FRSC to close Lagos-Ibadan Expressway for 18 weeks

The Federal Road Safety Corps (FRSC) has announced complete closure of Sagamu-bound carriage way of the Lagos-Ibadan Expressway.

The corridor of the highway will be closed down for reconstruction work from 2nd September 2, 2018 to 15th January, 2019.

This was contained in a statement signed yesterday by the FRSC Public Education Officer, Ogun State Command, Florence Okpe.

Okpe said there will also be temporary diversion of traffic to incoming carriageway between Kilometre 27 which is about 200 metres before the Redeemed Christian Church of God (RCCG) camp Car Park C U-turn to Kilometre 25 after the camp’s main gate.
She explained that the closure will enable the construction company handling the reconstruction of the highway, Julius Berger Nigeria Plc., to carry out the resurfacing work on the Lagos- Sagamu segment of the expressway.

She added that the development would automatically narrow the Lagos-bound traffic way to accommodate the Sagamu-bound motorists, thereby making it two lanes for both Lagos and Sagamu bound travellers to ply.

Okpe assured that men of the FRSC and other traffic management agencies would be deployed to ensure orderliness and control the diverted traffic for the period of diversion.

She further quoted the Sector Commander, Clement Oladele as enjoining motorists to cooperate with the FRSC and other sister traffic management agencies for the inconveniences that might be experienced pending the completion of the road reconstruction.

The statement reads: “This is to inform the motoring public that there will be temporary traffic diversion on the Sagamu bound traffic along the Lagos-Ibadan Expressway from KM 26 around 200 meters from the existing RCCG CAR PARK C U-TURN to KM 28, being a location just after RCCG Maingate and narrowing of Lagos bound traffic carriage way to accommodate 2 lanes both for Lagos and Sagamu bound traffic respectively from Sunday 2nd September, 2018 to Tuesday 15th January, 2019.

“This is to enable Julius Berger Nigeria Plc., the construction company rehabilitating the Lagos to Sagamu segment of the Lagos-Ibadan Expressway carry out resurfacing work on the Expressway.

“The Federal Road Safety Corps, Ogun State Sector Commander, Corps Commander Clement Oladele has therefore advised motorists to bear with the inconveniences of the temporary diversion and cooperate with the FRSC patrol team assisted by sister traffic and emergency agencies that will be strategically deployed to control the diverted traffic throughout the period of the diversion.”

“Motorists are accordingly advised to note that this may increase the time of their usual travelling period and should therefore increase the time of their travelling period whenever using this corridor during the period of the temporary diversion of traffic.

“They are to drive within the maximum speed limit of 50km per hour, prescribed by the National Road Traffic Regulations, 2012, as maximum speed at construction zones.

“They are also to observe lane discipline and enjoined to drive cautiously while obeying traffic rules and regulations around the diversion area and on all other road corridors.”

Nigeria's Secretary to Government of the Federation has thrown more light over reports that Buhari has plans to Islamise Nigeria.

Boss Mustapha, the Secretary to Government of the Federation, SGF, has cleared the air as declared that President Muhammadu Buhari has no plans to Islamise Nigeria.
 
The SGF spoke at the two-day peace summit organised by the Northern chapter of the Christian Association of Nigeria (CAN), yesterday in Jos, the Plateau State capital.
 
Mustapha said the country has been a member of Organisation of Islamic Countries since 1969 and Sharia law has been recognised by the country’s constitution since 1979.
 
He said: “There was a dummy sold to Christians that there is a plan to Islamise Nigeria. If there is truly an Islamic agenda, why is there no Christianity agenda?

“We first had an observer status in 1969; that’s how we first got there (OIC). In 1986, under IBB, was when we graduated from observer status to active full membership.

“By that, we became full members with voting rights and had the right to be voted into office.”

On the issue of Islamic Bank, the SGF pointed out that it was initiated by former President Olusegun Obasanjo in 2005 and not Buhari’s administration.

“Obasanjo took the decision because of the benefits that would be accrued to the country in his best of judgment as the leader.

“And Ngozi Okonjo-Iwela, former Minister of Finance, became the executive director of the bank and since then, every Finance Minister including the present one is an Executive Director of that bank,” he said.

The Director of Adoration Ministry, Enugu, Nigeria, Rev. Fr. Ejike Mbaka, has alleged high level of the Federal Government’s marginalisation of Ndigbo in the scheme of things in Nigeria.

The fiery priest said he is pained that in spite of his support for President Buhari, Igbo are so marginalised to the extent that he slept in Abuja for weeks to get a loan from the Bank of Agriculture to energise his farming vision in order to create jobs to teaming unemployed graduates. 

Fr. Mbaka, who spoke yesterday at the Adoration ground, during the flag-off of a three-day farmers empowerment programme by Multi-Life Saver’s, a corporative society made of 18 clusters with 5,000 members and visiting officials of the Bank of Agriculture, described the government agricultural programme as ‘poor claim and fake’.

He said the cooperative has 470 hectares of farmland with Certificate of Occupancy, but could not get loan because he was not a northerner.

“Whenever I went to obtain loan from the Bank of Agriculture, they would tell me to get a commercial bank that will do this and do that. The commercial banks will asked me to brink the feathers of one snake and leg of snake. This went on for many years and we are ready to impact significance into our agriculture; the only barrier is funding and encouragements,” he said.

Mbaka begged the officials of the Bank of Agriculture to give his cooperative loans to help him create employment opportunities for the youths who have no jobs or either hope of getting a job.


He said: “It’s a sad development; if a northern has this kind of vision they would come around him, but here, we are alone. We started it in Adani and there was no help; there was flood and we lost N830 million and I went down to Nkereife. We had the largest poultry farm in the east of the Niger. In one day we lost 939,000 births. With the type of courage God gave to me, nobody knew and nobody will know apart from the fact that I’m disclosing it now. No encouragement and they are longing for authentic farmers, and we are farmers.

“So, please, on behalf of the adoration members, we want them to monitor the funding and implementation. We don’t kill criminals here, we kill crime. If you go to Aqua Rapha investment Ltd, we have thousands of them working, yet, we don’t have governments’ support apart from Governor Ifeanyi Ugwuanyi, who remembered us and created a road to this place. 

People thought President Buhari is helping me, but he is not helping us with one kobo. So, those who could have been helping thought he was helping and now he has become a hindrance. 


“If you go to the North, you would see how billions are spent there. If you go to my farm, there is a River that separates the land which makes it difficult for me to move equipment, and now, I’m doing the bridge by myself without help from anywhere, yet, I’m a priest.

“So, I’m representing the poor, that is why I’m attacking many governments because when they cannot help the poor who I represent, and when the pressure is too much on me, I attack them.

“Why can’t the federal government which claims to support agriculture not help the agriculturist? So, it is a poor and fake claim. Why can’t we have here a pilot farm that would be the eyes of this country? “We have in our aquaculture fishes one of the species which contains five billion fishes, but lack of good road to the farm led to the closure of that farm and the federal government is aware of this. So, for me, it is not just negligence, but wickedness and unhealthy marginalisation, because I’m not from the North. If a northerner had this kind of vision, from the Central Bank, order will be given. There are subsidies here and there to be granted, not even loan. They will have to seek grants, give the farm grants for whatever it takes. That is why the Igbo are crying. Some of us have been friends with the president, but when you seat down and think deeper, you see his nepotism,” he lamented.

As campaigns for next year’s election gather momentum, a Peoples Democratic Party (PDP) presidential aspirant, Kabiru Tanimu Turaki, has explained how the incumbent, President Muhammadu Buhari, failed to meet the expectations of northern electorate, insisting that he can no longer garner majority votes in the zone as he did in previous elections. The frontline presidential aspirant also restated his vow to implement the principles of restructuring to ensure peace, justice and fairness needed for the acceleration of development in the country.

Turaki, who was Minister of Special Duties and Inter-governmental Affairs during the Goodluck Jonathan administration, stated this, yesterday, when he picked his nomination and expression of interest forms at the party’s national secretariat to contest the October 6, 2018 PDP presidential primary. The aspirant, who was represented by Sola Atere, Director General, Kabiru Turaki Campaign Organization, Turaki; accused the ruling All Progressives Congress (APC) of claiming credit for projects almost completed by previous governments.

He accused the current administration of lacking in vision for development and stabilizing the country, contending that the scenario from previous other General Elections, where Buhari secured majority votes from the north, will not repeat itself in next year’s exercise.While attributing the development to what he called the poor performance of the present government in the last three years, he added: “Things have changed. When you have not been in power, you can make all sorts of forecasts. Now, the scenario has changed. Nigerians have seen to what extent the APC government can perform.

“And if you look at a lot of the projects they are laying claims to, they were established by the PDP. Look at the railways for instance, the one from Abuja to Kaduna, they themselves reported at some point that the Jonathan administration had gone over 60 percent as far as that project is concerned. “The so-called overwhelming majority votes they are laying claim to would have been reduced. Because look at the economic situation. Where people are complaining that they cannot even have one square meal, how do you expect them to come out and go and aggravate votes up to 12 million for somebody who has been the architect of their misfortune?”

On the prevention by the federal authorities of a rival presidential aspirant, Rabiu Kwankwaso, from using Eagle Square for the declaration of his presidential ambition, Turaki said this would negatively affect the electoral fortunes of the APC.“It would translate to more sympathy votes in favour of PDP in APC strongholds. The injury they are inflicting on Kwankwaso, is one of the things Nigerians will see and will not vote for them.

“And that is part of the factors that will reduce the 12 million votes. Having said that, they are doing nothing new, because since they have come, they have been harassing people. You saw the Gestapo approach in arresting judges. People know that they are just abrasive. “But, I can assure you, if we get the ticket, it is going to be a different ball game, because we are not going to accept that. Of course, the international community is watching. It is part of the game plan to harass people, intimidate people and possibly anybody that they see that has strong potential to challenge their own candidate; they want to beat them down. So that at the end of the day, they want to have a semi-autocratic regime in place,” he said.

Also speaking at the Unity Hall of the Government House, Asaba, while addressing Delta State PDP Executive Committee, delegates to the party’s national convention, in continuation of his consultations with stakeholders across the country, the presidential hopeful lamented the resurgence of agitations for ethnic self-determination.He said: “We are getting to a situation where citizens are considering self-help measures to address their problems because of the divisiveness and open discrimination by the APC government because certain parts of the country did not vote for the party.

“The attitude of the government has heightened mutual distrust among the people to the extent that some are even doubting the sustenance of the Nigerian Project today.”Turaki, who is a Senior Advocate of Nigeria, noted that some of the laws, including the constitution were skewed in a manner to sustain the imbalance in the polity, giving rise to agitations by component parts, a development, he said, has necessitated the call for restructuring, starting with the review of relevant laws.

While stressing that it was not enough to speak about restructuring without outlining a roadmap for addressing the concern, Turaki remarked that it was essential to address restructuring from the perspectives of devolution of power, resource control, true fiscal federalism, creation of states and the issue of state police that have agitated the minds of people.

He maintained that he would implement the recommendations of the 2014 National Political Conference that was disregarded by the APC government, saying it could have quelled the agitations for self-determination.He said he has the capacity to take the required decisions to tackle the perennial security challenges having served as the chairman of a presidential committee that made extensive and holistic recommendations on the problem, but were also disregarded by the current administration.

Turaki dismissed insinuations over the number of presidential aspirants in the PDP, saying there was no cause for alarm, but advised that the party should elect a person like him who can rekindle the spirit of patriotism in the people, a bridge builder who is well educated and imbued with integrity, credibility, experience and dynamism, as well as the fear of God.

The reasons for the scarcity and high price of the locally made rice in the market, has been revealed by the Federal Ministry of Agriculture and Rural Development.

