Telecommunications firm, MTN Communications Limited has taken the Central Bank of Nigeria (CBN) and the office of the Attorney General of the Federation (AGF) to court.

The move according to the firm was in order to protect MTN Nigeria’s assets and shareholders’ rights within the confines of Nigerian law. The firm will, however, continue to dialogue with the relevant authorities.

Here is the statement as sent by the company:

Further announcement regarding Central Bank of Nigeria (CBN) and the Attorney General of the Federal Republic of Nigeria (AGF) matters and renewal of cautionary announcement.

As previously disclosed the CBN has alleged improper dividend repatriations by MTN Nigeria Communications Limited (MTN Nigeria) and requested that $8.1 billion be returned “to the coffers of the CBN” whilst the AGF has alleged unpaid taxes on foreign payments and imports and that approximately $2.0 billion in relation to these taxes be paid to the Federal Government of Nigeria (and now directed that the payment of the $8.1 billion is dealt with through his office rather than as directed by the CBN).

MTN Nigeria has denied these allegations and claims. Furthermore, four commercial banks were issued fines in respect of the administration of the CCI and irregular dividend repatriation matter and requested to return, in aggregate, the same $8. 1 billion.

In order to protect MTN Nigeria’s assets and shareholder rights within the confines of Nigerian law, we have applied today in the Federal High Court of Nigeria for injunctive relief restraining the CBN and the AGF from taking further action in respect of their orders, while we continue to engage with the relevant authorities on these matters.

We remain resolute that MTN Nigeria has not committed any offences and will continue to vigorously defend its position.

We will provide further information as and when available. Shareholders are accordingly advised to continue to exercise caution when dealing in the Company’s securities until a further announcement is made.

Responding to the allegations that Abba Kyari, the chief of staff to President Muhammadu Buhari collected a 29 million Naira bribe for awarding a contract, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu on Saturday, declared the allegation was fiction.

Recall that Bako Waziri Kyari, a man who identified himself as a nephew of Kyari has alleged that Buhari’s CoS with the aid of Sani Ado, whom he claimed worked with the Bureau of Public Procurement, collected N29.9m from him in order to help him get a contract for the supply of Hilux vehicles.

But in a statement released on Saturday by the presidency, Shehu said there was no request for the supply of Hilux vehicles in the 2016 and 2017 budget, insisting there was no way Kyari could have taken bribe to assist anyone get a contract that did not exist.



He stated instead that political detractors and the media are at work to scandalise the president ahead of 2019 general election.

“With a slew of crucial elections ahead, some politicians and their media agents appear to be working together to build pressure on the Buhari administration by wielding non-existent scandals against it.

“We equally note that the supply of 15 Hilux vehicles for the Presidency was an unlikely contract to have been awarded, as it did not exist anywhere in the 2016 and 2017 budgets

“Checking the appropriation for 2016 and 2017, that request is not even there. How could Abba Kyari have asked for money to award a contract that did not exist anywhere at all?”

However, the ICIR’s check shows that Mr. Shehu’s claim is untrue.

Indeed, the presidency has allocation for Hilux in the 2016 and 2017 Appropriation Act, and expenditure on Hilux vehicles appeared twice in the 2016 and 2017 budgets.



According to the 2016 budget, N189, 175,000 was allocated to the State House for the “purchase of tyres for Mercedes Benz, bulletproof/plain, Toyota cars, CCU, Platforms trucks, land cruiser jeep, Hilux, Peugeot 607, Peugeot 607, BMW trucks, ambulances, utility, operational vehicles etc.” The expenditure, coded as “SH06015193″ in the budget is labelled as on-going.

Also in 2017, a sum of N53,500,000 was allocated to the National Institute for Policy and Strategic Studies(NIPSS), Kuru for the provision of utility vehicle (Hilux pickup). The National institute is a parastatal under the Presidency and supervised directly by the Office of the Vice President.

There is another allocation of N94,575,000 to the State House which also included the purchase of Hilux vehicles and other vehicles. The list include “tyres for bullet prof vehicles, plain Toyota cars, CCU vehicles, Platform trucks, Land Cruiser, Prado jeeps, Hillux, Peugeot 607, ambulances and other utility and operational vehicles. In the budget table, each expenditure is coded “NKXRN14734419” and “SHIUF71730037” respectfully.

It rather though curious that the allocation for Hilux and other vehicles are lumped together in the budgets.

The ICIR called Mr Shehu on Sunday for clarification. He maintained there is no place “15 Hilux” was stated exactly in the budget. “It is understandable if they don’t quote a figure. But to say 15 Hilux…that is incorrect.

A white Texas police officer who entered an apartment mistaking it for her own and shot dead the black man who lived there was arrested on manslaughter charges.

Officer Amber Guyger with the Dallas Police Department was arrested Sunday and booked into the county jail, the Texas Department of Public Safety said.

At the end of her shift and still in uniform, Guyger entered the apartment in a complex near downtown Dallas late Thursday and shot the black man who she thought was an intruder, police said.

Minutes after shooting she called emergency services and told responding officers that she thought she had entered her own apartment.

The victim, an African-American, was identified as Botham Shem Jean, 26, an immigrant from the Caribbean island nation of Saint Lucia.

Jean had graduated from a private Christian college in the state of Arkansas in 2016 and had since been working at the accounting firm PricewaterhouseCoopers in Dallas.

According to the Dallas Morning News, Guyger got off on the wrong floor of the building complex and approached an apartment exactly one floor above her own.

The door was unlocked and the lights were off and when Guyger saw a figure moving in the dark she pulled out her pistol and opened fire thinking it was an intruder, the newspaper reported.

Dallas police said that Guyger, 30, has been with the department for four years. Local reports said she was involved in an earlier shooting in May 2017.

The Dallas-Fort Worth NBC affiliate reported that Guyger was released late Sunday on a $300,000 bail.

Dallas Police Chief U. Renee Hall took the unusual step of handing the case over to the Texas Rangers — a division of the Department of Public Safety — to “eliminate the appearance of any potential bias”, police said in a statement.

“On behalf of the Dallas Police Department, we are continuing to pray for Mr. Jean’s family, and ask that the community remain patient as this investigation is conducted,” Hall said.

Hall, who is African-American, became the city’s first female police chief in September 2017.

Jean’s mother Allison Jean, earlier told NBC News that the incident “feels like a nightmare”.

Her son “was in no wrong place at any wrong time. He was in his sanctuary, in the place where he called home. He didn’t deserve this,” she told NBC.

With lending rate as low as 10 per cent on liquidity inflow to the sector, local airlines are now buying aircraft like Embraer 145, Bombardier CRJ900 and even the Boeing 777 wide-body machine. The unit cost of these airplanes ranges between N5.4 billion ($15 million) and N54 billion ($150 million).

Stakeholders have described the development as positive, citing spiral effects on available capacity, new routes, ability to compete on both regional and international routes, better options for the travelling public and more revenue for operators, regulators and the economy at large.

The Guardian learnt that the paradigm shift, alongside growing support from banks, is not unconnected with improved safety records in the industry. The sector has had almost three years of zero-accidents.

Also, the Federal Government’s implementation of zero-duty regime and withdrawal of Value Added Tax (VAT) on commercial aircraft and spare parts are incentives for wider profit margins for operators and investors.

Amid these, passenger traffic and demand prospects remain high. Less than eight per cent of the Nigerian population travels by air, yet 95 per cent of the total market share is dominated by foreign airlines.

Furthermore, airlines expanding their operations into African countries, where banks have interest, is a ready-made opportunity for such banks and airlines to partner. For instance, Air Peace airlines has been busy expanding its regional operations and in the process attracting some banks “that are now even begging us to take their offers,” says the airline’s corporate communications manager, Chris Iwarah.

Air Peace has in the last few months acquired six 50-seat capacity Embraer 145 Jets, with two already in local and regional operations. Each Embraer is valued at about N5.4 billion.

The Chief executive officer of the airline, Allen Onyema, confirmed that bank loan was acquired to purchase Boeing 777 airplanes, of which two (B777-200 and B777-300) are now parked at the Murtala Muhammed International Airport, Lagos.

The new acquisitions, with two more in the offing, target six new routes: London, Johannesburg, Sharjah, Beijing, Dubai and Houston Texas, before the end of the year.

Similarly, after a dismal outing on its London and Dubai routes, Med-View Airlines Plc has partnered First Bank to acquire a Boeing 777 for its hajj and international operations. The plane costs about N54 billion.

The Managing Director of Med-View, Muneer Bankole, said the airline had, over the years, leased aircraft for hajj and international operations at a huge cost to its foreign reserve.

Welcoming the aircraft recently, Bankole said: “The cost is huge when you lease equipment and you don’t get something in return because the money goes out of the economy. With the support of God and First Bank, we made this happen.

“In the wake of challenges, we had to address it with the bank. First Bank gave us a 10 per cent reserve, which empowers us to be able to buy this aircraft. This aeroplane is a lease purchase from our partner in Canada. It takes a bold mind on the part of our partner at a time a lot of people don’t want to come to Africa to invest,” Bankole said.

He added that two more Bombardier CRJ900 airplanes would soon be available to enhance Med-View’s regional operations.

The Nigeria Civil Aviation Authority (NCAA) described the new set of acquisitions as some of the most efficient and effective equipment in the industry. It said the development was in line with the smart business plans it had been encouraging operators to adopt for survival.

The NCAA spokesperson, Sam Adurogboye, described the trend as a good business strategy for airlines to consolidate their hold on the sector.

“The sector is really not as bad as people think. If the sector is not assuring, then good banks will not put their money in it. It does not mean that leasing aircraft is bad, but problems do occur based on the kind of agreements reached. For us, it is a sign of better things to come,” he said.

The Secretary General of the Aviation Safety Round Table Initiative (ASTRI), Group Captain John Ojikutu (rtd), however, said that while nothing was wrong with aircraft leasing, whether dry or wet lease, “something could be wrong with the decisions of those Nigerians in choosing outright buying (of airplanes).”

He expressed concern that a lot of the airlines would still resort to foreign technical and crew support to use the new equipment, in spite of the high number of unemployed technical crew in the country.

“Believe it or not, it is a clever way for capital flight. Imagine an airline with two B777 paid for outright without designated routes! The cost of each of these aircraft is not less than $150 million.

“Even if the routes are certain, a better option would have been wet lease of about six months that would allow Nigerians to be trained, transferred to the aircraft and thereafter converted to dry lease for another six months. If the routes are profitable, the airline can go for outright purchase.

“Only God knows how long these aircraft would be on the ground before they can start flying and, of course, that comes at a cost. The other option the airline has is to lease them out to other airlines that have need of them on their commercial routes,” Ojikutu said.

A 14-year-old Baltimore boy has been charged with the rape and murder of an 83-year-old woman.
The boy, Tyrone Harvin, is being charged as an adult, after he sexually assaulted and then killed 83-year-old Dorothy Mae Neal in her West Baltimore apartment.

Police say that Tyrone beat the great-grandmother to death after raping her. Police used physical evidence to link Harvin to the crime.
Spokesman Smith said that authorities speculated during their investigation that the killer was young, “but I don’t think any of us were thinking a 14-year-old could be capable of something like this.”
He said there must be something wrong with the kid’s environment for him to be in his current situation, whether guilty or not.

Tyrone has been charged with first degree murder and rape, in addition to various other offences including sex offenses and assault.
Tyrone Harvin was arrested on Friday. He had just turned 14 in August. He is scheduled for a preliminary hearing on Sept. 19.

