WAEC Reacts To Nigeria’s Embargo On WASSCE

Quote:The West African Examinations Council (WAEC) has reacted to the abrupt U-turn made by the federal government on the resumption of schools across the country, and its earlier announcement of dates for the commencement of the 2020 May/June diet of the West African Senior School Certificate Examination (WASSCE).

The regional examination body said it is within the legitimate power of governments of the five-member countries to make such decisions.

In an exclusive telephone interview with PREMIUM TIMES, the WAEC’s Head of Nigeria’s Office (HNO), Patrick Areghan, said the examination body was still reviewing the situation and that it would make its position known soon.

Mr Areghan, who came into office in March 2020, was supposed to oversee the May/June 2020 examination, the first national examination under his watch until the coronavirus pandemic struck, forcing the indefinite postponement of the examination.

The HNO said he could not speak on whether the examinations would continue in the other four countries or not until the “coast is clear.”

He said; “We cannot make any categorical statement for now. We are operating in five-member countries and we cooperate with the government. We recognise the fact that the government has the right and power to take positions, and we cannot confront the government. We work hand in hand with the government.”

He, however, pledged to update the public as soon as final decisions are taken.

Minister’s position
Nigeria’s minister of education, Adamu Adamu, had on Wednesday announced the reversal of the government’s earlier position on schools’ resumption, saying the atmosphere is yet unsafe for teaching and learning in the country.

Mr Adamu’s position was based on the rising cases of coronavirus diseases in the country, saying children would find it difficult to observe the required protocols including social distancing, to keep themselves safe if allowed to return to schools.

The minister also said no Nigerian school will participate in the WASSCE earlier scheduled to hold between August 5 to September 5.

The Minister of State for Education, Chukwuemeka Nwajiuba, announced during a media briefing on July 6 that the examination will now take place between August 4 and September 5.

Speaking to State House correspondents at the end of the Federal Executive Council (FEC) meeting presided by President Muhammadu Buhari on Wednesday, Mr Adamu said Nigerian schools will not reopen any time soon “until it is safe to do so because of the COVID-19 pandemic”.

He said final year students preparing for the Senior Secondary Certificate Examination (SSCE) will not be allowed to return to school contrary to the earlier announcement.

Mr Adamu said the West African Examinations Council (WAEC) cannot determine the resumption date of schools for Nigeria.

He said he would prefer that “Nigerian students lose an academic year than to expose them to dangers.”

“Schools under the supervision of the Federal Ministry of Education will not reopen on August 4th or any time soon. Our schools will only open when we believe it is safe for our children and that is when the situation is right, not when the number of COVID-19 infection is going up in the nation. So, I just want to make that clear,” Mr Adamu said.

He said the government will not reopen schools now for examinations or any other reason “unless it is safe for our students because WAEC cannot determine for us what we do so schools will remain closed.”

“Yesterday, we called a meeting of stakeholders to tell us their situation and what needs to be done in order to reopen schools but while the meeting was going on, WAEC announced that they will start exams so let’s see who they are going to start with,” he said.

The minister appealed to schools that have already reopened to rescind their positions.

He also said state governments that have already announced the reopening of their schools should reconsider “because it is not safe for schools to open.”

He said, “I feel responsible for the children in Nigeria not just those in federal government-controlled schools. Please let us save our children from the pandemic.

“You can look at this scenario; just one infected child going into a class can infect everyone in the class and after classes, they go back to the hostel. Because children cannot observe social distancing as expected. If one child in the hostel is infected, the next morning everybody will be infected so this is not the right time to open schools.”

He explained that what he said was not part of resolutions at the day’s cabinet meeting “but he needed to clear the air on the matter.”

He said certain protocols have to be met and schools have to be decontaminated before they reopen.

House of Representatives faults FG's decision to cancel WASSCE examination

The House of Representatives Committee on Basic Education and Services has faulted the Federal government's decision to cancel the 2019/2020 West African Senior School Certificate Examination WASSCE due to the Coronavirus pandemic.
 

Recall that the Minister of State for Education, Chukwuemeka Nwajiuba, had on July 6 announced that the examination, which was earlier scheduled for April this year but postponed due to the Coronavirus pandemic, will now hold from August 4 to September 5.
 
However, after the virtual Federal Executive Council meeting on Wednesday, July 8, the Minister of Education, Adamu Adamu, announced a reversal of that decision. He said Nigerian schools will not reopen any time soon “until it is safe to do so because of the COVID-19 pandemic”. 


According to him, final year students preparing for the Senior Secondary Certificate Examination (SSCE) will not be allowed to return to school contrary to the earlier announcement. The Minister added that the West African Examinations Council (WAEC) cannot determine the resumption date of schools for Nigeria.

Quote:''Our schools will only open when we believe it’s safe for our children and that is when the situation is right, not when the incidence of the infection is going up in the nation. I just want to make it clear. We will not open schools soon for examination or for any reason unless it is safe for our children, even WAEC. WAEC will not determine for us what we do. Schools will remain closed.'' he said
 
Adamu stressed that it is better for Nigerian students to lose an academic year than to expose them to dangers.
 