The Federal Ministry of Agriculture and Rural Development on Wednesday blamed the scarcity of local rice in Nigerian markets to disconnect between integrated rice millers and the supply chain.
 
Fatimah Aliyu, a Deputy Director, Rice Value Chain in the ministry, stated this in Abuja.
 
Mrs Aliyu spoke at the 2nd National Congress, Policy Dialogue and Inauguration of the Board of Trustees of Rice Assured Advocacy Forum (RAAF), facilitated by John A. Kufuor Foundation (JAKF).
 
She said though there was a huge market for local rice, integrated millers were reluctant to push out their products for fear of price competition with imported rice.
 
Mrs Aliyu was responding to complaints by representatives of some rice millers who claimed that most Nigerians preferred imported rice to local rice because of its cheap price.
 
The millers blamed the high price of local rice on production cost, resulting from poor power supply, high transport fare and smuggling of foreign rice.
 
“There is market for Nigerian rice. There are people willing to pay the high price for it because of its high nutritional value, but they cannot get it to buy. There is that market disconnect that has to be looked into,’’ Mrs Aliyu said.
 
She urged stakeholders in the rice value chain under the RAAF’s platform to brainstorm on the issue and come out with suggestions on how to tackle the problem.
 
“We are open to all those suggestions because it is part of policy advocacy.
 
“Once you, the stakeholders, give us those suggestions, the government is going to look at them because the situation is also a problem to the government.
 
“Integrated millers have invested so much in the business, and even government has also invested so much in it. So, it is of importance that integrated millers succeed,’’she said.
 
The first National Deputy President of RAAF, Rafau Lawal, called for a policy to encourage consumption of Nigerian rice as is done in Tanzania and other countries.
 
Mr Lawal said that one of the policy measures being looked at was the branding of Nigerian shops for local rice.
 
The News Agency of Nigeria (NAN) reports that RAAF is a national dialogue platform, aimed at harmonising rice value chain actors in Nigeria to advocate for better policies in the sector.
 
It was set up during the first phase of the Competitive African Rice Initiative (CARI), between June 2014 and June 2018.
 
The platforms are currently operating in 17 states in the country.

A bricklayer who also claim to be a prophet has been apprehended by the men of the Police Force for killing his lover, and cutting-off her body parts for ritual purposes.

Operatives of the Nigerian Police from the Ogun State Command have apprehended a bricklayer, Olusola Akindele, for allegedly killing his lover, simply identified as Iya Anu, for ritual purposes.
 
According to PUNCH, the 42-year-old suspect allegedly invited the deceased to his rented apartment at Itoki, Agbado, in Ifo Local Government Area of the state, where he allegedly killed her after he had had s-x with her.
 
It was gathered that Akindele, who claims to be a prophet, was said to have, thereafter, used a pestle-like wood to smash Iya Anu’s head, and later cut off her head and hands, while he also allegedly removed her intestines which he allegedly took to a pastor.
 
The cleric identified as Ayodele Bamiduro, who received the human parts was the founder of Lion of Judah Church of Christ on Robiyan Street, Abule Ijoko in Ogun State, has been arrested by the Police.

The two suspects were later driven to Bamiduro’s church, where the victim’s head, hands and the intestines were buried in a far corner of the compound.
 
Investigations revealed that Akindele dumped Iya Anu’s decapitated body in an uncompleted building next to the bungalow where he lived. The decomposing body has since been recovered by the Police and the men of Vigilante Group of Nigeria in the area.
 
While speaking to a correspondent, the state Commissioner of Police, Ahmed Iliyasu, described the act as a conspiracy, murder and ritual.
 
He said it was on August 10, 2018 that the Baale of Igbore Robiyan reported the discovery of a decomposing headless body in an uncompleted building within the community to Agbado Divisional Police headquarters.
 
He said Akindele confessed that the deceased was his lover and that they had dated for two years before he killed her.
 
Confessing to his crimes, Akindele told journalists that he did not know why he killed his lover. While Bamiduro, on his own part, said though he knew Akindele, he did not contract him to kill anyone. Akindele corroborated the claim.

The President of the Senate, Bukola Saraki, has denounced the last-minute cancellation of the approval earlier granted to Senator Rabiu Kwankwaso, to use the Eagle Square for his 2019 presidential declaration.

The denunciation is contained in a statement signed by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, in Abuja on Wednesday.

Saraki was quoted as saying “The refusal to allow Senator Kwankwaso to utilise the Eagle Square for his presidential declaration, despite an earlier approval, sends a wrong message about our democracy, particularly the tolerance level in our politics.

“That square belongs to all Nigerians because it was built with public funds. We hope this is not what we will be seeing as we approach the 2019 General Elections.”

Recall that the Federal Capital Territory Administration denied him the use of the Eagle Square and the International Conference Centre, which he had initially booked for the occasion.

The FCTA had claimed that it took the action because Wednesday was work day and that the event would impede movements of workers.

The Senate President insisted that the “Eagle Square belongs to all Nigerians,” noting that the cancellation sent a wrong message about the tolerance level in our politics.

Meanwhile, Kwankwaso has declared his intention to run for the presidency in 2019 on the platform of the Peoples Democratic Party.

Kwankwaso, who used a private hotel for the declaration in Abuja on Wednesday, promised to provide what he called “value -added leadership” if elected.

Dressed in white kaftan with a red cap, Kwankwaso exuded confidence as he spoke amidst shouts of “kwankwasiya” by his supporters, who came from across the country for the event.

He said, “As I formally declare my intention to vie for the office of the President on the platform of the PDP, I promise you a value-based leadership.

Kwankwaso listed national unity and cohesion, restructuring and qualitative education as some of the key areas he would focus on if he was elected President.

The former governor, who was a minister of defence, stressed that his administration would focus on economy, human capital development, global competitiveness as well as research and innovation.

He said, “The primary responsibility of the government is security of life. My understanding of national security transcends the stereotype limiting it to the armed forces and other security agencies.

“As former Minister of Defence, I understand security from that point; it covers more and includes the entire scope of food, health care delivery, education, economic prosperity, and enjoyment of human rights on the physical defence and security side.

“There is the need for welI-timed, motivated, well-equipped and intelligence-propelled security architecture. That requires decisive options of strengthening and equipping the military while restructuring the police to make it more effective.”

He said his administration would also pursue other institutional reforms in the polity.

Kwankwaso maintained that the priority of his leadership would be the enhancement of a united Nigeria driven by productivity.

He added, “A key propellant of our journey must be a committed desire to ensure that the labours of our heroes shall truly not be in vain.

“We will strive to create an atmosphere where every Nigerian has an equal opportunity to contribute.

“Our restructuring will be to ensure an inclusive political, social and economic space for all. All of this will ensure that first we are Nigerians.”

Kwankwaso pointed out that he would lead a Nigeria where people are educated and exposed beyond the confines of their tribe, religion, linguistic group or place of birth.

“l want to lead a Nigeria where citizens respect their leaders and leaders lead and forge a team to promote and protect the interest of all Nigerians.

“I want to lead a Nigeria where all are comfortable anywhere and on any positive issue can compete fairly with their peers without favour or discrimination.

“Education in Nigeria will be rejuvenated and restructured to make future generations not only problem solvers but proud custodians of their culture, heritage and history and also for creating confidence in all Nigerians across all the states, sectors and talents,” he added.

Linking us to Kwankwaso’s inability to use Eagle Square mischievous – APC

The All Progressives Congress has described attempts to link it to the inability of an aspirant of the Peoples Democratic Party to secure the use of the Eagle Square, to declare his intention to run for the office of President as mischievous.

Although the APC did not name the aspirant, only former Kano State Governor, Senator Rabiu Kwankwaso, was on Wednesday denied access to the Eagle Square after he had paid for the use of the facility for his declaration.

In a statement signed by its acting National Publicity Secretary, Mr Yekini Nabena, in Abuja on Wednesday, the APC described attempts to link the party to the development as mischievous.

The statement read, “We frown on mischievous attempts in some quarters to blame the All Progressives Congress for the inability of a Peoples Democratic Party presidential contestant to secure the Eagle Square for his declaration.

“The party read in the media reasons given by the facility managers of the Abuja International Conference Centre and Eagle Square not to allow campaigns on its facility on Wednesday to avoid disruption of work flow at the federal secretariat, the main hub of civil servants in Abuja.

Some senators are threatening to leave the ruling All Progressives Congress should the party fail to adopt direct primaries for the 2019 elections, PREMIUM TIMES has learnt.

Some of the lawmakers who spoke with PREMIUM TIMES warned that the party will experience mass defection if it fails to adopt the direct primaries.

They alleged that some governors are applying pressure on the national leadership of the party to adopt indirect primaries to choose candidates for the 2019 elections.

If the party adopts the usual indirect primary, the senators said, the party will lose its majority status at the Senate. For them, the only way to reclaim leadership of the senate is an assurance of direct primaries by the party.

Direct primaries involves the participation of all party members in the selection of party candidates while indirect primaries involves use of delegates, often party leaders at local levels and political appointees as well as elected officials, to elect party candidates.

The APC used the direct primaries to elect its governorship candidate in Osun for next month’s governorship election. Prior to that, it often used the indirect primaries system.

The ruling party will on Thursday hold its first National Executive Committee (NEC) meeting since Senate President Bukola Saraki left the party.

The meeting is expected to deliberate on the party’s preparation for the 2019 elections especially its primaries.

APC NEC, the second highest organ of the ruling party, comprises the president, vice president, governors elected under the platform of the party as well as chairpersons of the party in the 36 states.


DIRECT OR INDIRECT PRIMARIES

Controversy over the choice of primaries for the party started in July when the chairman, Adams Oshiomhole, declared the party will adopt direct primary method in Osun State in choosing a candidate ahead of the state’s governorship election.

Mr Oshiomhole said the method remains the “most democratic way of handling the primary.”

The party went ahead employing the method to choose its candidate, Gboyega Oyetola, but the process did not go down well with some of the aspirants.

Prominent among the voices against the method was the Deputy Speaker of the House of Representatives, Lasun Yusuf, who was runner up in the primary.

“I did not accept the outcome of the primary election. Why would I accept that kind of primary, where a direct primary was conducted in my state, one week after another form of primary was conducted in another state.

“And I hope the chairman will wake up. That chairman is going to destroy that party. The chairman of that party is going to destroy it,” the lawmaker said.

However, many lawmakers, especially those who fell out with their governors in the last state congresses, wants the party to adopt direct primaries to choose candidates for the 2019 election.


MASS DEFECTION AWAITS – LAWMAKERS

Three senators who spoke with PREMIUM TIMES expressed fears over the possibility of deploying indirect primaries for the APC primaries.

They alleged that some governors are laying pressure on the party leadership to deploy indirect primaries in order to replace them come 2019.

One of the lawmakers who spoke on condition of anonymity said the party should brace itself for mass defection if the NEC resolves to adopt indirect primaries.

“I am aware the National Chairman and members of the NWC are under pressure from state governors to adopt indirect primaries. Most of us suffered injustice during the Congress. Till this moment, the leadership is yet to resolve the issues. We will not tolerate injustice again.

“For me, the next NEC meeting is a make or mar meeting for our party. The APC has assured us of justice through direct primaries. If the party bows to governors, we will have no option than to leave the party. It will be mass exodus,” the senator said.

In July, 14 APC senators left the party with at least 12 joining the major opposition, PDP.

Few weeks after their defection, the Senate President, Bukola Saraki, also announced his defection to PDP.

Following his announcement, some senators and leaders of the APC have continued to mount pressure on Mr Saraki to relinquish his position since his party does not have majority at the senate.

