Buhari who again failed to attach necessary supporting documents , insisting that they were in the custody of the military.

In the affidavit which he swore to , Buhari said , “I am the above named person and the deponent of this affidavit herein. All my academic qualification documents as filled in my Presidential form , APC/ 001 / 2015 are currently with the Secretary of the Military Board as of the time of this affidavit.”

The Nigeria Army has finally broken its long silence over the educational qualifications of the All Progressives Congress (APC) Presidential Candidate, General Muhammadu Buhari (rtd) by asserting that the retired general actually entered the Army from secondary school.

Director of Army Public Relations, Brigadier General Olajide Laleye, told a crowded press conference on Tuesday that the Army holds General Buhari in high esteem and would not like to be dragged into any controversy concerning the eligibility or otherwise of the retired general to occupy any public office.

Laleye stated, however, that the Army decided to speak now to douse the controversy over-shadowing the politician’s educational qualifications and to halt the avalanche of requests from numerous individuals and corporate bodies to the military asking for the records.

He stated that APC Presidential Candidate was enlisted into the army in 1961 without certificates since he was picked from the secondary school to start military service.

Brigadier General Laleye said: “Records available indicate that Major General Muhammadu Buhari applied to join the military as a Form Six student of the Provincial Secondary School, Katsina, on October 18, 1961. His application was duly endorsed by the principal of the school, who also wrote a report and recommended him to be suitable for military commission.”

The Nigeria Army spokesman noted, however, that the usual practice in the Nigeria Army before candidates are shortlisted for commissioning into the officer cadre, requiring that the Selection Board must verify the original copies of credentials that are presented by candidates may not have been followed in Buhari’s case.

His words: “There is no evidence or available record to show that this process was followed in 1960s. Nevertheless, the entry made on NA Form 199A at the point of documentation after commission as an officer indicated that the former head of state obtained the West Africa School Certificate (WASC) in 1961 with credits in English language, geography, history, heath science, Hausa and a pass in English literature.


“However, neither the original copy of the certificate, a Certified True Copy (CTC) nor the statement of results of Major General Buhari’s WASC result is in his personal file” as evidence of his claims.

During the question session, the Army spokesman stated that Buhari attended several professional courses relating to the military profession including two in the United States and other foreign countries.

Laleye expressed reservations and displeasure over attempts by politicians to drag the military into partisan politics and hoped that with the release of the records by the military, the matter will now be allowed to rest.

 A Nigerian and aide to the immediate past Governor of Ekiti state, Lere Olayinka, has written to the Nigerian army, requesting a speedy release of the academic credentials of President Muhammadu Buhari.  Mr. Olayinka, in the letter addressed to the Chief of Defence Staff, said President Buhari risks his re-election bid if his academic credentials remains not found.  All my academic qualification documents as filled in my Presidential form, APC/001/2015 are currently with the Secretary of the Military Board as of the time of this affidavit.” Over 100,000 secondary school students thrown out of school by herdsmen crisis in Benue — TSB boss President Buhari had, during the 2015 election which he eventually won, presented INEC with the same excuse, saying the military is in possession of his academic credentials. 

But, the army, through the then director of army public relations, Olajide Laleye, had denied that the military was in possession of Buhari’s academic credentials. In a release then, the army had said, “Records available indicate that Major General M Buhari applied to join the military as a Form Six student of the Provincial Secondary School, Katsina on 18 Oct 61. “His application was duly endorsed by the Principal of the school, who also wrote a report on him and recommended him to be suitable for military commission. “It is a practice in the NA that before candidates are shortlisted for commissioning into the officers’ cadre of the Service, the Selection Board verifies the original copies of credentials that are presented. However, there is no available record to show that this process was followed in the 1960s.” Meanwhile, in the letter to the CDS, Mr. Olayinka asked the military not to take the stress of providing all the credentials but to, at least, provide President Buhari’s Primary Six and Secondary School Certificates as the two will suffice. 

The letter reads thus: “Dear Chief of Defence Staff, RE: Major General Muhammadu Buhari’s Credentials I write as a concerned citizen of Nigeria to request that you use your good offices to effect the immediate release of academic credentials of Major General Muhammadu Buhari (rtd) to INEC. Major General Muhammadu Buhari (rtd) is the presidential candidate of the APC in the 2019 general election and he is in urgent need of the credentials to support his nomination as provided by the 1999 Constitution of the Federal Republic of Nigeria (as amended). I wish to remind you that in 2015, the said  Major General Muhammadu Buhari (rtd) could not present his credentials because the then PDP government of Dr. Goodluck Jonathan allegedly prevented the Military from releasing the credentials. 

