The battle for the control of the National Assembly seems to be getting tougher – outside the two chambers.

Despite the defection of some senators and members of the House of Representatives from the All Progressives Congress (APC) to the Peoples Democratic Party (PDP), APC senators are insisting on their simple majority, which they believe will soon be more consolidated.

Besides, they are insisting that Senate President Bukola Saraki and House Speaker Yakubu Dogara must step down when they eventually defect to the PDP – a move they are believed to be planning.


Senators and members of the House of Representatives supporting President Muhammadu Buhari are back to the drawing board to sustain APC’s majority in the two chambers.

They are demanding that Saraki and Dogara must step down if the APC retains the majority in the National Assembly by September 26 when the lawmakers end their annual recess.

The lawmakers, who are mostly members of the Parliamentary Support Group (PSG), may ask Saraki to quit if he is put on trial over the Offa robbery. The Senate President insists on his innocence.

He was quizzed yesterday by detectives investigating the incident in which no fewer than 33 people died.

PSG members and some strategists of the President have been meeting on how to “consolidate APC’s majority” in the National Assembly.

One of the issues on the agenda is Saraki’s refusal to read letters of defection of three senators, who are defecting from PDP to APC. They are Hajiya Fatima Raji Rasaki; Hope Uzondima and Sunday Ogbuoji.


A source, who spoke in confidence, said Nigerians have not heard the last word on the defections in the National Assembly.

He said: “We believe APC has the number to hold a simple majority in the two chambers, contrary to what our leaders have been telling the nation. Without Senator Saraki, APC senators are 53 and, of course, it is obvious that APC is in the majority in the House.

“Pro-Buhari/ APC members of the National Assembly have had some sessions in the last 72 hours and our ultimate goal is to sustain our majority in the two chambers.

“With the upcoming elections in two states and ongoing talks and reconciliation, we will certainly be up to 57 in the Senate.

“All we are waiting for is for Saraki and Dogara to tell the nation whether they are defecting or not. Once they defect, we will insist that they must step down as our leaders.

“By simple majority, we are expected to produce the President of the Senate and the Speaker of the House of Representatives. We will not take anything less than that.”

A PSG leader said: “Deep in their hearts, Saraki and Dogara know that they have some hurdles to cross. The option for Dogara is to remain a member of APC and keep his office. Once he abandons APC for PDP, he has to step aside. And if he does not defect, he won’t get any 2019 ticket in APC.”


The thinking is that once Saraki defects, he will face a tough battle to retain his seat because, the source said, “we will draw a battle line with our simple majority”. “ It is this dilemma that has delayed them in announcing their next plan of action,” he added, pleading not to be named”.

A former Senate Leader, Senator Ali Ndume, confirmed the demand of APC Senators and Representatives.

He said: “If Saraki defects, he has to step down. That is what it should be. But, as of now, he has not announced, written or registered. He is only hobnobbing around with PDP. So that is what we have to wait for. If he announces his resignation from APC or his defection, he loses the Senate President’s seat automatically.

“If Saraki defects to the PDP, he is still our colleague in the Senate, but he cannot remain the Senate President. That cannot work. But he will be a senator like me. The same thing applies to Dogara.

“You cannot participate in PDP primaries while you remain in APC; it is not possible and you can’t remain in PDP and go and participate in APC primaries. Even the Electoral Act and INEC guidelines do not allow you to do that. You have to move to a certain party before a certain period and the period is usually before the primaries.

“I remember in my own case, I moved from ANPP to PDP but I had to do that before the expiration of my time.”

On the consequences of the defections on APC, Ndume said: “In fact, now, we are better off because we now know clearly the colour of the moles and the names of the moles that were living with us and most of these people had issues, which is why they left. Some of them have issues in their constituencies, some with their governors. You cannot say they are not important but they cannot do any damage; they are not indispensable.

“Our meeting with the President has unified us. Before, some of the defectors were standing up to talk the way they wanted but now we have known true and committed APC senators and Representatives.”

As the battle for the control of the National Assembly rages between the federal lawmakers of the ruling All Progressives Congress and their Peoples Democratic Party counterparts , officers of the caucuses of the parties have disagreed on the possibility of the removal of the presiding officers of the chambers .