Another senator who prefers not to be named said the party will lose its majority status at the Senate if the governors have their way.

The senator said the governors are ready to replace up to 90 per cent of the federal lawmakers if the party allows delegates to choose candidates for the party.

“With the war that exist between the party and Saraki, the party has confidentially resolved to return the senators because it is dangerous to come back on 25th when some people don’t have assurances.

“The governors have their individual agenda because the people whom they want cannot win election by direct primaries. If you cannot win by direct primary, it means that you are unpopular and the party cannot bring people who cannot win election.

“The party will be heading into trouble because it will be the Senate Presidency that will be at stake at the National Assembly. 

The point is that if you have an indirect primary election, the governors will replace up to 90 per cent of existing federal legislatures. Now, that will be playing into the hands of the PDP,” the lawmaker said.
The senator said the party risks losing at least 20 senators if it tolls the line of indirect primary.

“The moment the Senate resumes, the conflicting figure we have now is that PDP are saying they are the majority, APC are saying they are the majority, what do you take for consideration? We have up 20, 30 APC senators without a ticket and they have nothing to lose (if they leave the party).

“Let us get there first, because we were kept in the party on the promise that it is going to be a direct primaries. If the party says Saraki must go, who is going to remove Saraki, is it the governors? We are in a tango. The governors must concede, they must keep their heads down.

“We’ll see what happens but I can tell you that the Saraki group are waiting for those eliminated in the APC to join them.”

Another senator, Shehu Sani, expressed his dislike for indirect primary in a statement sent to PREMIUM TIMES on Wednesday.

“Indirect Primaries is a boulevard to corruption. It’s a seed to imposition, manipulation and systematic desecration of the anti-corruption crusade of the government and the party.

“Indirect Primaries is a bidding process, a slave market and an auction house where price tag is placed to honour,” he noted.

Urging all members of the party to reject the method, Mr Sani described it as a “final step to consolidate a fraudulent congresses.”


APC At Liberty To Choose – Ambode

The Lagos State Governor, Akinwumi Ambode, has said that the party is at liberty to employ either direct or indirect primary in choosing its candidates.

He said this while responding to questions from journalists after an APC caucus meeting on Wednesday.

“The fact remains that the constitution of our party allows us to carry out our primaries and elections using direct or indirect primaries.

“We cannot disagree with the constitution so either direct or indirect primaries, you are at liberty to justify the choice you want to pick, once it suits your purpose and in line with constitution as the state determines.

“The whole essence is for us to deepen democracy and also allow our members to participate in this whole process. The idea is once you have party members that are able to take decisions on who should represent them, I think we would have gone a step higher and better than other parties, that makes us a better party,” he said.


DECISION WILL BE MADE THURSDAY – APC

When contacted, the Acting National Publicity Secretary of the party, Yekini Nabena, said the party will take a position on the issue on Thursday.

“We’ll know the position of the party after tomorrow’s NEC meeting. The party has already made a proposal, it’s going to be either direct or indirect primary,” he said.

Hopes for a bulls’ run dimmed yesterday, following renewed profit-taking by investors at the Nigerian Stock Exchange (NSE), as the bears took centre stage again on equity transactions, reversing the Tuesday’s positive sentiment, as market capitalisation depreciated by N57billion.

Specifically, at the close of transactions yesterday, the All Share Index (NSE-ASI) shed 157.27 absolute points, representing a decline of 0.44 per cent to close at 35,358.94 points. Also, the market capitalisation declined by N57billion to close at N12.909trillion.The downturn was buoyed by profit-taking in the shares of Flourmills Nigerian, Lafarge Africa, Unilever Nigeria, Dangote Cement, and FBN Holdings.

Analysts at Afrinvest Limited, noted that, “despite the decline in the broader index, we expect the market to rebound in today’s trading session as investors hunt for bargain opportunities. “Our view is further supported by technical analysis, as the current 14-Day RSI (Relative Strength Index) of the market is 39.0 points, which is closer to the oversold region.”

Market breadth closed negative, with 18 gainers versus 27 losers. Portland Paints and Products Nigeria recorded the highest price gain of 9.96 per cent, to close at N2.98 per share. Regency Alliance Insurance followed with a gain of 9.52 per cent to close at 23kobo, while Skye Bank rose by 7.69 per cent to close at 56kobo per cent.

PZ Cussons Nigeria appreciated by 7.14 per cent to close at N15, while Diamond Bank rose 6.92 per cent to close at N1.39 per share.On the other hand, Livestock led the losers’ chart by 10 per cent, to close at 54kobo per share. Standard Alliance Insurance trailed with a decline of 9.52 per cent to close at 38kobo, while Lasaco Assurance shed 9.09 per cent to close at 30kobo per share.

The Nigerian Liquefied Natural Gas (NLNG) has remitted more than $6.5 billion in taxes to Federal Inland Revenue Service (FIRS) since 2009.

Mr Tony Attah, Managing Director of NLNG, said at the investigative hearing into the proposed sale of the company held by the House of Representatives Committee on Gas Resources, in Abuja.

The hearing was on the need to investigate contract for modification of Escravos Gas Project (EGP) 3B production platform, following the joint ventures agreement between the Nigerian National Petroleum Corporation and Chevron Nigeria Limited.

It is also on the investigation into the contract for the upgrade of OML 58 Upgrade 1 and the building of Obote/Ubeta/Rumuji pipeline.

According to him, since the N LNG became a tax-paying company its contributions are helping to build a better Nigeria even though it does more than financial contribution.

“As a result of Nigeria LNG being in existence, we have helped to reduce gas flaring by more than 65 per cent and will continue to work with our upstream suppliers to mop-up more.

“This is because we produce the opportunity as the biggest gas sink for whatever gas is provided in the country. We have the capacity to receive that gas but I think by far the biggest opportunity is in Nigeria’s brand and reputation.

“Before NLNG, Nigeria was actually No. 2 on the undesired league of gas flaring nations in the world.

“But today, we are No. 7 ahead of other countries such as United States, I mean, United States is flaring more than Nigeria,” Attah said.

He added that the company was spending about $120 million on the construction of Bonny-Bono Road which will connect Bonny to Port Harcourt, slated for completion within 40 months.

On the development plans of the company, Attah unveiled the company’s plan to embark on 6 billion US dollars capacity development project for the Train 7, which had potential of creating 12,000 new jobs in the Niger Delta region.

“The big deal for us in Nigeria LNG is growing capacity. Currently we have six Trains with 22 million tonnes per annum capacity which is 7 per cent of global market share of LNG.

“We want to grow back to the 10 per cent which was what it was before. So we want to grow by about 35 per cent capacity before Australia.

“We want to grow by about 355 capacity, that will come via Train 7 project for which we have commenced the engineering design and we are looking forward to take a final investment decision not too long.’’

He also said NLNG had remitted more than 100 billion US dollars’ as revenue to the coffers of Federal Government and other equity holders in the company.

According to Attah, Federal Government through Nigerian National Petroleum Corporation (NNPC) which owned 49 per cent equity got more than $15 billion dividends.

He said that this positioned the company as the singular highest tax paying company in Nigeria and indeed Africa.

Attah added that other shareholders such as Shell Gass BV owned 25.6 per cent US dollars, Total owned 15 per cent while ENI International owned 10.4 per cent.

On the company’s efforts towards reducing gas flaring in the country, Attah said that a lot of its contributions to the country is monetary, adding that more than $100 billion revenue and about $15 billion dividends had gone to the Federal Government directly.

Contributing, Rep, Randoff Brown (PDP-Rivers) noted that NLNG was the most significant arrow-head of the Federal Government’s quest to eliminate gas flaring and derives value from the country’s 187 trillion cubic feet of proven gas reserves.

“NLNG has covered about 119 Bcm (million standard cubic metres) or 4.2tcf (trillion cubic feet) of associated gas to export as LNG and natural gas liquids thus helping to reduce gas flaring by upstream companies from over 60 per cent to less than 25 per cent.

“NLNG mops up gas that would otherwise be flared, thus making significant contributions to the nation’s income, delivering in the last 13 years over 13 billion dollars on gas purchases from oil producing companies, of which the Federal Government of Nigeria owns 55 per cent – 60 per cent CIT and other taxes,” he said.

Also speaking, Rep. Diri Douye (PDP-Bayelsa), who sponsored the motion on the need to investigate the contract for the modification of the EGP 3B Production platform following the joint venture agreement between Federal Government, NNPC and Chevron Nigeria Limited, frowned at the delay in the completion of the project.

According to him, modification work on all the seven platforms was meant to have been completed by April 31, 2013 at the rate of 64,179,198 US dollars but it was eventually concluded in 2016 at a reviewed cost of 192.7 million dollars.

“The implication being that, whereas, it was awarded the contract on the basis of being the lowest bid it eventually became the highest bid.

“It is also alleged that Prime Source Limited (PSL) was poorly resourced in manpower, logistics, equipment and funding to undertake a job of such description.

“It is also instructive to note that PSL bid for the contract alongside a consortium, i.e Prime Source-Hensteel SOMECO, however, the contract was solely awarded in the name of PSL,’’he said.

While ruling,chairman, House Committee on Gas Resources, Rep. Frederick Agbedi, tasked the company on the need to replicate its model for the country to take its rightful position in the global market and the implementation of developmental projects.

“We join the elders of the Niger Delta, and we are not in support of any contemplation to sell off NLNG.

“The shares held by NNPC on behalf of the country, the people of Nigeria have vested interests in the company, so they are not shares that any government can take in whatever guise.

“You don’t play politics with such investment even if that is the only revenue we can rely on as a nation.

“On that note, the committee will step down the motion for the committee’s consideration. On the other two motions, we are frustrated by the position of the NNPC,” Agbedi said.

Agbedi then expressed concern over the absence of Mr Maikanti Baru, the NNPC Group Managing Director at the hearing.

The committee, however, resolved to adjourn sine die, till the NNPC helmsman appears in person to respond to queries on the 114.580 million US dollars variation on the modification of the EGP 3B Production platform. (NAN)

RHAPSODY OF REALITIES


THURSDAY, 30TH AUGUST.

PURCHASED BY BLOOD.

Neither by the blood of goats and calves, but by his own blood he entered in once into the holy place, having obtained eternal redemption for us (Hebrews 9:12).

The word “redemption” as used in our opening scripture is from the Greek, “lutrosis,” which means to ransom, deliver, save, or bring out of trouble. The Lord Jesus redeemed man from sin at the cross, and His blood became the sacrifice for the sins of the whole world. Then He was buried, and on the third day, God raised Him from the dead with a new life, the resurrection life.

This same resurrection life is what everyone who believes in Him has received.
Thus, being born again, you’re not the “redeemed”; you’re the fruit of Christ’s redemptive work; you have the resurrection life. Some people get confused when they study portions of the Scriptures where the new creation is described as “redeemed.”

For instance, in Revelation 5:9, the Bible says, “And they sung a new song, saying, Thou art worthy to take the book, and to open the seals thereof: for thou wast slain, and hast redeemed us to God by thy blood out of every kindred, and tongue, and people, and nation.” The word “redeemed” here is wrongly translated; it’s from the Greek, “agorazo,” which means to make a purchase; to buy something as a gift to give to someone. It’s not a buyback, as is the case with “lutrosis”; it’s a fresh purchase. Christ purchased us with His blood, and gave us as gifts to God.

Several translations actually give a proper rendering of that verse. The New International Version says, “with your blood you purchased for God persons from every tribe and language and people and nation.” The Living Bible says, “…for you were slain, and your blood has bought people from every nation as gifts for God.” You’re a gift, purchased for God by Jesus; He bought you with a price—His blood!