Libya coach, Adel Amrouche has apologised to Nigeria and Nigerians after saying Nigeria’s Super Eagles rely on “Juju” to win their games.

Amrouche made this statement after the game between Libya and South Africa in Durban which ended in a scoreless draw, ahead of the 2019 African Cup of Nations (AFCON) qualifiers.

Speaking after the game against South, Amrouche said his team, who are one point ahead of Nigeria, are not scared of facing the Super Eagles and wouldn’t mind playing both games in Nigeria.

Each of the aspirants paid N12m each to the party to obtain its presidential nomination and expression of interest forms.

Though our correspondent was unable to get the breakdown of the governorship aspirants, state-by-state, it was however gathered that the race would be keenly contested in some states.

For example, in Kwara State, two close allies of the President of the Senate, Senator Bukola Saraki, had picked the forms.

The aspirants are a former Minister of Sports, who is also a former National Publicity Secretary of the All Progressives Congress, Mallam Bolaji Abdullahi, and a member of the House of Representatives, Zakari Mohammed.


A former Minister of National Planning, Prof. Abubakar Suleiman, who is also from Kwara, had picked the form.

A former police officer who hails from Kwara, Mr Ibrahim Ajia, will join the three other aspirants to vie for the PDP ticket for the state.

A top source at the party secretariat said the number of the aspirants could increase before the close of nomination, which he said would be on September 11.

The source said, “As of Thursday, we had 118 aspirants. But the number has increased to 120, and we hope that it may go up a little higher before the close of nomination early this week.

“When the nomination ends, we will then publish the names because they will have to come for screening.”

The source said there were states where the battle for the party’s ticket might not be fierce.

Our correspondent gathered that Oyo might be among such states.

For example, it was gathered that Mr Seyi Makinde would likely be the sole candidate of the party for the primary.

Makinde was said to have been endorsed by the majority of the chairmen of the party in the local government areas of the state.

Also, it was learnt that states, where the party produced sitting governors, might not have serious challengers.

Meanwhile, the aspirants, who have since obtained the party’s presidential nomination forms, are the President of the Senate, Senator Bukola Saraki; Governor of Sokoto State, Aminu Tambuwal; Governor of Gombe State, Ibrahim Dankwambo; and a former President of the Senate, Senator David Mark.


Also on the list are a former Governor of Plateau State, Senator Jona Jang; a former Governor of Kaduna State, Senator Ahmed Makarfi; a former Governor of Kano State, Senator Rabiu Kwankwaso; and Dr. Datti Baba-Ahmed.


The remaining four aspirants, who have obtained the forms, are a former Vice-President, Atiku Abubakar; a former Governor of Jigawa State, Alhaji Sule Lamido; a former Governor of Sokoto State, Alhaji Attahiru Bafarawa; and a former Minister of Special Duties and Inter Governmental Relations, Alhaji Tanimu Turaki (SAN).

A lady has passed away after she was allegedly set on fire by a man (pictured below) whom has since been arrested by the authorities.

According to reports, the suspect identified as Nkosana Prince Mthombeni, allegedly poured paraffin on the lady named Smangele Pearl, said to be his girlfriend before 'setting her on fire'.

The deceased was rushed to the hospital where she battled for her life before finally giving up the ghost.

The incident happened in South Africa.

The eldest son of Usman Sa’ad Abubakar, the Sultan of Sokoto, popularly called Amir, has been involved in an accident.

Amir, whose name means “leader” and was named after Sheik Usman Fodio, was driving at a very high speed of over 200km/hr around 12noon within Sokoto Airport Road, in an area called Bado, when the accident happened.

With him in the car were Khalifa Maccido, son of Aliyu Macciddo, and a girl he allegedly imported from Kaduna to have fun with.

Amir, believed to have been dismissed from a UK school due to his drunkenness, was seen earlier on Sunday leaving a guesthouse with the girl and his friend Khalifa. He was taken to the Usman Danfodio Teaching Hospital, where he has been unconscious.
Witnesses at the scene of the crash said Amir had been drunk while driving, and that a bottle of Benelyn Codeine syrup was found in the car.

While he was being taken to the hospital, officials of the Sultanate Council were seen removing the Sultanate council plate number from the car so as not to expose the Sultanate Council.

A mother-of-five repeatedly had sex with a 14-year-old boy as her husband and children slept in the same room, police say.

Justice Maryie McKay, 22, allegedly kissed the teen, removed his clothes and enticed him to have sex. She was at the boy's home with her family in July to celebrate her birthday and that was when she lured the boy into a bedroom.

According to police in Lake Butler, Florida, the woman then had sex with the boy in front of her sleeping husband and young kids, all of whom are younger than five.

The next day, the young lady reportedly sent a message to the boy, saying she couldn’t forget him or what they had done. She told him she "wanted to be with him". Then, weeks later, police claim McKay picked up the boy from a bus stop, planning to take him to school. Instead, she took him to her home and had sex with him again. Days later, it is believed McKay picked the boy up from a petrol station and had sex with him again.

During both of these encounters, all of the mum's kids and their teenage cousins were reportedly at home. McKay was said to have left "hickies" and scratch marks on the young boy's body.

The local paper said on August 22, the boy’s mother confronted McKay, showing her the photographs of the boy’s marks. When McKay learned that law enforcement had been contacted, she went missing with her five children.

McKay was arrested on Wednesday and is charged with sexual battery. She has reportedly filed a written plea of not guilty.

MONDAY, 10TH SEPTEMBER.

KEEP THE LOVE-FIRE BURNING.

And because iniquity shall abound, the love of many shall wax cold (Matthew 24:12).

In our world today, we’re more security-conscious than ever; there’s so much fear. It reminds of the words of Jesus as He cautioned against the signs of the end of the age; He said men’s hearts will fail them for fear (Luke 21:25-26). For example, it has become increasingly difficult, while driving by, to stop and help a stranded stranger, because many are afraid that the person could turn out to be a carjacker or a violent criminal.

Sometimes, a beggar who wants some help could approach someone, but because many of such beggars have been found to be tricky, he’s snubbed. That’s part of what our opening verse is talking about. Many have become cold, to the point that they’re not sure who to help anymore. Some have become hardened, because everybody seems to be self-seeking.

However, the wickedness of the world shouldn’t stop us from loving; it shouldn’t dowse our love-fire or make us shut our bowels of mercy and compassion. We must reach out, and keep reaching out, to help those in need. We have the Holy Spirit, and He’ll guide us aright in this; trust Him. If it’s a phony scenario or “funny” situation, He’ll let you know just in time what to do.

Therefore, when you see someone in trouble, don’t be unmoved; be willing to help, even if you’ve been cheated before for so doing. Don’t say, “I’ll never help anybody again,” because someone deceived you. Those who cheat you will get into trouble with God, but you’ll keep getting greater for loving and helping others.

The Lord Jesus saw ahead the perilous nature of the days we’re living in: the abundance of wickedness and lawlessness; the superfluity of waywardness. And because of that, He said the love of many shall wax cold. But it wasn’t a recommendation for us to faint, wane, or waver in our love-walk. Yes, the days are evil, but we’re guided by divine wisdom, and compelled by love to walk circumspectly and shine as lights in the midst of a crooked and perverse world.

Love can’t be defeated; you’re never a fool for faith, hope, and love. So, keep the love-fire burning; it’ll always win, in spite of the prevalence of sin, evil, and wickedness in the world today.

PRAYER

Dear Father, I thank you for your love that’s shed abroad in my heart by your Spirit. I’m clothed with tenderheartedness, mercy, and kind feeling towards others; and your wisdom is guiding me always. My love-fire burns ever so brightly even in the midst of a perverse and crooked world, in Jesus’ Name. Amen.

Sources told this newspaper that the governors elected on the platform of the ruling party are leading rebellion against the Adams Oshiomhole-led NWC. APC presently has 21 governors. No fewer than 14 of the governors have adopted indirect primaries in the selection of candidates for the 2019 general elections.

The National Executive Committee (NEC) of the ruling party had, on August 30, adopted the direct primary method for the selection of its presidential candidate, while states were empowered to choose which of the methods best suits their peculiarities. But the NWC, in a counter directive, ordered that all primaries must be by the direct method. So far, 19 state chapters of the party have rebuffed the directive of the Adams Oshiomhole-led APC NWC.

They include Imo, Sokoto, Plateau, Yobe, Ekiti, Kogi, Enugu, Kaduna, Zamfara, Katsina, Ondo, Oyo, Adamawa, Borno, Katsina, Nasarawa, Kebbi, Delta and Bauchi. The Federal Capital Territory (FCT) also adopted indirect primary. Some of the states, which adopted indirect primaries, also agreed on consensus arrangement. Eleven states opted for the direct primary option as directed by the party leadership.

They are Lagos, Ogun, Osun, Kano, Abia, Niger, Rivers, Akwa Ibom, Bayelsa, Benue and Cross River. Six state chapters are yet to decide on which option to adopt. 

They are Anambra, Edo, Taraba, Jigawa, Gombe and Kwara. But major stakeholders have kicked against the adoption of indirect primaries in Yobe, Katsina, Zamfara, Kaduna, Ondo, Adamawa, and Borno. In Imo, the state chapter of the party arrived at the option of indirect primaries at 6th State Executive Committee (SEC) meeting held in Owerri, the state capital, on Thursday. 

It is the same story in Sokoto, where APC leaders also adopted the indirect primary election and consensus as the process to select candidates for all positions in the state after a stakeholders’ meeting. In Yobe, the state APC adopted both indirect primaries and consensus to choose its candidates for the election.

This was arrived at a stakeholders’ meeting held in Damaturu, under the chairmanship of the deputy governor of the state, Engr. Abubakar Aliyu. The meeting drew participants from across the 17 local government areas of the state. Also adopting the indirect primaries, the Plateau State chapter of the party cited security challenges in the state.

The decision was taken at a meeting of the state working committee of the party, stakeholders, elders, lawmakers and local government chairmen chaired by the state APC chairman, Hon. Letep Dabang and attended by the deputy governor, Prof. Sonny Tyoden, who represented Governor Simon Lalong. 

Ekiti APC Chairman, Chief Jide Awe, who confirmed that the party in the state has opted for indirect primaries, said: “For the last, governorship election in the state, APC operated indirect primaries and it still subsists.” In Kogi, the party’s stakeholders also adopted indirect primaries during a stakeholders’ meeting chaired by Governor Yahaya Bello.

The stakeholders, in rejecting the direct primary method approved by the party’s NWC, said it would be too expensive. They also cited lack of record of party membership. Another state chapter of the APC, which opted for indirect primaries and consensus, is Enugu.

The decision was reached during the state executive committee meeting of the party. The state Publicity Secretary of the party, Mrs. Kate Offor, explained that consensus would be used where there is agreement among aspirants, while indirect primaries would be used where there is serious contention. 

Also opting for indirect primaries, the Kaduna State chapter of the party cited lack of a comprehensive register of party members. The Zamfara APC chairman, who also justified adoption of indirect primaries by party stakeholders in the state, said the decision was not a deviation, but in line with the directive of national headquarters of the party.

But, a faction of the party in the state, led by senator representing Zamfara Central, Kabiru Marafa, rejected the decision. The factional APC state chairman, Surajo Maikatako,who spoke with journalists, said since the government’s side of the party’s leadership decided to adopt indirect primaries, they would as well conduct direct primary to select their governorship candidate as well as for other positions.

Also citing lack of comprehensive register and security issues for adopting indirect primaries, the Borno State APC chairman, Hon. Ali Dalori, said: “We are adopting the indirect primaries because as I am speaking to you, we don’t have authentic register of members of the party in the state or national secretariats and because of insecurity facing the state.” 