The CDS sir, you should be reminded that the said Major General Muhammadu Buhari (rtd) is the President and Commander-In-Chief of the Armed Forces, and he could have just used his powers to compel the military authority to use a Fighter Jet to fly the credentials to INEC. Kindly treat this request as urgent because the said Major General Muhammadu Buhari (rtd) on whose behalf I make this request risks disqualification by INEC if he fails to submit the credentials as demanded by the law. You may not need to provide all the credentials however, just release the Primary Six and Secondary School Certificates. He contested the election and came victorious. Those who initiated the legal redress withdrew their case.

Reacting to the development on Friday, Mahmood Yakubu, the chairman of INEC said there was still room for legal redress if anyone who is in doubt of claims by candidates in the 2019 elections.

“Any person with reasonable ground to believe that any information on form CF001 submitted by a candidate contains incorrect or false claims is at liberty to file an action against such candidate at the federal high court or the high court of a state or FCT,” Mr Yakubu said while addressing a press conference.

“While the current exercise is limited to candidates for presidential and national assembly elections, the personal particulars of those contesting in governorship and state assemblies elections will be published on November 9, 2018, one week after the close of submission of nominations by political parties,” he added.

Reacting to the recent development, the PDP gave the advise on Friday in a statement issued by its National Publicity Secretary, Kola Ologbondiyan.

The PDP said while its Presidential candidate, Atiku Abubakar, has submitted his educational and other relevant documents to INEC, President Buhari is rather seeking ways to short-circuit the system, instead of complying with set rules.

“Indeed, a situation where President Buhari has been dodging the certificate issue raises huge questions of integrity, which demands that he makes available his credentials, or apologize to Nigerians, if he has none, so that the nation can move ahead,” the statement said.

“President Buhari knows by now that Nigerians are no longer interested in his claims in an affidavit wherein he stated; “I am the above-named person and the deponent of this affidavit herein. All my academic qualification documents as filled in my Presidential form, APC/001/2015 are currently with the Secretary of the Military Board as of the time of this affidavit,” the statement partly read.

The opposition party maintained that integrity strictly demands that President Buhari, particularly as the commander-in-chief, writes to the military authorities directing them to forward his claimed credentials to INEC, as requisite evidence of compliance with a key requirement for election into the Office of the President, under section 131 (d) of the 1999 Constitution (as amended).

Meanwhile, INEC has told Buhari critics to seek a legal redress if they feel the information provided by the president is not true.

Ebun-olu Adegboruwa, a lawyer and human rights activist, has declared that President Muhammadu Buhari is qualified to contest the presidential election in 2019.


He said the hues and cries over his eligibility having failed to publicly present his WAEC certificate was needless.

A statement by Adegboruwa on Monday noted that section 131, of the 1999 Constitution provided that a person is qualified for election to the office of President if “he is a citizen of Nigeria; He has attained the age of forty years; He is a member of a political party and he is sponsored by that political party; He has been educated up to at least School Certificate level or its equivalent.”


He said: “In my humble view, Gen Buhari has met all the above requirements.

“Under and by virtue of section 318 (1) of the Constitution: “School Certificate or its equivalent” means-

a. a Secondary School Certificate or its equivalent, or Grade II Teacher’s Certificate, the City and Guilds Certificate; or


b. education up to Secondary School Certificate level; or

c. Primary Six School Leaving Certificate or its equivalent and-

i. service in the public or private sector in the Federation in any capacity acceptable to the Independent National Electoral Commission for a minimum of ten years, and

ii. attendance at courses and training in such institutions as may be acceptable to the Independent National Electoral Commission for periods totalling up to a minimum of one year, and

iii. the ability to read, write, understand and communicate in the English language to the satisfaction of the Independent National Electoral Commission, and

d. any other qualification acceptable by the Independent National Electoral Commission.”

The lawyer said the authors of the Constitution imposed those conditions upon Nigerians and the people have to accept them and live with them until they were changed.

He added: “Anybody who can read, write and communicate in English, who has attended military courses, who has served in the public service of the Federation or even in the Army, is eminently qualified to aspire to be elected as President of Nigeria.

“That is why I have kept referring to the President as Maj-Gen in this statement, to show that he’s qualified, even by virtue of his military rank alone.

“So, it is only a moral burden, for the President, if he claimed to have attended any secondary school, to produce the certificate of that school, to the satisfaction of Nigerians, but that has nothing to do with his legal right to contest election as President.

“The debate is thus unnecessary. Let’s move on to other issues.”