Now, you belong to God. You’re not the person that was “delivered” from the devil when Jesus died on the cross; you’re a new creation, born superior to Satan, the world and its failing systems, and elements. You’re an associate of the God-kind: “Whereby are given unto us exceeding great and precious promises: that by these ye might be partakers of the divine nature, having escaped the corruption that is in the world through lust” (2 Peter 1:4).

Gracious Father, I thank you for the precious blood of Jesus by which I’ve been cleansed from all unrighteousness. In line with her tripodal mandate of Teaching, Research and Extension Service, the Federal University of Agriculture, Abeokuta (FUNAAB) has achieved another landmark and monumental breakthrough of a life time, in the area of Poultry Breeding and Genetic Research in the use of Artificial Insemination, Breeding and Hatching Management.

FUNAAB made remarkable history on Thursday, July 26, 2018 when the National Centre for Genetic Resources and Biotechnology (NACGRAB) formally registered her Improved Indigenous Chicken Breed otherwise known as FUNAAB ALPHA.



The Research which began in 1994 was developed in the University by her team of Scientists, led by Professor Olufunmilayo Ayoka Adebambo, a Professor of Animal Breeding and Genetics.

The improved Indigenous Chicken Breed has been tested, proven, certified and now registered by NACGRAB as FUNAAB’s Scientific ingenuity and contributions to knowledge for the benefit of mankind.

According to information made available to FUNAAB Bulletin by the Lead Scientist, Professor Adebambo, with the formal registration, FUNAAB ALPHA Breed is now the second animal breed to be registered in Nigeria after Shika Brown developed by the National Animal Production Research Institute, Ahmadu Bello University, Zaria in 2001 but FUNAAB ALPHA is historically credited as the First Purely Indigenous Breed with the Pedigree, GPS and PS Lines available and developed locally.

Professor Adebambo revealed that with the registration, FUNAAB has successfully placed on the Nigerian Poultry Market, a dual purpose breed of chicken tested under rural households from September 2016 to December 2017.

She added that the Breed happened to be one of those preferred by rural households for egg production under semi-scavenging and scavenging conditions.

Besides, the former Director of Biotechnology Centre informed that the Broiler Breed, also developed for commercial meat production attains 1.5KG at 8 weeks of age, white or with some specks of black white skinned, low fat with tough tastier meat produced for Nigerian cuisine.

Professor Adebambo also hinted that the dual purpose of FUNAAB ALPHA Breed attains 2.1 to 2.6KG at 20 weeks for males, 1.6 to 1.8 KG for females, adding that eggs were improved from white to brown, from 39G to 55G and from 60 to 120 eggs per annum to 200 to 250 eggs per annum.

Providing insight into the groundbreaking research, Professor Adebambo went down memory lane. According to Nigeria’s first female Professor of Animal Breeding and Genetics, her team of animal breeders had consistently been working on the genetic improvement of Nigeria’s local chicken genotypes comprising the normal feathered, frizzle feathered and Unclad neck since 1994 when she was challenged by the pioneer Vice-Chancellor, Professor ‘Nimbe Adedipe.

Professor Adebambo recalled that after five generations of screening for survival in captivity, removal of broodiness to ensure continuous egg laying, the Breed was developed through cross breeding with the Giriraja Breed imported from India in 2001.



She recollected that within 12 generations of breeding and selection, the new breed was developed and stabilized in 2014 as black, striped, white normal, frizzle feathered and Unclad neck varieties.

Professor Adebambo further disclosed that through the African Chicken Genetic Gain, FUNAAB ALPHA was tested at the five Agro-ecological zones across the country from 2015 to 2016 alongside other imported breeds.

According to her, the imported breeds include the Kuroiler developed in India, Sasso developed breeds in France, Noiler also an India breed and Nigeria’s local Fulani Breeds from Obafemi Awolowo University, Ile-Ife with the funding support of the African Genetic Gain (AGG).

She pointed out that the testing was to evaluate the performance of the birds for rural farmers who will be the end users under the Gates’ Foundation, in order to select the two most preferred breeds.
Professor Adebambo expressed joy that it is on record that the most preferred for egg production is the FUNAAB ALPHA or SHIKA BROWN while Kuroiler or Sasso is most preferred for body weight.


She pin-pointed that “In a class of its own is the FUNAAB ALPHA which is both for meat and eggs. The purely meat line is also available while the team of Scientists are currently working on developing the purely egg line which is expected to hit the market in another two to three years”.

Professor Adebambo disclosed that FUNAAB ALPHA Breed was developed through the funding of the University’s RESDEC now AMREC, The Bill and Melinda Gates Foundation, the International Livestock Research institute (ILRI) and Ethiopia’s Funding Support for the Onstation and Onfarm Testing.

She expressed profound gratitude to successive Management of the University for its unflinching support and unalloyed cooperation towards the success of FUNAAB ALPHA Breed.

Unknown gunmen strike again in Barkin Ladi local government of Plateau State killing four members of the same family in a pre-dawn attack.
The four persons includes a Pastor of Church of Christ in Nation (COCIN) LCC Abonong, Foron in Barkin Ladi LGC of Plateau State, Rev Adamu Gyang Wurim, alongside his wife and three children.


The victims were said to been burnt alive by the unknown gunmen.
One Church was also razed by the attackers.
Eye witness, Mr. Isaac Choji said the gunmen came in good number, they surrounded the house and set it ablaze and the gunmen waited to ensure no one came out of the burning houses.


A female neighbor to the attacked house was also shot by the attackers when she mistakenly ran into the attackers.
It was learnt that the pastor and members of his family have been buried in one grave by the church and relations of the victims.


The attack has caused panic in the village as the villagers now lives in fear while appealing to security agencies to come to their aid and defend them against the gunmen.
Media Officer of OPSH, Major Umar Adam said the command is working to get the details of the attack. He however appeal to residents to remain calm and cooperate with the security agencies to unveil the truth of the attack.

Speaking briefly before signing the agreements, President Muhammadu Buhari stated that Nigeria and the United Kingdom would continue to enhance cooperation in tackling corruption and reducing poverty.
 
The Nigerian leader lauded the British government for its assistances to Nigeria in the fight against terrorism, and pledged Nigeria’s readiness to strengthen the relationship between the two countries.

According to the woman who didn't give the reason for the alleged maltreatment by her husband, she was beaten mercilessly and left injured in the process.

The woman also accused her husband of tearing up her certificates and credentials in a bid to spite and punish her.

The woman who was rushed to the hospital after the alleged brutalisation is now seeking for justice after contacting her legal team.

How Co-Tenant Organised Robbery Attack Against Neighbour In Lagos 

Police in Lagos have revealed how a tenant conspired with other members of his armed gang to attack his co-tenant. The incident happened in Ebute- Ikorodu, a suburb of the State.

The suspect, identified as Seun Hammed Olayinka ‘a.k.a D J Shy’, was alleged to have conspired with his gang members to rob a co-tenant named Omotoyosi Bello in their residence located at 32 Ajose Street, Ebute, Ikorodu.

The Commissioner of Police Lagos Command, Edgal Imohimi made the disclosure at a press briefing on Monday.

The police boss said the gang attacked the victim on 9th of August 2018, at about8.30pm and dispossessed her of an iPhone valued at N150,000.00.

According to him, while Hammed, the mastermind of the attack escaped and luck ran against three members of the gang who took part in the robbery attack as they were arrested by the command’s raider team.

Edgal noted that the arrest was made through a painstaking investigation conducted by the raider team following a complaint by the victim to the police.

He identified the arrested suspects as 29-year-old Solomon Jacob, 32-year-old Ifeanyi Chifalue and Akinola Micheal, aged 24.

The CP added that one English revolver pistol and three live ammunition were recovered from the suspects including the stolen iPhone 8. He said all the suspects will be charged to court soon.

But unfortunately for her, the said Seun, a Disc Jockey (DJ) organised a 3-man-armed robbery gang to attack and rob her of her iPhone valued One Hundred and Fifty Thousand Naira only on the 9th of August, 2018 at about 8:30 pm.

However, through a painstaking investigation conducted by the Command’s Raider team, three of the robbers who took part in the operation were arrested and the iPhone recovered. While the said Seun Hammed Olayinka, a co-tenant to the victim, who staged the robbery is currently at large,” the CP said.

An Abuja Division of the Federal High Court on Tuesday rejected an application seeking to suspend plans by some senators to remove the Senate President, Bukola Saraki.

Following his defection from the ruling All Progressives Congress (APC) to the main opposition Peoples Democratic Party (PDP) in July, some senators and other members of Mr Saraki’s former party intensified calls for his resignation and warned of a possible removal if the senate president failed to resign willingly.

In an application brought before the court by two senators, Isa Misau and Rafiu Adebayo, the applicants asked the court to allow a motion ex-parte compelling the National Assembly members to maintain status-quo, pending the determination of their substantive application in court.
The senators, represented by their lawyers Emeka Etiaba and Mahmoud Magaji, presented their motion on Tuesday on behalf of the plaintiffs.Their main request is for the court to determine whether Mr Saraki’s defection amounts to a reason for his removal under the law.

Mr Etiaba, a Senior Advocate of Nigeria, told the court that their motion dated August 27, included five reliefs sought from the court.
The first three requests were intended to secure an order restraining the 4th to 11th respondents from further actions, either by themselves or their proxies, in an attempt to ensure the removal of the senate president, pending the determination of the main application.

The last two applications, however, bordered on securing an alternative means of serving the respondents with the originating summons.
Ruling on the applications, the presiding judge, Nnamdi Dimgba, granted the last two applications but opted to ensure an accelerated hearing of the main application, rather than allowing the motion ex-parte requested by the plaintiffs.
“I believe the proper order to make is an order of accelerated hearing of the suit so that the court can consider and determine the merits of the substantive case expeditiously.

“Even though reliefs 1, 2, and 3, are not granted, needless to say, parties have been enjoined to respect the authority of the court and not take steps that will render the matter nugatory,” Mr Dimgba said.

A police officer has gone on rampage, stabbing another man to death after finding out the man was dating his wife.

A Vanguard report has shown that a Police sergeant has stabbed a man to death for allegedly dating his estranged wife after his efforts to stop the deceased from seeing her failed.
 
The incident, which happened last Sunday at Oteri community, Ughelli North Local Government Area of Delta State, led to the arrest of the suspect simply identified as Ijeoma, who is attached to the Patani Police Division.
 
The victim, David Ogbodo, was said to have been rushed to the Ughelli Central Hospital, where he was confirmed dead from excessive bleeding, as a result of injuries sustained during the attack on him.
 
Though the marital status of the policeman and his wife, simply identified as Jennifer, could not be ascertained, sources at the community hinted that the marriage between the couple had already collapsed. 
 
Confirming the incident to Vanguard yesterday, a source at the community disclosed that the policeman had stormed the community in company of a team of other policemen drafted from the Ughelli ‘A’ Division to intervene in the matter by inviting the victim for questioning.
 
The source, a female resident of the community, who spoke on condition of anonymity, hinted that the suspect, in his complaint, failed to inform the Police that a case of divorce between him and his wife was in court.
 
According to the source, “when all efforts by the policeman to stop the victim from seeing his wife failed, he reported the matter to the Police, which, in trying to resolve the issue amicably, drafted some policemen with him to invite the victim for questioning.

“On getting to the deceased’s residence, the policemen met him and the suspect’s wife together. He broke a bottle and used it to stab David multiple times, leading to his death.”
 
Contacted, the state Police Public Relations Officer, DSP Andrew Aniamaka, promised to get details on the incident, but was yet to do so as at press time.

