retrospect that ex - President Goodluck Jonathan kicked her out of office .
She said had she not been sacked , she would have been traumatised by now , given the ongoing revelation of alleged grand corruption that took place under Jonathan’ s administration .

A statement on Sunday quoted the ex - EFCC helmsman as saying this during an interaction with journalists at an unnamed event , which she attended in Lagos at the weekend .
She was said to have been asked to react to the revelation about the alleged grand sleaze that took place under Jonathan’ s watch .
“ I’ m only glad that those things didn’ t happen under my watch as the EFCC Chairman because it would have been too traumatic for me . And that is why if I see President Jonathan today , I will kneel down to thank him for the honour done me by removing me as the EFCC Chairman at the time he did .
“ My first strong premonition of what was ahead was when I began the probe of the monumental oil subsidy fraud going on then.
“ I came to Lagos on a vital intelligence on the subsidy scam and as soon as I arrested a key culprit I got a call from the Presidential Villa asking me to release the suspect , because , in their words , ‘ he is our person ’ , but I refused to let him off and days after I was removed from office , ” Waziri was quoted to have said.

How would you describe your encounter with breast cancer?
I am a breast cancer survivor, 20 years now and still counting. It all started in 1997 when I was diagnosed with it. I never knew anyone who had that experience and the little information I got from the cable television stations wasn’t something we were familiar with. That morning when I felt something in my breast, of course, my mind raced to breast cancer because of where the thing was located. I was scared because I didn’t know what to do. It happened when I was resting at home during my annual leave. It got me thinking of what to do if it turned out to be breast cancer.
How old were you at the time?
I was forty-two or forty-three
What thought came to your mind when you discovered it was cancer?
My little children came to my mind; I thought of what would become of them.
What did you do next?
I kept it to myself for almost one week. I didn’t know what to do. My baby was four years old or thereabout. I tuned to television one morning and what I heard was a programme being advertised that it could save one’s life. Immediately I heard that, I just stood up from the bed and sat down, wondering what the programme was all about. It happened to be a programme about a breast cancer survivor’s journey. I cannot explain such a coincidence.
It really saved my life. There was this white woman on the show and it was her journey through breast cancer that was on air. She happened to be the mother of popular Hollywood actors, the Bubbling Brothers; they are popular in Hollywood. She went through the treatment and then called herself a survivor. She was sharing her experience to the world. She used the chronicle of her journey to lift up the spirit of those undergoing such experience and I benefitted from it. That was how I summoned the courage to go to the hospital. I said whatever this woman did to survive and ensure her story’s positive impact on other women suffering from same ailment, I am going to be like her.
It was after the examination that the doctor again confirmed there was a lump. Even at that stage, he didn’t know what it was. I want to quickly emphasise something; it is part of the awareness campaign on breast cancer – that when a woman notices a lump in her breast, she cannot say what that lump is until she sees a doctor. It is the doctor that will recommend a test. It is after the test that she can know whether what she has is breast cancer or not.
What was the reaction of your husband when you informed him?
When I told my husband, he was scared but he didn’t know that I had been fortified by the TV programme I watched. I think he must have wondered where I got the strength because I was on my feet and already prepared that whatever that woman did, I was going to do it and be okay. From then, my treatment commenced. The next line of treatment was mastectomy. By then, the level of my breast health care was at the rudimentary level. That was in 1997. It was still the same radical mastectomy; I said remove the damn thing if that would make me live. We did that and the rest is history.
What motivated you since many women may find it difficult to take the bold step you took?
Like I always tell women, surviving breast cancer is all about attitude. If you lose it, it can be very difficult because some women, immediately they are told they would lose their breasts, are already gone. Some of them will say, their husband may marry another woman with two complete breasts. The man shouldn’t be on the radar; rather, the women should be more concerned about their children. They must do everything to live and take care of the children because they can not tell the character of the woman that their husbands would marry. Some women reject mastectomy and run to a pastor who will be giving them holy water or Jerusalem oil to rub on the affected part because they don’t want to lose their breasts; but at the end of the day, they return with decayed breasts. Is it not better you lose breast and live and be well for your children and husband than be preoccupied that your husband will leave you and marry someone else? You have to live before you talk about enjoying marriage.
One comes first before the other. Being one-breasted doesn’t really define you. Like I told a woman, when your husband first saw you, he never saw your unclothedness. Even after mastectomy, you can still have a baby; yes, you can breastfeed with one breast. But you must be alive to do that.
What is your view on the belief of many that it is better to seek medical help abroad when diagnosed with breast cancer?