However, a faction of the party, led by former Governor Ali Modu Sheriff, rejected the decision of the party stakeholders, saying it was unconstitutional and a breach of the party’s constitution.

The Adamawa leadership of the party and stakeholders also cited security issues as reason for adopting indirect primaries to candidates for the election in the state. 

The state chairman of the party, Ibrahim Bilal, who spoke with our correspondent, particularly listed Madagalli, Michika, Mubi North and Mubi South councils as areas affected. Similarly, the leadership of Ondo State APC cited security and lack of authentic membership register as reasons for adopting indirect primaries to pick the party’s candidates in the state.

Serena Williams has been fined 17,000 dollars for the code violations she received during the U.S. Open final, the United States Tennis Association (USTA) said on Sunday.

The National Leader of the All Progressive Congress (APC), Asiwaju Bola Ahmed Tinubu, has said the Osun state does not have his kind of money. 

Tinubu, who was recorded during a visit to the palace of the Ataoja of Osogbo, Oba Jimoh Olanipekun, also said before the first class traditional ruler that the candidate APC is fielding in the forthcoming September 22 gubernatorial election is very rich.

Tinubu, who spoke in Yoruba, was apparently replying critics who accused him of appointing Ajele (Sole Administrator) as governor to oversee his interest and monitor his business in Osun.

Seeking support for the APC governorship candidate, Gboyega Oyetola, Tinubu’s words translates thus: “We would have asked Rauf to continue because he is working very well. Quote:The Inspector-General of Police, Ibrahim Idris, has told operatives of the reformed Federal Special Anti-Robbery Squad to desist from checking citizens’ bank account details.

The IG also warned the F-SARS operatives not to invade people’s phones and laptops unless there was a court order or an instruction from the Commissioner of Police in charge of a state police command.

Speaking during a workshop in Owerri, the Imo State capital, Idris warned that any F-SARS operative who violated the new rules would be dismissed from the force.

Ibrahim, who was represented by the Deputy Commissioner of Police in charge of the IGP’s X-Squad, Amaechi Elumelu, said any F-SARS operative who handled cases not related to armed robbery and kidnapping would equally be dismissed from the Force.


He said, “Under the new era in F-SARS, operatives must be professional and respect the rights and privileges of all citizens. In the past, F-SARS was considered as the most elitist and professional unit of the police force.

“In the last few years, the unit has been riddled with allegations of abuse and excesses which made the public to call for its disbandment.

“Under the reformed F-SARS, it is illegal to search suspects’ phones, computers, or inquire about their bank account details without proper authorisation.

“Henceforth, F-SARS commanders must get directives from the state Commissioners of Police before invading people’s privacy. Any officer who disobeys will be dismissed.”

The police boss said all operatives of F-SARS would undergo medical evaluation in order to guarantee their mental, psychological and emotional condition.

Vendors participating in the Federal Government’s Home Grown School Feeding Programme in Kaura Local Government Area of Kaduna State have stated that N35, which is the cost price of the meal per child they are expected to provide, is not feasible.

The vendors stated that the food is supplied at N50 per plate, broken down as N35 cost price and N15 profit.

Speaking with NAN on Sunday in Kaduna, Yakubu Kajang, the Desk Officer of the programme in Kaura, confirmed that N50 was budgeted per plate, and 261 vendors participate in the programme.

The vendors, however, lamented the cost price, which they described as “no longer feasible” and urged the Federal Government to review the price.

Mrs Alice Emmanuel, one of the vendors, who supplies food to U.B.E. Zwahu Kazah in Manchok, said: “Price of food items are on the increase and we are expected to prepare a nutritious meal with just N35. If you put one and two together you will realise that we spend more than N50 per plate.

“We have to use the vegetable we planted in our backyards meant for family use and, in some cases, even beans in the house are not spared, just for us to really have something to take home as profit.

“We are in a serious dilemma because N35 is no longer feasible to prepare a nutritious meal, and if the food falls below quality it will be rejected by the school authorities.

“We are appealing to the Federal Government to increase the amount from N50 to N100 per plate for the programme to achieve its aim of empowering poor women like us. We are currently running at a loss.”

Mrs Hajaratu Kato, another vendor, who noted that a measure of rice sells for between N550 and N600, while beans cost N500, stated that for the 53 pupils she supplies meals at Unguwan Nka, Gizagwai, Manchok Primary School, she uses seven measures of rice and three measures of beans, which cost N5,700.

According to Kato, “When you multiply N50 by 53, it will give you only N2,650. That is what I get for supplying rice and beans that cost me N5,700, minus money spent on fish, vegetable, crayfish and other ingredients.

“When you minus N2,650 from my cost of N5,700, you will see that I am already at a loss of N3,050. This is why some vendors had to either cut down the quantity of food per plate or reduce the quality to make profit, or better still, use some food items for family use to reduce cost.”

Jummai Dauda, another vendor said: “We are incurring huge losses in the name of empowerment. The Federal Government should look into this and do the needful. Food items are expensive. N35 is really not realistic.

“Some of us are still doing this because we are mothers and a mother is always ready to make the needed sacrifice for her children, particularly when it comes to feeding.

“If the rate can be increased to at least N100 per plate, it would go a great way in meeting the programme’s objectives, but as it is now, it is simply impoverishing us.”

NAN reported that around 1.6 million primary one to three pupils in 3,752 primary schools in Kaduna State are being fed under the programme.

Five non-governmental organisations – Connecting Gender for Development; Action Aid Nigeria; Girl Child Concern; Federation of Muslim Women Association of Nigeria and Nigeria Popular Theatre Alliance – with support from MacArthur Foundation are carrying out an ongoing monitoring of the programme in the state to ensure transparency.

No fewer than 52 cattle were crushed to death by a train along Kasarami – Jere axis in Chikkun Local Government Area in Kaduna State, The Kaduna State Police Command reports on Sunday.

The Commissioner, Malam Ahmad Abdulrahaman refuted reports that the cattle were killed by other means.

“There is nothing like an attack, it was purely a train accident, so nobody should panic”, he told newsmen in Kaduna

According to him, the cattle were crushed to death at about 11:45am by a speeding train going to Abuja from Rigasa Railway Station.

He also explained that the 27 cattle that sustained injuries were slaughtered by the chief butcher of Kasarami village.

He said no human casualty was recorded.

“When the information of the accident reached the command, I quickly mobilised our men to the scene to assess the situation.

The CP described the accident as pathetic. He said the herdsmen were moving to Funtua Local Government in Katsina State.

“They innocently inquired on whether there were rail services on Sunday, but were misinformed that there was none.

“I have summoned the traditional rulers of the area, youths and farmers on the need to continue to live in peace and to avoid crossing the rail track indiscriminately with farm produce and animals.

He added that a similar meeting will hold with officials of the railway corporation on how to avert such an accident in future.

Quote:Ekiti State Governor Ayo Fayose has said he is not afraid of being probed by the incoming administration on the management of state treasury after his exit from power.
Fayose disputed the claim of the Transition Committee set up by the governor-elect, Dr. Kayode Fayemi, that latest record from the Debt Management Office (DMO) shows that Ekiti debt under his watch has ballooned to N117 billion.

The panel made the revelation on Friday while turning in its report to the governor-elect.
Fayose contended that Fayemi is laying foundation for “an impending failure” with the excuses of the alleged N117 billion which he described as a ruse to hoodwink Ekiti people.
In a statement on Sunday by his media aide, Lere Olayinka, Fayose wondered why Fayemi could not avail himself of the opportunity to clear himself of the way and manner he handled the state treasury before the Judicial Commission of Inquiry which probed his administration.

The outgoing governor claimed that he did not commit the State to any financial institution in form of bonds and commercial loans.
According to him, “no loan can be granted without the approval of the DMO and the Federal Ministry of Finance throwing a challenge to the two institutions ti publish details of any loan taken by his administration, including the banks that granted such loans.”
Fayose said: “Unlike him (Fayemi) who was not courageous enough to answer questions on his administration before a duly constituted probe panel, Governor Fayose is not afraid of being probed either by the State or Federal
Government.”

“Ekiti State indebtedness stands at N59.5 billion that was either directly inherited from the Fayemi’s administration or incurred as a result of the loans restructuring done at the instance of the federal government and the Federal Economic Council.”
He gave the breakdown as follows; Commercial Bank Loan, N2,087,788,065.28; CBN Grant for Water Project, N163,450,000; Excess Crude Account Backed Loan, N9,545,173,472.78; Bailout, N9,083,761,215.40; FGN Bonds, N18,226,699,707.18; State Bonds, N3,484,469,345.51 and Budget Support, N16,869,000,000.

He added: “Particularly, the N10 billion grant released from the Excess Crude Account for capital projects was fund that should normally accrue to all States.

“Most importantly, we admit that the State workers are being owed four months’ salary and this was occasioned by the monthly deductions from the State allocation as a result of huge debt incurred by the Fayemi administration. Even the N9.5 billion bailout fund was for the payment of the arrears of salaries and deduction left unpaid by the Fayemi’s government.”

Fayose accused the federal government of deliberately refusing to release legitimate funds belonging to Ekiti State to his government.

He alleged that N22.6 billion refund on federal roads construction, N2.1 billion arrears of Budget Support and N14.1 billion Paris Club refund, making N38.8 billion, which should have been paid to the State since June is billed to be released in November to Fayemi’s government.

He admonished Fayemi to use the N38.8 billion to clear the arrears of workers salary, which would have been paid by now if the federal government had released the fund, on the basis of which Governor Fayose promised to clear arrears of workers salary before leaving office.

The attention of Kwara Must Change has been drawn to some fallacious claims made by Mrs Toyin Saraki, wife of the Senate President, Bukola Saraki, who claimed in an Instagram post that an imaginary project she referred to as conditional cash transfer took place in Kwara State during the administration of her husband, Bukola Saraki. 

Kwara Must Change, a pro-Democracy group in Kwara State hereby informs the general public that the claim of Mrs saraki is a fat lie, being told openly by the wife of a discredit man who has dragged many Kwarans further into the ditch due to excessive mismanagement of Kwara common wealth and high level corruption.

Kwara Must Change maintained that, the only project executed during the administration of Bukola Saraki as Governor of Kwara State was the domestication of poverty, endemic corruption and conditional poverty transfer, whose effect we are still witnessing today.

Recall that an Instagram user, who goes by the name Crystal_Cellina had rightly alleged that the Saraki family is a family of thieves and saboteurs and Kwara Must Change can’t agree less with such fact. 

However, what the user is yet to be aware of is the fact that, the atrocities committed and being committed on daily basis by the characters in question is far beyond thievery and sabotaging.

While responding to the comment of the user, Mrs Saraki had launched a series of falsehood under the guise of image laundering and embracing free expression, which include the false claim of imaginary conditional Cash Transfer to alleviate poverty and vulnerability. 

We reiterate that Bukola Saraki domesticated poverty in Kwara State through series of initiatives which include forceful joint account with local government, which prevented local government that is closest to the people from being able to cater for their basic responsibilities. 

The takeover of tax collection within the area designated for local government by Saraki’s administration without any pro masses consideration finally crippled the Kwara local administration in such a way that a whole local government cannot implement any project as small as N500,000. 

This is in addition to deliberate mismanagement, endemic corruption, illegal acquisition of state resources and failing to implement the minimum wage policy as stipulated by the National Assembly in Kwara State. 

The result of the above, is the unimaginable increase in the rate of poverty, crime and criminality, lack of education and youth restiveness. 