While the APC members contended that they did not require two - thirds majority to remove Senate President Bukola Saraki and Speaker, House of Representatives , Yakubu Dogara , the elated PDP legislators argued that their APC counterparts would find it difficult to effect a leadership change in the National Assembly if the presiding officers dump APC for the PDP as anticipated.

The Peoples Democratic Party Caucus in the House of Representatives said any attempt by All Progressives Congress members to intimidate or remove the Speaker, Yakubu Dogara , will be stoutly resisted.

The PDP members , in separate interviews with SUNDAY PUNCH, said without a comfortable control of the House , the APC would remain powerless , despite having the majority .

The opposition party caucus stated this just as the Deputy Senate President , Mr. Ike Ekweremadu , on Saturday , said more defectors would soon join the PDP .

However , a member of the Parliamentary Support Group , a group of APC senators loyal to President Muhammadu Buhari , Senator Ali Ndume , insisted that Saraki must quit as Senate President should he defect from the APC to the PDP.

The Deputy Minority Whip in the House , Binta Bello , on her part, said there was no basis for anybody outside the speaker’ s Tawafa - Balewa/ Dass /Bogoro Federal Constituency to ask him to step down .
She also observed that the speaker was a product of all political parties, not only the APC.

“ The people of his constituency voted for him . All politics is local . It ’ s the same people that can ask him to leave not just any member of APC.

“ Again, is he just a speaker for the APC ? If he has to go , all of us must come together again to say ‘ go . ’ This is not about APC alone , ” she added .

Another senior member from Kogi State , Mr. Sunday Karimi , wondered if the APC had the number to remove Dogara .

Karimi stated, “Do they have the number? To impeach the speaker or shake him in any way, you will need to have two - thirds majority in the House . Do they have it ? In ordinary times, to get 240 out 360 is tough , much less in abnormal times like now when everyone’ s eyes are wide open .

“ They are powerless and wasting their time without two - thirds . In any case , things will fall into their proper places when we resume in September . ”

Speaking to one of our correspondents , the Deputy Minority Leader of the Senate , Senator Emmanuel Bwacha , said the majority party would be known when the National Assembly returned from recess.
“ When we resume, you can confirm that, ” he said when asked the requirement to remove the Senate President , Dr . Bukola Saraki.


Saraki ceases to be Senate President if he defects , Ndume insists

According to Ndume , the two -thirds majority stipulated by the Constitution to remove the President of the Senate or Speaker of the House of Representatives is based on which party the presiding officer belongs to .

Ndume said , “ The removal that the Constitution is talking about is in the party . For example , if he is a member of the APC , it will require two -thirds to remove him. But if he is not a member of the APC, he cannot be the Senate President .

“ The two - thirds that the Constitution is referring to is that since we have elected him by simple majority as we did , we cannot remove him until we have two - thirds . But if he moves to another party , then he should not be the Senate President at all. ”


More defectors coming PDP , says Ekweremadu

Ekweremadu , on Saturday , described the PDP as the biggest and fastest growing political party in Africa .

He said what Nigerians witnessed in the last few days with the defections of scores of National Assembly members and the return of the Governor of Benue State, Samuel Ortom , to the PDP was “ a tip of the iceberg . ”

The lawmaker , according to a statement on Saturday by his Special Adviser on Media, Uche Anichukwu , said this in Awgu , Enugu State, on Saturday during the inauguration of the Agwu Local Government Area chapter of the Gburugburu Movement , which champions the re - election bid of Governor Ifeanyi Ugwuanyi.

Ekweremadu said , “ We are happy for this . But I have good news for you . Nigerians have only witnessed a tip of the iceberg .

More are on their way because it is no longer about anybody ’ s individual political ambition . It is now a movement to rescue Nigeria . ”


Saraki still consulting – Kwara APC spokesman

Meanwhile , the Publicity Secretary of the APC loyal to the Senate President in Kwara State, Alhaji Sulyman Buhari , has said Saraki is still consulting on his next political move.

He stated that the Buhari - led administration and the national leadership of APC were still in talks with Saraki to stop his defection to another party .

In a telephone interview with one of our correspondents in Ilorin , the Kwara State capital , on Saturday , Buhari said , “ If two senators and all the members of the House of Representatives from Kwara State have defected from the APC to the PDP, remember there are still 24 members of the state House of Assembly and the governor of the state who are still APC members at the moment .