I had a successful treatment and everything was done at the University College Hospital, Ibadan. That also brings the point that the country doesn’t know what it has because we have everything to make this country great. I think those that are taking the decisions are the ones not talking highly of what this nation can be. When I had the surgery, there was petrol scarcity. We bought fuel in jerrycan and went to my consultant to give him to use because I needed to get the treatment done. I was lucky mine was found at stage one. It took me one week and I went to the hospital. There were other women, because the symptom wasn’t painful, they carried on not knowing that they were delaying something dangerous.
Do you think there is enough awareness about breast cancer at the grass roots?
Awareness is not enough because you need to first let them understand the behaviour of the disease. If you don’t explain to them, they will keep thinking it is juju and spiritual attack. We need to have robust awareness and consistency too, like what was done to HIV/AIDS. I think we should bring breast cancer to that level and keep talking about it. A woman must be familiar with her breasts. If she is not familiar with how her breasts look, there is no way she can notice any unusual change. When you tell our women to do this, they will tell you ‘God forbid’ and that they are covered by the blood of Jesus.
We must figure how to explain it to our women, especially those who didn’t receive much education. We need to bring it down to our people so that they don’t have to waste their time at prayer mountains: science is science. We can still break it down to the language they understand. In China, everything is expressed in Chinese and it is the same thing with most Asian countries. The science that is being taught in English, they translate it to their local languages. Nobody should think that breaking down science in our local languages is difficult. It is not, we only need the political will so that people can understand what is going on and take advantage of knowledge. That is why people like us, who survived and still living productive life, need to put our faces on breast cancer so that people can know that they can survive it. It is not a death sentence. I don’t think anyone should die of breast cancer again.
When did the idea of Breast Cancer Association of Nigeria start?
It started barely six months after I was discharged from the hospital. When we started, nobody wanted to be part of BRECAN because after getting to UCH and discovering that some women were also getting treatment for various stages of the disease, I was disturbed. I discussed with my consultant that I wouldn’t keep quiet about the disease. I never knew that people could go to the hospital, get treatment and keep quiet about what they were experiencing. I wouldn’t do that and that was how the idea to start an NGO came up.
How has it been since you started?
The idea came that other women too can benefit; that they don’t have to wait and that if they wait, it would be bad for them, was like a mission. I couldn’t recruit anyone among the women with me in that ward, not even one. I reached out to my friends. They are healthy women, nothing is wrong with them, but they felt they should identify with a friend. They joined BRECAN because they wanted to save the world and to support a friend because they saw the passion in me. It sparkled something in me. I didn’t know I had the capacity. I heard people said because they heard me speak on television and on radio; they mustered the courage to go to the hospital. Now, we have eight BRECAN chapters across the nation. The mother chapter is in Oyo State. When my friends followed me, gradually we began awareness.
What are the challenges facing the project?
The major challenge is money. We wrote letters to banks and companies but there was no response. Even the focus on the international community then was on malaria and AIDS. It is only now that cancer is gaining attention because we are persistent. Sometimes, we use strong words against government. We were 20 years last month.
We have doctors who we are partnering with in the UCH, OAU, LUTH, Abuja and FMC, Owo. We have radiotherapy machines in this country but they aren’t working. Sometimes, if one is working in Ibadan, the entire cancer patients in Nigeria will go there and this is part of cancer treatment protocol that every patient must undergo. Look at India; they are raking in foreign currencies from Nigerians because we fail to put our house in order. Policymakers fail to give attention to cancer, forgetting that it is one of the diseases one meets along the way as one ages and many Nigerians are aging. Any government that neglects cancer cares little about its citizens. To add salt to the injury, cancer is not covered under the National Health Insurance Scheme; I can’t believe it. We are going to lobby for the policy to be reviewed. Is there any day we don’t hear of people dying of cancer? Our people are dying like flies, especially women. Treating cancer is very expensive.
What contribution is your husband, Governor Rotimi Akeredolu, making towards the project?
I don’t need to lobby my husband again; he is an indirect survivor. He has to do whatever is within his power to make sure we have a cancer treatment centre. That will, at least, take off the load on the Federal Government. It is overwhelming. The Federal Government can’t do it alone; states should have their comprehensive cancer treatment centres. We can then reach out and partner the primary health care centres so that every woman can visit the nearest health centre for test and examination. Not all doctors can treat breast cancer because it is a specialised area of medicine. The experts can mostly be found in teaching hospitals and Federal Medical Centres. Even in some state hospitals, there are no experts on cancer.