Kwara Must Change hereby restate that the user who describe Saraki family’s as family of thieves and saboteurs is correct and in fact, contrary to the claim of Mrs Toyin Saraki, the Bukola Saraki’s administration in Kwara State should simply be described as the administration of poverty transfer from generation to generation and he should be regarded as Mr Poverty transfer.

NUNS: JAMB extorting Nigerians to impress President Buhari

                         
The National Union of Nigerian Students, (NUNS), yesterday, said the Joint Admission and Matriculation Board (JAMB) is extorting ordinary Nigerians to impress President Muhammadu Buhari.

The union kicked against exorbitant charges levied on admission seekers into higher institutions, saying the regulatory body is derailing the change mantra of the president, part of which includes making education affordable to the citizens.


At a press conference organised by NUNS in Kaduna, its President, Ambassador Salahudeen Adeyemi Lukman bemoaned exorbitant charges on admission seekers, threatening that the union shall commence action against JAMB over what he described as “extortion of common man” by the regulatory body.

He said: “JAMB cannot be holding the government and entire Nigerian students to ransom, this is basically fraud.

JAMB is never an IGR-based government agency. It is a regulatory body. Why would it suddenly turn into an IGR agency just to impress someone who never sent them?

The Zinc, is about 300 percent above the global grade and already exploration activities have commenced in some sites, the Minister of States for Mines and Steel Development, Abubakar Bawa Bwari said yesterday.

Symbol Mineral, Chief Executive Officer, Tim Wither said in a presentation made at the World Mining event titled: Africa Down Under 2018 at Australia at the weekend that the firm obtained a 25- year license to explore the minerals in 510 km2 of exploration tenement along the Benue Trough.  He said one of the projects titled: Imperial, has 30 priority targets, most of them have shallow historic workings with visible ZINC mineralisation. “The Diamond Drilling Results confirms exceptional high grades of Zinc and the company has already commenced application of modern geophysics”, said Wither

He said another project site called: Tawny located approximately 150 km east of Abuja, 4 kilo mitre from major highway, along the Middle Benue Trough is a 7km2 exploration license.

He explained that all the projects have no funding challenges as the company adopted self-funding exploration model.

Minister said who revealed the exploration project at the Nigeria Metallurgical Industry Stakeholders Forum in Abuja yesterday said, Nigeria is now regarded as the most focus on minerals among all the African countries.

Bwari however said the greatest challenge of mining investors in Nigeria is lack of funding from the financial institutions. He said most of the international and local investors at the event lamented poor funding of mining activities by banks in Nigerian. He said the banks also have low understanding of mining operations in the country which limited their capacity to participate in such activities.

In as much as government is paying attention to mining, there is the need for banks and other participant to play their roles in order to promote mining activities.

A deaf and disabled Nigerian immigrant is facing deportation after 34 years in the United States. Anwana, 48, lives in Detroit at an adult foster care facility, helping mow the lawns and mop the floors at a nearby church.

According to reports, Francis Anwana born and raised in Nigeria, Francis Anwana was just 14 years old when he came to the United  States on a student visa. He was deaf, couldn't talk, and had cognitive disabilities, enrolling at the Michigan School for the Deaf in Flint. 

But in a shock to immigrant advocates, the U.S. now wants to deport Anwana to Nigeria. Given his severe disabilities, it would be a virtual "death sentence" for him, said Susan Reed, an attorney with the Michigan Immigrant Rights Center. 

Because of his disability, Anwana can only read at a second-grade level and is unable to mentally grasp the fact he could be forced to go back to Nigeria, according to advocates and his lawyer.

On Wednesday, U.S. Immigration and Customs Enforcement told Anwana he would be deported on Tuesday, Sept. 11, according to advocates for Anwana. After the advocates raised concerns, ICE told them Friday that his deportation has been postponed. Anwana has a meeting with ICE set for Sept. 21.

Several years ago, his visa was not renewed because he was often moved around from group homes and caretakers lost track of his case, said local advocates. They repeatedly tried to get him a path to citizenship, but failed. He has no criminal record, advocates say.

In this exclusive interview with PREMIUM TIMES’ reporter, Cletus Ukpong, Governor Nyesom Wike of Rivers State opens up on the 2019 general elections in Nigeria, his quarrel with the Minister of Transportation, Rotimi Amaechi, and his many battles with the federal government and its agencies like the Economic and Financial Crimes Commission (EFCC).

PT: Whenever your name is mentioned, the first thing that comes to mind is a man who is always standing up against the federal government.

Wike: No, that’s a misconception. I don’t stand up against the federal government; I stand up against injustice, I stand up against marginalisation. It has nothing to do with you as the federal government. If this government is not in place tomorrow and another government comes in and perpetuates injustice, I will stand up against them.

PT: You mean if it were a PDP government…?

Wike: (Cuts in) …. Of course, go and ask people! Now, let me tell you something. When (goodluck) Jonathan was the President of the Federal Republic of Nigeria, Aminu Tambuwal was not the one that was supported to be the Speaker of the House of Representatives; Mulikat Akande-Adeola from Oyo State was the one PDP proposed and I said ‘Look, we are talking about how to move the country forward’ and I supported Tambuwal then.

PT: Publicly?

Wike: Of course, it was not hidden! Even before Mr. President made me a minister! So, it has nothing to do with whether it is PDP or another political party in government. I have no delight to say because it is APC-led government I must, therefore, stand up against it. No! What is right must be done. What is wrong is wrong and what is right is right!

PT: You have constantly accused your predecessor, Rotimi Amaechi, of election-rigging. As one of the pillars that helped him to become governor, it could be assumed that you may have also taught him the art of rigging?

Wike: I admit I am one of those who helped him to win the election. But who is that person who contested against Rotimi Amaechi that would have won the election against him as at that time? People must be realistic in life. Who contested against him that would have won that election at that time? The issue of rigging does not arise. Who would have won the election against him as at that time? Abiye Sekibo? Under ACN? How would ACN have won election in Rivers State as at that time? You must take into consideration that Rivers State has been a PDP state since 1999. For you to say that the election was rigged, you must also know who contested against him. Is there any way ACN would have won election as at that time? Not possible!


PT: Will there ever be peace between you and Rotimi Amaechi?

Wike: I don’t have any problem with him. My concern is in the interest of the state which supersedes the interest of individuals.

PT: Some of the leaders in the PDP complain that you have a strong grip on the party because you are one of its major funders. And they are uncomfortable with it.


Wike: In politics, every governor supports the party. Most leaders support the party. Those who are complaining about me are those who are afraid because they are the agents of APC. We know those PDP presidential aspirants who are agents of PDP. We know them. The presidency and the APC have planted people within our party, and we know it. They planted Modu Sheriff and we fell for it. I bought into it not knowing it was a set-up. And then when we realised, we said no, we have to fight it. And we fought it. I cannot again fall the fool that I became under Ali Modu Sheriff. I know some of our presidential aspirants who are running on the sponsorship of the APC and the presidency.

Dozie: “My goodness. You are such a psycho. Hello, tomorrow is my wedding and I am getting married to your best friend for that matter. And you are supposed to be her maid of honour even though I am not sure she would want you to do that if she finds out that you seduced me”.
Eno: “There is not going to be any wedding tomorrow”.
Dozie: “I beg your pardon?”
Eno: “That is the condition I was talking about. You agreed to whatever condition I give”.
Dozie: “And who is gonna stop my wedding tomorrow?”
Eno: “I will. In fact, you did. You spoilt your wedding the moment you slept with me”.
Dozie: “Oh, you are one hell of a crazy girl. What we just had was a fling, call it misuse of passion if you like. You wanted it, I was in the mood and I gave it to you. Nothing more”.
Eno: “You dare not, Dozie. You cannot use me and go free, that wedding must not hold, else you will pay”.
Dozie: “I dare not? Okay, I dare you. Go and do your worst and my wedding must hold whether you like it or not”. He began to drag her out of the room.
Eno: “You will pay for this, I swear that you will pay for this”.
Dozie: “Get out and get lost!” he banged the door after her and ran to the bathroom to wash himself”.

Mama Samantha: “You look stunning in your wedding dress, my daughter. I am so proud of you. Can we pray before you step out? We need to invite God to take over the ceremony in a very special way”.
Samantha: “There you go again, mum. Do we need to pray again? Who didn’t pray when he or she woke up this morning? Isn’t that enough?”
Samantha’s mother: “It is not enough o. Prayers are …”
Samantha: “It is okay, mum. We are already running late for Church. We don’t wanna keep the pastors waiting because we were ‘praying’”. She said.
They left for Church in the Range Rover car which Dozie had provided to convey his bride to the Church, Samantha with Eno sitting beside her. It was a selfie session as Eno kept updating various pictures on social media with different captions to the delight of Samantha.
“I have something to tell you”. Eno said when they drew close to the Church.
Samantha: “Oh, can’t it wait until after my wedding?”
Eno: “It is about Dozie”.
Samantha: “My hubby? What is it?”
Eno: “Erm, I … We ... I mean”, she stuttered incoherently.
Samantha: “Yes, you?” she asked searching into her eyes.
Eno: “I just feel I need to tell you because we are best of friends and I won’t ever forgive myself if I allow you go to the altar without this knowledge”.

Eno: “Okay”, she cleared her throat. “Dozie straffed me last night”.

Samantha: “Just shut up … are you sure about this?” The driver took a turn into the Church and they all became silent, each occupied with his own thoughts”.

Dozie was getting dressed with his men on suit when a team of four masked men stormed the hotel and kidnapped him from his room. They had threatened to kill his friends if they raise any alarm and after they blindfolded him, they led him away in their tinted V-wagon. They drove for more than twenty minutes during which Dozie kept pleading for his life. They stopped at what seems to him the middle of Sambisa forest and removed the blindfold from his eyes. They were in an uncompleted building and he was standing before a plump man whom the other’s referred to as capon.
Capon: “Hey, lover boy, raise your head well make I see your face”.
Dozie: “What do you want from me and why have I been brought here?”
Capon: “Hahahaha, I see say una never teach this vegetable enough lesson. Oya, make una teach am lesson wey go make am respect him elders”.
They pounced on him and began to punch him with their fists, shoes and belt. He was manhandled from one person to another and he passed out. The capon commanded that they strip him of his wedding suit and pour him ice-like cold water. He woke up and began to shiver with cold. “Please, tell me whatever it is that you want, I will do it. Anything, just tell me”. He was on his knees for pain could not allow him get up.
Capon: “Here is your phone, call your fiancé and call off the wedding. I will count one to ten for you to make that call, else I will shoot you and have my boys bury you here. 1….2….3”

Quote:INEC budget: Fresh hurdles as National Assembly 

Members of the National Assembly have called on the leadership of both chambers to extend their resumption from September 25 to the second week of October.

A cross section of the federal lawmakers from both the Senate and House of Representatives, who spoke with SUNDAY PUNCH on the issue, explained that the September 25 earlier fixed, was no longer feasible.

They argued that it would not be possible for the joint committees on electoral matters and those on appropriation to conclude their assignments before the end of September.

They also said it would not make sense for members of the two chambers to abandon the primaries of their parties in their various constituencies to resume plenary.

The Vice-Chairman, House of Representatives Committee on Rules and Business, Dr. Bode Ayorinde, said the date of the resumption was not yet in view because the joint committee on INEC had yet to finish their assignment.


Ayorinde stated, “If there are differences in their decision, the principal officers of the two houses would sit and harmonise the differences and take it to plenary for approval.

“It is also not feasible that we would resume in September owing to the fact that primaries of the parties are scheduled to hold between now and the end of September.