Benin Orphanage Home Proprietress Nabbed Over Stolen Child

The Proprietress of God’s Orphanage Home, in Benin, Edo State, Mrs. Kehinde Blessing Imarhiagbe, has been paraded by the police, for complicity in the alleged theft of a four-year-old-baby girl.

The victim was said to have been stolen by a ma somewhere in Lagos and taken to the suspect’s orphanage located along Siluko Road, in Benin.

Speaking to journalisits while parading Mrs. Imarhiagbe, the State Police Commissioner, Mr. Babatunde Kokumo, described the activity of the suspect as unwholesome, adding that the stolen girl was “found at the orphanage under questionable circumstances.”

Speaking in her defense, Mrs. Imarhiagbe, said the baby was brought to her Orphanage home by a man she identified simply as Emeka, who allegedly claimed to be the father of the child, adding that he had lost the mother.

The orphanage proprietress who said since she did not suspect any foul play, did not bother to probe the true identity of the baby, especially when Emeka was visiting her orphanage home every week.

She however said she was surprised to received a phone call while she was attending a church programme in Sapele, Delta State, that the police was looking for her in connection with a child allegedly stolen in Lagos.

She said on arriving Benin, she surrendered herself to the police and that since her arrest all efforts to reach Emeka have not been successful as Emeka has since switched off his phone.

Oil Will Remain Relevant in Global Energy Mix, Says Shell Boss

Crude oil as a major component of the global and local energy mix, will continue to remain relevant in the medium term, but expectations on the commodity have gradually changed, the Managing Director of Shell Petroleum Development Company of Nigeria Limited (SPDC) and Country Chair of Shell Companies in Nigeria, Mr. Osagie Okunbor has disclosed.

Okunbor stated this in an interview, in the July 2018 edition of the KPMG Nigeria CEO Outlook.
“Oil will remain a relevant component of global energy mix, and even more so for Nigeria, over the next 10 to 15 years, if not more,” Okunbor said.


According to him, “The mix will not radically change. What is clear is that society expects low-carbon footprints going into the future. I think that is key and everyone, particularly those who are as big as Shell, understands that and will work with society to change.

“We are cutting our carbon footprint by a significant proportion going forward, not just in terms of what we directly produce, but also our usage and our by-products.
“This requires that we continue to refine our systems and processes to ensure that the carbon intensity of our production continues to go down.”

He equally explained that Shell would significantly leverage technology and digitisation to further enhance its business systems, processes and operations in Nigeria, indicating the company had pioneered and continued to lead in technological breakthroughs in Nigeria’s oil industry.

“We are a part of a global business and in our sector, what differentiates us is how we commercialise technology and grow top and bottom line with technology. We pioneered deep-water exploration and production in Nigeria. We continue to push boundaries and Shell in Nigeria takes maximum advantage of the technological and digital capabilities of the Shell Group,” he said.

The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, had predicted that in 10 years times he would be surprised to see oil remaining as a major revenue source for countries rich in the commodity.

Kachikwu, had stated then that, while European countries were moving rapidly towards using electric vehicles and cutting down their reliance on crude oil, countries like Nigeria would have to be fast to diversify their economy and revenue from oil. He added that oil would at best be useful for powering the local economies of countries like Nigeria but no longer a revenue source.

Abuja / Lagos – As the All Progressives Congress (APC) National Executive Committee (NEC) meets tomorrow, a reliable source hinted Daily Independent on Tuesday that Comrade Adams Oshiomhole, National Chairman of the party, may have shut the door of automatic ticket against some “non-performing governors” of the party.

Among the governors are those of Kogi, Bauchi and Kaduna states whose performance, according to the party’s rating, are “far below” the mark to warrant endorsement of the party.

A reliable insider at the party’s national secretariat hinted that Oshiomhole rebuffed pressures to drop his insistence on performance as the yardstick for the endorsement of the party ahead of 2019.

According to our source, it is because of this reason the national chairman is pushing for adoption of direct primaries to select the party’s flagbearers for the forthcoming elections.

“Yes it is true, the national chairman is not backing some governors because of their poor performance. He has said repeatedly that the party cannot guarantee automatic ticket for some aspirants, especially governors whose performance fall far short of expectations.

“That is the reason he is pushing for direct primaries, because if direct primaries are used, some of the governors will not have a chance, and they know this. That is why they are kicking against it. But one thing is certain, direct primaries will be used in the South West. They have adopted that. 

The only zone that direct primaries may not be used may be some states of North East because of the fragile security situation there, but as for other zones, it may be used. But let’s wait and see what happens later today”, our source said.

Meanwhile, the September 22 governorship election in Osun State, as well as discussion of the venue for the national convention of the ruling All Progressives Congress (APC) may dominate discussions at the party’s National Executive Council (NEC) meeting tomorrow.

According to a credible source in the party, other issues that may be discussed are the ratification of the proposed timetable forwarded to the Independent National Electoral Commission (INEC) by the party’s National Chairman, Comrade Adams Oshiomhole, and modalities for congresses and primaries.

In a leaked notice signed by Oshiomhole last week, the party proposed to hold nationwide congresses on September 8.

The notice to INEC dated August 17 also proposed that presidential primaries would take place on September 19.

Other proposals included the House of Representatives primaries – September 19; Senatorial primaries – September 20; Governorship primaries – September 24, and House of Assembly primaries – September 29.

Our source also added that the issue of the Senate presidency was another critical issue that would be discussed at the NEC meeting as the APC, which claimed it had majority in the Senate was reportedly strategising on how to remove Senate President Bukola Saraki who defected from the party to the Peoples Democracy (PDP).

He said the NEC would set up a campaign committee which would comprise sitting governors and former governors who would take charge of affairs of the governorship election in Osun State.

According to our source, “The NEC meeting will hold on Thursday but today they are holding the meeting of the National Working Committee (NWC), and tonight is the caucus meeting.

“Basically, they will deal with the issues of the election timetable, venue of the presidential primaries.

“They are discussing the forthcoming governorship election in Osun. They are going to set up a campaign committee and also map out strategies to retain the state for APC. They will also discuss strategies to win the 2019 election.”

Meanwhile, Emmanuel Uduaghan, former governor of Delta State, was on Tuesday unveiled as a member of the APC at the party’s caucus meeting in Abuja.

The former governor, who is seeking to represent Delta South Senatorial District in 2019, in an interview with Daily Independent recently had said his decision to dump his party, the PDP, for the APC was borne out of his conviction that Delta State, where he served two terms as governor, should not be in the opposition.

“The situation is more from the situation on the ground in PDP and my political future. I am also looking at my political future and those of my followers. I have studied the political terrain and I believe that Delta State should not be in opposition,” he had said.

President Muhammadu Buhari has rejected the historic Petroleum Industry Governance Bill (PIGB) as passed by the national assembly, TheCable Petrobarometer understands.

The proposed law, which is conceived to liberalise the governance structure of Nigeria’s oil industry, is one of the four bills in which the omnibous Petroleum Industry Bill (PIB) was broken into by the legislature after over a decade of motion without movement.

TheCable Petrobarometer learnt that Buhari has sent back the bill to the national assembly on three grounds.

One, Buhari said the bill, if signed into law, would whittle down his power as minister of petroleum resources.

Two, he said all the ministers he consulted over PIGB refused to support his signing it into law.

Three, the president said he did not see any “fiscal content” of the bill.

However, a separate law, Petroleum Industry Fiscal Bill (PIFB), is currently being considered by the lawmakers.

The other subsets being considered are: Petroleum Industry Administration Bill (PIAB) and the Petroleum Host Community Bill (PHCB).

Buhari’s refusal to sign PIGB into law will be regarded as a big set-back for the reform of the oil industry after years of campaigns and controversies.

The harmonised bill was passed by both chambers of the national assembly on March 28, 2018.

The bill arrived Aso Rock on Tuesday, July 3, 2018 — after a series of back and forth at the national assembly.





Below are nine highlights of the provisions of the PIGB as passed by the national assembly.



NNPC OUT, NPC IN
The provisions of the regulatory bill state that NNPC will be restructured by splitting the assets and liabilities of the company. This essentially means that much of what comprises NNPC today, including the refineries, the Nigerian Petroleum Development Company ( NPDC) Ltd and the joint venture (JV) assets, will be transferred to the proposed National Petroleum Company (NPC). The NPC will not be subject to the provisions of the Fiscal Responsibility Act 2007 and the Public Procurement Act 2007.



THE NEW ENTITIES

The bill proposes the establishment of the Nigerian Petroleum Regulatory Commission (NPRC), the Petroleum Equalization Fund (PEF) and the incorporation of three commercial entities including the Nigeria Petroleum Assets Management Company (NPAMC), National Petroleum Company (NPC) and the Nigeria Petroleum Liability Management Company (NPLMC). The NPRC which will be formed by merging the Department of Petroleum Resources (DPR) and the Petroleum Products Pricing Regulatory Agency (PPPRA). It will be the regulatory entity for the whole industry. The NPAMC will manage production sharing contracts and back-in rights provisions, while NPC will be in charge of current NNPC joint ventures with international oil companies (IOCs) upon incorporation.



FUNDING THE NEW ENTITIES
The bill states that the funding of the NPRC shall be from the appropriation act through the national assembly. A five percent levy on all fuel sold and distributed within the federation will finance the PEF, subject to appropriation by the national assembly.

The NPAMC will be funded by the national assembly appropriation for the initial capitalization and subsequent financing of the company while NPC will also be funded by appropriation through the national assembly for the initial capitalization.



THE PETROLEUM EQUALISATION FUND (PEF)
PEF will ensure “economic balance of petroleum prices across all regions”. Uniformity is meant to be achieved through re-reimbursement of oil marketing companies for any loss that they incur solely and exclusively as a result of the transportation of petroleum products and for their provision of financing for infrastructural development throughout the federation. The PEF will determine the amount of reimbursement due to any oil marketing company for the purposes of equalizing products prices.



NO MORE REGULATORY OVERLAP
Full responsibility for environmental matters in the petroleum industry is now vested in the NPRC and not the federal ministry of environment. The NPRC is toensure strict implementation of environmental policies, laws, regulations and standards as it pertains to oil and gas operations. The regulatory body will also promote the healthy, safe and efficient conduct of all petroleum operations in an environmentally friendly and sustainable manner. However, the bill adds a clause that includes a voluntary collaboration of the commission with the Ministry of Environment.



MINISTER’S POWERS REDUCED
The minister of petroleum has been stripped of absolute power to incorporate other entities to assume and manage some of the liabilities of the NNPC. Under the petroleum act and the oil pipelines act, the regulatory functions of the minister of petroleum resources will be transferred to the NPRC, which will be governed by a nine-man board with a fixed tenure. The board’s composition includes one representative each from the ministries of petroleum resources, finance, and environment. 

The commission is vested with the power to make regulations, similar to the powers of the minister of petroleum resources under the petroleum act but the PIGB enables the minister to retain certain powers of discretion to “do all such other things as are incidental and necessary” for the performance of his ministerial functions.



EXPANDED REPRESENTATION
The number of executive directors of the NPAMC increased from three to four. Similarly, the NPRC will have a governing board made up of 11 commissioners. The number commissioners also increased from nine to 11 in order to ensure proper coverage of the industry regulatory functions while the number of non-executive commissioners increased from 1 to 2 in order to strengthen the board. The bill requires that the principles of federal character in making the appointments into the governing board. Appointment and removal of the commissioners are subject to senate approval.



INCREASED SHAREHOLDER PARTICIPATION
PIGB requires federal government to divest 10 percent of shareholding in the NPC in a transparent manner, within five years from the date of incorporation. An additional 30 percent is to be further divested within 10 years from the date of incorporation. This means that citizens can own a stake in the national oil company subject to any terms put forward for the privatisation exercise.