The Former President of the Federal Republic of Nigeria, Goodluck Ebele Jonathan has said he is under intense pressure to contest in the 2019 Election. Speaking to Dele Momodu, Goodluck said he is moved to tears, having seeing people shout, “GEJ, we want you back”.
Jonathan, who ruled out the possibility of returning to office, said reflections on his achievements and mistakes make him sober.
“I’m not God but I sincerely doubt the possibility,” Jonathan was quoted to have said in response to a question on the next election.
“People come to me every day saying they want me back. I’m always moved to tears whenever I go out and see the huge crowds shouting GEJ, we want you, even in the north.

“I have never been a man of inordinate ambition. I’m a man of very modest means. I hardly travel because of the logistical costs. I’ve played my part and I have moved on.”
Asked what he would do if the Peoples Democratic Party (PDP) gives him its presidential ticket in 2019, he said: “Are you not aware that our party has zoned the presidency to the north, and the chairmanship to the south?

Nigeria’s former President, Chief Olusegun Obasanjo has declared that PDP need to be reformed and rejuvenated.
He made the remark at the Obasanjo Presidential Library in Abeokuta, the Ogun State Capital, when High Chief Raymond Dokpesi, the Chairmanship hopeful of the PDP paid him a visit.
High Chief Dokpesi in his opening speech formally informed the former President of his intention to run for the amiable position of National Chairman of PDP.
“I have come to seek your blessings Sir, as I embark on a journey of selfless service to serve my people in the capacity of National Chairman of the PDP. As a father of the party, you and some individuals worked tirelessly to see the party grow to become the best, not just in Nigeria, but Africa as a whole and for this, the party will continue to plead for your forgiveness”.
One of the Governorship Aspirants on the platform of the PDP in Delta state, Dr. Esther Udehi, who accompanied High Chief Dokpesi during the visit stated that Dokpesi is over qualified for the Job, that there is no other zealous, fearless, bold and more courageous for the job than High Chief Dokpesi. She also said that she wouldn’t endorse anyone who she was or is never sure of.
Responding, the former President, Chief Obasanjo declared that both the ruling Party (APC) and the opposition (PDP) should be rejuvenated and reformed, and shouldn’t be found wobbling the way they are doing at the moment.
He reminded his visitors that he is no longer in active Politics in Nigeria, and stated that he left the PDP when the party no longer stood for what it was formed originally.
“There was no reason why the PDP couldn’t have ruled Nigeria for 50 years, because we believed it would, we are aware that it has happened in countries like Germany and so on, but the party was destroyed by its very own People and can only grow if the builders of the party are much more than the destroyers”, he said.
The former President Further stated that the Supreme Court Judgement wasn’t enough victory, that what the party needs is a good Chairman.
“I had four chairmen under me, so I know what it takes to be a good Chairman and a bad Chairman”.
He prayed that the party gets the best person to lead and thanked Dokpesi for coming to see him.