“The dates of the primaries of the ruling party extend till the first week in October. Do you now expect someone, who is campaigning for his election, to now rush down to the National Assembly for plenary?

“So, the plenary to consider the reports of INEC may not come up until after the primaries.”

Asked if it was not possible for the two chambers to announce a date and jointly sit in plenary to approve the polls budget request, Ayorinde said, “There is no provision for a joint sitting to approve budget.


“I am very optimistic that within a week or two after our resumption, we would sort it out. The principal officers of the two chambers can even sit and harmonise positions before the reports are presented at plenary to make the process faster.”

Some of the senators, who spoke to SUNDAY PUNCH, are Enyinnaya Abaribe, Shehu Sani, Adesoji Akanbi, Mao Ohuabunwa and James Manager.

Abaribe explained that with the pace of the committee’s work and the timetable of the primaries, the National Assembly would not be able to reconvene in September.

He stated, “The joint committees still have a long way to go. The joint committee on INEC after their assignments will pass everything to the appropriation committee which will bring the report to the leadership.


“The leadership of the two houses would have to meet and decide on when to reconvene and it must be on the same day.


“From the way we are seeing it, there is no way we could reconvene until after the primaries which will even extend to the first week in October.”

Akanbi noted that there was no point reconvening for plenary now when all the parties were holding their primaries.

He added, “Since we have the joint committees of both chambers working on the document, the outcome of their task could represent the position of the whole house while the leadership of both houses could also have a joint sitting and approve the INEC request.

“There is no big deal about it since it is not the annual national budget. We did not sit at plenary before the leadership directed the joint committee to start work on the document. Why should we reconvene to receive their report?”

Sani believed that no member of the federal legislature would resume until after the primaries in October.

“Nobody would come back to the Senate or House of Representatives when primaries are ongoing. Reconvening the chambers is going to be an exercise in futility,” he said.

Ohuabunwa declared that the lawmakers would not resume on the scheduled date.

He said, “If the parties are holding primaries and we also want to return (reelected) to represent the parties at the parliament, then, it is going to be that the resumption will be extended.

“If my primary election is on the 25th or even 28th (September), what would I be doing in Abuja? Definitely, if the dates clash there will be an extension (of resumption).”

Manager said President of the Senate, Bukola Saraki, and Speaker of the House of Representatives, Yakubu Dogara, would take a decision on the issue.

“The leadership of the Senate and the leadership of the House of Representatives know what to do. I am sure that they know what to do,” Manager said.

Another lawmaker from one of the North-East states, who declined to be named for fear of negative reactions from his colleagues, argued that the lawmakers could resume despite the primaries.

A senator, who spoke on condition of anonymity because his group members are pushing for an early reconvening of the Senate, also said there was no way members would reconvene when the party primaries were taking place across the country.

He said, “We have suggested that the leadership of the two houses should authorise the executive to make necessary withdrawals from the Service Wide Vote to take care of any emergency procurement that INEC may want to take care of before resumption.

“The senators, who demanded the immediate reconvening of the Senate, knew that the INEC budget would not be ready until late September. They have their own agenda.

“Senators on our side are against joint sitting. So, those on Saraki’s side are really not bothered about sitting. They had already devised another means of extending the resumption beyond the earlier agreed date.

“The anti-Saraki senators want the Senate to reconvene so that they could remove the presiding officers with the two-thirds of the members at plenary, which is illegal. I have warned them against such move anyway.”

Naomi Osaka has become the first Japanese Grand Slam winner after defeating Serena Williams 6-2, 6-4 in a dramatic final.

Despite being in her first Grand Slam final, Osaka showed confidence and raced into a 5-1 lead in the first set.

Osaka won the set 6-2 and both players made an even start to the second set butit exploded when umpire Carlos Ramos gave Williams a code violation for coaching from her box.

Williams then received another for a racquet smash at 3-2 in the second set, leading to Ramos docking her a point as Osaka started at 15-0 in the following game.

The American was furious, walking up to Ramos, shouting and pointing at him as the crowd started booing in support of the former world number one.

The drama continued as the atmosphere in Arthur Ashe Stadium became more toxic.

Williams refused to let the issue slide and launched an extraordinary rant at Ramos at the changeover, with Osaka leading 4-3.

"You are a liar. You will never be on a court of mine as long as you live. When are you going to give me my apology? Say you are sorry," she told the Portuguese.

However, Osaka said: “I know everyone was cheering for her and I’m sorry it had to end like this. I just want to say thank you for watching the match.

“It was always my dream to play Serena in the US Open finals. I’m really glad I was able to do that.”

Nigeria's President Muhammadu Buhari has announced he will run again in the 2019 election. He has just started his work on important reforms — but that's exactly the problem, says DW's Thomas Mösch.

President Muhammadu Buhari's election victory three years ago was a moment of joy for many Nigerians. For the first time since the country's independence in 1960, Nigeria had succeeded in electing a new president to replace the incumbent. Buhari's ambitious plan was to make Nigeria safe again, to tackle corruption and take into account the interests of ordinary people.

But in the meantime, a feeling of disillusionment has risen across different parts of the country. Over and over you hear from locals that life under Buhari has become more difficult, rather than easier. 
No victory against terror

On the issue of security, it first seemed like Buhari could actually turn things around. The extremist group Boko Haram occupied entire tracts of land by the end of former president Goodluck Jonathan's term in 2015. Within the course of a few months of Buhari's presidency, Boko Haram were forced to retreat to parts of the remote forest regions and the mountains. But in their central zone in the area around Lake Chad, Boko Haram continues to spread fear and terror with suicide attacks and raids. These attacks have been increasing of late. 


In other parts of Nigeria, the outlook is even gloomier. In particular, the states of Taraba and Benue in the center of the country have been experiencing massacres on an almost daily basis for a few months now, with clashes mostly taking place between Muslim nomads and Christian farmers, who make up the majority of the population in these regions. Buhari's government there seems to be as helpless as Jonathan's was in his fight against Boko Haram.

Even in the immediate vicinity of Buhari's own hometown in the northwestern state of Zamfara, murderous gangs rage almost completely unchecked. Only recently did the president finally send military reinforcements to the region.
Small progress made towards tackling corruption

The second main theme which helped Buhari win the election was the struggle against corruption. Today, anti-corruption campaigners are less restricted in their operations than they were under Buhari's predecessor. But so far, Nigerians have waited in vain for court rulings. Nigeria has been languishing in the bottom third of Transparency International's Corruption Perceptions Index for years — it is currently ranked 148th out of 180 countries. Buhari may have the goodwill to solve the problem, but he lacks assertiveness over the issue.
Meanwhile, the economic balance sheet under the first three years of Buhari looks very poor. Granted, he took over in difficult times. The price of the country's most important product — oil — had dropped and Nigeria's treasury had even been looted. But Buhari has not yet offered a convincing strategy which would relax the country's dependence on oil. Fuel shortages paralyze Nigeria on a regular basis, even though Buhari himself runs the oil ministry — so the issue is a top priority. Even the notoriously poor electricity supply has barely shown any improvement. No wonder, then, that Nigeria's stock market fell following the announcement that Buhari would run for office again.
Physically and politically weak

In addition, the 75-year-old president failed to govern for several months in 2017 because he was receiving treatment for an undisclosed illness in London. Now, he is seeking another four years as head of state — by the end of which he would be 80 years old. 
Nigeria deserves better than an old, ailing president, whose leadership style is characterized by hesitance rather than courage. In the Muslim-majority regions in northern Nigeria, Buhari still enjoys support. But he won the election in 2015 largely because he managed to convince Nigerians in the central and south-western regions of the country — including many Christians. However, the desperate security situation in the central states and ongoing poverty makes it unlikely that the people there will support Buhari for a second time. Now the opposition — that is, the People's Democratic Party (PDP) which was voted out of office four years ago — needs to produce a convincing candidate who will pose a serious threat to Buhari. So far, there appears to be no suitable candidate.

Isn’t it amazing that as Jesus prayed, such glory emitted and beamed forth from His spirit? This let's us know that the glory is within; it doesn't come from “heaven.” Some people pray and say, “O Lord, let your glory rest upon me”; that was in the old testament. In the New Testament, the glory is inside you; it doesn’t come from above.

The glory of God that Moses saw, the glory that came upon him, and rested on his countenance, is inside you. Actually, the glory in you is a greater glory. 2 Corinthians 3:10-11 says, “For even that which was made glorious had no glory in this respect, by reason of the glory that excelleth. For if that which is done away was glorious, much more that which remains this glorious.” Notice the construction: “...the glory that excellent; that’s the glory of the Holy Spirit in us.

The Holy Spirit is the Spirit of glory; He’s the glory of the Father, and He lives in you in His fullness. Therefore, just as we read about Jesus in our opening verse, every time you pray in the spirit, something happens to your physical body; the glory beams from within your spirit, permeates your body, and affects everything around you.

Those around you may not see it, but it makes no difference; they don’t have to see it. What’s important is the impact of that glory on your life, on your physical body, and on your environment. This is why you must pray in the spirit often; that glory will rid your body of sickness and disease; and the depravities and problems that ravage the lives of others won’t affect you.

Ephesians 3:20 declares, “Now unto him that is able to do exceeding abundantly above all that we ask or think, according to the power that worketh in us.” The power that works in us refers to the glory within. Hallelujah!

Nigeria’s polity

I see a big fraud in NNPC. We will experience the things we have never experienced as a nation in 2019. Our economy is still under bondage. This government will re-strategise. But it won’t work. There will be troubles in the CBN. Let us pray against explosions at the CBN. Our naira will continue to wobble despite the things that they are injecting into it. The CBN should be careful not to be bereaved.
Let us pray for our telecommunications industry that one of the founders does not a major health challenge. 9Mobile will still change its name. I see someone taking it over. The telecommunications sector will continue to have problems with the government.



The Boko Haram issue is not yet over. There are other terrorists that are grooming themselves and Nigeria is among the countries that they intend to invade. That is what God is showing me. Let us pray against unnecessarily deaths in the Nigerian army; let us also pray against mutiny in the army. Let us pray not to lose a senior police officer between the ranks of CP and DIG. There are some volatile states that the government must look into: Lagos, Ogun, Oyo states.
We must pray against terminal diseases, water diseases, and Ebola. Ebola is not yet over. We will record outbreak in Nigeria and other African nations. Let us pray against gas explosion and attacks on our pipelines. Let us pray against lack of petroleum between December and February. Let us pray for our stock market. Some companies will have problems there.
In its war with the senate, there will be several bills that the president will not sign. Many people ran to the APC because they are being threatened. They are not there with their mind. Let us pray for our traditional rulers.


 

Lagos and Ambode
Since 2017, I have said it repeatedly that Governor Ambode’s second term will not come on a silver platter. His deputy governor will be changed but I see controversies surrounding the office of the deputy governor.  If they change Ambode as the party’s candidate, APC will lose Lagos State. Ambode will deliver Lagos State to the APC. Let them leave Ambode alone whatever he might have done. He will make Lagos greater in his second term. But is Ambode ready to fight for his second term? A time will come in the future that a new leadership will emerge in Lagos State. If the party does not settle the wrangling in their midst, APC will see fire in that state.


 

Ogun, Oyo and Imo
APC will have problems in Ogun State as well because the Yewa agenda in APC will not work. If care is not taken, if PDP and ADC bring out a good candidate, they will win in Ogun State.