ALIGNMENT TO PUBLIC PROCUREMENT ACT
The NPRC is subject to the public procurement act and a corporate governance code will be defined for the Nigerian Stock Exchange for the NNPC successor companies. The, NPC however, will not be subject to the provisions of the Fiscal Responsibility Act 2007 and the Public Procurement Act 2007.

25 hospitalised, as diarrhea hits Borno

Borno State Commissioner for Health, Dr. Haruna Mshelia, has said Acute Watery Diarrhoea, AWD, has hit Borno State with 1,068 cases in 10 Local Government areas of the state. Of the reported cases, he said, 25 patients were hospitalised at the Benisheikh Hospital and Dala and El-Miskin treatment centres. Dr. Mshelia made the revelation yesterday, while briefing journalists on the sensitisation of public on hygiene and sanitation to prevent water-borne diseases. He attributed diarrhoea and other water-borne diseases outbreak to open “defecation and poor sanitary conditions” in Borno internally-displaced persons, IDPs, camps and communities. He said: “To prevent outbreaks of diarrhoea and other water-borne diseases, like cholera, there must be public awareness on personal hygiene and sanitation. They are critical in preventing such diseases that claimed 61 lives last August in the state.” On whether there was loss of lives, he said: “No one has died yet from AWD. Out of the 100 cases of diarrhoea reported early this year, we had one or two cases of cholera at Baga Doro, Borno State.” He said the protocols of reporting outbreaks of cholera, included taking samples to the laboratory for instant test. He added that “the response team has to confirm that it is cholera, before reporting it to Nigerian Centre for Disease Control, NCDC.”

Federer dominates Nishioka to reach US Open 2nd round

Five-time champion Roger Federer eased into the second round of the US Open on Tuesday, beating Japan’s Yoshihito Nishioka 6-2, 6-2, 6-4.

The Swiss great, seeded second at Flushing Meadows behind defending champion and world number one Rafael Nadal, improved his perfect record in US Open first-round matches with his 18th win in 18 attempts.

As the opening attraction of the night session on Arthur Ashe Stadium, Federer escaped the worst of hot, humid conditions that punished players earlier in the day.


Nor did he meet much resistance from Nishioka, who was ranked 58th in the world last March before tearing a left knee ligament and sliding out of the top 150.

After rolling through the first two sets with the loss of just four games, Federer cruised to a 4-0 lead in the third. Up 5-1, he was unable to close out the match against Nishioka’s serve, and then was broken on his first attempt to serve it out himself.

Federer, who claimed is 20th Grand Slam title at the Australian Open in January, would put the match away two games later, finally sealing the win with a service winner.

“I’m very happy to be back in New York healthy,” said Federer, who claimed five straight US Open titles from 2004-2008 but missed the 2016 edition and only made it to the quarter-finals last year.

He next faces France’s Benoit Paire, a 7-6 (8/6), 3-6, 7-5, 7-6 (7/5) winner over Austrian qualifier Dennis Novak.

Some Kwankwasiyya members who were travelling to Abuja ahead of Senator Rabiu Musa Kwankwaso's official declaration on Wednesday, have been involved in a fatal accident. According to reports, the Kwankwaso supporters were on their way to Abuja from Kano state, the senator's area before the tragic incident.

Many passengers were injured and some others feared dead in the crash.

Meanwhile, other supporters have successfully arrived Abuja for Kwankwaso's presidential declaration on the platform of the Peoples Democratic Party (PDP).

There’s a spiritual language for the Christian. That’s why, as a child of God, you ought to put the Word on your lips, because the supernatural life is based on your tongue. Your tongue rules your life. In Matthew 12:36-37, Jesus said, “But I say unto you, that every idle word that men shall speak, they shall give account thereof in the Day of Judgment. For by thy words thou shalt be justified, and by thy words thou shalt be condemned.”

Literally, this means a man will go to heaven or hell because of his words. Read the Apostle Paul’s submission about salvation in Romans 10:8-10: “if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.”

The Apostle James likened the tongue to the rudder of a great ship, which the captain uses to direct the ship wherever he wants (James 3:4-5). Likewise, your life is the character of your words. If your words are wholesome, your life will be perfect, excellent, and full of glory. Proverbs 15:4 says, “A wholesome tongue is a tree of life….” Jesus taught that what you say, is what you get (Mark 11:23).

Watch what you say, for your confessions control your life. You can keep yourself in health, safety, prosperity, and victory with your words. Stir your life in the direction of God’s destiny for you with your faith-filled confessions. Always talk success and increase only.

1 Peter 3:10 says, “For he that will love life, and see good days, let him refrain his tongue from evil, and his lips that they speak no guile.” Proverbs 18:21 says, “Death and life are in the power of the tongue: and they that love it shall eat the fruit thereof.” Create and sustain your glorious life with your words. You can be anything you want to be, have anything you want to have, and achieve anything you want to achieve—with your words.

As the 2019 elections draw near, it won't be shocking to see all manners of political manoeuvres and schemes by political parties. The goal is to remain relevant in the spotlight of events leading to the Elections in 2019. One would have thought that the dominant political parties (APC and PDP) will demonstrate a certain level of confidence, trusting in their strategy to win the day and probably, be unconcerned about the campaign efforts of the new generation political parties like the YPP.

Earlier today, the campaign boards/posters of YPP's Presidential Candidate, Prof. Kingsley Moghalu in Abuja were defaced by a government agency calling for their removal. Information from YPP's campaign group explains that the "necessary clearance were obtained" in line with standard procedures.


It appears YPP is doing something right and the stock of "aggrieved" politicians from other parties are fighting hard to drown their voices.

A man could hardly contain his happiness after catching and killing a shark in Bayelsa state. According to the Ijaw man, the sea animal was caught with a hook in Okpoama area of Brass local government area, Bayelsa State.

Overjoyed by his big kill, the man decided to take pictures with the dead animal as other people gathered at the river to see for themselves. 

Last year, a sea animal was caught and butchered in Bayelsa state by villagers. The animal was found trapped in a vast woven fishing net owned by one Wilfred Okoko, along the Famgbe river, Yenagoa LGA, Bayelsa state.

It was killed and reportedly shared as food for all.

Not less than 1,331 Nigerians died in the road crashes in the second quarter of 2018, the News Agency of Nigeria (NAN) reports.

The figure was contained in the National Bureau of Statistics (NBS) “Road Transport Data (Q2 2018)’’ report released on Tuesday in Abuja.

The report said 1,257 of the 1,331 Nigerians that died, representing 94 per cent of the figure, were adults while the remaining 74 Nigerians, representing six per cent of the figure, were children.

“Also, 1,047 male Nigerians, representing 79 per cent, got killed in road crashes in the second quarter while 284 female Nigerians, representing 21 per cent got killed.

According to the report, a total of 8,437 Nigerians also got injured in road crashes within the period.


It said of the number, 7,946 Nigerians got injured, representing 94 per cent of the figure all adults while the remaining 491 Nigerians, representing six per cent of the figure were children.

It said: “6,415 male Nigerians, representing 76 per cent, got injured in road crashes in the second quarter while 2,022 female Nigerians, representing 24 per cent got injured.”

The report also said 2,608 road crashes occurred through speed violation in the second quarter of 2018, accounting for 50.65 per cent.

The report said tyre burst and dangerous driving followed closely, accounting for 8.59 per cent and 8.40 per cent of the total road crashes recorded.

A 27 years old Nigerian, Philip Afolabi, has been declared wanted by the Calgary Police service in Canada.

Mr Afolabi was accused of sexual assault, criminal harassment, assault with weapon among other offences.

According to a report by Canada-based news medium, CBC News, the Calgary police said in a statement on Wednesday that Mr Afolabi was released on bail but disappeared while awaiting trial.

“The incidents occurred in the spring, and Afolabi was recently released on bail while awaiting trial,” the paper quoted the police as saying.

“Philip Afolabi, 27, is wanted for sexual assault, assault with a weapon, assault causing bodily harm, overcoming resistance by choking, criminal harassment, possession of a weapon for a dangerous purpose, possession of a controlled substance and multiple breaches of court orders and an emergency protection order, according to police,” the paper added.

According to the statement, Mr Afolabi until his release has been on trial for 43 outstanding warrants but disappeared after his bail. They however related his crime to what the police described as “serious domestic incidents”

The statement also added that investigations had been on since Mr Afolabi’s disappearance.

“He has since disappeared, and investigators from the domestic conflict unit have been working to locate him but have not succeeded. It is hoped a member of the public will know where he can be found.”

The Canadian police described Mr Afolabi as five feet nine inches tall, with a slim build, brown eyes and black hair.

The police want people with useful information about Mr Afolabi to contact the Calgary Police Service at 403-266-1234 or anonymously through Crime Stoppers.

As British Prime Minister Theresa May visits Nigeria and two other African countries this week, the country reported it had returned £70 million recovered from a Nigerian, who was convicted of fraud by an Italian court.

The British High Commissioner to Nigeria, Mr Paul Arkwright, said in Abuja: “There was an Italian court case with a particular person involved. A portion the fund has been in the UK and that was the portion that was returned recently from the UK to Nigeria.’’

The envoy did not mention the identity of the Nigerian involved in the offence, but said more funds would be repatriated.

He stressed that his country was working with the Nigerian government to accelerate the legal process of returning the looted money.

“The British government has no intention of keeping one kobo of Nigerian funds in the UK. It all must come back to Nigeria.

“Just as in Nigeria, the UK feels that the judicial process is important, and we have to go through those processes before the money can be returned.”

According to ChannelsTV, Arkwright also confirmed that British Prime Minister Theresa May will visit Nigeria, Kenya and South Africa during the week.

May is expected in Nigeria on Wednesday.

May’s visit to Nigeria is part of efforts aimed at boosting post-Brexit trade ties.

May, joined by several ministers and 29 business representatives from various industries, will be on the three-day trip, Downing Street said Monday.

She will be the first British prime minister to set foot in Kenya since Margaret Thatcher in 1988.

“As we prepare to leave the European Union, now is the time for the UK to deepen and strengthen its global partnerships,” May said in a statement.

“Africa stands right on the cusp of playing a transformative role in the global economy,” she added.

“As longstanding partners, this trip is a unique opportunity at a unique time for the UK to set out our ambition to work even closer together.”

The delegation will land in Cape Town on Tuesday, where May will meet South African President Cyril Ramaphosa as well as business leaders and young people.

She will use a speech on the opening day to set out how Britain can bolster its partnership with Africa, “particularly by bringing the transformative power of private sector trade and investment from the UK”, her office said.

May will meet with President Muhammadu Buhari in the capital, Abuja and later on, visit Lagos.

On Thursday she will meet Kenyan President Uhuru Kenyatta.

The prime minister will then see British troops in training action and tour a business school, before concluding the trip at a state dinner hosted by Kenyatta.

Among those joining May are representatives of the London Stock Exchange, the Scotch Whisky Association and manufacturing firm JCB.

The partial demolition of radio station on Sunday, 19 September by the Oyo State government  generated much public outcry as it seemed as if the State governor, His Excellency Abiola Ajimobi was personally involved in the matter.

While the state government has insisted that the popular entertainer did break the law because he started his radio station with out relevant approval by the government, many were not satisfied with the explanation. Ayefele approached the court on the issue and hearing has been fixed for September 12, 2018.
However, last week Thursday, Mr. Tegbe led the musician to Governor’s Office for a meeting that he facilitated. From immediate observations when it was concluded, it seemed to have yielded fruits of an amicable resolution. Governor Ajimobi and Yinka Ayefele came out of the meeting looking pleased. It is hopeful that all matters surrounding the musician’s radio station will be resolved satisfactorily.