JUST like the drama and surprises that trailed the discovery of $43.5 million, £27,800 and N23.2 million at No. 16 Osborne Road, in Lagos, the matter has taken another dramatic dimension with the whistle-blower dismissing the claims by the Economic and Financial Crimes Commission, EFCC, that he had gone mad
He, however, said he was only disturbed by the failure of the anti-graft agency to pay him the reward for exposing the loot in accordance with the whistle-blowing policy of the Federal Government.
Saturday Vanguard recalls that the government had in 2016 approved a policy on whistle-blowing that aimed at encouraging Nigerians to report financial crimes.
The Minister of Finance, Kemi Adeosun, who announced the policy, said anyone, who provided information leading to the recovery of fund would be entitled to not more than five per cent of the recovered sum.
However, the revelations about the Ikoyi whistle-blower which were made by his lawyer, Mr. Yakubu Galadima in a chat with Premium Times, yesterday, were contrary to claims by the Chairman of EFCC, Mr. Ibrahim Magu that the person had been paid.
Shouting that he needed his money
Magun had at the 7th session of the Conference of State Parties to the United Nations Convention against Corruption, said the whistle-blower had become a millionaire.
He said: “We are currently working on the young man because this is just a man who has not seen one million Naira of his own before. So he is under counselling on how to make use of the money and also the security implication. We don’t want anything bad to happen to him after taking delivery of his entitlement. He is a national pride.’’
While puncturing the claims that the whistle-blower had become a millionaire, Galadima said his client had been subjected to unfair treatment despite heeding the call to expose looters.
He said the inability of the commission to pay his client the reward after the forfeiture of the money made him to start shouting that he needed his money at the Department of State Security Service, DSS, apartment where he was kept.
At that point, the lawyer said his client was accused of being insane, resulting in his relocation to EFCC office from where he was taken to Yaba Psychiatric Hospital.
They said he is mad
His words: “The day we went to the office of the then Acting President, they gave him a number that he could reach at any time. So he has been communicating with the Vice- President. Following the threats, they detailed some SSS to be working around him. “Because the guy had always been looking forward to seeing this money and it wasn’t forthcoming, he started shouting. When he started shouting, they said he was mad, that he is having a mental problem.
“The SSS people called me and said I should come and carry my luggage. They brought him to the EFCC and abandoned him there. The EFCC people called me that I should come and carry my client.
‘’On getting to the commission’s office, I was informed of my client’s mental illness and plans to take him to the Federal Neuro-Psychiatric Hospital in Yaba.
“I said he is not mad, that it is because you people are holding his money that is why he is reacting this way. They insisted that the guy was mad, that they had to take him to a psychiatric hospital. They bundled this man. I said ok if that is how to prove that he is not mad, no problem. We went to the psychiatric hospital in Yaba
.
“They injected him and said they have to monitor him for a month. They monitored him for a month. The day they were going to release him, the EFCC called me again to come and carry my “critical asset.
‘’ This was a boy I never knew from Adam. I said ok, I went to the EFCC, the guy said he was ok, there was no problem anymore. They handed him over to me three weeks ago. I pay money into his account on a weekly basis for his upkeep.’’
A letter to the President Galadima further disclosed that he had written a letter to the President demanding that the boy be paid his money.
The letter which was said to have been written on October 12, 2017, partly reads: ‘’While you were away receiving treatment I wrote twice to the Acting President through the office of the Acting Chairman of the EFCC on 7th June 2017 and 24th July 2017 respectively.
Because the money discovered was about N17 billion and not N13 billion that is being declared. It was calculated as at the time the money was recovered.” He, however, dismissed reports that his client would receive N350 million reward, saying that the actual figure was N850 million.
An effort by Saturday Vanguard to get the reaction of the Spokesperson of the EFCC, Mr. Wilson Uwajuren was not fruitful as he did not pick his calls.
However, Uwujaren, in a statement yesterday said Magu never said the whistleblower had been paid his compensation.

The Economic and Financial Crimes Commission (EFCC) says it is not directly involved in the payment of whistleblowers.

The commission said this in reaction to the controversy generated by Ibrahim Magu, acting chairman of the commission, on the whistleblower who tipped off the agency on the monies stashed in an apartment at Ikoyi, Lagos, has been paid.

Magu had said the whistleblower had become a millionaire.

He also said the EFCC was “currently working on the young man because this is just a man who has not seen one million naira of his own before. We don’t want anything bad to happen to him after taking delivery of his entitlement.”

But Yakubu Galadima, who identified himself as the lawyer of the whistleblower, countered Magu’s claims, saying the commission did not know the whereabouts of his client.

Chidi Odinkalu, human rights lawyer, also disclosed that the whistleblower had been serially detained.

But in a statement on Friday, the commission said what Magu meant was that the man had become a millionaire based on the incentive of the whistleblower policy.

Under the whistleblower policy, the individual who gives information is entitled to between 2.5 percent and 5 percent.

Wilson Uwujaren, EFCC spokesman, who issued the statement said Magu was misunderstood.

“What Magu said at the 7th session of the council of state parties to the United Nations Convention Against Corruption in Vienna, Austria, was that citizens should be encouraged to embrace whistleblowing because of the incentives attached,” the statement read.

“To illustrate this, he stated that the gentleman who provided the information that triggered the huge recovery at Osborne Towers in Ikoyi was already a millionaire based on the incentive in the whistleblower policy where information providers are entitled to between 2.5 and 5 percent of the recovered sum.

“Magu never said that the young man has been paid. The commission is not even directly responsible for the payment of rewards to whistleblowers.

“There is also no controversy about the exact amount recovered in the operation which was streamed live, the first of its kind, and witnessed by the whistleblower, security at the towers and representative of the agency which claimed ownership of the money.”

Nigerian rapper, Folarinde Falana, popularly known as Falz, celebrated his 27th birthday last week and he released a music album, 27, to mark the day.

 “I don’t have plans for getting married right now. I’ll let it come naturally; whenever God says it’s the right time.”