In Oyo State, APC will have problems. They have to settle their problems immediately. APC’s victory in the coming election is shaky in Oyo State. In Delta State, the governor will have a lot of issues. If APC desires to win in Delta State, they should use the former speaker (one Victor) of the state House of Assembly during Uduaghan’s tenure as governor. He is the one who can deliver. The APC crisis in Imo State will escalate. PDP can win Imo State if they bring out the right candidate. If PDP desires to win in Imo, they should put aside sentiment and pick the choice of the people.

The forthcoming 2019 elections will be different from the 2015 elections. The elections will be tough. The fight will be serious. People will come out en mass to vote. Nobody will allow rigging. But the security agencies and INEC will cause a lot of problems; selling of votes, using security to terrorise people, thugs to hijack constituencies will be major problems. The South-West should not underestimate the ADC, especially in Ogun, Oyo and even Lagos.  Akeredolu may not get second term in Ondo State. There will be cracks in his government which he will not want to recognise until the last minute. Yahaya Bello of Kogi State will have issues because the people will fight against him.

God has power and he gives power. God has given PDP to Saraki and he is the one who will unseat Buhari. I don’t know Saraki; I have not met him. The impeachment of Saraki will cause a lot of problems in the National Assembly. There will be pandemonium. Removing him will create a lot trouble but many people will not understand the implications. I am not saying that the Senate should not impeach him. I am actually speaking the mind of God. I said it in 2015 that Saraki would not end his term in the Senate as an APC member. APC will still disintegrate. Allowing those people to defect to APC will cause serious problems for the party.[/size]

Tinubu is a fantastic politician but he has not seen anything yet. I see a major war between the loyalists of Tinubu and those of Buhari. Mark my words. Despite Tinubu’s efforts for this government, he will not be given his due regards.[/size]

PDP and its future
At the federal level, let the PDP ensure that their presidential primary is free and fair. If it is free and fair, I still repeat it that Saraki is a big factor. It doesn’t matter where he is coming from. There are many factors that are on ground. Let there be transparency and let the appropriate winner be recognised. The core North assumption might not work. It was the same thing that happened during Jonathan’s time. God blessed him and asked him to take over. There are many mysteries surrounding the 2015 election. It is beyond human comprehension. The Saraki factor is also beyond human reasoning. Let PDP engage in free, fair primaries. If Saraki gets that ticket, it will be over for the APC. He is the anointed person that can push PDP to the next level. They should fortify that party.[/size]

Look at Donald Trump of the USA. He will not have a second term and he will be faced with many problems. I have predicted it in my book how Trump will handle African nations. If care is not taken, Trump will destroy so many things even for America. The US economy will not go as expected. The US Senate will be rubbished. So many things will happen. The immigration law will not be in order. America is in serious trouble. In my book, Warning to The Nations, published in March this year, I predicted the death of John McCain.
The Igbos cannot get 2023. They are being deceived. I see a major referendum. Our security is still under threat. I must say this. Buhari is not well. He is not okay. He must watch his health. His decision to force himself to go for a second term will cause calamity for the nation. There are many things that the APC is doing that are completely wrong. So many things will come up which is why the PDP must quickly fortify its name.[/size]

If Fayose had listened to warnings, he would have remained relevant. But his ignorance would not allow him. He is arrogant. He would have been reigning now. The president of Benin Republic will face sanctions. The people will go on protests against him. I see a lot of corruption in that government. His second term in office is not certain. He will do everything to clip the wings of the opposition so as not to contest against him. His health is not strong.
Ghana’s president should work seriously on the economy otherwise their forex may collapse. There will be problems in the country’s economy. He should work tirelessly to achieve a second term in office.[/size]

The British government should be careful because Theresa May will face challenges towards the end of her term. Terrorism is not yet over in Britian; they also want to attack America. The facts between Russia and Trump will be revealed. There is no way that Trump will not be rubbished. Israel, Syria should watchful against unrest. A pan Yoruba youth organizations, Igbimo Odo Yoruba, has raised an alarm about a plot by the federal government to clampdown on some leaders of the Nigerian leaders and elders forum comprising Afenifere, Northern Elders Forum, Ohanaeze Ndigbo, Pan-Niger Delta Forum (PANDEF) and Middle Belt Forum, with the aim of weakening the group’s perceived opposition to the President Muhammadu Buhari’s administration by using the Nigerian Police Force and the Department of State Services to execute a series of arrests targeting key chieftains of the groups such as Comrade Yinka Odumakin, Dr Junaid Mohammed, Chief John Nwodo, Dr Isuwa Dogo, Chief Ayo Adebanjo and others, on trumped-up charges.

The group alleged in a press statement released Friday by its Coordinator, Comrade Olufemi Lawson, in Lagos that the plot also involves executing illegal searches on residential and business premises of persons believed to be arrow heads of the groups, with the ultimate objective of silencing them so to as cripple their criticisms of the Mr Buhari led All Progressives Congress (APC) administration in the country.

The youth group also alleged that the plot is aimed at decapitating the any opposition to the “now unpopular” government of President Buhari, which is desperately seeking a second term in office come 2019.

Making reference to the recent illegal raid on the Abuja residence of elder statesman and Niger Delta leader, Mr Edwin Clark, the group alleged that it was the first step in the series of orchestrated actions geared towards silencing the opposition to the Buhari’s government, which has been mainly championed by the Nigerian Leaders and Elders Forum.

The group further stated that the glaring failures of the APC administration in the country and the increasing agitation for the restructuring of the country, being spearheaded by the Elders and Leaders, is responsible for the federal government’s plot to clampdown on those persons, who are now considered to be the arrowhead of the opposition to the Buhari’s government.

According to the group, the increasing resort to dirty tactic fits into the pattern of the Buhari’s administration abuse of federal institutions, including the police, DSS, the military and the regulatory agencies, to harass and intimidate the opposition.

The group also stated that the recent events are proof of the desperation of the Buhari’s administration, which it alleged is determined to make sure that Nigeria is plunged into chaos through its anti-democratic activities.

“We are therefore using this medium to alert Nigerians and the international community of the evil machinations of the Federal government and the APC to throw Nigeria into crisis.

“We also call on Nigerians and the global community to take note of the desperate tactics of this administration and do whatever they can to prevail on President Buhari not to plunge the country into chaos,” the group further stated.

The group warned that any crisis arising from the desperate antics of the federal government would not augur well for Nigeria and her democracy, adding that the country “must not be allowed to be plunged into crisis for whatever reason.”

This might sound ridiculous, but do you know that there are countries where citizens are being begged by the government to have more s*x? Have a look at the s*x-starved nations. 


There are few things more important than fertility in determining a nation's future viability.

Demographers suggest that a country needs a fertility rate of just over two children per woman to hit "replacement fertility" — the rate at which new births fill the spaces left behind by deaths.

But because of certain cultural and economic forces, only about half of the world's 224 countries currently hit replacement fertility.

For those that don't, encouraging people to have sex can involve strategies that range from highly explicit to downright bizarre.

 

1. Denmark

If you aren't going to have a kid for your own family, Danes are told, at least do it for Denmark.

No, literally, do it for Denmark.

The small Nordic country has such a low fertility rate — about 1.73 children per woman — that Spies Rejser, a Danish travel company, has come up with ingenious incentives to persuade women to get pregnant.

First, it offered to provide three years' worth of baby supplies to couples who conceived on a vacation booked through the company.

Now it has come up with a sexy campaign video titled "Do it for Mom," which guilt trips couples into having kids to give their precious mothers a grandchild.

 

2. Russia

Vladimir Putin once brought Boyz II Men to Moscow to rile men up right before Valentine's Day.

Can anyone blame him? As Tech Insider recently reported, the country is experiencing a perfect demographic storm. Men are dying young. HIV/AIDS and alcoholism are crippling the country. And women aren't having babies.

The problem got so bad that in 2007 Russia declared September 12 the official Day of Conception.

On the Day of Conception, people get the day off to focus on having kids. Women who give birth exactly nine months later, on June 12, win a refrigerator.

 

3. Japan

Japan's fertility rate has been below replacement since 1975. 

To offset that decades-long trend, in 2010 a group of students from the University of Tsukuba introduced Yotaro, a robot baby that gives couples a preview of parenthood.

If men and women begin thinking of themselves as potential fathers and mothers, the students theorized, they'll feel emotionally ready to take a stab at the real thing.





4. Romania

The 1960s in Romania were a perilous time for couples. 

Population growth flatlined, prompting the government to impose a 20% income tax for childless couples and to implement provisions that made divorce nearly impossible.

The idea was: If you weren't contributing to the communist state by creating future laborers, you had to contribute with dollars instead.

The 1980s weren't much better, however — women faced forced gynecological exams that were performed by "demographic command units" to ensure pregnancies went to term. When Romanian leadership changed in 1989, the brutal policy finally came crashing down. But at 1.31 children per woman, the fertility rate is still well below replacement.
 

 

5. Singapore

Singapore has the lowest fertility rate in the world, at just 0.81 children per woman.

On August 9, 2012, the Singaporean government held National Night, an event sponsored by the breath-mint company Mentos, to encourage couples to "let their patriotism explode."

The country has also placed a limit on the number of small one-bedroom apartments available for rent to encourage people to live together and, presumably, procreate.

Each year the government spends roughly $1.6 billion on programs to get people to have more sex.



6. South Korea

On the third Wednesday of every month, South Korean offices shut their lights off at 7 p.m. It's known as Family Day.

With a fertility rate of just 1.25 children per woman, the country takes any steps it can to promote family life — even offering cash incentives to people who have more than one child. 

 
7. India

India as a whole has no problem with fertility — the country's ratio of 2.48 children per woman is well above replacement.

But the number of people in India's Parsis community is dwindling — it shrank from roughly 114,000 people in 1941 to just 61,000 in 2001, according to the 2001 census.

That problem led to a series of provocative ads in 2014, including one that read "Be responsible — don't use a condom tonight." Another, geared toward men who lived at home, asked, "Isn't it time you broke up with your Mum?"

The ads seem to be working: By the latest measure, the population has inched back to 69,000.

 

8. Italy

With a fertility rate of 1.43 — well below the European average of 1.58 — Italy has taken a controversial approach to encourage citizens to have more kids. 

As Bloomberg reports, the country has been running a series of ads reminding Italians that time might be running out and that kids don't just come from nowhere.

"Beauty knows no age, fertility does," one ad said. "Get going! Don't wait for the stork," another said.

Couples haven't responded positively to the guilt trip. Francesco Daveri, a professor of economics at Università Cattolica del Sacro Cuore, has called the ads a failure.



9. Hong Kong


With a fertility rate of just 1.18 children per woman, Hong Kong faces the same challenge as many industrialized countries: Without enough young people to replace aging citizens, populations are dwindling and economic growth is slowing.

In 2013, the country proposed giving cash handouts to couples to encourage them to have kids.

The idea took its cue from Singapore, where parents receive a "baby bonus" of about $4,400 for their first two children and $5,900 for their third and fourth.

But in Hong Kong, the plan never came to life.


10. Spain

Fertility rates in Spain are creeping downward while unemployment is rising: About half of all young people don't have a job. It's the second-highest rate in Europe, behind Greece.

To combat the worrying trends, the Spanish government hired a special commissioner, Edelmira Barreira, in January 2017. Her first tasks are finding the myriad causes of the trend and devising macro strategies to reverse it .

There are strong indications that the South African consulate in Lagos might have shut down , trapping hundreds of passports belonging to visa applicants.

It was gathered that the consulate had failed to release the passports of many Nigerians who applied for South African visas for the past two weeks.

Our correspondent gathered that a firm , VSF Global , which processes visa applications for the South African High Commission, had failed to return hundreds of passports received from its Lagos and Port Harcourt visa application centres .