Former England and Tottenham defender Gary Mabbutt was flown back to  the UK, after a rat reportedly ate part of his foot while he was asleep on holiday in South Africa.


Gary Mabbutt who has 16 caps for England, had to return to the UK for surgery following the incident which caused him to spend a week in hospital — and has left him needing daily treatment. It was gathered that he has type 1 diabetes and has little feeling in his feet.
The incident occurred six weeks ago when he was visiting his daughter, who is working at the Kruger National Park.
“All the opponents that I’ve played against and I finally get taken out by a rat,” Mabbutt told BBC Radio 5 live. “I’ve gone to sleep and during the night a rat has come into the bedroom, climbed into the bed and has decided to chew on my foot.
“It’s made quite a big hole in my toe, going down to the bone, and ate underneath my foot.
“It bit my daughter’s thumb first in the other bedroom, and then she came into me and said ‘Dad, something’s bitten me’. Being in Africa, you think of snakes and scorpions.”
“Unfortunately the rat had had a nice meal and I hadn’t been able to feel it,” he added.
The former Tottenham defender still requires a daily visit to hospital to receive intravenous treatment to clear up his injuries.  Spurs legend Mabbutt played 611 games for the club, despite being told aged 17 that he would never football again as a result of his diabetes.

Mabbutt injects himself with insulin seven times per day, and tests his blood 10 times per day.  In 2016, he had emergency surgery after blocked arteries almost caused him to lose a leg and he can no longer run nor kick a football

Tennis legend, Serena Williams has confirmed she will not be celebrating her daughter’s first birthday due to her Jehovah’s Witness beliefs.


Serena Williams whose daughter Alexis Olympia turns 1 this week, made this known while speaking at a press conference at the US Open. Serena was speaking at a press conference at the US Open when she was asked whether she has thought about she’d be celebrating Olympia’s first birthday.
Responding to a reporter asking: ‘Is there a birthday party planned?’, the 36-year-old said: ‘Olympia doesn’t celebrate birthdays. We’re Jehovah’s Witnesses, so we don’t do that.’
The disclosure is coming after it was reported that Serena’s husband, Reddit co-founder Alexis Ohanian, did not grow up in a religious household, but is now believed to be practising Jehovah’s Witness beliefs with his wife.

‘Being a Jehovah’s Witness is important to me, but I’ve never really practiced it and have been wanting to get into it. ‘Alexis didn’t grow up going to any church, but he’s really receptive and even takes the lead. He puts my needs first.’

Jehovah’s Witnesses believe God is the Creator and Supreme Being, and reject the Trinity doctrine. They do not celebrate religious holidays like Christmas and Easter, and do not observe birthdays or national holidays, feeling that many of these customs have pagan origins and do not celebrate God.
Alexis Olympia was born on 1 September via an emergency C-section, but complications in the surgery nearly resulted in Serena’s death. Explaining the ordeal to CNN, Serena Williams said:
It began with a pulmonary embolism, which is a condition in which one or more arteries in the lungs becomes blocked by a blood clot. Because of my medical history with this problem, I live in fear of this situation. So, when I fell short of breath, I didn’t wait for a second to alert the nurses.
‘This sparked a slew of health complications that I am lucky to have survived. First my C-section wound popped open due to the intense coughing I endured as a result of the embolism. I returned to surgery, where the doctors found a large hematoma, a swelling of clotted blood, in my abdomen.
‘And then I returned to the operating room for a procedure that prevents clots from travelling to my lungs. When I finally made it home to my family, I had to spend the first six weeks of motherhood in bed.’

Two ladies, Gugulethu Thwala and Koketso Moyo who were laughing while burning a schoolgirl to death for dating their ex, have been jailed by a South African High Court.


The suspects who burnt 19-year-old girl, Boitumelo Dlamini, to death for dating one of their ex boyfriends, Tokelo Makhelepho in the company of two others who are yet to know their fate, recorded the sad incident in a video. Gugulethu Thwala and Koketso Moyo who were laughing as Dlamini was screaming, were handed 18 and 14 years in jail sentence respectively.
The ladies who were handed 18 and 14 years respectively for murder, got an additional 5 years for kidnapping over the incident which occurred in 2015.  The Brits magistrate’s court heard that the schoolgirl who was burnt to death in Klipgat near Letlhabile in North West, died pleading for mercy.

She [Boitumelo Dlamini] was asking Cynthia Mosopi to forgive her. She told her she was sorry,” Gugulethu Thwala told the court.
Thwala, Mosopi, Koketso Moyo and Victor Pilane were charged with kidnapping and murdering Dlamini. The four allegedly kidnapped Dlamini at school in Letlhabile near Brits, after Mosopi accused her dating her former boyfriend. Dlamini was allegedly doused with petrol and set alight.
Thwala, also known as Sharon, told the court that on June 18, she met her friends Moyo and Mosopi in Letlhabille, from where they drove in Moyo’s parents’ car to Eletsa High School to meet Dlamini, 19.
“Cynthia told me she wanted to discuss something with Boitumelo,” she told the court.
On arrival at the school, Cynthia had called Boitumelo and she gotten into the car and they drove to Klipgat.
When we arrived in a bushy area, Cynthia told Koketso to stop the car and she forcefully dragged Boitumelo out of the car. She slapped her and poured petrol over her.
“I tried to restrained Cynthia and petrol splashed onto me. I then saw Victor Pilane recording the incident on his cellphone. I screamed at him to help free Boitumelo from Cynthia … at that moment I heard a bang sound and saw Boitumelo was burning.
“Cynthia was also burning on her feet, she ran to Victor for help while Boitumelo ran in the opposite direction,” Thwala testified.

“For how much longer, I think that question can only be answered by God. I believe that God is interested in that young girl and will ensure that she is preserved,” Adesina said on a Channels TV programme on Tuesday.

“I think when that clip that we have is verified, at least one will be sure that it’s her and when that is determined, we should all be glad that she is alive.

“When will she return? By the grace of God, the government is working on it and we believe she will be back.”

Adesina said President Muhammadu Buhari had made a commitment to do anything to rescue the kidnapped girls even if it means paying for their release.

The presidential spokesman said: “One thing we should always remember, as Nigerians, is that early in the life of this administration, then it was Chibok girls, the president said that whatever it will take to get the girls back including paying, he would do. It’s on record.”

He, however, denied reports that the government paid a ransom for the release of the other 110 girls.

“That is not confirming that there was payment on Dapchi because the then DG of DSS was categorical the day the girls were brought back and it was in public glare that no a dime was paid for Dapchi girls. On Dapchi, there was no payment,” he said.

According to Adesina, reaching out to the Sharibu family is not “a presidency matter”.

“I expect that the Yobe state government is doing that. In Nigeria, they expect the presidency to do everything,” he added.

A man has been reportedly killed and many others injured in the Ketu Market clash between rival gangs of miscreants at the Market in Lagos on Monday.


A witness, simply identified as Musiliu, said that the clash followed a disagreement between two groups of hemp smoking miscreants over the death of a member after heavy doses of marijuana, NAN reports.
”What happened was some guys smoking Indian hemp in the market were fighting among themselves over the death of someone whom they gave an overdose of the hemp.
Afterwards, the miscreants were seen carrying the corpse about in the market chanting war songs and destroying anything on sight. I think that was when the policemen were called to intervene.
The police detachment from Ketu Police Station came and started shooting sporadically in the market while the miscreants were also seen facing them in spite of the shooting.
The police latter went back to reinforce and that caused a lot of trouble as the market people started running helter skelter in order not to be caught up in the crisis,” the witness said.
Chioma, another witness, said that the trouble started when the policemen were trying to repel an attack by the miscreants.
”We are tired of these jobless youths coming to Ketu to smoke Indian hemp in the market. They are causing trouble here in this market.
“It’s been long they have been smoking here causing trouble for us in the market. The trouble today started with them, they are attacking those policemen that came to restore peace in the market.
”I think the policemen are not happy with thier effrontery at repelling them, so the policemen went for reinforcement.
”Things got worse as the policemen came back to the market, shooting sporadically into the air while people run for dear lives,” she said.
Speaking on the riot, spokesman for the Lagos State Police Command, Choke Oti, told NAN that normalcy had been restored in the area.
“Our men are there doing the needful. The police is proactive and we have been able to put the situation under control.
“The Lagos State Police Command will not relent until perpetrators are brought to book. The area is presently under survellance,” Mr Oti said.

The family of Ejeh is in serious pains after experiencing a fire outbreak believed to have been caused by adulterated kerosene in Anambra state. It was gathered that a stove in the kitchen (apparently filled with the adulterated kerosene) - exploded just like that and caught fire before spreading to other parts of the house.

The woman and her four out of five children including a new baby - were burnt in the process. Some of the children were badly burnt beyond recognition in the unfortunate mishap.

The children and their mother are currently in the hospital. 

Meanwhile, the federal government has been urged to set up agencies that supervise the distribution of kerosene to mop up the fake product from the market.

A 9-year-old boy identified as Jamel Myles from Colorado, committed suicide  after he was reportedly bullied by his classmates for coming out as gay.


The boy who started fourth grade at Joe Shoemaker Elementary School on Monday, committed suicide on his first week in the school, and his mom says bullying is to blame.
“He looked so scared when he told me,” Pierce told KDVR-TV. “He was like, ‘Mom I’m gay.’ And I thought he was playing, so I looked back because I was driving, and he was all curled up, so scared. And I said, ‘I still love you.’”
It was gathered that on Thursday, four days into the school year, Pierce found her son dead in their Denver home.
“Four days is all it took at school,” she said. “I could just imagine what they said to him. My son told my oldest daughter the kids at school told him to kill himself. I’m just sad he didn’t come to me.”

“I’m so upset that he thought that was his option,” Pierce said.
In the statement, the district said it will continue to offer support to the family. Through the devastation, Pierce wants to spread awareness about the effects of bullying.
“We should have accountability for bullying,” she said. “I think the child should, because the child knows it’s wrong. The child wouldn’t want someone to do it to them. I think the parent should be held (accountable) because obviously the parents are either teaching them to be like that, or they’re treating them like that.”
Though a letter Denver Public Schools to families sent Friday, disclosed it’s providing extra social workers and its crisis team for students, the late boy’s mother said she hopes no parent ever has to go through this pain because their child is different from everyone else.  The Denver Police Department is investigating the death as a suicide.

Big Brother Naija star, Anto was involved in a car crash during the Eidcelebrations and she took to Instagram to share the news.

Recall also that ex-BBNaija housemate, Soma survived a fatal accident few weeks ago. He went on to Instagram to share a video from the scene of the accident.  The entertainer got into the accident after his car was hit by a bus. He lost control of the car which veered off the road, nearly falling into a ditch.

The bus driver drove off immediately, not minding the damage he caused. In a video shared to Instagram, Soma’s car can be seen hanging just above the ditch. Thankfully, Soma was fine, enough to make a video.
Sharing the video, he wrote: “Just want to thank God for my life… this was a close shave, I can’t die now…”

Nollywood actor, Jim Iyke was yesterday accused of slapping an airport staff at the Muritala Mohammed Airport and subsequently arrested by the Police, but he denied the report saying it was just a minor altercation.

In an chat with The NET, Jim Iyke denied assaulting anyone at the airport saying:
people are just amazing, the truth is that I was running late for a flight in Abuja, and my people had sent my luggage a flight ahead. I tried hard not to miss the flight, but by the time I made it to the gate, the captain had almost shut the aircraft’.
He explained further that one of the security guards close by got too eager and got involved.
One of the security guards who saw me struggling to make my way in got overzealous and got into an argument with my PA. Then they started exchanging words and pointing fingers at the heat of the moment.
At the end of the day, we couldn’t even make it (the flight) and when we were coming back, the airport assistant went to call the police and said my Personal Assistant hit his face and pushed him.
But when the policeman saw that it was me, I told them to let us go downstairs to resolve the matter, it was an issue of tempers fraying. We then went downstairs and the matter was resolved. I even boarded the same Dana Air Craft and I was shocked upon my arrival to hear that I was arrested by the Police. Which Police?’