A counselor and elder of the church of Pentecost, New Achimota District in Ghana, Mr Nii Armah Hammond, has admonished stakeholders to allow teenagers who can’t control their libido to be allowed to practice safe s*x.

The respectable church leader, was speaking on Ahotor fm during a program aimed at educating the youth.

Hammond believes that the best means of preventing teenage pregnancy and its associated complications is through protected s*x. As he puts it, the stigma associated with teenage pregnancy affect the family concern long after the act and in most cases making the products of such pregnancy liabilities for the nation.
Telling the youth to abstain is a failed strategy, as they will have it anyway, he argued, so the best way to prevent teen pregnancy is to educate them on the use of condoms.
*Hmmm, do you agree? 
For me, I can't imagine myself teaching my child how to practice safe sex or how to wear a condom. I know I taught the girls how to wear sanitary pads, demonstrated with underpants and some pads, also taught how to properly dispose used pads. I did that happily and
comfortably however, teaching safe sex is different. How do I position my mouth to tell my daughter that she is old enough to go sleep with a man and should wear a condom this way or that? OR, that she should insist the man wears condom before sex. Ehn?
In the first place, I do not want my child to have sex outside of marriage and pray it stays that way. If I could, w'd love to prevent them from teenage relationships and heartbreaks. Fornication is not right, my Faith is against it and that helps because even condoms are not 100% safe. The Internet is already doing so much work exposing too much and these kids just bump into eyesores they aren't prepared for the way I bumped into Twitter porn and got the shock of my life to think that I suggested that my eldest daughter Signs up for Twitter. Thankfully she says it's boring that she prefers Instagram. So, I'm thinking... "The kind of bow job and whatever I bumped into, what if that was my child? God forbid abeg".
Teaching teens abstinence will help control a lot of things and teach them how to lead responsible lives. At this age, they have all those feelings and urges, so, Self Control should be the next lesson. Teaching teens safe sex/condom use is like giving them the go ahead to go get themselves oversexed, loose and slack even before they meet their husbands. Get the boys addicted and overused too before marriage.

AS PRESIDENT BUHARI VISITS EBONYI...

President Muhammadu Buhari will, early next week, join Ebonyi state governor, Engineer David Umahi to commission some of the mega projects that have changed the face of governance in the state.

The visit is a testimony to the landmark achievements in the last two years of Governor David Umahi as well as the good working relationship between Ebonyi state and the Federal Government.

Ebonyians are looking forward with excitement to see the presidential motorcade grace the smooth roads in Ebonyi land which are some of the governor's legacy projects... To see Mr President step his feet on the rich agricultural destination called Ebonyi. To see him rate the governor's rich scorecard in all spheres of leadership.

Feelers from the governor's office reveals that the President will commission three numbers of twin flyovers that are built across the African transahara Road running from Enugu to Cameroon passing through Ebonyi State, built to decongest traffic on that road, each of the twin flyover measuring 700 metre length. The governor has completed two and the third one is 80% done. Another project that would receive presidential stamp is the famous Ebonyi mall that is modelled after the famous Dubai mall. President Buhari is expected to lay a foundation stone of that mall which he will also come back to commission within the next 12 months.

The state government is also building a tunnel that dovetails into a flyover that is parallel to the existing flyover at Akanu Ibiam junction. And Mr. President is also to lay the foundation stone and that flyover bridge will be named after him. This project has 12 months completion period. There is also a federal Road that is 14.5km that the governor got the consent of Mr. President to build and the road is fully done. Also fully ready for commissioning is the18.5km road leading to the Federal University, Ndufu Alike Ikwo which was done with concrete and overlaid with Asphalt.

Worthy of mention too is the 15.5km of Nigercem that road passes through the first cement factory in the country which is in Ebonyi State and connects to Benue. The 15.5 km in the axis of Ebonyi built with concrete isready for Mr. President to commission. 23.5km of state road which the governor built with concrete is equally ready for Mr. President to commission.

As of today Ebonyi state government has completed over 500 km of internal roads which is ready for Mr. President to commission. As an Ebonyian, I believe we have the stadium we remodeled as another evidence of good governance, we have the best VIP stands in the whole country in our stadium which is fully air conditioned and all the stands are fully covered. Mr. President will also commission that.

Governor Umahi has also given a nod to a minimum of 30km of concrete Road in each of the 13 local government areas of the state; with most of them completed while some have attained 80% completion. There's the water fountain innovations, the mushrooms factory, the waist recycling plant, numerous Agric projects like the Solar farm and the green house farm at Ezzamgbo, the one man one hectare agriculture concept and so on. The governor has breathed life into major federal roads that were once death traps.