“The Senate President has never declared for any other political party rather than the APC. So , Nigerians should wait for him pending the time he will declare his intention .

“ As you can see from what is going on at the national level , politics is all about consultation . You can see , the government in power is trying to talk to him . ”


APC members wade intervene in Dogara , Bauchi gov ’ s rift

Also , in the House of Representatives , it was learnt that the APC members were anxious over a possible exit of Dogara from the party and were pulling every string to stop such move.

It was learnt on Saturday that several members, particularly from the majority North- West , had intervened in the political feud between the Governor of Bauchi State, Mr Mohammed Abubakar , and Dogara .

The speaker is from Bauchi State in the North- East. A power tussle between Dogara and Abubakar has eaten up the better part of the last three years in the state .

The quarrel between two top politicians and the apparent slow pace of the APC at the highest level to resolve it account for why Dogara is not happy with the party .

Recall that Dogara shunned the ward , local government and state congresses of the party . He made a brief appearance at the National Convention in Abuja where his speech dwelt more on the alleged injustice in the party .

With threats of more defections and the likelihood of the APC losing its current slim majority in the House , SUNDAY PUNCH gathered that members were bent on stopping Dogara from leaving.

“ We will not support the speaker leaving because it will further affect the fortunes of the party .

“ It is our view that the local issues in Bauchi with the governor should be resolved amicably , ” one member said .
Findings showed that the peace option was preferred because of the realisation that it might also be impossible to sack the speaker without the right number.

Recall that on Tuesday, 37 members defected from the APC. Thirty- two of them went to the PDP , while four members moved to the African Democratic Congress . One of the members has yet to join a new party .

The defection leaves the APC with 186 members out the total of 360 , while the PDP has 162 . There are five members in APGA and one in the SDP .

By the requirement of law , the APC needs two - thirds majority (240 ) to contemplate on removing the speaker .

“ As things stand , it is not in the interest of the party to threaten the speaker as we will simply be handing over the seat to the PDP if he decides to defect , ” another member told SUNDAY PUNCH.

The Leader of the majority North- West caucus, Mr. Alhassan Ado - Doguwa , admitted that it would serve the interest of the APC for Dogara to stay .

He spoke more , “I am also authoritatively aware that up till today , Dogara is a faithful member of the APC , and still ready for further negotiations on the perceived bitter relationship with his state governor.

“ I, therefore, urge the national leadership of our great party to dispassionately intervene on the speaker ’ s issue in Bauchi State and bring it to a logical conclusion .

“ It is my candid opinion that we cannot afford to miss the Speaker from the APC family . ”

Ado - Doguwa disagreed with calls by some party members that Dogara could as well step down .

“ But it will be wrong for any one to ask the speaker to step down in the light of the impending political circumstances in the National Assembly.

“ Also , once a speaker or his deputy are elected, they can only be removed by two - thirds of all members of the House . It is therefore uncharitable for any one to now call for his removal without any constitutional reason, ” he added .

Incidentally , members of the Parliamentary Support Group , made up of largely pro - Buhari APC supporters in the House , said they were at home with Dogara working for the President ’ s second- term ambition .

The spokesman for the group , Mr. Abdulmumin Jibrin, said , “ We are working for Mr President . The speaker and the leadership of the House , they are all with us .

“ We have a common goal, which is to see to Buhari ’ s return in 2019. ”

Following the formal defection of the President of the Senate, Bukola Saraki from the ruling party, All Progressives Congress (APC) to the People’s Democratic Party (PDP), the caucus of PDP in the House of Representatives has vowed to resist the impeachment plot against him.

The caucus said it is currently keeping vigilance over the Senate Chamber to prevent it being forcefully accessed by APC Senators.

The decision of the lawmakers followed an alleged plot to impeach Saraki by some APC senators said to have perfected plans to force their ways into the chamber with the connivance of security agencies.

The National Assembly is currently on a two-month annual recess.

The Deputy Minority Leader of the House Chukwuka Onyema briefed reporters at the National Assembly yesterday evening where he said PDP lawmakers in the House would scuttle the plot by watching over the National Assembly.

Onyema, who was flanked by about 10 members alleged senators, Abdullahi Adamu, Ovie Omo-Agege and Ali Ndume as being the arrowheads of the forceful takeover of the Senate chamber and the impeachment plot while the federal lawmakers are on their annual vacation.