The firm stated on its website that the processing of each application took a minimum of six working days .

Some applicants complained to
SUNDAY PUNCH that the visa application centres had failed to communicate to them about the status of their applications or return their passports .

Despite paying N 30, 000 visa fee , the visa applicants expressed uncertainty over the long silence from the VSF Global .

A businessman , who spoke on condition of anonymity , explained that he submitted his passport to the visa application centre in Lagos about two weeks ago, adding that he had yet to receive his passport , noting that his plan was already in jeopardy .

Speaking to our correspondent on the telephone on Saturday , he said , “ I submitted my Nigerian passport to the visa application centre about two weeks ago, but till date , I have not heard a word from the Embassy or VSF Global . ”

Another applicant explained that his findings indicated that the South African mission was issuing visas only to applicants in the Federal Capital Territory, Abuja .

“ The official told me that the issue may be sorted out this week , but there has been no official communication from VSF Global , ” he stated .

When contacted about the development , an embassy official in Abuja , said he was not aware of the situation at the consulate in Lagos , adding that he could only get a clear picture of things during the week .

The South African High Commission could not be reached for comment as it has no spokesman . VSF Global has yet to respond to an email sent to its official email address on the delay in visa application processing .

The Presidency has condemned the allegation that President Muhammadu Buhari’s Chief of Staff, Abba Kyari, collected a N29 million bribe for the awarding of a contract.

A statement on Saturday by presidential spokesman, Garba Shehu, stated that Kyari did not have any private meetings with the person making those allegations.

He said with crucial elections ahead, some politicians and their media agents appear to be working together to pile pressure on the Buhari administration by wielding non-existent scandals against it.

Shehu wrote: “We equally note that the supply of 15 Hilux vehicles for the Presidency was an unlikely contract to have been awarded, as it did not exist anywhere in the 2016 and 2017 budgets.

“Checking the appropriation for 2016 and 2017, that request is not even there. How could Abba Kyari have asked for money to award a contract that did not exist anywhere at all?

“In addition to that, the amount allegedly given in bribe was also suspicious, as the office of the presidential aide had been known in the past to receive imprest of 200 million naira and above every month, with no one expected to give account.

“It was only since Abba Kyari occupied that position that things changed.

“In blunt terms, it is difficult to make a case of N29 million bribery against an official who spurned a monthly payment of N200 million to his office, money for which he didn’t need to account to anyone.

“Once again, we wish to caution against the media’s haste to publish unverified accusations against government officials simply for the sensationalism value, without journalists doing the due diligence required of them by their profession.”

Retired police officer and lawyer, Barrister Monday Joseph Ebowemen, is being prosecuted in court after allegedly defiling his 15-year-old niece and aborting two pregnancies in quick successions at the Ajah area of Lagos State.

According to the rescuers at Child Protection Network (CPN), the ex-police officer, who is a grandfather, had been defiling the minor from age 12 and got her pregnant twice.

“And today, some elders from his hometown have arrived in Lagos to see how they can settle he criminal offence of child defilement and abortions out of court.

“The child is currently in an undisclosed orphanage in the state. Her mother, Mrs. Mary Ebowemen, warned her not to show up at the house if she appears in court for the hearing,” CPN told THISDAY.

The perpetrator, who is the teenager’s maternal uncle and the owner of Scorpion Security, was said to have impregnated her twice from age 14 and aborted the fetus.

Channels Television has reported the recapture of a Nigerian town in the Northeast of the country by Boko Haram insurgents in the area.
The Boko haram insurgents captured Gudumbali, community in Guzamala LGA of Borno State on Friday forcing its residents to flee to neighbouring towns and communities.

The town had first been captured about four years ago by the insurgents during the height of the insurgency when Boko haram controlled an area the size of Switzerland and France in Nigeria’s northeast.


The town was however recaptured by Nigeria Army personnel about a year ago with the residents only just returning in trickles before the community was recaptured by Boko haram on Friday.
About 378 families composing about 2000 individuals began their journey back to Gudumbali after nearly five years in a camp for Internally Displaced Persons, IDP in Maiduguri, the Borno state Capital.
On returning however, the returnees discovered the town had been recaptured by Boko haram since Friday.


According to Channels Television, one of the returnees who escaped the latest onslaught said the insurgents asked them to vacate the village immediately because they had a different mission.

This represents a shift in Boko haram tactics from time past when they usually slaughter most of the inhabitants of any Nigerian territory they capture and impose strict Islamic rule on the survivors.


Some of the returnees escaped to nearby villages around Monguno and Gubio local government even as the Nigeria Army is yet to confirm or deny the attack.

Boko haram has gained resurgence lately especially after being bolstered by escaping Islamic State jihadist fleeing from defeat in Iraq and Syria where they had declared a caliphate howbeit unsuccessfully.

A man has been sentenced to 33 years in jail after he was found guilty of defiling his niece.

James Muthoka was facing incest and defilement charges, offences he allegedly committed on the night of January 25, 2016, at his home along Mombasa Road.

Police said that Muthoka made a concoction out of Piriton, Panadol and malaria tablets to induce his sick wife to sleep.

The court heard that his wife fell asleep, living the 15-year-old niece at Muthoka’s mercy on the night of the incident.

The accused is said to have then sneaked into the minor’s room where he began caressing and eventually defiled her.

After the ordeal, he reportedly threatened to kill the minor if she revealed to anyone what had happened.

The girl, however, told Muthoka’s wife about the incident, leading to his arrest.

In his defence, Muthoka claimed he had quarrelled with his wife over money and that his wife had ‘left him’.

The court found Muthoka guilty of the offence having been positively identified, and from a medical report presented in court.

It appears the Attorney General of the federation, Abubakar Malami, has an ulterior motive over pursuing the actions that led to the N5.87 billion fines slammed on four Nigerian banks by the Central Bank of Nigeria (CBN). Sources yesterday said that Malami sent a letter instructing the banks to pay the fine into a so called ‘ASSET RECOVERY ACCOUNT’ different from CBN’s, despite this act being outside its regulatory purview. “There is a conflict between the Attorney General and the Central Bank as to where the fine imposed on the four banks by the latter will be paid,” one source with knowledge of the matter said.

Sources say that in the past when Banks paid fines imposed by the CBN it never went into any strange bank account. It would also be codified and explained clearly to the affected financial institution. “It appears that they are making this up as they go and it is very embarrassing for the nation, in addition to being quite dangerous for the stability of the financial system,” the source said. Sources tell BusinessDay that the letters sent out by the attorney general’s office to the banks had numerous errors and wrong details. Some had wrong figures, wrong bank addresses, confused the titles of those it was addressed to in some cases, and in one case mixed up Stanbic IBTC, with Standard Chartered Bank. BusinessDay has learnt this is all happening to protect the fees the lawyers used to ‘investigate’ the new MTN CCI allegations will ultimately earn.

“There is complete shock and consternation in the financial services industry,” the CEO of a major securities firm says. The CBN yesterday debited the accounts of the banks for the sum of N5.87 billion as payment for the imposed fines. It is not the duty of the AG or the ministry of justice at the Federal levels to give such instructions to counter what the CBN has done,” Okezie said by phone. The Vice Chairman, Okezie concluded by saying “we are carrying on with our advocacy work to protect the interest of the organized private sector and Nigerians, and at our next council meeting, the committee that is in charge of this matter would have given us a report which we would look into and make recommendations to the presidency and all the stakeholders involved.” Responding to the banks’ being debited by the apex bank, Bismarck Rewane, MD of economics consulting firm Financial Derivatives said “it is just a sign by the CBN to show that they are serious, although penalties can always be refunded after the case has been resolved.”

Suspected herdsmen have killed three policemen at Bujum Kasuwa community in Taraba State. The Police Public Relations Officer in the state, David Misal, disclosed this reporters on Friday in Jalingo, the state capital.

Mr Misal said the assailants also killed two vigilante officials during the attack on the community in Lau Local Government Area of the state.

He explained that the slain security operatives ran into an ambush on Thursday while responding to a distress call from residents of the community.

The police spokesperson said the remains of the officers have been moved to the mortuary of the Federal Medical Centre, Jalingo.

He also condoled with the families of the slain officers on behalf of the police authorities in the state.

Thinking leaders use such moneys to create scholls that will teach shoe-making, hair barbing, refrigerator repairs, clothes dying, leather tanning, soap and pomade-making, car repair, phone repair etc.

They then give graduates of these training support to start their businesses or what they trained for.

But the lacklustre ideas-challenged mumus in power in Aso Rock want to dash the moneys to the poor, and in 19 states of 36.

An Abuja-Kaduna train with identification SP00003, which took off from Kaduna, heading to Abuja, has broken down on the outskirts of Jere Local Government Area of Kaduna State, an area notorious for kidnapping and armed robbery.

The incident prompted anger and disappointment from the passengers on board the train.

The News Agency of Nigeria reports that the train, which took off at about 10:35 am on Friday, stopped in Jere at about 12:20pm.

After a few minutes, an announcement was issued to the passengers apologising for the stoppage, which was blamed on a mechanical fault.

The apology, however, did little to douse the anger of some of the passengers.

Usman Bala, a passenger, said he regretted taking the train, and that despite the high cost of tickets, the locomotive coaches were not being well maintained to avoid breakdown.

“This is typical of Nigeria. Nice idea, but no maintenance culture. I took this train hoping to meet a 1pm marriage ceremony. Now it is too late.

“I regret not taking a car. I would have been in Abuja now,” he said.

Another passenger Aisha Bature, also blamed the authorities in charge of the train, accusing them of diverting proceeds meant for servicing the coaches.

“Despite the high transport fare, look at what we’ve got for showing faith. Is this what I am paying N1, 300 to Abuja for?

“Look at it, no maintenance. Honestly, I am disappointed,” she lamented.

Olukunmi Williams, also a passenger, said he was angry and uncomfortable because of the location where the train broke down which according to him was not safe and no alternative means of transport was available nearby.

“We are in the middle of a bush. We are not safe. Anything can happen. That is why I am very uncomfortable with this development. All I want now is to be where we are safe.

“It is not a crime if there is a breakdown, but our safety should not be compromised in the process. I am very disappointed. The train authorities have failed us,” he said.

NAN also reports that he management of the train service promptly sent another locomotive to the location to convey the passengers to their destinations.

The management apologised to the passengers and promised that such development would be avoided in future.

“The Catch-22 right here for President Obama is if he were to go out on the campaign trail and not mention Donald Trump, no one would be interested,” Lane said. “So, in a way, there’s no point campaigning unless you’re going to break this long-standing norm, because it’s the only issue in the campaign.”

Pencils being produced in Nigeria are now being used in schools in Philadelphia, U.S.A, after being exported from Nigeria. John Etim, a former president of Akwa Ibom State Association of Nigeria, USA (AKISAN), while holidaying in Akwa Ibom bought 10 cartons of 144 dozens of AKEES pencils which he distributed to various schools in the region. 

Akwa Ibom State produces over two million quality pencils for the nation and neighbouring countries, according to reports. 

The high quality pencils and toothpicks are produced through Akwa Ibom Enterprises and Scheme (AKEES) factories.

The family members of Damilare Taiwo, an Economics student at the University of Lagos, Akoka, have been thrown into mourning following his death a day after he resumed for training at the Nigerian Defence Academy in Kaduna State.

The army authorities reportedly said the 20-year-old slumped and died during a training session last Tuesday.

But the family told Saturday PUNCH that the circumstances surrounding Damilare’s death aroused suspicion, claiming that he was beaten to death.