This grandmaster of infrastructure deserves accolades for his achievements. He has done everything that needed to be done by anybody occupying this position for eight years.

Governor David Umahi has not just developed Ebonyi State. He has laid the foundation for the continuous development of the state.

This story shared on Social media is a waje up call to parents trying to raise kids in these difficult times. Parents working so hard to put food on the table while sometimes unconsciously ignoring the area of our lives that's most important.

I received a long mail from an unknown elderly woman yesterday night and it was so touching. She requested I put it up here for everyone to read and learn from.

Hello madam,

I wake up in pain everyday and wish everyday and I pray the next time I open my eyes,  I should find myself in the world beyond and not here on earth.

I came across your different posts yesterday and felt I could share my secret with you and may be if I did,  my story may help one or two parents who read your posts.

I got married at the age of 24years to my 


husband who was a medical practitioner just like I was.  We both focused on our careers  and of course were both successful in all we did but not in our parenting our own flesh and blood.

We had two children, Kunle the first and Tola the second. Kunle was a very inquisitive boy and asked questions on everything. He even had a nick name "the examiner". His father and I got tired of his questions that we started locking up the door to our bedroom once we came back from work. How I wish I knew better, how I wish I read those posts of yours then.

By the time Kunle was four years old, he was much more intelligent than his colleagues and he was so lively,  you would never have a dull moment with him.  He loved his sister so much and we were always proud of him. His father and I were so sure Kunle was also going to become a medical doctor just like we were.

We loved our children so much and had plans to give then the best of everything although we were always busy and were not always at home because of the nature of our job.  This made us   hire a nanny and we also had one of my brothers in-law with us.

On day,  I came back from work very tired  and my son ran into my room with me and asked, 
"why do you always close your door anytime you and daddy are in the room?"

"Do you like kissing my daddy?"

"why don't you kiss me too?"

I got so upset with him that I beat him severely and reported him to his teacher the next day.  We believed some of his friends were already exposed and may be watched bad movies at home.  By the end of that term, we withdrew Kunle and Tola from the school.

We did not allow him and his sister watch the television at home and also stopped them from visiting their friends and neighbours.  We did all this to preserve our children's sanity but hardly did we know what was happening right under our roof.

Some two years later,  I got home unusually early to pick up a document. I noticed the door was not shut and everywhere was quiet.  I sneaked in to give my children a playful surprise when I realised that their uncle and nanny were in the sitting alongside with my children watching pornography. I hate remembering that day.  Not only were they watching pornography, but they were all naked,  practicing what they were watching.

I drove out the nanny and my brother in-law but the seed was already planted. When I was crying,  my six year old son came to me and said, mummy why are you crying,  uncle and aunty are only teaching us how to be good mummy and daddy. I was shocked as I never even knew that this had been going on for over two years and my children had be indoctrinated into this messy life style at their tender ages.

 We never realized the impact  this had had on their lives until we caught both of them having sexual intercourse on uncountable occasions. Tola and Kunle did not only continue with this but became obsessed with each other.

Their father and I kept this as our "little secret" as we were well known in our careers. We tried correcting them in love with tears streaming down our faces whenever we caught them in the act. They promised us they were going to change. We had had done two abortions for our daughter, since we could not face the stigma of incest.

On a fateful day, Tola walked up to her father and I and told us she was pregnant for Kunle again. Her father insisted on an abortion as usual but this time we lost our twenty year old daughter in the process. Kunle on learning Tola had died never spoke to neither his father nor I again. He eventually left home. 

Three months after he left home,  we received a call from an hospital telling us our son was in a terrible state in their ICU. When we got there,  Kunle was lying unconscious.  He had poisoned himself.

 Finally, he got conscious and we were so happy, he looked at us as we sat by he bedside and told us how much he hated us for killing his sister. We pleaded with him and apologized.
We got to the hospital the next day to see his corpse,  he had suffocated himself by removing his oxygen mask.

I am now 74 years old and a widow, my husband could not forgive himself and died of depression three years ago. I regret my years of ignorance everyday. I wish I could start afresh.

I have never opened up my family "little secret" up till today. I don't know if my story can be of help to other parents, I am tired of carrying this burden without telling a soul.

I am happy I finally surmounted the courage to open up to someone today. Oh, my life is a great mess.

TOPIC ✨ SO MUCH TO LEARN IN CHURCH ✨

And he came to Nazareth, where he had been brought up: and, as his custom was, he went into the synagogue on the sabbath day, and stood up for to read (Luke 4:16).