He said: “The aim of their invasion while other senators are on recess is to come and sit illegally when everybody is on recess to impeach the senate president.

“We also have it on good authority that they are planning to come back this night and tomorrow morning aided by security forces; our own security forces whose job is to protect the lives of Nigerians.

“They are the ones leading these dissident senators to come and truncate our democracy. We might think they want to take over the senate; that’s not what they want to do.

“They want to truncate this democracy of ours. But we the PDP caucus has decided to stay here to keep vigil and wait to s what’s going to happen tonight and tomorrow night”.

He however said it was time for Nigerians to rise up and defend the nation’s democracy, “This is not a rape on the National Assembly, it’s a rape on democracy which concerns all of us.

“If we allow this to happen, then we can as well go back to when we use to have a military junta.

“We also have some information that some policemen have arrived. We want to find out what they are doing here,” he added

“In a sense, we have to accept that once a couple for any reason or the other find that they not compatible, the only honourable thing is to go.”

He expressed delight that Saraki acknowledged the role the APC under him played not to lose key members.

“I was happy for one thing is that the senate president as a mark of honour accepted that he is leaving not because the new leadership did not make effort, he admitted that not only did I do everything possible along with the vice-president, along with some governors and we had meeting with the president, but he argued that those efforts came too late,” he said.

“But whatever is the reason, we can decamp from a party but we can’t decamp from Nigeria, the only thing is that there are other consequential issues that every man or woman of honour who had taken such decisions would be expected to follow through.

“I mean you should not collect a crown that belongs to a family and wear it on behalf of the family if for your personal reasons which he has enumerated that he has gone to another family. It is just a matter of honour to leave the crown in the house that the crown belongs to. As it stands even now, APC is still the largest party in the senate, we have 53 senators, that is much more than PDP has, or APGA has.

“So, I think the important thing is that our democracy is still evolving, there are a couple of lessons to learn from the development.”

Since he dumped the ruling All Progressive Congress (APC) for the opposition Peoples Democratic Party (PDP), there have been several calls urging Mr Saraki to relinquish the position.

The argument is that since he (Saraki) has left the APC which is alleged to be the majority at the Senate, the party must produce the next leadership of the house.

It is on this basis that Senator Abu Ibrahim insist that the Senate President must resign else peace will be elusive in the Senate.

Mr Ibrahim who represents Katsina South at the upper chamber commended Saraki for his doggedness in leaving the party.

“I think it is commendable that he has left the party. He has chosen the path of survival because it is the issue of political survival not any thing for Nigeria,” he said while granting an interview to journalists on Thursday.

“But next is for him to resign as Senate President, because by all conventions all over the world, the majority party produces the leadership; Senate President, the Majority Leader and others.

“Again, let him be gentleman enough and resign as Senate President.

“If he does not, we will never have peace in that Senate because it is absolutely clear that APC has majority to produce the leadership.

“I hear the PDP claiming majority, but it is crystal clear that APC has majority. We will have more members. We will conduct two bye-elections and we will have the two members.

“We also have some alliance with APGA. It is clear that APC has majority,” Ibrahim said.

The lawmaker also debunked as unfounded an allegation that some senators attempted to break into the Senate chamber on Wednesday to reconvene plenary.

“How do you break into the chamber? If we like we can reconvene legally because it is legal for us to reconvene.

“We do not need to break into the chamber when we have the number. I will never subscribe to that. We can reconvene. The rules are there that if we are up to 30 we can reconvene.



“Why should we break into the chamber when we can reconvene legally and do what we want to do,” he said.

The position of Ibrahim that the Senate President should step aside on the basis of the party with the ‘majority’ at the chamber, HEADLINE understands holds no water according to the constitution.

Saraki who emerged the leader of the National Assembly and the 8th Senate found himself in that position based on his alliance with PDP Senators. He emerged against the wish of his party, APC.

Section 50(2) of the Nigerian Constitution says the President or Deputy President of the Senate shall vacate his office if:- (a) if he ceases to be a member of the Senate.

(b) when the House of which he was a member first sits after any dissolution of that House.

© if he is removed from office by a resolution of the Senate by the votes of not less than two-thirds majority of the members of that House.

Though it will be difficult if not impossible to oust him legally, the only option left for APC is to persuade Saraki to willingly step down but the lawmaker according to his aide wishes to retain his position.