A former chairman of the Independent National Electoral Commission, Prof Attahiru Jega, has mentioned that Nigeria needs competent leaders and not necessarily strong leaders.
According to Jega, an incompetent leader who is strong will end up destroying institutions.

The former INEC boss said this at the 58th Annual General Conference of the Nigerian Bar Association in Abuja on Monday, The Punch reports.
He said:
“What we require most are the competence and capacity of leaders to take decisions and be assertive in ensuring that those decisions are actually implemented.  So, we have to be very careful in thinking that a strong leader can really help.
“Just like a weak leader can wreck an institution, a strong leader, who has just that power and courage, but lacks the capacity, ability and competence to lead, can also wreck strong institutions.
“Competence of leadership is a very important variable in bringing about the stable political transition, good governance and deepening of democracy.”


Nigeria needs competent, not strong leaders – Jega
The former INEC boss, who superintended the 2011 and 2015 general elections, said politicians must stop treating elections as a do-or-die affair.
He recalled that a former President once said elections must be do-or-die, an incident he described as most unfortunate.

Jega also said there was a need for agencies of government to shun partisanship as this weakened institutions and eroded public confidence.
He added:
“We must emphasise professionalism, impartiality and non-partisanship. This is because quite too often, you have good and strong institutions, but once partisanship is introduced and partiality become the norm, as many public institutions in this country, then those institutions would not be able to deliver effectively on their mandates.”

The former INEC chairman said there was a need for law enforcement agencies and the judiciary to be alive to their responsibilities, adding that the integrity of the electoral process must be preserved and protected.
Jega added:
“From my experience, I am convinced that electoral integrity is key to stable political transition and to ensuring that there is a framework for good governance and societal development. Electoral integrity is not just about the integrity of the election management body. It is also the integrity with which the key stakeholders engage with the electoral process.”
In his remarks, a former Head of State, Gen. Abdulsalami Abubakar, lamented that elections in Africa are always characterised by violence.
He said even the recently concluded NBA election was not without its own controversies.
The genesis of Africa’s political problems is the action of sit-tight leaders who do all they can to amend the constitutions in order to perpetuate themselves forever. These leaders manipulate very vital democratic organs particularly the legislature and even judiciary to suppress any dissenting voice,” he added.

A Nigerian doctor has been going on an enlightenment spree on twitter, educating his followers on the wrong perceptions they usually have on various pre and post sexual activities. According to Dr. Olufunmilayo, most guys will always give the excuse of lack of sex for an imaginary severe stomach ache



This is all in the bid to get down with their prospects. Well, the doctor has stated that it is entirely false and no man ever gets stomach pain from lack of sex.

And you know what?
It’s quite very temporary and if a man has sex or simply takes his mind off sexual thoughts, that feeling goes.
It’s merely sexual frustration and nothing more than that.
It’s NOT a life threatening problem and NO woman should be made to see it that way.
As a matter of fact, even women can have the discomfort from getting very Hot and sexually aroused but having no avenue for a sexual release.
Only that women don’t tag it a name or lie that it’s giving them very severe pains.

No man will die from not having sex, please
Basically what happens is just the physiology of normal sexual arousal.
When a man gets aroused, blood flows to the genital area, IF he doesn’t have sex and the arousal is sustained, he feels discomfort-
So what’s the solution?
Simple.
Have sex.
Or avoid sexual arousal thoughts.
So is “blue balls” real?
Yes, it is.
In some men.
Is it a life threatening problem for a man?
NO
Will a man die from not having sex?
NO
Does a man have to have sex because of that?
NO. Sex is an option, not a mandatory necessity. Taking his mind off the sex will work as well.
I know a lot of men are in severe pains ( or sifia pains as that famous Governor called it), but I apologise, I just feel we should set the records straight for posterity sake.
If you want sex from a woman, let it be on the grounds of honestly gotten consent. Not deceit or lies.
I hope this table is still intact, it was never my plans or intentions to shatter anyone’s sand castle of myths.
But yeah, it is what it is.
And I said what I said.
Men actually don’t die from not having sex. And no woman is saving the life of any man by giving him sex.

A generator repairer in the Ijebu Igbo area of Ogun State, identified as Ayodeji Adesegun, aka Solution, has been allegedly killed by a local security guard in the area over the local hide-meat ponmo.


According to Punch Metro, the 24-year-old had gone to seek payment for a debt owed him by a woman who produced ponmo (cow hide) at the Odose Badejo area.
He was alleged to have parked his motorcycle by the roadside where the woman spread some of her wares.
The Ogun State indigene was leaving the area when he was allegedly accosted by the guard, who accused him of riding on the ponmo.

In the argument that ensued, the victim was allegedly shot in the chest.
Policemen from the Ijebu Igbo division prevented a breakdown of law and order in the area as a mob attempted to lynch the suspect.
A source said the incident happened around 5.30pm on Friday.
He said:
“The man was a generator repairer and he had a motorcycle. The woman who sells the ponmo owed him some money and he went to collect the money. He parked his motorcycle by the roadside where the woman put her wares.
“He was about leaving when the security man accused him of riding his motorcycle on the ponmo. There was an argument between them and the repairer was shot in the chest.
“There was confusion everywhere and people tried to mob the security man, but we stopped them. We called the police from the Ijebu Igbo division and their timely response saved the day. The policemen took the corpse away and they returned the following day to the area to make some arrests.”

The deceased’s wife, Mosunmola, who was in her mother’s house, said the victim was coming to visit her when he was killed.

She said:
“We have a child together already and I am four months pregnant. I was sick and he said he would come to see me and give me some money to go to a hospital. He was a few houses to my place when he was shot dead by the guard. I am so confused I don’t know what to do. Please help me to get justice.”
The ponmo seller had been arrested, while the suspect’s father was also apprehended after the security guard escaped.
The duo were allegedly transferred to the State Criminal Investigation and Intelligence Department, Eleweran.
The state Police Public Relations Officer, Abimbola Oyeyemi, confirmed the incident.
He said:
“The man that fired the shot is a local security guard. He just came out from nowhere and fired at the deceased, who was a member of the Odua People’s Congress. Nobody is ready to tell us what exactly led to the shooting.
“The state Commissioner of Police, Ahmed Iliyasu, has ordered that the SCIID should take over the case and ensure the arrest of the suspect.”

A property developer in the Ifako area of Lagos State, Hakem Garba, has been accused of defrauding house seekers of N50 million with the promise of getting them an apartment.


PUNCH Metro learnt that Garba allegedly defrauded the victims said to be over 300 with the promise that a house on Mojisola Street, Ifako-Ijaiye, Lagos, would be immediately completed and given to them.
It was gathered that the suspect convinced the victims to pay in advance under the pretext of speeding up completion of the house.
The house seekers reportedly found out that they had been defrauded when they got to the building on July 23, 2018, and found different tenants in the apartments.
The spokesperson for the group, Richard Ekoro, said Garba told them to come to the house on July 22 to collect keys to their apartments.

He said:
“Some made payments for the house in November and December 2017, while some paid for their apartments between January and June 2018.
“We all exercised patience amidst hardship for those months with the hope of moving in soon.
“Garba told us individually to be present on the premises on July 22 to pick keys to our apartments. We were speechless when we got there and found out that we had been defrauded. The 16 flats were already occupied, while Garba had absconded.”
Ekoro, who noted that the incident had a devastating effect on them all, said some victims that were pregnant lost their pregnancies, adding that many of the victims had become homeless.
One of the victims, Alhaja Yusuf Risi, who claimed that she paid N220,000 on behalf of her daughter for a mini-flat, said Garba told her that the apartment would be ready in three months.
She said:
“We paid money to the man inside the building and he told us that within three months, the building would be completed. Anytime we went there, he told us that there was something they wanted to fix in the apartment.
I paid for the apartment so that my pregnant daughter won’t stress herself while taking her daughter to school and because her husband’s workplace is not far from the building.”

Risi, who noted that she had not seen Garba since July, urged the state government to help her and other victims recover their money from the developer, adding that they had nowhere to go.

Another victim, Melody Akeme, said after the incident, some of the victims were forced to accommodate one another as many did not have anywhere to stay.
She said:
“A lady lost her six-month-old pregnancy; an 84-year-old woman is on medication as a result of a heart attack she had when she got the news that she had been defrauded.
“We have become a family as a result of this issue; we are accommodating one another as some people don’t have anywhere to go.
“Some have even relocated to their states; but we believe Ambode can come to our rescue because he is the governor of the people.
“We have gone to the Ministry of Justice which is our only hope. We are pleading with the state governor to come to our rescue.
“About 60 per cent of us are youths and we all know it is not easy to get a job and money in Lagos. Some people borrowed money to rent the apartments, but we have now become stranded.”
A fashion designer, Olayiwola Yinusa, who was also one of the victims, lamented that his family had become homeless.
The victims’ spokesperson, Ekoro, urged Ambode to help them out of their predicament, adding that they were suffering.
He advised other Lagosians to beware of fake landlords, agents and developers.
Garba and one of his agents had been arraigned before a magistrate’s court in Lagos.

79-year-old Bill Oxley, ex-agent of America’s Central Intelligence Agency (CIA) has confessed that he killed Bob Marley, the reggae legend.

Marley tragically died aged only 36-years-old, following a four-year battle with cancer.

The story of cancer may seem untrue as startling claims have emerged from a deathbed confession made by an ex-CIA officer, where he admitted to the killing.

According to a report by the Daily Star,Oxley is alleged to have claimed the murder of Marley among 17 other assassinations for the American government between 1974 and 1985, at a time when he said the CIA “was a law unto itself.”
Oxley, who reportedly worked as an operative for the CIA for 29 years, is alleged to have said he was often used as a hitman on targets deemed to “represent a threat to the interests of the United States.”
In a purported interview shared widely online, he admitted having no problem with proceeding with the Bob Marley assassination because
“I was a patriot, I believed in the CIA, and I didn’t question the motivation of the agency – I’ve always understood that sometimes sacrifices have to be made for the greater good.”

According to the conspiracy theory, Oxley used faked press credentials to gain access to Bob Marley at his Blue Mountain retreat; introducing himself as a famous photographer working for the New York Times, and gave Bob Marley a gift.
“I gave him a pair of Converse All Stars. Size 10. When he tried on the right shoe, he screamed out ‘OUUUCH.‘
“That was it. His life was over right there and then. The nail in the shoe was tainted with cancer viruses and bacteria. If it pierced his skin, which it did, it was goodnight nurse.”
“There had been a series of high-profile assassinations of counter-culture figures in the United States in the late sixties, early seventies. By the time Bob Marley’s time came around, we thought subtlety was the order of the day. No more bullets and splattered brains.”
Mr. Oxley says he kept close contact with Marley during the final years of his life, ensuring the medical advice he received in Paris, London and the United States “would hasten his demise rather than cure him.”

“He was very withdrawn, unbelievably small. He was shrinking in front of us. The cancer had done it’s job.”
Although widely dismissed as fiction, the account does tally with findings by UK scientists in 2014, who discovered the mysterious acral melanomas – the rare type of skin cancer that caused reggae musician’s demise – was in fact not caused by the sun.
Bob Marley’s soon Ziggy has previously implied his Father was killed, saying in a 2013 interview about the death: “I don’t know what to believe … there are a lot of theories.”