A brilliant student with a CGPA said to be in the range of Second Class Upper Division, the native of Ile-Ife, Osun State had always wished to be an accomplished army officer.

He had applied for the Regular Combatant Course of the NDA in 2015 at 17, but did not make the list of the successful candidates. Undeterred by hard luck, promising Damilare reapplied for the programme a few months ago.

He was shortlisted on August 8, 2018 among the 10 selected candidates from Osun State for the 70 Regular Combatant Course, coincidentally at a time when he was rounding off his first degree project.

On Saturday, August 25, his father saw him off to Ikorodu Garage – some distance from their residence – beaming with joy that the first child of the family was about to embark on a journey to attain enviable ranks in the profession he had been nursing for years.

“He left Lagos for Kaduna that Saturday, a day after he concluded his project in school, and reported at the training camp on Monday, August 27,” the deceased’s father, Mr. Taiwo Oyedele, told our correspondent.

Narrating Damilare’s journey through life, Oyedele said his death came to the family as a rude shock.



The father recalled, “He finished his secondary school education in 2014 and gained admission to UNILAG the same year to study Economics. He was just 20 years old. He just completed his project.

“When he wanted to leave for Kaduna that Saturday, I advised him to be a good ambassador of the family and prayed for him. He was an easy-going child. He had always wanted to be a soldier.

“In one of his pictures on Facebook, he edited the image of the late Gen. Murtala Muhammed in the N20 note and replaced it with his picture. That is to tell you the passion he had for the Force and how far he wanted to go.

“He had been showing interest in the army since 2011 when he was 13. It is so unfortunate that he could not accomplish his mission.

“The army sent some officers to us last Thursday to tell us about his death. They told us that he collapsed during a training session on Tuesday (August 28).”

Oyedele, a building material dealer, described his son’s death as devastating to the family, lamenting that they had invested so much hope in him. For years, the businessman would battle to get over the heartache of the irreparable loss.

A devout Christian, Damilare was fondly addressed as ‘Pastor Dammy,’ ‘one of the God’s Generals,’ ‘Woli agba,’ among other religious nomenclatures.

“There is no way I can forget him. He was my first child. He was very devoted in churches, both at the community and in his school. It is only God that can comfort me. He was a role model to his two siblings.

“He was a cool-headed person. If he was not reading, he was surfing the Internet, studying the Bible or helping his mother in her shop,” the father added in a hushed tone.

While Oyedele managed to control his emotion, his wife, was inconsolable, crying uncontrollably. She had passed out on hearing the sad news and did not regain consciousness until she was taken to a hospital.

The intensity of her wailing during an encounter with our correspondent six days after the incident showed that the family had, indeed, lost an illustrious son.

She said mournfully, “Won ti kan mi leyin okan (They have broken my canine). I learnt my son was beaten to death whereas the army told us he fell and died.

“I don’t want my son to die in vain. The military said he would be buried in Kaduna, but I don’t want my son to be buried there. They should bring his corpse to Lagos.”

Damilare’s younger brother, Moses, explained that his death was painful, noting that he died with many beautiful plans he had for the family.

“There were a lot of promises. He personally promised to be giving me N10,000 out of his salary every month,” he said.

Moses, who also claimed his brother died under questionable circumstances, urged the military authorities to conduct a postmortem on his corpse.

He added, “The military officers that came told us that he slumped and died. But some of his colleagues called and told us that he was beaten to death during ‘welcome home’ tradition at the camp. They said he was complaining that he was tired, but they did not leave him. The witnesses were afraid to speak out so that they would not run into trouble. We are going to take it up; we want to know the cause of his death.”

Meanwhile, friends of the deceased have paid glowing tributes to him on Facebook. One of his friends by the alias, Gallant Captain Whale, described Damilare as “his mentor.”

Whale wrote, “We love you but God loves you more. I won’t forget moments we spent together, my mentor right from school days. Even at death, you are brave. I love you brother from another mother. Rest in peace.”

To Okpewho Abednego Fikioghene, Damilare was “a leader” from whom he had learnt while they were in secondary school.

He said, “RIP, Damilare. You were the Asst. Head Boy, 2014 set; I was the Asst. Head Boy 2015 set. It was a privilege to learn from a leader like you. Live on; your legacy still remains.”

“It really touched me. Everyone said good (things) about you when you left. God loves you most brother. Rest in peace,” another friend, Its Ba Smith, wrote.

The Course Adviser of the deceased at UNILAG, Dr. Ayodele Shittu, said he was Damilare’s confidant, adding that he was in his office to bid him farewell to Kaduna for the training.

Shittu said, “He was very humble and respectful. Academically, he was very sound and he would be finishing with a very good 2:1 (Second Class Upper Division). He had completed his project.

“The news of his death was very shocking. He came to my office while he was leaving. He hardly hid anything from me. I will miss him.”

Efforts by Punchng correspondent to get the reaction of the NDA to the incident and the allegation raised by the family proved abortive.

When our correspondent contacted the the Director, Defence Information, Brig. Gen. Jogn Agim, he directed him to one Major Yahaya, who said he was no longer the NDA spokesperson.

Yahaya gave Saturday PUNCH the phone number of one Major Abdullahi said to be the current spokesperson for the academy. But when contacted, the receiver said it was a wrong number.

The Federal Government had in March, 2018 claimed that it had so far shared N1.9 trillion among states as support from the Paris Club refund.

State governors across party lines are presently fuming over an alleged secret payment of N16.67 billion, said to be the last tranche of Paris Club refund payment to Osun state government.

The state government was in December 2017 paid along other states by the federal government the third tranche of the refund, amounting to N6.3 billion.

Paris Club refund is a partial settlement of long-standing claims by state governments relating to over-deductions from their Federation Account Allocation Committee (FAAC) payments for external debt service between 1995 and 2002.

Three tranches had been released earlier to all the states, with the last released alongside the December 2017 federal allocations to enable most of the states owing months of staff salaries offset the backlog.

At least three state governors from both the ruling APC and opposition PDP who spoke to Saturday Sun on the latest payment yesterday expressed anger over the secret manner the payment was made to only Osun. 

They argued that the refund was made to empower the state government successfully prosecute the September 22 governorship election in which the APC candidate, Isiaka Gboyega Oyetola is facing a strong challenge from the candidates of at least three other parties; PDP, ADP and SDP.

“All states and governors need money at this critical time to pay workers salaries and provide basic infrastructure needed by our people but instead of the federal government treating us equally, they have chosen to pay only Osun state this huge sum at the expense of the rest of us who are equally in dire need of whatever refund we have left”, one of the state governors told Saturday Sun yesterday.

Another governor who also sounded unhappy about the development said “the secret payment was all geared towards mobilizing for APC in the coming governorship election in Osun and certainly not for the state workers. Otherwise, it should have been a general and open payment to all the states.”

The third governor who also said he got wind of the payment vowed that he was going to mobilise his colleagues to pressure the federal government to release whatever is due to other states without further delay. “What is sauce for the goose is sauce for the gander”, he stressed.

The Federal Government had in March, 2018 claimed that it had so far shared N1.9 trillion among states as support from the Paris Club refund. Vice President Yemi Osinbajo made this known in his address at the fourth edition of the Ogun Investors’ Forum in Abeokuta.

Osinbajo said that the Muhammadu Buhari-led administration had continued to extend equal and unbiased support to states of the federation regardless of party affiliations. He said it would be difficult to point to any government that had been more supportive in the development of the ambitions of states as the present administration.

The Vice President had recalled that no fewer than 26 of the 36 states in Nigeria could not pay the salaries of their workers when the present administration assumed power in 2015. Osinbajo explained that the federal government, however, came to their rescue by extending funds to them.

The founder and leader of True Fire Prophetic Word Ministries, Prophet Nigel Gaisie, has revealed that he had on some occasions ended up sleeping with other women apart from his wife.

According to Nigel, women are his greatest weakness, and many of them make advances towards him.

Nigel made this revelation in an interview with Blakk Rasta on Accra-based Zylofon FM.

Revealing why he had ‘fallen’ many times to sleep with other women as a self-acclaimed man of God and a married man, Nigel said he found it hard to resist temptation.

The National Emergency Management Agency (NEMA) and the National Hydrological Services Agencies (NHISA) have warned that 12 states across the country would soon experience flooding due to torrential rain falls.

The two agencies gave the warning on Friday during an emergency stakeholders’ meeting held with relevant stakeholders in Abuja.

Mr Clem Nze, Director, Engineering Hydrology, NHISA, listed the states to include: Kogi, Kebbi, Niger, Kwara, Edo, Anambra, Rivers, Bayelsa and Delta states, from the River Niger axis.

He also listed Taraba, Benue and Adamawa as states to be affected from the River Benue axis.

The expert also warned that the flood might be eminent, noting that all the indices that played out before the 2012 flooding had already manifested.

He said that the decision to raise the alarm was to ensure preparedness among stakeholders and residents of flood-prone communities.

Nze revealed that as at Friday, the height of River Niger in Lokoja was at 10.1 meters as against the 9.74 meters in 2012, adding that the continued to rise on hourly basis.

The director said that that the water levels were increasing due to the opening of the Shiroro, Kanji and Jebba Dams.

“As at today, our hydro-logical measuring station downstream the confluence in Lokoja recorded a stage height of 10.1m and a discharge value of 21, 326 cubic metre per second.

“As against lower values of 9. 74m and 19,762 cubic meters per second recorded on the corresponding date of 2012 when the flood occurred.

“From the foregoing, it could be said that all the indices that caused the 2012 river flooding have manifested, except spillage of water from the Lagdo Dam,“ he said.

“It would be noted that it was on Sept. 29, 2012 that the maximum flood level of 12 .840m and the corresponding discharge of 31,692 cubic meters per second were recorded at our station in Lokoja, downstream the confluence.

“By the 2018 Seasonal Rainfall Prediction released earlier in the year, Sept. 28 is the earliest cessation date of rainfall in Sokoto and Katsina while December is the earliest cessation date for the southern coastal cities.

“The implication of this is that, the northern part of the country should be expecting more rains in the next three weeks.’’

Earlier, Mr Mustapha Maihaja, Director-General, NEMA said that the emergency meeting was called following the update on the flood situation received from NHISA and described the development as alarming and urgent.

He said that the meeting would also review the situation with a view to classifying the possible dangers, assess preparedness at individual and collective levels.

Maihaja said that this was to ensure that every relevant agency was ready for any eventuality, if the water level keeps increasing.

“This is a serious meeting; we must put heads together to first classify the situation, whether it is still yellow or red.

“If it is red, surely we should act and part of the acting is the suggestion to set up a committee of five groups of three personnel from various sector to visit the front line states.

“It is for them to meet with the officials, go down to the villages that are really critically under threat and use all avenues to enlighten them.

“To invigorate our enlightenment campaign electronically and physically to ensure that everybody is well informed as required by the law.

“ Secondly, we access our preparedness, informing our stakeholders so that wherever there is any equipment that is required, it is ready for deployment, should anything happens,’’ Maihaja said.

He called on state governments to provide alternative accommodation for those in the flood affected areas so that they do not camp in schools, especially as the schools are now in session.

The News Agency of Nigeria (NAN) reports that stakeholders from the Nigerian Meteorological Agency (NIMET), Ministries of Environment, Water Resources, Education, Health and Agriculture attended the meeting.

Other stakeholders present include representatives from the Defence Headquarters, Federal Fire Service, Nigeria Security and Civil Defence Corp (NSCDC), relevant UN agencies and other international organisations.

The stakeholders affirmed their preparedness to swing into action in the case of any flood disaster in any part of the country. (NAN)