However, in a statement released today July 10, the House Committee on Basic Education and Services said the reversal in the decision for students not to write their WAEC examination is not in the interest of the country as it will create confusion in the education sector.
 
The statement signed by its chairman, Julius Ihonvbere, reads in part

“The House Committee on Basic Education and Services received with amazement the announcement by the Honourable Minister of Education that Nigerian students would not be participating in the forthcoming WASSCE examinations. 


He did not inform the country if this was in agreement with other West African leaders or in consultation with the examination bodies, the state governments and other stakeholders in the education sector.


The Minister also did not also inform the public if the decision was the outcome of a meeting with all State Governments that are in charge of all but the Unity Secondary Schools that are owned by the Federal government.


The Hon. Minister of State, in his usually consultative and participatory approach, had briefed the nation at the COVID 19 presidential Committee briefing, over the airwaves and in an appearance before the House Committee on Basic Education where he assured  Nigerians that all steps had or were being taken to ensure full compliance with all COVID 19 protocols.


This sudden policy reversal is not good for the country. It is bound to create further confusion in the education sector,  create disappointment and suspicion among parents, frustrate the students, and show to our development partners and Nigerians that the distortions and disarticulations in the sector are only getting worse,” it stated.
 

The Committee called on the Federal government to rescind its decision as Nigeria is not the only country expected to write the examination amidst the COVID-19 pandemic.


Quote:“The House Committee appreciates the reservations of the Honourable Minister of Education. We are parents just like him. No Nigerian parent would want to delay, distort, even terminate the progress of their child.


We are convinced that if our policy of no boarding house, reconceptualising scope of exams, use of all classrooms and halls in the schools, quadrupling the number of invigilators,  provision of facemasks, sanitizers and hand washing facilities are followed, the WASSCE can be conducted with ease and with no repercussions” the statement in part read

Atiku Abubakar and Reno Omokri kick against FG's decision to cancel WASSCE

Former Vice President, Atiku Abubakar, and former presidential media aide, Reno Omokri, have kicked against the Federal government's decision to cancel the West African Senior School Certificate Examination WASSCE for this year.
 

Minister of Education, Adamu Adamu had on Wednesday, July 8, announced that the Federal government will be rescinding its decision to reopen schools for graduating students to take part in the WASSCE examination scheduled for August 4 to September 5. Worried by the increasing number of confirmed Coronavirus cases in the country, Adamu said schools in Nigeria will only be opened when it is safe for students.
 

However, in a statement released today July 10, Atiku said canceling WASSCE examination puts Nigeria at more risk. He said the decision to cancel the examination which is not meant only for Nigerians, is not in the best interest of the country. His statement reads

Quote:''As a parent and investor in the education sector, I wish to register the fact that the Nigerian government’s policy of unilaterally cancelling the West African Senior School Certificate Examination, held annually by the West African Examinations Council, is not in Nigeria’s best interest.


At a time of the global COVID19 pandemic, it is understandable that an abundance of caution be put in place to save lives. However, caution, without consultation, and thoughtful action, may be counter productive.


1.5 million Nigerian youths write the West African Senior School Certificate Examination annually. To abruptly cancel this examination is to set back our nation’s youth, and place them behind their contemporaries in other West African nations. 

This is perilous, because Foreign Direct Investments and other economic indicators, are tied to the educational indexes of nations.
Already, Nigeria lags behind other African nations in crucial indices, like school enrolment, pass rates, and out of school children. 

This action, will further create chaos in the public education system and exacerbate an already bad situation.
Rather than cancellation, there are better ways to protect the health of Nigerians and prevent the pandemic from escalating. We could mobilise all available public and private infrastructures including primary schools, stadia, and cinemas, for the examinations. In the alternative, the Federal Government can prevail on WAEC to have a staggered examinations with a different set of questions for each shift. Doing so will allow WAEC Nigeria implement social distancing and achieve the goal of carrying out the examinations. A win-win scenario.


I urge this administration to take into account that the lives they are trying to save will be further put at risk, because if this policy is not reversed, tens of thousands, and possibly hundreds of thousands of Nigerians, will breach social distancing rules to cross over to neighbouring West African nations to write their WASSCE, rather than miss a year.''
 
Reno in his reaction said Nigeria's education system does not have the capacity to handle an overwhelming number of students who would be ready to take the examination next year. He wrote

Quote:'' 1.5 million Nigerians write WASSCE every year. Nigeria does not have the capacity to hold WAEC exams for 3 million people next year. What this means is that, if this policy is not reversed, every Nigerian child will miss a year, not just the final year students.


Edo has 2,210,534 voters, while Ondo has 1,822,346. A total of 4,032,880. WAEC has 1.5 million registered students in Nigeria. WAEC exams takes 5 hours. Voting takes all day. So, what is the rationale for suspending WASSCE, yet go on with Edo and Ondo elections?


Ghana opened schools for final year students and confirmed that WAEC examinations will hold. Meanwhile, Nigeria suspended WAEC exams. That is because Ghana’s President, @NAkufoAddo is a graduate of @UniofOxford,  and General @MBuhari has questionable WAEC status!''he tweeted