There’s so much to learn in church. Every church service you attend, the Spirit of God has something special planned for you. It’s an opportunity for your life to be improved. It’s therefore important that you cultivate the habit of attending church services. Attending church is like being in school. Imagine a student who isn’t consistent with his lectures in class, he’s very unlikely to make good grades.

I recall a certain gentleman, very well read and widely travelled. After two years of being consistent in church, he said to me, “I never knew I would discover and learn so much in my life, just by coming to church.”

There’re many things that we have to do in building our lives as Christians. For instance, how do we worship God? Jesus said, “God is a Spirit: and they that worship him must worship him in spirit and in truth” (John 4:24). This means worship is very important to the Father, and He desires that we worship Him the right way. We have to find out what it means to worship Him in spirit and in truth. Such things are learned from the Word of God, when you go to church regularly. Then you’d be amazed at your growth, at your wisdom, at the way you relate with others, at the happenings in your life. You’ll know you’re growing; you’ll see your life go upward and forward.

Some Christians are always looking for someone to pray for them or counsel with them when there’s an issue. When you form the habit of fellowshipping with God and other faithful Christians, you’ll move out of that class, because you’ll have the knowledge of the Word of God that puts you over in life.

PRAYER
Dear Father, I thank you for the opportunity to fellowship with you and with other saints in church. I live in your presence, where there’s fullness of joy, and pleasures for evermore! My life is the manifestation of your blessings, and the revelation of your glory, in Jesus’ Name. Amen.

  How We Retained University Of Lagos’ Name Despite Jonathan’s Wish – VC

The name of the University of Lagos was retained because it was an institution set up by an act of parliament despite the effort of former President Goodluck Jonathan who wanted to rename it after late politician and philanthropist, Moshood Abiola.
The outgoing Vice Chancellor of the University of Lagos, Rahamon Bello, disclosed this at the News Agency of Nigeria Forum.
“The University of Lagos is the first university to be established by the Federal Government in Nigeria, historically, go and find out in 1962. Ibadan (University of Ibadan) was a college when the University of Lagos was established. It was the first to be established by an Act of Parliament.
“That is why it was difficult for (former) President Goodluck Jonathan to change the name and it was on that basis that we were able to get the name back. It was after UNILAG that UI now got its own status as a federal university.
“The other universities that came around that time and before the University of Lagos were not federal universities. Nsukka, ABU and Ife were all regional universities at that time. It was later that the federal government took them over. As a federal university, Lagos was number one.
“And government acquired land for the University of Lagos in that environment. We have the documents.’’
NAN reports that Mr. Bello became the acting vice-chancellor in May 2012 and was confirmed as the 11th VC same year.
His tenure expires on November 11.

Rivers State Governor, Nyesom Ezenwo Wike on Saturday escaped assassination as Special Anti-robbery Squad Operatives and soldiers of the Nigerian Army in the motorcade of the Minister of Transportation, Rotimi Chibuike Amaechi attacked his convoy.
The governor who was on project inspection was attacked at Nwanja Junction on Trans-Amadi Road.
The SARs Personnel and Soldiers in the Minister's convoy hit down the Governor's Escort Rider and attacked the policemen in the pilot car.
Mr Debewari , Aide -De- Camp, to the Minister of Transportation, Rotimi Amaechi, supervised the attack, which included damage of cameras held by journalists .
Also part of the attack, was the Commander of Rivers SARS, Mr Akin Fakorede who received the Minister of Transportation at the Port Harcourt International Airport and accompanied on his trip.
After the attack, the Rivers State Governor continued with his inspection of Projects.
Governor Wike was not harmed, despite the attack.
The Minister of Transportation had over 50 SARS Personnel , Soldiers and Mobile Policemen in his motorcade.

  Amina Mohammed Denies Involvement In $300 Million Rosewood Scandal

Former minister of Environment and current UN deputy secretary general, Amina Mohammed has denied reports about her involvement in a massive $300 million illegal exportation of African rosewood from Nigeria to China.
Mohammed was in hot water on Friday after the Environmental Investigation Agency released a documentary detailing the role the former minister played in signing thousands of backdated permits in January 2017 which were used to clear the illegal export into China.
Speaking to theCable, Mohammed said she instead spent her time at the ministry to battle Illegal exportation of Wood. She said;
“No permits were backdated or illegally signed by me. We are therefore appalled if any legally obtained or forged certificates were used by unscrupulous rosewood traders to circumvent exportation procedures,” she said.Not only do I decry fraud and corruption, we also categorically reject any allegations of corruption or coercion in our effort to better address illegal logging and exportation.
I categorically deny receiving any bribe. It has never been in my character. I never demanded neither did I collect any bribe, either cash or material".
She said the first thing she noticed after her appointment as a minister was the level of deforestation. She said;
"One of the first issues I had to deal with was deforestation. It was a huge concern as Nigeria was losing its forest cover at an alarming rate… For me, protecting the environment is sacrosanct. "

Governors under the umbrella of the Peoples Democratic Party(PDP) will be meeting in Enugu on Sunday.



According to a statement by Hon. Augustine Nnamani the state Chairman of PDP and made available to NGHUBS, the governors expected to be in attendance are the Ekiti State Governor Ayodele Fayose, Abia State Governor Okezie Ikpeazu, Akwa Ibom state Governor Udom Gabriel Emmanuel.

Hearing of a case of illegal acquisition of wealth and money laundering to the tune of N1.1billion involving Shamsudeen Bala-Mohammed, a son of a former Minister of the Federal Capital Territory, Bala Mohammed got underway on Thursday, November 9, 2017 with the Economic and Financial Crimes Commission, EFCC, presenting its first witness, Ishaya Dauda, before Justice Nnamdi Dimgba of the Federal High Court sitting in Maitama, Abuja.

Samsudeen, who was re-arraigned on May 30, 2017, on an amended 15-count of money laundering and false declaration of assets, is facing trial alongside four other companies: Bird Trust Argo Limited, Intertrans Global Logistics Limited, Diakin Telecommunications Limited and Bal-Vac Mining Nigeria Limited.

The ex-minister's son among other things allegedly involved in cash payments above statutory limit for the construction and purchase of properties in various parts of Abuja.

He allegedly paid various cash sums of money beyond the limit set by the Money Laundering Act for the purchase of houses without going through a financial institution.

Dauda, an operative of the EFCC, while being led in evidence by the Ben Ikani gave a blow-by-blow account of how Samsudeen paid a cumulative sum of N1.1billion to buy different properties in choice areas of Abuja, using names of different companies.

According to the PW1, “the Commission stumbled on the various offences committed by Shamsudeen in the course of investigating his father, Mohammed”.

The witness also revealed how the sums of N580,000 and $60,000 were recovered from Shamsudeen’s residence during execution of a search warrant.

“I know the defendant. In the course of investigating a case assigned to me against the former FCT Minister, Senator Bala Mohammed, we received an additional intelligence concerning purchases of properties by the defendant within the FCT.

“The companies are Diakin Telecommunications Ltd., Balbac Minning Nigeria Ltd., and Intertrans Logistics Global Nigeria Ltd.

“We extended our investigation to the Corporate Affairs Commission. We confirmed that the companies were registered with the CAC.

“We invited the lawyers that registered these companies by name Ishiaku Shuaibu, who confirmed that he registered those companies.

“Our investigation was extended to Abuja Investments Development Company, where the General Manager, Dr. Musa Musa, and the company secretary, Salisu Abdusalam, were invited to our office.

“Their statements were taken concerning the purchase of properties by the defendant using Diakin Telecommunications Ltd., and Balbac Minning Nigeria Ltd., which they confirmed.

“They said he brought cash to their office. He bought the properties from the Abuja Development Investments Company. The properties are located in Apo Area of Abuja.

“Another property that was purchased by the defendant is at 7, Gana Street, Maitama, Abuja. He brought cash in company with a lady by name, Maimuna Aliyu Sanda.

“Together they took this cash to the developer, by name, Farouk Saleh. The cash was in dollars, they told me. But the worth of the property was N210m.

“Another property was purchased at Sunrise Hill, Asokoro. The defendant made lodgment of N80million to the then managing director of the company. The MD, Sami Apougaoude, a Lebanese is late now. Then the defendant contacted a company, K & K Construction Company, to build the said property.

“He again made a cash lodgment of N100million to Sunrise Hill in error which was then transferred to K&K Construction Company into their Zenith Bank account. He then made a cash lodgment of N110million to K&K directly.
“Again, he made a lodgment of N200million to K&K Construction Company.

“All these lodgments were made in the name of the Birtrus Agro Allied Limited.

“The last time he made lodgment to K&K Construction company was N296million”, Dauda stated.

The statements made by the defendant and the asset declaration form completed by him were tendered and admitted as exhibits as Chris Uche, SAN, representing the defendant raised no objection to the admissibility of the documents.

Further hearing has been adjourned to December 11, 2017.
